Friday, Aug. 19:

8:01 a.m., Ricardo Garcia, 30, of Artois, was booked into the Glenn County Jail on charges alleging cruelty to animals, and threatening to commit a crime with intent to terrorize (both felonies). Bail was set at $170,000. He was also returned to custody for second-degree robbery (a felony). Bail for this was set at $35,000. He was taken into custody on County Road 16 at Interstate 5 by a GLINTF agent.

11:40 a.m., Timothy Duane Slye, 41, of Willows, was booked into the Glenn County Jail on charges alleging disorderly conduct while under the influence of a drug (a misdemeanor). Bail was set at zero. He was taken into custody west of North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

3:41 p.m., Kaelene Elizabeth Scritchfield, 30, of Willows, who was remanded by the court to the Glenn County Jail on Tuesday, Aug. 16, was found to have a warrant alleging violation of a court order to prevent domestic violence, resisting or obstructing a public service officer, and possession of controlled substance paraphernalia (all misdemeanors). Bail for this warrant was set at $16,000.

Saturday, Aug. 20:

2:13 a.m., Sandra Marie Rincon, 31, of Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody at Jaffe Lane and Gable Drive by an Orland police officer.

4:44 a.m., Steve Edward Lambach, 53, of Chico, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors), and a no-bail warrant alleging being a fugitive from justice (a felony). Bail on the fresh charges was set at zero. He was taken into custody at 10 Walker Street by an Orland police officer.

2:01 p.m., Weylin James German-Perez, 34, of Orland, was booked into the Glenn County Jail on a warrant alleging driving without a license (a misdemeanor). Bail was set at $7,000. He was taken into custody at 1266 Highway 32, Orland, by a Glenn County Sheriff’s deputy.

11:34 p.m., Adrian LandaLanda, 27, of Orland, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $5,000. He was taken into custody at 240 Sacramento Avenue, Hamilton City, by a Glenn County Sheriff’s deputy.

Sunday, Aug. 21:

3:30 a.m., Dillon Gregory Valencia, 19, of Alturas, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on the southbound side of Interstate 5 at the Willows rest area by a California Highway Patrol officer.

6:52 a.m., Joseph James Short, 30, of Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of a drug (a misdemeanor). Bail was set at $5,000. He was taken into custody on Highway 99, south of County Road 6, by a California Highway Patrol officer.

Monday, Aug. 22:

8 a.m., Jeffrey Brandon McMahon, 31, of Chico, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $30,000. He was taken into custody at the Butte County Jail by a Glenn County Sheriff’s deputy.

12:59 p.m., Diego Rodrigo Garduno-Miranda, 33, of San Jose, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), and a warrant alleging vehicle theft (a felony). Bail for the fresh charge was set at zero, while bail for the warrant was set at $10,000. He was taken into custody on the southbound side of Interstate 5, just south of County Road 60, by a California Highway Patrol officer.

2:34 p.m., Brandon Matthew George, 27, of Elk Creek, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $12,000. He was taken into custody at County Road 305, sp. #15, Elk Creek, by a Glenn County Sheriff’s deputy.

4:54 p.m., Meleah Renee Valderrabano, 47, of Corning, was booked into the Glenn County Jail on charges alleging battery (a misdemeanor), assault (a misdemeanor), exhibition of a deadly weapon other than a firearm (a misdemeanor), threatening to commit a crime with intent to terrorize (a felony), and felony violation of probation. Bail was set at $175,000. She was taken into custody at 904 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

7:42 p.m., Shajvae Jite Davenport, 32, of Chico, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, driving with a license suspended for driving while under the influence, and willful cruelty to a child (all misdemeanors). Bail was set at $15,000. She was taken into custody on County Road 39, west of Highway 45, by a California Highway Patrol officer.

8:17 p.m., Brian Anthony Torres Harwood, 37, of Placerville, was booked into the Glenn County Jail on charges alleging assault with a deadly weapon other than a firearm (a felony). Bail was set at $25,000. He was taken into custody at First and Pacific Avenues, Willows, by a Glenn County Sheriff’s deputy. Four days later, on Friday, Aug. 26, while still in the Glenn County Jail, he was found to have three warrants out of the Sutter County Sheriff’s Office. All three alleged failure to appear on a felony charge. Total bail on the warrants was set at $125,000.

Tuesday, Aug. 23:

1:13 a.m., Ruben Villegas Cruz, 30, of Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at Pacific Avenue and Southgate Drive, Willows, by a Glenn County Sheriff’s deputy.

8:48 a.m., Johnathan Perry Bush, 34, of Willows, was booked into the Glenn County Jail on a warrant alleging disobeying a court order (a misdemeanor). Bail was set at $3,000. He was taken into custody Interstate 5, north of County Road 57, by a Glenn County Sheriff’s deputy.

10:38 a.m., Kay Lucille Pratt, 44, of Red Bluff, was booked into the Glenn County Jail on warrants alleging failure to appear on a misdemeanor charge, and possession of controlled substance paraphernalia (both misdemeanors). Total bail was set at $3,500. She was taken into custody on Highway 99 at County Road 7 by a Glenn County Sheriff’s deputy.

11:30 a.m., Lissette Marie Gomez, 28, of Orland, was booked into the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony). She was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

2:01 p.m., Casey Leroy Gingerich, 48, of Orland, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $5,000. He was taken into custody at 4222 County Road JJ, Orland, by a Glenn County Sheriff’s deputy.

10:48 p.m., Jesus Medina Esparza, 41, of Chico, was booked into the Glenn County Jail on charges alleging false impersonation (a felony), and warrants alleging failure to appear after giving a written promise (a misdemeanor). Total bail was set at $52,000. He was taken into custody at West Sycamore Street and North Villa Avenue, Willows, by a Glenn County Sheriff’s deputy.

Wednesday, Aug. 24:

9:20 a.m., Jose Jesus Ambriz-Aparicio, 38, of Willows, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, and failure to appear on a misdemeanor charge. Total bail was set at $58,000. He was taken into custody at the Colusa County Jail by a Glenn County Sheriff’s deputy.

2:56 p.m., Fredi Molina Pineda, 48, of Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence, and possession of a controlled substance (both misdemeanors). Bail was set at $5,000. He was taken into custody at 636 Holly Street, Willows, by a Glenn County Sheriff’s deputy.

3:13 p.m., Scott Christopher Uhler, 58, of Rogue River, Ore., was booked into the Glenn County Jail on charges alleging exhibition of a firearm in the presence of a motor vehicle occupant (a felony). Bail was set at $10,000. He was taken into custody on the southbound side of Interstate 5 at Highway 162 by a California Highway Patrol officer.

4:05 p.m., Christian David Sullender, 33, of Orland, was returned to the custody of the Glenn County Jail without bail for charges alleging felony violation of probation. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

6:57 p.m., Paul Everette Choquette, 40, of Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and felony violation of probation. Obituary: Weston Cecil Quinley Strout, 15

Weston Cecil Quinley Strout died in Willows on Sunday, Aug. 21, 2022. He was born in Chico on Sept. 21, 2006.

He never met a stranger. He had so many friends who he loved and was very loyal to. His family also meant everything to him.

He loved sports. His favorite teams were the Pittsburgh Steelers and the San Francisco Giants.

His passions included fishing and learning new tricks on his scooter or skateboard. He was good at it, as shown by the many bumps, bruises, and scrapes he received from all the practice. He loved the skate park.

His family and friends will miss him deeply. He was loved so dearly.

He is survived by his mother, Danielle Quinley (Justin) of Willows; father Brian Strout (Tamero) of Corning; stepfather David Moreno of Lake Shastina; siblings Grayson, 3, Mia, 8, and Payton, 12; several grandparents, aunts, uncles, and cousins; and Bo, his beloved dog.

A service is planned at the Ark Christian Center, 222 North Butte Street, Willows, at 1 p.m. on Thursday, Sept. 1. After the family returns from the cemetery, they would like you to join them at the Elks Lodge, 150 South Shasta Street, Willows.

She was arrested by a Glenn County probation officer. Three days earlier, she was arrested at Walmart for alleged petty theft of retail merchandise (a misdemeanor), and felony violation of probation. She was booked into the jail and her bail at that time was set at $25,000.

1:18 p.m., in the Glenn County Jail, Julia Christina Langworthy, 35, of Corning, was booked on charges alleging felony violation of probation. Bail was set at $80,000. 8:49 p.m., Kendra Annette Harden, 30, of Willows, was booked into the Glenn County Jail on a warrant alleging violation of the food stamp program (over $400), and perjury (both felonies). Bail was set at $50,000. She was taken into custody at 152 North Shasta Street, Willows, by a Glenn County Sheriff’s deputy.

Busy day for county firefighters

County firefighters were kept very busy with two separate vehicle fires and a major structure fire in the afternoon and evening of Thursday, Aug. 18.

The first incident, reported as a vehicle fire with a structure threatened, was dispatched at about 3 p.m.

The general location was initially given as the area of County Roads 20 and MM. A more precise location was soon given as 6718 County Road 20.

Orland firefighters were dispatched first. Minutes later, the Artois Fire Department was also called to the scene.

Upon arrival, the firefighters found a GMC Sierra on fire. Flames came close to the nearby structure where the pickup was parked, and they did in fact reach some trees just to the north of the truck.

It appears that the GMC had a fuel leak near the engine compartment, which caught fire after the pickup was parked. The burning fuel then spread to the vegetation to the north.

Conventional means (water and foam) were not completely successful in extinguishing the flames under the truck. Eventually, a forklift provided by a neighbor was employed to lift up the GMC so that the firefighters could directly spray the fire on the underside of the pickup.

The firefighters were at the scene for about an hour or more. Then, at about 6 p.m., a residential structure fire was reported on Sonoma Street near Oak Street in Willows.

The Willows Fire Department was dispatched first. Then, the Orland, Artois, and Bayliss Fire Departments were called to render mutual aid.

The house was the home of the family of Juan and Letty Iniguez. They were able to escape without injury, but their home was a complete loss.

The Red Cross was contacted to assist the residents. Relatives also set up a GoFundMe account to help them (https://www.gofundme.com/f/juan-and-letty-iniguez-get-back-on-their-feet).

The Willows Fire Department also thanked the Willows Walmart for donating several packages of towels. “The extremely hot weather we’ve been having lately makes for miserable firefighting conditions, and being able to drape a towel soaked in cold water around our necks makes a massive difference,” a firefighter commented.

Roughly three hours into the structure fire, a report was received of another vehicle fire, this one a fully involved passenger vehicle on Highway 99 near County Road 48. The Bayliss Volunteer Fire Department responded to this incident, with Willows firefighters also responding as they gradually began to be released from the structure fire.

By about 9:30 p.m. or so, all fire personnel were released from both major incidents. The Willows Fire Department extended “our greatest appreciation to Orland Fire Department, Bayliss Volunteer Fire Department, and Artois Volunteer Fire Department for their assistance this evening, as well as all others who came to help.”

Artois man arrested for animal cruelty, threatening Biden

An Artois man involved in the Thanksgiving, 2017, killing of Javier Gomez Montalvo was arrested on Friday, Aug. 19, on charges alleging animal cruelty and making terrorist threats.

On Thursday, Aug. 18, the Glenn County Sheriff’s Office became aware of a social media post in which Garcia allegedly recorded himself killing and mutilating a live animal. Garcia reportedly made repeated threats to United States military personnel and the President of the United States of America as he was committing the act.

The next day, on Aug. 19, the Glenn Investigations and Narcotics Task Force (GLINTF) and Glenn County probation officers found several dead, mutilated ducks at Garcia’s residence at 3186 Highway 99, Artois. Orland police officers stopped and detained Garcia, 30, on County Road 16 at Interstate 5 in connection to the investigation.

GLINTF agents responded and arrested Garcia for felony animal cruelty and criminal threats. GLINTF transported and booked Garcia into the Glenn County Jail without incident.

The Glenn County Sheriff’s Office plans to forward the case to the Glenn County District Attorney’s Office for prosecution.

According to GLINTF’s press release, Garcia was previously booked into the Glenn County Jail on Jan. 30, 2022, for a robbery that occurred at the Mar-Val grocery store in Willows. Garcia was out of jail and on supervision while released on his own recognizance when he allegedly committed the act of animal cruelty.

Although this robbery was the only prior crime for which Garcia has been charged that was mentioned in the GLINTF release, it is not by any stretch the most serious crime for which he has been convicted. Late Thanksgiving night, 2017, Ricardo Garcia and his younger brother, Fernando, now 23 or 24, lured Javier Gomez Montalvo and another man, Luis Mercado, to the Garcia family home at 906 Date Street, Orland, supposedly to buy or sell guns.

There, Montalvo and Mercado were both shot. Mercado was shot in the leg, while Montalvo received fatal injuries.

Ricardo Garcia had himself been shot some months earlier. On July 4, 2017, a woman called 911 to report that her brother had been shot by someone in a gray SUV.

Orland police officers and Glenn County Sheriff’s deputies responded to 906 Date Street, where they found Ricardo Garcia with a single gunshot wound in the left side of his abdomen. The SUV was not found.

Officers soon learned that Garcia was not shot at the Date Street location, but a few blocks away in the street in the 1000 block of Harryman Street near Interstate 5. When his sister heard that her brother had been shot, she picked him up and brought him to the Date Street house.

Police were confident at the time that this was not a random shooting and Garcia was targeted. Early in the morning on the previous day, someone shot several times at the Date Street house, but no one was injured.

Regarding the Montalvo killing, Ricardo Garcia was initially charged by the district attorney with first degree murder, attempted first degree murder, a half-dozen special allegations, and accessory after the fact of murder. All of these charges were dismissed except for the last one, to which Garcia pled guilty.

Garcia was sentenced to three years imprisonment in the Glenn County Jail. With credit for time served, this came to 646 days.

Fernando Garcia was initially charged with murder, premeditated murder, criminal conspiracy, assault with a deadly weapon likely to produce great bodily injury. His charges were pled down to voluntary manslaughter and he was sentenced to 11 years in prison.

No longer in jail, on Oct. 10, 2020, at about 11:15 p.m., Ricardo Garcia reported being shot at near Date Street and Rennat Way. Officers located and contacted Garcia, then-28, north of the location.

There were several apparent bullet holes in his 2013 Mercedes. Garcia reported he was driving home with his 16-year-old brother when an unknown person exited another vehicle and fired numerous shots at his vehicle.

Garcia was treated on-scene by paramedics for lacerations caused by shattered window glass. The 16-year-old was not injured in the attack.

Returning to the Mar-Val robbery mentioned in the GLINTF press release, at about 5:10 p.m. on Jan. 30, 2022, deputies responded to Mar-Val in Willows, 517 South Tehama Street, for multiple text to 911 calls, with no answer back.

Deputies later learned a man stole groceries from the business and left in a gray Toyota sedan. Deputies located the vehicle and the suspect, who was identified as Ricardo Garcia, at Garcia’s Artois residence.

Garcia disobeyed lawful orders during contact and was subsequently arrested. After further investigation, it was determined Garcia committed robbery by fear (that is, he apparently did not really have a weapon).

He was booked into the Glenn County Jail on charges alleging resisting or obstructing a public service officer (a misdemeanor), and felony robbery. Bail was set at $100,000.

Court records seem to indicate that Garcia’s trial for this incident took place just two days before his arrest for animal cruelty. The records do not say what the outcome of the trial was.

On Feb. 15, 2022, Garcia called Glenn County Sheriff’s dispatch, stating that unknown people broke into his residence at 3186 Highway 99, Artois, and stole his grey t-shirt. Garcia told Deputy Sanzone that he was in custody during the time of Feb.7-14, when the shirt was stolen.

Deputy Sanzone deemed the call unfounded.

At about 7:59 p.m. on Aug. 9, Deputy Goodwin responded to the area of Highway 99 and County Road 31, for a report of a residence that appeared to be riddled with bullet holes. Deputy Goodwin observed the residence at 3186 Highway 99, Artois, had numerous large holes on its west facing side.

The residence was surrounded by a fence, which was secured by a closed gate. The holes in the side of the residence appeared too big to be bullet hole entry points.

It appeared someone had made the holes with an unknown tool. Deputy Goodwin was not able to get a closer look at the residence and was unable to tell for certain what caused the holes.

The deputy observed the resident, Ricardo Garcia, standing outside the home. Deputy Goodwin attempted contact with Garcia, but Garcia did not respond and walked inside the residence.

The deputy spoke with several nearby neighbors. One reported hearing possible gunshots in the area recently, and said she heard one or two possible gunshots at a time, but did not know which direction they came from.

Another neighbor, closer to Garcia’s residence, reported not hearing anything abnormal in the area recently.

At 1:58 p.m. on Aug. 15, Ricardo Garcia contacted the sheriff’s office, requesting to speak to a deputy regarding trespassing issues. Deputy Tuma was dispatched.

The deputy spoke with Garcia, who said the trespassing occurred in 2017 and he now wished to file a report. Garcia claimed he knew who trespassed, but did not have any evidence and they have not returned since.

Deputy Tuma told Garcia the incident would be documented and he should contact the sheriff’s office if the people returned.

Killer of Doc and Nona Fox granted parole

On Thursday, Aug. 18, Assistant District Attorney Ruby Neumann appeared virtually at a parole board hearing at Ironwood State Prison in Blythe to oppose the possible release of inmate Kenneth Eugene Hale.

Hale was denied release at three previous parole hearings – in 2014, 2017, and 2019 – and was given direction each time on programming and steps to take to be found suitable for release on parole.

In February of 1994, Hale robbed at gunpoint and knifepoint Mrs. Roxy Ross, who had pulled over to help him with his broken-down vehicle. Hale carjacked Ross’s pickup and engaged in a high-speed chase from Orland into the town of Willows at speeds exceeding 100 miles per hour in a 25 mile per hour zone at times.

The police chase ended when Hale blew through five intersections and struck the vehicle of Wilfred “Doc” Fox and Winona “Nona” Fox. The Foxes lost their lives as a result of the collision and Hale pled guilty to both of their murders.

Mrs. Fox was pronounced dead at the scene. Mr. Fox was transported to Glenn General Hospital, then air-flighted to Enloe Hospital and was pronounced dead during an hour-long painful surgery.

Hale’s blood alcohol content was .19 percent and he was sentenced to 25 years to life. While in prison in 1998, he attacked and nearly killed a correctional deputy, stabbing him with an inmate-manufactured weapon (“shank”), adding 17 years to his sentence.

Hale affiliated with the Nazi Low Riders gang in prison. He is now 55 years old and has served 28.5 years in prison.

The grandson of Doc and Nona, Richard Sehorn, attended the parole hearing at the district attorney’s office on Thursday and articulated a passionate and professional victim impact statement of this immeasurable loss to the Fox family and the Glenn County community.

The parole board deliberated for about half an hour and rendered the decision to grant parole, stating Hale was not an unreasonable risk or threat to the public safety. The parole board noted this decision does not minimize the conduct resulting in the grave loss of lives due to the inmate’s actions.

This decision is not final and under review for up to 30 days by the governor’s office.

The press release from the Glenn County District Attorney’s Office stated, “The People thank Mr. Sehorn for attending this hearing alongside ADA Neumann and Victim Witness Advocate Vicky White and for the dignity and sincerity of his well-spoken words honoring his grandparents’ legacy.”

The release concluded, “We mourn for your loss Sehorn and Fox family and keep you in our thoughts and prayers during this difficult time.”

Lawsuit brought against attorney Femino

Client Shelly M. Keehl wasn’t getting the results she wanted from Chico attorney Stephana Femino, so she is suing her.

Femino, you may recall, is the attorney who was arrested Friday, July 29, by investigators from the Butte County District Attorney’s Office for allegedly harboring her fugitive boyfriend, who was also her client. She was taken into custody outside the Butte County Superior Court Friday morning after a warrant for her arrest was issued by a Butte County judge the previous night.

According to a press release, Butte County District Attorney Mike Ramsey said his office began investigating Femino in June after it was discovered she was allegedly assisting her boyfriend, Adam Ashford, 49, in remaining a fugitive on several felony arrest warrants. Ramsey said Ashford is a convicted felon and was on probation in several serious cases, including possession of drugs while armed with a firearm, assault with a deadly weapon, and felony evading the police.

Ramsey said Ashford had violated the terms of his probation earlier this year and failed to appear in court on May 11. At that time, a Butte County judge issued “no bail” warrants for his arrest for the probation violations.

Ramsey said Femino represented Ashford on those cases and was in court when Ashford failed to show up and the warrants were issued. In the weeks that followed, law enforcement became aware of evidence that showed Femino was assisting Ashford in remaining free and avoiding the warrants.

Ramsey said that in late June his office began a formal investigation into Femino and Ashford, and learned that Femino was allegedly allowing Ashford to stay in her law office in Chico. It also became apparent that Femino and Ashford were engaged in a romantic relationship.

Law enforcement personnel from multiple agencies participated in the investigation, and on June 24 located and arrested Ashford, who was with Femino in a car near Butte College.

Ramsey said after Ashford’s arrest, investigators seized his cell phone and obtained a specialized search warrant designed to protect the privacy of Femino’s other clients, as there was a claim that Ashford had worked as an office manager for Femino for a time. A download of Ashford’s cell phone yielded hundreds of texts between Femino and Ashford while Ashford was out to warrant.

Ramsey said those texts confirmed Femino, 47, was providing Ashford with money and shelter to assist him in remaining a fugitive. He said that after his investigative team concluded that portion of their investigation, they determined there was sufficient evidence to arrest and charge Femino for harboring a fugitive, which is a felony in California.

Investigators then obtained an arrest warrant for Femino, which resulted in her being taken into custody Friday and being taken to Butte County Jail. Ramsey said the information surrounding Femino’s arrest has been shared with the California State Bar.

He also said in recent months local judges have sanctioned Femino over $10,000 in fines for deficiencies in her practice of law in the local courts.

Two days before Femino’s arrest, Keehl submitted the following letter to a small claims court judge in Butte County. The letter is reproduced here verbatim:

1/4/21 I paid Femino up front as requested and in full. $4500.00

12/14/21 I paid for a ‘3 Strike Specialist” she recommended as her associate to do a report supporting the Ramero Motion. $500.00

To date … No services were rendered except an application for the Medical Diversion program. No other forms required for the application where ever filed to complete this request. Femino did not represent him in this Including never filing the forms I obtained privately from a private Clinical Social Worker (Medical Assessment, Treatment Plan, and Letter from a Clinical Social worker to the judge). The program was denied due to lack of evidence and representation because Femino didn’t do her job, thus ‘Causing harm to client’. A letter to the court from the Clinical Social Worker Stephanie Badame is attached.

To date … The Ramero Motion was never filed and the ‘3 Strike Specialist’ never produced a report. I have asked Femino several times for the name of the ‘Specialist’ and she has refused to and evaded giving me any of that information or my money back.

3/24/22 I gave Femino a ‘Render Service or Quit”, Femino has not responded to this request to date and refuses to answer any calls. (Attached for your review)

4/13/22 Femino was officially fired, she did no show to another court date (sentencing), Judge Rodriquez gave client another attorney and submitted another OSC [order to show cause] on Femino

Judge Rodriquez asked Femino to show cause/OSC why she was abandoning her client because the DA and himself where also getting tired of her not there for court or doing her job. Femino did not show again for court on her OSC. Femino attended only Apr. 7 out of 20 or more court dates since 1/21. The Judge in this case had forewarned Femino several times to show for her client. All of this is documented in the Superior Court records and online case search under: Chris Keehl Cs #22-0-04470

5/4/22 Femino was arrested by the Honorable Judge Rodriguez for Contempt on this case. Femino had a ‘No Bail’ hold, I don’t know how long she stayed in jail.

5/22 After Release from jail, Judge Rodriquez asked Femino for another order to show cause/OSC, she failed to Show Cause again so he gave her $1000.00 fine.

4/21 paid in full, the amount of 4500.00 to Stephana Femino for services and representation for Chris Keehl (my son) in DUI case (4th DUI). The Agreement was for Diversion Program so he could get the help he needs and Romero Motion to remove strike and enhancements (that is over 12 years old).

3/21 Medical Diversion: Referred and recommended by Stephana Femino; paid 3300.00 extra fee to Mary Ellen Smith, an addiction specialist. The agreement was to build proof and prepare Chris Keehl for the Diversion Program to be approved by courts: to council bi/weekly, assessment, treatment plan, to write recommendation for Diversion Program to the courts, attend court dates to recommend and support the Diversion Program for Chris Keehl. (Mary E. Smith never did her job, she was fired and taken to small claims at Butte County Superior Court for services not rendered on 1/28/22 cs# 218002960 2280A00704 for your review. Smith did mention on court record and it is in the judgement that Stephana Femino told Smith that ‘lt wasn’t important to show to court’, Femino never made sure any of Smith’s work for client Chris Keehl was done for submission to courts). The clinical forms where never turned in; court was set out several times. Chris did not get program due to the negligence and abandonment of both Smith and Femino. This caused the client harm (Civil code 1549; stated in SC Judgement) He didn’t get the help he needed, program for his addiction and mental health issues. did report Mary E. Smith to the Butte County DA Investigation dept as well as the CCAPP.

1/16/21 hired private Clinical Social Worker: Stephanie Badame, Did the assessment, treatment plan, and letter recommending Chris for Medical Diversion program that he needed for court. Femino never returned calls or any correspondence with Badame to obtain or submitted them. finally went and got them few weeks later and took copies to Femino’s office personally and asked her to submit them; they were never filed. (The Medical Diversion was denied by courts due to lack of evidence on representations side). finally submitted them myself 3/23/22, after courts denied the program, just to show proof to courts that it was never submitted.

8/11/22 Trial: was set out several times, months went by, no forms or evidence was filed for this trial. Finally, she shows for court on trial setting and had Chris plea, the trial was held. Femino had no evidence filed and pressured Chris to plead ‘No Contest’ (he had already pleaded Not Guilty prior to this) Chris and were left very confused and concerned regarding the representation but didn’t know what to do. There again, where no forms filed for any defense for Chris or evidence supporting his case or the Diversion program.

12/14/21 Ramero Motion/Strike Enhancements: paid extra fee in am0unt of 500.00 as recommended by Stephana Femino, for Strike Specialist to do report to submit with the Romero Motion. told her that’s what had hired her to do months ago, but she assured me it would benefit Chris for his strike and enhancements and Ramero Motion. got receipt and have asked several times who the specialist is, Femino refuses to give me the name of Specialist.

3/23/22 Sentencing: Has been set out several times, it has been Apr. 15 months due to so many “No Shows”, the “Work not Ready” for Chris’s court or defense. Femino has missed so many that even the DA and The Judge have noticed; Judge Rodriquez stated at Chris’s sentencing that ‘He will not continue any more court dates due to Femino missing to many/no show’ and that ‘He requested proof from Femino that she was at doctor’s Appointment’. The Judge even stated to Chris that He was sorry that he has gone so long without proper representation. All of this is recorded by the Court Recorder and should be on file).

3/24/22 Render Services or Return Fees and Provide Requested information: submitted written render services or return fees. requested once again, the Specialist’s name, copy of all forms submitted tocourts, and an itemized list of the fees for the 4500.00. asked for the information within weeks’ time as the last sentencing is in weeks from request and would need time to review and decide if we need to obtain another attorney to help with Chris’s sentencing and Ramero Motion he still needs filed. Femino never responded, ‘As Usual’, have not heard from her to date. Missed court dates (apr 15 missed out of 23). Femino has not seen Chris or talked to him for several months and only few times within the year. Femino has also refused to show itemized list of what the 4500.00 fee has gone towards and is refusing to give the name of specialist because she doesn’t want to return that 500.00. The only forms submitted to the courts from Femino for Chris is the Application for the Medical Diversion. No other reports, evidence, or forms have been filed to date or any copies given to us as requested. This unethical behavior, abandonment, negligence, and misconduct has caused harm and major hardship to the client, Chris Keehl. This has affected his case in negative way. have letter from Stephanie Badame stating Femino did not correspond for the client Chris’ assessment and treatment plan. did report all of this to the local Butte County DA investigator office 4/4/22. have all receipts, saved documentation, text messages, and any other evidence supporting this

Keehl’s case is scheduled to be heard in the Butte County Superior Court in Oroville on Friday, Sept. 16.

As for Ashford, who is no longer represented by Femino, he was back in court on Wednesday, Aug. 17, for “Further Arraignment/Entry of Plea”. He was then returned to the custody of the Butte County Jail.

Murder victim Efrain Vargas, 14

Femino is also the attorney for a 17-year-old boy accused in the murder of Efrain Vargas, 14, and the stabbing of another child, 15, at a Quinceañera in Corning in April. The 15-year-old survived the attack.

A fitness hearing was supposed to be held in the Tehama County Superior Court in Red Bluff on Tuesday, Aug. 16, but once again she was a no-show. A new fitness hearing to determine if the 17-year-old should be tried as an adult was set for Thursday, Sept. 1.

On Tuesday, Aug. 16, the judge said Femino will continue to represent the boy.

Femino attended Orland High School. She began studying in 1994 at California State University, Chico, majoring in political science, then she began studying law at Cal Northern School of Law in 2001.

Before becoming an attorney, she worked as a courtroom clerk at the Butte County Superior Court. She was admitted to the State Bar of California in 2010, and opened her law offices in Chico.

She was a resident of Paradise and a survivor of the Camp Fire of November, 2018.

Adam Ashford has a very long criminal history. In Butte County alone, between 1994 and 2022, the court’s website lists seven misdemeanor cases and 11 felony cases against him.

Ashford has also been arrested in Yuba, Colusa, Shasta, Glenn, and Placer Counties.

Femino was relieved as Ashford’s attorney on July 27, two days before her arrest.

Bail was set at zero. He was taken into custody at 1125 Juniper Drive, Willows, by a Glenn County Sheriff’s deputy.

10:10 a.m., Donald Ona Price, 48, of Willows, was booked into the Glenn County Jail on charges alleging felony violation of probation, and misdemeanor violation of probation. Bail was set at $42,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

11:20 a.m., Colton Scott Smith, 22, of Orland, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, and vehicle theft (both felonies). Total bail was set at $210,000. He was taken into custody at the Shasta County Jail by a Glenn County Sheriff’s deputy.

4:32 p.m., Cole Dayton Steffen, 29, of Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody on North Colusa Street, north of Garden Street, Willows, by a Glenn County Sheriff’s deputy.

1:57 p.m., William James Hunter, 40, of Orland, was returned to the custody of the Glenn County Jail without bail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor), felony vandalism, and resisting or obstructing a public service officer (a misdemeanor). He was taken into custody at Rio Cosumnes Correctional Center, Elk Grove, by a Glenn County Sheriff’s deputy.

3:01 p.m., Clark Daniel Schreiber, 41, of Orland, was returned to the custody of the Glenn County Jail without bail on charges alleging infliction of corporal injury on a spouse or cohabitant, and violation of a court order to prevent domestic violence (both misdemeanors). He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

3:47 p.m., Jeremy Lee Deaton, 45, of Woodland, was booked into the Glenn County Jail on an order of production with charges alleging transportation of a controlled substance for sale (a felony), and a no-bail detainer with charges alleging possession of a narcotic controlled substance for sale (a felony), transportation of a narcotic controlled substance for sale (a felony), transportation of a controlled substance for sale (a felony), possession of a controlled substance for sale (a felony), and possession of controlled substance paraphernalia (a misdemeanor). CHP accident reports

Here are a couple of recent vehicle accident reports, as provided by the Willows area office of the California Highway Patrol.

Friday, July 29:

10:18 a.m., Clark Morgan Loewen, 28, of Butte City, was driving his 2004 John Deere tractor west on Highway 162, across the Butte City Bridge. His tractor steered to the right, where the right side of his tractor struck the wood bridge railing located along the north edge of the bridge. Following the crash, Loewen drove his tractor to the east side of the bridge, parked it on the shoulder, and waited for the CHP to arrive. According to CHP Officer Ron Benfer, Loewen was not using any safety equipment but he was not injured.

Saturday, Aug. 6:

8:16 a.m., Chico CHP Dispatch received a call of a vehicle accident on Highway 45, south of County Road 64. The reporting party told the dispatcher the vehicle was barely visible from the road. The driver, identified as Oscar Mancilla, 46, of San Jose, was traveling north on Highway 45 in a 2003 GMC at an unknown speed. Due to his alleged level of intoxication, he allowed his vehicle to travel onto the east shoulder. He turned his GMC aggressively to the left to keep it on the road, but it traveled down the embankment and came to rest in the drainage ditch on the west side of Highway 45. The GMC sustained major damage and Mancilla was unable to exit his vehicle due to his injuries. According to CHP Officer Roach, Mancilla was not wearing his seatbelts at the time of the accident. It was determined that the crash had occurred at about 5:30 a.m. Mancilla was subsequently arrested for driving while under the influence. He was transported with major injuries (a possible broken back and collarbone, and a cut to his forehead) by Enloe Ambulance to Enloe Medical Center in Chico.

Obituary: Larry William George, 74

Larry William George of Centralia, Ill., died on Tuesday, Aug. 2, 2022, at SSM Health Good Samaritan Hospital in Mount Vernon, Ill. He was born on Sept. 23, 1947, in Corinth, Miss., the son of J.R. and Helen Mae (Patters) George.

He was of the Christian faith.

He trained in the U.S. Marine Corps and was entered into the U.S. Army. He was a “tunnel rat,” proudly serving his country during the Vietnam War.

He was involved with the Veterans of Foreign Wars Post in Willows, and volunteered at a Willows food pantry.

He retired in 2016 after being a truck driver for his whole life. He was a driver for Watkins Trucking Company in Memphis, Tenn., for many years.

He recently moved to Centralia, Ill., to live with his daughter. He formerly lived in Willows.

He married Linda Gail Cox in May of 1998. She preceded him in death, dying on March 23, 2017.

He was completely devoted to his late wife and family.

Memories of Larry George are cherished by his son, Michael Lee Tunnell and wife Tamela of Decatur, Ill.; daughter, Darlene Flanigan and significant other Shawn Richards of Centralia, Ill.; grandchildren, Donald Gordon, Jr., Deana Tunnell, Joy Livesay, Evejo Gordon, Eric Tunnell, Aaron Gordon, and Hannan Smith and husband Onis; 20 great-grandchildren; sister, Tujuannah Patrick and Charles of Garland, Texas; and half-brother, Shane George of California.

In addition to his loving wife of 18 years, he was preceded in death by his parents, J.R. George and Helen George; daughter, Linda Kay Simmons; granddaughter, Alicia Marie Tunnell; brother, Tommy George; and sister, Teresa George.

It was the wishes of Larry William George to leave this world quietly, with no public visitation or service. The family plans to have private services at a later date in Shiloh National Military Park in Shiloh, Tenn.

In lieu of flowers, memorial contributions may be made in his honor to Centralia Veteran of Foreign Wars Post 2055 in Centralia, Ill., and may be received by the Moran Queen-Boggs Funeral Home at 134 South Elm Street in Centralia, IL 62801.
