Here are the latest incident reports from the Orland Police Department.

Wednesday, May 5:

10:45 a.m., Orland police officers were dispatched to a report of a civil problem regarding child custody. Officers contacted Cynthia Wright, 53, who was provided with information.

2:40 p.m., on Newport Avenue at Cortina Drive, an Orland police officer initiated a traffic enforcement stop on a gray 2014 Chevrolet Impala. Linda Riggle, 53, of Chico, was cited for allegedly passing a school bus with flashing red lights.

3:15 p.m., Orland police officers responded to the report from Fairview School of a student threatening another student on the bus. Officers contacted Melissa Reckley, 30, who said her son had been threatened by another student. The Orland Police Department alerted the SMART Team, who initiated an investigation.

4 p.m., Orland police officers responded to a report of a possible deceased person. Officers located a 73-year-old man who was deceased in the residence at 809 Third Street. A Glenn County Sheriff’s deputy arrived and initiated a coroner’s investigation.

4 p.m., Officers contacted Gregg Farlinger, 53, of Orland, at the Orland Police Department. Farlinger was arrested and booked for a Glenn County felony warrant.

7:09 p.m., Charlie King, 39, of Orland, alleged that Bridget Reed, 24, of Orland, was harassing him via telephone. King was provided with options that included getting a restraining order.

9:40 p.m., on Walker Street at Ninth Street, Orland police officers contacted Taylor Barrera, 22, of Orland. Barrera was arrested and booked for two Glenn County misdemeanor warrants.

Thursday, May 6:

6:20 a.m., Orland police officers responded to a report of a woman in labor at 235 Plumas Street. Officers assisted paramedics until no longer needed.

1:21 p.m., Susan Voelker, 62, of Orland, alleged that she was being harassed by Sandra Reed, 63, of Orland. Voelker requested documentation and was advised of how to obtain a restraining order.

3:03 p.m., Orland police officers were dispatched to a report of a man refusing to leave Orland Hardware, 820 Fifth Street, after being asked to wear a face covering. Officers contacted Shawn Heater, 48, of Orland, who stated he could not wear a face covering due to a medical condition and store employees demanded he leave. Officers contacted manager Tim Ross, who stated that store policy is that everyone needs to wear a mask or use alternative methods of shopping, including curbside pick-up. Officers admonished Heater for trespass at Ross’ request and Heater was advised that further action against the store would be a civil issue.

6:58 p.m., Orland police officers were dispatched to the report of a theft of a package at the Paigewood Village Apartments. Officers were unable to determine a suspect.

8:22 p.m., Orland police officers were dispatched to a report of a suspicious man who appeared to be intoxicated and was yelling at the Autozone, 711 Sixth Street. Officers contacted Jose Rosas, 53, of Orland. Following an evaluation, Rosas was arrested and booked for alleged public intoxication.

Friday, May 7:

9:03 a.m., Orland police officers were dispatched to a report of a suspicious vehicle at 745 Paigewood Drive. The vehicle was gone on arrival of the officers.

10:25 a.m., Orland police officers responded to assist Glenn County Sheriff’s deputies with a report of a reckless driver in a black Honda. The vehicle matched the description of a vehicle that may have been associated with a burglary. Officers checked the area around Highway 99 and County Road 24 but were unable to locate the vehicle.

12:03 p.m., Nicole Smith, 67, reported loud music coming from next door at the Orlanda Inn Motel, 827 Newville Road. Officers contacted Dylon Wagoner, 27, who was told of the complaint and agreed to keep the music down.

2:17 p.m., Orland police officers responded to 510 Fourth Street for a report of a stolen vehicle. Officers contacted Bridget Reed, 24, who reported her black 2015 Chrysler 200 was stolen.

5:55 p.m., Lisa Tiemann, 52, reported her neighbor, Jerry Palmer, 82, was violating her expectation of privacy with a surveillance camera pointed towards her back yard and bedroom on Shasta Street. Tiemann was provided with information regarding restraining orders and other civil procedures.

7:45 p.m., Orland police officers responded to the report of a man causing a disturbance in the parking lot of the Pilot Travel Center, 4444 Commerce Lane. Officers contacted William Dillion, 40, of Modesto. Following an evaluation, Dillion was arrested and booked for allegedly being under the influence of a controlled substance.

9:24 p.m., Orland police officers responded to the report of a burglar alarm activation at 439 Fourth Street. Officers determined that the alarm had been set off in error.

Saturday, May 8:

12:37 a.m., Orland police officers responded to the report of a cold burglary at the CFN gas pumps on South Street. Officers contacted Thomas Holtz, who reported that someone forced entry into the computer room and damaged the door.

7:26 a.m., Orland police officers were dispatched to a welfare check at the Speedway on Hoff Way. Officers contacted an elderly woman who needed assistance getting fuel. Officers assisted the woman until no longer needed.

10:52 a.m., at the Orland Police Department, Orland police officers were dispatched to a report of a child custody issue. Officers contacted Roy Tewsley, 54, of Chico, who was served with a domestic violence restraining order.

6:05 p.m., Orland police officers were dispatched to 6685 County Road 15 for a welfare check. Officers contacted Geraldine Rodriguez, 50, who declined any assistance.

7:21 p.m., Orland police officers were dispatched to the area of 34 East Colusa Street for a report of loud music. Officers conducted a search of the area but were unable to locate any loud or unreasonable noise.

7:43 p.m., at 709 Salomon Drive, Richard Criswell, 62, of Orland, reported that he has had two cracked windshields in the last few weeks. Criswell was provided with information and the incident was documented.

9:56 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a vehicle pursuit. Officers remained on scene on County Road 24 at County Road H until no longer needed.

Sunday, May 9:

8:28 a.m., Orland Public Works employee Gerald Rice reported graffiti in the men’s bathroom of Library Park.

1:12 p.m., Orland police officers were dispatched for a request for a welfare check at the Pilot Travel Center, 4444 Commerce Lane. Officers contacted Geraldine Rodriguez, 50. At the request of the business, Rodriguez was admonished for trespass and she agreed to leave.

1:52 p.m., Orland police officers responded to Orland Stop and Shop, 10 Walker Street, for a report of a disturbance. Officers contacted Brandon Straight, 55, who said he was upset with the employee’s attitude. Straight was issued a trespass admonishment and agreed to stay away from the store.

4:38 p.m., on Eighth Street at Swift Street, Orland police officers responded to a request for a welfare check on a man who appeared to be intoxicated and had blood on his face. Officers contacted a 36-year-old man who was subsequently transported by ambulance for treatment due to a facial injury.

5:29 p.m., Orland police officers responded to 715 Walker Street for a report of an open 911 call. Officers contacted a 17-year-old boy and a 15-year-old boy. It was determined the brothers had been in a physical altercation and the incident was settled by mediation.

6:20 p.m., Orland police officers responded to 1023 Cortina Drive for a report of a child custody issue. Officers contacted Maria Rodriguez, 39, and Juan Salazar, 31, and assisted with mediating a resolution.

8:44 p.m., Orland police officers responded to the report of Geraldine Rodriguez, 50, causing a disturbance. Officers contacted Rodriguez in the Pilot parking lot, where she had already been given a trespassing admonishment earlier in the day. Rodriguez was arrested and booked for alleged trespassing.

11:08 p.m., Orland police officers responded to the report of a reckless driver in a white Chevrolet pickup on Papst Avenue, north of East Walker Street. Officers were unable to locate the Chevy.

Monday, May 10:

1:51 a.m., Burns Smock, 67, of Orland, reported that someone stole his white 1996 Chevrolet S10. Officers searched the area around 819 Newport Avenue, but were unable to locate the vehicle.

6:02 a.m., Pilot employees reported finding a small amount of narcotics in the business. Officers collected the narcotics for destruction.

6:42 a.m., Orland police officers were dispatched to a report of a shoplift in progress at the Pilot Travel Center. The two suspects left prior to the officers’ arrival and were not located.

8:14 a.m., at the Orland Police Department, an officer signed off a correctable citation.

8:21 a.m., Orland police officers were dispatched to check the welfare of an elderly man who had fallen in the roadway on East Walker Street. Officers contacted Earnest Haldorson, 88, of Orland, who said he just got tired while walking to his shop. Haldorson declined medical assistance and was provided a ride to his shop.

8:50 a.m., at 151 Bonnie Lane, an Orland police officer issued a parking cite to a maroon 2002 Kia Spectra for expired registration.

11:28 a.m., in the 500 block of Lynn Drive, Orland police officers responded to a report of found narcotics paraphernalia. Officers took the items for destruction.

11:37 a.m., Orland police officers responded to a disturbance at the Orland Inn, 1052 South Street. Officers contacted Orland Inn employees, who reported Everett Maghan, 31, of Orland, was refusing to leave after being confrontational and told to leave. Officers contacted Maghan behind the hotel. Following an evaluation, Maghan was arrested and booked for allegedly being under the influence of drugs.

Tuesday, May 11:

12:16 a.m., at the Orland Stop and Shop, 10 Walker Street, Orland police officers contacted Raschell Wammack, 46, of Orland. Wammack was arrested and booked for a Glenn County misdemeanor warrant.

11:23 a.m., Orland police officers responded to assist Tehama County Sheriff’s deputies on contacting a victim of a theft. At Burger King, 901 Newville Road, officers contacted Maria Rubio, 55, of Orland, and informed her to contact the Tehama County Sheriff’s Office.

3:55 p.m., Orland police officers were dispatched to a report of a cold disturbance at the Orlanda Inn Motel, 827 Newville Road. Officers contacted Dylon Wagoner, 23, of Orland, who reported he had an altercation with an unknown woman who came to his apartment. Wagoner requested the incident be documented.

4:06 p.m., Orland police officers responded to assist the CHP with a report of roadway violence on County Road 9 at Highway 99. Officers assisted until no longer needed.

4:30 p.m., Orland police officers responded to a report of an attempted vehicle burglary at the Paigewood Village Apartments. Officers contacted Lucas Maxim, 40, of Orland, who stated during the night, a juvenile attempted to open his vehicle door.

6:02 p.m., Orland police officers responded to the report of a man pushing shopping carts at cars and yelling at people in the parking lot at the Grocery Outlet, 1026 South Street. Officers contacted Matthew Fleming, 58, and counselled him.

7:37 p.m., Orland police officers were dispatched to check the welfare of Kelsey Morgan and her one year old child. Officers found the residence at 407 Papst Avenue suitable for Morgan and the child.

7:40 p.m., Orland police officers were dispatched to a report of a man yelling at his two kids. Officers contacted Orland resident Jason Herr, 39, who stated he was upset with them and yelled at them. The children were released to their mother, Michele Vasquez, 38.

7:52 p.m., Orland police officers were dispatched to 413 Third Street for a welfare check on two children. Officers contacted the parent and children, who were fine and not in need of assistance.

11:19 p.m., Orland police officers were dispatched to a report of barking dogs. Officers contacted the residents at 1311 Brookside Drive and told them of the complaint.

Wednesday, May 12:

7:22 a.m., in the 800 block of Newville Road, and Orland police officer initiated a traffic enforcement stop on a brown 2010 Toyota Rav4. Rosa Avila, 29, of Orland, was cited for allegedly speeding.

7:29 a.m., Orland police officers were dispatched to Walker Street at Fourth Street for a report of a man walking in traffic and throwing objects at vehicles. Officers checked the area but were unable to locate the man.

7:50 a.m., in the 800 block of East Walker Street, Orland police officers were dispatched to a reported traffic collision. Officers contacted Marlene Gutierrez, 27, of Orland, who stated she driving her black 2013 Dodge Caravan and was making a left turn from Linwood Drive onto westbound East Walker Street, and failed to see a white 2011 Toyota Camry driven by Maria Vazquez-Ramirez, 36, of Orland, approaching eastbound on East Walker Street. The Toyota collided with the Dodge, causing major damage to both vehicles. All involved declined medical assistance.

10:30 a.m., Orland police officers were dispatched to check the welfare of a student who did not go to school. Officers contacted the 13-year-old child, who did not go to school due to not feeling well. Officers notified the school and informed them that the juvenile would return tomorrow.

1:27 p.m., Orland police officers responded to assist the CHP with a reported rollover vehicle collision on the southbound side of Interstate 5 at Highway 32. Officers assisted until no longer needed.

2 p.m., Orland police officers were dispatched to a cold burglary at 817 Newport Avenue. Officers contacted Eloise Lang, 60, who reported someone came into her resident and stole two checks and paperwork.

8 p.m., the Orland Police Department assisted the Glenn County Sheriff’s Office Major Crimes Unit with a felony traffic stop on Tehama Street at Eighth Street. Officers assisted until no longer needed.

10:34 p.m., Orland police officers were dispatched to a report of suspected drugs found in the parking lot at 817 Newport Avenue. The items were collected for destruction.

Thursday, May 13:

8:49 a.m., Orland police officers were dispatched to a reported domestic violence incident that had just occurred at East Chapman Street at East Street. Officers determined that the incident had occurred outside the city of Orland and provided assistance until diverted to priority traffic.

10:09 a.m., Orland Fire Chief Chaney reported a possible intoxicated driver in a white Chevy Silverado, running stop signs and nearly striking parked cars. Officers stopped the Chevy on East Street at Central Street and contacted the driver, Jose Punzo-Orozco, 58, of Orland. Following an investigation, Punzo-Orozco was arrested and booked for allegedly driving while under the influence.

11 a.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Officers contacted Lolita Burd, 53, who stated Vivian Cruz, 25, and Eugene Reynolds, 70, were in an argument. All subjects stated the disturbance was verbal only and they separated for the day.

11:40 a.m., Orland police officers were dispatched to a report of a non-injury traffic collision at the Burger King, 901 Newville Road. Officers contacted both parties and found Diana DeLaCruz, 19, of Orland, was driving a 1999 Toyota in the Burger King drive-thru and rear ended a 2018 Nissan driven by Sean Lobach, 50, of Willows.

12:22 p.m., Orland police officers were dispatched to a report of a suspicious vehicle that had been idling for a couple of hours at the Shasta Garden Apartments, 226 East Shasta Street. Officers contacted Jakob Lee, 19, and Karla Vaca-Perez, 18, both of Orland, who were told of the complaint.

5:21 p.m., Orland police officers responded to Speedway on South Street for a report of a disturbance between a man and a woman. Officers contacted Sharlene Harker, 59, of Proberta, and Matthew Fleming, 58, of Orland. Following an evaluation, Harker was arrested and booked for alleged public intoxication. Fleming was counseled and released.

Friday, May 14:

1:41 a.m., the Orland Police Department received a report of shots heard. Officers searched the area around 1105 Cortina Drive and located an unoccupied black VW Passat with a single bullet hole to the right rear passenger door. An investigation was initiated.

3:43 a.m., Zachary Ryan Brown-Boster, 25, a construction worker who lives in Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), using or being under the influence of a controlled substance (a misdemeanor), and felony violation of probation. Bail was set at $40,000. He was taken into custody at 600 North Humboldt Avenue, apt. #190, Willows, by a Glenn County Sheriff’s deputy.

10:51 a.m., Alex Parra Miranda, 27, a construction worker who lives in Orland, was booked into the Glenn County Jail on a court remand with charges alleging possession of a firearm by a felon (a felony), possession of ammunition by a prohibited person (a felony), carrying a loaded firearm in public (a felony), possession of a concealed firearm in a vehicle (a felony), possession of stolen property valued at $400 or less (a misdemeanor), possession of a narcotic controlled substance (a misdemeanor), possession of controlled substances without a prescription (a misdemeanor), driving without a license (a misdemeanor), and special allegations (a felony). Bail was set at $40,000. He was taken into custody at the Glenn County Jail.

8:09 p.m., William Eugene Dillion, 40, a fashion designer who lives in Orland, was booked into the Glenn County Jail on charges alleging resisting or obstructing a public service officer, and using or being under the influence of a controlled substance (both misdemeanors). Bail was set at zero. He was taken into custody at 4444 Commerce Lane by an Orland police officer.

8:11 p.m., Zulema Medina, 40, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero, but she was also held without bail for alleged violation of parole (a felony). She was taken into custody at 35 East Walker Street, Orland, by a Glenn County Sheriff’s deputy.

Saturday, May 8:

10:11 p.m., Damien Cruz Alvarez, 20, a dairy worker who lives in Orland, was booked into the Glenn County Jail on charges alleging evading a peace officer with wanton disregard for safety, carrying a loaded firearm in public, possession of a firearm by a felon, and possession of ammunition by a prohibited person (all felonies). Bail was set at $65,000. He was taken into custody on County Road H, just south of County Road 4, by a Glenn County Sheriff’s deputy.

11:19 p.m., Luis Fernando Vargas-Flores, 38, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 1025 Juniper Drive, Willows, by a Glenn County Sheriff’s deputy.

Sunday, May 9:

10:54 a.m., Collin Andrew Outland, 28, a bee keeper who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $2,000. He was taken into custody at the Speedway on South Street in Orland by a Glenn County Sheriff’s deputy.

9:08 p.m., Geraldine Antoinette Reeves, 50, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging trespassing (a misdemeanor). Bail was set at zero. She was taken into custody at 4444 Commerce Lane by an Orland police officer.

10:20 p.m., Anthony William Salley, 37, a security guard who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 600 North Humboldt Avenue, apt. #101, Willows, by a Glenn County Sheriff’s deputy.

Monday, May 10:

12:45 p.m., Everett Michael-Daniel Maghan, 31, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody in the 1000 block of South Street by an Orland police officer.

5:11 p.m., David William Gutierrez, Jr., 33, a painter who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on bail (a misdemeanor). Bail was set at $10,000. He was taken into custody in the 200 block of West Ash Street, Willows, by a Glenn County Sheriff’s deputy.

Tuesday, May 11:

12:19 a.m., Raschell Ann Wammack, 46, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $10,000. She was taken into custody at 10 Walker Street by an Orland police officer.

1:08 a.m., Frank Mandiz Camacho, 61, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of drug paraphernalia (a misdemeanor), and a warrant alleging disobeying a court order (a misdemeanor). Total bail was set at $7,000. He was taken into custody on Walker Street at Third Street, Orland, by a Glenn County Sheriff’s deputy.

12:31 p.m., Angel Michele Bush, 31, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging felony violation of probation. Bail was set at $20,000. She was taken into custody on South Tehama Street, Willows, by a Glenn County Sheriff’s deputy.

1:20 p.m., John Perry Bush, 56, a laborer who lives in Gerber, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $7,000. He was taken into custody at Butte and Wood Streets, Willows, by a Glenn County Sheriff’s deputy.

1:35 p.m., Michael J. Head, 64, an electrician who lives in Orland, was booked into the Glenn County Jail on a warrant alleging disobeying a court order (a misdemeanor). Bail was set at zero. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

8:04 p.m., Sue Margarette Kemp, 52, a laborer who lives in Glenn, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on her own recognizance (a felony). Bail was set at $35,000. She was taken into custody at 810 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

Copper is pure gold!

Copper is a 15-month-old DALP (Dog Assembled from Leftover Parts). That’s a nice way of saying that his ancestry is something less than purebred. Copper is dog-friendly, but probably wouldn’t be a good fit in a house with kids under the age of 10. He is very active. To those who would have me delete or change ‘Who shot Arlo Little?’

At this moment, my story, “Who shot Arlo Little?”, has reached 674 people.

That number may increase following this report.

So far this week, The Observer has received two messages requesting that the Arlo Little story be either deleted entirely or in part.

The first message came from a “Lulu Xury,” obviously a pseudonym. She (?) wrote:

“Hi I read your recent article about the shooting with arlo little. I’m concerned that it may put ‘the companion’ at risk of danger. Is there any way you could consider taking it down? I hope you understand and have a wonderful day. Thank you”

First of all, I am not going to consider any course of action recommended to me by someone who won’t even reveal his or her true identity. Tell me who you really are, enable me to confirm your identity, and then we can talk.

Second, “the companion” of Arlo Little was never identified in my story. I could have done so, but chose not to.

So, my story could only potentially put the companion of Little at risk if someone already knew who he was.

For future reference, a much better way for the companion – and other people, for that matter – to stay out of harm’s way is, rather than asking reporters to keep them from being mentioned, but to not associate with people who have long and sometimes violent criminal histories.

Little’s companion almost got himself shot back in March simply by being in the same car as Little. This sort of thing is much more likely to put someone at risk of danger than a news story is.

Next, earlier on Wednesday, The Observer received this message from one B.F. Reynolds. Attempts to verify the true identity of Reynolds were also unsuccessful, although the name itself, unlike Lulu Xury, does not scream “pseudonym.”

Reynolds wrote, “You people should edit this because in reality ‘the companion’ actually was stated as saying it was NOT drug related. Because it wasn’t drug related. Idk [I don’t know] who gave that info to you but they got it a** backwards.”

The source of my information was an official document written by an Orland police officer. The relevant statement in that official document reads, “W1 [Witness #1, who was Arlo Little’s companion] stated that he believed it to be drug related.”

If B.F. Reynolds contacts the Orland Police Department and gets someone in authority to admit that Little’s companion did indeed state “that he DID NOT believe the shooting to be drug-related,” and that person in authority then contacts me about the error, then I will be more than happy to correct the story. Not until then, however.

I would also like to know how B.F. Reynolds acquired his or her information. And as with Lulu Xury, I would like to know what his or her interests in this matter are.

Girls on the Run helps animals in the shelter

Not even COVID could stop the Girls on the Run.

The organization, formed to promote a sense of empowerment and self-esteem in girls in grades three through five, raised an estimated $600 worth of food and other items for the dogs and cats in the Town and Country Humane Society shelter south of Orland.

The shelter is located on Highway 99 between between County Roads 21 and 23, south of Orland. It is a nonprofit run by volunteers committed to the idea of making life better for our furry friends.

Girls on the Run is a national organization founded about 25 years ago. It has a strong presence in the North State, including Glenn County.

On Saturday, the girls took part in a 5K run in Chico. The items collected for the shelter were part of the eight-week program’s endeavor to help the community.

Multiple vehicles burn in Road 24 fire

Early Monday afternoon, firefighters responded to a report of a vegetation fire that had spread to numerous vehicles and was threatening several structures.

The Orland Volunteer Fire Department received the initial call. Chief Justin Chaney soon called for mutual aid from the Capay, Artois, Hamilton City, and Willows Fire Departments.

The fire was soon brought under control, and help from Willows was cancelled. Thanks in part to the winds, a spot fire or two ignited in a field south of where the vehicles were burning.

The fire occurred south of a residence in the 6300 block of County Road 24, on the south side of Road 24, just west of Interstate 5 and County Road I.

Monday, May 3:

12:30 p.m., Mikayla Aron Waughwayne, 25, an entertainer who lives in Berry Creek, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody at 423 Second Street by an Orland police officer.

1:50 p.m., Samuel Gamboa Sanchez, 73, a farmer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging witness bribing (a felony). Bail was set at $100,000. He was taken into custody on County Road 24, west of County Road O, by a Glenn County Sheriff’s deputy.

10:12 p.m., Alan Boe Kyler, 63, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and felony violation of probation. Bail was set at $40,000. He was taken into custody at 904 North Butte Street, sp. #9, Willows, by a Glenn County Sheriff’s deputy.

Tuesday, May 4:

12:45 a.m., Alejandro Juarez, 27, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000. He was taken into custody at County Road 27 and Interstate 5 by a California Highway Patrol officer.

7:50 a.m., Seth Dasan Dominguez-Feathers, 26, a laborer who lives in Willows, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $13,000. He was taken into custody at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

8:10 a.m., Michele Evelyn Urrutia, 46, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $8,000. She was taken into custody on Fifth Street, just east of Sierra Avenue, Hamilton City, by a Glenn County Sheriff’s deputy.

10:31 a.m., Maria Concepcion Paniagua, 41, a laborer who lives in Willows, was booked into the Glenn County Jail without bail on charges alleging possession of a controlled substance (a misdemeanor), and violation of parole (a felony). She was taken into custody at the Willows branch of the Glenn County Superior Court by a Glenn County Sheriff’s deputy.

11 a.m., Jonathan Scott Hanson, 29, a mechanic who lives in Willows, was booked into the Glenn County Jail on a court remand for charges alleging possession of drug paraphernalia (a misdemeanor). At 5:21 p.m. at the jail, he was also charged with alleged violation of parole (a felony). He was held without bail on this charge.

7:01 p.m., Deborah Raye Crater, 58, a cashier who lives in Paso Robles, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. She was taken into custody on County Road 39 at Interstate 5 by a California Highway Patrol officer.

11:18 p.m., Eliseo Guillen-Avina, 59, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony), threatening to commit a crime with intent to terrorize (a felony), exhibition of a deadly weapon other than a firearm (a misdemeanor), and public intoxication (a misdemeanor). Bail was set at $330,000. He was taken into custody at 4582 Highway 99, sp. #34, Orland, by a Glenn County Sheriff’s deputy.

Wednesday, May 5:

6:56 a.m., Heather Lee Beath-Alvarez, 44, a laborer who lives in Willows, was booked into the Glenn County Jail on warrants alleging failure to appear after being released on his own recognizance (a misdemeanor), and disobeying a lawful order of the court (a felony). Total bail was set at $20,000. She was taken into custody at West Willow and North Merrill Streets, Willows, by a Glenn County Sheriff’s deputy.

3:43 p.m., Michael Anthony Deniz, 24, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

4:03 p.m., Gregg Alan Farlinger, 53, a laborer who lives in Orland, was booked into the Glenn County Jail without bail on a warrant alleging failure to register as a transient sex offender every 30 years (a felony). He was taken into custody at the Orland Police Department by an Orland police officer.

9:46 p.m., Taylor Austin Barrera, 22, a laborer who lives in Orland, was booked into the Glenn County Jail on warrants alleging disobeying a court order (a misdemeanor). Bail was set at $14,000. He was taken into custody at Walker and Ninth Streets by an Orland police officer.

10:20 p.m., Geraldine Antionette Reeves, 50, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody on Highway 99, south of County Road 21, by a Glenn County Sheriff’s deputy.

Thursday, May 6:

12:42 a.m., William Era Lee McCardle, 43, a member of a pallet crew who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors). Bail was set at zero. He was taken into custody at 2637 Highway 99, Willows, by a Glenn County Sheriff’s deputy.

11:17 a.m., Manuel William Mora, 40, a laborer who lives in Castro Valley, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, and disobeying a lawful order of the court (both felonies). Total bail was set at $170,000. He was taken into custody at the Contra Costa County Jail by a Glenn County Sheriff’s deputy.

6:34 p.m., Jorge Cortez Cervantes, 33, an installer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging misdemeanor violation of probation, and possession of a narcotic controlled substance (a misdemeanor), and warrants alleging felony vandalism, and misdemeanor violation of probation. Total bail was set at $50,000. He was taken into custody at 350 Canal Street, Hamilton City, by a Glenn County probation officer.

7:30 p.m., Casey Marvin Bayles, 47, a laborer who lives in Orland, was booked into the Glenn County Jail without bail on charges alleging possession of controlled substance paraphernalia (a misdemeanor), possession of a controlled substance (a misdemeanor), and violation of post-release community supervision (a felony). He was taken into custody at 806 Cherry Street, Orland, by a Glenn County probation officer.

8:36 p.m., Jose Jaime Rosas, 53, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 711 Sixth Street by an Orland police officer.

9:20 p.m., Jacob Anthony Kennedycummings, 28, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), possession of drug paraphernalia (a misdemeanor), felony violation of probation, and misdemeanor violation of probation. Bail was set at $37,000. He was taken into custody at 75 East Walker Street, apt. #25, Orland, by a Glenn County probation officer.

Who shot Arlo Little?

As reported here on March 30, Glenn County transient Arlo Little was shot in Orland sometime before midnight on Sunday, March 28.

At about 11:50 p.m., Orland Police Officer Kris Fullmore was dispatched to Glenn Medical Center in Willows to contact the victim of a gunshot wound. Upon Officer Fullmore’s arrival, he contacted Glenn County Sheriff’s Deputy Clinton Turner, who told him the gunshot victim, identified as Arlo Little, 31 at the time, had arrived at the emergency room with a gunshot wound.

Deputy Turner told Officer Fullmore that the incident occurred in Orland, and that Little arrived at Glenn Medical Center in a silver 2001 Honda Accord, license plate #4NZP867, which was in the hospital’s parking lot.  Deputy Turner also told Officer Fullmore that a witness was standing by, outside the emergency room.

In the parking lot, Officer Fullmore found a silver Honda Accord with a shattered front passenger window, held together by window tint. The window had what appeared to be a bullet hole in the lower left corner.

Deputy Turner told Officer Fullmore that prior to Fullmore’s arrival, Turner spoke with Little, who alleged that Josh Holden was the suspect who shot him. Little also said the shooting occurred at Savanah Rios’ house on Tehama Street in Orland.

While Deputy Troy McIntire stood by with the Honda, Officer Fullmore contacted Little, who was being prepped by emergency room medical staff for transportation by Enloe Flightcare helicopter to Enloe Medical Center in Chico.

Little was shirtless and Officer Fullmore noted he had a puncture wound on the inside of the lower part of his right arm, as well as a puncture that was consistent with a gunshot wound to the right side of his abdomen. Fullmore also noticed a laceration or abrasion on the left side of Little’s face, below his left eye.

Little claimed that he and a companion (the witness who was earlier said to be waiting outside of the emergency room) went to Orland to meet someone who owed him money. Little stated that when they arrived at the residence, a man holding a gun got out of a red car and demanded Little’s money.

According to Little, the man then proceeded to shoot him. Little said the man then ran off and Little and his companion also left the area.

Little said he did not know who the shooter was because the shooter was wearing a mask. He also said he was not sure how he received the laceration to his face, but he assumed that he was pistol whipped.

Little was unable to describe the gun.

Prior to Little being transported to Enloe, it was asked if Little had been searched. Deputy Turner found a wad of cash and a small tied-off plastic baggie containing suspected heroin in Little’s front left pants pocket.

Officer Fullmore collected the cash and heroin as evidence and secured them in his patrol unit.

Little’s companion stated that Little had just purchased the Honda and he wanted him (his companion) to drive him to Orland to check the car out. The companion said that it was his impression that someone owed Little money, so they were going to collect it.

The companion stated that he and Little drove about a block or so up the street that runs along the east side of Dutch Bros., Ninth Street, which soon turns into Tehama Street. On Tehama Street, the companion stated that Little directed him to turn into a long driveway, where a red car was parked.

Little’s companion stated that when he pulled up to the red car, a man got out of the rear, driver’s side passenger door of the vehicle. Little got out of the Honda and the man immediately ran up to him and began arguing.

Little’s companion said that the man told Little to give him all his money. The companion stated that the man was waving around a small, black handgun.

Little told the companion to start the car and as soon as Little got back into the Honda and shut the door, the man shot Little through the front passenger window. The companion said that the man was not even a foot away from Little when he shot.

Little’s companion said that after the man shot, he ran away, not into the house but past it. The companion stated that he believed the incident to be drug-related, and that it was like the man set Little up.

The companion claimed he did not know who the shooter was, but Little called him “Josh.” The companion said that as Little and the man were arguing, Little asked, “What the fuck are you tripping on, Josh?”

The companion said that the shooting happened at about 11:30 p.m. He then drove Little to Glenn Medical Center.

Officer Fullmore had the Honda towed as evidence to the City of Orland Corporation Yard.

The officer then changed his location to Enloe Medical Center in Chico, where he was given Little’s clothing. He was also told that the bullet was lodged in Little’s left leg.

Officer Fullmore attempted to contact Little, but Little refused to speak with law enforcement.

At about 11:48 p.m., Orland Police Sergeant Sean Johnson was told by Glenn County Sheriff’s Sergeant Barry Corbin that the shooting had occurred at 714 Tehama Street, Orland. Officer Daryl Mills and Sgt. Johnson responded to that location to look for evidence of a shooting.

Officer Mills and Sgt. Johnson began to search the area, starting in the street in front of the residence. In the street, they found a few very small pieces of broken glass.

While searching the driveway of the residence, Sgt. Johnson found a single brass casing that appeared to be either .380 or 9mm. This was found about 60 feet south of the front door of the residence.

Officer Mills and Sgt. Johnson checked the side of the residence and noticed the gate on the east side of it, leading to the alley, was open. The alley behind the residence was checked, but no evidence was found.

Parked in front of the residence, Sgt. Johnson noticed a red 2002 Saturn L300 with no license plates. Around the driver’s side and passenger side doors, Sgt. Johnson noticed smudges in the dust that appeared as if they could be latent prints.

Sgt. Johnson then contacted a woman who was inside the residence. She stated she lives at the residence and no one else was home.

The woman said she had been asleep and did not hear any gunshots or arguments. She also said she had not seen Josh Holden in over a month, and that she does not know Arlo Little.

She said the owner of the red Saturn is her son, Joshua Sligar. According to the woman, Joshua Sligar had not been at the residence in about a week.

The red Saturn was also towed as evidence to the City of Orland Corporation Yard.

As mentioned here in late March, according to Arlo Little’s Facebook page, which appears to have been neglected for the last few years, he attended Willows High School, studied at Butte College, and lives in Willows.

Little has had numerous encounters with law enforcement. His Glenn County Jail booking information in recent years states that he is a Willows transient.

According to the Glenn County Superior Court, Little was found guilty of various crimes in 2016 and 2017. Most of the violations for which he was convicted were drug-related.

Most recently, in August of 2020, Little was convicted of misdemeanor domestic battery and possession of methamphetamine and was found in violation of probation for the fourth time.He was sentenced to 364 days in jail and probation was terminated.

Simple. This week’s canine is named after one of Kipling’s characters in his famous work, The Jungle Book. Specifically, his name is Baloo, who was the big bear in the Kipling stories. Our Baloo is a big boy, although not nearly as big as a bear. He is a two-year-old mixture of white Swiss shepherd, German shepherd, and American Staffordshire terrier. (They ran his DNA.) Friday, April 30:

9:40 a.m., on East Colusa Street at East Street, an Orland police officer conducted an enforcement stop on a red 2001 Mazda Protégé. Ryley Nelson, 18, of Orland was cited for driving while unlicensed, no proof of insurance and for possession of marijuana.

10:06 a.m., at 423 East Street, Danielle Leal, 29, of Corning, reported Tiffany Gonzalez, 28, of Orland, was refusing to give her back her property. Officers mediated and helped resolve the matter.

12:13 p.m., Orland police officers were dispatched for a possible gun found in the canal along Roosevelt Avenue. Officers responded and determined that the gun was a plastic toy.

12:34 p.m., Orland police officers were dispatched to a hit and run in the parking lot of Grocery Outlet, 1026 South Street. Jack Cook, 59, of Butte City, said an unknown person hit his parked car. Due to no suspect information, Cook was advised to contact his insurance.

1 p.m., on Walker Street at First Street, an Orland police officer conducted an enforcement stop on a 2000 Mercedes 320. Jessie Corpus, 64, of Orland, was cited for alleged expired license, no insurance, and expired registration.

3:58 p.m., Orland police officers were dispatched to telephone Roger Powers, 65, of Orland, regarding a scam. Powers reported a female talked him into buying gift cards to be used to purchase BIT Coin. Powers realized it was a scam too late and wanted to alert others.

5:40 p.m., at the I-5 Café, 1165 Hoff Way, an Orland police officer conducted an enforcement stop on a red Toyota Rav 4. Following an evaluation, Michael Head, 64, of Orland was arrested and booked for alleged DUI.

6:05 p.m., Orland police officers responded to 226 East Shasta Street for a report of a 911 hang-up. Officers contacted Lashay Conway, 32, who reported being assaulted by her child’s father, Octavio Lamos, 33. Lamos was gone on arrival, a report was taken.

6:42 p.m., Orland police officers were dispatched to a report of a non-injury traffic collision in the parking lot of the Pilot Travel Center, 4444 Commerce Lane. Officers arrived and found the drivers had already exchanged information, as required.

7 p.m., Orland police officers responded to a report of a suspicious person. Officers contacted Roger Meza, 50, of Oakland, who said he was working in Orland and was spending his day off at Lely Aquatic Park, 975 East South Street. Meza was told of the complaint.

7:01 p.m., Orland police officers were dispatched to a report of loud music in the area of 149 East Mill Street. Officers contacted the homeowner, who agreed to keep the music down.

8:43 p.m., Orland police officers were dispatched to check the 200 block of East Tehama Street for what sounded like a child crying for his or her father. Officers checked the area but were unable to locate the reported sounds or anything suspicious.

8:53 p.m., Orland police officers responded to the report of a vehicle driving recklessly in the 300 block of Stanton Way. Officers contacted Jorge Gomez, 35. Gomez advised he was having issues with his brakes. Gomez was counseled on his driving.

9:06 p.m., on Walker Street at A Street, an Orland police officer initiated a traffic enforcement stop on a black 2005 Nissan Titan. The 17-year-old female driver was cited for allegedly driving while unlicensed. She was given a warning for a headlight violation.

9:19 p.m., on Newville Road, an Orland police officer initiated a traffic enforcement stop on a tan 2008 Ford Fusion. Following an evaluation, Jared Reusser, 38, of Willows was arrested and booked for allegedly driving while under the influence and four misdemeanor Glenn County bench warrants.

10:26 p.m., Orland police officers were contacted by Oliva Lopez, 29, of Hamilton City, who reported that her 12-year-old son was involved in a physical altercation earlier this evening.

11:30 p.m., Orland police officers responded to the report of a 911 hang-up at the Speedway at 1185 Hoff Way. Officers contacted Rita Lopez, 33, and Cererino Curenio, 57. Lopez said that she called 911 because she needed a ride to Chico. Lopez was told not to call 911 for a ride.

Saturday, May 1:

1:39 a.m., Orland police officers responded to the report of a burglar alarm activation at the Orland Veterinary Hospital, 1137 Eighth Street. The alarm company canceled the response prior to the officers’ arrival.

1:04 p.m., Orland police officers were dispatched for report of two people in a van at Library Park, smoking a controlled substance. Officers contacted Richard Hicks, 50, and Jennifer Bracewell, 46, both of Orland. They were counseled and advised of the complaint.

6:07 p.m., Joshua Christian, 28, reported petty theft from his residence at 518 Monterey Street. After a brief investigation, it was determined that the incident was civil in nature. Christian was provided with information and the incident was documented.

7 p.m., on Walker Street at Fourth Street, an Orland police officer conducted a traffic enforcement stop on a maroon 2012 Ford Edge. Rafael Ramirez, 56, of Orland, was cited for allegedly talking on his cell phone while driving and no proof of insurance.

8:02 p.m., at the Orlanda Inn at 827 Newville Road, Nicole Smith, 67, of Orland, reported her tire went flat while driving on I-5 and believed it was because her neighbor slashed her tire. Officers found no evidence of vandalism and documented the incident.

9:12 p.m., Orland police officers responded to assist Glenn County Sheriff’s deputies with a reported domestic disturbance at 4684 Sixth Avenue. Officers assisted until no longer needed.

10:20 p.m., Orland police officers responded to1631 Railroad Avenue for a report of a man suffering from an unknown medical problem. Officers assisted until no longer needed.

10:45 p.m., Orland police officers responded to a report of an unconscious woman with CPR in progress at the Black Butte Mobile Home Park, 6386 County Road 200. Officers arrived on scene and began CPR until the arrival of fire and ambulance personnel. The woman was later pronounced deceased and the scene was turned over to the Glenn County Sheriff/Coroner.

Sunday, May 2:

1:18 a.m., Orland police officers responded to a report of a disturbance at 745 Paigewood Drive. Officers contacted Christiana Fisher, 38, of Orland, who alleged being assaulted by her husband, Stephen Fisher, 33, who fled the scene prior to officers’ arrival.

1:50 a.m., on Newville Road at Interstate 5, an Orland police officer initiated a traffic enforcement stop on a silver Honda Accord. Officers contacted the 15-year-old driver and found he was driving his sister’s friends, who were intoxicated. The boy was found to not be intoxicated and was given a warning for a headlight violation and driving while unlicensed. The boy’s mother responded and took custody of the vehicle and assisted in providing sober transportation for the passengers to their residences.

11:35 a.m., Orland police officers were dispatched to 511 Papst Avenue to check the welfare of Brenda Carver, 70. Officers contacted Carver, who said she was fine and didn’t need assistance.

2:28 p.m., Orland police officers were dispatched to a reported disturbance at 315 Eighth Street. Officers were told that Vivan Cruz, 25, of Orland, was causing a problem and refusing to leave. One of the residents didn’t want Cruz to leave and told her she could stay. Information was provided to the reporting party.

3:40 p.m., Orland police officers were dispatched to 510 Fourth Street for a child custody question. Officers contacted Bridget Reed, 24, who requested information regarding the child custody agreement. She was provided with the information.

3:43 p.m., at 920 A Street, Catalina Wasenius, 58, reported a hit and run collision involving her blue 2010 Subaru.

7:40 p.m., at 315 Eighth Street, Orland police officers contacted Kevin Terwilleger, 57, of Orland. Terwilleger was arrested and booked on a felony no-bail parole warrant.

7:40 p.m., also at 315 Eighth Street, officers were dispatched to a report of a child on a bicycle who had been nearly struck by a vehicle. Officers contacted a 12-year-old boy who reported a female driver in a green Ford F150 nearly struck him while he was riding his bicycle. Officers contacted Vivian Cruz, 25, of Orland, who stated the boy had been harassing her, but she apologized to him for nearly hitting him. Cruz was found to not be under the influence and was counseled on her driving.

8:40 p.m., Orland police officers were dispatched to 208 Plumas Street for a report of loud music. Officers contacted the homeowner, who was told of the complaint and agreed to keep it down.

10:33 p.m., Orland police officers were dispatched to a report of suspicious circumstances at the Sav-Mor market, 35 East Walker Street. Officers contacted the manager, who said that an unknown person who stole a fellow employee’s purse last week was in the store. The person fled the area prior to the officers’ arrival, and officers were unable to locate the person.

10:51 p.m., Orland police officers were dispatched to a report of an unknown entity flying over the residence at 501 Papst Avenue. Officers checked the area but located nothing suspicious.

Monday, May 3:

7:42 a.m., Maria Lozano, 41, of Orland, reported an unknown person vandalized her green 1995 Honda Accord at 745 Paigewood Drive.

9:10 a.m., Eric Gonzalez, 30, of Orland, reported he was being harrassed by the father of his sister’s children. The incident was documented and Gonzalez was provided with information on obtaining a restraining order.

11:03 a.m., Orland police officers responded to a report of a person causing a disturbance in the Pilot Travel Center, 4444 Commerce Lane. The caller wanted the person admonished for trespassing. Officers checked the area but determined the person had left prior to officers’ arrival.

11:25 a.m., Orland police officers responded to 1033 East Street for a report of a disturbance. Officers contacted Charlie King, 39, and Amanda Darling, 32, both of Orland. Officers determined the two were involved in a verbal dispute and were separating themselves.

11:55 a.m., in the 200 block of Roosevelt Avenue, an Orland police officer issued a parking citation to a silver 2004 Mazda 3 for expired registration.

12:02 p.m., Orland police officers responded to the report of a fight in progress on Second Street at Tehama Street. Officers arrived and contacted Mikayla Waughwayne, 25. Following an investigation, Waughwayne was arrested and booked for alleged public intoxication.

2:29 p.m., Glenda Jimenez McDaniel, 56, of Orland reported somebody vandalized the hood of her black 2015 GMC Terrain in the 1300 block of Brookside Drive.

Tuesday, May 4:

5 p.m., on Eighth Street at Monterey Street, an Orland police officer initiated a traffic enforcement stop on a black BMW 430i. Christian Deluca, 22, of Chico, was cited for alleged expired registration and having no proof of registration. Deluca was also served with a notice of suspended license.

10:18 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of an aggressive male with a knife at the Shady Oaks Trailer Park. Officers assisted until no longer needed.
