Here are the latest incident reports from the Orland Police Department. The Steven Stoltenberg mentioned several times in these media reports is not the same Steven Stoltenberg associated with Artois Feed and Grain.

Friday, May 28:

7:25 a.m., Megan Sinclair, 34, of Orland reported ongoing harassment of her 10-year-old daughter via messaging by another 10-year-old at Fairview School. The messages were forwarded to school staff and the matter was handled by the school.

1:09 p.m., Maria Aguilar, 39, of Orland, called regarding a civil matter. Officers provided information.

4:08 p.m., Orland police officers responded to 504 Third Street for a report of a disturbance. Officers contacted Kent Molen, 56, who reported Vivian Cruz, 25, and Lolita Burd, 54, were causing a disturbance and he wanted them to leave his residence. After Burd refused to leave, Molen placed her under private person’s arrest for alleged trespassing. Officers took custody of Burd and booked her into jail after obtaining a medical clearance for excessive blood alcohol.

9:37 p.m., on Tehama Street at Sixth Street, an Orland police officer initiated a traffic enforcement stop on gray 2011 Ford Fusion. Veronica Hernandez-Linarez, 20, of Orland, was cited for allegedly failing to stop at a posted stop sign.

Saturday, May 29:

2:24 p.m., an Orland police officer was dispatched to a request for a civil standby for a child exchange. Officers provided the standby while Carlos Guzman, 35, and Jovita Bonilla Perez, 33, exchanged their children.

6:05 p.m., an Orland police officer was dispatched to a request for a civil standby for a child exchange. Officers provided the standby while Carlos Guzman, 35, and Jovita Bonilla Perez, 33, again exchanged their children.

9:10 p.m., Megan Huerta, 22, reported she was having ongoing child custody issues with Alejandro Cisneros, 30. Officers provided Huerta with options and information.

Sunday, May 30:

1:59 a.m., Orland police officers responded to the Chevron station at 848 Newville Road for a report of an intoxicated driver with passengers who were also under the influence of alcohol. Officers contacted Amilcar Lopez-Santiz, 23, Sergio Alvarez-Perez, 22, Tiburcio Lopez-Mendez, 42, and Ivan Luna-Jimenez, 24, all of Orland. Following an investigation, Lopez-Santiz was arrested for allegedly driving while under the influence of alcohol and all other parties were arrested for alleged public intoxication. All parties were transported and booked into the Glenn County Jail.

8:12 a.m., Orland police officers were dispatched to a report of a subject walking in traffic on Walker Street at East Street. Officers checked the area but were unable to locate anyone walking in roadway.

2:20 p.m., Orland police officers responded to a report of a verbal disturbance at the Chevron station at 848 Newville Road. Officers contacted Davinder Badwal, 34, of Orland, and John Russio, 65, of Anderson. Both said that the altercation was verbal only and did not request any further assistance.

2:48 p.m., Orland police officers were dispatched to a possible traffic collision on Walker Street at A Street. Officers contacted Julian Martinez, 32, of Orland, and determined he was assaulted by an unknown male.

5:42 p.m., Orland police officers were dispatched to a report of man near Walgreens, 828 Newville Road, “mooning” passing vehicles. Officers contacted William Hunter, 38, of Orland, who said that his pants fell down while he was walking. Hunter was counseled and agreed to leave the area.

8:45 p.m., Orland police officers responded to Lely Aquatic Park for a report of an overdose. Officers contacted a 54-year-old man who said that he took one of his prescribed medications and didn’t feel well. The man was taken by ambulance to the hospital.

9:11 p.m., Orland police officers were dispatched to a complaint of loud music in the area of 202 Gable Drive. Officers contacted the homeowner, who was told of the complaint and agreed to keep it down.

9:51 p.m., Orland police officers responded to a report of a reckless driver in a black Chevy Malibu that was now parked at the Speedway on Hoff Way. Officers contacted Luis Rodriguez, 33, of Orland, in the Chevy. Following an investigation, Rodriguez was arrested for allegedly driving while under the influence of alcohol and booked after obtaining a medical clearance for excessive blood alcohol.

11:49 p.m., Orland police officers were dispatched to a complaint of loud music in the area of 904 Winterpine Drive. Officers contacted the homeowner, who was told of the complaint and agreed to keep it down.

Monday, May 31:

2:07 a.m., Orland police officers were again dispatched to a complaint of loud music at 904 Winterpine Drive. Officers again contacted the homeowner, who was told of the complaint and agreed to turn it off for the night.

2:54 a.m., Orland police officers were dispatched to the 300 block of Tuve Circle for a report of a suspicious vehicle that was unoccupied and running. Officers determined the lights had been left on and the vehicle was legally parked. No further action was taken by the Orland Police Department.

10:22 a.m., Orland police officers were dispatched to check the welfare of a man laying in the roadway on Swift Street at Second Street. Officers contacted Julian Martinez, 32, of Orland, who was sleeping in the gutter. Martinez declined assistance from Orland police officers and was advised to move out of the roadway.

11:55 a.m., Orland police officers responded to a report of a disturbance at Library Park. Officers contacted Emma Barragan-Mendoza, 53, who alleged Julian Martinez, 34, was harassing her, causing a scene, and threw grass on her car. Officers contacted and counseled Martinez on his behavior and advised him to leave people in the park alone.

3:19 p.m., Orland police officers were dispatched to the 1100 block of Eighth Street for a report of an abandoned or suspicious vehicle. Officers located the blue 2001 VW Jetta and marked it for abatement.

7:30 p.m., in the area of 65 East Walker Street, an Orland police officer located a silver 2004 Honda Accord that had been reported as a suspicious vehicle around homes out in the county earlier in the day. Officers contacted Chris Allen, 46, of Orland, who was field interviewed and released.

8:18 p.m., the Orland Police Department received a report of a suspicious vehicle parked in the area of 510 Fourth Street. Officers located the green 2001 Subaru Outback and found its registration has been expired since 2013 and its rear license plate did not belong to it. The Subaru was towed and the license plate was collected, to be returned to the DMV.

Tuesday, June 1:

12:15 a.m., Orland police officers were dispatched to the report of a male subject yelling for help in the area of 1011 Newport Avenue. Officers contacted a 75-year-old man who had fallen and needed medical assistance. Officers assisted until no longer needed.

3:02 a.m., Orland police officers assisted the Glenn County Sheriff’s Office for a report of a possible burglary in progress at Bambauer Towing, 4295 Highway 99. Officers assisted until no longer needed. (See June 2 Glenn County Observer story below.)

5:23 a.m., Orland police officers assisted with a medical call at 218 East Mill Street, where a two-year-old child was having a seizure. Officers assisted until no longer needed.

9:11 a.m., Orland police officers were dispatched to Cortina Drive, south of South Street, for a report of two suspicious people near a vehicle related to a burglary in Glenn County Sheriff’s jurisdiction. Officers contacted Cassandra Severns, 38, and Michelle Eaton, 41, both of Gerber. Severns and Eaton were interviewed and released. (See June 2 Glenn County Observer story below.)

9:26 a.m., Orland police officers were dispatched to the 900 block of Cortina Drive for a report of a vehicle blocking the driveway. A parking citation was issued to the silver 2019 Honda Accord for blocking the driveway, and officers provided assistance to the resident in backing his vehicle from his driveway.

12:02 p.m., on Third Street at Mill Street, an Orland police officer issued a parking citation to a commercial vehicle over four tons parked off a truck route.

12:07 p.m., in the area of 43 East Colusa Street, an Orland police officer issued a parking citation to a commercial vehicle over four tons parked off a truck route.

2:03 p.m., Orland police officers were dispatched to 819 Newport Avenue to assist Orland firefighters and paramedics with a possible overdose. Officers contacted a 73-year-old woman who had taken too much medication. The woman declined medical assistance and did not meet the criteria for a mental health hold. She was counseled regarding her medication usage.

9:51 p.m., the Orland Police Department was informed that Alexander Callahan, 17, of Orland, who had previously been reported missing, had been found by the Sonoma County Sheriff’s Office.

10:19 p.m., at Eighth Street at Newville Road, an Orland police officer conducted a traffic enforcement stop on a black 1995 Honda Accord. Officers contacted Mary Leste, 38, Nicholas Ruiz, 20, and Charlie Stinson, 31, all of Willows. Following an investigation, Leste was arrested and booked for alleged felony violation of probation, possession of a controlled substance, and possession of drug paraphernalia.

11:21 p.m., Orland police officers were dispatched to a report of a person requesting medical assistance at 817 Newport Avenue. Officers contacted the 45-year-old man. Following an evaluation, the man was placed on a mental health hold and transported to Glenn Medical Center to meet with mental health personnel.

Wednesday, June 2:

6:53 a.m., V.C. Williams, 90, of Orland, reported damage to his mailbox at 123 East Yolo Street. Officers determined that an unknown vehicle collided with the mailbox sometime during the night, causing damage to Williams’ mailbox and the neighbor’s mailbox at 127 East Yolo Street.

8:42 a.m., Orland police officers were dispatched to a reported disturbance at 419 Second Street. Officers contacted Aaron Potts, 31, of Orland, who stated his mother, Jennifer Purcell, 49, of Orland, refused to give him his medication. Potts requested a report for theft of medication. Officers mediated the situation at scene and a report was taken.

9:30 a.m., Orland police officers responded to a report of a disturbance on South Street at Cortina Drive. Officers contacted Matthew Fleming, 58, who was yelling at a woman. Fleming was counseled on his behavior and was given a trespass admonishment from the new Butte College grounds.

2:45 p.m., Orland police officers responded to a reported fire at 69 East Swift Street. Officers provided assistance until no longer needed by fire personnel.

3:28 p.m., Orland police officers were dispatched to the parking lot at 819 Newport Avenue for a report of a suspicious vehicle that did not belong to a resident. Officers located the vehicle and determined it was not reported stolen. The property manager was told of their civil options.

7:27 p.m., Orland police officers were dispatched to 79 Rennat Way for a report of a family dispute where a theft of a phone occurred. Officers contacted Cindy Miller, 67, Vanesa Stout, 27, and Milissa Reckley, 30, all of Orland. Following an investigation, all parties were counseled and the cell phone was returned.

10 p.m., Orland police officers were dispatched to a report of a suspicious male in Library Park. Officers contacted Julian Martinez, 32, and checked his welfare. Martinez was told the park closes at 11 pm.

Thursday, June 3:

4:15 a.m., Orland police officers were dispatched to the report of a man acting suspicious around SavMor market. Officers checked the area but were unable to locate the man.

6:19 a.m., Orland police officers were dispatched to 329 Yolo Street for a report of a man at the residence, asking for drugs. Officers contacted Julian Martinez, 32, who was told of the complaint and was given a trespass admonishment.

7:30 a.m., Orland police officers were dispatched to Hambright Avenue at East South Street to check the welfare of an elderly man who appeared disoriented. Officers contacted Steven Stoltenberg, 54, of Orland, who said he was fine and walking back to his home.

8:30 a.m., Orland police officers responded to a report of a male subject exposing himself at Library Park. Officers contacted Julian Martinez, 32, of Orland. Martinez was arrested and booked for indecent exposure and lewd conduct in a public place.

11:06 a.m., Orland police officers responded to a report of three juveniles in the Bihler Field announcer booth. Officers contacted the three children and returned them to Orland High School staff.

11:45 a.m., Orland police officers were dispatched to 923 East South Street for a report of a license plate that was stolen off of a vehicle.

12:04 p.m., Orland police officers were dispatched to 301 Byron Way for a welfare check on three children. Officers determined the children were well taken care of and their current residence was safe.

12:30 p.m., Orland police officers responded to the report of a verbal dispute at Lely Aquatic Park. Officers contacted Marissa Castillo, 42, who reported she got into a verbal dispute with Mark Scarbrough, 66, over her parking in a spot he called his. Castillo requested Scarbrough be counselled. Officers later contacted Scarbrough, who was counselled on parking spots at the park.

4:30 p.m., Orland police officers responded to a report of a possible restraining order violation. Officers contacted Christine Orlowski, 47, of Orland, who stated she was getting phone calls from a man who is friends with the person she is protected from.

5 p.m., Johnathan Rogers, 40, reported a check was stolen from his 218 East Mill Street mailbox in April. Rogers provided officers with suspect information and an investigation was initiated.

6:13 p.m., the Orland Police Department received a report of a man yelling at people at Lely Aquatic Park. Officers contacted Steven Stoltenberg, 54, and counseled him on his behavior.

7:16 p.m., Orland police officers responded to 203 East Tehama Street for a report of a domestic dispute. Officers contacted Paola Carranza, 23, and Sergio Parra, 23, both of Orland. Officers determined the dispute was verbal only. Sergio decided to leave for the night.

7:45 p.m., Orland police officers were dispatched to the report that Steven Stoltenberg, 54, was trespassing at the SavMor market, 35 East Walker Street. Officers contacted Stoltenberg and admonished him for trespassing at the request of an employee.

8:32 p.m., the Orland Police Department received a BOLO (Be On the LookOut) for a reckless vehicle traveling north on Sixth Street, leaving Orland. Glenn County Sheriff’s deputies located the vehicle a short time later near County Road 5 and conducted a traffic stop. Orland police officers assisted deputies and the CHP until no longer needed.

9:12 p.m., Orland police officers were dispatched to 1033 East Street for a report of a possible restraining order violation. Officers contacted Amanda Darling, 32, who reported that Sandra Reed, 63, came to her work. Officers determined the restraining order criteria were not met for a violation. They provided Darling with information.

10:37 p.m., the Orland Police Department received information that wanted subject Juan Herrera, 39, was at the residence at 1033 Cortina Drive. Officers learned Herrera fled the residence prior to their arrival. They searched the area but were not able to locate him.

11:54 p.m., Orland police officers responded to an alarm at CVS, 869 Newville Road. Officers found the business secure and stood by until an employee arrived. The interior was checked and nothing suspicious was found.

Friday, June 4:

12:02 a.m., Orland police officers were dispatched to the Speedway gas station on South Street for a report of unknown people attempting to open truck drivers’ doors that were parked in the area. Officers searched the area but were unable to find anyone.

6:41 a.m., Orland police officers responded to 805 Date Street for a report of a cold hit and run. Linda Wright, 58, reported her 2003 Chevy Silverado was struck by an unknown vehicle.
