7:30 a.m., at the Glenn County Jail, John Michael Capelli, 31, a laborer who lives in Redding, was booked into the Glenn County Jail on warrants alleging theft of personal identification information (a misdemeanor), felony burglary, grand theft (a felony), and failure to appear after giving a written promise (a misdemeanor). Total bail was set at $36,000.
8:57 p.m., Abram Rios May, 26, a farmer who lives in Willows, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody at Highway 99, north of County Road 57, by a California Highway Patrol officer.
10:04 p.m., Andy Kao Saechao, 26, a janitor who lives in Willows, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody at the Motel 6, 452 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.
10:06 p.m., Breanna Ruth Cross, 29, a care provider who lives in Willows, was booked into the Glenn County Jail on a warrant alleging felony violation of probation. Bail was set at $25,000. She was taken into custody at Walmart, 470 Airport Road, Willows, by a Glenn County Sheriff’s deputy. At 11 a.m. the next day, she was remanded without bail on charges alleging felony violation of probation.

9 a.m., Daniel Montalvo Gomez, 35, a construction worker who lives in Orland, was committed to the Glenn County Jail without bail on charges alleging felony violation of probation. He was taken into custody at the Glenn County Probation Department by a probation officer.
11:15 a.m., Clayton Shane Humphrey, 39, a ranch hand who lives in Corning, was booked into the Glenn County Jail on a warrant alleging being an accessory to a felony, first degree murder (a felony), and altering, concealing or moving physical evidence (a misdemeanor). Bail was set at $10,000, but he was also held without bail on charges alleging violation of parole (a felony). He was taken into custody at 10 Gilmore Road, Red Bluff, by a California Highway Patrol officer.
2:45 p.m., Stanley Scott Grundy, 45, a laborer who lives in Corning, was booked into the Glenn County Jail without bail on a warrant alleging kidnapping, torture, and first degree murder (all felonies). He was taken into custody at 1340 Walnut Drive, Red Bluff, by a California Highway Patrol officer.

One person suffered moderate to major injuries and was transported by ground ambulance to an area hospital.
Reports stated that the driver of one of the vehicles may have been driving while under the influence.

2:45 p.m., Kelly Mullins Moore, 51, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge, and committing a violent or serious crime that qualifies one for sentencing to aggregate and consecutive terms (both felonies), and a Merced County warrant alleging tampering with a vehicle (a misdemeanor). Total bail was set at $50,000. He was taken into custody at Eighth Street and Almond Way by an Orland police officer.
4:30 p.m., at the Glenn County Jail, Hermelindo Gonzalez Salgado, 32, a laborer who lives in Orland, was found to have a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $7,000.
8:22 p.m., Maria Concepcion Paniagua, 41, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor). Bail was set at zero, but she was also held without bail on charges alleging violation of parole (a felony). She was taken into custody in the alley between Third and Fourth Streets, south of Cherry Street, Willows, by a Glenn County Sheriff’s deputy.

6:59 a.m., Susan Marie Lantzy, 65, a laborer who lives in Seattle, Wash., was booked into the Glenn County Jail on charges alleging public intoxication, possession of a controlled substance, and possession of controlled substance paraphernalia (all misdemeanors). Bail was set at zero. She was taken into custody at North Enright Avenue and West Wood Street, Willows, by a Glenn County Sheriff’s deputy.
1:06 p.m., Brandon Edward Lee, 34, a cook who lives in Willows, was booked into the Glenn County Jail on a Vacaville Police Department warrant alleging felony stalking. Bail was set at $40,000. He was taken into custody at Green and Shasta Streets, Willows, by a Glenn County Sheriff’s deputy.
9:20 a.m., Jesus Medina, 54, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging driving with a license suspended for driving while under the influence (a misdemeanor), and unlawful use of personal identification information (a felony). Bail was set at $15,000. He was taken into custody at Swift and First Streets by an Orland police officer.
6:26 p.m., Herlindo Duran Paredes, 30, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging infliction of corporal injury on a spouse, and a special allegation (both felonies). Bail was set at $25,000. He was taken into custody at 1441 Pine Street by an Orland police officer.
At about 6:19 p.m. on Sunday, July 25, deputies responded to a residence on North Culver Street in Willows for a report of a man holding a gun to his head.
The man left the scene in a vehicle as deputies arrived at the residence.
Deputies observed multiple passengers in the vehicle.
Deputies conducted a traffic stop on the vehicle on Highway 162, west of Willows.
The driver, Carlos Prentice Hill, 29, a cabinet builder who lives at 3600 Bush Way, lot #27, Elk Creek (Grindstone Rancheria), exited the vehicle while holding a gun to his head.
Deputies were able to deescalate the situation and Hill surrendered peacefully.
At about 7:24 p.m., Hill was booked into the Glenn County Jail on charges alleging possession of a firearm by a felon, possession of ammunition by a prohibited person, and carrying a loaded firearm in public (all felonies).
His bail was set at $30,000.
Highway 162 west of Walmart was shut down for well over an hour. Deputies cleared the scene at about 8:20 p.m.
Hill has been no stranger to the Glenn County Sheriff’s logs over the years.
On April 7, 2021, Michael Jacobs requested to speak with a deputy regarding threats. Deputy Huichapan contacted Jacobs via telephone, as requested.
Jacobs told Deputy Huichapan that earlier in the day, Carlos Hill was allegedly being confrontational towards him and attempting to get a reaction out of him.
Jacobs told Deputy Huichapan he did not engage with Hill. At one point, Jacobs alleged Hill threatened to kill him.
Jacobs told Deputy Huichapan that Hill did not have any weapons or means to carry out the threat.
Jacobs told Deputy Huichapan the incident occurred at the Grindstone Rancheria and Jacobs had since left the Rancheria and was currently at his residence in Chico.
After speaking with Jacobs, Deputy Huichapan determined the elements for criminal threats were not met. Deputy Huichapan provided Jacobs with information on the restraining order process.
Deputy Huichapan attempted to contact Hill, with no success.
On March 27, 2021, Jessica Loader called the Glenn County Sheriff’s Office to report Carlos Hill had left the Wrong Way Home Saloon in a burgundy Dodge Ram pickup and was allegedly intoxicated.
Deputy McIntyre responded and checked the area but neither the vehicle nor Hill was located.
Extra patrol was requested in the 200 block of West Walnut Street as Hill has allegedly vandalized vehicles at this location in the past.
On Nov. 18, 2019, Deputy Cordova contacted Carlos Prentice Hill in the 300 block of North Butte Street in Willows.
Glenn County Sheriff’s Communications said Hill had an outstanding warrant for his arrest issued by the Glenn County Superior Court.
Deputy Cordova confirmed the warrant and Hill was arrested and booked into the Glenn County Jail. His bail was set at $40,000.
On March 4, 2019, deputies responded to the Glenn Medical Center for a report of a man being treated for wounds caused by a machete.
The victim, Carlos Hill, was contacted and an investigation was initiated.
Hill alleged Dudley Burrows Jr. attacked him with a machete.
Hill was ultimately transported by ambulance to Enloe Medical Center in Chico for further treatment.
Here are the latest sentencings in the Glenn County Superior Court, period ending Friday, July 23, as reported by the Glenn County District Attorney’s Office.
People v. Manuel William Mora – Defendant was convicted of felony statutory rape of a minor, negligent discharge of a firearm, and failure to appear in court on a felony case. He was sentenced to four years, four months in state prison. This case was prosecuted by Assistant District Attorney Ruby Neumann, with assistance from Orland Police Department Sgt. Johnson.
People v. Marcelo Vargas-Ambriz – Defendant was convicted of felony bringing a controlled substance, methamphetamine, into a jail with a prior strike. He was sentenced to four years in state prison. This case was prosecuted by Deputy District Attorney Michael Coffey, with assistance from Willows CHP Officer Warner and Glenn County Sheriff’s Corporal Sullivan.
People v. Leonard John – Defendant was convicted of felony battery causing serious bodily injury. He was sentenced to three years in state prison. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Deputy Tuma.
People v. Gabriel Lopez Baeza Jr. – Defendant was convicted of felony bringing drugs into jail. He was sentenced to 16 months in state prison. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputy Reynolds and Corporal Berlier.
People v. Alton Douglas Steele – Defendant was convicted of felony bringing drugs into jail with a prior strike. He was sentenced to 16 months in state prison. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputies Ramos and Sheldon.
People v. Fabian Cano – Defendant was convicted of felony battery with serious bodily injury. He was sentenced to 429 days in jail and two years probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Deputy Johnsen.
People v. Alejandro Cisneros – Defendant was convicted of felony receiving a firearm while prohibited by a restraining order, violating a restraining order, and inflicting corporal injury on the mother of one’s child. He was sentenced to 180 days in jail and two years probation. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputy Ramirez and Willows CHP Officer Pozzi.
People v. Andres Simon Ortega – Defendant was convicted of felony identity theft, felon in possession of a firearm, second degree burglary, and automobile theft. He was sentenced to 170 days in jail, three years formal probation with an addition 180 days in jail stayed upon successful completion of probation, ordered to complete the drug court program, and ordered to pay restitution to the victims in the amount of about $31,000. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Detective Lopeteguy and Deputies Huichapan and Lemmon.
People v. Nycole Nelson – Defendant was previously convicted of felony first degree burglary and misdemeanor child endangerment . She was found in violation of probation and sentenced to 150 days in jai. This case was prosecuted by District Attorney Dwayne Stewart, with assistance from Glenn County Probation Officer Van Eck.
People v. Luis Esteban Mercado – Defendant was convicted of felony possession of a controlled substance while armed with a loaded firearm. He was sentenced to 120 days in jail and two years probation. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Deputy Ayres.
People v. Adrian Cuevas Paniagua – Defendant was previously convicted of felony identity theft and was found in violation of probation for the second time. He was sentenced to 60 days in jail and probation was reinstated. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Probation Officer Van Eck.
People v. Maxim Stalker – Defendant was convicted of misdemeanor being under the influence of a controlled substance. He was sentenced to 60 days in jail. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputy Ayres.
People v. Randall Bland – Defendant was previously convicted of felony corporal injury to child and was found in violation of probation for the first time. People v. Jorge Cervantes – Defendant was convicted of misdemeanor violation of a restraining order and was found in violation of misdemeanor probation for the first time. He was sentenced to 60 days in jail and probation was reinstated. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputy Goodwin.
People v. Robert McDonald – Defendant was previously convicted of automobile theft and was found in violation of probation for the first time. He was sentenced to 46 days in jail and probation was reinstated. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Probation Officer Moize.

Friday, July 9:
6:15 p.m., Orland police officers were dispatched to 519 Third Street to contact Aimee Jones, 24, of Orland, regarding harassment. Officers contacted Jones, who alleged Crystal Moutter, 25, of Orland, had been calling and harassing her. Jones requested the incident be documented.
9:39 p.m., Orland police officers responded to 1001 West Monterey Street for a report of damage to a vehicle. Ramon Rodriguez, 50, said he discovered damage to his vehicle that had possibly been caused by another vehicle. Rodriguez requested documentation and he was advised to contact his insurance provider.
10:17 p.m., on Newville Road, an Orland police officer initiated a traffic enforcement stop on a white Volvo SUV for a moving violation. Officers contacted Grace Ruiz, 46, of Butte County, who was found to have a confirmed misdemeanor warrant out of Butte County. Ruiz was cited and released for her warrant.
11:03 p.m., Orland police officers responded to a report of suspicious circumstances in the area of 770 Jacquelyn Drive. Jesus Barrera, 61, reported two people were under a vehicle parked in the roadway. Officers contacted a group of teenagers and determined they were hiding under the vehicle while playing a game. The teens were counseled about being on or near other’s property and the incident was documented.
11:47 p.m., Orland police officers responded to a report of an unknown male sleeping in the lobby of the post office. Officers contacted Hermelindo Gonzalez, 32, who was told of the complaint. Gonzalez collected his personal belongings and moved along.
Saturday, July 10:
9:01 a.m., Orland police officers responded to a medical aid call at 241 East Shasta Street. Officers assisted until no longer needed.
9:45 a.m., Orland police officers responded to a disturbance over car keys at 203 East Tehama Street. Sergio Parra, 23, reported his wife, Carranza Paola Parra, 23, had the car keys and refused to give them to him. Officers determined it to be a civil issue and both parties were told of their options.

Sunday, July 11:
11:36 a.m., Orland police officers contacted William Burd, 56, of Orland, in front of the Orland Police Department. Burd reported that he was being blackmailed by an unknown female prostitute, who was threatening to post nude pictures of Burd online.
8:21 p.m., Orland police officers responded to a report of a suspicious person who was sleeping in front of a residence in the 700 block of Sacramento Street. Officers contacted Nycole Nelson, 22, of Orland. Officers found that Nelson had two warrants for her arrest out of Glenn County. She was arrested without incident and booked into the Glenn County Jail.
Monday, July 12:
9:15 a.m., Orland police officers were dispatched to a report of civil harassment. Officers contacted Yvonna Bennett, 58, of Orland, who stated an unknown person was near her vehicle, yelling at her and calling her names.
2 p.m., Orland police officers received a report of possible child abuse at an address on East Colusa Street. An investigation was initiated.
3:12 p.m., Orland police officers were dispatched to a reported dispute at 47 East Colusa Street. Officers contacted Andrew Hernandez, 30, of Orland, and Maria Garcia, 29, of Orland. Both stated the dispute was verbal only and a report was taken.
3:30 p.m., at 221 East Shasta Street, Orland police officers contacted Tiffany Martin, 30, of Orland, regarding a juvenile issue. Martin was told of her options.
3:30 p.m., Orland police officers responded to a report of a traffic hazard on Third Street at Walker Street. Tyra King, 39, of Orland, was having a medical emergency while driving her vehicle. King was transported to a local hospital and the vehicle was towed for safekeeping.
6:03 p.m., Orland police officers were dispatched to a reported traffic collision. Officers contacted Kyle Wills, 23, who was traveling east on Walker Street when he failed to stop for the red light at the intersection with East Street. Wills’ vehicle collided with a vehicle being driven by Yoselin Alvarado, 28, of Orland. After an investigation, Wills was arrested for causing injury while driving while under the influence (a felony). He was transported and booked into the Glenn County Jail.
9:05 p.m., on Roosevelt Avenue, an Orland police officer conducted a traffic enforcement stop on a silver 1998 Honda Accord for an equipment violation and for alleged unsafe speed. The driver, Ulises Martinez-Galven, 20, of Orland, was contacted and found to have a misdemeanor warrant for his arrest. Martinez-Galvan was arrested and booked into the Glenn County Jail for the warrant.
Tuesday, July 13:
10:30 a.m., Orland police officers were dispatched to a report of a disturbance at 932 Winterpine Drive. Day Kangmeuang, 73, stated he did not want his son, Latsamy Kangmeuang, 44, living with him anymore. Day was provided with civil options and the incident was documented.
11:01 a.m., at the Immediate Care Medical Center, 1361 Cortina Drive, Rebekah Wagner, 30, of Orland, reported possible threats made by Harold May, 53, of Willows. May was admonished for trespassing and provided with options.
12:18 p.m., Orland police officers responded to a report of a disabled vehicle causing a traffic hazard on Newville Road at Interstate 5. Officers assisted until no longer needed.
2:25 p.m., Orland police officers were dispatched to a report of a person riding an ATV on the roadway on Papst Avenue at South Street. Officers contacted Robert Delrosario, 58, of Orland, who was warned and released.
2:39 p.m., on Newville Road at Eighth Street, an Orland police officer initiated a traffic enforcement stop on a grey 2016 Ford Fusion. Shirley Ann Swearinger, 75, of Willows, was cited for allegedly crossing a double yellow line, driving on the wrong side of the roadway, no proof of insurance and registration not in her vehicle.
3:32 p.m., on Railroad Avenue at South Street, an Orland police officer initiated a traffic enforcement stop on a white 2015 Hyundai. Anthony Miller Sr, 52, of Orland, was cited for allegedly failing to stop at a posted stop sign.
6:23 p.m., at the Orland Children’s Center, 116 East Walker Street, Orland police officers responded to an alarm activation. The business was checked and found secure. Dr. Yusuf Ali was contacted and told of the alarm.
6:42 p.m., Orland police officers responded to the report of a structure fire at 819 Newport Avenue. Officers assisted until no longer needed.
8:24 p.m., Orland police officers responded to a non-injury hit and run traffic collision at the Pilot Travel Center, 4444 Commerce Lane. Officers contacted John Nichols, who reported a tractor trailer with “ALCO” #101, backed into his 2016 International and left the area in an unknown direction of travel. Officers were unable to locate it.
8:36 p.m., Orland police officers were dispatched to a report of found juvenile walking near Highway 99 and Almond Way. Officers contacted the seven-year-old, who said he was lost after he lost visual of his group of teenage relatives at the Orland public pool. The child’s grandmother, Yolanda Thomas, was contacted and responded to pick up the boy. All parties were counseled.
9:53 p.m., Orland police officers were dispatched to a report of lights inside a home where the residents were thought to be out of town. Officers checked the residence at 127 East Tehama Street and found it secure with no signs of entry.
Wednesday, July 14:
12:39 a.m., Orland police officers were dispatched to a report of a loud noise and a female screaming in the area of 817 Newport Avenue. Officers checked the area but were unable to locate anything suspicious.
6:19 a.m., James Allen, 62, of Orland, reported finding multiple hypodermic needles in the Library Park restroom. Officers collected the needles for destruction.
7:30 a.m., Orland police officers responded to an alarm activation at Ampla Health, 1211 Cortina Drive. Officers contacted an employee, who stated the alarm was set off in error.
12:50 p.m., an anonymous female turned in found wallet at the Orland Police Department. The wallet was booked as found property.
2:50 p.m., Orland police officers responded to a report of a fire at 911 Woodward Avenue. Officers assisted until no longer needed.
3:24 p.m., Orland police officers were dispatched to check the welfare of two children at 133 East Colusa Street. Officers contacted Anthony Dobbs, 47, and Christine Dobbs, 36, and found the three-year-old and two-year-old children to be in good health.
7:35 p.m., at the Orland Inn, 1052 South Street, an Orland police officer marked a silver 1986 Plymouth for abatement.
8:01 p.m., at 325 Central Street, an Orland police officer contacted Keith Milner, 27, of Orland. Milner was cited and released for three misdemeanor Butte County warrants.
9:08 p.m., Orland police officers responded to the report of a verbal disturbance at Fourth and Shasta Streets. Officers contacted Marshall Ford, 20, and Ashly McGee, 37, who stated they had an argument. Both were counseled and agreed to separate.
Thursday, July 15:
9:42 a.m., Orland police officers were dispatched to a report of a reckless driver possibly running a red light on South Street at Sixth Street. Officers found there was construction in the area and the traffic light was flashing red.
10:02 a.m., Joshua Christian, 28, requested a civil standby while he picked up his child at the apartments at 817 Newport Avenue. Officers completed the standby and the child was exchanged without incident.
10:43 a.m., Orland police officers were dispatched to the police department lobby for a civil issue. Officers contacted Maria Villegas-Murillo, 23, of Orland, who was provided with information.
12:35 p.m., the Orland Police Department towed and stored a silver BMW 325-I from the 400 block of Second Street.
1:56 p.m., Orland police officers responded to a report of power lines down in the area of 928 Woodward Avenue. Officers contacted Amy Gilvert, 36, who reported a green Sierra Nevada semi-truck hit the line and later left the scene. PG&E was notified. Officers assisted until no longer needed.
5:32 p.m., on Walker Street at Fifth Street, an Orland police officer made an enforcement stop on a gray 2015 Chevrolet Silverado. Robert Stokes, 54, of Orland, was cited for allegedly not wearing a seat belt.
5:58 p.m., on East Street at Walker Street, an Orland police officer initiated a traffic enforcement stop on a silver 2004 Dodge Durango. Victor Manuel Martinez Reynoso, 42, of Orland, was cited for allegedly driving while unlicensed.
5:58 p.m., on Linwood Drive at Paigewood Drive, an Orland police officer initiated a traffic enforcement stop on a gray 2009 Honda Civic. The 17-year-old female driver was cited for driving while unlicensed and failing to stop at a posted stop sign.
7:10 p.m., Orland police officers responded to a possible overdose at the Shasta Garden Apartments, 226 East Shasta Street. Officers found the 65-year-old woman was having a medical emergency. Officers assisted until she was transported by ambulance.
7:43 p.m., Orland police officers were dispatched to a report of a suspicious woman walking in the parking lot of Grocery Outlet, 1026 South Street. Officers checked the area but were unable to locate the woman.

10:40 a.m., on Walker Street at Woodward Avenue, Orland police officers were dispatched to check the welfare of a man. Officers contacted a 37-year-old man who requested an ambulance. Officers assisted until no longer needed.
11:01 a.m., Orland police officers were dispatched to a reported theft that had just occurred at the Orland Hardware, 820 Fifth Street. Following an investigation, Kristopher Trexler, 40, of Orland, was cited for alleged shoplifting.
11:13 a.m., Orland police officers were dispatched to a report of a suspicious vehicle in the area of 1321 Fairview Street. Officers checked the area but were unable to locate the described vehicle.
4:24 p.m., Orland police officers were dispatched to a report of fraud. Officers contacted Sebastian Martin, 18, of Orland, who reported he sold his computer online and never received payment.
4:57 p.m., Orland police officers were dispatched to a report of fraud. Officers contacted Amelia Corona, 51, of Orland, who reported she friended a person on Facebook and is now receiving EDD debit cards for unknown people.
9:30 p.m., Orland police officers were dispatched to check the welfare of two children at a residence on Trinity Street. Officers contacted the children, who were safe with their mother and did not require any assistance.
9:55 p.m., Laura Bowman, 33, of Orland, reported her nine-year-old son was assaulted in Yuba City by his father, Steven Torres, 30, of Yuba City. A child abuse report was taken, to be forwarded to the Yuba City Police Department.

1:30 p.m., on Newville Road at Commerce Lane, an Orland police officer conducted an enforcement stop on a white 2018 Honda Accord. Bianca Ledezma-Jimenez, 19, of Chico, was cited for allegedly failing to stop at a posted stop sign and for no proof of insurance.
2:17 p.m., at 513 Third Street, an Orland police officer issued a parking citation to a gray Chevrolet 1500 for expired registration.

10:22 p.m., Margaret Beegle, 29, of Orland alleged her ex-husband, James Beegle, 32, went into her residence in the Orland Manor Apartments, in violation of a restraining order. Officers searched the area for James Beegle but were unable to locate him.

7:14 a.m., Orland police officers were dispatched to 1408 Fairview Street for a reported alarm activation. Officers contacted the resident, who had set off the alarm in error.
7:52 a.m., Orland police officers were dispatched to a reported dispute. Officers contacted Juan Ramirez, 37, and Eugenea Ramirez, 49, both of Orland, and provided a civil standby as Eugenea Ramirez gathered some personal belongings to leave the residence at 203 East Tehama Street.
9:22 a.m., a public works employee turned in some keys he found at Lely Aquatic Park.
12:20 p.m., at the Orland Police Department, an officer signed off a correctible citation.
12:35 p.m., Orland police officers responded to the area of 928 Woodward Avenue for a suspicious vehicle. Officers contacted bail enforcement agents, who had William Coats, 54, of Orland, in custody for a warrant. Coats was released on his signed promise to appear.
12:50 p.m., Orland police officers responded to a report of a reckless driver in a black GMC Yukon. Officers located and stopped the GMC on Walker Street at Third Street. Yvette Santana, 35, of Corning, was cited for alleged tinted windows, a child not restrained in a child safety seat, failure to maintain lane and no proof of insurance.
6:55 p.m., in the 1000 block of South Street, an Orland police officer initiated a traffic enforcement stop on a white 2021 Mitsubishi Outlander. Kaelene Slye, 29, of Willows, was cited for allegedly failing to stop at a posted stop sign.
7:53 p.m., Orland police officers were dispatched to an alarm at Cricket Wireless, 65 East Walker Street. Officers found the business secure with no signs of forced entry were located.

9:12 a.m., on Rennat Way at Date Street, an Orland police officer issued a parking citation to a red 2002 Ford Mustang for a parking violation.
9:23 a.m., on Rennat Way at Date Street, an Orland Public Works employee reported a maroon 1997 Ford F150 was blocking their gate and they were unable to access a city lift station for service. Officers attempted to contact the residents at 906 Date Street but there was no answer. The Ford was towed and stored.
9:40 a.m., on Rennat Way at Date Street, an Orland police officer marked a white 1983 Ford F350 camper for abatement.

1:52 p.m., Orland police officers were dispatched to the Shasta Garden Apartments, 226 East Shasta Street, to check the welfare of Jessica Cicero, 28. Officers contacted Cicero, who declined any assistance.
2:24 p.m., on Walker at Fifth Street, an Orland police officer initiated a traffic enforcement stop on a gray 2001 Mercury Mountaineer. Todd Ecker, 29, of Willows, was cited for alleged possession of a controlled substance, possession of drug paraphernalia, using a cell phone while driving, and no proof of insurance.
3:21 p.m., in the area of 6375 County Road 16, an Orland police officer contacted Maria Gomez, 28, of Orland. Gomez was issued a notice that her license is allegedly suspended.
3:45 p.m., on Tehama Street at First Street, an Orland police officer initiated a traffic enforcement stop on a gray Ford F-150. Christopher Rush, 35, of Orland, was cited for allegedly having no proof of insurance and expired registration.
4 p.m., on Tehama Street at First Street, an Orland police officer initiated a traffic enforcement stop on a white 2019 Mitsubishi Mirage. Itzel Mendoza, 27, of Orland, was cited for allegedly driving on a suspended license due to driving while under the influene and no proof of insurance. The Mitsubishi was towed by Zips Towing.
4:01 p.m., Orland police officers were dispatched to the Orland Pool, 120 Roosevelt Avenue, for a report of a child who had fallen with a possible neck injury. Officers assisted until no longer needed by medical personnel.
Wednesday, July 21:
3:53 a.m., Orland police officers responded to a burglary alarm at Orland Food and Liquor (formerly Discount Liquors), 160 East Walker Street. Officers arrived and found the business had been vandalized. The incident is under investigation.
10 a.m., Orland police officers responded to the area around Orland High School for a report of juveniles shooting at signs with a BB gun. Officers contacted two children, who were counselled and released to their parents.
11:16 a.m., Orland police officers responded to a disturbance at Walgreens, 828 Newville Road. Officers contacted Richard Ledford, 23, of Chico. Following an evaluation, Ledford was arrested and booked for allegedly being under the influence of a controlled substance and violation of his felony Butte County probation.
11:25 a.m., Orland police officers were dispatched to 325 Central Street for a report of an open 911 call with what sounded like someone in distress. Officers contacted a 59-year-old woman who requested an ambulance for ongoing medical problems. Officers provided assistance until no longer needed.
11:57 a.m., Lucas Gaige-Wilson, 23, of Oakland reported that someone stole his wallet and car keys out of his vehicle at Sav-Mor Foods, 35 East Walker Street.
1:54 p.m., David Petker, 42, of Orland, called regarding a civil issue. Petker was provided with information.
2:24 p.m., Orland police officers were dispatched to Little Caesar’s Pizza, 701 Walker Street, for a report of a scam. Officers began an investigation.
2:44 p.m., on Eighth Street, Orland police officers contacted Kelly Moore, 51, of Orland. Moore was arrested and booked for three felony Glenn County warrants.
4:47 p.m., Orland police officers were dispatched to a shoplifting that had just occurred at the Speedway station, 1185 Hoff Way. Officers contacted Michelle Furgison, 36, of Davis, who was admonished for trespass at the request of the business.

12:14 a.m., Orland police officers were dispatched to a report of a suspicious person walking around the apartment complex at 817 Newport Avenue. Officers searched the area but were unable to locate the person.
3:46 a.m., Orland police officers assisted Glenn County Sheriff’s deputies with a “shots heard” call in the area of County Road 8. Officers assisted until no longer needed.
10:55 a.m., Orland police officers were dispatched to Fifth Street at Suisun Street for a report of a suspicious person. Officers contacted Robert Wilson, 28, of Vacaville, who is a contractor with PG&E and was searching for gas leaks.
11:18 a.m., at 214 Fourth Street, an Orland police officer issued a parking citation to a silver Pontiac Grand Am and marked it for abatement.
1:20 p.m., Orland police officers responded to Orland Ace Hardware for a reported theft. Officers contacted Carmela Ordaz, 35, of Orland. Ordaz was cited for alleged shoplifting.
3:01 p.m., Orland police officers were dispatched to a report of a large motorhome broken down in the middle of the road on Hoff Way at Commerce Lane. Officers arrived and found the motorhome had been moved into a parking lot. The officers were then diverted to a traffic collision. Officers later returned and contacted the occupants of the motorhome, who were provided information for local tow services and rental car companies.
3:06 p.m., Orland police officers responded to a traffic collision on Tehama Street at Fifth Street. Officers contacted Cynthia Stewart, 58, who was driving a green Toyota east on Tehama Street and was struck by a gold Ford Taurus driven by Silver Lopez, 22, who was driving west on Tehama Street. Officers assisted both parties exchange information.
4:30 p.m., Orland police officers responded to assist the Glenn County Sheriff’s Office with a report of a domestic violence in progress. Officers located the woman who fled the scene and assisted until no longer needed.
6:10 p.m., on Fifth Street, an Orland police officer initiated a traffic enforcement stop on a gray 2015 Hyundai Accent. Jose Saurez, 19, of Orland, was cited for allegedly using a cell phone while driving and not having his driver’s license in his possession.
6:56 p.m., Orland police officers were dispatched to the report of a parking complaint in the area of 58 East Colusa Street. Officers contacted several people, who had already moved the vehicle.
9:35 p.m., Orland police officers responded to the report of a woman causing a disturbance at Lely Aquatic Park. Officers contacted Cindy Vazquez, 44, who reported the tires on her 2020 Mitsubishi 3000GT tires were vandalized and she requested documentation.
10:01 p.m., on South Street at Railroad Avenue, an Orland police officer conducted a traffic enforcement stop on a white 2016 BMW. Oliva Loop, 73, of Winters, was cited for allegedly driving at night without headlights on.
Thursday, July 23:
3:19 a.m., Orland police officers assisted paramedics with a medical aid call at 239 Bryant Street.
3:23 a.m., the Orland Police Department received a report of people shooting each other at the Shasta Garden Apartments. The reporting party was anonymous and refused to provide any further information to dispatch. Officers searched the area and found no evidence of a shooting. Officers contacted neighbors, who said they did not hear anything.
4:11 a.m., Orland police officers responded to an alarm at the Burger King restaurant. Officers checked the business and found it secure with no signs of entry.

Thursday, July 1:
7:48 a.m., Jazmin Santana of Hamilton City contacted Glenn County Communications to report fraud. Deputies contacted Santana, who reported an unknown person contacted her via telephone on June 30 around 12:30 p.m. The person claimed to be associated with PG&E and requested Santana pay $298 to avoid her services being terminated. Santana ultimately agreed to pay the amount, via a separate smartphone application (Zelle). Santana realized shortly after the phone call that it was a scam and attempted to be reimbursed the money from her bank, Wells Fargo, with no success. The total monetary loss was $298.
8:53 a.m., the CHP contacted the Glenn County Sheriff’s Dive Team and requested assistance for a submerged vehicle in the Sacramento River. Lt. Goodwin and Sgt. Corbin responded to the Sacramento River in the Afton area and dove for the vehicle. Sgt. Corbin located the vehicle and assisted in removing it from the river. The vehicle was reported stolen out of the Oroville area. The case is being handled by the California Highway Patrol.
10:13 a.m., Deputy Garcia contacted Joshua Hanson at the Cedar Hills apartments in Willows. The deputy had prior knowledge Hanson had an outstanding warrant. A records check through Glenn County Communications confirmed Hanson had an outstanding misdemeanor warrant out of Glenn County. Hanson was arrested and transported to the Glenn County Jail. His bail was set at $17,000 dollars.
4:15 p.m., deputies were dispatched to Glenn Medical Center for a report of an assault. Deputies contacted the confidential victim, who reported her boyfriend, Rudolph Romo, allegedly assaulted her. Deputy Tuma began an investigation. Romo was contacted later in the day at 122 North Alpine Street, Willows, and was ultimately arrested for alleged felony domestic violence, false imprisonment, and criminal threats. Romo was transported to the Glenn County Jail, where he was released to jail staff for booking.
8:28 p.m., Deputy Ramirez conducted a traffic stop for expired registration on a white and blue 1999 Dodge Durango on northbound Interstate 5 at County Road 48 in Willows. Deputy Ramirez contacted the driver, Jeremy Knight, and passenger, Cheryl Balbin. Deputy Ramirez had prior knowledge Knight had outstanding Glenn County felony warrants. Glenn County Communications confirmed the warrants were active. Knight was placed under arrest and the Dodge Durango was towed and stored by A+ Towing. Balbin was provided with a courtesy ride into Willows. Knight was transported to the Glenn County Jail without further incident.
11:23 p.m., Sgt. Corbin was notified of a lost firearm. The owner said the firearm was lost on ranch property in rural southwest Glenn County. Information was taken and the firearm was entered into AFS as lost.
Friday, July 2:
4:42 a.m., Deputy Thompson was dispatched to a civil matter at 6469 County Road 23, Orland. Teresa Cerda reported Brittnie Fonseca was staying in a shed on the property with her son, Brian Ross Jr. Cerda wanted Fonseca removed from the property. The matter was later determined to be a civil issue. Deputies contacted the involved parties. Fonseca was found to have a felony warrant out of Shasta County and a misdemeanor warrant out of Contra Costa County. Fonseca was arrested without incident and later booked into the Glenn County Jail for the warrants.
8:09 a.m., deputies were detailed to 547 Fifth Street in Willows for a report of a man running up and down the alley who was bleeding from the mouth. Deputy Chavez contacted Greg Daniel McCloud, who allegedly showed signs of being under the influence of a controlled substance. McCloud was ultimately placed under arrest and transported to the Glenn County Jail and booked by jail staff.
9:54 a.m., Kathryn Soeth contacted the Glenn County Sheriff’s Office to report her jewelry had been stolen in February of 2018. Deputy Chavez was dispatched and contacted Soeth, who requested a report for her stolen jewelry so she could provide the report number to a pawn shop to research if the jewelry had been pawned.
3:06 p.m., deputies responded to the Walmart parking lot regarding an unconscious female who appeared to be pregnant. Deputies contacted Sarah Coday of Concord, Daniel Calbillo of Marysville, and Anthony Hamel of Concord. Coday was seen by Enloe Ambulance personnel and Willows Fire Department personnel and medically cleared. It was determined the three were at Walmart to allegedly steal and were allegedly avid narcotic users. After speaking with Walmart employees, Coday, Calbillo and Hamel were admonished for trespassing and sent on their way.
9:57 p.m., an employee from Enloe Hospice reported the expected death of Patricia Cowee, 84, in Orland. The decedent entered hospice care on June 28, and suffered from preexisting medical conditions. Next of kin, Linda Borjas, was present at the time of death. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.
Saturday, July 3:
1:39 a.m, deputies and CHP officers responded to the Wrong Way Home Saloon, 222 West Walnut Street, Willows, on a report of a physical fight in progress. Upon arrival, deputies were told several people had already left the area. After further investigation, it was determined Jeffery Williams had allegedly assaulted one of the bartenders, Kaitlyn Smith, and several unknown patrons assaulted Williams. Neither Smith nor Williams wanted to pursue criminal charges and Williams was admonished from the Wrong Way Home Saloon at the request of the staff. Williams declined any type of medical attention and was provided a ride home by a friend.
2:32 a.m., an employee from Butte Home Health & Hospice reported the expected death of Kenneth McKinzie, 86, in Orland. The decedent entered hospice care on June 15 and suffered from preexisting health conditions. The decedent’s wife and next of kin, Marion McKinzie, was present at the time of death. The decedent was to be released to the care and custody of Science Care Body Donations of Phoenix, Ariz.
10:17 a.m., the Glenn County Sheriff’s Boat Unit was requested to assist the Butte County Sheriff’s Office with a vehicle that crashed into the Sacramento River near “Washout Beach.” Deputies responded and contacted the California Highway Patrol and Butte County Sheriff’s Office Search and Rescue divers. Divers discovered the vehicle was unoccupied. The vehicle was ultimately removed from the river. A records check of the vehicle showed the vehicle was stolen from the Chico area. Glenn County Sheriff’s deputies assisted until they were no longer needed.
Sunday, July 4:
1:50 a.m., deputies responded to the Cedar Hills apartments, 600 North Humboldt Avenue, Willows, for a report of a domestic disturbance. Upon arrival, Deputy Lourenzo contacted Rene Barrera-Antonio and Kristina Vega. During an on-scene investigation, Deputy Lourenzo learned that Vega and Barrera-Antonio were in an argument. As Vega tried to leave in her vehicle with her children, Barrera-Antonio broke the windshield of her vehicle with his fists, sending broken glass inside the vehicle. Barrera-Antonio was ultimately placed under arrest for alleged vandalism and child endangerment, and transported and booked into the Glenn County Jail.
9:03 p.m., Deputy McIntyre was dispatched to 6246 Canella Drive in Orland for a dog bite. Upon arrival, contact was made with Ruby Neumann, who said her seven-year-old daughter was bitten on her right leg by a small dog. The dog was located and secured at 6249 Canella Drive until the owner could be located. Information was forwarded to animal control officers.
Monday, July 5:
7:02 a.m., Westside Ambulance personnel and Glenn County Sheriff’s deputies responded to a County Road 200 address in Orland for a report of an unresponsive 83-year-old man. Westside Ambulance personnel determined the man, Lawrence Leblanc, was deceased. Deputies arrived and initiated a coroner’s investigation. The next of kin, Kirk Leblanc (son), was notified. The decedent was released to the care of Sweet-Olson Family Mortuary of Orland.
8:55 a.m., the Willows Care Center contacted Glenn County Communications to report the expected death of Kathie Little, 73. She suffered from pre-existing illnesses and was entered in comfort care on June 29. Her next of kin, John Little (son), was notified of her death and deputies confirmed the notification. FD Sweet & Son Mortuary of Willows was to be contacted by the Willows Care Center.
2:21 p.m., deputies responded to the Walmart parking lot for the report of a hit and run traffic accident that had just occurred. Upon arrival, deputies contacted the victim, Cathy Cabral, and conducted an on-scene investigation. It was determined Cabral’s 2017 Kia Optima was struck on the passenger side by a 2001 white Honda Civic (Calif. License plate #4RPK842). Deputies attempted to locate the suspect with no success. Cabral ultimately elected to pursue the matter criminally.
Tuesday, July 6:
12:18 a.m., deputies responded to a domestic disturbance where the victim was reporting to have been choked by the suspect. Deputies contacted the involved parties and initiated an investigation. When deputies returned to the residence at 6250 County Road 20 to take Erik Pyle into custody for alleged felony domestic battery, it was found that he fled the residence. Deputies searched the property but were unable to locate Pyle.
6:45 a.m., Glenn Medical Center staff contacted Glenn County Communications to report the expected death of Hazel Deniz, 92, from preexisting conditions. The decedent entered comfort care on July 5. Next of kin, Ronald Deniz (son), was notified. The decedent was turned over to the care of FD Sweet & Son Mortuary in Willows.
2:41 p.m., deputies were detailed to 601 North Tehama Street, apt. #6, Willows, for a report of domestic disturbance from an 11-year-old child. Deputies contacted Steven Woods and Leandra Joseph. Both parties reported a verbal argument only and nothing physical occurred. Joseph was found to have an active misdemeanor arrest warrant out of Glenn County. Communications confirmed the warrant, and Joseph was placed under arrest for the warrant and transported to the Glenn County Jail, where she was released to jail staff for booking.
4:08 p.m., Marie Henry with Butte Home Health and Hospice contacted the sheriff’s office, reporting the expected death of Vickie Redmond, 71, of Willows. The decedent’s granddaughter, Bree Akins, was present at the decedent’s death. The decedent’s husband and next of kin, James Redmond, was reported to be in a care home in Chico. Akins said she would be notifying Redmond of the decedent’s death. The decedent suffered from pre-existing medical conditions. The Neptune Society of Northern California was contacted and the decedent was released into their care.
Wednesday, July 7:
9:45 a.m., during transport, Sgt. Owens backed into the front driver’s side bumper of an unoccupied unmarked patrol vehicle in the OSC parking lot, 141 South Lassen Street, Willows, causing visible scratches and an indentation in the bumper.
11:42 a.m., Donald Thomas contacted the sheriff’s office front lobby, reporting his cell phone was possibly stolen from Walmart. Deputy Tuma was dispatched. Thomas reported his gray iPhone 6S and black battery pack were possibly stolen out of his cart while near the front registers in Walmart. Deputy Tuma responded to Walmart and was able to review camera footage. Footage showed Thomas left the iPhone at the register and showed a female pick up the phone. Thomas requested to pursue criminal charges if a suspect was identified and said he would be leaving to go back home to San Francisco. Deputies later received a phone call from Angelica Morales, saying she had found a cell phone at the registers in Walmart. Morales told deputies she believed the phone belonged to her friend, Amber Hiller, who was in line ahead of her, and later gave the phone to Hiller. Morales reported she attempted to get the phone back to return it to Walmart but Hiller allegedly would not return it. Deputies responded to Hiller’s residence but were unable to contact her.
12:32 p.m., Eugene Fournier called and reported he had found a handgun in his back yard. Deputy Lemmon responded to the residence at 450 North Shasta Street, Willows. Deputy Lemmon contacted Fournier, who said he found a small handgun in his back yard. Fournier said he did not know exactly how long the firearm was in his yard. A records check showed the gun was clear. Deputy Lemmon took possession of the firearm and later booked it into the Glenn County Sheriff’s Office evidence room.
3:21 p.m., Myra Cortez called and reported an unknown person shot a pellet at her residence’s window at 157 North Ventura Street, Willows. Deputy Lemmon was dispatched and contacted Cortez, who said 30 minutes prior to calling law enforcement, an unknown person shot at the window, which caused it to shatter. Cortez said her niece was home and did not see anyone with a pellet gun in the area. Deputy Lemmon spoke with residents in the area and no one saw the incident. Cortez said she would call back with an estimate to replace the window.
7:27 p.m., deputies responded to 1201 West Wood Street, apt. #50, Willows, for a cold report of Stormi Barkie possibly under the influence of a controlled substance with her one-year-old child present during a visit from CPS. Deputies responded and contacted Barkie, who was put through an 11550 evaluation. Barkie was found to allegedly still be under the influence of a controlled substance. Barkie was ultimately placed under arrest. CPS responded to the scene and the child was ultimately turned over to CPS. The sheriff’s log item listed Sean Adam Talmadge of 4627 County Road H, Orland, as an involved party.
Thursday, July 8:
12:14 a.m., deputies were detailed to a secondhand report of a cold domestic disturbance at 500 Second Street, Hamilton City. Deputies contacted Maria Cruz, who reported a family member had been assaulted by her boyfriend. Deputies initiated an investigation. Oscar Moreno-Oropesa of Hamilton City was later contacted and arrested for numerous alleged felony offenses and driving while under the influence. Moreno-Oropesa was also found to have a felony warrant out of Butte County.
8:05 a.m., Deputy Turner observed a white male adult driving a 2008 Kia east on West Wood Street. Deputy Turner conducted a traffic enforcement stop on the vehicle for CVC violations. Deputy Turner contacted the driver, David McDonald, and front seat passenger, Michael McDonald, both of whom he knew from prior contacts. Deputy Turner allegedly observed drug paraphernalia inside the vehicle and both occupants of the vehicle were detained. Deputy Turner ultimately placed both McDonalds under arrest for alleged misdemeanor drug related charges.
10:32 a.m., Deputy Turner observed a suspicious vehicle in the Walmart parking lot and allegedly observed marijuana plants inside the vehicle. Deputy Turner observed a white male adult sitting in the rear passenger seat and contacted the man. While speaking with man, Deputy Turner allegedly observed drug paraphernalia inside the vehicle and initiated an investigation. Deputy Turner contacted the driver, Shannon Liersch, who was inside Walmart. After completion of Deputy Turner’s investigation, the man, Glen Turnbow, and Liersch were placed under arrest for alleged drug related charges.
Friday, July 9:
3:48 a.m., the CHP requested assistance with a traffic collision that occurred on County Road 32 near the Ord Bend boat launch. Deputies responded and stood by with the involved parties until CHP officers arrived on scene.
3:53 a.m., Deputy McIntyre was dispatched to Glenn Medical Center on a report from the staff saying they had an assault victim in the emergency room. Contact was made with Isaiah Kurz, who stated he was assaulted by a person while at the Cedar Hills apartment complex.
10:21 a.m., Destry Beath came to the sheriff’s office to report a stolen firearm. Deputy Goodwin responded. Beath said he had been in Mexico since April. When he returned, he noticed his .22 caliber handgun was stolen from his truck. The handgun was entered into the CLETS database as stolen. Beath estimated a total monetary loss of about $455.
Jacob Doughtie
11:51 a.m., Deputy Turner observed a silver Honda Accord driving east on County Road 27 near Highway 99. Deputy Turner observed the vehicle swerve onto the shoulder and immediately pull off to the side of the road. Deputy Turner stopped and contacted the driver, Jacob Doughtie of Orland, who verbally identified himself. Deputy Turner later was informed the vehicle was stolen out of Orland and Doughtie was detained. After completing an investigation, Deputy Turner placed Doughtie under arrest for alleged possession of a stolen vehicle and later transported him to the Glenn County Jail.
1:39 p.m., Tracy Madsen reported her juvenile son’s GoPro Hero 8 was stolen while he was at the skate park in Willows. Deputy Goodwin responded. Tracy said the theft occurred at about 1:30 p.m. Tracy’s son was the only one present when the theft occurred. The boy did not see who took the GoPro but stated a boy with short blonde hair, blue pants and a black shirt was seen walking in the area. Tracy stated there were numerous accessories with the GoPro in a black bag. Deputy Goodwin conducted an area check but was unable to locate the described person. Deputy Goodwin contacted several people at the park but they had not seen anyone matching the description or anything suspicious. Tracy estimated the total value of the stolen property to be about $695. Tracy was able to provide a serial number for the GoPro and it was entered as stolen property.
7:09 p.m., Kyle Watson of Willows requested to speak with a deputy regarding ongoing harassment from various individuals. Deputy Lourenzo contacted Watson and took a report, as well as provided him with options on how to settle the matter. During the contact, a records check revealed Watson had two outstanding misdemeanor warrants for his arrest out of Glenn County. Deputy Lourenzo placed Watson under arrest and transported and booked him into the Glenn County Jail.
8:20 p.m., while on routine patrol, Deputy Huichapan observed a gray 2004 Nissan Sentra travelling east on Highway 32. The vehicle was swerving within its lane and at one point crossed over to the right of the solid white line. The vehicle was also travelling at about 40 miles per hour in a posted 55 miles per hour zone. Deputy Huichapan conducted an enforcement stop on the vehicle and contacted the driver, Oscar Duran, and the passenger, Edilma Cifuentes, both of Orland. Duran and Cifuentes allegedly had bloodshot watery eyes and the odor of an unknown alcoholic beverage was emitting from the vehicle. At Deputy Huichapan’s request, CHP Officer Bryant responded and conducted a DUI evaluation on Duran. After an on-scene investigation, CHP Officer Bryant placed Duran under arrest for allegedly driving while under the influence. Deputy Huichapan placed Cifuentes under arrest for an active misdemeanor warrant out of Glenn County. Cifuentes was transported and booked into the Glenn County Jail and the vehicle was towed by Bambauer Towing.
Saturday, July 10:
1:26 a.m., the California Highway Patrol requested assistance at their office at 464 North Humboldt Avenue, Willows, after someone vandalized the exterior of the building. Glenn County Sheriff’s deputies and Orland police officers responded to the office on North Humboldt Avenue and assisted until no longer needed.
7:47 a.m., Deputy Chavez observed a vehicle traveling east on West Wood Street at North Shasta Street in Willows. Deputy Chavez observed a moving violation and conducted a traffic stop. After contacting Joshua William Morris, Glenn County Communications confirmed a Butte County warrant. Deputy Chavez ultimately searched the vehicle and allegedly located drug paraphernalia. Morris was placed under arrest and transported to the Glenn County Jail, where he was booked by jail staff.
5:47 p.m., Steven Trimmer contacted the Glenn County Sheriff’s Office and said he violated his probation terms by consuming alcohol. He requested a deputy respond to his residence and arrest him. Deputy Huichapan responded to the Cedar Hills apartments, apt. #166, Willows, and attempted to contact Trimmer, with no success.
Sunday, July 11:
11:33 a.m., deputies were detailed to 6334 County Road 68, Willows, for a report of verbal disturbance between Jeffrey Francis and another person. A records check showed there were two active restraining orders where it listed Francis as the restrained party and the other person as the protected party. The restraining orders stipulated a 300-yard stay-away and a peaceful contact. Deputies responded, contacted both parties at the residence, and initiated an on-scene investigation. After further investigation, it was determined Francis violated both restraining orders and was alleged to possess firearms prior to deputies’ arrival. Francis was arrested and booked into the Glenn County Jail.
5:35 p.m., Diamond Gas employee Ginger Blosser called the sheriff’s office and reported she found a counterfeit bill. Deputies responded and met with Blosser, who turned over a counterfeit $20 bill that she did not know where it came from. Blosser said it was turned in on the morning shift and they did not know who had the counterfeit bill. Deputies took possession of the bill and later booked the item into a Glenn County Sheriff’s Office evidence locker.
5:47 p.m., deputies responded to an address on County Road 16, Orland, for the report of a man not allowing a woman to leave in her vehicle. Upon arrival, Deputy Lourenzo contacted Sergio Parra and Paola Carranza Parra. After an on-scene investigation, it was determined that Sergio Parra prevented Paola Carranza Parra from leaving in their mutually owned vehicle. Both reported Sergio Parra had hit the window of the vehicle and stood behind and near it while she was trying to leave. Sergio Parra was ultimately arrested for alleged false imprisonment. He was transported and booked into the Glenn County Jail.
10:31 p.m., employees from the Super 8 Motel, 457 North Humboldt Avenue, Willows, reported two males causing a disturbance in the lobby of the business. Deputies responded and contacted Urian Ambriz and a 17-year-old boy in the lobby and conducted an on-scene investigation. It was determined Ambriz purchased a room for a single-adult and attempted to allow unregistered guests stay the night. Ambriz was ultimately refunded his money and the boy was released to his mother, Nicole Orozco. Both were admonished for trespassing at the business’ request.
Monday, July 12:
2:46 p.m., Deputy Turner observed Ricardo Gonzalez driving a 2004 Pontiac Grand Prix and had prior knowledge he did not have a valid license. Deputy Turner contacted Gonzalez, Brittany Emery and Nicholas Ruiz at the ampm, 1399 West Wood Street, Willows. Deputy Turner initiated an investigation, during which the Glenn County Task Force was called out and assisted. Gonzalez and Emery were subsequently placed under arrest for alleged felony gun charges and felony drug charges. Gonzalez and Emery were transported to the Glenn County Jail, where they were turned over to jail staff for booking.
10:46 p.m., correctional staff requested assistance with a combative inmate within the Glenn County Jail. Deputy Lourenzo responded and assisted until no longer needed. The inmate was reported to be Vivian Leanissa Cruz of Orland.
Tuesday, July 13:
3:35 a.m., Omar Horta contacted the Glenn County Sheriff’s Office and reported being stranded near the Newville Cemetery. Horta requested a deputy respond and provide him assistance. Deputies responded to the area and contacted Horta. After an on-scene investigation, Deputy Huichapan provided Horta with a courtesy ride.
2:33 p.m., Willows Subway employee Heidi requested to turn in a counterfeit $20 bill that had been passed at the business sometime on Saturday, July 10. The bill was discovered when the employees were doing the deposit. Deputy Rasmussen responded and collected the counterfeit bill. The bill was later booked into evidence at the Glenn County Sheriff’s Office, to later be forwarded to the U.S. Secret Service.
10:42 p.m., Deputy Thompson was dispatched to a report of a death that occurred at Glenn Medical Center. The deputy contacted LVN Mariah Westfall, who reported the incident. The decedent was identified from medical records as Betty Leeman, 89. Deputy Thompson initiated a coroner’s investigation. The decedent was later released to F.D. Sweet and Son Mortuary in Willows. The deputy contacted Donald Leeman at his residence and notified him of the decedent’s death.
Wednesday, July 14:
12:27 a.m., deputies were dispatched to the Baymont Inn, 199 N. Humboldt Avenue, rm. #120, Willows, for a report of a suspicious person refusing to leave. Deputies contacted Savannah Nelson, who reported an unknown male who she only knew as “Chucho” was inside her hotel room. Nelson said she didn’t feel safe with him there and did not know him. Nelson said there was another woman inside the room also, Leslie Leach. Deputies contacted Megan Nehlig and Leach in the room. Both denied anyone else was in the room. During a safety sweep of the hotel room, deputies contacted Narciso Garcia hiding in the bathroom. A records check showed Garcia had two warrants out of Glenn County and a nickname of “Chucho.” Garcia was arrested for his warrants and later booked into the Glenn County Jail. A deputy recontacted Nelson, who declined further assistance.
9:49 a.m., while on patrol, Deputy Lemmon observed a white vehicle traveling south on Highway 99 near County Road 46. The white vehicle was passing other vehicles unsafely and had multiple near-miss head-on collisions with opposing vehicles. Deputy Lemmon activated his emergency lights in an attempt to conduct a traffic enforcement stop. The driver of the white vehicle failed to yield, initiating a pursuit. The vehicle fled into the city of Willows, where the driver ultimately stopped at a residence near the intersection of South Enright and East Laurel Streets. The driver was detained without any further incident. During the investigation, the driver was found to meet the criteria pursuant to California Welfare and Institutions code section 5150. The driver was released to the care of Glenn County Behavior Health.
4:46 p.m., Jesse Meza reported finding his sister Margaret Meza of Willows deceased. Deputies responded and confirmed the decedent’s death. A coroner’s investigation was initiated. Next of kin was on-scene. At the completion of the investigation, the residence and property were turned over to next of kin.
7:32 p.m., deputies were dispatched to 1025 Juniper Drive, Willows, for a reported domestic disturbance. Deputy Chavez contacted Sandra Velazquez, who said her brother, Luis Vargas-Flores had pushed her father, Martin Velazquez. After speaking with all parties involved, Martin Velazquez declined to pursue criminal charges. Vargas-Flores allegedly showed obvious signs of being under the influence of a controlled substance. He submitted to field sobriety tests and was ultimately placed under arrest and transported to the Glenn County Jail and booked by jail staff.

Friday, July 16:
4:30 a.m., Collin Andrew Outland, 28, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging driving while under the influence of drugs (a misdemeanor). Bail was set at $5,000. He was taken into custody at 1399 West Wood Street, Willows, by a California Highway Patrol officer.
8:18 a.m., Colton Scott Smith, 21, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of burglary tools (a misdemeanor), and warrants alleging disobeying a lawful order of the court (a felony). Total bail was set at $98,000. He was taken into custody at 511 Papst Avenue, apt. B, by an Orland police officer. Two days later in the jail, he was found to have two Yolo County warrants alleging misdemeanor vandalism and vehicle theft (a felony). Total bail on these warrants was set at $60,000. On July 19 at the jail, he was committed to the jail without bail by a Glenn County probation officer on four counts of felony violation of probation.
1:09 p.m., Juan Antonio Medina, 33, a laborer who lives in Willows, was remanded to the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony), possession of a dirk or dagger (can be either a misdemeanor or felony), obstructing or resisting a public service officer (a misdemeanor), and a special allegation (a felony). He was taken into custody at the jail by a Glenn County Sheriff’s deputy.
6:08 p.m., Noah Ryan Coats, 39, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging first degree burglary (a felony), and obstructing or resisting a public service officer (a misdemeanor), a warrant alleging failure to appear on a felony charge, and a Tehama County warrant alleging possession of a firearm by a felon (a felony). Total bail was set at $210,000, but he was also held without bail on charges alleging violation of parole (a felony). He was taken into custody at 6409 County Road 13, Orland, by a Glenn County Sheriff’s deputy.

6:36 p.m., Michael Anthony Deniz, 24, a laborer who lives in Willows, was booked into the Glenn County Jail on a warrant alleging disobeying a court order (a misdemeanor). Bail was set at $7,000. He was taken into custody at 255 North Tehama Street, Willows, by a Glenn County Sheriff’s deputy. The next day in the jail, he was also found to have a civil warrant for his arrest.
7:54 p.m., Omar Gomez-Rodriguez, 27, a laborer who lives in Gerber, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving without a license (all misdemeanors). Bail was set at $15,000. He was taken into custody on the northbound side of Interstate 5, south of County Road 60, by a California Highway Patrol officer.
Monday, July 19:
7:02 a.m., Heather Ann Mack, 37, a nurse who lives in Sacramento, was booked into the Glenn County Jail on Tehama County warrants alleging failure to appear on a felony charge, public intoxication (a misdemeanor), and bringing drugs or alcohol into a prison or jail (a felony). Bail on the misdemeanor warrant was set at $6,000, but the two felony warrants were no-bail warrants. She was taken into custody at County Road 51 and the Glenn-Colusa Canal by a Glenn County Sheriff’s deputy.
9:50 a.m., Bambi Marie Ramirez, 42, a stay-at-home mother who lives in Bayliss, was booked into the Glenn County Jail on a warrant alleging multiple counts of welfare fraud, perjury, theft with unlawful use of personal identification information, and forgery of a check (all felonies). Bail was set at $55,000. She was taken into custody at 2587 County Road VV, Glenn, by a Health and Human Services Agency officer.
11:35 a.m., Khamchan Sayyaphom, 28, a laborer who lives in Sacramento, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $14,000. He was taken into custody at Lassen and Willow Streets, Willows, by a Glenn County Sheriff’s deputy.
8:02 p.m., at the Glenn County Jail, Cheri Marie Hoover, 40, a laborer who lives in Oroville, was found to have warrants alleging possession of a controlled substance (a misdemeanor), and failure to appear after being released on her own recognizance (a felony). Total bail was set at $72,000.
Tuesday, July 20:
4:21 p.m., at the Glenn County Jail, Joshua Charles Hanson, 28, a laborer who lives in Willows, was found to have a Colusa County warrant alleging failure to appear after giving a written promise (a misdemeanor). Bail was set at $5,000.
4:33 p.m., Byron Evan Burrows, 32, a laborer who lives in Elk Creek, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor), battery (a misdemeanor), and committing a crime against an elder or dependent adult (a felony). Bail was set at $20,000. He was taken into custody at 3600 County Road 305, sp. #17, Elk Creek, by a Glenn County Sheriff’s deputy.
7:40 p.m., Jake Michael Gale, 29, a laborer who lives in Redding, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, driving while on probation for a prior DUI, and renting a vehicle to a person with an ignition interlock device restriction (all misdemeanors). Bail was set at $10,000. He was taken into custody on the southbound side of Interstate 5 at County Road 60 by a California Highway Patrol officer.
8:41 p.m., Hermelindo Gonzalez Salgado, 32, a laborer who lives in Orland, was booked into the Glenn County Jail on warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $53,000. He was taken into custody in the area of 40 East Walker Street, Orland, by a Glenn County Sheriff’s deputy.
Frankie wants to be a cat burglar when he grows up. Not a very lofty goal, but hopefully his career choice will improve before he gets much older. Wednesday, July 14:
5:50 a.m., Carlos Manzovega, 22, of Fresno, was driving a 2019 Chevrolet Camaro south on Interstate 5 in the fast lane, south of County Road 20, at an unknown speed. Christopher Cruz, 24, of Fresno, was driving a 2021 International big rig south on I-5 in the slow lane, south of Road 20, at about 55 miles per hour. For an unknown reason, For an unknown reason, Manzovega made an unsafe lane change or allowed the Camaro to travel from the fast lane to the slow lane and crashed into the big rig’s left front trailer axle. The Camaro then traveled off the roadway into the center divider and flipped over, coming to rest on its roof. After the crash, Manzovega was transported with minor injuries to Enloe Medical Center in Chico for treatment of his injuries. Cruz pulled the International to the right shoulder of I-5 and waited for CHP arrival. According to CHP Officer Pozzi, Cruz was wearing his seatbelts and was not injuries. His passengers (Almacelia Villa, 32, Evelyn Cruz, 3, and Christopher Cruz, 2, all of Fresno) were all uninjured, but it is unknown whether any of them were using safety equipment.
2:45 p.m., Jacob Keen, 18, of Sutter, was driving a 2021 Oregon Road Runner north on County Road Z, south of Highway 162, at 55 to 65 miles per hour. For an unknown reason, Keen turned the vehicle to the left, traveled across the southbound lane, onto the shoulder, and collided with a power pole. The vehicle came to rest on its wheels, facing a southerly direction. According to CHP Officer Pennell, Keen’s safety equipment was in use and he was not injured
6:55 p.m., Michael Caputo, 35, of Salem, Ore., was driving a 2022 Ford F-650 west on Highway 162, west of Thunderhill Raceway, at about 50 miles per hour. For an unknown reason, Caputo allowed the Ford to leave the right road edge and lost control. The vehicle traveled across Highway 162, off the south road edge, and overturned. The Ford came to rest on its side, facing an easterly direction. According to CHP Officer Pennell, Caputo was wearing his seat belts at the time of the accident and he sustained only minor injuries consisting of cuts to his head and hand and complaints of pain.
