Here are some selected incident reports from the Glenn County Sheriff’s Office.

Thursday, July 1:

7:48 a.m., Jazmin Santana of Hamilton City contacted Glenn County Communications to report fraud. Deputies contacted Santana, who reported an unknown person contacted her via telephone on June 30 around 12:30 p.m. The person claimed to be associated with PG&E and requested Santana pay $298 to avoid her services being terminated. Santana ultimately agreed to pay the amount, via a separate smartphone application (Zelle). Santana realized shortly after the phone call that it was a scam and attempted to be reimbursed the money from her bank, Wells Fargo, with no success. The total monetary loss was $298.

8:53 a.m., the CHP contacted the Glenn County Sheriff’s Dive Team and requested assistance for a submerged vehicle in the Sacramento River. Lt. Goodwin and Sgt. Corbin responded to the Sacramento River in the Afton area and dove for the vehicle. Sgt. Corbin located the vehicle and assisted in removing it from the river. The vehicle was reported stolen out of the Oroville area. The case is being handled by the California Highway Patrol.

10:13 a.m., Deputy Garcia contacted Joshua Hanson at the Cedar Hills apartments in Willows. The deputy had prior knowledge Hanson had an outstanding warrant. A records check through Glenn County Communications confirmed Hanson had an outstanding misdemeanor warrant out of Glenn County. Hanson was arrested and transported to the Glenn County Jail. His bail was set at $17,000 dollars.

4:15 p.m., deputies were dispatched to Glenn Medical Center for a report of an assault. Deputies contacted the confidential victim, who reported her boyfriend, Rudolph Romo, allegedly assaulted her. Deputy Tuma began an investigation. Romo was contacted later in the day at 122 North Alpine Street, Willows, and was ultimately arrested for alleged felony domestic violence, false imprisonment, and criminal threats. Romo was transported to the Glenn County Jail, where he was released to jail staff for booking.

8:28 p.m., Deputy Ramirez conducted a traffic stop for expired registration on a white and blue 1999 Dodge Durango on northbound Interstate 5 at County Road 48 in Willows. Deputy Ramirez contacted the driver, Jeremy Knight, and passenger, Cheryl Balbin. Deputy Ramirez had prior knowledge Knight had outstanding Glenn County felony warrants. Glenn County Communications confirmed the warrants were active. Knight was placed under arrest and the Dodge Durango was towed and stored by A+ Towing. Balbin was provided with a courtesy ride into Willows. Knight was transported to the Glenn County Jail without further incident.

11:23 p.m., Sgt. Corbin was notified of a lost firearm. The owner said the firearm was lost on ranch property in rural southwest Glenn County. Information was taken and the firearm was entered into AFS as lost.

Friday, July 2:

4:42 a.m., Deputy Thompson was dispatched to a civil matter at 6469 County Road 23, Orland. Teresa Cerda reported Brittnie Fonseca was staying in a shed on the property with her son, Brian Ross Jr. Cerda wanted Fonseca removed from the property. The matter was later determined to be a civil issue. Deputies contacted the involved parties. Fonseca was found to have a felony warrant out of Shasta County and a misdemeanor warrant out of Contra Costa County. Fonseca was arrested without incident and later booked into the Glenn County Jail for the warrants.

8:09 a.m., deputies were detailed to 547 Fifth Street in Willows for a report of a man running up and down the alley who was bleeding from the mouth. Deputy Chavez contacted Greg Daniel McCloud, who allegedly showed signs of being under the influence of a controlled substance. McCloud was ultimately placed under arrest and transported to the Glenn County Jail and booked by jail staff.

9:54 a.m., Kathryn Soeth contacted the Glenn County Sheriff’s Office to report her jewelry had been stolen in February of 2018. Deputy Chavez was dispatched and contacted Soeth, who requested a report for her stolen jewelry so she could provide the report number to a pawn shop to research if the jewelry had been pawned.

3:06 p.m., deputies responded to the Walmart parking lot regarding an unconscious female who appeared to be pregnant. Deputies contacted Sarah Coday of Concord, Daniel Calbillo of Marysville, and Anthony Hamel of Concord. Coday was seen by Enloe Ambulance personnel and Willows Fire Department personnel and medically cleared. It was determined the three were at Walmart to allegedly steal and were allegedly avid narcotic users. After speaking with Walmart employees, Coday, Calbillo and Hamel were admonished for trespassing and sent on their way.

9:57 p.m., an employee from Enloe Hospice reported the expected death of Patricia Cowee, 84, in Orland. The decedent entered hospice care on June 28, and suffered from preexisting medical conditions. Next of kin, Linda Borjas, was present at the time of death. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

Saturday, July 3:

1:39 a.m, deputies and CHP officers responded to the Wrong Way Home Saloon, 222 West Walnut Street, Willows, on a report of a physical fight in progress. Upon arrival, deputies were told several people had already left the area. After further investigation, it was determined Jeffery Williams had allegedly assaulted one of the bartenders, Kaitlyn Smith, and several unknown patrons assaulted Williams. Neither Smith nor Williams wanted to pursue criminal charges and Williams was admonished from the Wrong Way Home Saloon at the request of the staff. Williams declined any type of medical attention and was provided a ride home by a friend.

2:32 a.m., an employee from Butte Home Health & Hospice reported the expected death of Kenneth McKinzie, 86, in Orland. The decedent entered hospice care on June 15 and suffered from preexisting health conditions. The decedent’s wife and next of kin, Marion McKinzie, was present at the time of death. The decedent was to be released to the care and custody of Science Care Body Donations of Phoenix, Ariz.

10:17 a.m., the Glenn County Sheriff’s Boat Unit was requested to assist the Butte County Sheriff’s Office with a vehicle that crashed into the Sacramento River near “Washout Beach.” Deputies responded and contacted the California Highway Patrol and Butte County Sheriff’s Office Search and Rescue divers. Divers discovered the vehicle was unoccupied. The vehicle was ultimately removed from the river. A records check of the vehicle showed the vehicle was stolen from the Chico area. Glenn County Sheriff’s deputies assisted until they were no longer needed.

Sunday, July 4:

1:50 a.m., deputies responded to the Cedar Hills apartments, 600 North Humboldt Avenue, Willows, for a report of a domestic disturbance. Upon arrival, Deputy Lourenzo contacted Rene Barrera-Antonio and Kristina Vega. During an on-scene investigation, Deputy Lourenzo learned that Vega and Barrera-Antonio were in an argument. As Vega tried to leave in her vehicle with her children, Barrera-Antonio broke the windshield of her vehicle with his fists, sending broken glass inside the vehicle. Barrera-Antonio was ultimately placed under arrest for alleged vandalism and child endangerment, and transported and booked into the Glenn County Jail.

9:03 p.m., Deputy McIntyre was dispatched to 6246 Canella Drive in Orland for a dog bite. Upon arrival, contact was made with Ruby Neumann, who said her seven-year-old daughter was bitten on her right leg by a small dog. The dog was located and secured at 6249 Canella Drive until the owner could be located. Information was forwarded to animal control officers.

Monday, July 5:

7:02 a.m., Westside Ambulance personnel and Glenn County Sheriff’s deputies responded to a County Road 200 address in Orland for a report of an unresponsive 83-year-old man. Westside Ambulance personnel determined the man, Lawrence Leblanc, was deceased. Deputies arrived and initiated a coroner’s investigation. The next of kin, Kirk Leblanc (son), was notified. The decedent was released to the care of Sweet-Olson Family Mortuary of Orland.

8:55 a.m., the Willows Care Center contacted Glenn County Communications to report the expected death of Kathie Little, 73. She suffered from pre-existing illnesses and was entered in comfort care on June 29. Her next of kin, John Little (son), was notified of her death and deputies confirmed the notification. FD Sweet & Son Mortuary of Willows was to be contacted by the Willows Care Center.

2:21 p.m., deputies responded to the Walmart parking lot for the report of a hit and run traffic accident that had just occurred. Upon arrival, deputies contacted the victim, Cathy Cabral, and conducted an on-scene investigation. It was determined Cabral’s 2017 Kia Optima was struck on the passenger side by a 2001 white Honda Civic (Calif. License plate #4RPK842). Deputies attempted to locate the suspect with no success. Cabral ultimately elected to pursue the matter criminally.

Tuesday, July 6:

12:18 a.m., deputies responded to a domestic disturbance where the victim was reporting to have been choked by the suspect. Deputies contacted the involved parties and initiated an investigation. When deputies returned to the residence at 6250 County Road 20 to take Erik Pyle into custody for alleged felony domestic battery, it was found that he fled the residence. Deputies searched the property but were unable to locate Pyle.

6:45 a.m., Glenn Medical Center staff contacted Glenn County Communications to report the expected death of Hazel Deniz, 92, from preexisting conditions. The decedent entered comfort care on July 5. Next of kin, Ronald Deniz (son), was notified. The decedent was turned over to the care of FD Sweet & Son Mortuary in Willows.

2:41 p.m., deputies were detailed to 601 North Tehama Street, apt. #6, Willows, for a report of domestic disturbance from an 11-year-old child. Deputies contacted Steven Woods and Leandra Joseph. Both parties reported a verbal argument only and nothing physical occurred. Joseph was found to have an active misdemeanor arrest warrant out of Glenn County. Communications confirmed the warrant, and Joseph was placed under arrest for the warrant and transported to the Glenn County Jail, where she was released to jail staff for booking.

4:08 p.m., Marie Henry with Butte Home Health and Hospice contacted the sheriff’s office, reporting the expected death of Vickie Redmond, 71, of Willows. The decedent’s granddaughter, Bree Akins, was present at the decedent’s death. The decedent’s husband and next of kin, James Redmond, was reported to be in a care home in Chico. Akins said she would be notifying Redmond of the decedent’s death. The decedent suffered from pre-existing medical conditions. The Neptune Society of Northern California was contacted and the decedent was released into their care.

Wednesday, July 7:

9:45 a.m., during transport, Sgt. Owens backed into the front driver’s side bumper of an unoccupied unmarked patrol vehicle in the OSC parking lot, 141 South Lassen Street, Willows, causing visible scratches and an indentation in the bumper.

11:42 a.m., Donald Thomas contacted the sheriff’s office front lobby, reporting his cell phone was possibly stolen from Walmart. Deputy Tuma was dispatched. Thomas reported his gray iPhone 6S and black battery pack were possibly stolen out of his cart while near the front registers in Walmart. Deputy Tuma responded to Walmart and was able to review camera footage. Footage showed Thomas left the iPhone at the register and showed a female pick up the phone. Thomas requested to pursue criminal charges if a suspect was identified and said he would be leaving to go back home to San Francisco. Deputies later received a phone call from Angelica Morales, saying she had found a cell phone at the registers in Walmart. Morales told deputies she believed the phone belonged to her friend, Amber Hiller, who was in line ahead of her, and later gave the phone to Hiller. Morales reported she attempted to get the phone back to return it to Walmart but Hiller allegedly would not return it. Deputies responded to Hiller’s residence but were unable to contact her.

12:32 p.m., Eugene Fournier called and reported he had found a handgun in his back yard. Deputy Lemmon responded to the residence at 450 North Shasta Street, Willows. Deputy Lemmon contacted Fournier, who said he found a small handgun in his back yard. Fournier said he did not know exactly how long the firearm was in his yard. A records check showed the gun was clear. Deputy Lemmon took possession of the firearm and later booked it into the Glenn County Sheriff’s Office evidence room.

3:21 p.m., Myra Cortez called and reported an unknown person shot a pellet at her residence’s window at 157 North Ventura Street, Willows. Deputy Lemmon was dispatched and contacted Cortez, who said 30 minutes prior to calling law enforcement, an unknown person shot at the window, which caused it to shatter. Cortez said her niece was home and did not see anyone with a pellet gun in the area. Deputy Lemmon spoke with residents in the area and no one saw the incident. Cortez said she would call back with an estimate to replace the window.

7:27 p.m., deputies responded to 1201 West Wood Street, apt. #50, Willows, for a cold report of Stormi Barkie possibly under the influence of a controlled substance with her one-year-old child present during a visit from CPS. Deputies responded and contacted Barkie, who was put through an 11550 evaluation. Barkie was found to allegedly still be under the influence of a controlled substance. Barkie was ultimately placed under arrest. CPS responded to the scene and the child was ultimately turned over to CPS. The sheriff’s log item listed Sean Adam Talmadge of 4627 County Road H, Orland, as an involved party.

Thursday, July 8:

12:14 a.m., deputies were detailed to a secondhand report of a cold domestic disturbance at 500 Second Street, Hamilton City. Deputies contacted Maria Cruz, who reported a family member had been assaulted by her boyfriend. Deputies initiated an investigation. Oscar Moreno-Oropesa of Hamilton City was later contacted and arrested for numerous alleged felony offenses and driving while under the influence. Moreno-Oropesa was also found to have a felony warrant out of Butte County.

8:05 a.m., Deputy Turner observed a white male adult driving a 2008 Kia east on West Wood Street. Deputy Turner conducted a traffic enforcement stop on the vehicle for CVC violations. Deputy Turner contacted the driver, David McDonald, and front seat passenger, Michael McDonald, both of whom he knew from prior contacts. Deputy Turner allegedly observed drug paraphernalia inside the vehicle and both occupants of the vehicle were detained. Deputy Turner ultimately placed both McDonalds under arrest for alleged misdemeanor drug related charges.

10:32 a.m., Deputy Turner observed a suspicious vehicle in the Walmart parking lot and allegedly observed marijuana plants inside the vehicle. Deputy Turner observed a white male adult sitting in the rear passenger seat and contacted the man. While speaking with man, Deputy Turner allegedly observed drug paraphernalia inside the vehicle and initiated an investigation. Deputy Turner contacted the driver, Shannon Liersch, who was inside Walmart. After completion of Deputy Turner’s investigation, the man, Glen Turnbow, and Liersch were placed under arrest for alleged drug related charges.

Friday, July 9:

3:48 a.m., the CHP requested assistance with a traffic collision that occurred on County Road 32 near the Ord Bend boat launch. Deputies responded and stood by with the involved parties until CHP officers arrived on scene.

3:53 a.m., Deputy McIntyre was dispatched to Glenn Medical Center on a report from the staff saying they had an assault victim in the emergency room. Contact was made with Isaiah Kurz, who stated he was assaulted by a person while at the Cedar Hills apartment complex.

10:21 a.m., Destry Beath came to the sheriff’s office to report a stolen firearm. Deputy Goodwin responded. Beath said he had been in Mexico since April. When he returned, he noticed his .22 caliber handgun was stolen from his truck. The handgun was entered into the CLETS database as stolen. Beath estimated a total monetary loss of about $455.

Jacob Doughtie

11:51 a.m., Deputy Turner observed a silver Honda Accord driving east on County Road 27 near Highway 99. Deputy Turner observed the vehicle swerve onto the shoulder and immediately pull off to the side of the road. Deputy Turner stopped and contacted the driver, Jacob Doughtie of Orland, who verbally identified himself. Deputy Turner later was informed the vehicle was stolen out of Orland and Doughtie was detained. After completing an investigation, Deputy Turner placed Doughtie under arrest for alleged possession of a stolen vehicle and later transported him to the Glenn County Jail.

1:39 p.m., Tracy Madsen reported her juvenile son’s GoPro Hero 8 was stolen while he was at the skate park in Willows. Deputy Goodwin responded. Tracy said the theft occurred at about 1:30 p.m. Tracy’s son was the only one present when the theft occurred. The boy did not see who took the GoPro but stated a boy with short blonde hair, blue pants and a black shirt was seen walking in the area. Tracy stated there were numerous accessories with the GoPro in a black bag. Deputy Goodwin conducted an area check but was unable to locate the described person. Deputy Goodwin contacted several people at the park but they had not seen anyone matching the description or anything suspicious. Tracy estimated the total value of the stolen property to be about $695. Tracy was able to provide a serial number for the GoPro and it was entered as stolen property.

7:09 p.m., Kyle Watson of Willows requested to speak with a deputy regarding ongoing harassment from various individuals. Deputy Lourenzo contacted Watson and took a report, as well as provided him with options on how to settle the matter. During the contact, a records check revealed Watson had two outstanding misdemeanor warrants for his arrest out of Glenn County. Deputy Lourenzo placed Watson under arrest and transported and booked him into the Glenn County Jail.

8:20 p.m., while on routine patrol, Deputy Huichapan observed a gray 2004 Nissan Sentra travelling east on Highway 32. The vehicle was swerving within its lane and at one point crossed over to the right of the solid white line. The vehicle was also travelling at about 40 miles per hour in a posted 55 miles per hour zone. Deputy Huichapan conducted an enforcement stop on the vehicle and contacted the driver, Oscar Duran, and the passenger, Edilma Cifuentes, both of Orland. Duran and Cifuentes allegedly had bloodshot watery eyes and the odor of an unknown alcoholic beverage was emitting from the vehicle. At Deputy Huichapan’s request, CHP Officer Bryant responded and conducted a DUI evaluation on Duran. After an on-scene investigation, CHP Officer Bryant placed Duran under arrest for allegedly driving while under the influence. Deputy Huichapan placed Cifuentes under arrest for an active misdemeanor warrant out of Glenn County. Cifuentes was transported and booked into the Glenn County Jail and the vehicle was towed by Bambauer Towing.

Saturday, July 10:

1:26 a.m., the California Highway Patrol requested assistance at their office at 464 North Humboldt Avenue, Willows, after someone vandalized the exterior of the building. Glenn County Sheriff’s deputies and Orland police officers responded to the office on North Humboldt Avenue and assisted until no longer needed.

7:47 a.m., Deputy Chavez observed a vehicle traveling east on West Wood Street at North Shasta Street in Willows. Deputy Chavez observed a moving violation and conducted a traffic stop. After contacting Joshua William Morris, Glenn County Communications confirmed a Butte County warrant. Deputy Chavez ultimately searched the vehicle and allegedly located drug paraphernalia. Morris was placed under arrest and transported to the Glenn County Jail, where he was booked by jail staff.

5:47 p.m., Steven Trimmer contacted the Glenn County Sheriff’s Office and said he violated his probation terms by consuming alcohol. He requested a deputy respond to his residence and arrest him. Deputy Huichapan responded to the Cedar Hills apartments, apt. #166, Willows, and attempted to contact Trimmer, with no success.

Sunday, July 11:

11:33 a.m., deputies were detailed to 6334 County Road 68, Willows, for a report of verbal disturbance between Jeffrey Francis and another person. A records check showed there were two active restraining orders where it listed Francis as the restrained party and the other person as the protected party. The restraining orders stipulated a 300-yard stay-away and a peaceful contact. Deputies responded, contacted both parties at the residence, and initiated an on-scene investigation. After further investigation, it was determined Francis violated both restraining orders and was alleged to possess firearms prior to deputies’ arrival. Francis was arrested and booked into the Glenn County Jail.

5:35 p.m., Diamond Gas employee Ginger Blosser called the sheriff’s office and reported she found a counterfeit bill. Deputies responded and met with Blosser, who turned over a counterfeit $20 bill that she did not know where it came from. Blosser said it was turned in on the morning shift and they did not know who had the counterfeit bill. Deputies took possession of the bill and later booked the item into a Glenn County Sheriff’s Office evidence locker.

5:47 p.m., deputies responded to an address on County Road 16, Orland, for the report of a man not allowing a woman to leave in her vehicle. Upon arrival, Deputy Lourenzo contacted Sergio Parra and Paola Carranza Parra. After an on-scene investigation, it was determined that Sergio Parra prevented Paola Carranza Parra from leaving in their mutually owned vehicle. Both reported Sergio Parra had hit the window of the vehicle and stood behind and near it while she was trying to leave. Sergio Parra was ultimately arrested for alleged false imprisonment. He was transported and booked into the Glenn County Jail.

10:31 p.m., employees from the Super 8 Motel, 457 North Humboldt Avenue, Willows, reported two males causing a disturbance in the lobby of the business. Deputies responded and contacted Urian Ambriz and a 17-year-old boy in the lobby and conducted an on-scene investigation. It was determined Ambriz purchased a room for a single-adult and attempted to allow unregistered guests stay the night. Ambriz was ultimately refunded his money and the boy was released to his mother, Nicole Orozco. Both were admonished for trespassing at the business’ request.

Monday, July 12:

2:46 p.m., Deputy Turner observed Ricardo Gonzalez driving a 2004 Pontiac Grand Prix and had prior knowledge he did not have a valid license. Deputy Turner contacted Gonzalez, Brittany Emery and Nicholas Ruiz at the ampm, 1399 West Wood Street, Willows. Deputy Turner initiated an investigation, during which the Glenn County Task Force was called out and assisted. Gonzalez and Emery were subsequently placed under arrest for alleged felony gun charges and felony drug charges. Gonzalez and Emery were transported to the Glenn County Jail, where they were turned over to jail staff for booking.

10:46 p.m., correctional staff requested assistance with a combative inmate within the Glenn County Jail. Deputy Lourenzo responded and assisted until no longer needed. The inmate was reported to be Vivian Leanissa Cruz of Orland.

Tuesday, July 13:

3:35 a.m., Omar Horta contacted the Glenn County Sheriff’s Office and reported being stranded near the Newville Cemetery. Horta requested a deputy respond and provide him assistance. Deputies responded to the area and contacted Horta. After an on-scene investigation, Deputy Huichapan provided Horta with a courtesy ride.

2:33 p.m., Willows Subway employee Heidi requested to turn in a counterfeit $20 bill that had been passed at the business sometime on Saturday, July 10. The bill was discovered when the employees were doing the deposit. Deputy Rasmussen responded and collected the counterfeit bill. The bill was later booked into evidence at the Glenn County Sheriff’s Office, to later be forwarded to the U.S. Secret Service.

10:42 p.m., Deputy Thompson was dispatched to a report of a death that occurred at Glenn Medical Center. The deputy contacted LVN Mariah Westfall, who reported the incident. The decedent was identified from medical records as Betty Leeman, 89. Deputy Thompson initiated a coroner’s investigation. The decedent was later released to F.D. Sweet and Son Mortuary in Willows. The deputy contacted Donald Leeman at his residence and notified him of the decedent’s death.

Wednesday, July 14:

12:27 a.m., deputies were dispatched to the Baymont Inn, 199 N. Humboldt Avenue, rm. #120, Willows, for a report of a suspicious person refusing to leave. Deputies contacted Savannah Nelson, who reported an unknown male who she only knew as “Chucho” was inside her hotel room. Nelson said she didn’t feel safe with him there and did not know him. Nelson said there was another woman inside the room also, Leslie Leach. Deputies contacted Megan Nehlig and Leach in the room. Both denied anyone else was in the room. During a safety sweep of the hotel room, deputies contacted Narciso Garcia hiding in the bathroom. A records check showed Garcia had two warrants out of Glenn County and a nickname of “Chucho.” Garcia was arrested for his warrants and later booked into the Glenn County Jail. A deputy recontacted Nelson, who declined further assistance.

9:49 a.m., while on patrol, Deputy Lemmon observed a white vehicle traveling south on Highway 99 near County Road 46. The white vehicle was passing other vehicles unsafely and had multiple near-miss head-on collisions with opposing vehicles. Deputy Lemmon activated his emergency lights in an attempt to conduct a traffic enforcement stop. The driver of the white vehicle failed to yield, initiating a pursuit. The vehicle fled into the city of Willows, where the driver ultimately stopped at a residence near the intersection of South Enright and East Laurel Streets. The driver was detained without any further incident. During the investigation, the driver was found to meet the criteria pursuant to California Welfare and Institutions code section 5150. The driver was released to the care of Glenn County Behavior Health.

4:46 p.m., Jesse Meza reported finding his sister Margaret Meza of Willows deceased. Deputies responded and confirmed the decedent’s death. A coroner’s investigation was initiated. Next of kin was on-scene. At the completion of the investigation, the residence and property were turned over to next of kin.

7:32 p.m., deputies were dispatched to 1025 Juniper Drive, Willows, for a reported domestic disturbance. Deputy Chavez contacted Sandra Velazquez, who said her brother, Luis Vargas-Flores had pushed her father, Martin Velazquez. After speaking with all parties involved, Martin Velazquez declined to pursue criminal charges. Vargas-Flores allegedly showed obvious signs of being under the influence of a controlled substance. He submitted to field sobriety tests and was ultimately placed under arrest and transported to the Glenn County Jail and booked by jail staff.
