
Here are the latest incident reports from the Orland Police Department. The Steven Stoltenberg referred to herein is not the Steven Stoltenberg of Artois Feed and Grain fame.
Friday, July 30:
8:04 a.m., Orland police officers responded to a burglar alarm at Round Table Pizza, 302 East Walker Street. Officers found the business secure and were unable to determine the cause of the alarm.
9:21 a.m., Marisa Gibbs, 30, of Orland, called regarding a suspicious phone message.
10:15 a.m., Orland police officers were dispatched to a report of suspicious circumstances at the apartments at 819 Newport Avenue. Property management reported a tenant found suspicious items by a tree that was recently set on fire. Officers checked the items and determined they were not related to the fire.
11:55 a.m., Orland police officers responded to Library Park for a report of a man naked in the park. Officers checked the park but were unable to locate the man.
5:15 p.m., Steven Torres, 31, of Yuba City, alleged that Laura Bowman was refusing to let him see his child. The incident was documented and information was provided.
11:30 p.m., Orland police officers were dispatched to a report of a woman refusing to leave a rented room at the Orland Inn, 1052 South Street. Officers contacted the reporting party, who stated the woman was leaving and they did not need police assistance.
Saturday, July 31:
2:22 a.m., on East Walker Street at Papst Avenue, an Orland police officer conducted a traffic enforcement stop on a 2002 Honda Accord. The 17-year-old male driver was cited for defective headlights, driving while unlicensed, no insurance, and not having registration in the vehicle.
3:18 a.m., Orland police officers responded to a report of a car alarm going off in 1000 block of Trinity Street. Officers checked the area but were unable to locate any suspicious activity. Extra patrol was provided.
12:49 p.m., Orland police officers responded to a report of suspicious circumstances at the ampm convenience store, 902 Newville Road. Officers contacted Robyn Roan, 57, of Oroville, who reported she gave Richard Colburn, 59, of Oroville, a ride to the casino and he was refusing to get out of her car. Officers mediated the situation and Colburn left without incident.
5:06 p.m., Orland police officers were dispatched to check the welfare of Eugene Reynolds, 71. Officers contacted Reynolds, who declined assistance.
5:08 p.m., Orland police officers responded for a subject walking in the roadway on East South Street near Lely Park. Officers contacted Steven Stoltenberg, 54, of Orland, who was counseled and driven home.
7:18 p.m., in the 1000 block of Sixth Street, an Orland police officer initiated a traffic enforcement stop on a red 2008 Toyota Camry. Following an investigation, Erwin Damacio, 38, and Boris Dionicio Fuentes, 33, both of Roseville, were arrested and booked for alleged possession of a controlled substance for sale. The investigation was turned over to the Glenn County Sheriff’s Major Crimes unit.
9:28 p.m., Orland police officers responded to a report of a possible traffic accident on Newville Road at Interstate 5. Officers contacted a motorist who ran over a water jug. There was no property damage and no further action was requested.
10:09 p.m., Orland police officers responded to a request for a welfare check on a woman in a wheelchair at the Orlanda Inn Motel on Newville Road. Officers contacted Lisa Sharpp, 45, who stated she was fine and declined assistance.
Sunday, August 1:
2 a.m., Orland police officers responded to County Road 15 at Papst Avenue to assist the Orland Volunteer Fire Department with a brush fire. Officers assisted until no longer needed.
2:45 a.m., Orland police officers were requested by the CHP to assist with a man walking in the roadway on Highway 99 at County Road 20. Officers assisted until no longer needed.
4 a.m., Orland police officers responded to Sixth Street at Almond Way for a report of a suspicious vehicle. Officers conducted an area check but were unable to locate any vehicles in the area.
6:35 a.m., Orland police officers responded to an address on Lynn Drive for a reported deceased person. Officers arrived on scene and confirmed the 89-year-old was deceased. The scene was turned over to the Glenn County Sheriff’s Office.
11:48 a.m., Orland police officers were dispatched to Lely Aquatic Park for a man walking in the roadway, yelling at cars. Officers contacted Steven Stoltenberg, 54, of Orland, who was cited and driven home.
1:27 p.m., Debbie Phillips, 63, alleged her granddaughter Chelsa Heavrin, 25, came into their house and stole their dog and puppies. Officers mediated the situation. The dog and puppies were returned to Phillips.
4:55 p.m., Orland police officers were dispatched to call Donna White regarding her granddaughter. Officers attempted to call White but there was no answer and officers were unable to leave a message.
9:19 p.m., Orland police officers responded to Walker Street at Fifth Street for a report of an object thrown at a moving vehicle. Officers contacted Noelle Briers, 53, of Orland, who believed three unknown men threw a hardboiled egg at her vehicle. Briers said there was no damage to her vehicle and requested documentation only. Officers conducted a search of the area but were unable to locate any suspicious activity.
Monday, August 2:
9:30 a.m., Orland police officers were dispatched to a report of a man talking to himself and jumping in and out of the roadway on East Walker Street. Officers checked the area but were unable to locate anyone matching the description.
11:45 a.m., an anonymous woman came into the Orland Police Department to turn in a ring that was found outside of the building. The ring would be processed as found property.
12:44 p.m., Orland police officers responded to 238 East Yolo Street for a report of an assault. Officers contacted Susan White, 60, of Orland, who alleged Amanda Gomes, 32, of Orland, punched her in the face. Gomes left prior to the officers’ arrival. Officers were unable to locate Gomes.
5:39 p.m., on Third Street, an Orland police officer initiated a traffic enforcement stop on a bicycle for a moving violation. Officers contacted Manuel Gomez, 58, of Orland, who was issued a citation for possession of drug paraphernalia.
Tuesday, Aug. 3:
3:02 a.m., the Orland Police Department received a report of a man who had stolen a lighter from the Speedway convenience store on South Street. The employee requested the property be returned if found. Officers searched the area and found Steven Stoltenberg, 54, of Orland, in the area. Stoltenberg was allegedly found to be in possession of the stolen lighter and voluntarily gave it to officers, to be returned to Speedway.
12:22 p.m., on Sixth Street, an Orland police officer initiated a traffic enforcement stop on a blue 2019 Chevrolet Camaro. The driver, Jose Barreto-Jimenez Jr, 20, of Red Bluff, was issued a citation for allegedly speeding.
2:05 p.m., an Orland police officer contacted Ryan Burgess, 22, of Orland, behind Grocery Outlet for suspicious behavior. Burgess was issued a DMV 310 form for a suspended driver’s license.
2:31 p.m., at Walker and Third Streets, an Orland police officer initiated a traffic enforcement stop on a silver Subaru Legacy for an equipment violation. The driver, Richard Gregg, 62, of Chico, was issued a citation for a defective windshield.
2:55 p.m., on Walker Street, an Orland police officer initiated a traffic enforcement stop on a silver Honda Civic. The driver, Korlund Klayton Campbell, 28, of Orland, and passenger, Isaac Chambers, 38, of Orland, were arrested for allegedly possessing metal knuckles.
6 p.m., Orland police officers responded to 428 Walker Street for a report of trespassing. Officers contacted Matthew Fleming, 58, of Orland, who was arrested for alleged violation of probation.
7:20 p.m., Orland police officers were dispatched to 949 Harryman Street for a reported neighbor dispute. Officers contacted Fernando Macias, 26, of Orland, and Graciela Ulloa, 54, of Orland, who were provided with information
8:58 p.m., Orland police officers were dispatched to the area of Papst Avenue for a report of a reckless driver. Officers searched the area but were unable to locate the vehicle.
Wednesday, August 4:
11:08 a.m., on Tehama Street, an Orland police officer initiated a traffic enforcement stop on a white 2002 Ford Ranger. Following an investigation, Rafael Marron-Cendejas, 59, of Orland, was arrested for allegedly driving while under the influence of alcohol, driving with a license suspenced for driving while under the influence, and possession of an open container of alcohol in a vehicle. Marron was transported and booked into the Glenn County Jail and the Ford was towed and stored by Bambauer Towing.
12:56 p.m., Orland police officers responded to the police department for a CHP citation sign off. An officer contacted Justin Shannon, 43, of Orland, who brought a CHP citation to be signed off.
1:02 p.m., Orland police officers responded to the lobby of the police department for a report of identity theft. Officers contacted Lorenso Garcia, 23, of Orland, who stated someone has falsely used his Social Security number.
2:02 p.m., Orland police officers responded to a reported disturbance at 1309 Brookside Drive. Officers contacted Michael Allen, 21, of Orland, and Tammy Sackett-Maxham, 51, of Orland. After an on-scene investigation, Sackett-Maxham was placed under arrest for allegedly being a felon in possession of a stun gun and two outstanding Butte County warrants.
5:42 p.m., Orland police officers responded to a report of a suspicious vehicle in the area of 625 Jacquelyn Drive. Officers contacted Jesus Aliaga, 44, of Las Vegas, Nev. No suspicious activity was observed. Aliaga was told of the complaint.
11:50 p.m., the Orland Police Department received a report of possible child abuse in the Paigewood Village Apartments. An Orland police officer initiated an investigation.
Thursday, August 5:
7:16 a.m., Orland police officers were dispatched to check the welfare of a man sleeping on the sidewalk along East South Street at Hambright Avenue. Officers contacted Steven Stoltenberg, 54, of Orland, who declined medical assistance and was transported home.
9:10 a.m., Orland police officers were dispatched to check the welfare of a woman lying in the dirt in the area of Roosevelt Avenue at Third Street. Officers were unable to locate anyone in the area.
6:09 p.m., Orland police officers responded to assist Glenn County Sheriff’s deputies with a report of an assault a 6964 Highway 32. Officers assisted until no longer needed.
8:49 p.m., Orland police officers were dispatched to the 1300 block of Brookside Drive for a reported reckless driver in a white Nissan. Officers checked the area but were unable to locate the vehicle.
9:51 p.m., Orland police officers responded to the apartments at 819 Newport Avenue for a report of someone attempting to get in a residence through a window. Officers contacted Vicki Nunneley, 66, who said she only heard a noise and didn’t see anyone. Officers checked the area but were unable to locate anyone.
