
Here are some selected incident reports from the Glenn County Sheriff’s Office.
Thursday, Oct. 14:
6:39 a.m., deputies contacted Dean Short of Chico outside the Glenn County Communications building on Oak Street. Short said he was not trying to be in public and decided to try and sleep outside the office. Short was told he was not welcome to sleep there and he agreed to move along.
12:31 p.m., Sandra Rutherford reported her vehicle was hit by another vehicle in the Motel 6 parking lot, 452 North Humboldt Avenue, Willows. Rutherford reported the other involved vehicle was a silver Infinity that fled the area prior to deputies’ arrival. Deputy Garcia responded and contacted Rutherford, who said her vehicle did not suffer any damage and wanted the other involved party counselled if located. Deputy Garcia was unable to gather further information on the other involved vehicle.
2:48 p.m., Amy Heidrich contacted Glenn County Communications and alleged Steven Butler was violating a restraining order, as Butler was at her residence, 600 North Humboldt Avenue, Willows. A records check showed there was an active criminal restraining order, where it listed Butler as the restrained party and Heidrick and their one-year-old daughter as the protected parties. The criminal protective order stipulated Butler was to stay 100 yards away. Deputies responded, contacted Heidrich, and initiated an on-scene investigation. During the investigation, it was reported Butler left prior to deputies’ arrival with the one-year-old. Deputies searched the immediate area and contacted Butler near 600 North Humboldt Avenue and arrested him for violating the restraining order. In addition, Butler was booked on violating his probation, which stipulated he shall obey all laws.
Friday, Oct. 15:
3:24 p.m., Mary Olsen reported Ruth Word was on West Walnut Street, across from her residence, and was in violation of a criminal protective order. Olsen said she was the protected party in a served 50-yard stay-away criminal protected order and Word was the restrained party. Olsen told Deputy Huichapan that Word was near her residence and well within the 50 yards. Deputies conducted an area check and located Word near the Freeway Bottle Shop in Willows. Word denied having knowledge of the restraining order but admitted to being in the area. Word was ultimately placed under arrest and transported to the Glenn County Jail.
6:09 p.m., Deputy Turner observed Michael McDonald-Blalock at Walmart in Willows. Deputy Turner had prior knowledge that Blalock had outstanding warrants for his arrest. Glenn County Communications confirmed the four warrants. Total bail was set at $110,000. Deputy Turner placed Blalock under arrest and transported him to the Glenn County jail for booking.
7:10 p.m., deputies responded to the Cedar Hills Manor apartment complex, 600 North Humboldt Avenue, Willows, for a request for an area check. An anonymous male reported two men, associated with a black sedan, appeared to be smoking an unknown narcotic, with a five-year-old child in the vehicle. Upon arrival, deputies located Seth Dominguez-Feathers and Johnny Crabtree near a black 1998 Volvo S70 and conducted an on-scene investigation. Crabtree was allegedly found to be in possession of methamphetamine, drug paraphernalia and throwing knives. The child was found, with her sister (Tori Schantz), in good health and spirits. The child was ultimately released to her mother, Christina Salazar, and Crabtree was booked into the Glenn County Jail.
Saturday, Oct. 16:
12:45 a.m., deputies contacted Bryan Boone just south of 640 Canton Street, Willows, in an area commonly referred to as “The Bamboo”. Deputies had prior knowledge Boone had an outstanding misdemeanor warrant issued for his arrest, out of Glenn County. Deputies confirmed the warrant via Glenn County Communications and arrested Boone without incident. Boone was transported to the Glenn County Jail, where he was turned over to jail staff for booking. His bail set at $12,000.
1:12 p.m., deputies and Orland police officers responded to 4845 County Road H, Orland, after Alejandro Avila-Actitlan reported being the victim of an armed robbery. Avila-Actitlan reported two unknown men wearing all black clothing robbed him at gunpoint and fled north on foot. Deputies and Orland officers responded and conducted a thorough search of the immediate area, but were unable to locate any men matching the description. Deputies contacted Avila-Actitlan and obtained further information regarding the incident. After further investigation, it was determined the two men stole property from Avila-Actitlan’s person, including $1,360 in cash, struck him on the head with a firearm, and fled the scene. Deputies were able to obtain a possible I.D. on one of the involved suspects and the investigation is ongoing.
3:54 p.m., emergency medical technicians and Hamilton City fire personnel were dispatched to 215 Los Robles Avenue regarding a medical call. Deputy Huichapan was dispatched at a later time regarding Rosalina Sanchez being pronounced deceased at 4:32 p.m. Deputy Huichapan contacted paramedic Ryther, who said all lifesaving measures were exhausted. Deputy Huichapan observed Sanchez’s body and did not observe any signs of life. Deputy Huichapan initiated a coroner’s investigation. The next of kin, Santiago Sanchez, was present and aware of the decedent’s death. The decedent was released to the care of Sweet-Olson Family Mortuary of Orland.
10:44 p.m., Kelly Skidmore reported Colton Smith was at 3957 Highway 99. A records check showed Smith had four Glenn County warrants for his arrest. Deputies responded and contacted Smith outside the residence. Smith was aware that law enforcement was contacted. Smith complied with orders and was arrested for the warrants. Smith was transported to the Glenn County Jail, where he was booked.
Sunday, Oct. 17:
8:36 a.m., the Tehama County Sheriff’s Office requested assistance in locating and notifying a family member for Philip Monroe Pedro IV, who was involved a fatal vehicle collision on Oct. 16. A records check through Glenn County Communications showed there was a Philip Monroe Pedro III currently in custody at the Glenn County Jail. Deputies responded to the jail and determined Philip Monroe Pedro III was the father of the decedent and the next of kin. The Tehama County Sheriff’s Office was notified of the death notification. [Editor’s Note: The elder Pedro was arrested on Saturday, Oct. 9, near the scene of the first October fire in Stony Creek, but not for anything directly associated with the fire. At the fire, Deputy Ramirez recognized Pedro and was told by Glenn County Communications he had an outstanding Glenn County felony warrant. A deputy ultimately placed Pedro under arrest and transported him to the Glenn County Jail. He was booked into the Glenn County Jail on a warrant alleging disobeying a lawful order of the court (a felony). At 11:34 p.m., while still in the jail, he was also found to have a Butte County warrant alleging theft of personal identification information (a felony). His bail for the first warrant was set at $25,000. The Butte County warrant was a no-bail warrant.]
2:10 p.m., while deputies were contacting transients at Stony Creek, a man attempted to flee the area. Sergeant Draper located the individual, who was identified as Scott Bayles of Orland, attempting to hide in heavy vegetation. Bayles was ordered out at gunpoint and detained. Glenn County Communications confirmed four active arrest warrants for Bayles out of Glenn County. Bayles was ultimately arrested, transported, and booked into Glenn County Jail without further incident.
Monday, Oct. 18:
9:51 a.m., Tia States from Butte Home Health & Hospice reported the expected death of 99 y/o Paul Niehues, 99, of Willows. The decedent suffered from pre-existing illness and was entered into hospice care on Oct. 9. His next of kin, Mary Ellis, was present at the time of death. The decedent was released to the care of F.D Sweet & Son Mortuary of Willows.
12:56 p.m., Deputy Alves was dispatched to Cedar and Tehama Streets to a report of a non-injury traffic collision. Upon arrival, contact was made with Caitlin Hill and Mindy Gray, both of Willows. The traffic collision occurred when Hill made a left turn onto Tehama Street and collided with Gray, who was traveling south on Tehama Street. Hill’s 2018 Jeep Renegade sustained major damage to the front end. Gray’s 2020 Jeep Cherokee sustained major damage to the right front fender and tire. Both vehicles were towed from the scene. Exchange of information was completed.
1:35 p.m., Deputy Sheldon responded to investigate an inmate assaulting another Inmate while both were in the custody of the Glenn County Jail. After an investigation, it was learned inmate Santiago Gonzalez threw feces onto inmate Alejandro Cisneros. A report was taken and forwarded to the Glenn County District Attorney’s Office.
2:07 p.m., Nathan Michaud from Regenald Michaud’s Aviation reported a fraudulent wire transfer and requested to speak to a deputy. Deputy Ramirez contacted Michaud and discovered he had purchased parts from Northwest Helicopters LLC. Michaud had been given email instructions to wire the $29,000 to the company for the purchased parts. Michaud wired the money on Oct. 8 and was contacted by a company representative on Oct. 15, reporting that they had not received the payment. It was determined Northwest’s Helicopters LLC’s email had been hacked and they had wired the funds to an unknown person. Michaud wished to make a report of the fraudulent activity for insurance purposes.
3:57 p.m., Levi Giesbrecht came to the Glenn County Sheriff’s Office lobby to report a burglary to his garage at 204 South Lassen Street. Deputy Alves responded and Giesbrecht reported forced entry was made into his garage. A set of tires, an AC unit, a sprinkler control panel, and miscellaneous tools were taken. Giesbrecht estimated the loss at approximately $1,650. An investigation was initiated.
6:32 p.m., deputies were dispatched to the area of Stony Creek for reports of someone shooting guns. Deputies responded to the area and conducted an area check. They were unable hear any shots being fired and they did not locate anyone shooting in the area.
7:20 p.m., while investigating an earlier call, deputies contacted two males on quads near North Valley High School, 250 Roosevelt Avenue. One of the males, Cristian Gamez-Gonzalez, was found to have an outstanding warrant for his arrest. During an on-scene investigation, Gonzalez was found to be in a possession of a stolen ATV. He was arrested for the outstanding warrant and possession of a stolen vehicle. Gonzalez was transported to the Glenn County Jail for booking.
Tuesday, Oct. 19:
3:49 p.m., Laurie Debock of Bidwell Jr. High called to speak with a deputy regarding a juvenile issue. Deputy Alves contacted Debock, who reported that on Oct. 15, a 16-year-old boy had shown two 13-year-old girls a handgun in his waistband while at the corn maze. Debock had spoken with the girls at school regarding the incident and she also called the Chico Police Department, who advised her to contact the Glenn County Sheriff’s Office to report the incident.
4:08 p.m., Deputy Ramirez was dispatched to respond to a PG&E substation located at 4771 County Road P, near Orland, for a report of a cold theft. Deputy Ramirez responded and contacted Jamie Mendonca and Jonah Hatch, PG&E employees. Deputy Ramirez discovered the gate and fence surrounding the property was damaged and three large spools of copper wire had been stolen.
5:35 p.m., deputies responded to Cedar Hills in Willows after Amy Heidrich alleged Steven Butler came into her residence unannounced and unwelcome, stole her car keys, and left the area in the vehicle. Deputies reportedly later located Butler, with the vehicle, at a residence in Orland. Butler was found to have an outstanding warrant for his arrest, as well as being on felony probation in Glenn County. A records check also revealed Butler was the restrained party in a served restraining order in which Heidrich was the protected party. Butler was ultimately placed under arrest for the outstanding warrant, violating his probation, and several other charges.
Wednesday, Oct. 20:
11:26 a.m., Deputy Ramirez contacted Aaron Potts on Lassen Street, south of Oak Street, in Willows. Deputy Ramirez had prior knowledge Potts had an outstanding Glenn County misdemeanor warrant. Glenn County Communications confirmed the warrant was active. Deputy Ramirez placed Potts under arrest and transported him to the Glenn County Jail without any further incident.
9:53 p.m., Deputy Goodwin was dispatched to the Orland Airport to attempt to locate an overdue plane. The plane was described as a black Cessna 150 flown by William Bushling of Orland. The plane was supposed to have departed Ashland earlier in the day and arrive in Orland. Deputy Goodwin was unable to locate the plane at the airport. Deputy Goodwin responded to William’s residence and contacted Tina Bushling, who was aware of the circumstances and had told William Bushling’s friend, who made the initial report to the FAA. Deputy Goodwin contacted Leidos Flight Services, which is a third party contractor of the FAA. Leidos Flight Services told the law enforcement agencies in a 50 kilometer radius of the plane’s departure location and destination were being contacted in an attempt to locate the plane. Glenn County Communications attempted to ping William’s phone but was unsuccessful. Deputy Goodwin contacted the Ashland Police Department and requested they attempt to locate William Bushling and the plane. The Ashland Police Department was unable to locate the plane or William. Tina Bushling declined to make a missing persons report at the time and wanted to wait for the following day. [Editor’s Note: On Friday, Oct. 22, the Siskiyou County Sheriff’s Office reported that the remains of William Bushling and the wreckage of his plane had been found west of Interstate 5 near Bradley Peak.]
Thursday, Oct. 21:
2:18 a.m., deputies responded to a vehicle accident on northbound Interstate 5, north of County Road 7. Deputies assisted CHP and medical personnel until no longer needed. The person involved in the accident was transported to Enloe, via ambulance. The person’s canine was transported to the Skidmore property at 3957 Highway 99, near Orland, per his request.
4:44 p.m., Deputy Alves was dispatched to contact Kyle Cannon at 1110 West Cedar Street regarding his motorcycle being stolen sometime during the night. Upon arrival, Cannon was not located at the residence. Deputy Alves attempted to contact Cannon at his place of employment but was unable to locate him.

The next day, at 5:56 p.m., Deputy Turner responded 127 South Tehama Street regarding a stolen vehicle. Kyle Cannon had called the sheriff’s office and reported his 1997 Honda CR250R, Calif. license plate #27M0569, was stolen during the night of Oct 20. Cannon had no suspect information to provide Deputy Turner. Cannon said no one had permission to use his motorcycle and requested to report the motorcycle stolen.
[Editor’s Note: According to Kyle Cannon’s Facebook page, the XR250 Dual Sport motorcycle was stolen from the driveway of his home on West Cedar Street sometime during the night of Oct. 20. The license plate number is 21MO569. If the bike is seen or found, Kyle Cannon requests that you call him at 530-680-2141.]
5:09 p.m., Jason Dalluge and Rosalva Alvarez reported being involved in a traffic collision that occurred at the intersection of North Yolo and East Walnut Streets, in Willows. Both parties reported entering the uncontrolled intersection at the same time and colliding with the other vehicle. Both also reported they exchanged information prior to leaving the scene, but wanted it documented for insurance purposes. Deputy Lourenzo advised both involved parties of their options and informed them the incident would be documented.
Friday, Oct. 22:
9:50 a.m., deputies were detailed to the Glenn County Sheriff’s Office lobby to contact Khaled Ramish of Fairfield regarding a civil matter. Deputies contacted Ramish, who reported he and several other people are shareholders of the Perati Duck Club in Willows. Ramish stated a majority of the shareholders sold the club to a title company, illegitimately, and threatened to have Ramish arrested if he returned. Ramish was ultimately advised of his options regarding this civil matter.
8:58 p.m., Stephen Gruendwald contacted the Glenn County Sheriff’s Office to report there were people stealing items from the pumpkin patch located at 7152 Highway 32, east of Orland. Deputy Chavez responded. Deputies and Orland police officers contacted Renee Rhodes, Quincy Thomasagnew, Jade Renaud and two 17-year-old juveniles. After speaking with all parties, Gruendwald declined to pursue criminal charges and requested all parties be counseled on their behavior and asked to return during business hours. All parties were counseled on their behavior and asked to leave the property.
Saturday, Oct. 23:
1:12 a.m., deputies were detailed to 904 North Butte Street, sp. #11, Willows, for a report of Angel Bush allegedly causing a disturbance at the residence. Bush was contacted and found to be on Glenn County probation, with “no alcohol” stipulations. Bush allegedly admitted to drinking alcohol and blew a .046 percent blood alcohol content on the PAS device. Bush was placed under arrest for alleged violation of probation and transported to the Glenn County Jail, where she was released to jail staff for booking.
7:12 a.m., Rodgers Broomhead of Reno, Nev., requested to speak with a deputy regarding a trespass issue. Deputy Huichapan contacted Broomhead via telephone, as requested. Broomhead told Deputy Huichapan that Khaled Ramish was trespassing at the Perati Duck Club. Deputy Huichapan had prior knowledge that Ramish spoke with a deputy the previous day and provided documentation showing he had a right to be on the property. At the request of Broomhead, Deputy Huichapan responded to the premises and contacted Ramish. Deputy Huichapan informed Ramish why he was being contacted. Ramish said he had a right to be on the property since he was a shareholder and had documentation to prove it. Deputy Huichapan determined it was a civil matter and provided both Ramish and Broomhead with information.
3:04 p.m., Jovita Bonilla Perez alleged her husband, Carlos Guzman-Hernandez, physically assaulted her at their residence in Orland during an argument. Deputy Lourenzo responded and contacted both parties at the residence. Guzman-Hernandez admitted to choking Bonilla Perez during the argument, and was subsequently arrested, transported, and booked into the Glenn County Jail for felony domestic violence.
3:22 p.m., Christa Prinz alleged her ex-boyfriend Aaron Foster was in the parking lot of the Black Bear Diner, 246 North Humboldt Avenue, Willows, with her stolen RV. Prinz said Foster did not have permission to have the RV. Deputies were told the RV was confirmed stolen and the report was taken by the California Highway Patrol, Williams Division. Deputies arrived and found the RV and Foster inside it. Foster said he had taken the RV, but it was a misunderstanding. Foster was ultimately placed under arrest and the RV was returned to Prinz.
