
Here are some selected incident reports from December, 2021, from the Glenn County Sheriff’s Office.
Friday, Dec. 24:
9:52 a.m., deputies were dispatched to a report of a non-injury traffic collision that had occurred at the intersection of North Humboldt Avenue and West Wood Street. Christine Dugo was driving her 2018 Ford F-250 south on North Humboldt Avenue. Dugo stopped to allow traffic in the intersection to clear when the rear of her vehicle was struck by the front of a 2016 Jeep Sport driven by Matthew Quinley. Neither driver sustained any injuries and the only visible damage was to the front bumper area of the Jeep. Deputies assisted with an exchange of information.
10:27 a.m., Deputy Thompson was detailed to a report of a non-injury traffic collision at North Colusa Street and East Walnut Street, Willows. Everett Burgoon was entering the roadway of East Walnut Street in his red 2005 Dodge Caravan, when the front of his vehicle struck the front of a grey 2007 Buick Lucerne driven by Matthew Cardoza. Cardoza was driving east on East Walnut Street at the time of this collision. The Dodge sustained moderate damage and the Buick had minor visible damage. Both parties had exchanged information prior to deputies’ arrival. Deputies stood by until the roadway was cleared.
11:32 a.m., John Bettencourt contacted Glenn County Communications and reported a cold burglary to his residence at 4939 Fifth Avenue, Orland. Deputies responded, contacted Bettencourt and initiated an on-scene investigation. Bettencourt reported sometime between 9 p.m. on Dec. 22, 2021 and 11 a.m. on Dec. 23, 2021, an unknown person entered his unlocked garage and stole about $6,500 worth of tools and fishing equipment. Bettencourt did not have security cameras at the time of the incident and did not have serial numbers to any of the items.
7:52 p.m., an anonymous caller contacted the Glenn County Sheriff’s Office to report a disturbance. Deputy Chavez was dispatched. Deputies contacted Jose Solis Silva, who said his son, Jesus Solis, had been drinking and was causing a verbal disturbance. Deputies contacted Jesus, who allegedly showed obvious signs of being under the influence of alcohol, including slurred speech and an unsteady stance. After speaking with all parties, Jesus agreed to stay in his room and go to sleep. Deputies later responded to 329 West Laurel Street in Willows for another reported disturbance. Upon arrival, deputies contacted Jesus Solis in the front lawn area of the residence. Jesus allegedly displayed objective signs and symptoms of being under the influence of alcohol, including slurred speech, red watery eyes, and an unsteady stance. Deputy Chavez determined Jesus was unable to care for himself due to his level of intoxication, and was subsequently placed under arrest for alleged public intoxication. Jesus was transported to the Glenn County Jail. While at the jail, Jesus submitted to a preliminary alcohol screening (PAS), which displayed he had a blood alcohol concentration (BAC) of .185 percent. Jesus Solis was to be released when sober.
Saturday, Dec. 25:
9:13 a.m., Brent Hatchett contacted Glenn County Communications and reported a burglary to a barn on his property at 810 Pacific Avenue. Deputies responded to the location and initiated an on-scene investigation. It was determined a DeWALT compound miter saw was removed from the barn and Hatchett located the saw inside of a 2000 Hyundai. The Hyundai was located along Pacific Avenue, just south of Hatchett’s residence. Deputies were able to return the saw and ultimately stored the vehicle.
11:11 p.m., deputies responded to 1200 Green Street in Willows regarding a traffic collision. Deputies arrived on scene and contacted Charlie Stinson and Eric Yang. Stinson said he was riding his 2020 Yamaha motorcycle west on Greet Street. Stinson lost control of the bike and crashed into Yang’s 1999 Honda CRV. Yang and Stinson said the matter would be handled between them and only requested assistance with exchanging information. Deputies assisted both parties with the exchange.
Sunday, Dec. 26:
5:59 a.m., deputies were dispatched to the area of 7831 Capay Avenue due to Efren Jimenez calling 9-1-1 multiple times. Upon arrival, deputies contacted Jimenez at 7825 Capay Avenue. Jimenez reported sometime between 7 p.m. and 11 p.m. on Dec. 25, 2021, John Dyer entered his bedroom and stole two one-hundred dollar bills, his black cellphone and two sets of keys to his 1996 Toyota Camry (Calif. license plate number 3TAV358). Jimenez stated the vehicle was missing from the driveway of the residence and stated he and Dyer reside there together. Deputies initiated an on-scene investigation and the vehicle was entered into the Stolen Vehicle System (SVS).
4:55 p.m., Sergeant Draper responded to a residence on El Dorado for the report of two females who had gotten in a physical altercation. Upon arrival, contact was made with Carly Herrick and Heidi Loza. Both alleged they had been assaulted by the other party. The altercation took place during a child custody exchange at the residence. Loza and Herrick wished to pursue the matter criminally and a report was taken, to be forwarded to the district attorney’s office. The child custody exchange was completed and Herrick left the area.
5:05 p.m., Deputy Thompson was detailed to a report of a traffic incident involving the accidental dinging of a vehicle was a door. Susan Stanbery had parked her Chevrolet 1500 in the parking lot of Tractor Supply, 811 North Humboldt Avenue. While parked at the store, Felipe Espinoza parked his Nissan Altima in the stall on the passenger side of the Chevrolet. Stanbery said the driver’s door of the Nissan struck the passenger side rear fender of the Chevrolet when Espinoza exited the vehicle. The deputy assisted with an exchange of information.
Monday, Dec. 27:
5:49 a.m., Vladimir Melonchek from the Glenn Medical Center reported the expected death of Ray Eugene Howard, 84. The decedent suffered from pre-existing illness and was entered into hospice care on Dec. 8, 2021. Next of kin, Sherry William, was notified at the time of death. The decedent was released to the care of Sweet Olsen Family Mortuary service of Orland.
10:22 a.m., Michael Macha of Willows reported that his rental car, a grey Toyota Corolla, had been struck by an unknown vehicle on Dec. 26, 2021, at about 10 p.m. Macha stated that the vehicle was parked at a local bar when it was struck. Macha stated that the vehicle is currently rented from Avis rental car and due to be returned on Dec. 28. Macha had no suspect information in regards to the hit and run. Macha was supplied with an incident number and photos were taken of the vehicle and damage.
2:25 p.m., Peter Hershkowitz reported having a firearm brandished at him. Hershkowitz yelled at an unknown individual in the Walmart parking lot about the person’s driving in the parking lot. The unknown driver followed Hershkowitz out of the parking lot. While traveling on Wood Street, the unknown person drove next to Hershkowitz and brandished a silver semi-auto handgun at Hershkowitz. The vehicle was last seen southbound on Tehama Street. Hershkowitz described the vehicle as a black four-door “Kia” (later determined to be a black four-door Tesla). Hershkowitz did not know the person and had never seen him before. Deputies checked the area but were unable to locate the vehicle.
Tuesday, Dec. 28:
12:37 a.m., Deputy Tuma contacted Leanel Guiterrez-Rodriguez, 26, on the south side of 600 North Humboldt Avenue, Willows. Guiterrez-Rodriguez was determined to have an active misdemeanor warrant for his arrest. Guiterrez-Rodriguez was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking on the warrant and fresh charges.
7:24 p.m., Gerald Hammond contacted the sheriff’s office, alleging his daughter, Katherine Hammond, stole his firewood and had started a fire near the trailer where she lived. Deputy Tuma was dispatched and contacted Gerald at 2746 County Road 306, Elk Creek. Gerald was less than cooperative but said he did not see Katherine take his firewood and would not say why he thought his firewood had been stolen. Deputy Tuma contacted Dena Oswalt, who said Katherine was not at the residence and went down to Willows. Oswalt denied taking any of the firewood and said they were burning an old doghouse. Deputy Tuma inspected the two fires and observed plywood burning, not firewood. Deputy Tuma conducted a record check of Oswalt through Glenn County Communications, who said Oswalt had a misdemeanor warrant for her arrest out of San Mateo County. Oswalt was placed under arrest for the warrant and transported to the Glenn County Jail, where she was released to jail staff for booking.
8:48 p.m., at North Murdock Avenue and French Street, Deputy Ayres conducted a traffic enforcement stop on a vehicle for a CVC violation. The deputy contacted driver, Anthony Francis, and passenger, Maria Paniagua. Paniagua was found to have a local warrant for her arrest. Paniagua was taken into custody and the driver was given a warning. Paniagua was transported to the Glenn County Jail, where she was turned over to jail staff for booking.
Wednesday, Dec. 29:
1:45 a.m., Deputy Ayres saw a silver Nissan SUV park at one of the gas pumps of ampm, northeast corner of Wood Street and Humboldt Avenue, with what appeared to be commercial license plates. The deputy contacted Brett Bowden, who was associated with the vehicle. Bowden was not following directions and had a large knife (dirk/dagger) sheath hidden at his rear belt line area. Bowden was placed at gun point until he was detained in handcuffs. The passenger, Christopher Earls, was detained as well. The suspect vehicle was found to have obstructed license plates on both sides belonging to the SUV. The sheath was found empty. Bowden was found to have two warrants out of Butte County for several charges, including resisting or delaying a peace officer in his duties. Earls was released, along with the vehicle, per Bowden. Bowden was allegedly found to be in possession of a meth pipe. Bowden was transported to the Glenn County Jail, where, at the sally port, he was allegedly found to be in possession of suspected methamphetamine. Bowden was turned over to jail staff for booking.
4:24 a.m., deputies, CHP officers, and Orland police officers responded to the area of Highway 32 and County Road VV, west of Hamilton City, for a report of a two-vehicle collision. Deputies assisted the CHP until no longer needed.
8:52 a.m., Glenn County Sheriff’s dispatch received a call from a Kurt Nixon stating that he had discovered his friend’s residence at 4730 Highway 99 had possibly been broken into. Prior to arrival, the resident arrived on scene and informed Glenn County dispatch that numerous firearms had been stolen from inside the residence. Deputy Sanzone arrived on scene and contacted the resident, who was identified as Glen Wellman. Wellman told Deputy Sanzone that the suspects had entered the residence through a back window and stole between eight and 12 firearms. Wellman told Deputy Sanzone that the suspect then broke into a separate garage area on the property and took numerous tools and ammunition belonging to Wellman.
2:14 p.m., Walmart Loss Prevention employee Larry Drewry reported he had two people detained for shoplifting at the Willows Walmart. Deputies responded and contacted the involved parties. Whitney Goodwin and Jeremiah Vega attempted to shoplift $751.60 worth of goods. Goodwin and Vega were past the registers and about to exit the store when stopped by Drewry. Walmart requested the pair be prosecuted for the theft. Drewry signed a citizen’s arrest form. Goodwin and Vega were taken into custody and then released. At the request of Drewry, Goodwin was also admonished for trespassing.
6:41 p.m., Deputy Ayres checked out a green Chevrolet S-10 that was parked at the Blue Gum Motel on Highway 99. The deputy located a stripped motorcycle frame in the bed of the truck. The motorcycle was found to be stolen out of Chico. The deputy located another stripped motorcycle frame nearby, with the vehicle identification numbers removed or altered. While on scene, a motorcyclist drove to the motel and then the deputy heard the engine turn off along with the headlight. The deputy illuminated this area with his flashlight and saw the motorcyclists pushing the motorcycle south on Highway 99. The motorcyclist was contacted by law enforcement officers around the corner near the old bar. The motorcyclist was identified as Nicholas Ruiz., who was detained. Ruiz was found to have a suspended driver’s license and was not endorsed for a motorcycle. The motorcycle he was driving had not been registered for several years. Ruiz was interviewed and released. The motorcycle Ruiz was driving was towed for being expired over six months and the stolen motorcycle was also towed, both by L&T Towing. The unidentified Suzuki frame was taken as evidence.
Thursday, Dec. 30:
12:14 a.m., Deputy Goodwin was detailed to a residence on North Culver Street in Willows for a report of a possible theft and battery. A victim reported a man, who she did not know well, entered her residence, stole money, hit her and left. The man was described as being Hispanic and wearing a dark shirt with jeans. The man was last seen traveling north from the residence on foot. Deputies conducted a check of the area. Deputy Goodwin located a man matching the description at the corner of West Willow and North Culver Streets. The man verbally identified himself as Jose Rodriguez Barrera. He denied the allegation and said he was out for a run. Deputy Ayres transported the victim to the scene and drove by with her in the back of the patrol vehicle. The woman positively identified Rodriguez as being the suspect. Rodriguez was detained. Deputy Goodwin spoke with the victim. The victim alleged Rodriguez came to the residence and they had sexual intercourse. During this time, the intercourse became nonconsensual, and Rodriguez allegedly forcefully continued. After an investigation, Rodriguez was arrested for rape by means of force and domestic battery. Rodriguez was transported to the Glenn County Jail, where he was booked.
4:36 a.m., Bonnie Mitchell called and reported the expected death of Anthony Razo, Sr., 59. Deputies and CalFire responded to the residence at 3600 County Road 305. CalFire personnel arrived on scene and confirmed the death. Deputies arrived on scene and found the decedent had a DNR on file. The decedent’s primary doctor was given permission to sign the death certificate. The next of kin, Jennifer Razo, was on scene at the time of law enforcement’s arrival. The decedent was released to the care of F.D. Sweet and Son, Willows.
9:04 p.m., Deputy Ayres responded to 333 Yuba Street for a request for a welfare check on a father and his nine-year-old son. The father was believed to be under the influence of drugs. Deputy Ayres contacted the father, Devin Machado. After an on-scene investigation, Machado was arrested for allegedly being under the influence of a controlled substance and later charged with felony child endangerment. The nine-year-old was detained and released to CPS. Machado was booked into Glenn County Jail.
Friday, Dec. 31:
3:28 p.m., Sergeant Draper responded to the area of Yolo and Willow in Willows for the report of a man yelling and walking through the alley. Sergeant Draper located Lucky Wyatt in the area, matching the description. Wyatt displayed obvious symptoms of being under the influence of a central nervous system stimulant. After investigation, Wyatt was arrested for allegedly being under the influence. He was transported and booked into the Glenn County Jail.
