12:05 a.m., Anthony Ryan Rowland, 26, of Willows, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant, threatening to commit a crime with intent to terrorize, and false imprisonment (all felonies). Bail was set at $185,000. He was taken into custody at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

1:15 p.m., Gabriel Lopez Baeza, 42, of Willows, was committed to the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony). He was taken into custody at 175 North Villa Avenue, Willows, by a Glenn County probation officer.

3 p.m., Cheynne Renee Heavrin, 27, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $20,000. She was taken into custody at 4536 County Road FF, Orland, by a Glenn County probation officer.

9:19 p.m., Jasmin Paniagua, 26, of Chico, was booked into the Glenn County Jail on a Colusa County warrant alleging possession of drugs or alcohol in a prison or jail, and violation of probation (both felonies). Bail was set at $40,000. She was taken into custody at Walmart, 470 North Airport Road, Willows, by a Glenn County Sheriff’s deputy.

Thursday, April 21:

8:11 a.m., Sarah Pauline Gonzales, 37, of Colusa, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors). Bail was set at zero. She was taken into custody at 8071 Highway 162, Princeton, by a Glenn County Sheriff’s deputy.

11:45 a.m., Brian Lee Barnard, 51, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), possession of a controlled substance for sale (a felony), possession of ammunition by a prohibited person (a felony), and felony violation of probation. Bail was set at $60,000. He was taken into custody at 73 East Chapman Street, Orland, by a Glenn County probation officer.

11:45 a.m., Larry Lee Barnard, 71, of Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), possession of a controlled substance for sale (a felony), and possession of ammunition by a prohibited person (a felony). Bail was set at $25,000. He was taken into custody at 73 East Chapman Street, Orland, by a Glenn County probation officer.

11:25 p.m., Andy Kao Saechao, 27, of Willows, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors). Bail was set at zero. He was taken into custody at 225 North Tehama Street, Willows, by a Glenn County Sheriff’s deputy.

Friday, April 22:

10 a.m., Joshua Everett Vallerga, 19, of Chico, was committed to the Glenn County Jail without bail on charges of battery of a correctional officer by gassing (a felony), and felony vandalism to a jail. He was taken into custody at the Willows branch of the Glenn County Superior Court by a Glenn County Sheriff’s deputy. At the jail at 10:16 p.m. on Saturday, April 23, Vallerga was found to have two no-bail Butte County Superior Court warrants alleging felony burglary, and failure to appear on a felony charge.

12:09 p.m., Chris Leroy Laughlin, 60, of Magalia, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody at Glenn Medical Center, Willows, by a Glenn County Sheriff’s deputy.

1:20 p.m., Joshua John Welter, 40, of Willows, was booked into the Glenn County Jail on charges alleging cruelty to an elder or dependent adult with likely great bodily injury or death (a felony). Bail was set at $10,000. He was taken into custody at Walmart, 470 Airport Road, Willows, by a Glenn County Sheriff’s deputy.

3:20 a.m., Travis Zachary Rich, 28, of Corning, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $5,000. He was taken into custody in the 100 block of East Yolo Street by an Orland police officer.

5:32 p.m., Duane Milton Hubbard, 71, of Orland, was booked into the Glenn County Jail on charges alleging assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony). Bail was set at $25,000. He was taken into custody at 4582 Highway 99, Orland, by a Glenn County Sheriff’s deputy.

Sunday, April 24:

4:30 p.m., Wilman Jeovany Soto, 31, of Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody in the 100 block of Fifth Street by an Orland police officer. At 7:08 a.m. on Monday, April 25, he was found to have a Harris County, Texas, Superior Court warrant alleging indecent sexual contact with a child (presumably a felony, although the media release does not explicitly say so). Bail was set at $888,888.

11:06 p.m., Jason Ray Conner, 44, of Portland, Ore., was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 1301 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.

Monday, April 25:

9:30 a.m., Gavin Victor Clay, 36, of Sacramento, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge. Total bail was set at $70,000. He was taken into custody at the Placer County Jail by a Glenn County Sheriff’s deputy.

9:44 a.m., Tina Dry, 40, of Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors). Bail was set at zero. She was taken into custody on County Road 20 at County Road K by a Glenn County Sheriff’s deputy.

1:41 p.m., Kirk Franklin Hubbard, 47, of North Highlands, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $14,000. He was taken into custody at the Glenn County Sheriff’s Office, Willows, by a Glenn County Sheriff’s deputy.
