Search, chase end in arrest

You can run but you cannot hide – and Joshua Frailey, 22, of Orland, did a lot of running late Thursday evening.

According to the Orland Police Department’s log, at about 4:44 p.m. on October 31, Orland police officers attempted to contact Frailey, “who was wanted on several no-bail felony warrants.

“Frailey fled from officers, jumped several fences, and attempted to escape in a vehicle. Frailey was captured in the 40 block of East Chapman Street without further incident.”

Actually, there was quite a bit more to the incident than this. At about a quarter to five, a great deal of chatter erupted on the police scanner regarding a man who was running from the police in the area of the fairgrounds and south of there.

From the fairgrounds, he ran south and crossed South Street, where he jumped several fences in an attempt to evade police. He stayed south of South Street and gradually moved west.

His clothing description was given, and it was mentioned that he was carrying a backpack.

Five or 10 minutes after 5 p.m., this reporter decided to drive over to the general area where the search was taking place. As the reporter was heading west on South Street, approaching Super Shopper, a man with a backpack ran out from the properties on the south side of the street and jumped into a red Mitsubishi that was traveling east.

An Orland police unit was not far behind. A witness shouted to the officer that the man was in the red car just ahead.

The Mitsubishi had turned north and soon came to a stop on East Chapman Street just east of Walters Street. This reporter did not witness it, but apparently the man jumped out of the car and attempted to run again.

A K-9 was brought out and the man was detained. An officer was overheard saying that the K-9 almost bit the man.

The man was coughing excessively while he was sitting in the back of the patrol unit. Officers talked with each other about how much running the man had done prior to his capture.

An ambulance was called to the scene as a precaution. A medic checked him out and soon left.

The woman who had been driving the Mitsubishi remained on-scene for several minutes. She was eventually allowed to leave.

The man, now known to be Joshua Frailey, was arrested and transported to the Glenn County Jail. He was booked on charges alleging obstructing or resisting a public service official (a misdemeanor), violation of post-release community supervision (a felony), possession of a controlled substance (a misdemeanor), and possession of controlled substance paraphernalia (a misdemeanor). He was held without bail on these charges.

He was also held without bail on a Tehama County Superior Court warrant alleging vehicle theft (a felony), and a Glenn County Superior Court warrant alleging violation of post-release community supervision (a felony).

He was also arrested on another Glenn County Superior Court warrant alleging failure to appear on a misdemeanor charge. Bail on this warrant was set at $20,000.
