Friday, January 17:

2:59 a.m., Zachary Paul Wood, 19, of Jamestown, Calif., was booked into the Glenn County Jail on charges alleging driving while under the influence of a drug (a misdemeanor). Bail was set at $5,000. He was taken into custody on the northbound side of Interstate 5, just north of County Road 39, by a California Highway Patrol officer.

10:45 a.m., Armando Garcia, 31, of Orland, was remanded to the Glenn County Jail without bail for forging or altering a vehicle registration (a felony), violation of a court order to prevent domestic violence (a misdemeanor), and disobeying a court order (a misdemeanor). He was taken into custody at the Glenn County Superior Court by a Glenn County Sheriff’s deputy.

3:08 p.m., Kindra Louise Sargent, 50, of Orland, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $5,000. She was taken into custody at 4021 Highway 99, Orland, by a Glenn County Sheriff’s deputy.

5 p.m., Madison Marie Capuano, 25, of Paradise, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $30,000. She was taken into custody at the Butte County Jail by a Glenn County Sheriff’s deputy.

6:59 p.m., Cole Wesley Entz, 30, of Willows, was committed to the Glenn County Jail without bail for disobeying a court order. He was taken into custody at the jail by a Glenn County Sheriff’s deputy.

Saturday, January 18:

2:19 a.m., Gerardo Perez-Sanchez, 22, of Willows, was booked into the Glenn County Jail on charges alleging battery with serious bodily injury (a felony). Bail was set at $50,000. He was taken into custody at 516 North Colusa Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 1:32 a.m. on January 18, Jaime Kessler called the Glenn County Sheriff’s Office to report shots heard from the residence at 516 North Colusa Street in Willows. Deputies arrived at the address and found an involved party, Arturo Perez. Perez had obvious injuries to his face and was uncooperative. Deputies made call-outs into the residence and Gerardo Perez and Alexis Hernandez came out. Deputies initiated an investigation.

Sunday, January 19:

1:23 p.m., Cole Michael McLean, 24, of Willows, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant (a felony). Bail was set at $25,000. He was taken into custody at 5250 Highway 162, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 11:28 p.m. on January 19, Deputy Gonzalez was dispatched to 1333 West Sycamore Street, Willows, to conduct a welfare check on a possible domestic violence victim. The incident occurred the night prior. After Deputy Gonzalez spoke with the victim, Deputy Gonzalez contacted the suspect, the boyfriend of the victim, at his place of employment. The suspect was Cole Mclean, and he was arrested for alleged domestic violence.

Monday, January 20:

12:18 a.m., Khristine Stephanie Grounner, 39, of Willows, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor), and assault with a deadly weapon other than a firearm (a felony). Bail was set at $30,000. She was taken into custody at 131 South Sacramento Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 11:34 p.m. on January 19, deputies responded to 131 North Sacramento Street on an open 911 call. Deputies contacted a person (whose identity was properly kept confidential) and Khristine Grounner. Deputies conducted an investigation for domestic violence. Grounner was later placed under arrest for alleged domestic violence and assault. Grounner was transported to the Glenn County Jail, where she was turned over to jail staff for booking.

8:54 p.m., Jorge Nava Duran, 39, of Orland, was booked into the Glenn County Jail on charges alleging vehicle theft (a felony). Bail was set at $10,000. He was taken into custody at 1463 Holly Drive by an Orland police officer.

According to the Orland Police Department’s log, at about 3:28 p.m. on January 20, Miguel Nava, 34, of Orland, reported his 2000 Chevy Silverado 1500 had been stolen. Following an investigation, Jorge Nava Duran, 40, of Orland, was arrested and booked for allegedly taking a vehicle without the owner’s consent.

10:51 p.m., Autumn Marie Anker, 26, of Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000. She was taken into custody at 470 Second Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 10:36 p.m. on January 20, deputies were dispatched to a report of a verbal disturbance on Second Street in Willows. Deputies contacted the reporting party, Juan Ramos, who said his brother, David Ramos, had been in a verbal argument with Autumn Anker, David’s girlfriend. Deputies contacted Autumn Anker and David Ramos, who said they had been in an argument over relationship matters. Glenn County Sheriff’s Communications said Anker was the restrained party in a peaceful contact order with David Ramos. Anker was later arrested for alleged violation of the restraining order. She was booked into the Glenn County Jail.

Update on murder of former Willows student, firefighter

Murder victim Brian Herman Ceccon Gonzi

Glenn County Observer

In late March of 2022, Brian Herman Ceccon Gonzi, just 23 at the time, was shot in Buckeye, Arizona.

Days later, he died from his injuries.

Gonzi, who had moved to Arizona, was formerly a student at Willows High School and formerly a member of the Willows Fire Department.

At the time he was shot, Gonzi had been riding in a vehicle with one Jose Esteban Mendoza and Mendoza’s girlfriend.

Mendoza and his girlfriend began to argue, and Gonzi attempted to intervene.

Mendoza and Gonzi began to fight.

When the three arrived at a residence (presumably Mendoza’s), Mendoza went inside, retrieved a firearm, and shot Gonzi.

Gonzi died in a hospital on April 1, 2022.

The Glenn County Observer has learned that Mendoza pled guilty to second-degree murder, aggravated assault with a deadly weapon, aggravated assault-impeding breathing and possession of a weapon by a prohibited person.

On August 2, 2024, he was sentenced to no more than 25 years in state prison, with credit given for time served (two years and two months).

Steven Fetscher, 70, of Paso Robles, died in a vehicle accident on Interstate 5 in southern Glenn County.

Cathlene Lewis, 64, of Torrance, died in a vehicle accident on Interstate 5 in southern Glenn County.

Monday, January 6:

A five-year-old child died at Willows Medical Center.

Tuesday, January 7:

Orland resident Salvador Trujillo Flores, 90, died in Orland.

Tuesday, January 14:

11:36 a.m., Heather Rae Ann Raygoza, 37, of Orland, was booked into the Glenn County Jail on charges alleging false imprisonment (a felony). Bail was set at $10,000. She was taken into custody at 4219 County Road K, Orland, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 10:49 a.m. on January 14, Thomas Kerner called the GCSO and reported Heather Raygoza had used her vehicle to block the only driveway to his residence at 4219 County Road K, Orland. Deputies arrived on scene and contacted Kerner and Raygoza, and initiated an investigation. At the conclusion of the investigation, Raygoza was taken into custody for alleged false imprisonment. She was transported to the Glenn County Jail and booked.

11:50 a.m., Riley Joseph Nelson, 22, of Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor), obstructing or resisting an executive officer (a felony), using or being under the influence of a controlled substance (a misdemeanor), and bringing alcohol or a controlled substance into a prison or jail (a felony). Bail was set at $45,000. He was taken into custody at 29 East Colusa Street by an Orland police officer.

According to the Orland Police Department log, at about 11:35 a.m. on January 14, Orland police officers responded to a report of a man who was under the influence and causing a disturbance at a residence on East Colusa Street. Following an investigation, Ryley Nelson, 22, of Orland, was arrested and booked for allegedly being under the influence of a controlled substance, resisting arrest with violence, and bringing a controlled substance into a jail.

Wednesday, January 15:

3:43 a.m., Hugo Olivera-Moreno, 29, of Orland, was booked into the Glenn County Jail on charges alleging burglary, and robbery (both felonies). Bail was set at $130,000. He was taken into custody at 4445 County Road M 1/2 by an Orland police officer.

According to the Orland Police Department log, at about 2:29 a.m. on January 15, Orland police officers responded to a report of a burglary that had just occurred at the Woodward Family Apartments, 203 East Swift Street. Alma Hawkinson, 44, alleged her ex-boyfriend, Hugo Olivera-Moreno, 30, broke into her apartment through the window and stole her cell phone. After an extensive search, officers located Olivera-Moreno in the Orland area. Olivera-Morena was arrested and booked for burglary, and Hawkinson’s property was seized and returned to her.

6:30 a.m., Oscar Resendez-Vasquez, 42, of Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $55,000. He was taken into custody at the Tehama County Jail by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 7:47 p.m. on June 12, 2022, a confidential victim reported a domestic violence incident that occurred at an address on County Road KK in Orland. Deputy Lourenzo responded and contacted the confidential victim, who alleged he or she was assaulted by Oscar Resendez-Vasquez, of 4156 County Road KK, Orland, resulting in visible injury to his or her face and arms. An investigation was initiated and a report was taken. Deputy Lourenzo was ultimately unable to locate the suspect during the call for service.

According to the Orland Police Department log, at about 3:21 p.m. on August 11, 2024, Orland police officers contacted Oscar Resendez-Vasquez, 42, of Orland, on Highway 99 at County Road 8. Resendez-Vasquez was arrested and booked for a felony Glenn County warrant.

According to Glenn County Jail records for August 11, the warrant alleged infliction of corporal injury on a spouse or cohabitant (a felony). Bail was set at $25,000.

According to Glenn County Superior Court records, on August 16, 2024, Resendez-Vasquez pled not guilty to the charge. On the same date, he was apparently released on his own (supervised) recognizance. On September 18, a warrant for his arrest was issued. As stated at the beginning of this item, he was booked into the Glenn County Jail on January 15. On Friday, January 17, another O/R hearing was held. (During a call to the Glenn County Jail Friday evening, it was learned that Resendez-Vasquez was still in custody.) A preliminary hearing is scheduled for 8:30 a.m. on January 22.

3:28 p.m., Vanessa Valentina Garcia, 43, of Orland, was booked into the Glenn County Jail on charges alleging giving false identification to a peace officer, loitering on private property, possession of controlled substance paraphernalia, and unlawful possession of tear gas or a tear gas weapon (all misdemeanors), and the following warrants: a Willows warrant alleging failure to appear on a misdemeanor charge; a Butte County warrant alleging failure to appear after giving a written promise (a misdemeanor); another Butte County warrant alleging failure to appear after giving a written promise (a misdemeanor); a Shasta County warrant alleging failure to appear on a felony charge; and another Shasta County warrant alleging failure to appear on a felony charge. Bail for the fresh charges was set at $0. Total bail on four of the five warrants was set at $122,000. The fifth warrant, out of Shasta County, was a no-bail warrant. She was taken into custody at County Road 15 and Papst Avenue by an Orland police officer.

3:44 p.m., Joseph Raywyne Broussard, 44, of Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $20,000. He was taken into custody at County Road 15 and Papst Avenue by an Orland police officer.

According to the Orland Police Department log, at about 3:14 p.m. on January 15, on County Road 15 at Papst Avenue, Orland police officers contacted Vanessa Garcia, 42, and Joseph Broussard, 43, both of Orland. Following an investigation, Garcia was arrested and booked for allegedly being a felon in possession of tear gas, false identification, loitering, and numerous felony and misdemeanor warrants out of Glenn County, Shasta County, and Butte County. Broussard was arrested and booked for a misdemeanor Glenn County warrant.

Thursday, January 16:

12:05 p.m., Ronald Eugene Irvin, 64, of Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor). Bail was set at $0. He was taken into custody at 711 Sixth Street by an Orland police officer.

According to the Orland Police Department’s log, at about 12:03 p.m. on January 16, at the AutoZone, 711 Sixth Street, an Orland police officer initiated a traffic enforcement stop on black 2008 Ford F150 towing a trailer. Following an investigation, Ronald Irvin, 63, of Orland, was arrested and booked for allegedly resisting/delaying a peace officer. The truck and trailer were towed and stored.

Obituary: Rachel Quintana Quintana, 45

Rachel Quintana died in Willows on Wednesday, December 25, 2024. She was born in Redwood City on September 15, 1979.

She lived in Redwood City for most of her life before moving to Willows in May of 2024. Her decision to relocate was driven not only for her love for the area but by a desire to provide a better life for her children.

Sadly, cancer cut her life short, but the impact she made on those around her will long be remembered.

Her life was marked by a deep love for her family and a passion for gardening and cooking. She enjoyed nurturing both flowers and vegetables in her garden and cherished preparing meals for her loved ones.

Above all, she was a devoted mother to her three children, Dominic, Savannah, and Delilah, whom she always put first, striving to create a safe and loving home for them.

She is survived by her children, Dominic, Savannah, and Delilah; and her younger brother, Shiloa. She was preceded in death by her father, Steve; her mother, Joyce; and her older brother, Steve.

Rachel’s loved ones agree, her legacy of love, strength, and devotion to her family will live on in the hearts of all who knew her.

1:09 p.m., Michael Dwayne McMillen, 70, of Willows, was booked into the Glenn County Jail on charges alleging willful discharge of a firearm in a grossly negligent manner (a misdemeanor). Bail was set at $0. He was taken into custody at 446 South Shasta Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 12:41 p.m. on January 11, deputies were dispatched to the residence behind the Willows Fire Department for a report of a person who allegedly shot his dog. Deputies contacted the involved parties at 446 South Shasta Street. After an investigation, Michael McMillen was placed under arrest.

Sunday, January 12:

2:18 p.m., Rafael Ruiz-Salamanca, 31, of Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $5,000. He was taken into custody at Eighth and South Streets by an Orland police officer.

According to the Orland Police Department’s log, at about 2:35 p.m. on January 12, on Eighth Street at South Street, an Orland police officer initiated a traffic enforcement stop on a black 2013 Honda Civic. Following an investigation, Rafael Ruiz Salamanca, 31, of Orland, was arrested and booked for a misdemeanor Glenn County warrant.

4:04 p.m., Levi Joshua Byerly, 30, of Orland, was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor), and a warrant alleging failure to appear on a misdemeanor charge. Bail for the fresh charge was set at $0, while bail for the warrant was set at $20,000. He was taken into custody at 4582 Highway 99 by an Orland police officer.

According to the Orland Police Department’s log, at about 3:59 p.m. on January 12, Orland police officers contacted Levi Byerly, 30, of Orland, at the Shady Oaks Mobile Home Park, 4582 Highway 99. Following an investigation, Byerly was arrested and booked for a misdemeanor Glenn County warrant and possession of paraphernalia.

7:41 p.m., Thomas Richard Keller, 56, of Folsom, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on County Road 57 at the southbound Interstate 5 offramp by a California Highway Patrol officer.

Monday, January 13:

11 a.m., Tyler James Novack, 33, of Willows, was booked into the Glenn County Jail on two warrants alleging failure to appear on a felony charge. Total bail was set at $80,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

Search and Rescue finds two missing brothers

Two brothers who were reported missing were found lost, stranded and separated from each other in the Mendocino National Forest late last week.

At about 4:29 p.m. on Friday, January 10, Apple SOS Emergency reported receiving an SOS from Alan Campos-Rodriguez, 37, of Lakewood, Calif., stating he and his brother, Ivan Campos-Rodriguez, 33, also of Lakewood, Calif., were stranded in their vehicle (a Toyota Rav4) in the Mendocino National Forest.

They had gotten stuck in a water crossing.

A records check revealed that both had been reported as missing persons.

Glenn County Sheriff’s Sgt. Owens and Glenn County Search and Rescue responded and ultimately located Alan and the vehicle.

Both Alan and Ivan had been stranded and lost since Monday, January 6.

Furthermore, Alan and Ivan had become separated prior to Sgt. Owens’ and Search and Rescue’s arrival.

CHP was contacted and flew the area in efforts to locate Ivan, to no avail.

Search and Rescue stood by through the night and maintained the integrity of any evidence needed for a ground search.

Alan was transported to Willows to a local hotel.

On the morning of Saturday, January 11, the Glenn County Search and Rescue ground searching team deployed along with their drone team.

At approximately 2:26 p.m., Ivan found an area with cellular reception, called the sheriff’s office, and his location was obtained.

Search and Rescue responded and located Ivan, who was transported into Willows and reunited with his brother.

The Campos-Rodriguezes were traveling on non-maintained roads, using Google Maps. They were in an area where local services and cellular reception were miles away, across steep, treacherous terrains.

Glenn County Search and Rescue urges, “Please be aware of your surroundings and if you are ever traveling on non-maintained roads without a vehicle designed for such, do not risk your life or others.

“Turn around.”

Friday, January 10:

2:30 p.m., Cory Ray Ingle, 35, of Sacramento, was booked into the Glenn County Jail on a warrant alleging vehicle theft (a felony), driving while under the influence of alcohol (a misdemeanor), and failure to appear on a felony charge. Bail was set at $40,000. He was taken into custody at the Sacramento County Jail by a Glenn County Sheriff’s deputy.

According to a Glenn County Jail media release from almost four years ago, on April 20, 2021, Cory Ray Ingle, then 31, a laborer who lives in Sacramento, was booked into the Glenn County Jail on charges alleging possession of stolen property (a felony), vehicle theft (a felony), driving while under the influence of alcohol and/or drugs (a misdemeanor), and driving while under the influence of alcohol (a misdemeanor). Bail was set at $30,000. He was taken into custody on the northbound side of Interstate 5, north of County Road 60, by a California Highway Patrol officer.

According to Glenn County Superior Court records, on April 20, 2021, Cory Ray Ingle was charged with possession of a stolen vehicle (a felony), taking a vehicle without the consent of the owner (a felony), and two counts of driving while under the influence of alcohol with a prior (a misdemeanor). On March 9, 2023, Ingle pled not guilty to all of these charges. Then, on April 19, 2023, he pled guilty to taking a vehicle without the consent of the owner, and one count of driving while under the influence with a prior.

On May 19, 2023, Ingles was sentenced to 120 days in the Glenn County Jail, with credit for time already served. He was also sentenced to three years of formal, supervised probation, with an end date of May 19, 2026. Court records indicate that Ingles violated the no-alcohol stipulation of his probation three times in Glenn County, on June 16, 2023, July 19, 2023, and September 15, 2023.

3:32 p.m., Jose Anthony Hernandez, 21, of Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at $0. He was taken into custody on Highway 99, north of County Road 33, by a California Highway Patrol officer.

3:34 p.m., Ariel Pantoia, 26, of Orland, was booked into the Glenn County Jail on charges alleging causing bodily injury while driving while under the influence of alcohol and/or drugs, and causing bodily injury while driving while under the influence of alcohol (both felonies). Bail was set at $80,000. He was taken into custody at Highway 99 and County Road 33 by a California Highway Patrol officer.
