Larry Judkins

Glenn County Observer

A dead man was discovered Thursday afternoon, March 27, inside an RV parked in the lot of a business on the west side of Orland.

Early in the afternoon, the Glenn County Sheriff’s Communications Center received a call from Jacob John Deherrera of Orland, who stated that he could see a man inside an RV parked at the Pilot Travel Center, 4444 Commerce Lane, and it didn’t look like the man was breathing.

Orland police officers were dispatched to the scene at approximately 1:44 p.m. and made entry to the RV.

At about 2:14 p.m., Westside Ambulance personnel confirmed that the man was deceased.

Glenn County Sheriff’s Deputy Mallon responded and initiated a coroner’s investigation.

The man was identified as Roderick Oran Deleon, 59, of Red Bluff.

His next of kin, Leonel Deleon, father of the deceased, was notified of the death by officers with the Anacortes Police Department in the State of Washington.

The body of the deceased was released to Sweet-Olsen Family Mortuary of Orland.

Woman dies in Sunday morning vehicle crash

By Larry Judkins

Glenn County Observer

A woman died Sunday morning following a single-vehicle traffic accident north of Artois.

According to the California Highway Patrol’s traffic incident page, a call was received at 6:48 a.m. of a “vehicle vs. pole” collision at Highway 99 and County Road 27.

The Glenn County Sheriff’s communications center began dispatching emergency responders at about 6:51 a.m.

The sheriff’s dispatch told a responding deputy, “Be advised, I do have 11-41 [ambulance] and fire enroute.”

She then added, “He did say the male was on the ground next to the vehicle, not breathing.”

A slightly more precise location was given for the accident: “99, north of 27.”

At 6:53 a.m., Artois fire vehicle 61 was reported to be responding.

A deputy stated that the pole involved was a power pole, with “lines down, covering the roadway.”

The dispatcher told the responding firefighters to acknowledge the hazard at the accident scene. They did so.

The CHP traffic incident page stated that at 7:10 a.m., “Both lanes blocked pole down and wires across both lanes”.

At 6:55 a.m., firefighters with Artois Fire Department Rescue Unit 79 said they were responding. Vehicle 75 responded seconds later.

A deputy said the person next to the vehicle was an “X-ray” (coptalk for “woman”) and she was “unresponsive”.

“CPR in progress,” the deputy added.

Rescue 79 arrived at the scene at 6:59 a.m. Unit 75 arrived a short time later.

The accident victim was pronounced deceased at 7:04 a.m.

Moments later, a deputy asked the dispatcher if there was an ETA for PG&E.

The dispatcher replied that the ETA was 30 minutes.

At approximately 7:13 a.m., F.D. Sweet and Son Mortuary was called to the scene.

At 7:26 a.m., Artois fire volunteers were released from the scene. At 7:33, they were “back in quarters.”

The vehicle involved in the accident, which reportedly sustained major damage, was removed from the scene by L&T Towing.

Assuming that the weather conditions at Highway 99 and County Road 27 were the same as the conditions in Orland at that time, it was rainy and the road was wet. This is all the information that was available as of mid-afternoon on Sunday.

The Graybar Hotel: “Rest Easy With Us”

Here is a list of the bookings into the Glenn County Jail, with information provided by jail personnel, the Glenn County Sheriff’s log, and the Orland police log. Remember: Everyone accused of a crime is presumed innocent until proven guilty in a court of law.

Tuesday, March 25:

2:13 p.m., Jacob Todd Smith, 54, of Orland, was booked into the Glenn County Jail on a Glenn County Superior Court warrant alleging disobeying a court order (a misdemeanor). Bail was set at $20,000. He was taken into custody at Second and Walker Streets by an Orland police officer.

The Orland Police Department’s log for 2:13 p.m. on March 25, 2025, says only that Orland police officers contacted Jacob Smith, 54, of Orland, on Second Street at Walker Street. Smith was arrested and booked for a misdemeanor Glenn County warrant.

However, according to the Orland Police Department’s logs for July 26, 2023, Autumn Smith, 40, reported her brother, Jacob Smith, 52, had made criminal threats to her. The incident occurred in the 600 block of Second Street.

According to Glenn County Superior Court records, on July 26, 2023, Jacob Todd Smith was charged with making criminal threats (a misdemeanor). On October 10, 2023, he was arraigned. On November 7, 2023, he pled guilty. On December 19, 2023, he was sentenced to three years’ formal (supervised) probation, to end on December 19, 2026. On January 21, 2025, a bench warrant was ordered for violation of probation. And on March 26, 2025, Smith was to be arraigned for failure to appear. On Tuesday, April 1, a hearing is scheduled for admission or denial of violation of probation.

4 p.m., Levi Joshua Byerly, 30, of Orland, was booked into the Glenn County Jail on two Glenn County Superior Court warrants alleging failure to appear on a misdemeanor charge. Total bail was set at $40,000. He was taken into custody at 20 East Yolo Street by an Orland police officer.

The Orland Police Department’s log for 4 p.m. on March 25, 2025, says only that Orland police officers contacted Levi Byerly, 30, of Orland, at 20 East Yolo Street. Byerly was arrested and booked for two misdemeanor Glenn County warrants.

However, police scanner traffic seemed to indicate that Orland police officers initially responded to the East Yolo address after receiving a report of a domestic disturbance there. Byerly was reportedly in the garage, shouting and banging on the walls. Before arriving at the scene, officers were not sure whether they should enter from the street for from the alley just south of the street.

The OPD’s log for November 11, 2024, states that Orland officers contacted Levi Byerly, 30, of Orland, in the 1000 block of South Street. Following an investigation, Byerly was arrested and booked on charges alleging violation of probation, possession of a controlled substance, and possession of drug paraphernalia.

According to Glenn County Superior Court records, on November 11, 2024, Byerly was charged with possession of a controlled substance, and possession of drug paraphernalia (both misdemeanors). The next day, he was released on his own recognizance. On December 17, 2024, he was scheduled for a mandatory appearance for his arraignment, but was apparently a no-show because a bench warrant was ordered. He was in custody for his arraignment on January 14, 2025, but it appears that he failed to show up for a drug court review on March 4, and another bench warrant was ordered. Following his arrest on March 25, he was scheduled to be arraigned for failure to appear on March 26.

Also, according to the Orland Police Department’s logs, on May 23, 2024, Orland police officers were dispatched to the 20 block of East Yolo Street for a report of a trespass. Following an investigation, Levi Byerly, 29, of Orland, was arrested and booked for allegedly being under the influence of a controlled substance. And, according to the OPD’s logs, on May 30, 2024, Orland officers were dispatched to the 10 block of East Yolo Street for a report of a man looking into the windows of a residence. Officers contacted Levi Byerly, 29, of Orland. During the investigation, Byerly allegedly attempted to flee from officers on foot. He was quickly detained and placed under arrest on charges alleging being under the influence of a controlled substance, possession of a controlled substance, possession of drug paraphernalia, and resisting, obstructing, or delaying an officer. Byerly was booked into the Glenn County Jail.

According to Glenn County Superior Court records, after apparently being released on his own recognizance in late May, 2024, he was scheduled for a mandatory appearance for his arraignment on July 16, 2024, but was apparently a no-show because a bench warrant was ordered. (Sound familiar?) He was in custody for his arraignment on August 7, 2024, and he entered a plea of not guilty to all charges (he was not charged in court with resisting, obstructing, or delaying an officer) on August 20, 2024. A diversion review was scheduled for March 18, 2025, but he was apparently a no-show because a bench warrant was ordered. (Again, sound familiar?) Diversion was terminated and criminal proceedings were reinstated. Following his arrest on March 25, he was scheduled to be arraigned for failure to appear on March 26, as with the other case described above.

Wednesday, March 26:

8:41 a.m., Cynthia Araceli Carrillo, 23, of Orland, was booked into the Glenn County Jail on three warrants, two of which were Tehama County Superior Court warrants, while the jurisdiction for the third was not specified. The charges for one of the Tehama County warrants was alleged failure to appear on misdemeanor charges in connection with alleged possession of a controlled substance, and possession of controlled substance paraphernalia. Bail for this warrant was set at $25,000. The other Tehama County warrant alleged failure to appear on felony charges in connection with allegedly carrying a loaded firearm on her person, and allegedly committing forgery with intent to defraud. Bail was set at $7,000. This time, she was taken into custody at the Glenn County Probation Department by a probation officer.

According to the Glenn County Sheriff’s log, at about 8:28 a.m. on March 26, 2025, Cynthia Araceli Carrillo of Orland came into the Glenn County Jail lobby to turn herself in on her warrants. Deputy Mallon contacted Carrillo and confirmed the warrants. Carrillo was placed under arrest and transported to the Glenn County Jail for booking. Carrillo had a local misdemeanor bench warrant and two warrants out of Tehama County. One warrant was a felony bench warrant and the other was a misdemeanor bench warrant.

9:16 a.m., Michael Anthony Rogers, 41, of Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor), possession of a controlled substance (a misdemeanor), possession of a controlled substance without a prescription (a misdemeanor), possession of a driver’s license or identification with intent to commit forgery (a felony), acquiring an access card without the owner’s consent with the intent to sell or transfer it for the purpose of defrauding (a misdemeanor), and forging or altering a vehicle registration (a felony). Bail for this warrant was set at $5,000. He was taken into custody on Highway 99 at County Road 23 by an Orland police officer.

According to the Orland Police Department’s logs, at about 9:05 a.m. on March 26, 2025, Orland police officers contacted Michael Rogers, 41, of Orland, on Highway 99 at County Road 23. Following an investigation, Rogers was arrested and booked for two felony Tehama County warrants, a misdemeanor Butte County warrant, resisting arrest, possession of a controlled substance, possession of narcotics, registration fraud, possession of another person’s identification, possession of another person’s credit cards, and post-release community supervision violations.

9:43 a.m., Logan Jennings Smith, 37, of Willows, was booked into the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony). He was taken into custody at the jail by a Glenn County probation officer. (For additional information regarding Smith, see the 9:41 p.m. booking item in “The Graybar Hotel: Relax and rejuvenate”, and People vs. Logan Smith in “Strolling down the Halls of Justice”.)

Bail was set at $85,000. He was taken into custody on County Road 39, west of County Road T, by a California Highway Patrol officer.

Thursday, March 27:

2:37 p.m., Gustavo Delgado, 34, of Williams, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol (a misdemeanor). Bail was set at $5,000. He was taken into custody on Wood Street at Butte Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 2:01 p.m. on March 27, 2025, Sergeant Ramirez responded to the intersection of West Wood and Butte Streets in Willows for a traffic collision. Sergeant Ramirez arrived at the location of the accident and found a blue Ford F-150 and a white Lexus were involved in the collision. Obituary: Donnis Marie Plott, 96

With her children beside her, Donnis Marie Plott of Orland died peacefully in Chico on Tuesday, February 18, 2025. She was born in Los Angeles to Francis M. and Faye Hulbert on August 5, 1928.

At some time during her early childhood, the family moved to Kansas. Then, after her sister, Dorothy, was born, the family returned to Burbank in 1937.

Upon graduating from Burbank High School, she began her career in banking as secretary to the bank manager of Security First National Bank.

On a trip to Northern California to visit friends in 1949, she attended a dance at the Paradise Veterans Memorial Hall. There, she met the love of her life, Kent Plott, a dairyman from Vina.

They married on November 12, 1950. Inducted into the Army on January 1, 1951, Kent Plott was stationed in Oahu, and Donnis was fortunate to move with him and work there.

Upon discharge from the Army, they returned to Vina, where they started their family. Karen was born in 1953, Janet in 1954 and Eric in 1963.

Operating a dairy was a full-time job for all. Yes, Donnis learned to milk cows!

In 1970, the family moved to Orland and continued in the dairy business. Donnis returned to work for Bank of America in Corning and later in Chico.

Serving 30 years earned her the distinction and honor of “Founders Club”, which was celebrated in San Francisco. Donnis was extremely proud of the service she provided and the relationships she built with her clients, co-workers and community.

Donnis retired in 2000.

She joined the Corning Chapter of Beta Sigma Phi in 1979 and valued those longtime friendships.

As a member of the Orland Federated Church, she was active in the Morningstar Circle.

Donnis and Kent enjoyed time spent with their family and friends, and traveling in their RV.

Donnis is survived by her children, Karen (Dwayne) Landrum of Chico, Janet “JP” (Roger) Clark of Arizona, and Eric (Polly) Plott of Dayton; grandchildren Keith, Katie, Tyler, and Brad; sister Dorothy Vadney; sister-in-law Sharon Williams; and many beloved nieces and nephews.

She was preceded in death by her husband, Kent, who died in 2020. Donnis has been laid to rest next to him at the Vina Cemetery.

A memorial service to celebrate her life is set for 2 p.m. on Friday, March 28, at the Federated Church, 709 First Street, Orland.

In lieu of flowers, consider a donation to the Orland Federated Church or a favorite charity.
