Ruthanne Soeth died at her home in Willows on Tuesday, Nov. 29, 2022. She was born in Willard, Ohio, to John D. and Bonnie R. Minniear.
She graduated from South Central High School in Greenwich, Ohio, in June of 1969. She moved to California in 1973 and spent the past 43 years in Willows, where she enjoyed living on the family farm.
Her passion in life was her love for animals and the country life. She began and ended her life in a saddle.
Although she was skilled in bookkeeping, self-employment as a horse trainer best suited her for over 20 years. She worked with friends from the “ground to the saddle.”
When she wasn’t training or at a horseshow, you would find her on her mule, Charlotte, in the mountains, “enjoying God’s beauty with her friends.” She was very successful in the horse industry from the show saddle to the ranch saddle and her home is filled with memorabilia from her accomplishments.
She was a force to be reckoned with in the industry.
She was blessed with creativity and at one point in time had a business called The Farmer’s Daughter, where she hand-crafted wood décor. She could sew intricate show horse attire and make flower arrangements for family weddings.
She would be characterized by her friends as a true cowgirl, fiercely independent and tough as nails.
She is survived by her loving spouse of 41 years, David R. Soeth of Willows; daughter Leslie R. Culp of Willows; stepdaughter Amy Soeth of Scottsdale, Ariz., and her children, Jake and Skye; brother Steve Minniear (Rose) of Auburn; sister Linda Joseph (Jeff) of Artois; grandson Taylor Collins of Willows, CA, granddaughter Emma Jane (Pedro) Sanchez; great-grandchildren Treston, Ava, Bentley, and Audrina Sanchez of Willows; and extended family members in California, Ohio, Florida, Arizona, and Illinois, who will miss her.

Thursday, Dec. 8:
3:29 p.m., Markus Christopher Jackson, 22, of Glenn, was returned to the custody of the Glenn County Jail without bail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). He was taken into custody at Marshall Avenue and Oak Street, Willows, by a Glenn County probation officer.
While on her way home from her favorite restaurant, Elenita’s on West Wood Street in Willows, Marsha Dian Carvalho of Willows was tragically hit by a truck late Friday afternoon, Dec. 2, 2022. She died after being transported by a medical helicopter to Saint Elizabeth Community Hospital in Red Bluff.
She was born in Oakland to John and Dorothy Carvalho on May 13, 1941. Shortly after her birth, she moved with her parents to Willows, where she grew up and graduated from Willows High School.
Shortly after graduation, she married and moved to Sacramento, where she raised four children and then went back to school to earn her Psychiatric Technician License by her 50th birthday. She went on to work in her field at a number of facilities until she reluctantly retired at the age of 67, prompting her to move back to her hometown.
She loved to take daily walks around Willows both with and without Francine – her little Chihuahua dog. She spent her days crafting while enjoying her favorite TV shows: “90 Day Fiancé” and the Kardashians. She could often be heard commenting on the choices the TV personalities made.
She was always brutally honest, never one to be anything but direct.
Elenita’s was her home away from home. They treated her like the queen she was, and became an adoptive grandma to Tyson Lowe, who was very protective of her and always walked her home from the restaurant.
She touched so many lives with her wit and easy conversation. The loss has left a devastating void in the lives of those who had the good fortune to be in her life.
She is survived by her daughters Kim Orsi and Quincie Pratt; son John Forbes; six grandchildren; two great-grandchildren whom she had yet to meet; sisters Cindy Purinton and Debbie Weist; brother Jay Carvalho; and numerous other relatives and good friends. She was preceded in death by her parents, John and Dorothy Carvalho; and her son, Kevin Winter.
A viewing is scheduled from 2 to 4 p.m. on Friday, Dec. 16, at the F.D. Sweet and Son Funeral Home, 114 North Shasta Street, Willows.

Matthew Christopher Morris, lovingly known as Matt or Cooter, died unexpectedly on Tuesday, Nov. 29, 2022. He was born in Oroville to Larry and Joyce Morris on Oct. 14, 1984.
He grew up in Gridley with his two older siblings, Holly and Rob.
His love for trucks started at a young age. Growing up, you would always find him working on them and hanging out with his Uncle Max and Pepa.
After graduation, he decided to chase his dream and became a truck driver. Little did he know that chasing his dream would lead him to find the soul mate and love of his life, Jessie.
They were inseparable from day one and would soon marry on May 16, 2009. They immediately began to grow their family, welcoming their first-born, Baylee, to the world, then three short years later, the birth of Izzy would complete their family.
Matt was the most loving and devoted father and husband and would do absolutely anything for “his girls.” He loved riding quads with Baylee and having Izzy as his co-pilot in the truck every chance he got, passing on that love of trucking to her.
He cherished his girls and everything he did was all for them.
He is survived by his wife, Jessie, and daughters Baylee and Izzy of Willows; parents Joyce and Larry Morris of Gridley; brother Rob Morris of Missouri; sister Holly Morris of Kansas; in-laws Tom and Lanora Phelps of Willows; numerous nieces and nephews; and, of coarse, Uncle Max Walters of Biggs.
A celebration of life is planned for 4:30 p.m. on Dec. 10, at the Elks Lodge in Willows. The celebration is to be catered by one of Matt’s favorite Mexican restaurants, but if you would like to bring something, desserts are more than welcome.
Late Saturday night, Nov. 26, deputies responded to a report from a remote part of northwest Glenn County of a man threatening people with a shotgun.
Shortly after 10 p.m., deputies were dispatched to 3614 County Road 200, near the northern end of County Road 306. The reporting party, Brooke Marie Jennings, who lives at that address, said a man was threatening people with a shotgun and about eight people were trying to get him to come out of a vehicle in which he had taken refuge.
To complicate matters, a few minutes after making the call, the Jennings’ phone died. About five minutes later, the Glenn County Sheriff’s dispatcher reported that “calls to the reporting party are still going to voicemail.”
Deputies had trouble finding the address. One of them eventually said, “It’s going to be on north side of Newville road, just west [east?]of 306…. There’s two mailboxes outside. One of them is 3614…. It’s the first residence.”
Ten or 15 minutes after the initial call, Glenn County dispatch heard back from the reporting party. Jennings said the man in question is going to be parked by the barn on the property.
A couple of minutes later, deputies began arriving at the scene. A deputy said she had a visual on the vehicle at the barn, and there were two people at the vehicle.
The deputy said residents took the firearm from the person, later identified as Aaron James Sackett-Maxham, 22, of 13156 Round Valley Road, Paskenta, and she was going to give verbal commands to the people. A couple of minutes later, it was reported that the “subject is prone on the ground,” and a minute or so after that, one person was in custody.
Deputies on their way to the scene began reducing their response from Code 3 to Code 2. A little less than half an hour after the incident was reported, a sergeant arrived.
Roughly 40 minutes after the initial report of the incident, it was said that the Corning Police Department had “history” with Sackett-Maxham. When he was in high school, he allegedly had possession of a firearm on school grounds.
The dispatcher said Sackett-Maxham “has five rifles registered to his name.”
A deputy ran the serial numbers on three weapons: a Glock 19, a Winchester model 94, and a Derya Arms model VR-80. The Glock and Derya Arms “came back clear,” but there was some sort of “mix-up on records for the Winchester.”
During the investigation, it was learned Sackett-Maxham allegedly negligently discharged a firearm near several people after they attempted to prevent him from driving while intoxicated.
Deputies found the firearm used during the commission of the crime, in addition to an assault weapon with no serial number (a so-called ghost gun) with multiple high-capacity magazines.
In addition to Brooke Jennings, witnesses included Avery Nicholas Jennings, also of 3614 County Road 200; Derrick Eugene Hanaway of 864 I Street, Lincoln; Seanaigh Yrislolli Galia of 118 South Sonoma Street, Willows; Brittney Nicole Finch of 864 I Street, Lincoln; Ethan Emory Sims of 118 South Sonoma Street, Willows; Roger Thomas Carrillo of 13150 Bly Avenue, Corning; and Levi Alan Walkup of 1002 Benson Drive, Orland.
Sackett-Maxham was transported to the Glenn County Jail by the Glenn County Sheriff’s sergeant. He was booked on charges alleging possession of a high-capacity magazine (a misdemeanor), illegal possession of an assault weapon (a misdemeanor), owning a firearm without a serial number (a misdemeanor), and willful discharge of a firearm in a grossly negligent manner (a felony).
At about 10:34 a.m. on Saturday, Nov. 26, Gerald Rice reported a trespassing at 4067 County Road S, southeast of Orland. He said Tyler Fox arrived uninvited at the residence in a red Nissan pickup truck.
Glenn County Communications said Fox, 28, was the restrained party in a criminal protective order that protected Courtney Rose Spangler, who lives on County Road 8, northwest of Orland, and was at the Road S home.
Fox was also known to have three outstanding Glenn County warrants.
Deputies arrived and contacted Rice, who said Fox and Spangler had left the area together in the red Nissan pickup. The vehicle was last seen turning west onto County Road 24.
California Highway Patrol officers located the pickup and initiated a traffic stop. Fox failed to yield, and a vehicle pursuit ensued.
The vehicles headed to Orland, eventually traveling west on East South Street past Lely Park. At South Street and Papst Avenue, Fox reportedly failed to stop at the stop sign there.
The pursuit never seemed to qualify as a “high-speed chase.” The fastest speed heard on the police scanner was 36 miles per hour on Highway 99.
From South Street, Fox turned north on East Street. When he reached Yolo Street, he came to a full stop, then continued northbound.
He kept going north on East Street all the way to where it becomes Roosevelt Avenue. After Roosevelt completed its semicircle to the west, the vehicles turned right on Suisun Street.
They then turned onto Fourth Street, and shortly thereafter west on Monterey Street. From Monterey, Fox headed north on Sixth Street (Highway 99).
Someplace north of town, probably at some point between the Orland Arch in the south and the Swift Adobe marker in the north, and more likely immediately south of the marker, Fox left Highway 99 and began driving north on the railroad tracks. A moment later, a deputy said they were going northbound toward the creek, just east of the railroad tracks.
Law enforcement officers began plugging some of the more obvious holes where Fox could leave the area. Officers stationed themselves on Roosevelt Avenue near the high school and on Papst Avenue near Bryant Street.
Roughly 10 minutes into the pursuit, a deputy reported they were going through the “rock quarry,” presumably the Orland Sand and Gravel property. Half a minute later, the deputy said Fox had exited the property, and he added that he and the CHP were checking the area south of the property.
Having lost sight of the red pickup, the deputy reported that he and the CHP were now on foot, going toward the creek from the railroad tracks. Another deputy informed them that Fox is currently living in the creek bed near the continuation school off Roosevelt Avenue.
Later, an Orland police officer said that Fox’s encampment is about 200 yards northeast of the school farm.
The deputy and CHP officers on foot in the creek bed were told that Fox had abandoned his pickup and was now on foot. The deputy, Grant Lemmon, said he was going back to the high school (continuation school) to enter the creek from there.
Approximately 25 minutes after the chase began, the CHP’s airplane was in the area. About 40 minutes after the start of the pursuit, Deputy Lemmon said he was “out with the vehicle,” and was about a mile away from his truck.

The CHP pilot suggested everyone start checking encampments (“There are several in the area …”), and he will guide them in. A few minutes later, the pilot told Deputy Lemmon that there were many “encampments to the west of where you are.”
A little more than 50 minutes after the initiation of the chase, it was announced that officers had Fox at gunpoint. A few minutes later, Deputy Lemmon told the CHP pilot, “I don’t think anyone is outstanding. Thank you for the assist.”
The pilot replied, “Any time.”
Spangler was found with Fox at the transient camp at Stony Creek. Spangler said that Fox arrived at the residence on County Road S and begged her to leave with him.
Spangler said she ultimately gave in and got into the vehicle with Fox. Spangler was aware of the restraining order and was not forced into the vehicle.
Fox told deputies he was aware of the restraining order, but he just wanted to spend time with Spangler.
Tyler James Fox was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and evading a peace officer with wanton disregard for safety (a felony), and warrants alleging failure to appear on a felony charge, and failure to appear on a misdemeanor charge. Total bail was set at $104,000.
On Tuesday, Nov. 29, the Glenn County District Attorney’s Office officially charged Fox with evading a peace officer with wanton disregard for safety (a felony), violation of a court order to prevent domestic violence (a misdemeanor), and driving with a suspended license (a misdemeanor).
At about 6:45 a.m. on Friday, Nov. 25, the day before the chase and creek bed search, in the 100 block of Sixth Street in Orland, an Orland police officer was flagged down by a man who alleged Tyler Fox attempted to steal a Jeep in the area and fled north through an orchard (presumably on foot). Officers searched the area for Fox but were unable to locate him.
Officers also attempted to contact the owner of the Jeep but were unsuccessful.
Two years earlier to the very month, while on routine patrol near the Shady Oaks Trailer Park north of Orland, a deputy stopped a vehicle for expired registration and a defective brake light.
The driver was identified as Tyler Fox. A records check showed Fox’s driver’s license was suspended and he had a warrant for his arrest.
Fox was arrested for the warrant. After further investigation, it was determined the vehicle Fox was driving was reported stolen.
Fox was arrested and transported to the Glenn County Jail for the warrant and vehicle theft.
Listed in the sheriff’s log as an “involved party” in this incident was Courtney Rose Spangler.
In early July of this year, the Glenn County District Attorney’s Office issued a news release that included The People v. Tyler Fox. It stated that the defendant was convicted of corporal injury to a cohabitant (a misdemeanor) and was found in violation of probation on five separate cases.
Fox was sentenced to 231 days in jail, 52 weeks of batterers’ treatment classes, and three years’ probation. Simple mathematics suggest that had Fox been jailed relatively soon after his sentencing, he would have still been in custody when the chase and search occurred on Saturday, Nov. 26.
In January of this year, Deputy Thompson was dispatched to a report of a domestic violence incident that occurred earlier that day outside of Orland. Deputies responded to Glenn Medical Center and contacted Courtney Spangler.
Spangler reported she had been assaulted by her boyfriend, Tyler Fox. The incident had been reported by a witness, but at that time both Spangler and Fox hid from the responding deputies.
A report was taken at GMC, and deputies attempted to find Fox at his last known place of residence, but were unsuccessful.
Back in early 2014, Fox pled no contest to misdemeanor battery against a spouse or cohabitant. And in June of 2019, Fox was the respondent in a domestic violence case where Kelli L. Blauert, Fox’s mother, was the petitioner.
A call by The Glenn County Observer to the Glenn County Jail late Tuesday afternoon, Nov. 29, revealed that Fox was still in custody.

9:52 a.m., Mike Chester Dacey, 40, of Willows, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant (a felony), and violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $30,000. He was taken into custody at 2584 County Road I, Willows, by a Glenn County Sheriff’s deputy. At 12:40 p.m., he was also returned to the custody of the jail without bail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor).
11:35 a.m., Alisa Christine Chambers, 41, of Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $7,000. She was taken into custody at 745 Paigewood Drive, apt. #45, by an Orland police officer.
12:10 p.m., David Francis Sullivan, 22, of Alameda, was booked into the Glenn County Jail on a warrant alleging child stealing (a felony). Bail was set at $20,000. He was taken into custody at the Marin County Jail by a Glenn County Sheriff’s deputy.
1:10 p.m., Michael Seth Wyckoff, 40, of Willows, was committed to the Glenn County Jail without bail on charges of violation of post-release community supervision (a felony). He was taken into custody at 368 County Road D, Willows, by a Glenn County probation officer

3:48 p.m., Alejandro Rodriguez Cisneros, 32, of Orland, was committed to the Glenn County Jail without bail for child endangerment (a misdemeanor). He was taken into custody at the jail by a Glenn County Sheriff’s deputy.
4:51 p.m., Angel Michele Bush, 33, of Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody at 904 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

5:19 p.m., Robert Edwin Anderson, 65, of Modesto, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence, and possession of a narcotic controlled substance (both misdemeanors). 6:15 a.m., Maurilio Rangel Huerta, 30, of Corning, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 99, north of County Road 9, by a California Highway Patrol officer.

4:17 p.m., Aric Joseph Brown, 29, of Willows, was booked into the Glenn County Jail on warrants alleging failure to appear on a misdemeanor charge, and failure to appear on a felony charge. Total bail was set at $34,000. He was taken into custody in the parking lot at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.
11:11 p.m., Martin Rivera Fuentes, 55, of Hamilton City, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge. Total bail was set at $30,000. He was taken into custody at 601 Sixth Street, Hamilton City, by a Glenn County Sheriff’s deputy.

No one was seriously injured in a vehicle accident late Thanksgiving morning, but the three vehicles involved were more or less totaled.
Two of the vehicles were parked when they were hit.
Shortly before 11 a.m., emergency responders were dispatched to a report of a vehicle collision in the 200 block of East Yolo Street, across from the fairgrounds.
Orland Police Officer Kat Lowery and Sergeant Kyle Cessna, with some help from California Highway Patrol Officers Rodney Pozzi and Ron Benfer, believe the driver of a Chevy was traveling west on East Yolo Street from Papst Avenue at a speed greater than the speed limit.
The Chevy first struck a Honda parked in the street, doing major damage to the Honda’s front driver’s side wheel and axle, as well as ripping the front bumper off the car.

The Chevy continued westbound, spun around, jumped the curb at 232 East Yolo, and struck the rear end of a Cadillac parked in the driveway.
The driver’s side of the Chevy collided with a tree in the yard.
The Chevy also took out much of the white picket fence at the residence and did significant damage to a water pipe.

Fortunately, no one was seriously injured, and no one was arrested.
Besides the Orland and CHP officers, Glenn County Sheriff’s Deputy Grant Lemmon, several Orland firefighters, Westside Ambulance personnel, Ed Vonasek of Orland Public Works, a Bambauer Towing worker, and a plumber responded to the scene.

A Willows man was transported to Enloe Medical Center on Friday, Nov. 18, following a vehicle collision on County Road P at County Road 45.
According to a news release from the California Highway Patrol, the two-vehicle accident occurred at about 2:50 p.m. A 2019 Dodge driven by James J. Barnard, 59, of Red Bluff, was being driven south on Road P, approaching the intersection with Road 45.
A 1993 Nissan was being driven west by Steven D. Woods, 44, of Willows, on Road 45, approaching Road P. The Dodge failed to come to a complete stop for the posted stop sign at the intersection, entered the intersection at about 30 miles per hour, and struck the Nissan.
The force of the impact caused the Nissan to then collide with a wooden PG&E pole. Both vehicles sustained major damage.
Barnard suffered non-life-threatening injuries (minor) and was transported by ground ambulance to Glenn Medical Center of Willows. Woods’ passenger, Reannun Buckley, 40, of Willows, also suffered non-life-threatening injuries (moderate) and was transported by ground ambulance to Enloe Medical Center in Chico.
Woods suffered major injuries and was transported by air ambulance to Enloe Medical Center.
According to CHP Officer J. Price, all three vehicle occupants were wearing their seatbelts at the time of the accident. Alcohol is not considered a factor in this collision, and there were no arrests.
