Parole denied for murderer

For the second time, murderer Gerardo Valenzuela has been denied parole.

On Jan. 14 of this year, a parole hearing was held for inmate Valenzuela. Deputy District Attorney Michael Coffey attended the hearing on behalf of the People of Glenn County to oppose his release.

After a hearing that lasted more than three hours, the parole board determined that Valenzuela continues to pose an unreasonable risk to the public. He was denied his parole for three years.

About five years ago, on Feb. 1, 2017, at Valenzuela’s first parole hearing, he was denied parole and found unsuitable for release from prison for an additional five years. This parole board hearing was attended by then-Deputy District Attorney (now-Assistant District Attorney) Ruby Neumann at the Richard J. Donovan Correctional Facility in San Diego.

In 1998, Valenzuela beat Ventura Ruiz to death with a hammer, then attempted to do the same to Efrain Garcia. He was convicted of second degree murder, and attempted second degree murder, with special allegations P.C. 12022(b)(1) (use of a dangerous or deadly weapon – in this case, a hammer – in the commission of a felony or attempted felony), and P.C. 12022.7(a) (infliction of great bodily injury on a person during the commission of a felony).

P.C. 12022(b)(1) adds three years to a sentence, while P.C. 12022.7(a) adds a year. Valenzuela was sentenced to 20 years to life in prison.

The judge in this case was Angus Saint-Evens. The prosecutor was Glenn County District Attorney Robert Holzapfel.

Valenzuela’s attorney was Public Defender Albert Smith.

Orland/Habitat for Humanity tweaks resolution

Late last year, the City of Orland began working with Habitat for Humanity Yuba-Sutter to turn the Orlanda Inn Motel, 827 Newville Road, into a permanent housing facility for the homeless.

By a 4-0 vote (Councilman William “Billy” Irvin being absent) the Orland City Council approved the resolution between the City of Orland and Habitat for Humanity. (See the Dec. 5, 2021, story in The Glenn County Observer, “Habitat for Humanity plans habitat for the homeless in Orland”.)

The resolution approved in December supported the submission of a grant application for up to $8 million. However, since then, state grant agency representatives have advised Habitat officials that with structure removal and construction costs not yet known, the grant application amount should be increased to $12 million.

There is no increase in financial obligation by the City of Orland. At this point and foreseeably, funding will be provided by state programs, Glenn County resources, and Habitat for Humanity resources.

Below is the revised resolution. Changes to the original resolution are indicated in bold print.

RESOLUTION NO. 2022-03 [the original resolution was NO. 2021-23 (Editor)]

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF ORLAND AUTHORIZING JOINT APPLICATION TO AND PARTICIPATION IN THE HOMEKEY PROGRAM

WHEREAS:

A. The Department of Housing and Community Development (“Department”) has issued a Notice of Funding Availability, dated September 9, 2021 (“NOFA”), for the Homekey Program (“Homekey” or “Program”). The Department has issued the NOFA for Homekey grant funds pursuant to Health and Safety Code section 50675.1.3 (Assembly Bill No. 140 (2021-2022 Reg. Sess.), § 20.).

B. The City of Orland (“Co-Applicant”) desires to jointly apply for Homekey grant funds with Habitat for Humanity Yuba-Sutter (“Corporation”). Therefore, CoApplicant is joining Corporation in the submittal of an application for Homekey funds (“Application”) to the Department for review and consideration.

C. The Department is authorized to administer Homekey pursuant to the Multifamily Housing Program (Chapter 6.7 (commencing with Section 50675) of Part 2 of Division 31 of the Health and Safety Code). Homekey funding allocations are subject to the terms and conditions of the NOFA, the Application, the Department-approved STD 213, Standard Agreement (“Standard Agreement”), and all other legal requirements of the Homekey Program.

THEREFORE, IT IS RESOLVED THAT:

1. Co-Applicant is hereby authorized and directed to submit a joint Application to the Department in response to the NOFA, and to jointly apply for Homekey grant funds in a total amount not to exceed $12,000,000.00 [from $8,000,000.00 (Editor)].

2. If the Application is approved, Co-Applicant is hereby authorized and directed to enter into, execute, and deliver a Standard Agreement in a total amount not to exceed $12,000,000.00 [from $8,000,000.00 (Editor)], any and all other documents required or deemed necessary or appropriate to secure the Homekey funds from the Department and to participate in the Homekey Program, and all amendments thereto (collectively, the “Homekey Documents”).

3. Co-Applicant acknowledges and agrees that it shall be subject to the terms and conditions specified in the Standard Agreement, and that the NOFA and Application will be incorporated in the Standard Agreement by reference and made a part thereof. Any and all activities, expenditures, information, and timelines represented in the Application are enforceable through the Standard Agreement. Funds are to be used for the allowable expenditures and activities identified in the Standard Agreement.

4. City Manager or their designee, is authorized to execute the Application and the Homekey Documents on behalf of Co-Applicant for participation in the Homekey Program.

As reported previously in The Observer, the present Orland Inn Motel requires a great deal of attention from the Orland Police Department. It is believed that the new facility would greatly reduce the demands on law enforcement.

Councilmen also remarked that the Habitat for Humanity facility would greatly improve the appearance of the Newville Road/Highway 32 entryway to Orland.

The selection of residents, Habitat for Humanity says, would require that they meet certain qualifications. Ongoing site management would be provided.

The premises would be gated, and passcodes would be required to enter the property. In another effort to keep the “riff-raff” out, guests would have to check in.

Habitat for Humanity would own and operate the 30-residence facility, while Glenn County Health and Human Services would provide a variety of services to the residents, ranging from behavioral health to employment skills. Habitat for Humanity also has plans for a satellite administrative office in Orland and a ReStore surplus building products outlet.

From the Halls of Justice

Here are the latest sentencings in the Glenn County Superior Court, period ending Friday, Jan. 21, as reported by the Glenn County District Attorney’s Office and other sources.

People v. Brian Grimm – Defendant was convicted of felony transportation of methamphetamine, and possession of methamphetamine for sale, and misdemeanor resisting or obstructing a peace officer. He was sentenced to four years, eight months in prison, concurrent to his seven-year, one-month Oregon prison sentence he is currently serving. This case was prosecuted by District Attorney Dwayne Stewart, with assistance from Glenn County Sheriff’s Detective Lopeteguy and Deputy Ayres.

People v. Kyle Mings – Defendant was convicted of felony assault with a deadly weapon (concrete wall and floor). He was sentenced to three years concurrent to the current prison sentence he is serving for Glenn County. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Deputy Sheldon and Correctional Officers White and Martinez.

People v. Jacob Kennedy-Cummings – Defendant was previously convicted of felony unlawful sexual intercourse with a minor, and child endangerment, and was found in violation of probation for the eighth time. He was sentenced to 497 days in jail and probation was terminated. This case was prosecuted by Deputy District Attorney Michael Coffey, with assistance from Glenn County Probation Officer Van Eck.

People v. Manuel Robles – Defendant was convicted of felony corporal injury on a cohabitant. He was sentenced to 210 days in jail stayed upon successful completion of three years’ probation and 52 weeks of batterers treatment classes. This case was prosecuted by Assistant District Attorney Ruby Neumann, with assistance from Glenn County Sheriff’s Deputy Lourenzo.

People v. Chentel Rios – Defendant was previously convicted of felony identity theft, and was found in violation of probation for the first time. She was sentenced to 180 days in jail and was reinstated on two years’ probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Probation Officer Van Eck.

People v. Angel Bush– Defendant was previously convicted of felony bringing drugs into a jail, and was found in violation of probation for the fourth time. She was sentenced to 180 days in jail and was reinstated to probation. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Probation Officer Van Eck.

People v. Boris Dionicio-Fuentes – Defendant was convicted of felony possession of methamphetamine for sale. He was sentenced to 180 days in jail, two years’ probation, and $6,532 were forfeited. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Detective Lopeteguy and Orland Police Officers Pinedo and Carmon, and Sergeant Cessna.

People v. Arturo Bermudez – Defendant was convicted of misdemeanor driving while under the influence of alcohol. He was sentenced to 180 days in jail concurrent to the Butte County three-year prison sentence he is currently serving. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Willows California Highway Patrol Officers Nibert and Oliveros.

People v. Brittnie Fonseca – Defendant was convicted of felony grand theft of more than $950. She was sentenced to 180 days in jail, drug court, and two years’ probation. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Deputy Cordova.

People v. Ray Lee Wallis – Defendant was convicted of misdemeanor domestic battery. He was sentenced to 133 days in jail, 52 weeks of batterer’s treatment classes, and three years’ probation. This case was prosecuted by District Attorney Stewart, with assistance from Orland Police Officers Pinedo and Flores.

People v. Ismael Soliz, Jr. – Defendant was previously convicted of two felony violations of child abuse likely to produce great bodily injury or death, and was found in violation of probation for the third time. He was sentenced to 120 days in jail and probation was reinstated. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Deputy Probation Officer Ortiz.

People v. Latsamy Kangmeuang – Defendant was convicted of felony evasion, and possession of a stolen vehicle. He was sentenced to 120 days in jail and two years’ probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Deputy Turner and Orland Police Sergeant Johnson.

People v. TJ Morrison – Defendant was convicted of felony automobile theft. He was sentenced to 60 days in jail, drug court, and two years’ probation. This case was prosecuted by District Attorney Stewart, with assistance from Orland Police Officers Flores and Carmon.

Felon convicted, sentenced for having ammo

On Dec. 15, 2021, David Gutierrez, Jr., of Orland, was found guilty of possession of drugs in a jail, and possession of ammunition by a prohibited person (both felonies).

On Jan. 14 of this year, he was sentenced to 90 days in jail, drug court, and two years’ probation. The case was prosecuted by Deputy District Attorney Michael Coffey, with assistance from Glenn County Sheriff’s Deputies Thompson, Cordova, and Vargas.

In April of last year, The Glenn County Observer reported:

“Not too long after sunrise on Friday, April 2, a man called for law enforcement assistance.

“He said he encountered a trespasser on his property, and when he told the man to leave, the man pulled a gun on him.

“The property owner took off, and so did the trespasser.

“However, the alleged trespasser’s car (or one similar to it, which would be remarkable in itself) was spotted by an Orland police officer in the 700 block of Tehama Street.

“The officer made a felony stop (a stop made at gunpoint) and the driver was detained.

“He was identified as David Gutierrez. Whether or not he was the same individual who exhibited the firearm, Gutierrez is a parolee and officers began searching him and his vehicle.

“Besides the contents of the vehicle, the car itself was interesting to behold. The car was missing its hood and at least two of its wheels were held on by three wrench sockets rather than five lug nuts.

“Gutierrez was sitting in the back of a patrol unit when The Glenn County Observer arrived. However, he was brought out when officers were told that the property owner would be brought by in another patrol unit to possibly confirm that Gutierrez was indeed the man who threatened him with a gun.

“When the nearly shirtless Gutierrez exited the patrol vehicle, Sgt. Greg Felton of the Glenn County Sheriff’s Office asked him why he was sweating so much. Gutierrez claimed it was because it was very hot in the patrol unit.

“As Gutierrez leaned with his back against his own car, in handcuffs and facing the street, a sheriff’s unit slowly drove by. It is presently unknown whether Gutierrez was identified as the man with the firearm.

“Nevertheless, although no gun was found in Gutierrez’s possession at the time, ammunition was allegedly found, and that is also a felony for a parolee. Gutierrez was placed under arrest.”

At 8:46 a.m. on Friday, April 2, Gutierrez was booked into the Glenn County Jail on charges alleging possession of ammunition by a prohibited person, smuggling a controlled substance into a prison, and violation of probation (all felonies). His bail was set at $30,000.

On Saturday, April 24, Orland firefighters were dispatched to a report of a fully involved vehicle fire at 67 East Walker Street, the address for Metro T-Mobile. The Honda was actually parked in the westernmost parking spaces for the Health and Human Services Agency (HHSA) employees in the Glenn Success Square, 125-127 East Walker Street.

The car was a total loss. It was the same vehicle Gutierrez was driving when he was arrested on April 2.

Woman convicted, sentenced for Stony Creek arson

The Orland transient accused of starting a fire in the bed of Stony Creek in October has been found guilty and sentenced.

On Dec. 9, 2021, Heather Matney pled guilty to the Oct. 9 arson that resulted in six fire departments responding to the blaze. In the morning of Jan. 7 of this year, she was sentenced to 180 days in jail, 52 weeks of batterers treatment classes, and three years’ probation.

At 11:53 p.m. on Jan. 7, deputies responded to 236 North Humboldt Avenue regarding suspicious activity. An anonymous caller reported a white male adult who appeared to be transient was taking things from a delivery truck that was parked at KFC.

Deputies arrived and contacted Douglas Abbott and Heather Matney. A records check on the two revealed Matney was a restrained person in a served restraining order and the protected party was Douglas Abbott. Matney was placed under arrest for violation of a court order and transported to the Glenn County jail.

Five minutes after midnight on Jan. 8, Heather Nicole Matney, 27, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Her bail was set at $5,000.

Three days later, Matney was charged with alleged felony violation of probation by a Glenn County probation officer. Bail for this charge was set at $85,000.

On Oct. 11, 2021, The Glenn County Observer reported:

“As firefighters from six departments battled the blaze in the Stony Creek bed a short distance north of Orland Saturday evening and beyond, an Orland transient was arrested for allegedly intentionally setting the fire.

“At about 6 p.m. on Oct. 9, deputies responded to the Stony Creek area east of Highway 99, in Orland, and contacted Douglas Abbott. Deputies initiated an investigation and discovered Abbott and his girlfriend, Heather Matney, had a camp in the creek bed.

“Abbott and Matney reportedly got into an argument. Abbott left the camp and noticed a fire had begun shortly after he left.

“Another witness in the area alleged they saw Matney start the fire and then flee the area on foot. Deputies searched the area extensively and eventually found Matney at the Shady Oaks Trailer Park, space #19.

“She was ultimately placed under arrest and booked into the Glenn County Jail on charges alleging giving false identification to a peace officer (a misdemeanor), and arson of an inhabited structure or property (a felony). Her bail was set at $200,000.”

Obituary: Doris Marie Marez, 81

Surrounded by her family, Doris Marie Marez died peacefully on Monday, Jan. 10, 2022. She was born in Vinita, Okla., on March 19, 1940, before moving to California.

She spent most of her adult life in Turlock, where she had many friends. In 2014, she moved to Willows to be closer to her daughter.

She was a devoted Christian, daughter, mother, grandmother, great-grandma, and friend. Her loved ones agree, “She was faithful, she was blessed, she will be greatly missed.”

They find comfort in John 16:22, which reads, “Now is your time of grief, but I will see you again and you will rejoice, and no one will take away your joy.”

She is survived by her daughter, Pam (and Ron) Houck; grandchildren Frank Reynolds, Makaila (and Chris) Fenwick, and Starla Miller; and great-grandchildren Bradley, Jacquilyn, Hudson, Coltin, and Royse, plus the many more she adopted over the years. She was preceded in death by her parents, Ollie and Winnie Stapleton; brother Ray; sister Kay; and children Debbie, Roger, and Starla.

A graveside service is planned for 10 a.m. on Saturday, Jan. 29, at the Willows Cemetery.

Motorcyclist crashes at Orland business

At about 3:20 Thursday afternoon, a call went out to Orland firefighters regarding a motorcycle that crashed into a structure.

Well, not quite, but almost.

The Honda motorcycle actually crashed onto the lawn on the Walker Street side of the Sandra Finch Realty business on the northeast corner of Walker and East Streets.

It was Sandra Finch who called 911. She later posted on Facebook:

“A young lady hit the rock wall in front of my office on a motorcycle. She was projected forward over the wall and walkway and landed on the lawn. Somehow nothing was broken. Her leg hurt but she was able to put weight on it. She will be very sore for a few days. Very Lucky young lady!!”

What caused the motorcyclist to lose control is not yet known. Judging from the marks on the sidewalk, she was traveling in a northeasterly direction at the moment her Honda jumped the curb and hit the rock wall.

A helmet was at the scene and presumably the motorcyclist was wearing it at the time of the accident.

An ambulance arrived at the scene but she declined to be transported for medical treatment.

Update: Friday morning, the Orland police logs identified the motorcyclist as Haillie Frenz, 20, of Durham.

Monday in Orland starts with house fire, car crash

Glenn County emergency responders had plenty to keep them busy during the last two hours of the morning on Monday.

Shortly after 10 a.m., Orland firefighters were dispatched to a report of a structure fire at 1317 Pine Street, south of the fairgrounds.

Orland police and a sheriff’s deputy got there quickly and made sure the residents were out of the house.

Orland Fire Chief Justin Chaney, reporting from one of the overpasses at Interstate 5, said that a large column of smoke could be seen.

The fire dispatcher said that he would go ahead and call for mutual aid from Artois and Willows.

Willows Fire Chief Nathan Monck, who lives in Orland, soon arrived at the scene.

Several Orland firefighters responded to the fire, as did Artois firefighters.

As The Glenn County Observer’s reporter was just about to make a left turn onto Pine Street from South Street, two Orland police units, with lights and sirens activated, turned from Pine Street onto westbound South Street.

Orland Police Sergeant Sean Johnson later said they responded to a single-vehicle accident at Almond Way and Rennat Way.

After firefighters gained control of the house fire, The Observer’s reporter headed to the vehicle accident.

On the south side of Almond Way, just east of Rennat Way, a young driver had apparently been traveling west on Almond Way when he lost control of his Infiniti, traveled across the roadway, and hit the guy wires of a power pole.

The pole itself did not appear to be seriously damaged and no power lines had fallen.

The driver appeared to be unhurt but the car sustained significant damage and was removed from the scene by Bambauer Towing.

Update: The Orland police logs for this incident identified the driver as Ryley Nelson, 19.

Monday, Jan. 3:

12:53 a.m., Orland police officers responded to Fourth Avenue at Cutting Avenue to assist Glenn County Sheriff’s deputies on a traffic stop. Officers assisted until no longer needed.

2 a.m., Orland police officers responded to the 6200 block of County Road 20 to assist Glenn County Sheriff’s deputies with an out of control juvenile due to a mental illness. Officers assisted until no longer needed.

4:10 a.m. to 4:25 a.m., an Orland police officer issued the following citations: the 400 block of Fifth Street on a gray 2005 Ford Taurus for expired registration, a white 1997 Nissan Pathfinder for expired registration, a red 2005 Nissan Sentra for expired registration, and a blue 2003 GMC pick-up for improper parking in a diagonal parking space; and the 500 block of Shasta Street on a white 1995 Ford Fleetwood Bounder motorhome for parking on the wrong side of the roadway with expired registration.

4:38 a.m., on East Walker Street at Linwood Drive, an Orland police officer initiated a traffic enforcement stop on a black 2016 Ford Edge. Shawnee Little, 20, of Chico, was cited for allegedly speeding.

9:07 a.m., at Les Schwab Tires, 1306 Sixth Street, an Orland police officer initiated a traffic enforcement stop on a white Toyota Corolla for a moving violation. Following an investigation, Marcus Jackson Jr., 21, of Sacramento, was arrested and booked on charges alleging possession of a stolen vehicle, possession of a loaded firearm, possession of a concealed firearm inside a vehicle, and having a false license plate on a vehicle. The passenger, Ellis Heidelberg, 20, of Sacramento, was arrested and booked for alleged possession of a loaded firearm in a vehicle.

12:13 p.m., Orland police officers were dispatched to the Paigewood Village Apartments, 745 Paigewood Drive, to meet with Child Protective Services regarding a child abuse complaint. Following an investigation, Saul Perez, 33, of Orland, was arrested and booked for alleged child abuse.

2:39 p.m., Orland police officers were dispatched to Walgreens, 828 Newville Road, for a report of shoplifting. Officers contacted Lolita Jacobson, 41, who matched the description provided. Jacobson was issued a trespassing admonishment from Walgreens at the store’s request.

3:20 p.m., Orland police officers responded to Vinsonhaler Park, 100 Shasta Street, for a report of a non-injury traffic collision. Officers contacted a 16-year-old boy, who reported that a woman backed into his 2012 Honda Civic.

8:14 p.m., Orland police officers responded to 745 Paigewood Drive for a report of a civil matter. Officers contacted Saul Perez, 33, who reported his wife wanted to kick him out of his house. Both parties were counseled and they were provided with information. (See the log entry for 12:13 p.m., above.)

10:38 p.m., Orland police officers were dispatched to the Pilot Travel Center, 4444 Commerce Lane, for a report of a person refusing to leave. Officers contacted Alexander Bertolero, 26, of Jackson, who agreed to leave.

Tuesday, Jan. 4:

9:29 a.m., Orland police officers responded to Main Street (presumably in Hamilton City, although it could have been in Artois) to assist Glenn County Sheriff’s deputies with a report of a person brandishing a handgun. Officers assisted until no longer needed.

10:25 a.m., Orland police officers responded to the 500 block of Walker Street for a report of a traffic collision. Officers located a 2002 Chevy 3500 that left the roadway and collided with a light pole. The 63-year-old male driver was suffering from a medical emergency and was transported by ambulance to the hospital.

1 p.m., on Third Street at Monterey Street, an Orland police officer issued a parking citation to a 2015 Chevy 1500 for improper parking.

1:50 p.m., at 904 Newville Road, an Orland police officer initiated a traffic enforcement stop on a white Ferrari 488 Spyder. The driver, Savage (the only name given in the log item), 40, of Orland, was cited on charges alleging making an unsafe turn, failing to signal a turn and having no rear license plate.

3:19 p.m., Orland police officers responded to Lely Park, 975 East South Street, for a report of a physical disturbance. Kent Molen, 56, of Orland, reported an unknown male assaulted him. Molen declined to be a victim and the other person had already departed the scene.

7:03 p.m., Orland police officers responded to the report of a gold Hyundai Accent driving recklessly on East Walker Street at Papst Avenue. Officers conducted an area check but were unable to locate the vehicle.

9:07 p.m., Orland police officers were dispatched to the report of a non-injury traffic collision on Third Street at Shasta Street. Virma Castillo, 43, reported she was in a parked 2008 Honda Pilot when a 2000 Toyota Camry driven by William Inzunza, 19, collided with her vehicle. Officers helped both parties exchange information.

9:36 p.m., Orland police officers responded to a possible burglary that had occurred at Air Rite Heating and Air Conditioning, 720 Fourth Street. The reporting party stated that a neighboring business’s back door was open and the doorknob was missing. Officers searched inside of the storage room and found no one inside. An employee was contacted and the incident was documented.

Wednesday, Jan. 5:

8:08 a.m., Orland police officers responded to a report of a disturbance at 241 East Colusa Street. Philip Jones, 45, said he found a cell phone, then spoke with his neighbor and determined who it belonged to. The matter was resolved.

8:28 a.m., Julianne Champagne, 40, reported her juvenile son was being harassed and bullied at C.K. Price School, 1212 Marin Street. Officers contacted school administration and the matter was handled internally.

11:53 a.m., Chelsea Heavrin, 26, alleged Jose Marmolejo, 28, was violating a restraining order. After further investigation, officers determined there was no restraining order and provided Heavrin with information.

12:20 p.m., at Orland High School, an Orland police officer issued a parking citation to a 2015 Chevy 1500 for improper parking.

Thursday, Jan. 6:

6:35 a.m., Orland police officers were dispatched to a report of a suspicious person in a black hoodie near her neighbor’s door at 408 First Street. Officers searched the area but were unable to locate anybody matching the description.

11 a.m., on Tehama Street at Seventh Street, an Orland police officer contacted Anthony Salzmann, 62, of Chico. Following an investigation, Salzmann was arrested and booked on charges alleging possession of narcotics, possession of paraphernalia, and possession of burglary tools, and an Oregon felony warrant.

11:17 a.m., Orland police officers responded to a report of an out-of-control juvenile. Officers contacted a woman who reported her 12-year-old daughter was being defiant and refusing to go to school. The woman was provided with information.

4:35 p.m., Pablo Maldonado, 37, of Chico, reported he dropped his wallet in front of Orland Hardware, 820 Fifth Street. The wallet was found and returned to Maldonado.

Friday, Jan. 7:

8 a.m., Orland police officers were dispatched to 4 East Yolo Street for a report that the front door of the residence has been open for several days. Officers found an open door with no signs of forced entry, The residence was searched and no one was found. The door was secured.

9:48 a.m., on Walker Street at First Street, an Orland police officer initiated a traffic enforcement stop on a gray Toyota Prius. Gregory Hosler, 64, of Magalia, was cited for allegedly failing to stop at a posted stop sign.

9:59 a.m., Richard Witcomb reported he believes his keys were stolen while he was at the ATM at Sav-Mor market, 32 East Walker Street. Witcomb requested the incident be documented in case his car is stolen.

10:12 a.m., Orland police officers were dispatched to a report of loud music in the area of 604 Second Street. Officers checked the neighborhood but were unable to hear any music.

11:09 a.m., Orland police officers responded to Glenn Medical Center in Willows to contact a victim of a domestic violence incident who was being treated for injuries. Officers determined the incident did not occur in the city and assisted the Glenn County Sheriff’s Office until no longer needed.

12:09 p.m., Orland police officers responded to a report of a reckless driver near Orland High School. Officers attempted to contact the 16-year-old boy, who was identified as the driver of the vehicle, but they were unsuccessful. Officers contacted a woman, who was told of the complaint and told to contact the Orland Police Department when her son returned home.

4:52 p.m., in the 700 block of Fifth Street, an Orland police officer contacted Leopoldo Madrigal, 38, of Orland, after seeing him drive and park a white Honda Accord. Madrigal was cited for allegedly driving while unlicensed.

7:11 p.m., Orland police officers responded to a report of a burglary alarm at the Alta Schmidt Museum, 936 Fourth Street. Officers found the business secured with no signs of forced entry.

9:15 p.m., Orland police officers responded to a report of someone yelling at the Orlanda Inn Motel 827 Newville Road. Officers contacted the tenants and determined the TV/radio was on loud. No police assistance was needed.

11:08 p.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Raschell Wammack, 47, of Orland, alleged her roommate’s friend, Ronald Triano, 59, was harassing her and she requested he be asked to leave. Officers determined the roommate, Lolita Burd, 54, was allowing Triano to visit. Wammack was advised of her legal options.

11:31 p.m., Orland police officers responded to a report of a non-injury traffic collision at the Pilot Travel Center. Landon Pittman, 44, of Phoenix, Ariz., stated he was backing his 2021 Freightliner semi-truck and trailer when he collided with a parked 2017 Kenworth semi-truck and trailer operated by Harbir Singh, 25, of Mountain House. Officers assisted with an information exchange.

Saturday, Jan. 8:

8:34 a.m., in the 1000 block of Newville Road, an Orland police officer towed and stored a silver 2010 Chrysler Sebring that had been marked for abatement.

10:55 a.m., Orland police officers responded to a non-injury traffic collision on Walker Street at Sixth Street. Officers arrived and found that both parties were exchanging information. Officers stood by until the information exchange was completed.

11:23 a.m., Blane Hamilton, 67, reported unknown people spray painted the side of his building at 527 Fifth Street. Hamilton requested documentation only.

11:35 a.m., Nathanial Monck, 28, of Orland, reported the theft of license plates from his parked 2014 Subaru Crosstek at 566 Lynn Drive.

11:43 a.m., Irene Landeros, 41, reported the neighbor kids were knocking on her door at 226 East Tehama Street. Officers contacted the children and advised them to stop.

2 p.m., in the 600 block of Second Street, an Orland police officer observed a vehicle that displayed false registration tabs. The false sticker was removed from the license plate and an investigation was initiated.

2:21 p.m., Lorraine Steele, 60, turned in a found wallet. Officers were able to contact the owner of the wallet and returned it to him.

3:36 p.m., Orland police officers contacted Heather Michaels, 30, and Benjamin Strusz, 36, both of Oregon, behind the Speedway station at 1021 South Street. Following an investigation, Strusz and Michaels were arrested and booked on charges alleging possession of methamphetamine, possession of drug paraphernalia, and possession of tear gas by a felon.

4:19 p.m., Orland police officers were dispatched to a hit and run which occurred on private property. Andrew Porras, 31, of Miami, Fla., reported a vehicle backed into his in the parking lot of CVS, 869 Newville Road. Porras was provided with information and the incident was documented.

5:15 p.m., Orland police officers were dispatched to a report of fireworks in the area of 312 Mellane Circle. Officers checked the area but were unable to locate anyone lighting off fireworks.

6:50 p.m., Orland police officers were dispatched to contact Nicole Smith, 68, regarding a civil issue at the Orlanda Inn Motel, 827 Newville Road. Officers provided Smith with information and the incident was documented.

Sunday, Jan. 9:

1:01 a.m., Orland police officers responded to Walker Street at Third Street for a report of a possible intoxicated driver in a red 2005 Honda Accord. Officers located and stopped the Honda. Following an investigation, Jeimi Saligan, 37, of Orland, was arrested and booked for allegedly driving while under the influence of alcohol.

2:19 a.m., Orland police officers responded to a report of a woman who had fallen at WestHaven Assisted Living, 1440 Fairview Street. Officers provided assistance until no longer needed.

5:41 p.m., Orland police officers were dispatched to 426 Fourth Street for a civil problem regarding a child custody issue. Officers contacted Augustine Solis, 41, and Ashley Mcgee, 38, both of Orland. Officers provided both parties with information and the child was turned over to his father.

6:47 p.m., Orland police officers were dispatched to a report of a male riding a dirt bike and speeding up and down Fairview Street. Officers searched the area but were unable to locate the dirt bike.

Monday, Jan. 10:

5:36 a.m., Orland police officers were dispatched to a report of a suspicious vehicle that had been parked occupied for over an hour in the area of Third Street at Shasta Street. Officers checked the area but were unable to locate the vehicle.

12:40 p.m. to 12:50 p.m., in the 1100 block of Eighth Street, an Orland police officer issued the following citations: a parking citation to a 2021 Chevy 1500 for improper parking; a parking citation to a 1969 Chevy 1500 for improper parking; and an abatement notice to a 2008 Honda Civic.

2:20 p.m., at Walgreens, 828 Newville Road, an Orland police officer conducted a traffic enforcement stop on a silver 2015 Kia Optima. Ted Arnold, 81, of Elk Creek, was cited for alleged expired registration and no proof of insurance.

2:47 p.m., Orland police officers responded to the report of domestic violence between students at Orland High School. Following an investigation, a 15-year-old boy was arrested and booked into juvenile hall for kidnapping, domestic violence, robbery, and resisting arrest.

5:42 p.m., at 511 Papst Avenue, Brenda Carver, 71, reported that her son, Jason Smith, 49, was yelling at himself. Officers contacted Smith, who was told of the complaint. Smith said that he would try to quiet down.

6:48 p.m., Orland police officers were dispatched to check the welfare of a woman at 904 Newville Road. Officers contacted Sharlene Harker, 60, who said that she was looking for a ride to Proberta and was not in need of any assistance.

Tuesday, Jan. 11:

3:46 p.m., Orland police officers responded to a report of an unknown male chasing a dog in the area and causing a traffic hazard on Sixth Street at Monterey Street. Officers checked the area but were unable to locate the person or the dog.

4:08 p.m., Maria Garcia-Rivera, 39, called the Orland Police Department regarding a civil issue. She was provided with information and options.

4:32 p.m., on Railroad Avenue at South Street, an Orland police officer conducted a traffic enforcement stop on a Can-Am UTV. Juan De La Torre, 23, was issued a warning for driving an off-road vehicle on city streets. Marco De La Torre, 20, was issued a DMV notice of license suspension. The Can-Am was trailered away.

8:51 p.m., Orland police officers were dispatched to a report of a non-injury traffic collision at the semi-truck parking lot of Pilot Travel Center. Officers helped the drivers exchange information.

8:55 p.m., Orland police officers were dispatched to a report of a suspicious gray Ford Mustang in the area of 1105 Eighth Street. Officers located the Mustang and contacted Anselmo Carrera Bautista, 27, of Orland. Officers determined that Anselmo was returning a borrowed air compressor hose item.

Wednesday, Jan. 12:

12 p.m., the Orland Police Department was contacted by Lolita Burd, 54, of Orland, who reported that several items were stolen from her residence after the death of her boyfriend. The matter was determined to be civil in nature and she was referred to probate/civil court.

12:17 p.m., an Orland police officer was flagged down on Roosevelt Avenue and informed of a silver Toyota that passed over a double yellow line. Officers searched the area but were unable to locate the Toyota.

3:50 p.m., Orland police officers responded to a report of a non-injury traffic collision on Tehama Street at Sixth Street. Officers contacted Ashlee Wright, 17, and Ivan Nolasco, 20, and assisted them with exchanging information.

5:25 p.m., Orland police officers responded to the report of an audible alarm sounding at 614 A Street. Officers were unable to locate the source of the alarm and the doors were secured.

6:46 p.m., Orland police officers responded to the 200 block of Fifth Street for a report of an unresponsive man. Officers assisted with lifesaving measures until the 72-year-old man was pronounced deceased by emergency medical personnel. Officers assisted the Glenn County Sheriff’s Office with a coroner’s investigation.

Thursday, Jan. 13:

12:37 p.m., Orland police officers were dispatched to 315 Eighth Street for a report of a possible missing person being at the residence. Officers checked the residence but did not locate the missing person.

1:07 p.m., the Orland Police Department received a report of fraud to obtain services. An investigation was initiated.

2:30 p.m., the Orland Police Department received a report of possible criminal activity within the city of Orland. An investigation was initiated.

2:45 p.m., Orland police officers responded to a report of a reckless driver in a white Dodge Ram 1500 that was headed west on East Walker Street. Officers located and stopped the Dodge. Ramona Reed, 59, of Orland, was found be having issues driving from a previous medical condition. A priority DMV re-examination was issued to Reed and she was released to another driver.

1:07 a.m., at 315 Eighth Street, Shavonne Prescott, 40, reported Ray Wallis, 37, of Orland, had taken her personal belongings. Following an investigation, Wallis was arrested and booked for alleged violation of a domestic violence restraining order.

3:30 p.m., Orland police officers responded to a report of a verbal disturbance at 511 Papst Avenue. Officers contacted Brenda Carver, 71, who said that her son Jason Smith, 49, was causing a disturbance. Smith said that he went outside to yell because he was hearing voices in his head. Smith was assisted with getting in touch with mental health.

5:13 p.m., in the 90 block of Rennat Way, an Orland police officer contacted a 15-year-old girl during a follow-up investigation. The girl was detained on a mental health hold and transported to meet Glenn County Mental Health personnel.

7:30 p.m., Miguel Carrillo, 38, reported miscellaneous tools were taken from the back of his 2019 Chevy pickup at 928 Woodward Avenue. Carrillo was provided with information and he requested documentation.

9:43 p.m., Orland police officers were dispatched to 315 Eighth Street to check the welfare of Lolita Burd, 54. Officers contacted Burd, who said she was well and did not require any police or medical assistance.

Thursday, Dec. 23:

2:42 a.m., Jose Hernandez, 18, reported his cell phone was taken from his unlocked 2010 Chevrolet Cobalt at 728 Eighth Street. Hernandez was provided with information and the incident was documented.

7:35 a.m., Orland police officers were dispatched to the Orland Manor Apartments, 817 Newport Avenue, for a report of illegal dumping. Officers contacted the apartment manager, who reported an unknown person left animal remains near the dumpster.

1:02 p.m., Orland police officers responded to the Abandoned Treasures thrift store for a report of counterfeit money. Officers contacted an employee who reported a counterfeit $100 bill was passed at the business. The bill had already been surrendered to the bank and the incident was documented.

Friday, Dec. 24:

10:04 a.m., Orland police officers were dispatched to a report of a suspicious person in the 100 block of Fifth Street. Officers contacted Everardo Olvera-Infante, 51, of Orland, who was talking on his cell phone in front of his residence and declined any assistance.

11:50 a.m., an Orland police officer contacted Michael Rangel-Rodriguez, 26, of Orland, at 1307 Fairview Street. Rangel-Rodriguez was arrested and booked for felony and misdemeanor Glenn County warrants.

12:34 p.m., Raschell Wammack, 47, reported Ronald Triano, 59, was at 315 Eighth Street, causing a disturbance. Orland police officers mediated and counseled all parties.

7:13 p.m., Orland police officers were dispatched to the Pilot Travel Center, 4444 Commerce Lane, for a report of a man loitering on the property. Officers contacted George Cortte, 28, of Montana. Cortte was told of the complaint and given a trespassing admonishment per the store manager’s request. Cortte agreed to leave the property.

7:58 p.m., Orland police officers were dispatched to 1343 Blake Road for a report of a woman sitting in a parked vehicle at the end of the roadway. Officers contacted Michelle Langmack, 45, of Orland. Officers told Langmack of the complaint and she said she was just driving around. Langmack said she would leave.

8 p.m., Orland police officers responded to a report of shots heard in the 100 block of Fifth Street. Officers conducted an area check but were unable to locate any signs of a shooting or anyone in need of assistance.

8:11 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of a suspicious vehicle at 6550 County Road 3. Officers assisted until no longer needed.

10:42 p.m., Orland police officers responded to a report of a 911 hang-up near Third Street at Monterey Street. Officers conducted an area check but were unable to locate anyone in the area or anyone needing police assistance.

11:50 p.m., Orland police officers responded to the 1200 block of Glen Oro Drive for a report of a six-month-old baby who was possibly choking. Officers assisted Westside paramedics until no longer needed.

Saturday, Dec. 25:

12:57 a.m., Orland police officers responded to the report of a man refusing to leave the Pilot Travel Center. Officers contacted George Cortte, 28, of Montana, who had been contacted hours earlier and given a trespassing admonishment from the business. Cortte was subsequently arrested and booked for trespassing. (See log item above, Dec. 24, 7:13 p.m.)

1:12 a.m., Orland police officers were dispatched to 1301 East Street for a report of loud music. Officers contacted the homeowner, who agreed to turn the music down.

1:29 a.m., Orland police officers responded to a report of a carport on fire at 4549 County Road E. Officers assisted the Orland Volunteer Fire Department until no longer needed.4:58 a.m., Orland police officers responded to a report of a burglary alarm activation at C.K. Price School, 1212 Marin Street. Officers conducted a search of the property but did not find anyone on the premises. No signs of forced entry were found and all buildings appeared to be secured.

6:15 a.m., Orland police officers responded to a report of a vehicle theft that had just occurred at the Pilot Travel Center. Officers contacted Bradley Frank, 29, of Red Bluff, who reported his brown 1999 Chevrolet S10 had been stolen by two unknown women. Officers conducted a search of the area but were unable to locate the stolen vehicle.

10:05 a.m., Sharon Tewsley, 58, of Orland, requested a civil standby at the Orland Police Department. Officers provided the standby while she and Roy Tewsley, 55, of Chico, completed a child custody exchange.

11:33 a.m., Orland police officers responded to a report of a possible intoxicated driver sitting in a silver Jeep in the parking lot of Sav-Mor, 35 East Walker Street. Officers contacted a 55-year-old woman who was suffering from a medical condition and called for an ambulance. The Jeep was secured and the woman was transported by ambulance to the hospital.

2:03 p.m., Orland police officer contacted Danny Stout, 68, of Orland in a 2003 Ford Taurus parked behind a business in the 500 block of Sixth Street. Following an investigation, Stout was arrested and booked for allegedly being intoxicated in or about a vehicle and having an open container of alcohol.

9:25 p.m., Orland police officers responded to a report of an unknown child dropped off at 712 Almond Way. Officers contacted the child and it was determined the child was attempting to run away due to a family issue. Officers returned the child back home to her mother, mediated the situation, and provided resources.

11:23 p.m., Orland police officers were dispatched to a report of an unknown person knocking on the door at 1490 Pine Street. Officers contacted David Scott, 27, of Orland, and determined he was at the incorrect address. Scott was told of the complaint and left the property.

Sunday, Dec. 26:

1:18 a.m., Orland police officers responded to a report of a 90-year-old woman who had fallen and was unable to move. Officers forced entry into the residence at the Rancho De Soto Apartments, 1003 Newport Avenue, and assisted Westside Ambulance until no longer needed.

9:37 a.m., on Newville Road at Eighth Street, an Orland police officer initiated a traffic enforcement stop on a white Chevrolet 2500. Raveen Singh, 26, of Acampo, was cited for illegal window tint.

9:51 a.m., on Newville Road at Eighth Street, an Orland police officer initiated a traffic enforcement stop on a silver Mitsubishi Lancer. Alejandra Rodriguez, 22, of Willows, was cited for illegal window tint.

10:21 a.m., Orland police officers were dispatched to check the welfare of Elizabeth Christian at 124 Chapman Street. Officers contacted Christian, who said she was fine and didn’t need assistance.

12:05 p.m., Orland police officers responded to Trinity Street at Eighth Street to check the welfare of a woman who appeared to be upset and walking in the road. Officers contacted Lolita Burd, 54, of Orland, who declined needing assistance. Burd agreed to stay out of the road and walked home.

1 p.m., Aimee Jones, 25, reported Michelle Langmack, 45, and Antonia Langmack, 25, were harassing her via telephone. Officers advised Jones of her options and provided information on restraining orders.

3:39 p.m., Henry Suden, 25, of Orland reported he lost his wallet on Dec. 24 at Moe’s Market.

4:24 p.m., Orland police officers were dispatched to 728 Eighth Street for a report of possible threats. Officers contacted Jose Hernandez, 18, and Jesse Lopez, 44, both of Orland. Officers determined no crime occurred and admonished Hernandez for trespassing on Lopez’s property.

8:19 p.m., Orland police officers responded to a report of shots heard in the area of 433 Yolo Street. Officers conducted an area check, but were unable to locate anyone in the area, signs of a shooting, or anyone needing assistance.

Monday, Dec. 27:

1 p.m., at the Orland Police Department, an officer signed off a correctable citation.

2:30 p.m., Gabriela Valencia, 42, of Orland, reported an unknown person sent her a check to deposit and send them the money. The check was declined but the reporting party did not send any money.

2:45 p.m., at the Orland Police Department, an officer signed off a correctable citation.

9:02 p.m., Orland police officers responded to the ampm mini mart, 902 Newville Road, for a report of petty theft. Officers contacted store employee Thomas Everett Sr, who reported a white man and a white woman entered the store and stole $40 worth of lottery tickets. Officers conducted an area check for the suspects but were unable to locate them.

Tuesday, Dec. 28:

2:55 a.m., Orland police officers assisted Glenn County Sheriff’s deputies with a disturbance at 6343 County Road 200. The officers assisted until no longer needed.

9:30 a.m., Orland police officers were dispatched to the Pilot Travel Center for a report of a reckless driver. Officers contacted Kerry Webster, 78, of Damascus, Ore., who stated he was cut off by a driver in a semi and while he was stopped another semi driver got upset with him.

3:31 p.m., Orland police officers responded to a report of an attempted shoplifting at Sav-Mor, 35 East Walker Street. Officers contacted Tanya Lablue, 43, and Chentel Rios, 31, both of Orland, at 704 Date Street. The business declined to pursue criminal charges and both parties were admonished for trespassing.

7:30 p.m., on Sixth Street at Monterey Street, an Orland police officer contacted the occupant of a white Dodge 1500 with no rear license plate. Following an investigation, Jessica Wilson, 40, of Orland, was arrested and booked for alleged possession of methamphetamine.

9:25 p.m., Orland police officers responded to a report of a structure fire at 4874 County Road HH. Officers assisted until no longer needed.

Wednesday, Dec. 29:

4:24 a.m., Orland police officers assisted Glenn County Sheriff’s deputies and CHP officers with a traffic collision on Highway 32 at County Road VV. They assisted until no longer needed.

6:27 a.m., Orland police officers were dispatched to a report of a suspicious person at the Orland Stop and Shop, 10 Walker Street. Officers contacted Jose Perez, 25, of Chico, and learned he was involved in a traffic collision over the night and had nowhere to go. Officers contacted a family member of Perez and stood by until he was able to get a ride home.

1:14 p.m., Orland police officers responded to an alarm activation at 65 East Walker Street. Officers contacted employees of the business, who stated the alarm was set off in error.

3:16 p.m., Orland police officers were dispatched to the Paigewood Village Apartments for a request for a welfare check on several children who were staying with their mother, who failed to meet the reporting party for a child custody exchange. Officers checked the residence but there was no answer.

4:37 p.m., Orland police officers were dispatched to 806 Cherry Circle for a report of a possible vehicle theft. Officers contacted Casey Bayles, 48, who attempted to report a stolen vehicle. The matter was determined to be civil.

9:20 a.m., Orland police officers responded to 390 Papst Avenue for a report of a child accidentally locked in a vehicle. Officers stood by until the vehicle was unlocked.

10:28 a.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Officers contacted Raschell Wammack, 47, who reported her roommate broke her door and yelled at her. Officers contacted Lolita Burd, 54, and counseled her at Wammack’s request.

10:47 a.m., Orland police officers responded to the Orlanda Inn Motel, 827 Newville Road, for a report of brandishing a firearm. Officers contacted Misty Lawrence, 52, who alleged Dylon Wagoner, 26, pointed a firearm at her three to five weeks earlier. After further investigation, Lawrence declined to pursue charges and Wagoner was admonished for trespassing at the request of the property owner.

12:23 p.m., Orland police officers were dispatched to 227 Swift Street for a report of found property. Officers located a handgun magazine that was loaded. Officers took the item for destruction.

5:50 p.m., Orland police officers responded to the Newport Village Seniors Apartments, 1011 Newport Avenue, for a report of two men acting suspicious, saying they work for PG&E. Officers checked the area but were unable to locate the men.

6 p.m., Orland police officers were dispatched to 819 Newport Avenue for a report of a civil issue. Officers contacted Eduardo Chavez, who alleged his roommate, Gene Whittington, was unlawfully kicking him out. Officers explained the eviction process to Whittington and the incident was documented.

7:06 p.m., Orland police officers were dispatched to a report of fireworks on Trinity Street near Benson Drive. Officers were in the area at the time of the dispatch and did not hear or see any fireworks. Officers checked the area but did not locate any remnants of fireworks.

7:12 p.m., Orland police officers responded to the Black Butte Mobile Home Park, 6386 County Road 200, for a report of a possible intoxicated driver. Officers located the vehicle and contacted the driver. Officers determined she was not under the influence and counseled her on her driving.

8 p.m., Orland police officers were dispatched to 116 East Swift Street for a welfare check on two children. Officers contacted Jacinto Perez, who alleged his ex-wife, Mayte Vaca, left two children unsupervised. Officers contacted both children, who were with Vaca and doing well.

10 p.m., Orland police officers were dispatched to 766 Jacquelyn Drive for a report that an unknown person had vandalized Christmas decorations. Officers found an inflatable Santa Claus was knocked over but had sustained no damage. Officers assisted setting Santa Claus back up. Extra patrol was requested.

Friday, Dec. 31:

12:34 a.m., Orland police officers responded to a report of a burglary alarm at Les Schwab Tires, 1306 Sixth Street. Officers checked the business and found it locked and secure.

12:59 a.m., Orland police officers were dispatched to Woodward Avenue at East Tehama Street for a report of people yelling in the street. Officers searched the area but were unable to locate anyone.

5:25 a.m., Ruby Cone, 76, of Orland, reported the Tri Counties ATM, 100 East Walker Street, did not give her the money she requested to withdraw, but the ATM did subtract the amount of money from her account. Cone was on the phone with a Tri Counties representative. The incident was documented at Cone’s request.

12:21 p.m., Orland police officers responded to 6378 County Road 200 for a report of a stolen 2021 Chevy 1500 U-Haul pickup. The Chevy was recovered and removed from the stolen vehicle system.

12:47 p.m., Josefina Ahumada, 49, reported unknown person tagged her fence at 381 Stanton Way. Ahumada wanted the incident documented in case other vandalism occurs in the area.

2:04 p.m., Orland police officers responded to the report of a disturbance at 111 Fourth Street. Officers contacted Desirae Shoumounejad, 25, and Jacob Kennedy-Cummings, 28, both of Orland. Following an investigation, Shoumounejad was arrested and booked for a parole hold and Kennedy-Cummings was arrested and booked for multiple Glenn County arrest warrants.

2:11 p.m., Orland police officers responded to the 700 block of Jacquelyn Drive for a report of a vandalism. Tarsicio Ruiz, 51, and Pablo Sandoval, 59, reported an unknown suspect slashed tires on three parked vehicles.

5:06 p.m., Orland police officers were dispatched to a report of a non-injury collision at Sav-Mor market. Officers contacted Eric Tow, 52, and Nancy Hernandez-Munoz, 41, and helped both parties exchange information.

6:15 p.m., on Tehama Street at Fifth Street, an Orland police officer initiated a traffic enforcement stop on a black 1990 Toyota Camry. Cosme Mercado, 49, of Orland, was cited for allegedly failing to yield when making a left hand turn, driving while unlicensed, and no proof of insurance.

8 p.m., Orland police officers responded to a report of shots heard on Eighth Street at Walker Street. Officers spoke with witnesses and determined the noises were from aerial fireworks. Officers searched the area but were unable to locate the source of the fireworks.

8:31 p.m., on Porter Lane at Walker Street, an Orland police officer initiated a traffic enforcement stop on a black 2014 Cadillac sedan. The 16-year-old male driver was cited for failing to stop for a posted stop sign.

9:22 p.m., Orland police officers responded to Sixth Street at Monterey Street for a report of a dog that had been struck by a vehicle and was injured. Officers provided assistance until no longer needed by Glenn County Sheriff’s deputies.

Saturday, Jan. 1:

12 a.m., Orland police officers responded to a report of an intoxicated woman leaving the residence at 935 Walker Street after an argument with her husband. After a search, officers were able to locate Fawnna Montgomery, 37, of Orland. Following an evaluation, Montgomery was arrested and booked for alleged public intoxication.

1:06 a.m., Orland police officers responded to the area of County Road 20 at County Road MM to assist Glenn County Sheriff’s deputies with a reported stabbing. Officers provided assistance until no longer needed.

2:58 a.m., Orland police officers responded to a report of a disturbance at a residence on East Walker Street. Officers contacted a 42-year-old Orland woman, who stated her juvenile son was intoxicated and had assaulted her. Following an investigation, the 16-year-old was arrested for battery and criminal threats. The child was transported to a local hospital for a medical clearance and released to a Glenn County probation officer for transportation to the Tehama County Juvenile Hall.

3:34 a.m., Orland police officers responded to a reported traffic collision on Papst Avenue at East Yolo Street. Officers located a green 2001 Honda Civic that had crashed into a power pole and fire hydrant. Deputies located the driver, Jaime Lopez, 56, of Orland, at the intersection of Papst Avenue and South Street. Subsequent to an investigation, Lopez was arrested and booked on charges alleging driving while under the influence, and hit and run.

8:03 a.m., an Orland police officer contacted Joshua Shoop, 32, of Orland, at 434 Eighth Street. Shoop was arrested and booked for a misdemeanor Glenn County warrant.

3:35 p.m., Orland police officers responded to an alarm activation at 65 East Walker Street. Officers contacted employees and determined the alarm was activated accidentally.

8:54 p.m., Orland police officers were dispatched to 1626 Almondwood Drive for a report of juvenile issue. Officers contacted Charlene Harrell, 60, who reported her 17-year-old granddaughter was upset and yelling at her for not being allowed to participate in an event in Red Bluff due to COVID-19. The girl was counseled on her behavior and resources were provided.

Sunday, Jan. 2:

12:40 a.m., Orland police officers responded to a report of a possible kidnapping on Sixth Street at Swift Street. Officers were unable to locate anyone or the reporting party in the area. Officers called the reporting party, Graciela Ramos, 53, of Corning, who reported she was driving her highly intoxicated son, Rudy Ramos, 33, back home to Corning. She said her son was in the back seat of her vehicle when he somehow opened the rear door of the vehicle and fell out. Graciela Ramos said Rudy Ramos claimed he was being kidnapped after a passerby was helping him to his feet. Graciela Ramos said she called 911 because at the time she did not know the passerby was assisting her son. Graciela Ramos said she and her son were safe in Corning. The incident was determined to be unfounded.

5:19 a.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of a burglary alarm at 6480 County Road 27. Officers assisted until no longer needed.

11:50 a.m., at 99 Rennat Way, an Orland police officer initiated a traffic enforcement stop on a silver 2000 Nissan Quest. Efrain Perez, 67, of Orland, was cited for allegedly failing to stop at a stop sign.

4:27 p.m., Orland police officers responded to a report of a suspicious person in the area of the Orland Bowl, 507 Monterey Street. The caller believed he may attempt to break into the building. Officers searched the area but were unable to locate anyone who matched the description provided. The building was found to be secure with no signs of entry.

6:49 p.m., Orland police officers were dispatched to a report of found narcotics at O’Reilly Auto Parts, 304 East Walker Street. Officers took custody of a small bag of narcotics that had been found on the ground in the parking lot and booked it for destruction.

9:38 p.m., Orland police officers were dispatched to a report of an unresponsive female at 308 Butte Street. Officers provided assistance until no longer needed. After clearing the scene, officers were dispatched back to the location when paramedics requested assistance with aggressive family members. Officers stood by until the ambulance left the scene.

10:59 p.m., Melissa Michalk, 43, reported someone rang her doorbell in the 500 block of Lynn Drive, then drove away. Officers conducted an area check but were unable to locate the vehicle.
