Two people were arrested for attempted murder on Thursday in completely separate and unrelated incidents.
The first incident occurred shortly after midnight in Hamilton City. At about 12:14 a.m., Glenn County Sheriff’s deputies and Orland police officers responded to a secondhand report of a cold domestic disturbance.
Deputies contacted Maria Cruz, who reported a family member had been assaulted by her boyfriend. Deputies initiated an investigation and Oscar Moreno-Oropesa was later contacted and arrested for numerous felony offenses and driving while under the influence.
Moreno-Oropesa was also found to have a felony warrant out of Butte County.
At 1:25 a.m., Oscar Moreno Oropeza, 31, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging attempted murder (a felony), threatening to commit a crime with intent to terrorize (a felony), felony vandalism, false imprisonment (a felony), infliction of corporal injury on a spouse or cohabitant (a felony), driving while under the influence of alcohol and/or drugs (a misdemeanor), and driving while under the influence of alcohol (a misdemeanor), and a no-bail Butte County warrant alleging threatening to commit a crime with intent to terrorize (a felony). Bail for the fresh charges was set at $355,000.
The second incident has some history worth considering:
On Saturday, June 26, at 10:37 p.m., Melonie Perez, 35, reported her ex-husband, Javier Perez, 54, allegedly contacted her in violation of a served restraining order.
At 10:19 p.m. on Sunday, July 4, Orland police officers were dispatched to 301 Byron Way for a report of a court order violation. Officers contacted Melonie Perez, 35, who reported the father of her children, Javier Perez, had allegedly violated a court order by attempting to contact her via telephone.
Four days later, on Thursday, July 8, at 10:35 a.m., Orland police officers responded to a report of harassing phone calls and texts. Officers contacted Lee Prior, 61, of Orland, who stated Javier Perez, 54, of Northridge, had been constantly texting him and calling him.
Later that same day, at 5:34 p.m., an Orland police officer again contacted Melonie Perez regarding a restraining order violation.
Finally, near the end of the day, at about 10:51 p.m., Orland police officers responded to 301 Byron Way for a report of Javier Perez at the residence in violation of a restraining order. As officers arrived, they could hear a disturbance inside the residence.
Officers entered the residence and encountered Perez, who refused to comply with the officers’ orders. Perez was placed in a control hold and taken into custody without further incident.
Through investigation, officers learned Perez forced entry into the residence and assaulted a 61-year-old man with a blunt force weapon. The victim was transported to an area hospital for treatment of non-life-threatening injuries.
Perez was booked into the Glenn County Jail on charges alleging attempted murder (a felony), felony burglary, assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony), threatening to commit a crime with intent to terrorize (a felony), stalking (a felony), misdemeanor vandalism, loitering on private property (a misdemeanor), violation of a court order to prevent domestic violence (a misdemeanor), and obstructing or resisting a public service officer (a misdemeanor). His bail was set at $960,000.

3:47 a.m., Orland police officers responded to a report of a sounding burglary alarm at Harris Truck Repair, 1114 Sixth Street. Officers conducted a search of the building and found it to be secure.
9:50 a.m., Orland police officers were dispatched to the police department for a request for a civil standby for a child exchange. Officers provided the standby without incident.
10:31 a.m., Justin Kegley, 37, of Orland, reported someone stole his prescription medication out of his locked truck at Sav-Mor Foods.
12:50 p.m., Zachary Bilich-Pontarolo, 24, reported his red and black 2018 Polaris RZR was stolen from 925 Papst Avenue sometime over the weekend.
6:58 p.m., Orland police officers were dispatched to the report of a white female adult loitering in the parking lot of Grocery Outlet, 1026 South Street, asking people for money. Officers conducted a search of the area but were unable to locate the woman.
8:28 p.m.,Eugene Reynolds, 71, reported Vivian Cruz, 25, was causing a disturbance inside the residence at 315 Eighth Street. Officers counseled Cruz on her behavior and parties agreed to separate for the night. Officers provided Reynolds with options regarding the eviction process.
10:02 p.m., Orland police officers were dispatched to an anonymous report of an intoxicated person running down the street in the 700 block of Monterey Street. Officers checked the area but were unable to locate the person.
10:19 p.m., Orland police officers were dispatched to 301 Byron Way for a report of a court order violation. Officers contacted Melonie Perez, 35, who reported the father of her children, Javier Perez, 54, had violated a court order by attempting to contact her via telephone.
10:29 p.m., Orland police officers responded to a report of a verbal disturbance at 81 Rennat Way. Officers contacted Octavio Ramirez Galvez, 38, and Leopoldo Galvez, 45, both of Orland. Officers mediated the situation and the parties agreed to leave each other alone.
Monday, July 5:
12:40 p.m., Orland police officers responded to 6250 County Road 20 to assist Glenn County Sheriff’s deputies with a reported domestic altercation. Officers provided assistance until no longer needed.
2:44 p.m., at 1220 Walnut Avenue, an Orland police officer issued a parking citation to a silver Toyota Camry and marked it for abatement.
2:45 p.m., at 1220 Walnut Avenue, an Orland police officer issued a parking citation to a white Nissan pickup and marked it for abatement.
3:20 p.m., at 100 East Walker Street, an Orland police officer initiated a traffic enforcement stop on a white 2022 Dodge 2500. Alfredo Salazar, 47, of Orland, was cited for allegedly using a cell phone while driving.
3:43 p.m., Orland police officers were dispatched to 1003 Newport Avenue for a report of a juvenile locked out of her house by her mother. Officers contacted a 13-year-old girl who stated her mother, Maria Venegas, 39, locked her out of the house.
3:48 p.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Officers contacted Lolita Burd, 54, and Vivian Cruz, 25, of Orland. Following an investigation, Cruz was arrested and booked for alleged assault, battery, and resisting arrest.
8:26 p.m., on Linwood Drive at Maplewood Drive, an Orland police officer initiated a traffic enforcement stop on a grey 2006 BMW X5. Lance Mooney, 51, of Orland, was cited for allegedly failing to stop at a posted stop sign.
8:33 p.m., Orland police officers were dispatched to the Black Butte Mobile Home Park, 6386 County Road 200, for a report that William Hunter, 38, of Orland, was causing a disturbance. Officers contacted Hunter, who was subsequently arrested and booked for alleged public intoxication.
9:12 p.m., on Sixth Street at Walker Street, an Orland police officer initiated a traffic enforcement stop on a blue Suzuki DRZ 400 motorcycle. William Bird, 33, of Orland, was arrested and booked for alleged possession of a firearm and trespassing on railroad property.
10:24 p.m., Nicole Smith, 68, reported her landlord at the Orlanda Inn Motel, 827 Newville Road, was not accepting her monthly rent check and Smith requested documentation. Smith was provided with information.
Tuesday, July 6:
12:28 a.m., Orland police officers assisted the Glenn County Sheriff’s deputies with a report of a domestic violence incident at 6250 County Road 20. Officers assisted until no longer needed.
2:30 a.m., on Sixth Street at Colusa Street, an Orland police officer observed a vehicle towing a trailer with no brake lights. Officers contacted the driver, Charles Burns, 38, who was warned for the violation and issued a notice that his license is suspended.
5 a.m., Orland police officers responded to a report of a burglary alarm at Lely’s Pump Company, 211 East Walker Street. The response was cancelled prior to the arrival of officers.
9:20 a.m., Robert Rasmussen, 58, of Orland, came into the Orland Police Department to turn over a counterfeit bill. The item will be processed and sent to the U.S. Secret Service.
10:44 a.m., on Linwood Drive at Maplewood Drive, an Orland police officer initiated a traffic enforcement stop on a silver 2007 Saturn Aura. The driver, Christopher Dunn, 35, of Orland, was cited for allegedly driving with a license suspended for driving while under the influence, failing to stop for a posted stop sign, no proof of insurance, and a misdemeanor Butte County warrant for allegedly driving with a suspended license. The passenger, Tiffany Perry, 35, of Orland, was arrested and booked for alleged possession of a controlled substance, and possession of drug paraphernalia, and a felony Stanislaus County warrant alleging burglary, passing a fictitious check, and forgery.
4:29 p.m., an Orland police officer was dispatched to the police department for a citation sign-off. The party was referred to the CHP.
5:58 p.m., Orland police officers assisted the CHP with a reported suspicious vehicle on County Road 20 near Orland. Officers assisted until no longer needed.
6:25 p.m., on Linwood Drive at Paigewood Drive, an Orland police officer initiated a traffic enforcement stop on a white 1999 Honda Accord. Jesus Gonzalez-Salas, 46, of Chico, was cited for allegedly failing to stop at a posted stop sign, no insurance, expired registration, and for not having his driver’s license in his possession.
10:30 p.m., on Rennat Way at Monterey Street, an Orland police officer made an enforcement stop on a mini-bike with no headlights. Jerry Allen, 32, of Orland, was cited for allegedly driving without a motorcycle license.
Wednesday, July 7:
1:01 a.m., Orland police officers assisted with a medical call at 574 Lynn Drive until no longer needed.
10:30 a.m., Orland police officers were dispatched to a suspicious circumstance regarding phone calls. Officers contacted Jason Method, 51, of Orland, who stated someone was using his phone number as a scam number. Information was provided to Method and the incident was documented.
11:04 a.m., Orland police officers were dispatched to a physical disturbance at Les Schwab Tires, 1306 Sixth Street. Officers contacted Dave Campbell, 51, of Willows, and Heather Alvarez, 44, of Willows. After an investigation, Campbell was arrested for alleged felony domestic violence, felony assault by force likely to produce great bodily injury, and possession of drug paraphernalia. Campbell was booked into the Glenn County Jail.
3:20 p.m., Orland police officers were dispatched to contact Aimee Jones, 24, of Orland, regarding harassment. Officers contacted Jones, who stated Crystal Moutter, 25, of Orland, had been calling and harassing her. Jones requested the incident be documented and civil options were provided.
5:47 p.m., Orland police officers responded to a request for a welfare check on a man speaking with a group of children on the Newville Road overpass. Officers contacted four juveniles near Chevron. After an investigation, the children were issued a citation for shoplifting, possession of stolen property and being minors in possession of tobacco products.
9:25 p.m., on Swift Street, an Orland police officer initiated a traffic enforcement stop on a gold Acura 3.2TL. The 12-year-old female driver, a resident of Orland, was issued a citation for driving a vehicle without a license and expired registration.
Thursday, July 8:

1:52 p.m., on Linwood Drive, an Orland police officer initiated a traffic enforcement stop on a gray 2021 Kia Telluride. The driver, Lindsey Poma, 34, of Orland, was issued a citation for allegedly failing to stop at a stop sign.
2:29 p.m., on Walker Street, an Orland police officer initiated a traffic enforcement stop on a red Chevrolet pickup for a moving violation. The driver, Jayden Powell, 22, of Orland, was issued a citation alleging driving while unlicensed, throwing a cigarette from a vehicle, and no proof of insurance. Powell was issued a verbal notice of suspension.
3:12 p.m., on Newville Road, an Orland police officer observed a woman allegedly urinating in public. Officers contacted Samantha Wright, 20, of Redding, who was cited.
5:34 p.m., Orland police officers contacted Melonie Perez, 35, of 301 Byron Way, regarding a restraining order violation.
10:51 p.m., Orland police officers received a report of a restraining order violation at 301 Byron Way. Upon arrival, it was determined that Javier Perez, 54, of Northridge, allegedly broke into the residence and assaulted a resident. Perez was arrested booked into the Glenn County Jail.
Friday, July 9:
5:51 a.m., Orland police officers responded to the report of a 911 hang-up in the 600 block of East Walker Street. Officers checked the area but were unable to locate any emergencies or suspicious activity.

10:58 p.m., Javier Elias Perez, 54, a driver who lives in Northridge, was booked into the Glenn County Jail on charges alleging felony burglary, attempted murder (a felony), assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony), threatening to commit a crime with intent to terrorize (a felony), stalking (a felony), misdemeanor vandalism, loitering on private property (a misdemeanor), violation of a court order to prevent domestic violence (a misdemeanor), and obstructing or resisting a public service officer (a misdemeanor). Bail was set at $960,000. He was taken into custody at 301 Byron Way by an Orland police officer.
No stranger to the law in either Butte or Glenn Counties, Sunny Sayyaphom of Willows was arrested in Chico early Friday morning on a number of felonies.
At about 2 a.m. on July 9, Chico police officers became involved in a high speed pursuit of a stolen 2014 Toyota Camry. The chase began at Main and East Fourth Streets and reached speeds of up to 90 miles per hour.
Police canceled the pursuit for safety reasons but the driver continued speeding to West Second and Walnut Streets. There, he crashed the car into two businesses, Creative Nails (a nail salon, obviously) and All About Tech (an iPhone and Tablet repair shop), both located in a strip mall at 206 Walnut Street.
The driver, soon to be identified as Sunny Sayyaphom of Willows, was not injured. He was arrested and booked into the Butte County Jail on charges alleging vehicle theft, vandalism resulting in damages of $400 or more, and evading a peace officer with wanton disregard for safety.
Less than a month earlier, on Friday, June 11, Sayyaphom was arrested and booked into the Butte County Jail without bail on charges alleging violation of parole. And, over the years, Sayyaphom has had a number of encounters with law enforcement officers in Glenn County.
To mention just a few relatively recent incidents, on March 15, 2019, Deputy Turner contacted Sunny Sayyaphom at the ampm gas station in Willows. The deputy knew Sayyaphom from prior contacts and contacted his CDCR parole agent, Agent Carroll. Parole Agent Carroll requested Sayyaphom be placed under arrest for a parole violation. Sayyaphom was arrested and transported to the Glenn County Jail, where he was booked on a parole hold.
On June 4, 2019, Deputy Turner observed Sayyaphom walking south on North Villa Avenue from West Wood Street. Deputy Turner had prior knowledge Sayyaphom had a felony parole warrant for his arrest. Deputy Turner confirmed the no-bail felony warrant and contacted Sayyaphom near Glenn Medical Center and placed him under arrest. Deputy Turner found methamphetamine and drug paraphernalia in Sayyaphom`s property. Sayyaphom was booked on misdemeanor drug charges and a felony parole hold.
On Dec. 2, 2019, Deputy Johnsen was driving north on North Humboldt Avenue, Willows, and observed a silver GMC Envoy without a functioning license plate lamp. The driver was identified as Sunny Sayyaphom and the passenger as Mysty Stephens. Sayyaphom had never been issued a driver’s license and was cited and the vehicle was impounded.
On Jan. 26, 2020, Steven Walton, 43, reported his son’s vehicle was stolen from the Cedar Hills apartment complex the night prior. Deputy Sheldon responded and contacted Walton and his son, 16. After an investigation, it was learned the son lent the vehicle to Sunny Sayyaphom the night prior and he never returned the vehicle. The vehicle was later located abandoned in the city of Willows. About $1,300 of stereo equipment was stolen from the vehicle.
January 30, 2020, Angie Norton reported seeing Sunny Sayyaphom, 28, at the Sycamore and Butte Street bus stop in Willows. Sayyaphom was found to have a parolee at large warrant for his arrest. Deputies Ayres and Lemmon detained Sayyaphom until the warrant was confirmed by CDCR. Once confirmed, Sayyaphom was arrested. Sayyaphom turned over a Chevrolet car key and miscellaneous keys on a key ring that he found nearby. These were later booked into evidence as found property. Sayyaphom was transported and booked into the Glenn County Jail.
On Feb. 8, 2021, Deputy Thompson was dispatched to a report of two counterfeit $20 bills at Dollar Tree in Willows. The deputy responded to the business and contacted the manager, Mollisa Dominguez, who reported Sunny Sayyaphom had attempted to purchase goods from the store the night prior. When told the notes were fake, Sayyaphom told employees he had received the notes from a friend and did not know they were counterfeit. The business did not suffer a loss as a result of this incident. The counterfeit notes were later booked into evidence to be forwarded to Secret Services.
Sayyaphom has also been found guilty of crimes in the Glenn County Superior Court on more than one occasion. In late December, 2018, or early January, 2019, in the case of People vs. Sunny Sayyaphom, he was convicted of felony automobile theft and found in violation of parole for the fourth time.
He was sentenced to 135 days in jail and parole was reinstated. This case was prosecuted by Deputy District Attorney Michael Coffey.
And in July of 2019, in another People vs. Sunny Sayyaphom case, he was convicted of misdemeanor possession of a methamphetamine pipe and admitted to a violation of parole and probation. Sayyaphom was sentenced to 135 days in jail and three years probation. This case was prosecuted by Assistant District Attorney Ruby Neumann with, assistance from Glenn County Sheriff’s Deputies Turner and Branson.
It will be interesting to see what happens to Sunny Sayyaphom next.
Here are some recent incident reports from the Glenn County Sheriff’s Office. But first, an announcement from the publisher/editor/reporter:
I am simply unable to stay caught up on the sheriff’s logs. There are far too many of them, and each one takes far more work to make it suitable for publication than does a typical log item from either the Orland Police Department or the Glenn County Jail.
So, after the sheriff’s logs below, I intend to only publish items I consider to be of major significance – assaults, robberies, burglaries, etc. Many items giving details of felony arrests will be included, but lesser misdemeanors like public intoxication or trespassing will be omitted. However, such misdemeanor arrests will still be included in the jail bookings. Log items dealing with found property will also be left out, unless the found property is something unusual, such as a firearm found in a yard.
I am sorry if some of my readers are disappointed, but there is only so much one person can do.
Tuesday, June 22:
7:10 a.m., deputies responded to the area of Pacific Avenue and French Street, in Willows for the anonymous report of a woman yelling and throwing her shoes at passing vehicles. Upon arrival, deputies found Angel Bush in the roadway. Bush displayed objective signs and symptoms of being under the influence of a controlled substance. Bush allegedly admitted to consuming alcohol and inhaling narcotics earlier in the morning. It was determined Bush was unable to care for herself and placed under arrest for public intoxication. Bush was transported to the Glenn County Jail, where she submitted to a preliminary alcohol screen, which showed her blood alcohol concentration to be 0.064 percent. Bush was booked into jail, to be released when sober.
9:26 a.m., Julia Lovejoy contacted the sheriff’s office, reporting her sister, Rosemary Schmidt, 59, deceased at 6072 County Road 8, Orland. Deputies responded and Schmidt was declared deceased. Deputy Tuma initiated a coroner’s investigation. The decedent’s next of kin and older brother, Kenneth Schmidt Stevens, was present and aware of the decedent’s passing. Sweet-Olsen Family Mortuary of Orland was contacted and the decedent was released to their care.
10:38 a.m., Debra Sligar contacted Glenn County Communications to report a cold vandalism on her property at 6470 County Road 20, Orland. Deputy Garcia responded and contacted Sligar at the property. Sligar reported an unknown suspect vandalized her padlock and her neighbor’s padlock, which locked the gates to the irrigation canal. Deputy Garcia contacted Sligar’s neighbor, Luz Sanchez, about the reported incident. Subsequently, both parties requested the incident documented and reported each padlock cost about $10 each.
12:23 p.m., Deputy Sheldon was dispatched to investigate an inmate in the Glenn County Jail assaulting several staff members. After an investigation, it was learned inmate Anthony Francis assaulted three correctional deputies, Sonia Melgarejo, Robert White, and Jordan Peterson. A report was forwarded to the Glenn County District Attorney’s Office.
1:56 p.m., Aaron Amezcua contacted the sheriff’s office to report finding a possible human bone. Deputy Tuma was dispatched. The bone was ultimately determined to be a pig bone. The bone was collected and discarded.
1:58 p.m., Martin Lopez of Willows called and requested to speak with a deputy regarding harassment. Deputy Lemmon was dispatched and contacted Lopez. With the assistance of translation, Lopez said he was talking to someone on Facebook. At the completion of the conversation, the unknown person told Lopez they recorded the conversation and would send the video to his friends if he was not paid. Lopez said he did not know the person nor was he able to provide any information to deputies. Lopez was advised not to send any money to this unknown person. Lopez was told of how to prevent future harassment.
6:16 p.m., Laura Velliquette of Orland contacted the sheriff’s office, reporting harassing phone calls and violation of a restraining order. Deputy Tuma was dispatched and contacted Velliquette by phone, per her request. Velliquette reported receiving constant phone calls from Colorado and believed her ex, whom she has a restraining order against, was responsible. Deputy Tuma initiated an investigation.
8:28 p.m., Orland police officers and Glenn County Sheriff’s deputies checked the area around the Orland Branch of the Glenn County Courthouse, 821 East South Street, for gunshots being heard. The officers contacted several people in the area but only found one who heard gunshots about 30 minutes earlier.
Wednesday, June 23:
6:45 a.m., while driving his vehicle south on Highway 99 at County Road 28 in Orland, Detective Johnsen was passed by a vehicle that was traveling about 80 miles per hour and passing over double yellow lines. Detective Johnsen stopped the vehicle and contacted Gustavo Valdivia, who did not have a valid driver’s license. Valdivia was issued a citation for several vehicle code violations and his vehicle was impounded.
8:30 a.m., Kara Nichols of Orland called and reported a suspicious man walking on the road and in people’s driveways near Fifth and Cutting Avenues in the Capay area. Deputies were dispatched and contacted the man, Nicolas Morgan of Reno, Nev., who said he was stranded and needed assistance with getting to the state of Oregon. Deputies provided Morgan with transportation to the Corning area.
8:57 a.m., Butte Home and Hospice called and reported the expected passing of James Morehouse, 66, at his home near Orland. Morehouse suffered from pre-existing medical conditions and entered hospice care on April 20. Next of kin Ruth Morehouse was present at the time of death. The decedent was released to care of Neptune Society of Northern California.
8:59 a.m., while processing Joshua Hanson for booking in the Glenn County Jail, Correctional Deputy Reynolds located a counterfeit $20 bill. Deputy Sheldon ultimately collected the counterfeit bill and booked it into the Glenn County Sheriff’s Office to be sent to the U.S. Secret Service. See narrative for further information.
11:41 a.m., a social worker requested a welfare check on Michael Rustenhoven at his residence in Willows. Deputies responded and contacted Rustenhoven at his residence. Rustenhoven appeared in good health and spirits and declined any law enforcement assistance.
11:48 a.m., Rene Breeding of Orland called and report the death of her neighbor, James Lema. Deputies responded to the residence and confirmed the death. Deputies initiated a coroner’s investigation. The decedent’s stepdaughter and next of kin was notified of the death.
11:54 a.m., Keith Hayes of Willows contacted the sheriff’s office reporting a workplace incident at Bigfoot Recycling, 123 South Butte Street, Willows. Deputy Tuma was dispatched. Hayes said his foot was run over by the back tire of a vehicle as he reached into the bed of the vehicle to remove bags of aluminum cans. Deputy Tuma contacted the other involved party and driver, Salvador Lopez of Willows. Lopez said he moved the vehicle forward and didn’t realize Hayes was there. Hayes said he was declining medical attention and did not think the foot was broken.
12:21 p.m., Colby Garcia of Glenn contacted the sheriff’s office, requesting a citation sign-off. Deputy Tuma contacted Garcia in the front lobby. Deputy Tuma confirmed the violation was corrected and the citation was signed off.
3:15 p.m., while on routine patrol, Deputy Garcia observed Amber Novack seated on the front passenger seat of a white sedan, which was pulling into the driveway of 557 Fifth Street, Willows. Deputy Garcia had prior knowledge that Novack had an outstanding warrant for her arrest. A records check confirmed Novack had an outstanding felony warrant out of Glenn County. Deputy Garcia contacted Novack in the driveway and arrested her for the outstanding warrant. Deputy Garcia transported Novack to the Glenn County Jail, where she was booked. Novack’s bail amount was set at $50,000.
3:43 p.m., Patricia Mayers contacted the sheriff’s office, reporting a possible abandoned vehicle parked in front of her residence at 649 North Butte Street, Willows. Communications reported the vehicle was registered to Peggy May at 664 North Butte Street and was registered non-op. Deputies attempted to contact Peggy May at her residence. Deputies spoke with Dwayne May, who said Peggy May was not at home. Dwayne May was told of the complaint and that the vehicle could not be parked on the public street. Dwayne said he would move the vehicle.
6:58 p.m., Deputy Ramirez responded to the Irvine Finch River Access in Hamilton City for a report of a vehicle burglary. Deputy Ramirez arrived and contacted Esteven Navarro of Oroville, who said the driver side window of his 2017 Ford Fusion had been shattered and broken into. Navarro said the only thing missing was about $20 in spare change. Deputy Ramirez discovered damage to both the front passenger and driver windows. Navarro was unable to provide any possible suspects. Navarro estimated the total cost to repair the damage to the vehicle was $500.
11:46 p.m., Walmart employee Brian Morales reported finding suspected heroin in the parking lot to the business. Deputy Ayres contacted Morales. The suspected heroin inside of a plastic bag was turned over to the deputy. Deputy Ayres later processed and booked the found contraband into Glenn County Sheriff’s Evidence for destruction. It had a gross field weight of 14.2 grams (0.5 ounce).

Tuesday, July 6:
10 p.m., Daniel Lucas, 58, of Walnut Creek, was driving a 2005 GMC south on Interstate 5 as he exited the off-ramp at Highway 162, slowing to about 55 miles per hour. Lucas failed to negotiate a right-hand curve and the left side tires of the GMC entered a dirt and gravel area just east of the off-ramp. Lucas applied his brakes and turned sharply to the right. The GMC rotated clockwise in a southwesterly direction, traveled across the off-ramp and entered the west asphalt shoulder of the off-ramp. Lucas turned the GMC sharply to the left, causing the vehicle to rotate counterclockwise in a southeasterly direction. It traveled back across the off-ramp and struck a raised concrete curb. The GMC entered a dirt and dry grass area, where it overturned, coming to rest on its wheels in an area between the on- and off-ramps of southbound I-5. According to CHP Officer Henriques, Lucas was wearing his seatbelts and sustained only minor injuries.

Friday, July 2:
7:59 a.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Officers contacted Eugene Reynolds, 71, who reported Lolita Burd, 53, was causing a disturbance. Both parties were counseled and the incident was settled via mediation.
9 a.m., Orland police officers were dispatched to a report of a suspicious vehicle left parked at the Autozone, 711 Sixth Street. Officers contacted registered owner John Zuppan, 24, of Orland, who stated he car pooled to work and left his vehicle parked.
10:17 a.m., an anonymous female came into Orland Police Department to turn in a cell phone and clutch wallet found on Eighth Street. The items were booked for safekeeping.
10:29 a.m., Jennifer Sousa, 40, of Orland, requested documentation of someone tampering with her vehicle near the Paigewood Village Apartments.
11:30 a.m., the Orland Police Department received a report from the Sanders County Sheriff’s Office in Montana of a possible restraining order violation with the suspect living in Orland. An investigation was initiated and a report was taken.
5 p.m., Robin Gutierrez, 55, reported her vehicle was hit in one of the parking lots in town and she didn’t locate the damage to the bumper until later.
8:32 p.m., Trudy Kennedy of Chico called regarding a civil matter. Kennedy said she was having issues with the staff at the business, the Orland Inn on South Street, and requested documentation only.
9:18 p.m., Orland police officers responded to a report of a physical altercation at 715 Walker Street. Officers contacted Michelle Vasquez, 40, of Orland, who alleged she was assaulted by her 17-year-old son. Officers learned the boy was in violation of his home supervision contract and he was arrested at the request of the probation department. The boy was booked into the Tehama County Juvenile Hall.
11:11 p.m., Orland police officers were dispatched to a report of loud music at 1305 Pine Street. Officers contacted homeowner Juana Nogales, 39, who was told of the complaint and she agreed to turn off the music.
Saturday, July 3:
10:06 a.m., Orland police officers were dispatched to a request for a civil standby for a child exchange. Officers provided the standby without incident.
11:05 a.m., the Orland Police Department received information of a hit and run traffic collision with no injuries that occurred in the parking lot of Sav Mor.
2:09 p.m., Orland police officers were dispatched to a report of a possible home-invasion in the 400 block of Third Street. Officers contacted a 14-year-old girl, who reported that two unknown men entered her residence while she was home alone, pushed her down, and then left after it appeared they could not find a person they were looking for. An investigation was initiated.
4 p.m., Orland police officers responded to a report of juveniles throwing fireworks out of the back of a moving truck in the area of the Berry Patch Restaurant, 900 Newville Road. Officers checked the area but were unable to locate the truck.
5 p.m., Jose Luis Pamatz, 42, of 331 Central Street, Orland, reported his ex-girlfriend had been harassing him. Officers provided Pamatz with information on obtaining a restraining order.
6:48 p.m., Orland police officers were dispatched to a reported alarm activation at DeSerj, 716 Fourth Street. Officers checked the exterior and found the doors were locked with no sign of forced entry.
9:44 p.m., Orland police officers responded to a report of aerial fireworks in the area of Eva Drive at Harryman Street. Officers conducted a search of the area but were unable to locate the source of any fireworks. Officers provided extra patrol to the area.
10:34 p.m., Orland police officers were dispatched to the report of a possible abandoned bicycle at 522 Monterey Street. Officers located the reported bicycle, which was found to be locked and secured to a post.
11:14 p.m., Orland police officers responded to a report of aerial fireworks in the area of the 100 block of East Tehama Street. Officers conducted a search of the area but were unable to locate the source of any fireworks. Officers provided extra patrol to the area.
11:28 p.m., Orland police officers were dispatched to a report of loud music at 659 Salomon Drive. Officers contacted homeowner Joshua Campo, 26, who was told of the complaint and agreed to keep it down.

People v. Gabriel Velasquez – Defendant was previously convicted of felony possession for sale of heroin and was found in violation of probation. He was sentenced to 240 days in jail and probation was reinstated. This case was prosecuted by Assistant District Attorney Ruby Neumann, with assistance from Glenn County Probation Officer Moize.
Thomas Michael Butler
People v. Thomas Michael Butler – Defendant was convicted of misdemeanor corporal injury to his girlfriend, petty theft, and possession of drug paraphernalia. His probation on two other cases was terminated. He was sentenced to 694 days in jail. This case was prosecuted by District Attorney Dwayne Stewart, with assistance from Orland Police Department Sergeants Cessna and Johnson and Officers Andrade and Roenspie, and Glenn County Sheriff’s Office Deputy Huichapan.
People v. Shawn Dale Van Gieson – Defendant was previously convicted of misdemeanor battery, and was found in violation of probation for the third, fourth, and fifth times. He was sentenced to 180 days in jail and probation was terminated. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Probation Officer Pfyl.
Cynthia Sarah Hardie
People v. Cynthia Sarah Hardie – Defendant was convicted of felony possession of over 600 images of child pornography. She was sentenced to 360 days in jail and two years probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Detective Lopeteguy.
People v. Ruben Cruz – Defendant was previously convicted of felony corporal injury to his cohabitant and was found in violation of Post-Release Community Supervision for the seventh time. He was sentenced to 180 days in jail and PRCS was reinstated. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Probation Officer Ortiz.
People v. Angel Michele Bush – Defendant was convicted of misdemeanor trespass and was found in violation of probation for a felony violation of bringing drugs to jail for the third and fourth times. She was sentenced to 130 days in jail and two years probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Detective Lopeteguy.
People v. LaurenEvans – Defendant was previously convicted of felony bringing methamphetamine into the Glenn County Jail and found in violation of probation for the sixth time. Defendant was sentenced to 90 days in jail and probation was reinstated. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Probation Officer Van Eck.
People v. Lucas Michael Shoop- Defendant was previously convicted of felony auto theft and was found in violation of probation for the sixth time. He was sentenced to 60 days in jail and probation was reinstated. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Probation Officer Van Eck.
