Sandra ‘Sandi’ Burnett, 76

Sandra “Sandi” Burnett of Willows died at the Willows Care Center on Thursday, March 4, 2021. She was born in New Hampshire to Arthur and Julia Goodwin.

As a child, her family came to Northern California. She grew up in Pentz and settled in Glenn to raise her family.

She worked on many local farms, at the Bayliss Store, and Hawaiian Gardens. She loved to play bingo and made many friends while volunteering her time at the VFW and Eagles bingo in Chico.

She is survived by Tawni and Christine Smith and Dack Burnett from Willows; five grandchildren; and seven great-grandchildren.

She will be missed and loved by all of her family and friends.

Carmel Ellerman, 87

Carmel Ellerman died in Lakeview, Ore., on Thursday, Jan. 28, 2021. She was born in Willows on June 15, 1933.

Having taught herself at an early age to trick ride on horses, she later attended UC Davis, earning a BA in Animal Husbandry. While at Davis, she met her late husband, Danny Ellerman, and later attended Chico State University, where she received her teaching degree.

She taught school for more than 30 years in the small ranching communities of Elk Creek, Stonyford and Likely, Calif. Beginning in 1971, each summer the Ellermans and their children and cousins traveled the rodeo circuit, performing as “The Flying Cossacks” trick riders.

She was active in her local church in Lakeview, teaching Sunday school until well into her 80s.

She is survived by her sister, Georgie; children Mette, Tami, Fawn, Troy, and Jozell; and 15 grandchildren.

Due to COVID-19 restrictions, only a small private service was held, with a Celebration of Life planned for the summer or late fall of 2021.

Driver takes out power pole, disappears

Lake District – Almost nothing is known about a crash that occurred Saturday morning – but at least we have pictures!

What little is known is that at about 7:30 a.m. on March 13, someone reported that a vehicle had crashed into a power pole on County Road O, north of County Road 9.

However, it seems this is not when the accident actually occurred. It seems a safe guess to say that the incident actually happened sometime earlier and that the driver and (given that the passenger side door was found to be open) passenger left the scene.

The airbag is seen to have deployed.

The accident happened at the entrance of the Lagrone residence, 4707 County Road O, making it difficult for the residents to leave the property or for anyone to enter it.

Lines from a pole with a “high voltage” sign on it were on the ground across the driveway and on the car. No firefighters or law enforcement officers were on-scene when the Observer’s photos were taken.

Trucker arrested for kiddie porn

Cynthia Sarah Hardie, 44

Willows – Little is known about Thursday evening’s arrest of a trucker on child pornography charges.

The incident occurred at about 7:11 p.m on March 11. It was investigated by Glenn County Sheriff’s Detective Zachery Lopeteguy of the Glenn County major crimes team (GLINTF, formerly the Glenn County Interagency Narcotics Task Force).

GLINTF has long been reluctant to issue press releases for the cases it handles, and this was no exception. Nor was any mention of it included in the sheriff’s log for this date.

However, very brief mention of it was made in the computer aided dispatch (CAD) calls. It was also included in the jail’s news release for March 11.

According to jail staff, Cynthia Sarah Hardie, 44, of Rapid City, South Dakota, was booked into the jail at 7:29 p.m. Despite the traditionally feminine name, Cynthia Sarah Hardie is listed in the jail’s news release as “male,” and is described as six feet tall and 200 pounds.

He was booked on charges alleging sexual exploitation of a child, and possession of child pornography (both felonies). His bail was set at $100,000.

He was taken into custody at the Swift Transportation facility, 1475 Highway 99, Willows, not far south of County Road 57.

Information comes to light regarding shooting of woman in Orland

Orland, March 11, 2021 – A month ago today, at about 9:25 a.m., a woman was shot at the intersection of Woodward Avenue and East Mill Street, wounding her in the hand.

Later that same day, the Orland Police Department released a statement about the shooting. It read:

“Thursday, February 11, 2021, at about 9:25 a.m., Orland P.D. officers responded to the intersection of Woodward Avenue and East Mill Street in Orland for a report of shots fired. Officers arrived and located several spent bullet casings and broken glass near the intersection. Witnesses reported a dark red sedan leaving the area at a high rate of speed.

“Officers were later contacted by staff at Enloe Medical Center, reporting a 36-year-old female arrived at Enloe Medical Center with an apparent gunshot wound. Chico police officers assisted Orland P.D. by securing the maroon Honda Accord until officers arrived. Officers contacted the victim, who reported an unknown suspect shot the vehicle while she was in the passenger seat. The victim sustained non-life-threatening injuries and was later treated.

“The investigation is ongoing and the Orland Police Department would like to urge anybody with information about the incident to contact Sergeant Cessna at 530-865-1616.”

Since this vague press release, more information has come to light. Sergeants Cessna and Johnson found the broken glass and bullet casings at the southwest corner of Woodward Avenue and East Mill Street.

While they were going over the scene, Officer Edgar Andrade contacted Rosalinda Lopez at 910 Woodward Avenue, which is the residence on the southwest corner of Woodward Avenue and East Mill Street. Lopez reported hearing multiple loud pops, which she believed were gunshots, and she heard a woman screaming.

At about 9:45 a.m., Glenn County Sheriff’s dispatch told Sergeant Cessna of a victim with an apparent gunshot wound to the right arm at Enloe Medical Center in Chico. Officer Andrade arrived there at about 10:25 a.m.

Officer Andrade contacted Chico Police Officer Winston Capucion, who was standing by with the vehicle the victim had arrived in. The vehicle was a red 2003 Honda Accord, California license plate number 8ARH086.

Officer Andrade noticed both the driver and front passenger windows were missing and he saw two bullet holes in the windshield. The vehicle was under a red canopy, which was placed there by Enloe staff per Officer Capucion’s request, in order to protect the evidence from the rain.

Officer Andrade asked Officer Capucion to stand by with the Honda while he entered the hospital to speak with the victims. Inside, Office Andrade was shown to a room, where he contacted Samantha Alyssa Joline Bible, of 4176 County Road M, Orland, a property owned by Jack Schmitke of Forest Ranch.

While speaking with Bible, a nurse was dressing a gunshot wound to her right hand. Bible told the officer that she and Grant Schmitke were going to pick up some keys from a friend in the area of Woodward Avenue and East Mill Street.

Bible said they arrived in the area and were looking for Schmitke’s friend and the next thing she knew, they were being shot at. Bible said she was seated in the front passenger seat of the Honda when she was shot. Bible said about five shots were fired.

Bible told Officer Andrade the vehicle belonged to her and she did not give permission to search it. In reality, it was later learned the Honda was registered to Crystal Ellinwood of Live Oak.

Officer Andrade left Bible’s room and was shown to Schmitke’s room by hospital staff. Schmitke had admitted himself due to a preexisting injury.

Schmitke told the officer he was driving south on Woodward Avenue and pulled up to the corner of Woodward and East Mill Street to meet somebody. Schmitke claimed he did not know the identity of the person he was supposed to meet.

Schmitke said the suspect in the shooting was a Hispanic man in his 20s. He had a thin build and was about five-feet-nine-inches tall. He was wearing black clothing. Schmitke did not immediately see a firearm.

It gets a little confusing here: Schmitke believed his moniker was “Trigger.” Schmitke did not know if the suspect was actually “Trigger,” but he said he owed “Trigger” money.

Officer Andrade returned to the hospital parking lot, where Officer Capucion was standing by with the Honda. Officer Andrade photographed the vehicle and completed a CHP 180 form for the seizure of the Honda.

Bambauer Towing arrived and loaded the vehicle. Officer Andrade told the driver to transport it to the City of Orland Corporation Yard, where it was placed in a building with surveillance cameras.

Officer Andrade believed that a search of the Honda would result in the seizure of evidence that will help to determine the events that resulted in the injury of Bible, and secondly, if not, will help to determine the sequence of events preceding the injuries.

It may or may not be relevant that both Bible and Schmitke have had encounters with Glenn County law enforcement in incidents allegedly involving illicit drugs.

Deputy’s stolen rifle recovered in Tyler Lopez burglary, torture cases

DNA science and the technology associated with it have come a long way over the years.

A thorough cleaning can wipe away fingerprints from an object that has been held. It is more difficult, however, to get rid of microscopic DNA-containing skin cells that have been transferred to an object after it has been handled.

Glenn County Sheriff’s investigators are using “touch DNA” technology in the case(s) involving Tyler Lopez. Lopez is a person of interest or suspect in (1) the burglary of a sheriff’s patrol unit while it was parked at the home of Deputy Vincent Cordova; and (2) the kidnap, torture, beating, sexual assault and other crimes against a woman at the Grindstone Rancheria.

On Nov. 5, 2020, Glenn County Sheriff’s Detective Zachery Lopeteguy responded to a report of a vehicle burglary at the Grindstone Rancheria. The vehicle belonged to the Glenn County Sheriff’s Office and it was assigned to Glenn County Sheriff’s Deputy Cordova.

Items stolen from the patrol unit included a shotgun; six magazines (three metal box-style and three Magpul brand polymer magazines) for a sheriff’s office-issued rifle; a Taser; a ballistic helmet; a Glenn County bag with a department logo; ammunition; a camera; and a stream light flashlight ‑ and, most important for the purposes of this report, a GCSO-issued rifle.

Early on, Tyler Lopez was considered a person of interest in this crime. Detective Lopeteguy also learned from anonymous sources that Lopez was staying at Vincent Martin’s home at 3600-18 Phils Way, just a few houses away from the burglary scene, and the stolen property was probably there.

On Nov. 27, Deputy Travis Johnsen received a report that a woman at the Grindstone Rancheria had been held against her will and forced to allow Tyler Lopez and Anna Fred (a.k.a. Anna Brown) take explicit nude videos of her. At the rancheria, Deputy Johnsen made contact with the victim.

She told the deputy that she went to visit Vincent Martin at his home at the Grindstone Rancheria. According to Glenn County Sheriff’s investigators, Tyler Lopez and Anna Fred were there, and the victim was acquainted with all three of them.

After a while, Lopez and Fred began to confront the victim, accusing her of being a snitch. Both Lopez and Fred have felony records.

Lopez left the living room and returned with what the victim described as a “very large black gun” ‑ a rifle, not a handgun. He allegedly pointed the gun at the victim and asked Fred if he should “just kill her now.”

While Lopez was pointing the gun at her head, the victim said she heard the gun “click.” Lopez reportedly said to the victim, “You’re lucky, bitch. I didn’t know the safety was on.”

The victim was then forced into Vincent Martin’s bedroom. Martin had left the house, and it was just Lopez, Fred, and the victim there.

According to the victim, Lopez and Fred yelled at her to stop crying, but when she couldn’t stop, they began punching her in the head and face, and Lopez allegedly used the butt of the rifle to hit her in the right knee. During the initial investigation on Nov. 27, the victim showed Deputy Johnsen an abrasion and bruising to her right knee.

She also had a black eye, a lump on the side of her forehead, and a bruise on her right foot reportedly caused by being hit with a flashlight.

Lopez and Fred continued to discuss what to do with the victim. Lopez allegedly said, “She saw the gun and will tell them what I did with it.”

This was reportedly followed by well over 30 hours of sexual assaults of various types, torture, and forced use of drugs. Lopez and Fred also allegedly made explicit videos of the victim.

Lopez hid the rifle and the cell phones they allegedly used to video the victim, and Vincent Martin returned to the home about 2 a.m. on Nov. 26. The victim was allowed to leave, without her pants or underwear, after about 39 hours of being held against her will.

Following the initial investigation, a search warrant was authorized and executed. Items collected included: Two personal computers; two tablets; seven cell phones (one of which was the victim’s); a digital video recorder; a digital camera; and an envelope with two micro SD cards.

It is now known that deputies also found the rifle that had been stolen during the burglary of Deputy Cordova’s patrol vehicle. Upon inspection of the rifle, detectives reportedly found a live round in the rifle chamber.

The primer of the round had been struck by the firing pin, but the weapon had not fired.

During an interview with the victim, Deputy Johnsen showed her a rifle that was the same make and model as Deputy Cordova’s (a DPMS model M160). The victim told Deputy Johnsen it was identical to the one Lopez had pointed at her.

As a result, a search warrant for Tyler Lopez’s DNA, to be acquired through cheek swabs, was requested. According to Deputy Johnsen, Lopez’s DNA was left on the rifle during the alleged murder attempt of the victim.

On Tuesday, Jan. 19, at about 5:51 p.m., Anna Lola Brown (Anna Fred), 33, was booked into the Glenn County Jail on charges alleging cultivation of marijuana (a felony), felony violation of probation, disobeying a lawful order of the court (a felony), misdemeanor violation of probation, and disobeying a court order (a misdemeanor). Her bail was set at $109,000.

She was taken into custody on County Road 305, Elk Creek, by a GLINTF (major crimes) agent. Then, two days later, while still in jail, she was also served with a warrant alleging attempted murder (a felony). Bail for this was set at $150,000.

Three weeks later, on Tuesday, Feb. 9, at about 11:06 a.m., Tyler James Lopez, 29, was booked into the Glenn County Jail without bail on charges alleging obstructing or resisting a public service officer, and trespassing with willful destruction of a fence on enclosed land (both misdemeanors), and a warrant alleging violation of post-release community supervision (a felony). He was taken into custody at 3600 County Road 305, Elk Creek, by a Glenn County Sheriff’s deputy.

The next morning, he was served with a warrant alleging attempted premeditated murder; torture; kidnap to commit robbery and/or rape, assault to commit mayhem, rape, sodomy, or other specified offense; sexual penetration with an object by force; preventing or dissuading a witness or victim of a crime through threat or force; giving drugs to aid in the commission of a felony; assault with a machine gun on a person; use of a firearm during the commission of a felony; a special enhancement doubling his prison sentence if found guilty for having one or more previous serious or violent felony convictions; and another special enhancement regarding his sentencing if convicted (all felonies). His bail was set at $1.36 million.

As previously reported, Det. Lopeteguy also shipped the above-mentioned electronic items to Investigator Washabaugh at the California Highway Patrol Computer Crimes Investigations Unit. On Jan. 8, 2021, Investigator Washabaugh reported he was searching a Samsung Galaxy when he found what he described as child pornography.

Nothing more regarding this disturbing aspect of this case has yet been learned.

Law and Disorder

Here are the reports from the Glenn County Sheriff’s Office, the Orland Police Department, the Willows Area Office of the California Highway Patrol, and various fire departments in Glenn County. Remember: Those accused of committing crimes are presumed to be innocent until proven guilty in a court of law.

Monday, March 8:

12:15 a.m., an Orland police officer observed a brown 2013 Ford Edge with expired registration parked in a city parking lot at the Pizza Palace. The registered owner was issued a parking citation and the vehicle was marked for abatement.

4:13 a.m., Brandy Thorpe reported her mother, Mary Christensen, 68, was deceased at 819 Newport Avenue, in Orland. Deputy Goodwin responded. At 4:17 a.m., Orland Police Sergeant Johnson and other Orland Police Department officers responded and were first on the scene and started life-saving procedures. Life-saving efforts were unsuccessful and Thorpe was able to provide a do-not-resuscitate order for Christensen. Christensen was pronounced deceased at approximately 4:27 a.m., There were no signs of foul play. The deceased was released to the care of Sweet-Olsen Family Mortuary of Orland.

6:33 a.m., the Capay Fire Department received a medical aid call for a male fall victim at 25885 Clark Avenue.

7:15 a.m., Orland Fire Department received a medical aid call for someone with chest pain at WestHaven Assisted Living on Fairview Street.

7:31 a.m., the veterans and military crisis hotline contacted the sheriff’s office regarding a citizen who was experiencing suicidal ideation. The Glenn County Crisis Response Team responded and the citizen was determined to meet the “51-50” criteria. The citizen was transported to Glenn Medical Center for medical clearance and released to GMC staff.

8:54 a.m., Charlisa Bryant came to the Glenn County Sheriff’s Office to speak with a deputy regarding fraud. Deputy Lemmon was assigned and contacted Bryant. Deputy Lemmon found the incident was already reported at 11:19 a.m. on Sept. 17, 2020. On that date, Bryant, of 601 North Tehama Street, #1, Willows, came to the sheriff’s office lobby to report check fraud. Deputy Alves contacted Bryant and a report was initiated.

9:41 a.m., Delmar Woodward called to speak with a deputy regarding vehicles with loud exhausts. Deputy Lemmon was dispatched and called Woodward. Woodward reported there are numerous vehicles that drive by his residence at 337 North Merrill Avenue, Willows, with loud exhausts. Woodward said the vehicles drive to and from the Willows High School. Woodward requested the vehicles be cited for loud exhausts. Deputy Lemmon told Woodward that deputies would conduct extra patrol in the area.

10:02 a.m., the Chico Police Department requested a deputy attempt to locate a reported stolen vehicle from their jurisdiction at 6838 County Road 18, Deputy Lourenzo responded and checked the property for the vehicle, but was ultimately unable to locate it. The Chico Police Department was notified of this.

11:32 a.m., Kathryn Newland came to the Glenn County Sheriff’s Office to report check fraud. Deputy Lemmon was assigned and initiated an investigation.

1:03 p.m., Luke Maxim, 40, reported an unknown person dumped cardboard boxes in a dumpster now overflowing at the Paigewood Village Apartments. Officers tracked the boxes to Brad Gilmore, 34, who was counselled.

1:12 p.m., Mary from Freedom Home Health and Hospice reported the expected death of Charlene Creek, 95. The decedent entered hospice care on March 6, 2021, with pre-existing medical conditions. Deputy Zarate confirmed that next of kin, Dixie Creek, was notified of the death. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

1:22 p.m., Orland police officers were dispatched to the lobby to sign off a citation. Proof of correction was provided and the citation was signed off.

2:38 p.m., the Butte City Fire Department received a Colusa County medical aid request for a male victim with difficulty breathing at 7550 East Glenn Road.

2:39 p.m., Sergio Rosas, 30, reported he was in a collision yesterday at Fifth and Shasta Streets and exchanged information with the other driver.

3:25 p.m., Deputy Lemmon was detailed to a courtesy report for the Tehama County Sheriff’s Office. Deputy Lemmon contacted the reporting party, Kathy Kensome, and spoke with her on the telephone.

3:42 p.m., William Hunter, 38, of Orland, alleged he was assaulted by his neighbor, Melquesided Garcia, 23, at the Black Butte Mobil Home Park. Officers spoke with both parties.

3:59 p.m., Floyd Parker reported a possible abandoned vehicle in the 600 block of South Lassen Street in Willows. Deputy Huichapan responded and located the described vehicle, a black 2010 Mazda. Deputy Huichapan learned the vehicle belonged to Alexis Romero, who lived in the area. The vehicle was legally parked and no further action was taken.

7:55 p.m., deputies, Orland police officers and the Orland Fire Department were dispatched to a hospice death at 410 Papst Avenue, Orland. Larisa Naranjo, 12, entered hospice care in April of 2019 with a pre-existing health condition. Next of kin, Zulma Oregel and Jose Luis Naranjo, were present at the time of death. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

5:07 p.m., Irene Salas called and reported she was in an argument with her son, Alexander Salas. Deputies responded to the residence at 911 West Cedar Street, Willows. Deputies contacted both parties and found the argument was over keys to a vehicle. Deputies assisted with meditation and Alexander agreed to leave the residence.

5:51 p.m., Alberto Cortez contacted Glenn County Communications and requested a property check at his residence at 545 Sierra Avenue in Hamilton City. Cortez called from out of the area and reported his cousin, Victor Delgadillo, was at the residence without permission. While en route to the residence, Cortez recontacted the sheriff’s office and said Delgadillo left the residence and Cortez no longer required law enforcement assistance. Cortez was ultimately provided with information on restraining order and eviction processes.

6:06 p.m., Orland police officers were dispatched to a non-injury traffic collision. Officers contacted Salvador Sanchez, 56, and Scott Hammond, 32, who were involved in a collision in the parking lot of Moe’s Market.

7 p.m., Dorothy Archuleta, 71, of Orland, called regarding a restraining order. Officers provided Archuleta with information.

11:43 p.m., Rosemary McMartin contacted Glenn County Communications and reported her 85-year-old husband as missing. Rosemary McMartin reported her husband had left their residence in Willows about 30 minutes prior and was concerned about his whereabouts. Deputies responded and searched the immediate area. Deputies located the missing adult on Southgate Drive, Willows, and he was transported to Glenn Medical Center by Enloe Ambulance personnel.

Tuesday, March 9:

12:15 a.m., Orland police officers were dispatched to a report of a missing child. Officers found the child at 99 Eva Drive. The child was returned home.

12:35 a.m., Enloe Hospice contacted Glenn County Communications and reported the expected death of Maria Jauregui-Alvarez,86. The decedent suffered from pre-existing illnesses and was entered into hospice care on March 4, 2021. Next of kin, Rosa Maria Torres (daughter), was present at the time of death. La Paz Funeral Home in Sacramento was to be contacted by Enloe Hospice to arrange further services.

1:09 a.m., Orland police officers contacted Odell McMorris, 55, of Orland, at the Stop and Shop at 10 Walker Street. McMorris was arrested and booked for two misdemeanor Glenn County warrants.

4:10 a.m., Orland police officers were dispatched to a report of a traffic collision between two semi-trucks at the Pilot Travel Center. Officers contacted Jose Perez-Merida, 43, and Ramiro Hernandez, 32, and assisted both with an information exchange.

10:27 a.m., David Bennett requested to speak with a deputy regarding the theft of his wallet from his trailer. Deputy Huichapan responded to Shady Oaks Trailer Park, space #2, near Orland, and contacted Bennett. Bennett told Deputy Huichapan that his black Hardly Davidson wallet containing $500 and miscellaneous documents was taken sometime on March 6. Bennett believed Tyler Fox was responsible for the missing wallet since Fox was the only person to visit Bennett at his trailer. Bennett declined to pursue criminal charges at this time and only requested Fox be told to return the wallet if he was contacted by law enforcement. Deputy Huichapan attempted to locate Fox, with no success.

11:58 a.m., James Huntsman contacted the Glenn County Sheriff’s Office to request a welfare check on James Webb. Deputy Chavez responded to the Willows Care Center, where Webb is a patient. Willows Care Center staff confirmed Webb was in good spirits and safe. Deputy Chavez contacted Huntsman and told him Webb was safe and Willows Care Center staff would be reaching out to him to set up a virtual meeting with Webb.

1:13 p.m., Deputy Sheldon responded to investigate an inmate assaulting another inmate in the Glenn County Jail. After an investigation, it was learned inmate Katie Phillips allegedly assaulted inmate Vivian Cruz. A report was forwarded to the Glenn County District Attorney’s Office.

1:30 p.m., Orland police officers responded to a report of fraud. Officers contacted Theresa Dickey, 52, who reported an unknown person opened a bank account using her personal information.

1:55 p.m., Silvia Newhall contacted the Glenn County Sheriff’s Office to report George Dunlop was in an argument with his brother. Deputies responded and contacted Newhall, who said Dunlop had left the property and reported the argument never got physical.

3:47 p.m., Orland police officers responded to the report of a verbal disturbance. Officers contacted Robert Frease, 61, who had a verbal dispute with the employee of Cricket Wireless. Frease was counseled and agreed to leave the business.

4:22 p.m., the Orland Fire Department received a medical aid call for a possible stroke at 101 East Swift.

5:51 p.m., a child contacted the Glenn County Sheriff’s Office to report Gregory Blake was having a medical emergency at 125 Bidwell Street, Elk Creek. Medical personnel arrived on scene and attempted lifesaving measures. Blake was pronounced dead at the scene. Deputies responded and conducted a coroner’s investigation. The next of kin, Christina Blake, was notified.

6:43 p.m., Orland police officers responded to a verbal disturbance at a residence on Third Street. Officers contacted a 38-year-old woman, who found THC vape pens in her 16-year-old son’s room. Officers contacted the boy, who was counseled at the request of his mother.

7:05 p.m., Orland police officers responded to the report of shots heard at 817 Newport Avenue. Officers checked the area but were unable to locate anything suspicious. Officers spoke with a resident, who stated it may have been fireworks.

7:25 p.m., Silvia Newhall contacted Glenn County Communications to report her husband’s brother, Jesse Dunlop, was causing a disturbance and refusing to leave the residence at 1056 County Road Z, Butte City. Deputies responded, contacted both parties, and initiated an on-scene investigation. It was determined the issue was a civil matter regarding living arrangements and utility expenses. Dunlop agreed to leave the property for the remainder of the night and both parties were provided with options on dealing with matter civilly.

8:23 p.m., deputies were dispatched to the car wash at 1220 West Wood Street in Willows for the report of a vehicle occupying one of the wash stalls for several hours. The reporting party, Russel Morgan, and owner of the car wash, requested the subject be moved along. Deputies contacted Emilio Chavez, 48, of King City, in a white Dodge Durango. Chavez told deputies he had been working on his vehicle and was now heading home. Chavez was told of the complaint and deputies stood by as he left the business.

9:02 p.m., a medical aid call went out to the Artois Fire Department for a 34-year-old woman with seizures at 3008 Highway 99.

10:29 p.m., Lee Seaheart contacted Glenn County Communications and requested a welfare check on her friend, John Kelley, in Willows. Seaheart reported she had not heard from Kelley since the previous day and was concerned for his wellbeing. Deputies responded to the reported residence and made contact with Kelley. He was in good health and spirits and stated he would contact Seaheart at a later time.

11:27 p.m., while on patrol, Sergeant Draper found an unknown object on fire on the shoulder of Highway 99, just north of County Road 24. Sergeant Draper discovered the item on fire was an amount of mail. At 11:28 p.m., the Orland Fire Department received a call for a small rubbish fire on the side of the road. It was cancelled two minutes later. The fire was extinguished and some names were recovered from the mail. After investigation it was determined an unknown suspect had stolen a number of mail items from the Chico area and in attempt to destroy evidence, set the items on fire. The items with identity information were recovered and later disposed of in a secured shred bin. Attempts to notify victims will be made at a later time and the postmaster will be notified as well.

1:57 p.m., Frank Mandiz Camacho, 61, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $7,000. He was taken into custody at Eighth and Walker Streets by an Orland police officer.

2:22 p.m., Arba Collon Sullivan, 28, a tree climber who lives in Oakley, was booked into the Glenn County Jail on charges alleging possession of stolen property (a felony), possession of ammunition by a prohibited person (a felony), possession of a firearm by a felon (a felony), giving false identification to a peace officer (a misdemeanor), possession of a controlled substance (a misdemeanor), possession of drug paraphernalia (a misdemeanor), and carrying a loaded firearm in public (a felony). Bail was set at $40,000. He was taken into custody at 4295 Highway 99 by an Orland police officer.

2:39 p.m., Nadine Marie Crawshaw, 66, an in-home care provider who lives in Willows, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, and failure to appear after giving a written promise (a misdemeanor). Total bail was set at $30,000. She was taken into custody at 691 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

3:28 p.m., Matthew James Fleming, 58, a laborer and transient, was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, failure to appear on a misdemeanor charge, and failure to appear after being released on his own recognizance (a felony). Total bail was set at $45,000. He was taken into custody at Sixth and Tehama Streets by an Orland police officer.

4:12 p.m., Charles Ben Padilla, 34, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging felony violation of probation. Bail was set at $105,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

4:22 p.m., Steven Anthony York, 27, a laborer who lives in Los Molinos, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $20,000. He was taken into custody at Glenn County Sheriff’s Office lobby by a Glenn County Sheriff’s deputy. Three days later, while he was still in the jail, York was found to have warrants alleging disobeying a court order (a misdemeanor). Bail was set at $15,000.

5:59 p.m., Steven Wayne Trimmer, 42, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging trespassing, and public intoxication (both misdemeanors). 11:47 p.m., Michael Videl Bradley, 29, an online personnel shopper who lives in Willows, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant (a felony), violation of a court order to prevent domestic violence (a misdemeanor), false imprisonment (a felony), and misdemeanor violation of probation. 11:09 a.m., Seth Dasan Dominguez-Flowers, 26, a laborer who lives in Willows, was booked into the Glenn County Jail on a warrant alleging misdemeanor violation of probation. Bail was set at $8,000. He was taken into custody at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

3:26 p.m., Juan Pablo Pureco, 39, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging battery on a noncohabitating former spouse (a misdemeanor), false imprisonment (a felony), robbery (a felony), driving while under the influence of alcohol and/or drugs (a misdemeanor), driving while under the influence of alcohol (a misdemeanor), willful cruelty to a child that could result in injury or death (a felony), having an unrestrained child in a vehicle (an infraction), and driving with a license suspended for driving while under the influence (a misdemeanor), and a warrant alleging failure to appear on a misdemeanor charge. Total bail was set at $288,000. He was taken into custody at Roosevelt Avenue and East Street by an Orland police officer.

6:18 p.m., John Perry Bush, 56, a caretaker who lives in Gerber, was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor). Bail was set at zero. He was taken into custody at 650 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

9:49 p.m., Jaime Gullen Lopez, 53, a maintenance worker who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at the Baymont Inn, 199 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

10:27 p.m., Sean Joseph Idzinski, 28, a cell phone repairman who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of drug paraphernalia (both misdemeanors), and warrants alleging disobeying a lawful order of the court (a felony), disobeying a court order (a misdemeanor), and failure to appear on a misdemeanor charge. Bail on the fresh charges was set at zero, but total bail on the warrants was set at $85,000. He was taken into custody at 1340 West Sycamore Street, Willows, by a Glenn County Sheriff’s deputy.

Sunday, March 7:

12:51 a.m., Carlos Alejandro Zepeda Cardenas, 26, a construction worker who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving without a license (all misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 32 at County Road O by a California Highway Patrol officer.

5:40 p.m., Jared Ian Reusser, 37, a construction worker who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor), misdemeanor violation of probation, felony and violation of probation. Bail was set at $60,000. He was taken into custody on Newville Road at Commerce Lane by an Orland police officer.

8:58 p.m., Jorge Miranda Medina, 42, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 240 Sacramento Avenue, sp. #11, Hamilton City, by a Glenn County Sheriff’s deputy.

8:59 p.m., Steven Wayne Trimmer, 42, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody on Pacific Avenue, north of First Avenue, Willows, by a Glenn County Sheriff’s deputy.

Monday, March 8:

9:30 a.m., Anthony Vincent Mancinelli, 27, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging misdemeanor violation of probation. Bail was set at $9,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

Tuesday, March 9:

1:12 a.m., Odell McMorris, 55, a laborer who lives in Orland, was booked into the Glenn County Jail on warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $7,000. He was taken into custody at the Orland Stop and Shop, 10 Walker Street, by an Orland police officer.

Minor injuries in Friday’s collision in Artois

Artois – Two of the three people involved in a vehicle accident here Friday morning were transported with minor injuries to Enloe Medical Center.

The third person was apparently unharmed.

At about 9:15 a.m. on Friday, March 5, Pavel Makovey, 57, of Sacramento, was driving a 2016 Mercedes Sprinter van east on County Road 33, and was stopped at the stop sign at Highway 99.

Angelica Gomez, 38, of Willows, was driving a 2008 Dodge Caravan north on Highway 99, approaching Road 33 from the south, at about 45 miles per hour.

Makovey pulled his van into the intersection, into the path of the Caravan. The right front of the Mercedes collided with the front of the Dodge.

Both vehicles came to rest in the intersection, and their occupants waited for assistance to arrive.

According to CHP Officer Scott Ovard, Gomez and her passenger, Maria Vasquez, 60, of Willows, sustained apparently minor injuries consisting of complaints of pain to their chests.

They were transported by ground ambulance to Enloe Medical Center in Chico.

Makovey did not seem to be injured.

Friday, March 5:

2:34 a.m., Orland police officers responded to a report of someone attempting to break into Sportsman’s Market on Newville Road, west of Interstate 5. Officers found the front glass door had been broken.

3:17 a.m., Eagle Security reported a motion alarm activation at 4304 County Road M, Orland. Deputies responded and conducted a search of the property. The building on the property was found to be secure and nothing suspicious was observed.

3:31 a.m., Gail Schermer reported her dogs were barking and requested an area check at 117 South Street. Officers conducted an area check.

7:10 a.m., Orland police officers responded to a report of theft. Officers contacted Stacey Taylor, 41, who stated her 17-year-old son stole a vape pen from a relative. Officers counseled the boy.

9:21 a.m., the California Highway Patrol requested assistance from the Glenn County Sheriff’s Office for a traffic collision with the roadway blocked at Highway 99 and County Road 33. At 9:25 a.m., the Artois Fire Department responded to the accident.

9:53 a.m., Orland police officers found damage to property and determined it occurred during a hit and run traffic collision on Swift Street.

10:15 a.m., Deputy Thompson was assigned to a report of theft of mail at 6048 County Road 8. The deputy contacted Llewellen Bosley via telephone. Bosley requested documentation for a book that had been taken from his mailbox. Bosley said the book was an agriculture/farming book that cost about $5. Bosley said the theft occurred sometime overnight. Bosley also reported several children had been playing in or near the roadway during the day. Bosley requested extra patrol in the area.

10:37 a.m., Orland police officers contacted Matthew Fleming, 58, on Tehama Street. Fleming was known to have warrants for his arrest. He was arrested for two felony warrants and one misdemeanor warrant out of Glenn County. He was booked into the Glenn County Jail on the warrants, possession of a controlled substance and bringing a controlled substance into the jail.

10:52 a.m., Orland police officers responded to a report of a suicidal person at 436 Third Street. The officers contacted a 25-year-old Orland resident, who was subsequently detained for a mental health evaluation. The person was transported by paramedics.

11:08 a.m., Orland police dofficers responded for a welfare check on the employees of the Orland Veterinary Hospital. Officers contacted the employees and determined they did not need assistance.

1:12 p.m., the Orland Fire Department received a call for medical aid at 6457 County Road 24, for an unresponsive female.

1:22 p.m., Deputy Ayres contacted Ashley Casebeer at 650 North Butte Street after it was confirmed that she allegedly had a local misdemeanor warrant for her arrest. Casebeer was taken into custody. The key to her vehicle was turned over to Anthony Francis, per her request. Casebeer was transported to the Glenn County Jail, where she was turned over to jail staff for booking.

1:56 p.m., Orland police officers contacted Orland resident Frank Camacho on Eighth Street. Camacho was allegedly found to have a misdemeanor warrant for his arrest. He was arrested for a warrant out of Glenn County and was booked into the Glenn County Jail.

2:20 p.m., Orland police officers contacted two people sitting in a van at 4295 Highway 99. After an investigation, the driver, Arba Sullivan, 28, of Oakley, was arrested on charges alleging being a felon in possession of a firearm and ammunition, possession of stolen property, providing a false name to an officer, possession of a loaded firearm in a vehicle, possession of methamphetamine, and possession of drug paraphernalia. Sullivan was booked into the Glenn County Jail.

2:33 p.m., Deputy Ayres contacted Nadine Crawshaw, who was sitting in a white Chevrolet truck parked in front of 691 North Butte Street, Willows, with Ray Wallis outside the vehicle. The deputy believed Crawshaw had a local warrant for her arrest. A misdemeanor warrant was reportedly confirmed and Crawshaw was taken into custody. She was transported to the Glenn County Jail, where she was turned over to jail staff for booking. When Deputy Ayres went to dispatch to retrieve the warrant, he learned Crawshaw also allegedly had a felony warrant for two counts of burglary and one count of battery against a peace officer.

2:37 p.m., a juvenile, whose name was improperly not included in the sheriff’s log item, reported a hit and run to her gray 2011 Ford Focus. The collision had occurred on Wood Street at Murdock Street. The girl said she was traveling west on Wood Street. A large dark-colored SUV turned west onto Wood Street, crossing into her lane and sideswiping the right side of her vehicle. The girl said her right side mirror had been struck and fell off and she did not recognize the dark-colored SUV, but she believed the driver was a Hispanic female. The girl said the SUV was last seen traveling south on Merrill Avenue from Wood Street. Deputies searched the area but were unable to locate the described vehicle. The girl’s parents responded on scene. The girl was provided with a Glenn County traffic exchange form. (Note: Law enforcement agencies are required to withhold the names of minors who are suspected of committing crimes, but cannot legally withhold the names of minors who are merely the victims of crimes.)

3:53 p.m., Glenn County Child Protective Services requested assistance with a referral. Deputy Chavez responded and assisted Glenn County Child Protective Services in investigating a referral. Deputy Chavez initiated an investigation. Deputy Chavez was able to determine the claims were unfounded.

4:14 p.m., Deputy Ayres contacted Steven York in the sheriff’s office lobby, who was turning himself in. York allegedly had a local warrant and was turned over to the Glenn County Jail staff for booking.

4:30 p.m., Orland police officers were dispatched to contact Orland resident Miguel Angel Martinez-Rodriguez regarding a theft at 1216 East Street. Officers contacted Martinez-Rodriguez, who stated he was supposed to get important documents from Fed-Ex but they were delivered to a wrong person. The incident was documented.

4:50 p.m., Orland police officers responded to a report of an assault. Officers contacted Cassandra Sarmento, 27, who reported her four-year-old daughter was slapped on the wrist by a 12-year-old boy at the Paigewood Village Apartments. Sarmento requested documentation and was provided with information on obtaining a restraining order.

4:57 p.m., Kathleen Hill contacted the Glenn County Sheriff’s Office to report Matthew Blackmer, 69, was unresponsive. At 5:01 p.m., the Orland Fire Department received a medical aid call for an unresponsive male at 4156 County Road KK. Westside Ambulance personnel pronounced Blackmer deceased on scene. The decedent’s next of kin was notified. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

5:05 p.m., Orland police officers responded to a welfare check at 339 Woodward Avenue. Officers contacted an elderly woman, who stated she was fine and not in need of assistance.

5:39 p.m., the California Highway Patrol requested assistance from deputies at their office. Deputies responded and assisted.

7 p.m., Orland police officers received information of possible possession and distribution of child pornography.

8 p.m., Jill Wing called the sheriff’s office and reported a small white passenger car was driving into driveways on County Road 7 and then leaving the residence. Wing requested an area check from law enforcement. Deputies responded and searched the area. Deputies were unable to locate the vehicle and did not observe any suspicious activity.

8:35 p.m., Orland police officers issued a parking citation to a gray 2011 Ford Escape for parking in a handicap stall at 745 Paigewood Drive.

9:13 p.m., Deputy McIntyre was dispatched to 329 South Plumas Street, Willows, on a report of a temporary restraining order violation between Machaira Moore and Justin McGlothin, with Moore being the protected party. Upon arrival, contact was made with Moore and McGlothin. Moore admitted to coming to McGlothin’s residence on her own and agreed to leave. Both were counseled on their behavior and a report will be forwarded to the district attorney’s office.

10:03 p.m., Gabriella Marquez called the sheriff’s office and reported secondhand information about possible trespassers on the Orland Auto Auction yard and requested law enforcement. Deputy Turner responded and checked the area. Deputy Turner was unable to locate anyone on the property.

11:01 p.m., Deputy McIntyre was dispatched to 600 North Humboldt Avenue, Willows, on an anonymous report of loud music on the south side of the complex. The area was checked but no music could be heard anywhere in the complex.

11:07 p.m., Deputy McIntyre was dispatched to Glenn Medical Center on a report from staff that they had a domestic violence victim being treated for her injuries. Contact was made with the confidential victim, who stated Michael Bradley assaulted her when she tried to leave the apartment. The victim stated Bradley threw her to the ground, injuring her knee. Bradley was found to be on Glenn County probation and had a peaceful contact restraining order with the victim. Contact was made with Bradley and after further investigation, he was arrested for alleged felony domestic violence, false imprisonment, violation of a criminal protective order and violation of probation. He was booked into the Glenn County Jail.

Saturday, March 6:

12:26 a.m., Orland police officers responded to a report of loud music at 235 East Shasta Street. Officers contacted Orland resident Angie Landeros, 45, and told her of the complaint. Landeros agreed to turn the music down.

12:28 a.m., Orland police officers were dispatched to a report of loud music in the 200 block of East Shasta Street. Officers checked the area but found it quiet.

5:09 a.m., Orland police officers responded to a report of a burglary alarm at Carrillo Family Dentistry. Officers checked the business but were unable to determine the cause for the alarm.

7:04 a.m., Deputy Thompson was assigned to contact Michael Carr regarding James Potter allegedly causing a disturbance and making threats at 6155 State Route 162. The deputy contacted Carr, who reported Potter had stood outside the trailer he was living in and allegedly threatened to tow the trailer away earlier that morning. Carr said Potter was the ex-boyfriend of his roommate, Alwyn Stevens. The deputy was later contacted by Stevens regarding this incident. Stevens had previously reported harassing messages and telephone calls from Potter. Stevens said she had ceased communication with Potter and was told of the restraining order process. Both Carr and Stevens were advised to contact law enforcement if Potter returned and caused a disturbance.

8:30 a.m., Quade Smith reported he and seven other people and another vehicle were stuck in snow on Forest Highway 7 (FH7) near Plaskett Meadows. Smith reported they had been stuck since 2 p.m. the day prior and were without food or water. Glenn County Search and Rescue was activated and assembled a team of members. Search and Rescue responded and located footprints in snow leading in the opposite direction of the rescue on FH7, about eight miles from the location of the stranded parties. Search and Rescue located three of the seven people after tracking the footprints and they were brought to safety. Search and Rescue continued on and rescued the remaining individuals. During the rescue, another vehicle arrived near the scene with two individuals who had come to help Smith. They too became stuck in the snow. Search and Rescue ultimately rescued a total of nine citizens and escorted them out of the mountains to safety.

10:35 a.m., deputies responded to 600 North Humboldt Avenue, apt. #236, Willows, for a report of a possible domestic disturbance. Deputies arrived and contacted Tiffany Ladine, who said there were no domestic violence issues. Ladine said she was having issues with Jayme Barrera not paying her money owed. Ladine was looking for Barrera in apt. #136, but was unable to find her. Ladine told deputies several items were missing from her purse, including her driver’s license, medical card, Keybank debit card, and her California Advantage EBT card. Ladine believed Barrera may have been responsible for the missing items. Deputies were unable to locate Barrera.

11:05 a.m., Deputy Ayres contacted Seth Dominguez-Feathers coming down the stairs from his apartment. The deputy recognized and was familiar with Dominguez-Feathers from prior contacts. The deputy was aware that a recent warrant had allegedly been issued for his arrest. A local misdemeanor warrant was confirmed for Dominguez-Feathers and he was taken into custody. Dominguez-Feathers was transported to the Glenn County Jail, where he was turned over to jail staff for booking.

12:10 p.m., a mail carrier was delivering mail to 2032 County Road TT, when the homeowner’s dog got out and was hit. The CHP was requested for traffic control.

1:26 p.m., Deputy Thompson was detailed to a report of a vandalism that had occurred at Great Western Growers. The deputy contacted employees at the business who reported someone had driven onto the property around 4:50 a.m. in a dark-colored pickup. The person was seen on camera taking a bench and turning on water faucets around the facility. One of the grain bins had been opened and several tons of grain was spilled onto the ground.

1:42 p.m., Deputy Thompson was detailed to a cold report of a sexual assault that occurred in the city of Willows.

3:08 p.m., Orland police officers responded to a report of a disturbance at the Shasta Garden Apartments. Orland resident Claudia Mercado reported she and her boyfriend, Juan Pablo Pureco, were in an argument. Pureco had left prior to the officer’s arrival and was located in his red 2018 Honda Accord. After an investigation, Pureco was arrested on charges alleging domestic battery, false imprisonment, robbery, driving while under the influence, driving while under the influence with a blood alcohol level above .08 percent, driving with a suspended license due to driving while under the influence, child endangerment, and driving with a child not properly restrained, and a misdemeanor warrant out of Glenn County. Pureco was booked into the Glenn County Jail.

4:32 p.m., Orland police officers responded to a report of children trespassing in a fenced in area around the canal at 745 Paigewood Drive. Officers checked the area but were unable to locate anyone.

5:05 p.m., an anonymous female caller reported a man with an outstanding Glenn County warrant at the Mar-Val Grocery Store located at 517 South Tehama Street, Willows. Deputies responded and searched for the man, but were unable to locate him.

5:15 p.m., Deputy Thompson was dispatched to a report of a woman who was cutting herself. Deputies responded to the scene and contacted the patient. After the scene was deemed safe, EMS personnel responded and the patient was evaluated. She was later transported to Glenn Medical Center via ambulance and a mental health detention was placed on her. The patient was turned over to hospital staff.

6:13 p.m., Deputy Turner observed John Bush allegedly smoking a controlled substance outside of 650 North Butte Street. Deputy Turner contacted Bush, who was allegedly in possession of drug paraphernalia. Bush was placed under arrest for possession of drug paraphernalia and transported to the Glenn County Jail, where he was turned over to jail staff for booking.

6:30 p.m., Orland police officers were dispatched to a report of a woman barricaded in a bathroom, attempting to harm herself at 419 Second Street. Officers contacted the 25-year-old Orland woman, who was subsequently detained and turned over to Glenn County Mental Health for an evaluation.

7:03 p.m., Deputy Goodwin was dispatched to the parking lot of Walmart in Willows for a report of a man and woman in a verbal dispute next to a R.V. The deputy contacted a man who identified himself as Rick Watson. The woman was gone and there was no active disturbance. Watson claimed he was in a verbal dispute with a woman who had already left. Watson was counseled.

7:46 p.m., Orland police officers responded to a report of a dog barking at 115 Alexandra Park. Officers checked the area but were unable to located any barking dogs.

8:39 p.m., Deputy Goodwin was dispatched to the Walmart in Willows for a report of Katherine Fallon shopping in the store after being previously being admonished from the business. The deputy contacted the employee, who requested Fallon be moved along. Deputy Goodwin contacted Fallon, who was counseled and admonished from the business. Fallon left without incident.

8:57 p.m., Orland police officers responded to a report of a reckless driver in the area of Tehama and East Streets. Officers checked the area but were unable to locate any vehicles driving recklessly.

9:35 p.m., Deputy Goodwin was dispatched to the Baymont Inn in Willows for a report of a Hispanic man who urinated in the hallway of the hotel. The employee at the business requested the man be moved along. Deputy Goodwin contacted Jaime Lopez in the main lobby. He displayed signs and symptoms of being under the influence of alcohol. His eyes were bloodshot and watery, his speech was slurred, an odor of alcohol emitted from his person, he was unsteady on his feet and he had urinated himself. Lopez had difficulty following simple instructions and answering questions. It was determined that Lopez was too intoxicated to care for himself and the safety of the public. He was subsequently arrested on charges alleging being drunk in public. A manual trap breath sample indicated his blood alcohol level was 0.3 percent, 3.75 times the legal limit for driving. Lopez was transported to Glenn Medical Center, where he was seen by medical staff and cleared for jail booking. He was then transported to the Glenn County Jail, where he was booked, to be released when sober.

10:15 p.m., an anonymous person reported a disturbance at 141 North Crawford Avenue and requested law enforcement. Deputies responded and contacted Lucky Wyatt and Haley Word. After speaking with the involved parties, deputies determined the matter to be verbal only. Deputies advised Wyatt and Word of the complaint and they both agreed to keep the noise down for the night.

10:26 p.m., while on patrol in Willows, Sergeant Draper observed a silver Honda attempting to merge onto West Sycamore Street from 1340 West Sycamore. The vehicle’s lights were not on and Sergeant Draper turned around to contact the vehicle. The vehicle drove into the parking lot of 1340 West Sycamore and Sergeant Draper approached. Upon contact, it was observed a male occupant was manipulating the steering column which had been ripped apart. The man did not obey orders to exit the vehicle and the vehicle rolled slightly forward. The man was placed at gunpoint and removed from the vehicle. The man was identified as Sean Idzinski, who allegedly had multiple felony and misdemeanor warrants for his arrest. Idzinski was taken into custody and allegedly found in possession of methamphetamine and a methamphetamine pipe. It was discovered the vehicle had a bill of sale to Idzinski. He was transported and booked into Glenn County Jail for his outstanding warrants and drug charges.

11:16 p.m., Orland police officers responded to a report of a male having a seizure at 73 East Walker Street. Officers provided assistance until no longer needed by medical personnel.

11:53 p.m., Orland police officers were dispatched to a report of a theft at the Orland Inn. Officers contacted Mario Garcia-Valencia, 51, of Chico, who reported that he was robbed of his wallet and cell phone at gunpoint by two men and two women.

Sunday, March 7:

12:30 a.m., Orland police officers responded to a report of suspicious circumstances at the Stop and Shop. Sandy Saligan, 35, from Chico, reported she was being followed by an unknown person in a white Jeep. Officers were unable to locate the Jeep and followed Saligan to her sister’s residence.

12:33 a.m., Deputy McIntyre observed a vehicle driving west on Highway 32 at County Road S. The vehicle was swerving back and forth within the westbound lane. The vehicle crossed over the fog line on three occasions. A traffic stop was conducted on Highway 32 at County Road O. Contact was made with the driver, Carlos Alejandro Zepeda-Cardenas. The odor of an unknown alcoholic beverage was coming from his person. The CHP arrived on scene and took over the DUI investigation. After further investigation, Zepeda-Cardenas was arrested for allegedly driving while under the influence of alcohol. The passenger, Carlos Alberto Torres-Navarro, was provided a ride back to his residence in Hamilton City.

2:15 a.m., an employee at the ampm in Willows reported a white man wearing a brown coat and black shorts became verbally aggressive after being denied alcohol. Deputy Goodwin contacted Jared Reusser standing at the corner of Wood Street and North Humboldt Avenue. Reusser matched the description provided by the employee. Reusser was ultimately counseled and admonished from ampm.

2:51 a.m., Orland police officers received information of a traffic collision in the 200 block of East Yolo Street. Officers contacted Maria Mendoza-Alcala, 33, of Orland, who stated she was driving her silver 2017 Honda Civic west on East Yolo Street when she reached down to pick up a bottle of water, and allowed her vehicle to collide with a red 2010 Nissan Versa, which was legally parked along the curb. Officers assisted in an information exchange and both vehicles were towed by Bambauer Towing at owners’ request.

3:47 a.m., deputies responded to 820 North Humboldt Avenue in Willows for the report of a residential alarm activation. The residence was found to be secure and nothing suspicious was noted.

5:22 a.m., Orland police officers issued a parking citation to a gray 1986 Nissan pickup for expired registration at 1506 Paigewood Drive.

10:23 a.m., Orland police officers responded to a report of a stolen phone. Officers contacted Chico resident Antonio Vega, who stated he tracked his girlfriend’s stolen phone to a nearby address at Walker Street. Officers contacted the residents, who said they did not have the phone. The incident was documented.

12:32 a.m., Sarah Mendonca reported finding personal property on the side of the road. Deputy Ayres was dispatched to the residence for a found property report. Deputy Ayres contacted Mendonca, who reported leaving this morning around 8:15 a.m. and returning at around noon to find a box of property across the street with paperwork scattered throughout their orchard. They picked up the paperwork and box of property. The property was turned over to Deputy Ayres. Deputy Ayres went through the property that was determined to be owned by Kathryn Goalder and Virgil D. Gonzales, Jr., who shared the same address. Deputy Ayres attempted to make contact with Goalder by telephone and checked several addresses in the Willows area, but was unsuccessful in locating either person. The property was booked into evidence for safekeeping.

2:20 p.m., Deputy Thompson was dispatched to a report of a shoplifter who was detained at Walmart. Deputy responded to the scene and contacted Michael Brassel. Deputies allegedly located narcotics and narcotic paraphernalia in Brassel’s vehicle and contacted a passenger, Steven Coulson. After investigation, Coulson was released from the scene and Brassel was arrested and released on a signed promise to appear.

3:43 p.m., Orland police officers conducted a traffic enforcement stop on a blue 2013 Chevrolet Camaro for an equipment violation on South Street. Officers contacted Pedro Castro-Guzman, 20, of Orland. Castro-Guzman was issued a citation for a defective windshield, no registration with his vehicle, and no proof of insurance.

5:30 p.m., Orland police officers responded to a report of a disturbance at the Speedway Gas Station on South Street. The reporting party said that a man with a blue wagon was drinking in public and causing a disturbance. Officers contacted Jared Reusser, 37, of Willows. After an investigation, Reusser was arrested for alleged public intoxication and violation of probation. Reusser was booked into the Glenn County Jail. (See the log item for 2:15 a.m., above.)

5:37 p.m., Teresa Goodman contacted the Glenn County Sheriff’s Office to report fraud. Deputy McIntyre contacted Goodman via phone, as requested. Goodman reported a known person had used her Social Security number and other identifying items to open an account with Green Dot. The incident is under investigation.

5:58 p.m., Eugene Taylor reported there was an injured dog in front of 423 Fifth Street in Orland. Deputy Goodwin responded. The dog was a small black female unknown mixed breed. The dog did not appear to be injured and did not have a collar. An owner for the dog could not be located. The dog was impounded at Burnham’s Veterinary Clinic in Willows.

6:36 p.m., an anonymous person reported a possible intoxicated driver at the Willows Travel Plaza and requested law enforcement. The person reported the white man was driving a black Dodge Ram and was last seen driving behind the business. Deputies responded and searched the area. Deputies located the 2010 Dodge Ram on Highway 99, south of County Road 60. Deputies contacted the driver, James Flannery, who appeared to be suffering from a medical condition. Flannery was making uncontrollable movements and had slurred speech. Enloe Ambulance and fire personnel responded and attempted to provide medical care. Flannery refused all medical attention and deputies issued Flannery a DMV medical evaluation form. Flannery was later turned over to family.

7:29 p.m., Orland police officers responded to a report of a parking issue at 806 Cherry Circle. Casey Bayless reported unknown people were parking in front of his residence. Bayless was provided with information and the vehicle, a white 2017 Subaru Forester, was cited for not parking within 18 inches of the curb.

8 p.m., Orland police officers initiated a traffic enforcement stop on a gray 2009 Dodge Charger on Woodward Avenue. The driver, Rigoberto Trenado, was issued a citation for allegedly failing to stop at a stop sign and no proof of insurance.

8:21 p.m., Jorge Medina at 240 Sacramento Avenue in Hamilton City reported his truck tires were slashed over two months ago and he now knows who did it. Deputy Goodwin contacted Medina outside his residence in an area readily accessible to the public. Medina allegedly displayed obvious signs of being heavily intoxicated. Medina believed his stepson, Timothy Oropeza, slashed his tires. Medina acquired this information from a friend while they were drinking. While speaking with Medina, his temper went back and forth from aggravated to calm. Medina initially followed instructions but had to be reminded several times. It was determined Medina was too intoxicated to care for his own safety or the safety of others. Medina was arrested for alleged public intoxication and was transported to the Glenn County Jail, where he was booked, to be released when sober. While at the jail, a breath test indicated Medina’s blood alcohol content was 0.19 percent, well over twice the legal limit for drinking and driving.

8:44 p.m., deputies responded to 920 Pacific Avenue, Willows, regarding an intoxicated white man refusing to leave a residence. Deputies responded and arrived on scene. Deputies contacted Steven Trimmer, who displayed signs and symptoms of being under the influence of an alcoholic beverage. Trimmer was lost and did not know where he was. He had bloodshot, watery eyes and had slurred speech, and was clearly unable to care for himself or others. Trimmer was subsequently placed under arrest for allegedly being drunk in public and was transported to the Glenn County Jail.

10:48 p.m., Orland police officers conducted a traffic enforcement stop on a silver 2003 Ford Fusion for a moving violation at the Orland Stop and Shop. The driver, Jackie Murray, 25, was issued a citation for alleged expired registration and no proof of insurance.

11:18 p.m., Orland police officers were dispatched to a report of an assault at the Pilot Travel Center. Officers contacted Michael Walsh, 65, of Orland, who reported he was punched in the face by a person named Rod. Officers checked the area but were unable to locate Rod. Walsh declined any further assistance.

H.C., Glenn, and Artois businesses received millions in COVID-19 bailouts

Millions of dollars were paid out by the federal government to hundreds of businesses and nonprofits in Glenn County between April of 2020 and the end of January of this year.

Below is a list of Glenn County’s Paycheck Protection Program (PPP) loan recipients, not including those of the Willows and Orland areas. The Orland recipients were listed in the first part of this serious, published on the Glenn County Observer’s Facebook page on Feb. 26. Willows recipients were listed on the Observer’s Facebook page on March 3.

No judgments on the part of the Observer, positive or negative, should be inferred regarding the publication of any or all of these payments. That is, by publishing these lists, the Observer is not suggesting that any or all of the businesses and other entities should or should not have applied for and received these loans.

The position of the Observer is simply this: Whether for good or ill, millions of the public’s dollars were paid out in Glenn County, and the public has a right to know where its dollars went.

After the publication of the first part of this series, listing the Orland-area recipients, one reader commented, “Glad to see local businesses getting help.”

On the other hand, another reader wrote, “I’m a little alarmed at how many are ag and construction businesses, who were allowed at all times to continue operating, and at how COVID relief funds were given to some who weren’t following COVID precautions.”

One enterprise that could reasonably be understood to represent this latter concern is Eric Suhre Bees, a sole proprietorship that received $62,175. Back in September, Eric Suhre and a handful of maskless protesters gathered on a number of occasions outside the Glenn County Public Health Department to demand the county discontinue its COVID-19 restrictions and completely reopen for business and other activities.

This data below comes from the Small Business Administration, and includes lender-approved loans under the Paycheck Protection Program, or PPP, as of Feb. 1, 2021. The Paycheck Protection Program is a $953 billion business loan program established in 2020 by the federal government’s Coronavirus Aid, Relief, and Economic Security Act to help certain businesses, self-employed workers, sole proprietors, certain nonprofit organizations, and tribal businesses continue to pay their workers.

The complete list of Hamilton City, Glenn, Artois, Elk Creek and Butte City recipients follows. We begin with Glenn:

Twenty-eight PPP loans for Glenn-area businesses have been approved, for a total of $4,343,889. The individual loans are as follows:

Carriere Family Farms, Inc., a corporation, received $661,900. The loan was approved on April 28, 2020. This roasted nut and peanut butter manufacturer employs 87 workers.

C.F. Koehnen & Sons, Inc., a corporation, received $656,900. Loan approved: April 15, 2020. This company, which engages in postharvest crop activities, employs 47 people.

Knight Farms, a partnership, received $406,493. The loan was approved on April 28, 2020. These oilseed farmers employ 34 workers.

Knight Farms also received a second loan, this one also for $406,493. It was approved on Jan. 21, 2021.

McCorkle Farms, Inc., a “Subchapter S Corporation” (that is, a corporation with less than 100 shareholders that is taxed as a partnership), received $300,200. The loan was approved on April 28, 2020. These cotton farmers provide jobs for 35 employees.

Keyawa Orchards, Inc., a corporation, received $255,577. Loan approval was given on April 16, 2020. This tree nut farming company employs 19 workers.

Riverwest Processing, Inc., a Subchapter S Corporation, received $226,100. Loan approved: April 15, 2020. This roasted nut and peanut butter manufacturer has 12 employees.

Dixon Seed, Inc., a corporation, received $192,183. Loan approval: April 28, 2020. This farm supply merchant wholesaler employs 15 people.

Alves Farms, a partnership, received $157,605. Approval: May 1, 2020. These dairy cattle and milk producers provide jobs for 22 workers.

Suhre Enterprises LLC, a limited liability corporation, received $133,288. The loan was approved on May 1, 2020. This company, which constructs new single-family housing, employs 27 people.

Pinheiro & Deniz Partnership, a partnership (obviously), received $111,681. Loan approved: April 27, 2020. These dairy cattle and milk producers provide jobs for 11 workers.

Perez & Perez Family Farms, a partnership, received $97,865. Loan approved: April 27, 2020. These rice farmers employ 13 people.

Omega Seed International, Inc., a corporation, received $86,990. Approved: April 28, 2020. These vegetable and melon farmers have 12 employees.

Knight Ranches, Inc., a corporation, received $74,134. Approved: April 27, 2020. This crop farming company employs five workers.

Knight Ranches, Inc., also received a second loan, this one also for $74,134. This one was approved on Jan. 21, 2021.

Anderson Trust, a sole proprietorship, received $70,000. Loan approved: May 27, 2020. This fruit and tree nut farmer has nine employees.

Eric Suhre Bees, a sole proprietorship, received $62,175. The loan was approved on May 1, 2020. Employees: nine.

Fiack Family Farms, a partnership, received $62,095. Loan approved: April 28, 2020. These grain farmers have two workers.

Priority Farms, a partnership, received $54,300. Approved: May 26, 2020. These bee keepers have four employees.

Mirande Farms, a sole proprietorship, received $45,000. This loan was approved on May 26, 2020. These rice farmers employ 11 workers.

Kurt Cundiff Farming, a sole proprietorship, received $43,100. Loan approved: May 5, 2020. This tree nut farmer has seven workers.

David J. Garcia, a sole proprietorship, received $36,702. Approved: May 20, 2020. This crop farmer has four employees.

Samuel B. Simson, DBA Sam Simson Farms, a sole proprietorship, received $35,005. This loan was approved on April 15, 2020. A rice farmer, he employs one person.

Scott Giesbrecht, a sole proprietorship, received $33,500. Loan approved: April 30, 2020. An oilseed farmer, he provides three jobs.

Black Rock Cattle, LLC, a limited liability corporation, received $25,415. The loan was approved on April 15, 2020. These livestock merchant wholesalers employ four people.

Songbird Landscaping, a sole proprietorship, received $20,751. Loan approved: May 1, 2020. Providing landscape architectural services, this person employs five workers.

DMG Farms, Inc., a corporation, received $7,688. Approved: May 20, 2020. This crop farming company provides jobs for four people.

D & F Orchards, a partnership, received $6,615. Loan approval: April 28, 2020. These crop farmers employ one person.

In the Hamilton City area, 11 businesses received PPP loans, for a total of $738,638.

Brenda Cabral F.L.C., a sole proprietorship, received $379,715. The loan was approved on April 30, 2020. This crop farmer employs 263 people.

North State Hulling Cooperative, a cooperative (obviously), received $145,555. Loan approved: April 27, 2020. This cooperative, which engages in postharvest crop activities, provides jobs for 15 employees.

CDG Farms DBA Massa Organics, a partnership, received $35,700. Approved: June 17, 2020. These rice farmers provide three jobs.

Alejandro Ortiz, a sole proprietorship, received $35,203. The loan was approved on April 14, 2020. This trucking operation employs four people.

HS Petroleum, LLC, a limited liability company, received $30,400. Loan approved: April 29, 2020. This gas station and convenience store company has seven employees.

Juan M. Ledezma, a sole proprietorship, received $28,286. Approved: May 19, 2020. A provider of janitorial services, this business employs six people.

El Patio Restaurant, a partnership, received $27,684. The loan was approved on May 1, 2020. Employees: 16.

Gursewak Singh, a sole proprietorship, received $24,462. Loan approved: May 1, 2020. Mr. Singh, who runs the Double EE Market and other businesses, employs two people.

7 Lucky Food Mart, a sole proprietorship, received $15,573. The loan received approval on May 7, 2020. The Chevron service station operation on Highway 32 provides jobs for four workers.

Alejandro Ortiz also received a second loan, this one for $11,954. This one was approved on June 25, 2020. This restaurant owner has five workers.

James Baker, a sole proprietorship, received $4,106. Approved: April 30, 2020. This coffee and tea provider employs one person.

Only two businesses in Artois received PPP loans, for a total of $317,290. They were:

Artois Feed, Inc., a corporation, received $282,290. The loan was approved on April 28, 2020. This animal food manufacturing company employs 28 workers.

Giesbrecht Construction, a partnership, received $35,000. Loan approval: May 1, 2020. These people, engaging in new single-family housing construction, provides jobs for three people.

No business in Elk Creek or Butte City received a loan.

In conclusion, the Orland-area’s 163 loans totaled $24,769,226; the Willows-area’s 88 loans totaled $16,435,259; Glenn’s 28 loans totaled $4,343,889; Hamilton City’s 11 loans totaled $738,638; and Artois’ two loans totaled $317,290.

Altogether, Glenn County businesses and non-profits received 292 loans for a grand total of $46,604,302.
