Here are the latest incident reports from the Orland Police Department.

Wednesday, April 21:

10:35 a.m., Orland police officers were dispatched to the Paigewood Village Apartments for a report of a domestic incident that occurred the night before. Officers contacted Shyla Perez, 28, and initiated an investigation.

12:05 p.m., Orland police officers were dispatched to the area near Burger King, 901 Newville Road, for a report of a reckless driver in a silver Ford Explorer. Officers checked the area but were unable to locate the vehicle.

2:05 p.m., Orland police officers responded to the 100 block of East Chapman Street to assist a Glenn County Animal Control officer with a possible animal abuse call. Officers assisted until no longer needed.

6:14 p.m., Orland police officers were dispatched to 745 Paigewood Drive for a report of two missing juveniles. As officers arrived, the mother located the two children in a neighbor’s apartment. The children were okay and returned home with their mother.

7:35 p.m., Orland police officers were dispatched to an address on East Yolo Street for a report of a 32-year-old woman having a mental health episode. Officers contacted the woman, and following an evaluation she was detained and transported to Glenn Medical Center to meet with Glenn County Mental Health personnel.

Thursday, April 22:

8:11 a.m., Orland police officers responded to Monterey Street at Third Street for a report of a non-injury vehicle accident. A 16-year-old boy was driving a black 1991 Mazda B2200 east on Monterey Street and collided with a parked white 2016 Hyundai Sonata. A traffic collision investigation was initiated.

10:50 a.m., Orland police officers responded to South Street at East Street for a reported hit and run traffic collision. Gail Schermer, 67, of Orland, reported an unknown person in a black SUV collided with the rear of her silver 2008 Mercury Grand Marquis when she stopped for a stop sign. The black SUV fled the scene and was last seen driving south on County Road L. Officers checked the area but were unable to locate the vehicle. Schermer stated she was not injured and the incident was documented, pending further leads.

2:39 p.m., Orland police officers responded to assist the California Highway Patrol with a report of a man laying along the onramp, partially in the roadway, of northbound Interstate 5 at Newville Road. Officers provided assistance until no longer needed.

5:09 p.m., Orland police officers received a report of an intoxicated man in the area of 718 Sixth Street. Officers contacted Anthony Pippin, 61, of Elk Creek. Following an evaluation, Pippin was arrested and booked for alleged public intoxication.

5:57 p.m., Orland police officers responded to a reported vehicle versus pedestrian collision on East Street at Walker Street. Officers determined that James Procarione, 33, of Red Bluff, was driving his silver 2006 Dodge 1500 east on Walker Street when he failed to stop for a red light at the intersection with East Street. The Dodge collided with Patricia Malagon, 22, of Orland, who was jogging north in the crosswalk. Malagon was transported by ambulance to the hospital.

7:51 p.m., an Orland police officer observed a blue 1988 Toyota pickup reported stolen vehicle from Chico at the Speedway on Hoff Way. Following an investigation, Sean Talmadge, 30, of Orland, was arrested and booked on charges alleging being in possession of a stolen vehicle, and violation of his probation, as well as one felony warrant and two misdemeanor warrants out of Glenn County.

10 p.m., Orland police officers were dispatched to 518 Monterey Street for a report of a possible court order violation. Officers contacted Joshua Chrstian, 28, of Orland, who reported that Crystal Moutter, 25, allegedly violated an emergency protective order by speaking to him through a third party. An investigation was started.

Friday, April 23:

1:03 a.m., Orland police officers received a report of an audible alarm sounding at Grocery Outlet, 1026 South Street. Officers found the building was secure and notified the responsible party.

1:22 a.m., Orland police officers were dispatched to the Orlanda Inn, 827 Newville Road, in order to check the welfare of Krishnakant Ramdas, 32. Officers contacted Ramdas, who declined any assistance.
