“He has a gun! He has a gun! He has a gun!” Orland Police Officer Thomas Roenspie could be heard shouting on the police scanner.
Minutes earlier, starting at about 1:48 p.m. on Thursday, August 26, Glenn County Communications received multiple calls regarding a man in a red shirt walking down the street, brandishing a firearm at passersby.
One caller to the dispatcher reported that the man had gone into an apartment on Second Street, north of Walker Street.
Officer Roenspie, Orland Police Sgt. Sean Johnson, and Glenn County Sheriff’s Deputy Ian Ayres soon arrived at 614 Second Street, apt. #2. Orland Police Chief Joe Vlach arrived a little later.
Officer Roenspie called for a “Code 33” (emergency radio traffic only) and two men were detained, handcuffed, and placed in separate patrol vehicles.
One of the men was Jason Francis Novak, 51, a locksmith who lives in Orland. The firearm that was allegedly brandished was registered to him.

The other man was Joseph Martin Dunbar, 20, a housekeeper who also lives in Orland. After a search of the apartment was completed, he was arrested and booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor).
His bail was set at zero, meaning that he was basically just cited, booked at the jail, then released.
Novak was arrested on charges alleging brandishing a firearm in the presence of a law enforcement officer (a felony). His bail was set at $10,000.
