Monday, Oct. 11:
12:51 a.m., Sarah Dawn Smith, 39, a cashier who lives in Willows, was booked into the Glenn County Jail on charges alleging false imprisonment, and battery on a non-cohabitating former spouse (both misdemeanors). Bail was set at $5,000. She was taken into custody at the Willow Oaks Apartments, 1201 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.
Manuel Ruben Perez, 35
4:15 p.m., Manuel Rubin Perez, 35, a laborer who lives in Orland, was booked into the Glenn County Jail on a no-bail federal warrant alleging violation of supervised release (a felony). He was taken into custody while hiding in the back yard of 152 East Swift Street, Orland, by a Glenn County Sheriff’s deputy.
Tuesday, Oct. 12:
10:10 a.m., Dave Raymond Campbell, 51, a stocker who lives in Willows, was committed without bail into the Glenn County Jail on charges alleging felony violation of probation. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.
2:55 p.m., Leonel Emilno Gutierrez-Rodriguez, 26, a laborer who lives in Butte City, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), and a warrant alleging failure to appear on a misdemeanor charge. Bail on the fresh charge was set at zero, while bail on the warrant was set at $18,000. He was taken into custody at the Chevron station, 1250 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.
4:30 p.m., Amado Ramses Alvarez Carrillo IV, 22, a laborer who lives in Chico, was booked into the Glenn County Jail on a warrant alleging unlawful sexual intercourse with a minor where the alleged perpetrator is over the age of 21 and the victim is under the age of 16 (a felony), and contributing to the delinquency of a minor (a misdemeanor). Bail was set at $22,000. He was taken into custody at the Butte County Jail by a Glenn County Sheriff’s deputy.
Wednesday, Oct. 13:
12:09 p.m., at the Glenn County Jail, Ray Lee Wallis, 37, a mover who lives in Orland, was found to have a Butte County warrant alleging driving with a suspended license (a misdemeanor). Bail was set at $2,000.
1:47 p.m., Matthew Luke Colbert, 35, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to obey a lawful order of the court (a felony), and he was returned to the custody of the jail on charges alleging violation of probation, and infliction of corporal injury on a spouse or cohabitant (both felonies). Total bail was set at $25,000. He was taken into custody at the Orlanda Inn Motel, 827 Newville Road, Orland, by a Glenn County probation officer.
5:37 p.m., Dean Allen Short, 62, a laborer who lives in Chico, was booked into the Glenn County Jail on charges alleging public intoxication, and shoplifting (both misdemeanors). Bail was set at zero. He was taken into custody at the Willows Walmart by a Glenn County Sheriff’s deputy.
5:52 p.m., Donald Steven Caul, 61, a horse trainer who lives in Willows, was booked into the Glenn County Jail on charges alleging battery on a non-cohabitating former spouse (a misdemeanor). Bail was set at $5,000. He was taken into custody at 572 Third Street, Willows, by a Glenn County Sheriff’s deputy.
8:41 p.m., Tyler Arianna Rich, 21, a cashier who lives in Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. She was taken into custody at 6250 County Road 20, Orland, by a California Highway Patrol officer.

Just as the Orland High School Homecoming Parade was about to get underway, a call went out to the Artois Fire Department regarding a single-vehicle crash on Interstate 5.
Artois volunteers were dispatched at 3:20 p.m. on Friday, Oct. 15, to what was initially described as a single-vehicle accident on the southbound side of I-5, north of County Road 33.
Seven minutes later, the collision was described as involving a “semi and multiple vehicles”.
The Orland Volunteer Fire Department was then called to provide mutual aid, and the FlightCare helicopter was contacted.
At 3:29 p.m., it was reported that both southbound lanes were blocked.
Traffic on the southbound I-5 had to be stopped so that one accident victim could be extricated from a vehicle.
The southbound side of I-5 began backing up, eventually reaching all the way north to County Road 27 and beyond.
Glenn County Sheriff’s deputies began diverting southbound drivers at the Road 27 onramp.
Reporters and tow truck drivers had trouble reaching the accident scene.
One tow truck driver reported being stuck at County Road 27.
An inquiry was made whether the tow truck should drive up the southbound side of I-5 from Road 33.
According to the CHP’s traffic incident webpage, there were at least three separate collisions at this accident scene.

However, it should be noted that this webpage should not be trusted unconditionally, as it usually includes unverified information.
Not long after the accident, a report was received of a man who was outside of his car and was bleeding.
Over the police scanner, it was heard that one victim may be suffering from internal injuries.
The traffic incident web page stated that the semi remained on its wheels following the accident.
It also said that a Toyota Sequoia sustained “major rear end damage.”
At least one victim of the accident was transported from the scene by ground ambulance to County Road 33, just west of I-5, where the FlightCare helicopter was waiting.
The victim was loaded into the helicopter, and it took off, heading in the direction of Enloe Medical Center in Chico.

Thursday, Oct. 7:
12:39 p.m., Orland police officers were dispatched to a man sleeping in front of the police department. Officers contacted Joel Alvarado, 45, who agreed to leave.
2:15 p.m., Orland police officers were dispatched to check the welfare of Anita Kelm, 85, who the reporting party had not been able to contact for several days. Kelm was not located in the residence at 702 Salomon Drive but arrived while officers were gathering information for a missing person report.
4:17 p.m., Orland police officers responded to a 911 hang-up. Officers contacted the residents at 1041 Trinity Street and determined that a child called 911 and did not need assistance. The child was counseled.

5 p.m., Orland police officers attempted to contact Damian Alvarez, 20, of Orland, who was wanted on several felony and misdemeanor warrants. Alvarez allegedly fled on foot and was detained nearby, on Tehama Street at Third Street. Alvarez was arrested and booked on charges alleging obstructing or resisting a public service officer (a misdemeanor), possession of a firearm by a felon (a felony), possession of a controlled substance (a misdemeanor), possession of ammunition by a prohibited person (a felony), possession of a controlled substance and a loaded firearm (a felony), and a special allegation (a felony), and warrants alleging failure to appear on a felony charge (a felony), failure to appear after being released on bail (a misdemeanor), and disobeying a court order (a misdemeanor). Total bail was set at $142,000.
Friday, Oct. 8:
2:26 a.m., Orland police officers were dispatched to a report of a possible intoxicated driver who was parked at the Speedway gas station, 1185 Hoff Way. Officers contacted Javier Barriga, 20, of Paradise, and determined he was not driving while under the influence.
2:41 a.m., Orland police officers responded to a report of a woman being forced into a vehicle at the Shasta Garden Apartments, 226 East Shasta Street. Officers contacted Breanna Mounivong, 19, of Orland, who stated she was arguing her boyfriend and denied any physical altercation. Officers attempted to locate the boyfriend, but he left the scene. Mounivong declined any assistance.
3:10 a.m., at the Shasta Garden Apartments, an Orland police officer issued a parking citation to a silver Lexus LS460 parked in a handicapped zone.
6:10 a.m., Orland police officers responded to a report of a collision at the Speedway gas station, 1021 South Street. Officers contacted Washington resident Yusuf Hassan, who stated as he was turning into the gas station, his semi trailer collided with the business’ fence. No injuries were reported and an information exchange form was completed.
11:35 a.m., Orland police officers responded to 762 Jacquelyn Drive for a report of a civil issue regarding child exchange. Both parties were gone prior to Orland police officer arrival and officers were no longer needed.
3:22 p.m., Orland police officers were dispatched to contact Jolene Solis, 39, of Orland, regarding a child custody issue. Jolene Solis alleged that Augustine Solis, 41, was refusing to follow court ordered visitation.
7:30 p.m., at 222 Butte Street, an Orland police officer observed a blue Toyota Camry parked along the street that appeared to have been there for an extended period of time. The vehicle was marked for abatement.
10:05 p.m., Orland police officers responded to a report of loud music in the area of Fifth Street. Officers contacted Bernadardo Martinez, 43, of Orland, who agreed to turn the music off for the night.
11:37 p.m., on Papst Avenue, an Orland police officer initiated a traffic enforcement stop on a silver Volkswagen for a moving violation. The driver, Julie Martinez-Guillen, 19, was allegedly found to be in possession of alcohol. She was warned for the moving violation and the alcohol was seized for destruction.
Saturday, Oct. 9:
12:41 a.m., Orland police officers responded to a report of vandalism at 120 Woodhaven Court. Officers contacted the homeowner, who stated an unknown person had thrown rocks in their back yard, causing damage to property. The suspect or suspects were gone prior to the officers’ arrival.
1:21 a.m., Orland police officers were dispatched to East Walker Street for a report of an intoxicated man who wanted to turn himself in. Officers contacted Allen Taipale, 34, of Orland, who was subsequently arrested for alleged public intoxication. Taipale was booked into the Glenn County Jail.
2:20 a.m., Orland police officers responded to the Shady Oaks Trailer Park to assist Glenn County Sheriff’s deputies on a report of a disturbance with possible shots heard. Officers assisted deputies until no longer needed.
3:21 a.m., on Rennat Way, an Orland police officer located a black 2000 Mercedes ML320 with expired registration parked on the roadway. A parking citation was issued to the registered owner and the vehicle was marked for abatement.
3:31 a.m., in the 400 block of Third Street, an Orland police officer located a silver 2010 Chrysler 300 parked improperly in diagonal parking. A citation was issued to the registered owner.
6:45 a.m., on Newville Road, an Orland police officer conducted an enforcement stop on a 2007 Freightliner truck for a moving violation. The driver, Harinder Shergill of Mount Vernon, Wash., was cited for allegedly failing to yield the right of way at a yield sign.
8:27 a.m., Orland police officers responded to the request for a welfare check at a residence on Fourth Street. Officers located Sharon Ebel, 79, deceased in the residence. A report was taken and the decedent was turned over to Glenn County Sheriff’s Office for a coroner’s investigation.
2:22 p.m., Orland police officers responded to a parking complaint at 339 Meadowood Drive. Karen Berry, 58, reported a neighbor parking in front of her residence. The vehicle was legally parked and Barry was told of the parking laws.
3:01 p.m., Orland police officers responded to 421 Monterey Street for a reported assault that had just occurred. Officers contacted Karman Beller, 35, who alleged that Tara Bessmer, 40, entered her residence, assaulted her and stole multiple items.
8:05 p.m., on East Street, an Orland police officer initiated a traffic enforcement stop for driving without lights during darkness. The driver, Cindy Espino-Fernandez, 32, of Orland, was issued a citation for allegedly driving without a license and no proof of insurance.
10:13 p.m., on South Street, an Orland police officer initiated a traffic enforcement stop on a Toyota 4 Runner for a moving violation. The driver, Jasmine Thitphaneth, 28, of Orland, was issued a citation for a defective windshield.
10:29 p.m., on South Street, an Orland police officer conducted a traffic enforcement stop on a white 2005 Chevy Malibu for a moving violation. The driver, Jason Herr, 40, was issued a citation for alleged expired registration and driving while unlicensed.
11:02 p.m., on Walker Street, Orland police officers contacted Curtis Hart, 54, who was arrested for a misdemeanor Glenn County warrant. Hart was booked into the Glenn County Jail.
Sunday, Oct. 10:
1:27 a.m., Orland police officers responded to 904 Winterpine Drive for a noise complaint. Officers contacted the homeowner, who agreed to turn the music off for the night.
11:49 a.m., Orland police officers responded to 1024 South Street for a report of a theft. Brian Woffard, 30, reported he had a table stolen from the back of his business, Wrap It Up Wholesale.
12:26 p.m., Orland police officers responded to Walgreens, 828 Newville Road, for a person who was allegedly shoplifting. Officers contacted Kristin Orozco, 39, of Oroville, who was allegedly found to be in possession of stolen property and heroin. Orozco suffered a medical emergency and was released to medical staff.
3:43 p.m., Orland police officers responded to 1002 Sixth Street for a report of a hit and run traffic collision. Officers found no damage to the parked vehicle and the owner did not wish to pursue the matter any further.
5:07 p.m., Orland police officers responded to 271 Gable Drive for a disturbance. Officers contacted Amanda Schatz, 37, and Eduardo Villarreal, 38, both of Orland. After an investigation, Villarreal was placed under arrest for alleged domestic violence. He was booked into the Glenn County Jail.
5:21 p.m., Orland police officers responded to a report of a traffic collision at 4444 Commerce Lane. Officers assisted with information exchange.
7:10 p.m., Orland police officers responded to a 911 hang-up at 514 Fourth Street. Officers contacted Julissa Trenado, 36, of Orland, who declined assistance.
Monday, Oct. 11:
2:30 a.m., at 936 East Street, officers observed a parked Toyota Corolla that appeared to have been there an extended period of time. The vehicle was marked for abatement.
3:55 a.m., officers observed a Chevrolet Classic illegally parked in the 700 block of Walker Street. A parking citation was issued to the registered owner.
4:42 a.m., an Orland police officer initiated a traffic enforcement stop on Fifth Street on an orange Mitsubishi Eclipse for an equipment violation. The driver, Jaime Jimenez-Lopez, 55, of Orland, was issued a citation for allegedly driving while unlicensed.
10:50 a.m., Orland police officers responded to a report of a verbal disturbance at the Orland Manor Apartments, 817 Newport Avenue. Officers contacted Kenneth Roberson, 60, of Willows, and Eloise Lang, 61, of Orland. Officers determined the disturbance was an argument and officers stood by while Roberson gathered his belongings.
2:25 p.m., Orland police officers responded to a reported burglary at 928 Woodward Avenue. Officers contacted Sandra Ruiz of Orland, who reported an unknown person entered her residence and stole several items.
4:02 p.m., Orland police officers responded to East Swift Street and Woodward Avenue to assist Glenn County Sheriff’s deputies with locating a wanted person who ran from deputies. 9:25 p.m., Orland police officers responded to 268 Stony Creek Drive for a report of an alarm. Officers did not locate anything suspicious and did not observe any signs of forced entry.
Tuesday, Oct. 12:
3:30 a.m., Orland police officers responded to 1011 Cortina Drive for a welfare check. Officers contacted Celia Garza, 34, of Orland, who stated she was fine and not in need of police assistance.
6:30 a.m., Orland police officers were dispatched to the Orland Police Department to contact Amanda Gomes, 33, of Orland, who requested advice regarding a family issue. Gomes was provided with information.
7:48 a.m., Orland police officers responded to a report of a non-injury traffic collision at Dutch Bros Coffee, 904 Newville Road. Officers contacted Lynette Guenther, 58, who reported she was in a collision on private property and exchanged information with the other involved party.
10 a.m., Orland police officers responded to Orland Hardware, 820 Fifth Street, for a report of fraud. Officers contacted an employee who reported two checks were written with insufficient funds.
12:30 p.m., in the 1300 block of Brookside Drive, an Orland police officer observed a maroon 1997 Chevrolet S-10 with registration that expired in 2012 parked illegally on the roadway. The vehicle was towed and stored.
2:24 p.m., Orland police officers responded to 928 Woodward Avenue for a report of a burglary. Officers contacted Sandra Ruiz, 42, who reported items were stolen from her apartment during the night.
2:31 p.m., Orland police officers responded to the Orland Police Department for a report of a non-injury traffic collision. Officers contacted the drivers, who had exchanged information and requested no further assistance.
3:05 p.m., Orland police officers responded to a report of a possible intoxicated driver in the area of Orland Food and Liquor, 160 East Walker Street. Officers checked the area but were unable to locate the vehicle.
9:41 p.m., Orland police officers responded to 725 Sacramento Street for a request for a welfare check. Officers contacted Virginia Mota, 25, of Orland, who said that she was involved in a verbal altercation over the phone.
Wednesday, Oct. 13:
5:20 a.m., Orland police officers responded to an alarm activation at 919 Papst Avenue. Officers checked the residence and found no signs of forced entry.
11:33 a.m., Orland police officers responded to a report of a traffic collision in the 6300 block of Newville Road. Officers learned a 17-year-old boy was driving a white 2003 Honda Civic west on Newville Road, when for an unknown reason the vehicle left the roadway and collided with a sign. The boy was transported by ambulance due to an unknown medical issue.
12:22 p.m., Orland police officers responded to the report of juveniles drinking in a vehicle at the Speedway gas and convenience store, 1185 Hoff Way. Officers checked the area but were unable to locate the vehicle.
12:50 p.m., Orland police officers responded to a report of trespass at the Orland Manor Apartments, 817 Newport Avenue. The manager of the business requested Nycole Nelson, 22, be admonished from the property. Officers checked the area but were unable to locate Nelson.
2:02 p.m., Orland police officers responded to a report of a wallet stolen out of an unlocked car at the Dollar General, 851 Newville Road. Officers contacted Michael Wright, 46, who reported his wallet was taken out of his vehicle sometime between 8 a.m. and noon. Wright later called and stated he found his wallet.
5:04 p.m., Orland police officers responded to the report of a hit and run at 94 South Street. Officers contacted Gloria Fuentes, 45, of Orland, who reported that an unknown truck struck her parked 2005 Toyota Sequoia and left the scene. Officers were unable to locate the involved truck. Fuentes was provided with an information exchange.

Wednesday, Oct. 6:
5:55 a.m., Beatrice Cano-Esparza contacted the sheriff’s office, reporting an unknown man was in her apartment at 600 North Humboldt Avenue, apt. #290, Willows, and refusing to leave. Deputies responded and contacted Joseph Corona, 27, of apt. #207. After an on-scene investigation, Corona was placed under arrest for allegedly being under the influence of a controlled substance and a California Department of Corrections parole hold. Cano-Esparza declined to pursue criminal charges.
12:04 p.m., Gene Koon came to the sheriff’s administration lobby and reported a collision that had occurred in front of his residence at 123 North Plumas Street. Koon said Kristy Silva observed a tractor-trailer combination hit a tree in front of his residence, causing damage to the tree. Koon said the tractor-trailer combination left the area after the collision, but it was found parked on Oak Street between South Plumas and South Lassen Street. Deputy Rasmussen responded and contacted the driver of the tractor-trailer combination, Simon Omega, who did not realize he had hit the tree. Omega said he was attempting to park in the area of 123 North Plumas Street. As he was backing up, he realized he did not have enough room to park the large vehicle. Omega did not realize he hit the tree branches and caused damage to the tree. Omega was driving a red 2020 Freightliner Cascadia tractor, pulling a 2020 Wabash National double axel trailer. The tractor is registered to AMAR Leasing Inc and operated by Legal Trucking Inc. The vehicle is insured by Amerigo Insurance Agency out of Yuba City and coverage is by National Continental Insurance Company. A traffic collision information exchange was completed and a copy provided to both parties.
2:42 p.m., the Walmart manager reported a man cursing at him and refusing to leave the property. Deputy Ayres contacted the man, Joel Alvarado, near the vending machines. Alvarado needed assistance with his pay release debit card he received from the Glenn County Jail. The deputy assisted with activating this card and then gave Alvarado a courtesy ride to Orland, where he lives.
11:54 p.m., an employee from the Willows Care Center, 320 North Crawford Avenue, reported the expected death of Marilyn Westerman, 80. The decedent suffered from a pre-existing illness and was entered into comfort care on August 4. Next of kin, Randall Westerman, was notified by the Butte County Sheriff’s Office at the time of death. The decedent was released to the care of F.D. Sweet and Son in Willows.
Thursday, Oct. 7:
1:03 a.m., Janet Myers from Butte Home Health and Hospice reported the expected death of Jewel Dean Bohn, 81, of Orland. The decedent suffered from a pre-existing illness and was entered into hospice care on Sept. 13. Next of kin, Johnathon Bohn (son) was present at the time of death. The decedent was later released to the care of the Neptune Society of Chico.
4:02 p.m., Grant Chamey reported a white male adult and a white female adult associated with a black Chevy sedan pulled over to the side of the road. The man had an injury on his knuckle and his face was swollen. The woman had a bruise on her face. When Chamey asked if they needed assistance the man stated his face was swollen due to being stung by a bee. He declined medical attention. The black Chevy Volt was found on County Road 30, east of County Road S, by Deputy Tuma. It was found that the vehicle had run out of gas and had slid down the embankment, causing it to be stuck. Deputies contacted David Wilcoxson Jr and Jackie Murray. After an on-scene investigation, it was found that Wilcoxson’s injuries were self-inflicted. Murray was arrested for allegedly being under the influence of a controlled substance, possession of drug paraphernalia, and possession of a controlled substance. Wilcoxson was arrested for allegedly being under the influence of a controlled substance. Both were transported and booked into the Glenn County Jail.
Friday, Oct. 8:
8:49 p.m., while on patrol, Deputy Thompson conducted a traffic enforcement stop at County Roads 61 and U on a white 2010 Mercedes GL450 for moving violations. Deputy contacted the driver, Shiela Etchepare, who allegedly showed objective signs of being under the influence of alcohol. The CHP responded to the scene and conducted a DUI evaluation. After investigation, Etchepare was arrested for allegedly driving while under the influence of alcohol.
9:08 p.m., Willows Care Center employee, nurse Sergio Parra, requested to speak with a deputy regarding two patients who were in a physical altercation. Deputy Turner responded and met with Parra, who said two elderly men were in a fight and then denied ever being in a fight. Parra said the men suffer from medical conditions and they were unable to remember the fight. Parra said both involved parties denied speaking with law enforcement and refused to speak with staff as they strongly believed the nursing staff was lying.
Saturday, Oct. 9:
8:24 a.m., Orland police officers were dispatched to an apartment on Fourth Street to conduct a welfare check on Sharon Ebel, 79. Officers made entry into the residence and determined Ebel was deceased. Deputy Alves responded and conducted a coroner’s investigation. Next of kin, Edward Ebel, was on scene and notified. The residence was released to Edward Ebel. The decedent was released to the care of Sweet-Olson Family Mortuary of Orland.
11:02 a.m., CHP officers requested deputies respond to Highway 45, north of Highway 162, Glenn, to assist them with their traffic investigation. At the conclusion of their investigation, CHP officers determined the two occupants of the vehicle met the criteria for mental health evaluations. Deputies assisted until no longer needed.

8:01 p.m., deputies conducted a traffic stop on a white 1996 Ford Explorer on southbound Interstate 5 at County Road 48 in Willows. Deputies contacted the driver, Antonio Lozada-Velazquez of Pittsburg, Calif., who allegedly showed signs of being intoxicated. CHP officers responded and conducted a DUI investigation. Lozada-Velazquez was ultimately found to be under the legal limit and not placed under arrest for driving while under the influence. Lozada-Velazquez was allegedly unlicensed and was issued a citation. The CHP had the Ford Explorer towed and Lozada-Velazquez was provided with a ride into Willows.

Sunday, Oct. 10:
6:45 a.m., Amanda Vandoorn of Redding contacted Glenn County Communications and reported being the victim of a cold assault at 3616 County Road 200, Orland. Deputies and Westside Ambulance responded to the residence. Deputies contacted Vandoorn outside the residence and initiated an on-scene investigation. After further investigation, it was determined Vandoorn was involved in a physical altercation with Brooke Jennings of Orland, who lives at the residence. The physical altercation between the two took place inside the residence, which was witnessed by Vandoorn’s husband, Charles Vandoorn, and others. During the altercation, Amanda Vandoorn assaulted Charles Vandoorn as he attempted to intervene in the physical altercation between Amanda Vandoorn and Jennings. Amanda Vandoorn was transported to Glenn Medical Center by ambulance, per her request.
Monday, Oct. 11:
12:33 a.m., deputies were dispatched to 1201 West Wood Street, apt. #57, Willows, for a report of domestic disturbance. Deputies contacted the victim and Sarah Smith and conducted an on-scene investigation. The victim alleged Smith pushed him 15 to 20 times during an argument and at one point prevented him from leaving a closet in the residence. Smith was ultimately arrested for alleged domestic battery and false imprisonment.
10:27 a.m., Brenda Puga contacted the sheriff’s office, reporting the catalytic converter from her 2007 Honda Accord had been stolen sometime around 10 a.m. Deputy Tuma initiated an investigation. Puga said the manager of the Cedar Hills Apartments, Beverly Perez, witnessed two possible suspects driving a gray four-door Mercedes parked near Puga’s vehicle. When Perez investigated, the two suspects put the catalytic converter in the back of their vehicle and sped away. Perez said she did not recognize the two suspects or the vehicle. Deputies searched the area for the vehicle, but they were unable to locate it. Puga estimated the cost to repair the damage at $1,200.

Tuesday, Oct. 12:
2:07 p.m., Linda at Wunsch Chiropractic, 414 North Plumas Street, Willows, requested a man be admonished for trespassing. The man was reported to have urinated in the parking lot. The man was last seen walking east on Wood Street, pushing a shopping cart. Deputies Rasmussen and Ayres responded and found the man at Circle K on Wood Street. He was identified as Dean Short of 550 Vallombrosa Avenue, Chico (which is actually a strip mall that includes a U.S. Post Office branch). Short was admonished for allegedly trespassing on the Wunsch Chiropractic property.
2:44 p.m., Tracy Boyd reported suspicious circumstance in the Starbucks parking lot. Boyd observed a man dressed in all black, looking in vehicles, and she believed the man was attempting to get into the vehicle. The man was last seen walking south on North Humboldt Avenue from the Starbucks area. Deputies Rasmussen and Ayres responded to the area. Deputies contacted Leonel Gutierrez-Rodriguez, who was in the area and matched the description provided by Boyd. Gutierrez-Rodriguez denied looking into and attempting to enter vehicles in the area. A records check showed Gutierrez Rodriguez had an arrest warrant out of Glenn County. He was arrested for the warrant, which had bail set at $18,000. Gutierrez-Rodriguez was transported and booked into the Glenn County Jail. At the jail, Correctional Deputy White allegedly found Suboxone in Gutierrez-Rodriguez’s wallet. Gutierrez-Rodriguez did not have a prescription for Suboxone. Gutierrez-Rodriguez was booked for the additional charge.
Wednesday, Oct. 13:
4:20 a.m., Jeffery Reeves contacted the Glenn County Sheriff’s Office to report Beth Venable was having difficulty breathing and had fallen. Butte City Fire Department personnel and Enloe Ambulance personnel arrived on scene and initiated life-saving measures. Venable was pronounced deceased at the scene. Deputies responded and conducted a coroner’s investigation. The next of kin, Kathryn Sundgren of Willows, was notified.
2:37 p.m., loose ammunition was found on the ground in the 1300 block of West Sycamore Street, Willows. The ammunition was removed from the street and was to be booked into evidence.
4:50 p.m., Walmart Asset Protection Associate Larry Drewry reported having a shoplifter detained. The man was identified as Dean Short. (See the sheriff’s log item for 2:07 p.m. on Tuesday, Oct. 12.) Deputy Ayres contacted Drewry and Short. Drewry alleged he witnessed Short steal several items from inside the store and attempt to leave through the front doors before being stopped. Drewry signed a citizen’s arrest form, having the deputy arrest Short for petty theft. Short was also allegedly found to be under the influence of an unknown type of alcoholic beverage and determined to be too intoxicated to care for himself. Short was in possession of miscellaneous items at a nearby camp that he had set up, one of which was a DeWalt electric compressor that was in excellent condition. Short was booked into the Glenn County Jail for alleged petty theft and public intoxication. Some of Short’s property was booked into evidence for safe keeping. Short was given a receipt for his property.
5:15 p.m., Pauline Spooner reported a possible cold assault. Spooner received information from Kristal Brooks regarding Donald Caul allegedly assaulting Brooks. Deputies responded and contacted Brooks and Caul at 572 Third Street, Willows. After investigation, it was determined Caul was the primary aggressor and allegedly assaulted Brooks. Caul was arrested and transported to Glenn County Jail for booking. This investigation will be forwarded to the Glenn County District Attorney’s Office for prosecution.

Here are the latest sentencings in the Glenn County Superior Court, period ending Friday, Oct. 8, as reported by the Glenn County District Attorney’s Office and other sources.
People v. Martha Chavera – Defendant was previously convicted of felony resisting a police officer with force or violence, and misdemeanor being under the influence of a controlled substance, and possession of drug paraphernalia, and was found in violation of probation for the fourth time. She was sentenced to two years in prison with one year of that time on Mandatory Supervision and 90 days in jail, with probation terminated. This case was prosecuted by Deputy District Attorney Michael Coffey, with assistance from Glenn County Probation Officer Moize.
On April 22, 2019, Zenon Tinoco called 911, reporting Martha Chavera was inside his residence at 305 Sacramento Avenue, Hamilton City, causing a disturbance. Glenn County Sheriff’s Dispatch said Chavera was on probation and was the restrained party in a served restraining order with Tinoco being the protected. The deputy located Chavera in the front yard. Chavera was detained. It was determined the order had expired a few days earlier. Chavera was arrested for possession of drug paraphernalia and violation of probation. Chavera was booked into the Glenn County Jail.
Later, on June 13, 2019, Deputy Alves and Sgt. Holley responded to 155 Sacramento Avenue, Hamilton City, to a report from Rosendo Gonzalez that Martha Chavera was inside the residence illegally and was refusing to leave. Upon arrival, Chavera barricaded herself in the residence. The door was forced open and Chavera threw a beer at Sgt. Holley, striking him with the beer. Chavera resisted arrest and was taken into custody. She was medically cleared and booked into the jail.
Michael Brian Sullivan
People v. Michael Brian Sullivan – Defendant was convicted of felony endangerment of his two-week-old baby girl andfailure to register as a sex offender. He was sentenced to four years, eight months in prison. This case was prosecuted by Assistant District Attorney Ruby Neumann, with assistance from Glenn County Sheriff’s Deputy Ayres.
On May 13, 2021, at about 5:51 p.m., the Glenn County Sheriff’s Office received information from an anonymous man regarding Michael Sullivan, a registered sex offender, being out of compliance and living on the property at 3992 Highway 99, Orland. Sullivan was reported to be living in a large white trailer on the back of the property, with a black Mitsubishi associate with it. Sgt. Corbin was notified of this call. He deemed it beat information and advised dispatch to email Sgt. Draper and Deputy Lemmon regarding this information.
At about 9:01 p.m., Cassidy Rios said she is a neighbor requesting a welfare check on a one-year-old child due to Rios believing the parents being under the influence. Rios said the family was living in a white trailer in the back with a black Mitsubishi outside. Deputies responded to the property, where they contacted Summer Arnold, Michael Sullivan, and their three-week-old daughter.
After an on-scene investigation, Sullivan and Arnold were both arrested. Their daughter was detained by the deputy and released to Child Protection Services. Sullivan was booked on two different types of failing to register as a sex offender (felonies), felony possession of a controlled substance, possession of drug paraphernalia, and felony child endangerment, and a no-bail felony warrant out of Tehama County. Arnold was booked on being under the influence of a controlled substance and felony child endangerment.
People v. Raymond Walston III – Defendant was convicted of misdemeanor corporal injury on the mother of his child. He was sentenced to 365 days concurrent to his current four-year prison sentence from Tehama County. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputy Turner.
On August 19, 2019, Maria Bernal reported her child’s father, Raymond Walston, took her keys. She requested a deputy. Deputy Turner responded and contacted Bernal and Walston. Deputy Turner initiated an on-scene investigation. Deputy Turner was able to determine Walston struck Bernal. He was placed under arrest for misdemeanor domestic violence. Walston was transported to the Glenn County Jail, where he was turned over to jail staff for booking.
People v. Mark Douglas Johanningsmeier – Defendant was convicted of felony driving while under the influence, with a prior felony. He was sentenced to 240 days in jail and three years of probation. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Orland Police Department Sgt. Johnson and Glenn County Sheriff’s Detective Johnsen.
On April 23, 2021, Orland police officers responded to a report of a grey 2010 Chevy Equinox driving erratically while westbound on Highway 32 towards Orland. Officers located and stopped the Chevy near Papst Avenue. Following an investigation, Mark Johanningsmeier, 46, of Orland was arrested and booked for driving while under the influence of alcohol.
People v. Sammy Lee Keller II – Defendant was convicted of felony failure to appear on a felony charge while released on a bail bond, and misdemeanor corporal injury on a cohabitant. He was sentenced to 178 days in jail, a 52-week batterers treatment program, and three years on probation. This case was prosecuted by District Attorney Dwayne Stewart, with assistance from Glenn County Sheriff’s Deputy Tuma and Willows CHP Officer Baxter.
On Dec. 6, 2020, deputies were dispatched to the Ord Bend Boat Launch for a report of a domestic disturbance. Deputies contacted the involved parties who were identified as Sammy Keller and Jessica Bailey. After an on-scene investigation, Keller was placed under arrest for felony domestic violence. He was transported to the Glenn County Jail, where he was released to jail staff for booking.
In May of 2021, he was charged with failure to appear on a felony charge while released on bail.
People v. Mark Steven Kelley – Defendant was convicted of felony possession of stolen property valued at more than $950. He was sentenced to 120 days in jail and two years on probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Detectives Johnsen and Barnes, and Butte County Sheriff’s Detective Parson.
People v. Allen Jeff Lindell – Defendant was convicted of felony carrying a concealed dirk or dagger. He was sentenced to 101 days in jail and two years on probation. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Sheriff’s Deputies Tuma and Ayers.
On August 12, 2021, Scott McArthur contacted the sheriff’s office, reporting a suspicious person in the area of Lake School and Wyo Avenue (County Road 9), north of Orland. Deputies conducted a check of the area and located Allen Lindell, 49, who matched the description. Glenn County Communications reported Lindell was on Glenn County probation with search and test stipulations and was not to possess weapons. Lindell was found to be in possession of a machete and a concealed fixed-blade knife. Lindell was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking.
People v. Bridget Simone Reed-Nutter – Defendant was previously convicted of felony identity theft and was found in violation of probation for the first time. She was sentenced to 90 days in jail and probation was reinstated. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Probation Officer Pfyl.
People v. Jose Ambriz-Aparicio – Defendant was convicted of misdemeanor driving on a suspended driver’s license, and misdemeanor violation of probation probation. He was sentenced to 40 days in jail and one year on probation. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Sheriff’s Deputy Chavez.
On Jan. 29, 2021, while driving south on Villa Avenue towards Sycamore Street in Willows, Deputy Chavez observed a blue minivan with an inoperable rear brake light. Deputy Chavez initiated a traffic stop and contacted the driver, Jose Ambriz-Aparicio, who was found to have a suspended driver’s license. Deputy Chavez issued a citation for the brake light and the suspended license. Ambriz-Aparicio was released on a signed promise to appear.
People v. Bambi Ramirez – Defendant was convicted of misdemeanor welfare fraud of CalFresh. She was sentenced to one year on probation and paid back the full restitution of $2,653. This case was prosecuted by Assistant District Attorney Neumann, with assistance from Glenn County Health and Human Services Special Investigator McClain.

“It was really scary.”
This comment was from a witness who saw the large response from the Glenn County Sheriff’s Office, the Orland Police Department, and the California Highway Patrol as they searched for a known gang member who attempted to evade the law enforcement officers Monday afternoon. “They had guns pulled and everything,” said the witness.
At about 4 p.m. on Oct. 11, Deputy Ian Ayres observed Manuel Perez running through the gravel lot near the Orland Grange. This was after a red Pontiac had pulled into the back yard of the Unity House, 611 Woodward Avenue, just before the deputy had a chance to do a traffic stop on it for having a brake light out.
The deputy gave chase. Perez was confirmed to have a federal FBI felony warrant for his arrest.
After a search of the area, Perez was found hiding in the back yard of 152 East Swift Street. He was taken into custody and transported to the Glenn County Jail, where he was booked on his federal felony warrant.

During the pursuit and search for Perez, an unknown person with a police radio or similar device could be heard repeatedly breaking in on the law enforcement channel, trying to divert officers to Railroad Avenue in Orland by claiming the person they were looking for was spotted in that area. Officers and the Glenn County dispatcher heard the broadcasts, but deputies remained in the area of East Swift Street and Woodward Avenue.

Manuel Rubin Perez, 35, was booked into the Glenn County Jail on a no-bail federal warrant alleging violation of supervised release (a felony). Manuel Perez, by the way, is the brother of Raul Tito Perez, who in February allegedly threatened to shoot a law enforcement officer, among other crimes, during a domestic disturbance in Orland.
Both Perezes have long histories of encounters with the criminal justice system.
Coincidentally, Raul Perez’s preliminary hearing for the case involving his alleged threats against Orland Police Officer Thomas Roenspie is scheduled for tomorrow, Oct. 13, according to the Glenn County Superior Court’s web page.

As firefighters from six departments battled the blaze in the Stony Creek bed a short distance north of Orland Saturday evening and beyond, an Orland transient was arrested for allegedly intentionally setting the fire.
At about 6 p.m. on Oct. 9, deputies responded to the Stony Creek area east of Highway 99, in Orland, and contacted Douglas Abbott. Deputies initiated an investigation and discovered Abbott and his girlfriend, Heather Matney, had a camp in the creek bed.
Abbott and Matney reportedly got into an argument. Abbott left the camp and noticed a fire had begun shortly after he left.
Another witness in the area alleged they saw Matney start the fire and then flee the area on foot. Deputies searched the area extensively and eventually found Matney at the Shady Oaks Trailer Park, space #19.
She was ultimately placed under arrest and booked into the Glenn County Jail on charges alleging giving false identification to a peace officer (a misdemeanor), and arson of an inhabited structure or property (a felony). Her bail was set at $200,000.
People named as witnesses by the Glenn County Sheriff’s Office include Kenneth Allen Oltjenbruns, 4582 Highway 99, sp. #19, Orland, and Allen Wade Smock, an Orland transient. Others named by the sheriff’s office as “involved parties” include Brittany Lee Douglas, 1004 Trinity Street, Orland; Rudolf Peter Griepsma, 239 Colusa Street, Orland; Gregg Alan Farlinger, 35 Walker Street, Orland; and Phillip Monroe Pedro III, 807 Date Street, Orland.
This last “involved party,” Phillip Pedro, was also arrested, but not for anything connected to the fire. According to the sheriff’s office, Deputy Ramirez contacted Phillip Pedro at Stony Creek, north of the continuation school Orland, while the deputy was there regarding the fire.
Deputy Ramirez recognized Pedro and was told by Glenn County Communications he had an outstanding Glenn County felony warrant. A deputy ultimately placed Pedro under arrest and transported him to the Glenn County Jail.
He was booked into the Glenn County Jail on a warrant alleging disobeying a lawful order of the court (a felony). At 11:34 p.m., while still in the jail, he was also found to have a Butte County warrant alleging theft of personal identification information (a felony).
His bail for the first warrant was set at $25,000. The Butte County warrant was a no-bail warrant.
The sheriff’s log indicated that Pedro’s arrest occurred at 9:16 p.m. However, the jail’s news release states that he was booked into the jail at 7:07 p.m.
