Friday, Oct. 8:

1:26 p.m., William James Hunter, 39, a landscaper who lives in Orland, was remanded by the court to the Glenn County Jail on charges alleging felony vandalism. Bail was set at $10,000.

Saturday, Oct. 9:

1:26 a.m., Allen Russell Taipale, 34, a carpenter who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody on East Walker Street at Woodward Avenue by an Orland police officer.

7:07 p.m., Phillip Monroe Pedro III, 43, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging disobeying a lawful order of the court (a felony). At 11:34 p.m., he was also found to have a Butte County warrant alleging theft of personal identification information (a felony). Bail for the first warrant was set at $25,000, while the Butte County warrant was a no-bail warrant. He was taken into custody at Stony Creek, north of Orland, by a Glenn County Sheriff’s deputy.

7:48 p.m., Heather Nicole Matney, 27, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging giving false identification to a peace officer (a misdemeanor), and arson of an inhabited structure or property (a felony). Bail was set at $200,000. She was taken into custody at the Shady Oaks Trailer Park, 4582 Highway 99, sp. #19, Orland, by a Glenn County Sheriff’s deputy.

11:08 p.m., Curtis Caroll Hart, 54, a cashier who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $34,000. He was taken into custody at Walker and Eighth Streets by an Orland police officer.

Sunday, Oct. 10:

12:44 p.m., at the Glenn County Jail, Jose Pablo Hernandez, 31, a sales representative who lives in Chico, was found to have a warrant alleging oral copulation of a minor under 14 years of age (a felony). Bail was set at $40,000.

5:33 p.m., Eduardo Alonzo, Villarreal, 38, a building inspector who lives in Orland, was booked into the Glenn County Jail on charges alleging battery on a non-cohabitating former spouse (a misdemeanor). Bail was set at $5,000. He was taken into custody at 271 Gable Drive by an Orland police officer.

At about 6 p.m. on Saturday, a call went out to the Orland Fire Department regarding a fire in the bed of Stony Creek.

Initially, the fire’s location was given as being near Highway 99 and County Road 9. In reality, it was on the south side of Stony Creek, directly north of the continuation school on Roosevelt Avenue.

Multiple reports of a large plume of black smoke were received. Calls for mutual aid went out to the fire departments of Capay, Hamilton City, Artois, Willows, and Cal Fire.

At about 8:10 p.m., the fire dispatcher in Corning received a report that the fire had covered about 10 acres and had a slow rate of spread. Firefighters were making progress with dozers and personnel.

In a video posted online, Assistant Orland Fire Chief John McDermott said he expected firefighters to remain on scene for about five more hours, which would be about midnight or so. At about 11:15 p.m., dispatch was told that the fire was about to be contained and that the fire departments called to render mutual aid would soon be released.

In the video, Assistant Chief McDermott also said firefighters would probably have to return to the scene over the next four or five days to extinguish rekindlings.

Early on, arson was mentioned as the cause and law enforcement was requested. One person said that a couple of kids were seen running from the area, and several people commented that the fire was in the area of a homeless camp.

Crash victim suffers major injuries west of Orland

A Bakersfield man suffered major injuries after he was thrown from his car Thursday evening west of Orland.

According to the California Highway Patrol, at about 7 p.m. on Oct. 7, Alejandro Melendres, 33, of Bakersfield, was driving a 2007 Honda Civic west on County Road 7, west of County Road DD, at a high rate of speed.

Melendres allowed the Honda to leave the roadway and crash into a fence.

After the crash, the Honda overturned several times and Melendres was ejected from the vehicle.

Melendres was flown by helicopter to Enloe Medical Center in Chico for major internal injuries.

It is not known whether he was wearing his seatbelts at the time of the accident.

While on-scene, CHP Officer Price placed Melendres under arrest for allegedly driving while under the influence of alcohol.

12:28 a.m., Cresencio Flores Gutierrez, 44, a stage crew worker who lives in Corning, was booked into the Glenn County Jail on charges alleging possession of a narcotic controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody on Walker Street at Sixth Street, Orland, by a Glenn County Sheriff’s deputy.

Tuesday, Oct. 5:

2:30 a.m., Danelle Lynn Gutierrez Springer, 44, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. She was taken into custody at the Newville Road overpass at Interstate 5 by an Orland police officer.

2:35 a.m., Krishnakant Hasmukhlal Ramdas, 33, a clerk who lives in Orland, was booked into the Glenn County Jail on a warrant alleging disobeying a court order (a misdemeanor). Bail was set at $7,000. He was taken into custody at Newville Road and Tehama Street by an Orland police officer.

7:02 a.m., Noah Ryan Coats, 39, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, possession of drug paraphernalia, and obstructing or resisting a public service officer (all misdemeanors), and warrants alleging corporal injury on a spouse with priors, false imprisonment, a special allegation, and possession of a firearm by a felon (all felonies). Total bail was set at $205,000, but he was also held without bail for a charge alleging violation of parole (a felony). He was taken into custody at 6412 County Road 14, Orland, by a Glenn County Sheriff’s deputy.

10:14 a.m., Stephen Kraig Green, 50, a painter who lives in Willows, was booked into the Glenn County Jail on a warrant alleging escaping from jail while charged with a felony (a felony). Bail was set at $10,000. He was taken into custody at 457 Second Street, Willows, by a Glenn County Sheriff’s deputy. At 11 a.m., he was committed to the jail without bail for felony violation of probation.

1:31 p.m., Joel Alvarado, 46, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $5,000. He was taken into custody on Highway 32, west of Hamilton City, by a Glenn County Sheriff’s deputy.

4:41 p.m., Lolita Virginia Burd, 54, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging disobeying a court order (a misdemeanor). Bail was set at zero. She was taken into custody at 315 Eighth Street by an Orland police officer.

5:23 p.m., Kenneth Allen Dresia, 64, a security guard who lives in Orland, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance, possession of a controlled substance, and possession of drug paraphernalia (all misdemeanors). 5:23 p.m., Elaine Adkins Howard, 72, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody at Laurel Street and Villa Avenue, Willows, by a Glenn County Sheriff’s deputy.

11:40 p.m., Christina Marie Badgley, 36, a sales representative who lives in Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and warrants alleging failure to appear after giving a written promise (a misdemeanor), failure to appear on a felony charge (a felony), special allegations (felonies), and failure to appear after giving a written promise (a felony). Total bail was set at $134,000. She was taken into custody in the 600 block of North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

6:35 a.m., Joseph Ryan Corona, 27, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero, but he was also held without bail for alleged violation of parole (a felony). He was taken into custody at 600 North Humboldt Avenue, apt. #207, Willows, by a Glenn County Sheriff’s deputy.

9:40 a.m., at the Glenn County Jail, Stephen Kraig Green, 50, a painter who lives in Willows, was found to have a Colusa County warrant alleging failure to appear after being released on bail (a misdemeanor). Bail was set at $5,000.

5:01 p.m., Jackie Leigh Murray, 25, a certified nursing assistant who lives in Chico, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance, possession of controlled substance paraphernalia, and possession of a controlled substance (all misdemeanors). Bail was set at zero. She was taken into custody on County Road 30, east of County Road S, by a Glenn County Sheriff’s deputy.

5:15 p.m., Damien Cruz Alvarez, 20, a dairy worker who lives in Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor), possession of a firearm by a felon (a felony), possession of a controlled substance (a misdemeanor), possession of ammunition by a prohibited person (a felony), possession of a controlled substance and a loaded firearm (a felony), and a special allegation (a felony), and warrants alleging failure to appear on a felony charge (a felony), failure to appear after being released on bail (a misdemeanor), and disobeying a court order (a misdemeanor). Total bail was set at $142,000. He was taken into custody on Shasta Street at Third Street by an Orland police officer.

5:19 p.m., David Marc Wilcoxson, 26, a laborer who lives in Chico, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody on County Road 30, east of County Road S, by a Glenn County Sheriff’s deputy.

Here are the latest incident reports from the Orland Police Department.

Friday, Oct. 1:

2:08 a.m., Orland police officers were dispatched to the report of a suspicious man with a flashlight on East Street at South Street. Officers checked the area but were unable to locate the man.

3:51 a.m., Orland police officers responded to the Orlanda Inn Motel, 827 Newville Road, for a report of a verbal disturbance. Officers contacted Heather Mosier, 45, and Patrick Mosier, 50. Both parties advised they had an argument and were counseled.

11:26 a.m., Orland police officers were dispatched to a report of two vehicles parked on the property at the Grocery Outlet, 1026 South Street, for an extended period of time. Officers contacted the occupants of both vehicles. They agreed to leave.

1:26 p.m., Orland police officers responded to a report of a disturbance at C.K. Price School. Principal Ryan Bentz reported a 16-year-old girl picked up some relatives, caused a disturbance and left prior to officer arrival.

2:47 p.m., Orland police officers responded to Sixth Street at Colusa Street for a reported hit and run collision. Officers contacted Nicholas Madden, 34, of Arbuckle, and Leon Contreras, 38, of Chico. After an investigation, officers learned that Claudio Sanchez, 36, of Orland, was driving a 1986 Toyota truck and rear-ended Madden, who was driving a 2014 Buick. Sanchez fled the scene and then sideswiped a 2018 Toyota driven by Contreras, and fled that scene as well.

3:07 p.m., Orland police officers responded to the 600 block of Sixth Street for a report of a hit and run collision. Irma Ramirez, 57, reported an unknown person hit her parked 1994 Toyota pickup. Ramirez was provided with information and advised to contact her insurance.

4:03 p.m., Orland police officers were dispatched to the Pilot Travel Center, 4444 Commerce Lane, for a reported fight that occurred between Natalie Lucky, 28, and an unknown woman. Lucky left the scene prior to officer arrival.

6:49 p.m., Orland police officers were dispatched to 402 East Street for a report of a suspicious person. Officers contacted Kieli Brown, 26, of Chico, who works for a solar company and was going door to door trying to sell his products. Brown was told of the complaint and agreed to leave.

7:26 p.m., Orland police officers were dispatched to a non-injury traffic collision near the Grocery Outlet, 1026 South Street. Officers contacted both parties and found they already exchanged information.

9 p.m., Orland police officers were dispatched to a report of loud music at 331 Central Street. Officers contacted the homeowner, who was told of the complaint and agreed to keep the music down.

Saturday, Oct. 2:

12:08 a.m., Orland police officers responded to a report of trespass. Officers contacted Sydney Sellers, 25, of Orland, who reported that Manuel Perez, 35, was refusing to leave her 928 Woodward Avenue residence. Officers attempted to contact Perez at the residence but there was no answer at the door. Sellers refused any further assistance.

8:24 p.m., Orland police officers responded to a report of a disturbance at 935 A Street. Officers contacted Cassandra Sarmento, 27, and Rick Lamb, 62, both of Orland. Officers determined that both were arguing over a possible neglect of a family member. Both parties agreed to separate for the night. Officers checked the welfare of the family member, who was fine and not in need of law enforcement assistance.

11:29 p.m., Ryley Nelson, 19, of Orland, reported his silver 2001 Lexus IS 300 was stolen, apparently from 29 East Colusa Street.

11:38 p.m., Orland police officers were dispatched to a report of several subjects throwing rocks at another person. Officers contacted Albert Pulido II, 52, and Georgia Barrera, 56, who stated that four unknown people threw rocks at them before fleeing on foot through Vinsonhaler Park. Officers checked the area but were unable to locate anyone.

Sunday, Oct. 3:

1:31 a.m., Orland police officers responded to 503 A Street for a report of a one-year-old child having difficulty breathing. Officers provided assistance until no longer needed by medical personnel.

1:05 p.m., Orland police officers were dispatched to 144 East Swift Street for a report of several vehicles that had been vandalized. Officers found a 2013 Dodge Charger, 2014 Ford F150, and 2010 Nissan truck had been spray painted.

2:25 p.m., Orland police officers responded to 226 East Shasta Street for a reported domestic disturbance occurring. Officers contacted Rolland Rodriguez-Falt, 25, and Rhiannon Penner, 32, who were arguing. Following an investigation, Rodriguez-Falt was arrested and booked for alleged domestic violence.

4:52 p.m., Orland police officers were dispatched to a report that a tractor trailer ran over a sign on the Highway 32 off-ramp of northbound Interstate 5. After checking the area, it was found to be in CHP jurisdiction.

5:39 p.m., at 819 Newville Road, Cassandra Sarmento, 27, of Orland, reported that her stepmother, Bernice Lamb, was stalking her and taking photos of her from across the street. The matter was determined to be non-criminal and both parties were advised of how to obtain a restraining order.

6:30 p.m., at 928 Woodward Avenue, Sydney Sellers, 25, reported that Manuel Perez, 35, broke the back window to her car.

6:46 p.m., Bernice Lamb reported that Cassandra Sarmento’s husband was sitting in the back of a truck across the street, watching the house at 935 A Street. Officers contacted a man and found that he was not violating any laws.

7:06 p.m., Orland police officers were dispatched to a report of loud music from a vehicle in the 1300 block of Fairview Street. Officers checked the area and found the music was coming from an event at the fairgrounds.

7:39 p.m., Orland police officers were dispatched to a report of a woman lying on the sidewalk in front of Walgreens, 828 Newville Road, yelling at customers. Officers contacted Patricia Allen, 51, of Chico. She was told of the complaint and agreed to leave.

8:56 p.m., on Highway 32 at County Road N, an Orland police officer conducted a traffic enforcement stop on a silver 2001 Mercedes C240. Christopher Hood, 46, was cited for allegedly driving on a suspended license, having an expired registration, and having no insurance. The Mercedes was towed and stored.

Monday, Oct. 4:

3:47 a.m., in the 600 block of A Street, an Orland police officer issued a parking citation to a gold 1997 Buick sedan for improper parking.

3:52 a.m., in the 500 block of A Street, an Orland police officer issued a parking citation to a black 2007 Chevy Trailblazer for improper parking.

10:09 a.m., Orland police officers were dispatched to 1029 Eighth Street to contact the registered owner of a 2003 Ford truck that the Colusa County Sheriff’s Office located in their jurisdiction. Officers contacted Ana Alvarado, 50, and determined the truck was an unreported stolen vehicle. A report was taken and the Ford was recovered.

11:52 a.m., Benjamin Alcantara, 43, of Orland, reported that someone spray painted graffiti on six different locations between 73 East Walker Street and 104 East Swift Streets.

12:25 p.m., Orland police officers were dispatched to a possible domestic disturbance in the 1000 block of Cortina Drive. Officers found the area quiet on arrival and spoke with neighbors, who reported they didn’t hear anything.

3:45 p.m., Orland police officers were dispatched to Library Park for a report of a subject wishing to turn himself in on a warrant. Officers contacted Johnny Jordan, 51, of Orland. He was issued a notice to appear for his warrant and released with a court date.

Tuesday, Oct. 5:

1:45 a.m., an Orland police officer observed a white 2004 Silverado roll back from the overpass stop sign and partially roll up on the curb on Newville Road at Interstate 5. Officers contacted Danell Springer, 44, of Orland. Following an investigation, Springer was arrested and booked for allegedly driving while under the influence.

2:30 a.m., on Tehama Street at Newville Road, an Orland police officer contacted Krishnakant Ramdas, 33, of Orland. Ramdas was arrested and booked for a misdemeanor Glenn County warrant.

5:30 a.m., Orland police officers assisted the Glenn County Sheriff’s Office with a report of a wanted person on the property at 6412 County Road 14. Officers assisted until no longer needed.

6:45 a.m., Orland police officers were dispatched to a non-injury traffic collision on Newville Road at Commerce Lane. Officers contacted Jeffrey Mattingly, 42, of Red Bluff, who reported an unknown vehicle entered his lane of travel, causing him to swerve and hit a road sign. The incident was documented, and Orland Public Works was notified of the damaged stop sign.

9:30 a.m., an Orland police officer marked a GMC Sierra for abatement at 300 Bell Way.

10:39 a.m., on Eighth Street at Colusa Street, an Orland police officer initiated a traffic enforcement stop on a blue 2017 Nissan Rogue. Janie Taylor, 62, of Orland, was cited for alleged expired registration.

11:26 a.m., on Colusa Street at Fifth Street, an Orland police officer initiated a traffic enforcement stop on a silver Chevy Impala. Patrease Fields, 32, of Orland, was warned for an equipment violation.

12:08 p.m., Orland police officers were dispatched to the report of a red Chevy truck driving recklessly in the area of East Chapman Street at Walnut Avenue. Officers searched the area but were unable to locate the vehicle.

1:08 p.m., Orland police officers were dispatched to 226 Gable Drive for a report of children possibly in possession of alcohol. Officers contacted several seven- to nine-year-old children who admitted to drinking a Twisted Tea, not knowing it was alcohol. The children were counseled and released to their parents.

3:15 p.m., Jolene Solis, 39, of Orland, reported her children’s father was refusing to follow a court-ordered scheduled visitation. Officers contacted Augustine Solis, 41, of Orland, via telephone and he refused to give the children to Jolene for visitation.

3:47 p.m., at 745 Paigewood Drive, Orland police officers contacted a 14-year-old boy with an outstanding arrest warrant. The boy was arrested and turned over to probation, who transported and booked him into the Tehama County Juvenile Hall.

4:26 p.m., Orland police officers were dispatched to 315 Eighth Street for a report that Lolita Burd, 54, was causing a disturbance. Officers contacted Burd, who was allegedly found to be under the influence of alcohol, in violation of the terms of her court order. Burd was arrested and booked for the alleged violation.

6 p.m., Orland police officers assisted with a stranded vehicle in the roadway on Newville Road at Commerce Lane. Officers remained at the scene until the roadway was cleared by Bambauer Towing.

6:19 p.m., the Orland Police Department received a request to conduct a welfare check at the residence at 232 East Yolo Street. Officers contacted Rafael Ramirez, 79, and Gladys Ramirez, 67, who did not need assistance.

Wednesday, Oct. 6:

12:46 a.m., on Colusa Street at Second Street, an Orland police officer issued a parking citation to a silver 2004 Honda Civic for expired registration. The Honda was marked for abatement.

2:17 p.m., Orland police officers were dispatched to the Black Butte Mobile Home Park for a report of suspicious text messages. Officers contacted the reporting party and it was determined that the messages were trying to scam the person out of money. Information was provided.

3:20 p.m., on East Shasta Street at Mellane Circle, an Orland police officer issued a parking citation to a blue 2003 Ford Focus for expired registration and marked it for abatement.

3:52 p.m., on Sixth Street at Yolo Street, an Orland police officer initiated a traffic enforcement stop on a gray 2020 Ford Raptor. Larry Mann, 59, of Orland, was cited for allegedly using a cell phone while driving.

5:19 p.m., Marlon Raimundo-Tambriz, 19, of Orland, reported a person stole cash from his wallet. Officers contacted Jose Lopez, 35, of Orland, who was arrested for alleged petty theft and released with a court date.

6:20 p.m., Orland police officers were dispatched to a report of trespassing at the South Street Deli and Grill, 1006 South Street. Officers contacted Richard Hicks, 50, and Jennifer Bracewell, 47, both of Orland, who agreed to leave.

7:10 p.m., at 515 Second Street, an Orland police officer marked a blue 2007 Toyota RAV 4 for abatement.

Friday, Oct. 1:

10:17 a.m., Deputy Garcia conducted an enforcement stop on a vehicle in the 100 block of South Sacramento Avenue, Willows, after he noted Jeremy Douglas as the front passenger. Deputy Garcia had prior knowledge Douglas had an outstanding warrant for his arrest. A records check through Glenn County Communications confirmed Douglas had an outstanding misdemeanor warrant out of Glenn County. Deputy Garcia arrested Douglas for his outstanding warrant and he was transported to the Glenn County Jail, where he was booked. Douglas’ bail was set at $25,000.

11:31 a.m., while on routine patrol, Deputy Lourenzo observed Tyler Novack at 221 West Sycamore Street, Willows. Deputy Lourenzo had prior knowledge Novack had an outstanding warrant for his arrest, and contacted him. A records check confirmed Novack had a felony warrant for his arrest out of Glenn County. Novack was placed under arrest, transported, and booked into the Glenn County Jail.

4:19 p.m., Cassandra Moralez of Orland requested to speak with a deputy regarding a restraining order violation. Deputy Huichapan contacted Moralez via telephone. Moralez reported her child’s father, Austin Polit, attempted to contact her numerous times via Skype. Deputy Huichapan confirmed there was a restraining order in place, where Moralez was the protected party and Polit the restrained party. Deputy Huichapan conducted an investigation and Polit was ultimately placed under arrest and booked into the Glenn County Jail for alleged violation of a restraining order. (See the sheriff’s log entry directly below this one.)

5:02 p.m., Deputy Lourenzo contacted Austin Polit at a residence in the 200 block of South Crawford Avenue, Willows. Deputy Lourenzo had prior knowledge that Polit had two active warrants for his arrest, and a records check confirmed the warrants. Polit was subsequently placed under arrest for the two Glenn County warrants. He was transported and booked into the Glenn County Jail.

6:59 p.m., Deputy Turner responded to Romeri Self Storage, 925 North Tehama Street, regarding an alarm heard in the area. Deputy Turner arrived on scene and contacted Jonathan Hanson and Alexander Salas. The alarm was determined to be set off by Hanson and Salas being at the business after hours. Glenn County Communications reported Salas had an outstanding felony warrant for his arrest. Glenn County Communications confirmed the $35,000 bail warrant. Salas was placed under arrest and transported to the Glenn County Jail, where he was booked on his warrant.

11:57 p.m., while on patrol, deputies contacted Bobby Smith and Steven Denton on west Sycamore Street, just east of North Humboldt Avenue, Willows. A records check showed Denton had a misdemeanor warrant for alleged failure to appear, out of Glenn County. Deputies confirmed the warrant and Denton was arrested without incident. Denton was later cited and released on a written promise to appear for court on Nov. 9.

Saturday, Oct. 2:

5:41 a.m., staff at Enloe Hospice contacted Glenn County Communications and reported the expected death of John Viau, 90, of Orland. The decedent suffered from pre-existing illnesses and was entered into hospice care on Sept. 29. The next of kin, Christopher Viau (son), was notified of the decedent’s death and deputies confirmed the notification. The decedent will be released to Sweet-Olsen Family Mortuary of Orland.

4:11 p.m., Deputy Garcia assisted California Highway Patrol officers with a traffic investigation in the intersection of Commerce Lane and Newville Road, Orland. Deputy Garcia assisted CHP officers with a driving while under the influence investigation by translating from Spanish to English and vice versa. At the conclusion of the investigation, CHP officers arrested Abelardo Juarez-Diaz of Willows for allegedly driving while under the influence.

4:52 p.m., deputies were dispatched to the Willows Walmart for a report of a vandalism to a vehicle. Deputy Huichapan responded and contacted the victim, Gillian Peters of Willows. The victim told Deputy Huichapan that an unknown suspect keyed the passenger side of her vehicle while she was shopping at Walmart. The victim estimated the monetary cost to repair the damage at about $1,500. Deputy Huichapan initiated an investigation.

Sunday, Oct. 3:

12:41 a.m., deputies conducted a traffic stop on a 2000 Chevrolet Impala at ampm, 1399 West Wood Street, Willows, for vehicle code violations. Deputies identified the front passenger of the vehicle as Adrian Gutierrez-Iniguez and learned he was on probation with search/test terms. Gutierrez allegedly admitted to being in possession of metal knuckles, which were inside the vehicle. Deputies found the metal knuckles and arrested Gutierrez without incident. Gutierrez was transported and booked into the Glenn County Jail.

6:05 a.m., the Sutter County Sheriff’s Office requested deputies attempt to contact Carlos Javier Martinez-Perez at his residence at 6380 County Road 12, Orland, as he had an outstanding warrant for his arrest out of Sutter County. Deputies responded and contacted Martinez-Perez. A records check confirmed Martinez-Perez had an outstanding misdemeanor warrant out of Sutter County and an outstanding misdemeanor warrant out of Butte County. Martinez-Perez was arrested for both warrants and he was transported to the Glenn County Jail, where he was booked.

12:27 p.m., Deputy Lourenzo responded to the Willows Care Center for a report of a deceased man. Upon arrival, Deputy Lourenzo learned Anthony Box, 79, of Chico, had died unexpectedly. A coroner’s investigation was initiated.

6:13 p.m., an anonymous woman reported there was a white male adult the middle of North Humboldt Avenue near Wood Street in Willows. The man was reported to be yelling at vehicles. Deputy Goodwin contacted Allen Lindell standing on the sidewalk near the Chevron gas station. Lindell was told of the call for service. Lindell agreed to stay out of the roadway and move along.

6:53 p.m., Carol, an employee at ampm in Willows, alleged that Allen Lindell had filled the soap dispensers in the bathroom with fecal matter. Deputies responded and contacted Carol, who said the incident happened before Allen was contacted by law enforcement in an earlier call. Carol requested documentation and Lindell to be admonished from returning to the business. Lindell was contacted in the nearby area and admonished from Am/Pm.

7:07 p.m., staff from Butte Home Health & Hospice reported the expected death of Harold Hurlburt, 91, of Willows. The decedent suffered from pre-existing illnesses and was entered into hospice care on Sept. 24. Next of kin, Curtis Hurlburt (son), was notified of the death. The decedent was released to the care of F.D. Sweet and Son Mortuary, Willows.

7:26 p.m., while on patrol, Deputy Goodwin observed Allen Lindell walking in the Wood Street roadway near the Interstate 5 overpass in Willows. Deputy Goodwin contacted Lindell, who allegedly displayed signs of being under the influence of a controlled substance. Lindell was fidgety and had a pulse of approximately 130 BPM. Lindell’s pupils showed little to no reaction from direct light. Lindell was subsequently arrested for allegedly being under the influence in public and unable to care for his own safety or the safety of the public. Lindell was transported to the Glenn County Jail, where he was booked to be released when sober.

11:49 p.m., deputies conducted a traffic stop near the intersection of Walker Street and Fifth Street, Orland, for vehicle code violations. Deputies made contact with the driver, who identified himself as Cresencio Gutierrez. Gutierrez allegedly displayed signs and symptoms of being under the influence of alcohol. Orland police officers concluded Gutierrez would not be arrested for driving while under the influence and returned control of the scene over to deputies. Deputies reportedly obtained consent to inspect a container of marijuana inside the vehicle and learned it was unsealed. Deputies searched the vehicle and allegedly found several tie-off plastic baggies containing a white powdery substance. Gutierrez was subsequently placed under arrest for alleged possession of a controlled substance.

Monday, Oct. 4:

7:16 a.m., Victoria Masters contacted the sheriff’s office, reporting an unknown person attempted to break into the Artois Market, 345 Front Street, Artois. Deputies were dispatched. Masters said she noticed obvious signs of forced entry on one of the doors behind the building when she arrived at the business, but the unknown person was not able to gain entry into the building and nothing was taken. Masters requested the incident be documented and extra patrol be provided during the nighttime hours.

10:02 a.m., Dennis Unruh reported the theft of an ATV and generator from his locked shop in Butte City. Deputy Rasmussen contacted Unruh. Sometime between Sept. 2 at about 6 p.m. and Sept. 3 at 4 p.m., unknown suspects broke into Unruh’s shop and stole the above reported items. A CHP 180 from was completed and signed. The 2012 Honda Foreman ATV was entered into the stolen vehicle system.

5:13 p.m., an anonymous person called and reported they witnessed a hit and run collision at Cedar Hills Manor in Willows. Deputies responded and located the vehicle that was struck. Deputies attempted to locate the registered owner, with no success. Deputies located the suspect vehicle, unoccupied in the 100 block of Colusa Street in Willows. Case pending further investigation pending contact with the victims.

6:11 p.m., deputies responded to 466 First Street in Willows for a report of a vicious dog. Kassandra Sanchez reported her neighbor’s great Dane had attacked her and her dog. Deputies responded and contacted all the involved parties. The dog was ultimately caught and returned home. The information was to be forwarded to Glenn County Animal Control for further investigation.

6:19 p.m., deputies were dispatched to a report of a cold assault. Cole Entz reported he was spit on during a road rage incident after following the other party to his residence in Willows. Entz refused to provide his location at the time of the incident. Entz later called 911 to report he was going to confront the other party with a group of people. Deputies contacted Entz at his residence on Baywood Way in Willows and determined the incident occurred in the city of Willows on West Wood Street. Entz was initially uncooperative and was ultimately provided with a statement form and citizen’s arrest form to complete. Entz was advised not to confront anyone with a group of people for any retaliatory action and was counselled on the misuse of 911.

Tuesday, Oct. 5:

5:20 a.m., James Beckham of Chico contacted the Glenn County Sheriff’s Office to report that Noah Coats of 329 Yuba Street, Orland, was on his property at 6412 County Road 14, Orland, and he believed Coats was there to burglarize or vandalize the property. Glenn County Communications said that Coats had a local warrant and two Tehama County warrants. Deputies and Orland police officers responded to the residence. On arrival, deputies observed an open door leading to the garage. Deputies contacted Brandy Slaughter, who was not sure if Coats was on the property. Deputies searched the residence and ultimately found Coats hiding in a bedroom. Deputies also allegedly found a baggie of methamphetamine and drug paraphernalia. Coats reportedly admitted to deputies that the drugs and paraphernalia were his. Coats was placed under arrest and transported to the Glenn County Jail, where he was booked by jail staff.

10:02 a.m., Kelly Green of Redmond, Ore., called and requested a welfare check on her father, Gordon Green, of Willows. Kelly Green alleged her brother, Stephen Green, was at the residence and he was not supposed to be there. Kelly Green requested a welfare check on Gordon Green due to health issues. Deputies responded to the residence at 457 Second Street and contacted Stephen Green. Deputies had prior knowledge that Stephen Green had an outstanding warrant for his arrest. The warrant was confirmed and Stephen Green was taken into custody. He was transported to the Glenn County Jail for booking. Deputies contacted Gordon Green and found he was okay.

1:08 p.m., Hamilton City Fire Chief Dan James requested law enforcement as he observed a man walking away from a vegetation fire that the fire department was responding to. The fire was on the shoulder of Highway 32, east of County Road VV. Deputies Rasmussen and Lemmon responded. Deputies checked the area and located Joel Alvarado, a Willows transient, walking east on Highway 32, west of Hamilton City. After speaking with Alvarado, deputies learned he had been smoking a cigarette and discarded the butt, mistakenly thinking it was extinguished. He did not intend to start the fire and did not attempt to extinguish it because it was too big when he realized it was burning. He was counseled on the proper disposal of cigarette butts. A records check showed Alvarado had an active bench warrant out of Glenn County. He was arrested, transported, and booked into the Glenn County Jail for the warrant. Bail was set at $5,000.

4:09 p.m., Deputy Tuma conducted a check on a suspicious vehicle at Central Park in Willows. He contacted Elaine Howard of Orland and Kenneth Dresia of Corning in the vehicle. Both allegedly showed objective signs and symptoms of being under the influence of a controlled substance. Following an on-scene investigation, both were placed under arrest for drug-related charges.

11:24 p.m., deputies were dispatched to a third-hand report of a domestic disturbance at 834 North Butte Street, Willows. While responding to the scene, deputies contacted Jeremy Bem in the 600 block of North Butte Street, who alleged he had been assaulted by his ex-girlfriend, Christina Badgley. Bem had followed Badgley to the back yard of a residence on North Butte Street when deputies arrived. Deputies contacted Badgley in the back yard of 664 North Butte Street. Deputies had prior knowledge Badgley had several warrants for her arrest for similar incidents. Badgley complained of medical problems and was transported to Glenn Medical Center for treatment via ambulance. After receiving a medical clearance, Badgley was transported to the Glenn County Jail for alleged domestic violence-related charges and her warrants.

Is county fire dispatching finally going to be consolidated?

Glenn County law enforcement and the various fire departments in the county have long recognized the desirability if not the outright need for consolidating fire dispatching.

Presently, each fire department makes its own arrangements for dispatching. The Orland Fire Department, as well as the departments of Capay, Ord Bend, Bayliss, Glenn-Codora, and Butte City, are dispatched by the Corning Fire Department; Hamilton City is currently dispatched by the Cal Fire Tehama-Glenn Unit in Red Bluff; and after years of doing its own dispatching, the Willows Fire Department, in late 2019, also switched to the Cal Fire Tehama-Glenn Unit.

The City of Orland and the Orland Fire Protection District have been jointly contracting with City of Corning since 2007, although calls initially route through the Glenn County Sheriff dispatch. Orland pays Corning a fixed rate per dispatched call, amounting to about $20,000 per year for the city and $15,000 for the district.

At tonight’s (Tuesday’s) Orland City Council meeting, which begins at 6:30 p.m., Orland Fire Chief Justin Chaney plans to ask the council to endorse a memorandum of understand (MOU) for countywide consolidation of fire dispatch services.

According to the backup material for tonight’s agenda item, “Studies and discussion about the potential and feasibility for consolidation of dispatch have spanned 10 years, with districts generally in agreement on the need but not finding ways to overcome logistical and jurisdictional hurdles. Following successful implementation of countywide mutual aid agreements this year, recent conversations about dispatch proved more fruitful, with Chief Chaney representing both the city and rural departments.”

The backup material continues, “County of Glenn administration, along with fire chiefs of both cities and all districts in the County, are in agreement on a draft MOU to provide unified dispatch services through the Glenn County Sheriff’s Office. Systems are being brought into place to enable this functional realignment, to start officially January 1, 2023.

“Orland and Willows would each contribute $30,000 annually, adjusted per Consumer Price Index in succeeding years. The balance of the expense would be borne by the county.”

It is expected the consolidated system will shave some two to five minutes off our notification and response times, precious minutes that could very easily save lives and better protect the citizens of Glenn County.

This agreement, with scope of services and contribution obligations, will be presented to the City of Willows on Tuesday, Oct. 12, and will soon go to the Glenn County Board of Supervisors for their consideration.

A similar MOU is going to each fire district. Hamilton City Fire Chief Dan James told The Observer Tuesday afternoon that the MOU for his fire department has already been signed.

The MOU for the Orland Volunteer Fire Department follows:

MEMORANDUM OF UNDERSTANDING

CENTRALIZED FIRE DISPATCH SERVICES

This CENTRALIZED FIRE DISPATCH SERVICES MEMORANDUM OF UNDERSTANDING (hereafter “MOU”) is made and entered into by and between the County of Glenn (hereafter “COUNTY”) and the City of Orland and City of Willows in this MOU (hereafter the “Cities”). The CITIES and the COUNTY, individually each a “PARTY” and jointly referred to herein as the “PARTIES”.

RECITALS

WHEREAS, the CITIES need fire and fire medical aid dispatching services and have decided that the most cost-effective and efficient way to provide those services to their communities is to contract with another entity which already has an established dispatching facility with personnel and equipment and the capability of providing such services; and

WHEREAS, the COUNTY is such an entity with its own dispatchers and has the ability and capacity to provide emergency dispatch services to CITIES in addition to itself; and

WHEREAS, it will be mutually beneficial to all PARTIES to this MOU that they cooperate with each other in this regard;

NOW, THEREFORE, in consideration of the mutual promises, obligations and covenants contained herein, COUNTY and CITIES do hereby agree as follows:

AGREEMENT

1. Purpose of MOU. The PARTIES hereto are entering into this MOU in order to document the arrangement they are entering into whereby fire and other emergency calls for services normally responded to by the respective CITIES of each part (typically medical aid calls as distinguished from calls to the police or Sheriff’s departments related to law enforcement needs) will all be routed to and through the fire dispatch staff of the COUNTY.

2. Services to be Provided (hereafter “SERVICES”):

2.1 Fire Dispatch Services: COUNTY will, through its Sheriff’s Department Dispatch Center, provide dispatch services for the CITIES participating in this MOU.

2.2 Fire Medical Aid Dispatch Services: COUNTY will, through its existing Sheriff Department Dispatch Center, provide fire medical emergencies dispatch services for the CITIES participating in this MOU.

2.3 Control Burn Information Services: COUNTY will, through its existing Sheriff’s Department Dispatch Center, receive telephone calls for controlled burn reports and controlled burn logging services for the CITIES participating in this MOU.

2.4 Business Line Answering Services: COUNTY will, through its existing Sheriff’s Department Dispatch Center, receive business line telephone calls for CITIES participating in this MOU. COUNTY will answer identified lines and coordinate communication with the participating CITIES.

3. Resources Used for Dispatching:

3.1 Dispatch Equipment. The equipment to be used by COUNTY at its Sheriff’s Office for dispatching SERVICES contemplated by this MOU shall be provided and maintained by COUNTY at its sole cost and expense. The equipment to be used by the CITIES participating in this MOU in their vehicles and at their respective fire departments shall be provided and maintained by the CITIES at their sole cost and expense. The CITIES and the COUNTY will cooperate in ensuring that calls from the public for fire and medical aid services are routed directly to the COUNTY’s Dispatch Center for dispatch to the appropriate responding agency.

3.2 Sheriff Dispatch Staff. COUNTY, through the Sheriff’s Dispatch Center, shall make available at least one dispatcher who shall be assigned to fire dispatch duties on each shift. This dispatcher’s primary duty shall be to provide those SERVICES contemplated by this MOU; however, during those periods of time when no fire or medical calls occur, the dispatcher may perform other duties as assigned by the COUNTY. The COUNTY will staff the Sheriff Dispatch Center in such a manner to support the enhanced fire dispatch services. 4. Termination for Convenience:

4.1 COUNTY. Should the COUNTY, in its sole discretion, determine that it no longer wants to provide the SERVICES contemplated by this MOU, COUNTY shall provide the CITIES participating in this MOU with no less than one hundred eighty (180) days written notice of that determination. In such event CITIES, in their sole discretion, shall be entitled to have the SERVICES performed by any other person or entity it chooses, including the CITIES own employees, with no further liability or obligation to COUNTY under this MOU.

4.2 CITIES. Should any CITIES participating in this MOU determines that it no longer wants to receive the SERVICES contemplated by this MOU, the CITIES shall provide to COUNTY with no less than one hundred eighty (180) days written notice that determination. In such event, COUNTY shall cease providing SERVICES to that CITIES and shall, in its sole discretion and upon no less than one hundred and eighty (180) days written notice, be entitled to cease providing all SERVICES under this MOU to all CITIES participating in this MOU without any further liability or obligation under this MOU.

5. Term and Termination. The term of this MOU shall commence on January 1, 2023, unless terminated as follows:

A. By mutual agreement of the PARTIES;

B. By a PARTY upon a material breach by another PARTY of the provisions hereof; or

C. By a PARTY upon delivery of 180 days’ written notice thereof to all other PARTIES.

6. Fees.

6.1 Service Fee. CITIES shall pay COUNTY for any of the services contemplated by this MOU based on the mutual agreed amount for each city. The fee for the first year of service for each city as follows:

• City of Orland $30,000

• City of Willows $30,000

The CITIES shall pay their fee in quarterly payments due by the 15th of each of the following months: January, April, July, and October.

6.2 Annual Service Fee Increase. The service fee for dispatch services each year during the Term hereof subsequent to the first service year shall be increased in the same amount of any increase in the Consumer Price Index during the preceding service year. Such increase shall be calculated by multiplying the annual service fee by a fraction whose numerator is the Consumer Price Index for the twelfth month of the preceding service year and whose denominator is the Consumer Price Index for the first month of such service year. In no event shall the service fee be increased due to changes in the Consumer Price Index above 3 percent of the previous service year. For purposes hereof “Consumer Price Index” shall mean the Consumer Price Index for All Urban Consumers, U.S. City Average, published by the Bureau of Labor Statistics of the United States Department of Labor, All Items (1982-84=100).

7. Dispatch Advisory Committee. A Dispatch Advisory Committee shall be formed as a component of this MOU. The membership shall consist of: the Sheriff, a member of the Board of Supervisors appointed by the Board of Supervisors, a member as appointed by the Fire Chief’s Association, a member appointed by the Orland City Council, a member appointed by the Willows City Council, and a member of the Sheriff’s staff responsible for the supervision of the Sheriff’s Dispatch as determined by the Sheriff. The purpose of this group will be to allow the PARTIES to communicate and provide feedback; improve the program; receive input; and, resolve any issues that may arise. The group shall appoint a chair, vice chair, and secretary and shall work collaboratively to address issues. The group shall meet at least quarterly and shall prepare an agenda for each meeting.

8. Independent Contractor. Nothing in this MOU is intended to, or shall be construed to, create an employer-employee relationship, a joint venture relationship, or allow the CITIES participating in this MOU to exercise discretion or control over the COUNTY or any employee providing SERVICES under this MOU. COUNTY employees performing SERVICES under this MOU shall be, and at all times remain, employees of COUNTY and shall not be deemed employees of the CITIES participating in this MOU for any purpose. COUNTY shall be solely responsible for any and all compensation, payroll taxes, withholdings, workers’ compensation and any other insurance or benefits of any kind for any COUNTY employee providing SERVICES under this MOU.

9. Assignment. Inasmuch as this MOU is intended to secure the specialized SERVICES of COUNTY, COUNTY may not assign, transfer, delegate or sublet any interest herein. Any attempt at assignment of the rights under this MOU except for those specifically consented to by all PARTIES in writing and shall be void.

10. Mutual Indemnification. Each PARTY shall defend, indemnify and hold all other PARTIES, their officers, employees and agents harmless from and against any and all liability, loss, expense, including reasonable attorneys’ fees, or claims for injury or damages arising out of the performance of the SERVICES under this MOU but only in proportion and to the extent such liability, loss expense, attorneys’ fees, or claims for injury or damages are caused by or result from the negligent or intentional acts or omissions of the indemnifying party, its officers, agents or employees.

11. Entire Agreement/Modification. This MOU may only be modified by a written amendment hereto executed by all PARTIES and constitutes the entire agreement between the parties regarding the subject matter of this MOU. This MOU supersedes all proposals, oral and written, and all negotiations, conversations or discussions heretofore between the parties related to the subject matter of this MOU.

12. Application of Law. This MOU shall be governed by the laws of the State of California and any action filed to enforce any of the terms and conditions of this MOU shall be filed in the Glenn County Superior Court.

13. Severability. If any portion of this MOU or application thereof to any person or circumstances shall be declared invalid by a court of competent jurisdiction, or if it is found in contravention of any federal, state or local statute, ordinance, or regulation, the remaining provisions of this MOU or the application thereof shall not be invalidated thereby and shall remain in full force and effect to the extent that the provisions of this MOU are severable.

14. Notices. Any notice required to be given pursuant to the terms and provisions of this MOU shall be in writing and shall be sent first-class mail to the following addresses:

Wednesday, Sept. 29:

12:54 a.m., Cody Joseph Polit, 22, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging criminal threats, infliction of corporal injury on a spouse or cohabitant, willful cruelty to a child, and first degree robbery (all felonies). Bail was set at $285,000. He was taken into custody at 600 North Humboldt Avenue, apt. #208, Willows, by a Glenn County Sheriff’s deputy.

3 a.m., Francisco Chora, 31, a laborer who lives in Salem, Ore., was booked into the Glenn County Jail on charges alleging failure to obey a peace officer (a misdemeanor), and use of the 911 telephone system for non-emergency calls (an infraction). Bail was set at $5,000. He was taken into custody at the Willows Walmart by a California Highway Patrol officer.

9:32 a.m., Lolita Virginia Burd, 54, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving with a license suspended for driving while under the influence (all misdemeanors). Bail was set at $10,000. She was taken into custody on Eighth Street at Tehama Street by an Orland police officer.

Thursday, Sept. 30:

7:08 a.m., Seth Dasan Dominguez-Feathers, 26, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a dirk or dagger (can be charged as either a misdemeanor or a felony), and warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $25,000. He was taken into custody at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

11:13 a.m., at the Glenn County Jail, Pamela Yvonne Rafoth, 67, said to be a property manager who lives in Marina, was charged with alleged violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000.

7:56 p.m., Joseph Antony Marquez, 31, a laborer who lives in Rio Linda, was booked into the Glenn County Jail on charges alleging possession of drug paraphernalia (a misdemeanor). Bail was set at zero. He was taken into custody at Taco Bell, 1301 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.

8:23 p.m., Aaron Benjamin Johanningsmeier, 25, a feeder who lives in Glenn, was booked into the Glenn County Jail on charges alleging burglary (a felony), assault (a misdemeanor), entering a noncommercial dwelling without permission (a misdemeanor), and exhibition of a deadly weapon other than a firearm (a misdemeanor). Bail was set at $35,000. He was taken into custody at 325 West Walnut Avenue, Willows, by a Glenn County Sheriff’s deputy.

Friday, Oct. 1:

5:14 a.m., at the Glenn County Jail, Pamela Yvonne Rafoth, 67, said to be a property manager who lives in Marina, Calif., was found to have a Monterey County no-bail warrant alleging threatening to commit a crime with intent to terrorize (a felony).

10:23 a.m., Jeremy Allen Douglas, 39, a maintenance supervisor who lives in Willows, was booked into the Glenn County Jail on a warrant alleging failure to appear after being released on his own recognizance (a misdemeanor). Bail was set at $25,000. He was taken into custody on South Sacramento Street, north of East Oak Street, Willows, by a Glenn County Sheriff’s deputy.

11:31 a.m., Tyler James Novack, 29, a farm worker who lives in Willows, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $36,000. He was taken into custody at 221 West Sycamore Street, Willows, by a Glenn County Sheriff’s deputy.

5:10 p.m., Austin Banjamin Polit, 24, a welder who lives in Nampa, Idaho, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and warrants alleging failure to appear after being released on his own recognizance (a misdemeanor). Total bail was set at $35,000. He was taken into custody at 251 South Crawford Avenue, Willows, by a Glenn County Sheriff’s deputy.

7:07 p.m., Alexander Javier Salas, 33, a carpenter who lives in Willows, was booked into the Glenn County Jail on a warrant alleging felony violation of probation. Bail was set at $35,000. He was taken into custody at 925 Highway 99, Willows, by a Glenn County Sheriff’s deputy.

Saturday, Oct. 2:

4:29 p.m., Abelardo Juarez Diaz, 35, a farm worker who lives in Salem, Ore., was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving without a license (all misdemeanors). Bail was set at $10,000. He was taken into custody on Commerce Lane at Newville Road, Orland, by a California Highway Patrol officer.

Sunday, Oct. 3:

1:14 a.m., Adrian Contreras-Iniguez, 23, a cook who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of brass knuckles (a felony). Bail was set at $10,000. He was taken into custody at ampm, 1399 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.

1:55 p.m., Carlos Javier Martinez-Perez, 31, a coordinating supervisor who lives in Orland, was booked into the Glenn County Jail on a Butte County warrant alleging driving with a suspended license (a misdemeanor), and a Sutter County warrant alleging misdemeanor violation of probation. Total bail was set at $7,000. He was taken into custody at 6380 County Road 12, Orland, by a Glenn County Sheriff’s deputy.

2:53 p.m., Rolland Lawrence Bruin Rodriguez-Falt, 25, a cook who lives in Orland, was booked into the Glenn County Jail on charges alleging battery on a non-cohabitating former spouse (a misdemeanor). Bail was set at $5,000. He was taken into custody at 226 East Shasta Street by an Orland police officer.

7 p.m., Alejandro Garcia-Medrano, 30, a farm worker who lives in Willows, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, driving without a license, and hit and run with property damage (all misdemeanors). Bail was set at $10,000. He was taken into custody at 600 North Humboldt Avenue, apt. #289, Willows, by a California Highway Patrol officer.

7:34 p.m., Allen Jeff Lindell, 49, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody on Wood Street at the Interstate 5 overpass, Willows, by a Glenn County Sheriff’s deputy.

Sunday, Sept. 26:

12:53 a.m., Orland police officers contacted Margaret Beegle, 30, of Orland, at the Orland Manor Apartments, 817 Newport Avenue. Beegle was arrested and booked for a felony Glenn County warrant.

10:58 a.m., Orland police officers responded to 95 Rennat Way for a medical aid call. Officers arrived and found an unresponsive woman. They initiated CPR. After all lifesaving measures were exhausted, the woman was pronounced deceased by medical personnel at scene.

4:50 p.m., Orland police officers responded to the area around Lely Aquatic Park for a report of a man lying near the roadway. Officers contacted Steven Stoltenberg, 54, of Orland, who declined medical assistance. Officers provided Stoltenberg with a ride home.

7:45 p.m., Orland police officers were dispatched to a report of a man lying along the roadway on Tehama Street at Eighth Street. Officers contacted a 62-year-old man who was transported by ambulance to the hospital.

11:36 p.m., Orland police officers were dispatched to a report of a man throwing items and screaming in his apartment at 428 Walker Street. Officers found the apartment quiet on arrival and there was no answer at the door.

Monday, Sept. 27:

7:40 a.m., Tara Bessmer, 36, reported that her roommate was refusing to let her retrieve items from the residence at 421 Monterey Street. Bessmer was provided with information on how to obtain the items in civil court.

8:38 a.m., Orland police officers observed a suspicious vehicle parked in the parking lot of the LDS church at 125 Modoc Street. Officers contacted a 16-year-old Orland boy with marijuana in plain view. The boy was cited for being a minor in possession of marijuana. He was released to a legal guardian.

9:28 a.m., Orland police officers responded to a burglar alarm activation at 604 East Walker Street. Officers contacted an employee who said the activation was accidental.

12:08 p.m., Orland police officers were dispatched to 9 East Tehama Street for a found hypodermic needle. Officers disposed of the needle.

1:51 p.m., on Third Street at Shasta Street, an Orland police officer issued a parking citation to a white 2016 Honda Accord for illegal parking.

2:27 p.m., on Walker Street at Third Street, an Orland police officer initiated a traffic enforcement stop on a white 2016 Ford F-150. Nathan Jones, 27, of Los Molinos, was cited for allegedly using a cell phone while driving.

4:08 p.m., Orland police officers contacted Curtis Hart, 54, of Orland, at 900 Newville Road. Following an investigation, Hart was cited and released for alleged possession of drug paraphernalia.

5:05 p.m., Orland police officers were dispatched to a report of a man trying to sell marijuana to a juvenile at Moe’s Market, 234 Sixth Street. Officers contacted Steven Stoltenberg, 54, and determined he was not trying to sell marijuana. Stoltenberg was admonished and agreed to leave.

11:22 p.m., Orland police officers responded to the report of shots fired in the area of Shasta Street at Second Street. Officers searched the area and did not locate anything suspicious.

Tuesday, Sept. 28:

2:53 a.m., Orland police officers responded to a report of domestic violence at 73 Chapman Street. Officers contacted Letticia Cordero, 25, who reported domestic violence. An investigation was initiated.

4:32 a.m., the Orland Police Department assisted the Glenn County Sheriff’s Office with a report of suspicious circumstances at 4582 Highway 99. Officers assisted until no longer needed.

4:40 a.m., Orland police officers responded to a fire alarm activation at 4672 County Road N. Officers assisted the Orland Fire Department until no longer needed.

10:14 a.m., Orland police officers responded for a welfare check for a man lying near the roadway on Sixth Street at Sacramento Street. Officers contacted Curtis Hart, 54, of Orland, who declined medical assistance. Hart was told of the complaint and agreed to leave.

10:52 a.m., on Colusa Street at Fifth Street, an Orland police officer initiated a traffic enforcement stop on a grey 2013 Honda Civic. Liliana Valencia-Barragan, 31, of Red Bluff, was cited for allegedly having a missing license plate and no proof of insurance.

1:19 p.m., Orland police officers responded to a welfare check on a suspicious man behind a parked car on Fifth Street at Colusa Street. Officers contacted Matthew Fleming, 58, of Orland. Following an investigation, Fleming was arrested and booked for allegedly violating his felony probation.

4:36 p.m., the Orland Police Department received a report of a group of children who had just vandalized the Merchants Bank of Commerce, 328 Walker Street, with graffiti and left. Officers searched the area but were unable to locate the children.

5:41 p.m., Orland police officers responded to a report of a traffic collision on East Street at Walker Street. Officers contacted a 13-year-old female bicyclist who had been riding north on the west sidewalk of East Street, approaching the entrance to the carwash, and was struck by a GMC Terrain driven by Jim Casgrove, 63, traveling east from the carwash onto East Street.

Wednesday, Sept. 29:

7:54 a.m., on South Street at Railroad Avenue, an Orland police officer initiated a traffic enforcement stop on a silver 2005 Kia Aminta. Shannon Moore, 43, of Orland, was cited for allegedly driving on a license suspended for driving while under the influence. The Kia was impounded.

9:17 a.m., Orland police officers responded to a report of a drunk driver in a red 2000 Ford Ranger behind Ace Hardware and the Orland Fire Department. Officers located and stopped the Ford. Following an investigation, Lolita Burd, 54, of Orland, was arrested and booked for alleged driving while under the influence and driving on a license suspended for driving while under the influence. The Ford was towed and stored.

12:38 p.m., Orland police officers were dispatched to a report of vandalism at 439 Fourth Street. Officers contacted Jackie Billings, 67, of Orland, who declined to pursue criminal charges and requested documentation only.

1:08 p.m., Orland police officers responded to the report of a child who was under the influence of marijuana at Orland High School. Officers contacted the 15-year-old student, who was transported to mental health by a family member.

3:32 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a fleeing subject at 7929 County Road 9. Officers assisted until no longer needed.

5:22 p.m., Orland police officers were dispatched to a report of vandalism to a vehicle at 1635 Linwood Drive. Officers contacted Lily Mejia, 38, who reported someone egged her 2020 Audi, causing damage.

9:22 p.m., Orland police officers were dispatched to the report of loud music at 737 Lynn Drive. Officers contacted the homeowner, who agreed to keep the music down.

11:30 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a coroner’s investigation in the 6000 block of County Road 15.

Thursday, Sept. 30:

10:51 a.m., Orland police officers were dispatched to a report of a suspicious vehicle at 604 East Walker Street. Officers contacted the registered owner of the vehicle, who declined needing assistance.

12:03 p.m., Orland police officers responded to a report of a non-injury traffic collision on Sixth Street at Tehama Street. Officers contacted Tami Embrey, 46, of Orland, who was driving a 2011 Chevy Suburban north on Sixth Street when she was struck by a 2009 Mercedes driven west on Tehama Street by a 16-year-old boy. The boy was cited for driving while unlicensed and no proof of insurance.

3:37 p.m., the Orland Police Department received a report of a hit and run that occurred at Umpqua Bank, 301 Walker Street. Officers were unable to locate the other vehicle.

7:02 p.m., Orland police officers were dispatched to Suisun Street at Fourth Street for a report of a found backpack. Officers collected the backpack and booked it into found property.

10:41 p.m., an Orland police officer contacted Margaret Beegle, 32, of Orland, behind the closed business at 1024 South Street (Wrap It Up Wholesale). Beegle agreed to leave the area.

Glenn County Sheriff’s Log

Here are some selected incident reports from the Glenn County Sheriff’s Office.

Wednesday, Sept. 15:

1:07 a.m., while on patrol near 210 West Wood Street, Willows (Circle K), Deputy Thompson conducted a traffic enforcement stop on a yellow 1996 Ford Bronco for CVC violations. The deputy contacted the driver and sole occupant of the vehicle, Otto Chrestensen, who allegedly displayed objective signs of being under the influence of alcohol. After investigation, Chrestensen was arrested and later booked into the Glenn County Jail for allegedly operating a motor vehicle while under the influence of alcohol, and having a blood alcohol content of over .08 percent. The vehicle was later released to family members at Chrestensen’s request.

2:58 a.m., Deputy Thompson was dispatched to 121 North Culver Street, Willows, to assist paramedics with a man who was found unresponsive but breathing. The deputy found the man, Stewart Enck, wedged upside-down in a small bathroom. The man appeared to have been suffering from an opioid overdose. The deputy was able to “unstick” the man and move him to an area where paramedics could evaluate him. The man was ultimately transported to the hospital via ambulance.

Thursday, Sept. 16:

4:24 a.m., while at an unrelated call for service, deputies contacted Sean Talmadge walking along the roadway edge of County Road 7, west of Highway 99, north of Orland. Deputies had prior knowledge that Talmadge had four outstanding Glenn County warrants. Glenn County Communications confirmed Talmadge’s warrants were active. Talmadge was ultimately placed under arrest and transported to the Glenn County Jail without incident.

5:42 a.m., Janet Myers with Butte Home Health and Hospice reported the expected death of Richard Merrill, 91, at his home on County Road 15. The decedent entered hospice care on Sept. 11, and he suffered from preexisting health conditions. His next of kin, Virginia Merrill (wife) was present at the time of death. The decedent was released to the care of Newton-Bracewell Chico Funeral Home.

6:14 p.m., Jeremy Bem contacted Glenn County Communications and reported vandalism to his gaming console. Deputies responded and made contact with Bem and initiated an on-scene investigation. Bem reported between 4:15 p.m. and 5 p.m., an unknown person entered his locked residence at 826 North Butte Street, Willows, and poured water onto his iBUYPOWER gaming computer. Bem estimated the cost to repair or replace the computer at $1,200.

Friday, Sept. 17:

7:29 a.m., Westside Ambulance personnel, Orland Fire Department volunteers, and Glenn County Sheriff’s deputies, responded to a residence on County Road 7, near Orland, for a report of an unresponsive nine-month-old boy. Westside personnel and Orland firefighters rendered aid at the scene. The baby was transported by ambulance to Enloe Medical Center in Chico, where he was pronounced deceased.

11:43 a.m., Deputy Lourenzo responded to the Cedar Hills apartments in Willows for a report of two men in a physical altercation. Deputy Lourenzo contacted Isaac Juarez and Joseph Corona, both of Willows, who were involved in the altercation. After several lawful orders to stop, Corona ran from the deputy through the apartment complex. Deputy Lourenzo was eventually able to apprehend and detain Corona while an investigation was conducted. During the investigation, Juarez alleged Corona physically assaulted him without warning, but stated he did not want to pursue criminal charges. A records check on all parties revealed that Corona was on CDC parole. Corona’s parole agent was contacted and a hold was placed on Corona for allegedly violating the terms of his parole. Corona was subsequently placed under arrest, transported, and booked into the Glenn County Jail.

11:57 a.m., Glenn Medical Center reported the expected death of Johnny Aguiar, 79, who suffered from preexisting medical conditions and was at the emergency room for deconditioning due to testing positive for COVID. Next of kin, Beth Aguiar of Forest Ranch, was notified of the death. Aguiar’s body was released to the care of F.D. Sweet and Son Mortuary, Willows.

2:59 p.m., deputies responded to 672 North Murdock Street, Willows, after a neighbor reported Shawn Van Gieson was allegedly intoxicated and causing a disturbance. Upon arrival, deputies were notified that Van Gieson had left the area in a vehicle. Deputies searched the area, but were initially unable to find Van Gieson. A short time later, Deputy Huichapan observed him driving near his residence The deputy contacted Van Gieson at the Murdock Street address, but as he did so, Van Gieson allegedly released his aggressive dog, resulting in the dog attempting to attack the deputy. Van Gieson fled on foot into his residence and locked himself inside. After several commands to come outside, Van Gieson eventually exited the residence and was detained by deputies. Van Gieson allegedly displayed several objective signs and symptoms of being under the influence, and reportedly admitted to consuming a large amount of alcohol prior to driving his vehicle. After an on-scene investigation, Deputy Lourenzo arrested, transported, and booked him into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs (a misdemeanor), driving while under the influence of alcohol (a misdemeanor), driving with a license suspended for driving while under the influence (a misdemeanor), assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony), and obstructing or resisting a public service officer (a misdemeanor). His bail was set at $40,000. It is unknown what happened to Van Gieson’s dog. It is not mentioned in the Glenn County Animal Control logs.

5:23 p.m., deputies responded to the area of Wood and Butte Streets in Willows for a report of a single-vehicle traffic accident. Upon arrival, Deputy Lourenzo contacted Caroline Sites of Willows, who reported she wrecked her motorcycle while trying to avoid a collision with another vehicle. Sites sustained non-life-threatening injuries. She was treated by emergency medical personnel and her motorcycle was released to a family member.

5:37 p.m., Deputy Alves was dispatched to the Walmart parking lot for a report from Lindsey Boehm-Garcia of a possible hit and run that occurred. Upon the deputy’s arrival, Boehm-Garcia reported damage to her 2015 GMC Arcadia. She believed it happened while she was inside the store. Surveillance video was reviewed that indicated the incident more than likely occurred at a different location. Boehm-Garcia was provided with a case number for insurance purposes.

7:37 p.m., Karin (or Corin) Johnson at 442 West Ash Street, Willows, reported she caught Lloyd Hickman allegedly looking into the windows of her residence. She said Hickman was still in the area, pacing in the street. Deputies contacted Hickman in the street outside the residence. He denied looking into windows at the residence and stated he was there to retrieve his bicycle. Johnson alleged she was in her bedroom and looked up to see Hickman standing right outside her window, looking in. Johnson said she knows Hickman and has had recent issues with him coming to the residence uninvited. Johnson said she wanted to pursue charges against him for peeping into her window. Johnson signed a citizen’s arrest form to pursue charges against Hickman. He was transported to the Glenn County Jail, where he was booked.

10:05 p.m., Butte Home Health and Hospice contacted the Glenn County Sheriff’s Office and reported the expected death of Jose Castaneda, 84, of Willows. The decedent suffered from preexisting illnesses and was entered into hospice care. His next of kin, Jilberto Castaneda-Flores of Willows (son), was notified of the death. The decedent was released to the care of Affordable Mortuary of Chico.

Saturday, Sept. 18:

1:57 a.m., while on patrol, Sergeant Corbin located an unoccupied vehicle parked on the side of Highway 162, east of County Road 306. Three of the vehicle’s windows were broken out. The vehicle was found to be registered to Savannah Nelson of Willows. Deputy Goodwin contacted Nelson at her residence. She said she lent the vehicle to a friend a couple of days earlier and the friend had not returned it. Nelson did not have a spare key and said she would call a tow truck. The vehicle was ultimately towed by L&T Towing per Nelson’s request.

11:13 a.m., while on patrol, Deputy Lourenzo observed William Jarman of Willows, whom she recognized from previous contacts, driving a red Nissan Sentra on North Butte Street in Willows. A records check revealed Jarman’s driver’s license was suspended or revoked for driving while under the influence. Deputy Lourenzo contacted Jarman as he was parking his vehicle on Ash Street near Shasta Street. Jarman was told of his driver’s license status and placed under arrest. During a search of the interior of his vehicle, Deputy Lourenzo found a lockbox that allegedly contained a white crystalline substance consistent with methamphetamine, and a glass pipe used to smoke methamphetamine. Jarman was transported and booked into the Glenn County Jail.

7:42 p.m., deputies responded to 442 West Ash Street regarding Lloyd Hickman allegedly trespassing on the property. Deputies found Hickman a few blocks away from the residence. After speaking with the reporting party, Corin (or Karin) Johnson, Hickman was placed under arrest for allegedly trespassing. (See also the previous day’s log item for 7:37 p.m.)

11:27 p.m., Deputy Turner observed Nicholas Ruiz at the Cedar Hills Apartments and had prior knowledge Ruiz had an outstanding warrant for his arrest. Glenn County Communications confirmed two misdemeanor warrants for his arrest. Deputy Turner contacted Ruiz and placed him under arrest. He was transported to the Glenn County Jail, where he was turned over to jail staff for booking.

Sunday, Sept. 19:

11:02 a.m., deputies responded to El Dorado Avenue in Willows for a report of a domestic disturbance. Deputies contacted a woman and Alfonso Loza. The woman said she was in an argument with Loza, which escalated into a physical altercation. Prior to the deputies’ arrival, Loza allegedly grabbed the woman by the hair, hit her with a curling iron, and attempted to hit her with a boom box. The woman had redness and what looked like a scratch mark above her right eyebrow. Deputy Huichapan spoke with Loza, who denied the allegations made by the woman. Based on the totality of the circumstances, Loza was placed under arrest and transported and booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant, assault with a deadly weapon (not a firearm) with great bodily injury likely, and child abuse or endangerment (all felonies). Bail was set at $100,000.

7:41 p.m., Maria Lanzarin at 6372 County Road 200, Orland, reported William Hunter was at her residence and she wanted him removed. She alleged Hunter was nude and laying tile in the residence. Deputy Goodwin responded and contacted Lanzarin at a nearby location. Lanzarin stated Hunter was her boyfriend, but his behavior scared her. Lanzarin said she wanted Hunter to receive mental health treatment. Lanzarin was told certain criteria had to be met for a mental health hold. Lanzarin said she wanted Hunter to leave the property. Deputy Goodwin attempted contact with Hunter, but he did not want to speak with the deputy and left the residence on a bicycle. While the deputy was speaking with Lanzarin, Hunter was seen walking back toward the residence. Hunter was walking in the roadway and yelling. Hunter disobeyed commands to get out of the roadway and stop. The deputy attempted to detain Hunter, but he actively resisted and was ultimately placed under arrest for allegedly resisting a peace officer with force. Hunter was transported to the Glenn County Jail, where he was booked.

7:59 p.m., Matthew Millsaps contacted the Glenn County Sheriff’s Office and alleged Joshua Kelly of Willows entered his residence at 228 North Sacramento Street, Willows, uninvited and was possibly intoxicated. Deputies responded and contacted Kelly and an investigation was initiated. Kelly was subsequently arrested for alleged violation of probation and was booked into the Glenn County Jail.

Monday, Sept. 20:

7:58 a.m., Trevor Deadmond of Chico called and reported the theft of building materials from his job site at 6704 County Road 21 in Orland. Deputy Lemmon was dispatched and contacted Deadmond, who said an unknown person stole approximately $1,000 worth of building materials from his job site. Deadmond believed the incident theft occurred between Sept. 16 and Sept. 20.

10:43 a.m., Willows Care Center Registered Nurse Book reported the expected death of James E. White, 75, who suffered from preexisting medical conditions. The decedent entered care at Willows Care Center on Sept. 14. Next of kin, Blair Pritchett of Georgia, was notified by care home staff and Deputy Rasmussen confirmed. The decedent was released to the care of F.D. Sweet and Son Mortuary, Willows.

1:41 p.m., Rick Rendon of Whittier called and requested a welfare check on his two cousins at an address north of Orland. Deputy Lemmon responded to the residence at 4997 County Road O. Deputy Lemmon found the residence was vacant and did not show any signs of anyone living there. This information was forwarded to Rendon.

4:36 p.m., Richard Souza of Willows reported the theft of his 2002 Ford F250 pickup, Calif. license plate #6W02183. Deputy Rasmussen contacted Souza, who parked the vehicle at about 3:15 a.m. in the 600 block of North Tehama Street in Willows. When Souza returned at about 4:15 p.m., the vehicle was gone. The pickup is a four wheel drive crew cab diesel, gray, and is lifted six inches with chrome steps, and a tool box in the bed. Souza said the windows were up and the doors were locked. Souza has all keys accounted for. A CHP 180 form, reporting the vehicle as stolen, was completed and signed. Souza did not suspect anyone in the theft of his vehicle.

10:37 p.m., deputies responded to the Walmart located at 470 North Airport Road in Willows for a report of a woman at customer service stating her boyfriend was possibly outside and he would not leave her alone. Deputies arrived and contacted Jessica Shults of Orland, who said she had gotten into several verbal altercations with her boyfriend, Joey Delatorr, while en route to Vacaville. Shults said Delatorr was last seen in a silver Honda 4-door sedan and he was possibly under the influence of a controlled substance. Shults said she just wanted help getting home. Deputies were unable to locate Delatorr in the area. Glenn County Communications said Shults had two outstanding out of county felony warrants. Glenn County Communications confirmed the warrants were active. Shults was ultimately placed under arrest for the warrants. Shults was transported to the Glenn County Jail without further incident.

Tuesday, Sept. 21:

1:23 a.m., deputies were dispatched to a report of Lloyd Hickman of Willows acting erratic. Rebecca Ayala alleged Hickman had knocked on her door on Sherwood Way in Willows and then threw an item belonging to Ayala in the front yard. Ayala requested a welfare check of Hickman. Deputies later located Hickman walking in the 400 block of North Humboldt Avenue. When deputies attempted to contact him, Hickman refused verbal commands to stop and jogged through the Motel 6 parking lot. Deputies caught up with Hickman on the balcony of the motel. Hickman allegedly displayed objective signs of being under the influence of a central nervous system stimulant. After a short struggle, Hickman was arrested. He was taken to Glenn Medical Center for minor injuries sustained in the struggle and later booked into the Glenn County Jail.

1:26 a.m., deputies were dispatched to an anonymous report of a man possibly under the influence and associated with a black vehicle. He was allegedly brandishing a crossbow in the parking lot of the Baymont Inn, 199 North Humboldt Avenue, Willows. Deputies arrived and searched the property, and located a black Crown Victoria in the parking lot. Steven Hodges of Eureka was found to be the owner of the vehicle and the one possibly responsible for the brandishing. Deputies were unable to locate Hodges on the property.

9:29 a.m., an anonymous person called and requested a welfare check on three people at the Willows ampm, 1399 West Wood Street. The reporting party said she observed the three smoking illegal drugs. Deputies responded and contacted the three people. Deputies conducted an investigation and arrested Steven Salerno of San Jose, Michael Guio of Morgan Hill, and Paige Vital of Boulder Creek. Vital was also arrested for three outstanding warrants.

1:04 p.m., Deputy Ayres located Ross Finley III walking on Sixth Street, south of Date Street. The deputy was aware Finley had a local warrant for his arrest. Finley was detained and then arrested after the warrant was confirmed. Finley was transported to the Glenn County Jail, where he was cited and released due to medical reasons.

Wednesday, Sept. 22:

3:42 p.m., deputies responded to the area of Tehama and Sycamore Streets for a family disturbance involving Lloyd Hickman. After an on-scene investigation, Hickman was arrested for allegedly being under the influence of a controlled substance.

6:28 p.m., while on routine patrol, Deputy Chavez observed a 2000 Honda Accord with an expired registration tag. Deputy Chavez conducted a traffic enforcement stop at Mar-Val market, 517 South Tehama Street, Willows, and contacted the driver, Carmen Garcia of Willows. Glenn County Communications conducted a records check and verified Garcia was wanted by the Sutter County Sheriff’s Office. Deputy Chavez placed Garcia under arrest at the request of the Sutter County Sheriff’s Office. Garcia’s two-year-old son was released to the care and custody of Glenn County Child Protective Services. The vehicle was released to Misty Stevens per Garcia’s request. Garcia was transported to the Glenn County Jail and released to jail staff for booking.

7:05 p.m., deputies responded to the area of the El Toro Loco market, 570 Main Street, Hamilton City, for a single anonymous report of several gunshots fired and a person left on the ground. Deputies arrived and contacted several customers, who said nothing had occurred at the market. Deputies searched the surrounding area, but did not locate anything suspicious.

9:12 p.m., deputies were detailed to ampm, 1399 West Wood Street, Willows, for a reported disturbance. Deputy Chavez contacted Carol Chrestensen, who said Ruth Word was walking in the roadway and yelling profanities at people passing by. Deputies contacted Word, who allegedly showed signs of being under the influence of alcohol. Word was ultimately placed under arrest and transported to the Glenn County Jail and booked by jail staff.

Thursday, Sept. 23:

1:44 a.m., Pamela Turnquist from Enloe Hospice Care reported the expected death of hospice care patient Linda Cavallaro, 73. The decedent was pronounced dead at the Sparrow’s Landing senior citizens center located at 721 East Street in Orland. The decedent was diagnosed with multiple preexisting illnesses. The decedent was under conservatorship through the Tehama County Public Guardian. Dale Tisseraland was the decedent’s case worker. The decedent was released to Sweet-Olsen Family Mortuary of Orland.

1:49 a.m., Deputy Ramirez contacted Gerardo Martinez in a parked silver 2012 Mazda sedan on County Road M, south of County Road 24, Orland. Martinez allegedly showed obvious signs of being under the influence of a controlled substance. Martinez was allegedly found to be in possession of a white crystalline substance. Deputy Ramirez conducted an evaluation on Martinez. He was allegedly found to be under the influence of a controlled substance. He was ultimately placed under arrest and transported to the Glenn County Jail without further incident.

2:18 a.m., Deputy Thompson was dispatched to 3262 Highway 45 for a report of a man who was holding a gun to his head and wanted to shoot himself. The man was not alone and had family members in the residence with him. A family member at the scene removed the firearm from the man prior to deputies’ arrival. Deputies contacted the man, who was later detained for a mental health evaluation. The man was transported to Glenn Medical Center for treatment and evaluation.

1:11 p.m., Cali Smoke Shop employee, Tina Zazueta, reported a customer was causing a disturbance and refusing to leave the business located at 505 North Humboldt Avenue, Willows. Deputy Rasmussen responded. The woman had left the area prior to law enforcement arrival. She was ultimately identified as Nannette Young. Zazueta requested Young be told she was no longer welcome at the business and admonished for trespassing. Deputy Rasmussen located Young in front of Burger King. Young was admonished for trespassing and told she was no longer welcome there.

1:32 p.m., Karin Johnson requested to report the theft of her bicycle from her front porch. Deputy Rasmussen responded. Johnson alleged Lloyd Hickman had knocked on her door at 442 West Ash, Willows, and told her he was taking her bicycle. Johnson told Hickman did not have permission to take her bicycle and she wanted him arrested for theft. Johnson signed a citizen’s arrest form. Deputy Rasmussen later found Hickman and the bicycle at Jensen Park. Hickman did not comply with orders and allegedly fled on foot. After a short foot pursuit, Hickman was taken into custody. He was booked into Glenn County Jail for 488 PC and 148 PC. (See also the log items for 7:37 p.m. on Friday, Sept. 17, and 7:42 p.m., on Saturday, Sept. 18.)

8:10 p.m., Daniel Perry of Willows reported his blue Electra Townie bicycle had been stolen from in front of the Timios Inc. Title Company in Willows sometime between 5:45 p.m. and 6 p.m.. Perry said the bicycle’s value was $649.99. Deputy Ramirez took the stolen bicycle report. The bicycle was entered into the stolen property system of CLETS. Deputy Ramirez was later dispatched to a report of a physical altercation in progress on Butte Street, south of Oak Street. While en route, Deputy Ramirez was told Perry had found his bicycle and detained the man who was found riding it. Deputy Ramirez arrived on-scene and identified the detained man as Lloyd Hickman. Deputy Ramirez completed his investigations and ultimately placed Hickman under arrest for allegedly being in possession of stolen property.

Friday, Sept. 24:

8:51 p.m., staff at Glenn Medical Center contacted Glenn County Communications and reported the expected death of Elvira Swenson, 94, of Orland. The decedent suffered from pre-existing illnesses and was entered into comfort care on Sept. 22. The next of kin, Sandra Armstrong (daughter), was notified by Glenn Medical Center staff and deputies confirmed the notification. The decedent was released to Sweet-Olsen Family Mortuary of Orland.

Saturday, Sept. 25:

8:02 a.m., deputies were dispatched to the Economy Inn, 435 North Tehama Street, Willows, after Joseph Salyer alleged his wife, Tina Salyer, assaulted him. Deputies contacted both parties in the parking lot, and initiated an investigation. It was determined Tina Salyer allegedly hit Joseph Salyer in the face, which caused a visible injury to his chin. Subsequently, Tina Salyer was arrested for alleged domestic violence and was transported to the Glenn County Jail.

Sunday, Sept. 26:

10:45 a.m., Deputy Huichapan responded to the Walmart in Willows and contacted the assistant store manager, Ryan Coker, regarding a cold theft. Coker told Deputy Huichapan that on Sept. 23, an unknown black female adult stole three apple watches and three IPhone 11’s. Coker estimated the monetary loss at about $2,334. Deputy Huichapan initiated an investigation.

10:58 a.m., Glenn County Sheriff’s deputies, Orland police officers, and emergency medical personnel responded to 95 Rennat Way, Orland, for a report of an unresponsive 81-year-old woman. Upon arrival, personnel located Emma Orozco inside of the residence and began lifesaving efforts. At 11:46 a.m., all lifesaving measures were exhausted and Orozco was pronounced deceased. Orozco’s daughter and next of kin, Maricela Carranza, was present at the time of passing. Deputy Lourenzo initiated a coroner’s investigation. Orozco was later released to the care of Sweet-Olsen Family Mortuary in Orland.

11:18 a.m., Taylor Hurst from Glenn Medical Center reported the expected death of Joyce Reed, 82, of Willows. Reed suffered from preexisting medical conditions and was on comfort care since Sept. 25. Hurst notified next of kin, Matthew Watts, who was present at the time of death. Deputy Huichapan contacted Watts via telephone and verified he was aware of the decedent’s death. The decedent was released to the care of F.D. Sweet and Son Mortuary of Willows.

10:35 p.m., Deputy Chavez contacted Rafael Velazquez in the Glenn Medical Center parking lot. Velazquez allegedly displayed objective signs and symptoms of being under the influence of alcohol, including slurred speech, red watery eyes, and an unsteady stance. Deputy Chavez determined Velazquez was unable to care for himself due to his alleged level of intoxication, and was subsequently placed under arrest for public intoxication. Velazquez was transported to the Glenn County Jail. While at the jail Velazquez submitted to a preliminary alcohol screening (PAS), which displayed he had a blood alcohol concentration (BAC) of .278 percent (more than three times the legal limit for drinking and driving). Velazquez was to be released when sober.

Monday, Sept. 27:

12:38 a.m., an anonymous person contacted the Glenn County Sheriff’s Office to report Lloyd Hickman was moving property from multiple patios at Eskaton Manor, 714 North Humboldt Avenue, Willows. Deputies were dispatched and contacted Hickman. He was told of the complaint and denied any involvement. Hickman was counseled on his behavior and moved along.

10:41 a.m., Deputy Ayres was dispatched to Eskaton Kennedy Manor regarding Lloyd Hickman being combative with medics and fire personnel. Deputies responded and learned that Hickman was not combative, but acting strange. Deputies attempted contact with Hickman, but he avoided them by going into his bathroom. While onscene, Hickman exited the apartment through the back window and walked off after seeing law enforcement. Deputy Ayres contacted Hickman walking in the area. Hickman did not need any assistance or services.

1:17 p.m., deputies responded to a burglary that just occurred at 920 West Cedar Street, Willows. The suspect later identified as Joshua Kelly was seen getting into a vehicle and leaving the area. Deputy Rasmussen and CHP Officer Roach located the suspect on West Sycamore Street east of North Butte Street. Kelly was detained. The reporting party, Kyle Enos, reported Kelly coming onto his driveway acting strange. Enos locked the City of Willows Fire Truck (Superduty) that was parked in his driveway and then went into his garage to lower the door. Kelly walked up to the garage door as it was closing. Kelly stopped several feet from the garage door. Enos then saw Kelly trying to open the driver side doors to the Superduty. After this, Kelly flagged down Gary Pattison, who was driving in the area to get a ride for some coffee. Pattison gave Kelly a ride to North Butte Street and West Sycamore Street. Kelly got out of Pattison’s truck and then got into a different truck that was in the area, being driven by Joshua Reed. Kelly told Reed he was going to work with him. Reed pulled over and told Kelly he was at his work. Kelly exited the truck and walked east, where he was contacted by law enforcement. After an on-scene investigation, no one wanted to be a victim and Kelly was allegedly determined to be too intoxicated to care for himself. Kelly was transported and booked into the Glenn County Jail. Kelly will be released once he is sober with no charges.

7:13 p.m., Deputy Thompson was detailed to assist emergency medical technicians with a medical alarm activation due to prior calls for service. The deputy responded and could see Lloyd Hickman inside his residence. Hickman refused to answer the door and did not appear to have any medical problems. Neighbors said Hickman lived alone and no other persons were observed inside the residence. Deputy assisted EMS until no longer needed.

Tuesday, Sept. 28:

3:07 a.m., Deputy Thompson was dispatched to a report of Lloyd Hickman causing a disturbance and damaging his neighbor’s property. The deputy contacted John Carvalho, who alleged Hickman had damaged several lawn ornaments and taken a chair. Carvalho requested charges be brought against Hickman for the damages. Hickman was observed inside his residence but refused to come to the door.

7:37 a.m., Terry Alstead contacted the sheriff’s office, reporting Lloyd Hickman allegedly causing a disturbance and destroying property at 714 North Humboldt Avenue, Willows. Deputies responded and attempted contact with Hickman, but he refused to answer the door. Deputies observed what appeared to be Hickman’s personal property strewn in front of his apartment, but did not observe damage to any property belonging to someone else. Due to another call for service, deputies cleared the scene. Hickman was later contacted on another call for service and placed under arrest.

8:49 a.m., Jeannie Rakestraw contacted the sheriff’s office, alleging Lloyd Hickman stole items off of another resident’s front porch. Deputy Tuma was dispatched and contacted the victim, Jay Carvalho, who reported Hickman stole about $140 worth of items off his front porch and was seen walking away with one of them. Carvalho requested to pursue criminal charges and signed a private person’s arrest form. Hickman was later contacted and allegedly found to be in possession of one of the stolen items. Hickman was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking. Deputy Tuma collected the stolen property and it was returned to Carvalho.

6:27 p.m., Robert Southard requested a welfare check on a man in the 6000 block of County Road 19, Orland. Southard reported the man had been starting small fires inside of his residence. Deputy Ramirez responded and contacted both Southard and the man. Deputy Ramirez was told of the man’s recent bizarre behavior. The man admitted to starting small fires in the residence, and he said he wanted to burn his house down and see the angels. Deputy Ramirez determined the man fit the criteria for a mental health hold and was ultimately detained.

Wednesday, Sept. 29:

12:25 a.m., Amanda Polit contacted the Glenn County Sheriff’s Office to request a deputy respond to an apartment at Cedar Hills Manor in Willows. Deputy Chavez responded and initiated an investigation. Deputy Chavez was able to determine Cody Polit had allegedly assaulted someone. Cody Polit was placed under arrest and transported to the Glenn County jail and booked by jail staff.

9:40 a.m., Johnathan Nelson-Ento requested to report a cold theft. Nelson-Ento was out of the area and requested telephone contact. Deputy Rasmussen contacted Nelson-Ento. Sometime between 9 p.m. on Sept. 27 and 6 a.m. on Sept. 28, an unknown suspect entered his unlocked vehicle that was parked in the Willows Walmart parking lot and stole several items. The items included a Microsoft surface computer and miscellaneous tools. Nelson-Ento estimated his loss at $2000. Nelson-Ento will be completing a property list.

11:12 a.m., Tammi Allen requested to speak to a deputy via telephone regarding a burglary at Willow Glass, 111 West Wood Street. Deputy Rasmussen contacted Allen via telephone, as requested. Allen said sometime between Friday, Sept. 24, and Tuesday, Sept. 28, an unknown person came into the business and took a small lock box containing U.S currency. The deputy responded to the business and conducted an investigation. The estimated loss was $5,800.

3:32 p.m., an anonymous male reported hearing a woman screaming from one of the buildings on the Capay Farms property at 7929 County Road 9. Deputy Ayres was told that this person reported a similar incident recently. Deputy Ayres contacted the reporting party and recognized his voice as Steven York Jr’s. Glenn County Dispatch confirmed York to have a local misdemeanor warrant for his arrest. Capay Farms was contacted and they said everything was fine at the property. Deputy Ayres contacted Steven York’s father at their residence and he said Steven York was on the property and gave the deputy permission to search for him. Deputy Ayres located Steven York in the back yard with another person. Deputy Ayres attempted to take Steven York into custody, but he allegedly ran. Deputy Ayres gave chase and a search was conducted. Steven York was found in the orchard north of 7758 County Road 9. He was taken into custody and transported to the Glenn County Jail for booking.

11:39 p.m., Deputy Thompson was dispatched to a report of a deceased person. The deputy responded to the scene on County Road 15 and located John Pavlich, 98, deceased inside his residence. Next of kin, Richard Pavlich, was present at the scene. The deputy initiated a coroner’s investigation and the decedent was later released to Sweet-Olsen Family Mortuary of Orland.

Thursday, Sept. 30:

4:26 a.m., deputies responded to 600 North Humboldt Avenue, apt. 155, Willows, for a report of an assault. Ryan Hampshire reported he had been assaulted by three males when he returned home from work. Deputies arrived and initiated an investigation. Deputies discovered Hampshire was assaulted and a bottle of scented oil was taken by force. Deputies identified a 16-year-old as one of the subjects responsible for the assault. The child was ultimately placed under arrest for assault and robbery.

7:07 a.m., while on routine patrol, Deputy Huichapan contacted Seth Dominguez-Feathers at Cedar Hills Manor. A records check on Dominguez-Feathers through Glenn County Communications revealed two active misdemeanor warrants out of Glenn County. While conducting an on-scene investigation, Dominguez-Feathers revealed he had a kitchen knife concealed on his person for protection. Deputy Huichapan conducted a search of Dominguez-Feathers and removed the kitchen knife. Deputy Huichapan informed Dominguez-Feathers of the warrants and placed him under arrest per the warrants and for being in possession of a dirk or dagger. Dominguez-Feathers was transported to the Glenn County Jail and released to the care and custody of jail staff without further incident.

9:31 a.m., Kathy Boyle reported a restraining order violation and requested to speak with a deputy. Deputy Lourenzo responded and contacted Boyle, who alleged Pamela Rafoth had called her twice while incarcerated in the Glenn County Jail, which was in violation of a no-contact restraining order. An investigation was initiated and Deputy Lourenzo determined Rafoth did violate the restraining order. Rafoth was placed under arrest for the crime and booked into the Glenn County Jail.

10:10 a.m., Felipe Cortes requested to speak with a deputy regarding retrieving property from Lloyd Hickman’s residence in Willows. Deputy Lourenzo contacted Cortes via telephone and spoke with him about the matter. Cortes said his backpack was inside of Hickman’s apartment, but Hickman was incarcerated so he could not get inside the residence. Cortes was told law enforcement could not assist him in entering another person’s residence without them present. Cortes was further provided with options on how to settle the matter once Hickman was no longer incarcerated.

12:27 p.m., staff with Glenn Medical Center reported the expected death of Rosemary Rausser, 93. Rausser began comfort care on Sept. 25, and suffered from preexisting health conditions. Rausser’s son and next of kin, Dennis Rausser, was notified of the death. Rausser’s body was released to the care and custody of Brusie Funeral Home, in Chico.

7:11 p.m., deputies were dispatched to the Taco Bell, 1301 West Wood Street, Willows, for a report of a white male adult harassing customers in the drive-through. Deputies contacted Joseph Marquez of Rio Linda, who was admonished from the property at the request of the manager at Taco Bell. Marquez returned to the business at a later time and harassed customers again. Deputies responded and contacted Marquez, who was allegedly found to be in possession of drug paraphernalia and placed under arrest. The manager at Taco Bell did not wish to pursue criminal charges. Marquez was transported to the Glenn County Jail, where he was booked.

8:01 p.m., deputies were dispatched to 325 West Walnut Street for a report of a man who entered the residence and assaulted the homeowner. Deputies arrived on scene, where Robert and Joseph Ortega had the man detained in an upstairs bedroom. The man was identified as Aaron Johanningsmeier, who was subsequently arrested and booked into the Glenn County Jail.
