Monday, Jan. 3:
12:53 a.m., Orland police officers responded to Fourth Avenue at Cutting Avenue to assist Glenn County Sheriff’s deputies on a traffic stop. Officers assisted until no longer needed.
2 a.m., Orland police officers responded to the 6200 block of County Road 20 to assist Glenn County Sheriff’s deputies with an out of control juvenile due to a mental illness. Officers assisted until no longer needed.
4:10 a.m. to 4:25 a.m., an Orland police officer issued the following citations: the 400 block of Fifth Street on a gray 2005 Ford Taurus for expired registration, a white 1997 Nissan Pathfinder for expired registration, a red 2005 Nissan Sentra for expired registration, and a blue 2003 GMC pick-up for improper parking in a diagonal parking space; and the 500 block of Shasta Street on a white 1995 Ford Fleetwood Bounder motorhome for parking on the wrong side of the roadway with expired registration.
4:38 a.m., on East Walker Street at Linwood Drive, an Orland police officer initiated a traffic enforcement stop on a black 2016 Ford Edge. Shawnee Little, 20, of Chico, was cited for allegedly speeding.
9:07 a.m., at Les Schwab Tires, 1306 Sixth Street, an Orland police officer initiated a traffic enforcement stop on a white Toyota Corolla for a moving violation. Following an investigation, Marcus Jackson Jr., 21, of Sacramento, was arrested and booked on charges alleging possession of a stolen vehicle, possession of a loaded firearm, possession of a concealed firearm inside a vehicle, and having a false license plate on a vehicle. The passenger, Ellis Heidelberg, 20, of Sacramento, was arrested and booked for alleged possession of a loaded firearm in a vehicle.
12:13 p.m., Orland police officers were dispatched to the Paigewood Village Apartments, 745 Paigewood Drive, to meet with Child Protective Services regarding a child abuse complaint. Following an investigation, Saul Perez, 33, of Orland, was arrested and booked for alleged child abuse.
2:39 p.m., Orland police officers were dispatched to Walgreens, 828 Newville Road, for a report of shoplifting. Officers contacted Lolita Jacobson, 41, who matched the description provided. Jacobson was issued a trespassing admonishment from Walgreens at the store’s request.
3:20 p.m., Orland police officers responded to Vinsonhaler Park, 100 Shasta Street, for a report of a non-injury traffic collision. Officers contacted a 16-year-old boy, who reported that a woman backed into his 2012 Honda Civic.
8:14 p.m., Orland police officers responded to 745 Paigewood Drive for a report of a civil matter. Officers contacted Saul Perez, 33, who reported his wife wanted to kick him out of his house. Both parties were counseled and they were provided with information. (See the log entry for 12:13 p.m., above.)
10:38 p.m., Orland police officers were dispatched to the Pilot Travel Center, 4444 Commerce Lane, for a report of a person refusing to leave. Officers contacted Alexander Bertolero, 26, of Jackson, who agreed to leave.
Tuesday, Jan. 4:
8:21 a.m., Lavonda Tracy, 59, reported the rear driver’s side window on her red 2012 Dodge Ram was broken in the 800 block of East Street.
9:29 a.m., Orland police officers responded to Main Street (presumably in Hamilton City, although it could have been in Artois) to assist Glenn County Sheriff’s deputies with a report of a person brandishing a handgun. Officers assisted until no longer needed.
10:25 a.m., Orland police officers responded to the 500 block of Walker Street for a report of a traffic collision. Officers located a 2002 Chevy 3500 that left the roadway and collided with a light pole. The 63-year-old male driver was suffering from a medical emergency and was transported by ambulance to the hospital.
1 p.m., on Third Street at Monterey Street, an Orland police officer issued a parking citation to a 2015 Chevy 1500 for improper parking.
1:50 p.m., at 904 Newville Road, an Orland police officer initiated a traffic enforcement stop on a white Ferrari 488 Spyder. The driver, Savage (the only name given in the log item), 40, of Orland, was cited on charges alleging making an unsafe turn, failing to signal a turn and having no rear license plate.
3:19 p.m., Orland police officers responded to Lely Park, 975 East South Street, for a report of a physical disturbance. Kent Molen, 56, of Orland, reported an unknown male assaulted him. Molen declined to be a victim and the other person had already departed the scene.
7:03 p.m., Orland police officers responded to the report of a gold Hyundai Accent driving recklessly on East Walker Street at Papst Avenue. Officers conducted an area check but were unable to locate the vehicle.
9:07 p.m., Orland police officers were dispatched to the report of a non-injury traffic collision on Third Street at Shasta Street. Virma Castillo, 43, reported she was in a parked 2008 Honda Pilot when a 2000 Toyota Camry driven by William Inzunza, 19, collided with her vehicle. Officers helped both parties exchange information.
9:36 p.m., Orland police officers responded to a possible burglary that had occurred at Air Rite Heating and Air Conditioning, 720 Fourth Street. The reporting party stated that a neighboring business’s back door was open and the doorknob was missing. Officers searched inside of the storage room and found no one inside. An employee was contacted and the incident was documented.
Wednesday, Jan. 5:
8:08 a.m., Orland police officers responded to a report of a disturbance at 241 East Colusa Street. Philip Jones, 45, said he found a cell phone, then spoke with his neighbor and determined who it belonged to. The matter was resolved.
8:28 a.m., Julianne Champagne, 40, reported her juvenile son was being harassed and bullied at C.K. Price School, 1212 Marin Street. Officers contacted school administration and the matter was handled internally.
11:53 a.m., Chelsea Heavrin, 26, alleged Jose Marmolejo, 28, was violating a restraining order. After further investigation, officers determined there was no restraining order and provided Heavrin with information.
12:20 p.m., at Orland High School, an Orland police officer issued a parking citation to a 2015 Chevy 1500 for improper parking.

1:45 p.m., in the 400 block of Second Street, an Orland police officer towed and stored a 1993 Honda Accord that had been marked for abatement.
Thursday, Jan. 6:
6:35 a.m., Orland police officers were dispatched to a report of a suspicious person in a black hoodie near her neighbor’s door at 408 First Street. Officers searched the area but were unable to locate anybody matching the description.
11 a.m., on Tehama Street at Seventh Street, an Orland police officer contacted Anthony Salzmann, 62, of Chico. Following an investigation, Salzmann was arrested and booked on charges alleging possession of narcotics, possession of paraphernalia, and possession of burglary tools, and an Oregon felony warrant.
11:17 a.m., Orland police officers responded to a report of an out-of-control juvenile. Officers contacted a woman who reported her 12-year-old daughter was being defiant and refusing to go to school. The woman was provided with information.
4:35 p.m., Pablo Maldonado, 37, of Chico, reported he dropped his wallet in front of Orland Hardware, 820 Fifth Street. The wallet was found and returned to Maldonado.
Friday, Jan. 7:
8 a.m., Orland police officers were dispatched to 4 East Yolo Street for a report that the front door of the residence has been open for several days. Officers found an open door with no signs of forced entry, The residence was searched and no one was found. The door was secured.
9:48 a.m., on Walker Street at First Street, an Orland police officer initiated a traffic enforcement stop on a gray Toyota Prius. Gregory Hosler, 64, of Magalia, was cited for allegedly failing to stop at a posted stop sign.
9:59 a.m., Richard Witcomb reported he believes his keys were stolen while he was at the ATM at Sav-Mor market, 32 East Walker Street. Witcomb requested the incident be documented in case his car is stolen.
10:12 a.m., Orland police officers were dispatched to a report of loud music in the area of 604 Second Street. Officers checked the neighborhood but were unable to hear any music.
11:09 a.m., Orland police officers responded to Glenn Medical Center in Willows to contact a victim of a domestic violence incident who was being treated for injuries. Officers determined the incident did not occur in the city and assisted the Glenn County Sheriff’s Office until no longer needed.
12:09 p.m., Orland police officers responded to a report of a reckless driver near Orland High School. Officers attempted to contact the 16-year-old boy, who was identified as the driver of the vehicle, but they were unsuccessful. Officers contacted a woman, who was told of the complaint and told to contact the Orland Police Department when her son returned home.
4:52 p.m., in the 700 block of Fifth Street, an Orland police officer contacted Leopoldo Madrigal, 38, of Orland, after seeing him drive and park a white Honda Accord. Madrigal was cited for allegedly driving while unlicensed.
7:11 p.m., Orland police officers responded to a report of a burglary alarm at the Alta Schmidt Museum, 936 Fourth Street. Officers found the business secured with no signs of forced entry.
9:15 p.m., Orland police officers responded to a report of someone yelling at the Orlanda Inn Motel 827 Newville Road. Officers contacted the tenants and determined the TV/radio was on loud. No police assistance was needed.
11:08 p.m., Orland police officers responded to a report of a disturbance at 315 Eighth Street. Raschell Wammack, 47, of Orland, alleged her roommate’s friend, Ronald Triano, 59, was harassing her and she requested he be asked to leave. Officers determined the roommate, Lolita Burd, 54, was allowing Triano to visit. Wammack was advised of her legal options.
11:31 p.m., Orland police officers responded to a report of a non-injury traffic collision at the Pilot Travel Center. Landon Pittman, 44, of Phoenix, Ariz., stated he was backing his 2021 Freightliner semi-truck and trailer when he collided with a parked 2017 Kenworth semi-truck and trailer operated by Harbir Singh, 25, of Mountain House. Officers assisted with an information exchange.
Saturday, Jan. 8:
8:34 a.m., in the 1000 block of Newville Road, an Orland police officer towed and stored a silver 2010 Chrysler Sebring that had been marked for abatement.
10:55 a.m., Orland police officers responded to a non-injury traffic collision on Walker Street at Sixth Street. Officers arrived and found that both parties were exchanging information. Officers stood by until the information exchange was completed.
11:23 a.m., Blane Hamilton, 67, reported unknown people spray painted the side of his building at 527 Fifth Street. Hamilton requested documentation only.
11:35 a.m., Nathanial Monck, 28, of Orland, reported the theft of license plates from his parked 2014 Subaru Crosstek at 566 Lynn Drive.
11:43 a.m., Irene Landeros, 41, reported the neighbor kids were knocking on her door at 226 East Tehama Street. Officers contacted the children and advised them to stop.
2 p.m., in the 600 block of Second Street, an Orland police officer observed a vehicle that displayed false registration tabs. The false sticker was removed from the license plate and an investigation was initiated.
2:21 p.m., Lorraine Steele, 60, turned in a found wallet. Officers were able to contact the owner of the wallet and returned it to him.
3:36 p.m., Orland police officers contacted Heather Michaels, 30, and Benjamin Strusz, 36, both of Oregon, behind the Speedway station at 1021 South Street. Following an investigation, Strusz and Michaels were arrested and booked on charges alleging possession of methamphetamine, possession of drug paraphernalia, and possession of tear gas by a felon.
4:19 p.m., Orland police officers were dispatched to a hit and run which occurred on private property. Andrew Porras, 31, of Miami, Fla., reported a vehicle backed into his in the parking lot of CVS, 869 Newville Road. Porras was provided with information and the incident was documented.
5:15 p.m., Orland police officers were dispatched to a report of fireworks in the area of 312 Mellane Circle. Officers checked the area but were unable to locate anyone lighting off fireworks.
6:50 p.m., Orland police officers were dispatched to contact Nicole Smith, 68, regarding a civil issue at the Orlanda Inn Motel, 827 Newville Road. Officers provided Smith with information and the incident was documented.
Sunday, Jan. 9:
1:01 a.m., Orland police officers responded to Walker Street at Third Street for a report of a possible intoxicated driver in a red 2005 Honda Accord. Officers located and stopped the Honda. Following an investigation, Jeimi Saligan, 37, of Orland, was arrested and booked for allegedly driving while under the influence of alcohol.
2:19 a.m., Orland police officers responded to a report of a woman who had fallen at WestHaven Assisted Living, 1440 Fairview Street. Officers provided assistance until no longer needed.
5:41 p.m., Orland police officers were dispatched to 426 Fourth Street for a civil problem regarding a child custody issue. Officers contacted Augustine Solis, 41, and Ashley Mcgee, 38, both of Orland. Officers provided both parties with information and the child was turned over to his father.
6:47 p.m., Orland police officers were dispatched to a report of a male riding a dirt bike and speeding up and down Fairview Street. Officers searched the area but were unable to locate the dirt bike.
Monday, Jan. 10:
5:36 a.m., Orland police officers were dispatched to a report of a suspicious vehicle that had been parked occupied for over an hour in the area of Third Street at Shasta Street. Officers checked the area but were unable to locate the vehicle.
12:40 p.m. to 12:50 p.m., in the 1100 block of Eighth Street, an Orland police officer issued the following citations: a parking citation to a 2021 Chevy 1500 for improper parking; a parking citation to a 1969 Chevy 1500 for improper parking; and an abatement notice to a 2008 Honda Civic.
2:20 p.m., at Walgreens, 828 Newville Road, an Orland police officer conducted a traffic enforcement stop on a silver 2015 Kia Optima. Ted Arnold, 81, of Elk Creek, was cited for alleged expired registration and no proof of insurance.
2:47 p.m., Orland police officers responded to the report of domestic violence between students at Orland High School. Following an investigation, a 15-year-old boy was arrested and booked into juvenile hall for kidnapping, domestic violence, robbery, and resisting arrest.
5:42 p.m., at 511 Papst Avenue, Brenda Carver, 71, reported that her son, Jason Smith, 49, was yelling at himself. Officers contacted Smith, who was told of the complaint. Smith said that he would try to quiet down.
6:48 p.m., Orland police officers were dispatched to check the welfare of a woman at 904 Newville Road. Officers contacted Sharlene Harker, 60, who said that she was looking for a ride to Proberta and was not in need of any assistance.
Tuesday, Jan. 11:
3:46 p.m., Orland police officers responded to a report of an unknown male chasing a dog in the area and causing a traffic hazard on Sixth Street at Monterey Street. Officers checked the area but were unable to locate the person or the dog.
4:08 p.m., Maria Garcia-Rivera, 39, called the Orland Police Department regarding a civil issue. She was provided with information and options.
4:32 p.m., on Railroad Avenue at South Street, an Orland police officer conducted a traffic enforcement stop on a Can-Am UTV. Juan De La Torre, 23, was issued a warning for driving an off-road vehicle on city streets. Marco De La Torre, 20, was issued a DMV notice of license suspension. The Can-Am was trailered away.
8:51 p.m., Orland police officers were dispatched to a report of a non-injury traffic collision at the semi-truck parking lot of Pilot Travel Center. Officers helped the drivers exchange information.
8:55 p.m., Orland police officers were dispatched to a report of a suspicious gray Ford Mustang in the area of 1105 Eighth Street. Officers located the Mustang and contacted Anselmo Carrera Bautista, 27, of Orland. Officers determined that Anselmo was returning a borrowed air compressor hose item.
Wednesday, Jan. 12:
12 p.m., the Orland Police Department was contacted by Lolita Burd, 54, of Orland, who reported that several items were stolen from her residence after the death of her boyfriend. The matter was determined to be civil in nature and she was referred to probate/civil court.
12:17 p.m., an Orland police officer was flagged down on Roosevelt Avenue and informed of a silver Toyota that passed over a double yellow line. Officers searched the area but were unable to locate the Toyota.
3:50 p.m., Orland police officers responded to a report of a non-injury traffic collision on Tehama Street at Sixth Street. Officers contacted Ashlee Wright, 17, and Ivan Nolasco, 20, and assisted them with exchanging information.
5:25 p.m., Orland police officers responded to the report of an audible alarm sounding at 614 A Street. Officers were unable to locate the source of the alarm and the doors were secured.
6:46 p.m., Orland police officers responded to the 200 block of Fifth Street for a report of an unresponsive man. Officers assisted with lifesaving measures until the 72-year-old man was pronounced deceased by emergency medical personnel. Officers assisted the Glenn County Sheriff’s Office with a coroner’s investigation.
Thursday, Jan. 13:
12:37 p.m., Orland police officers were dispatched to 315 Eighth Street for a report of a possible missing person being at the residence. Officers checked the residence but did not locate the missing person.
1:07 p.m., the Orland Police Department received a report of fraud to obtain services. An investigation was initiated.
2:30 p.m., the Orland Police Department received a report of possible criminal activity within the city of Orland. An investigation was initiated.
2:45 p.m., Orland police officers responded to a report of a reckless driver in a white Dodge Ram 1500 that was headed west on East Walker Street. Officers located and stopped the Dodge. Ramona Reed, 59, of Orland, was found be having issues driving from a previous medical condition. A priority DMV re-examination was issued to Reed and she was released to another driver.
