A Woodland man was taken into custody on a variety of misdemeanor charges, including possession of burglary tools, after he was found trespassing at the Bambauer Towing yard in Orland Wednesday morning, March 2.
At about 6 a.m., Lewis Bambauer learned at least one trespasser was on his property at 4295 Highway 99, just south of Orland. He quickly notified his sons, Scott and Lewis, and law enforcement.
Scott and Lewis arrived at the tow yard first and began searching for the trespasser. They spotted him almost immediately.
According to the Glenn County Sheriff’s Office, when deputies arrived at the business, “Bambauer personnel were on scene prior to law enforcement and reported a subject was running through the property. Deputies located the subject, who was on the roof of one of the business’ buildings.”
Orland police officers also assisted at the incident scene.
The reportedly less-than-cooperative man was eventually identified as Joshua Alton Wright, 33, of 656 McKinley Avenue, Woodland. He initially refused to comply with Deputy Sanzone’s orders to come down off the roof, but jumped from the roof a short time later and was detained.

After searching the business property, deputies found a black backpack with burglary tools. A vehicle had also been found that had been tampered with.
Wright was placed under citizen arrest by Scott Bambauer for multiple offenses, including allegedly resisting or obstructing a public service officer, tampering with a vehicle, loitering on private property, and possession of burglary tools. His bail for these misdemeanors was set at zero dollars.
He was also taken into custody for a Placer County Superior Court warrant (number P21CRM1022) alleging possession of controlled substance paraphernalia (a misdemeanor), driving without a license (a misdemeanor), and improper display of license plates (an infraction). His bail for this warrant was set at $2,000.
Wright was out of jail the same day he was booked into it, a fact that did not please Lewis Bambauer, to put it mildly.
Wright has a long history of encounters with law enforcement in Northern California. On Feb. 6, 2020, he was reportedly arrested by a Yolo County Sheriff’s deputy on charges alleging possession of burglary tools, and possession of controlled substance paraphernalia.
On Dec. 25, 2020, he was reportedly arrested by a Glenn County Sheriff’s deputy on charges alleging possession of a controlled substance, possession of controlled substance paraphernalia, possession of concentrated cannabis, and possession of tear gas by a felon.
On Jan. 5, 2020, he was reportedly arrested by a Dixon police officer on charges alleging possession of controlled substance paraphernalia, and shoplifting.
On March 6, 2021, he was reportedly arrested by a Yuba County Sheriff’s deputy on charges alleging driving while under the combined influence of drugs and alcohol.
On Sept. 12, 2021, he was reportedly arrested by a Sacramento County Sheriff’s deputy on charges alleging conspiracy to commit a misdemeanor, burglary, and possession of burglary tools.
On Nov. 9, 2021, he was reportedly arrested by a Placer County Sheriff’s deputy on charges alleging burglary and a warrant alleging possession of controlled substance paraphernalia. (This may be the same warrant for which he was arrested a week ago here in Glenn County.)
And on Feb. 3, 2022, he was reportedly arrested by a Citrus Heights police officer on charges alleging possession of controlled substance paraphernalia.
Last week’s incident is not the first time someone has trespassed on the Bambauer property for apparently nefarious purposes. Nor is it the first time someone has been caught.
In the early morning of June 1, 2021, two men were arrested. Paul Douglas Blake was taken into custody on charges alleging burglary, possession of burglary tools, and tampering with a vehicle, while Christopher Robert Thompson was arrested on charges alleging burglary, possession of burglary tools, and possession of methamphetamine.

Reita Lavelle Mudd died peacefully in her sleep at Glenn Medical Center (the former Glenn General Hospital) in Willows on Wednesday, March 2, 2022. The youngest of five children, she was born at Glenn General Hospital to Clyde and Elna Stout on April 26, 1931.
She graduated from Willows High School with the class of 1949. Her future husband of 66 years, Richard (Dick) Mudd, was three years ahead of her in high school.
In high school, Dick and Reita did not like each other much at all, but things changed a few short years later. After Dick returned from the Korean War, they got along well and even made a perfect match, getting married in 1954.

She was a lifelong resident of Willows and was happy to assist in the community. In the 1980s, she served a few terms as president of the Glenn County Wool Growers, as well as being on the Glenn County Fair Board.
Additionally, she was involved for many years with the Willows Alumni Association and enjoyed working at some antique stores in the community. She went on to live a quiet but happy and full life at the Mudd Ranch.
Her absolute favorite artist was Merle Haggard, though once in a while she would surprise you by cleaning house to KISS. She was always known for her Christmas collection of Santas and her taste in jewelry and was a great party planner.
She enjoyed weekly Tuesday morning breakfasts her son’s family. She was a loving wife, mother, grandmother, sister and friend.
Survivors include her daughter, Gisele Macy (spouse, Clint), and grandson Jesse Macy of Deer Park, Wash.; son Ray Mudd (spouse, Cathy), grandson Jared Mudd and granddaughter Vanessa Mudd of Willows; and numerous nieces, nephews, and cousins. She was preceded in death by her husband, Richard (Dick) Mudd; siblings Mabel (spouse, Frank), Clyde Jr., Punk (Elda), and Bobe (Verl) (spouse, Adele); and her parents and grandparents.
A graveside funeral service is scheduled for 11 a.m. on Friday, March 11. In lieu of flowers, donations can be made on Reita’s behalf to the Glenn County Fair Heritage Foundation or the Willows Alumni Association.

Friday, Dec. 24:
9:52 a.m., deputies were dispatched to a report of a non-injury traffic collision that had occurred at the intersection of North Humboldt Avenue and West Wood Street. Christine Dugo was driving her 2018 Ford F-250 south on North Humboldt Avenue. Dugo stopped to allow traffic in the intersection to clear when the rear of her vehicle was struck by the front of a 2016 Jeep Sport driven by Matthew Quinley. Neither driver sustained any injuries and the only visible damage was to the front bumper area of the Jeep. Deputies assisted with an exchange of information.
10:27 a.m., Deputy Thompson was detailed to a report of a non-injury traffic collision at North Colusa Street and East Walnut Street, Willows. Everett Burgoon was entering the roadway of East Walnut Street in his red 2005 Dodge Caravan, when the front of his vehicle struck the front of a grey 2007 Buick Lucerne driven by Matthew Cardoza. Cardoza was driving east on East Walnut Street at the time of this collision. The Dodge sustained moderate damage and the Buick had minor visible damage. Both parties had exchanged information prior to deputies’ arrival. Deputies stood by until the roadway was cleared.
11:32 a.m., John Bettencourt contacted Glenn County Communications and reported a cold burglary to his residence at 4939 Fifth Avenue, Orland. Deputies responded, contacted Bettencourt and initiated an on-scene investigation. Bettencourt reported sometime between 9 p.m. on Dec. 22, 2021 and 11 a.m. on Dec. 23, 2021, an unknown person entered his unlocked garage and stole about $6,500 worth of tools and fishing equipment. Bettencourt did not have security cameras at the time of the incident and did not have serial numbers to any of the items.
7:52 p.m., an anonymous caller contacted the Glenn County Sheriff’s Office to report a disturbance. Deputy Chavez was dispatched. Deputies contacted Jose Solis Silva, who said his son, Jesus Solis, had been drinking and was causing a verbal disturbance. Deputies contacted Jesus, who allegedly showed obvious signs of being under the influence of alcohol, including slurred speech and an unsteady stance. After speaking with all parties, Jesus agreed to stay in his room and go to sleep. Deputies later responded to 329 West Laurel Street in Willows for another reported disturbance. Upon arrival, deputies contacted Jesus Solis in the front lawn area of the residence. Jesus allegedly displayed objective signs and symptoms of being under the influence of alcohol, including slurred speech, red watery eyes, and an unsteady stance. Deputy Chavez determined Jesus was unable to care for himself due to his level of intoxication, and was subsequently placed under arrest for alleged public intoxication. Jesus was transported to the Glenn County Jail. While at the jail, Jesus submitted to a preliminary alcohol screening (PAS), which displayed he had a blood alcohol concentration (BAC) of .185 percent. Jesus Solis was to be released when sober.
Saturday, Dec. 25:
9:13 a.m., Brent Hatchett contacted Glenn County Communications and reported a burglary to a barn on his property at 810 Pacific Avenue. Deputies responded to the location and initiated an on-scene investigation. It was determined a DeWALT compound miter saw was removed from the barn and Hatchett located the saw inside of a 2000 Hyundai. The Hyundai was located along Pacific Avenue, just south of Hatchett’s residence. Deputies were able to return the saw and ultimately stored the vehicle.
11:11 p.m., deputies responded to 1200 Green Street in Willows regarding a traffic collision. Deputies arrived on scene and contacted Charlie Stinson and Eric Yang. Stinson said he was riding his 2020 Yamaha motorcycle west on Greet Street. Stinson lost control of the bike and crashed into Yang’s 1999 Honda CRV. Yang and Stinson said the matter would be handled between them and only requested assistance with exchanging information. Deputies assisted both parties with the exchange.
Sunday, Dec. 26:
5:59 a.m., deputies were dispatched to the area of 7831 Capay Avenue due to Efren Jimenez calling 9-1-1 multiple times. Upon arrival, deputies contacted Jimenez at 7825 Capay Avenue. Jimenez reported sometime between 7 p.m. and 11 p.m. on Dec. 25, 2021, John Dyer entered his bedroom and stole two one-hundred dollar bills, his black cellphone and two sets of keys to his 1996 Toyota Camry (Calif. license plate number 3TAV358). Jimenez stated the vehicle was missing from the driveway of the residence and stated he and Dyer reside there together. Deputies initiated an on-scene investigation and the vehicle was entered into the Stolen Vehicle System (SVS).
4:55 p.m., Sergeant Draper responded to a residence on El Dorado for the report of two females who had gotten in a physical altercation. Upon arrival, contact was made with Carly Herrick and Heidi Loza. Both alleged they had been assaulted by the other party. The altercation took place during a child custody exchange at the residence. Loza and Herrick wished to pursue the matter criminally and a report was taken, to be forwarded to the district attorney’s office. The child custody exchange was completed and Herrick left the area.
5:05 p.m., Deputy Thompson was detailed to a report of a traffic incident involving the accidental dinging of a vehicle was a door. Susan Stanbery had parked her Chevrolet 1500 in the parking lot of Tractor Supply, 811 North Humboldt Avenue. While parked at the store, Felipe Espinoza parked his Nissan Altima in the stall on the passenger side of the Chevrolet. Stanbery said the driver’s door of the Nissan struck the passenger side rear fender of the Chevrolet when Espinoza exited the vehicle. The deputy assisted with an exchange of information.
Monday, Dec. 27:
5:49 a.m., Vladimir Melonchek from the Glenn Medical Center reported the expected death of Ray Eugene Howard, 84. The decedent suffered from pre-existing illness and was entered into hospice care on Dec. 8, 2021. Next of kin, Sherry William, was notified at the time of death. The decedent was released to the care of Sweet Olsen Family Mortuary service of Orland.
10:22 a.m., Michael Macha of Willows reported that his rental car, a grey Toyota Corolla, had been struck by an unknown vehicle on Dec. 26, 2021, at about 10 p.m. Macha stated that the vehicle was parked at a local bar when it was struck. Macha stated that the vehicle is currently rented from Avis rental car and due to be returned on Dec. 28. Macha had no suspect information in regards to the hit and run. Macha was supplied with an incident number and photos were taken of the vehicle and damage.
2:25 p.m., Peter Hershkowitz reported having a firearm brandished at him. Hershkowitz yelled at an unknown individual in the Walmart parking lot about the person’s driving in the parking lot. The unknown driver followed Hershkowitz out of the parking lot. While traveling on Wood Street, the unknown person drove next to Hershkowitz and brandished a silver semi-auto handgun at Hershkowitz. The vehicle was last seen southbound on Tehama Street. Hershkowitz described the vehicle as a black four-door “Kia” (later determined to be a black four-door Tesla). Hershkowitz did not know the person and had never seen him before. Deputies checked the area but were unable to locate the vehicle.
Tuesday, Dec. 28:
12:37 a.m., Deputy Tuma contacted Leanel Guiterrez-Rodriguez, 26, on the south side of 600 North Humboldt Avenue, Willows. Guiterrez-Rodriguez was determined to have an active misdemeanor warrant for his arrest. Guiterrez-Rodriguez was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking on the warrant and fresh charges.
7:24 p.m., Gerald Hammond contacted the sheriff’s office, alleging his daughter, Katherine Hammond, stole his firewood and had started a fire near the trailer where she lived. Deputy Tuma was dispatched and contacted Gerald at 2746 County Road 306, Elk Creek. Gerald was less than cooperative but said he did not see Katherine take his firewood and would not say why he thought his firewood had been stolen. Deputy Tuma contacted Dena Oswalt, who said Katherine was not at the residence and went down to Willows. Oswalt denied taking any of the firewood and said they were burning an old doghouse. Deputy Tuma inspected the two fires and observed plywood burning, not firewood. Deputy Tuma conducted a record check of Oswalt through Glenn County Communications, who said Oswalt had a misdemeanor warrant for her arrest out of San Mateo County. Oswalt was placed under arrest for the warrant and transported to the Glenn County Jail, where she was released to jail staff for booking.
8:48 p.m., at North Murdock Avenue and French Street, Deputy Ayres conducted a traffic enforcement stop on a vehicle for a CVC violation. The deputy contacted driver, Anthony Francis, and passenger, Maria Paniagua. Paniagua was found to have a local warrant for her arrest. Paniagua was taken into custody and the driver was given a warning. Paniagua was transported to the Glenn County Jail, where she was turned over to jail staff for booking.
Wednesday, Dec. 29:
1:45 a.m., Deputy Ayres saw a silver Nissan SUV park at one of the gas pumps of ampm, northeast corner of Wood Street and Humboldt Avenue, with what appeared to be commercial license plates. The deputy contacted Brett Bowden, who was associated with the vehicle. Bowden was not following directions and had a large knife (dirk/dagger) sheath hidden at his rear belt line area. Bowden was placed at gun point until he was detained in handcuffs. The passenger, Christopher Earls, was detained as well. The suspect vehicle was found to have obstructed license plates on both sides belonging to the SUV. The sheath was found empty. Bowden was found to have two warrants out of Butte County for several charges, including resisting or delaying a peace officer in his duties. Earls was released, along with the vehicle, per Bowden. Bowden was allegedly found to be in possession of a meth pipe. Bowden was transported to the Glenn County Jail, where, at the sally port, he was allegedly found to be in possession of suspected methamphetamine. Bowden was turned over to jail staff for booking.
4:24 a.m., deputies, CHP officers, and Orland police officers responded to the area of Highway 32 and County Road VV, west of Hamilton City, for a report of a two-vehicle collision. Deputies assisted the CHP until no longer needed.
8:52 a.m., Glenn County Sheriff’s dispatch received a call from a Kurt Nixon stating that he had discovered his friend’s residence at 4730 Highway 99 had possibly been broken into. Prior to arrival, the resident arrived on scene and informed Glenn County dispatch that numerous firearms had been stolen from inside the residence. Deputy Sanzone arrived on scene and contacted the resident, who was identified as Glen Wellman. Wellman told Deputy Sanzone that the suspects had entered the residence through a back window and stole between eight and 12 firearms. Wellman told Deputy Sanzone that the suspect then broke into a separate garage area on the property and took numerous tools and ammunition belonging to Wellman.
2:14 p.m., Walmart Loss Prevention employee Larry Drewry reported he had two people detained for shoplifting at the Willows Walmart. Deputies responded and contacted the involved parties. Whitney Goodwin and Jeremiah Vega attempted to shoplift $751.60 worth of goods. Goodwin and Vega were past the registers and about to exit the store when stopped by Drewry. Walmart requested the pair be prosecuted for the theft. Drewry signed a citizen’s arrest form. Goodwin and Vega were taken into custody and then released. At the request of Drewry, Goodwin was also admonished for trespassing.
6:41 p.m., Deputy Ayres checked out a green Chevrolet S-10 that was parked at the Blue Gum Motel on Highway 99. The deputy located a stripped motorcycle frame in the bed of the truck. The motorcycle was found to be stolen out of Chico. The deputy located another stripped motorcycle frame nearby, with the vehicle identification numbers removed or altered. While on scene, a motorcyclist drove to the motel and then the deputy heard the engine turn off along with the headlight. The deputy illuminated this area with his flashlight and saw the motorcyclists pushing the motorcycle south on Highway 99. The motorcyclist was contacted by law enforcement officers around the corner near the old bar. The motorcyclist was identified as Nicholas Ruiz., who was detained. Ruiz was found to have a suspended driver’s license and was not endorsed for a motorcycle. The motorcycle he was driving had not been registered for several years. Ruiz was interviewed and released. The motorcycle Ruiz was driving was towed for being expired over six months and the stolen motorcycle was also towed, both by L&T Towing. The unidentified Suzuki frame was taken as evidence.
Thursday, Dec. 30:
12:14 a.m., Deputy Goodwin was detailed to a residence on North Culver Street in Willows for a report of a possible theft and battery. A victim reported a man, who she did not know well, entered her residence, stole money, hit her and left. The man was described as being Hispanic and wearing a dark shirt with jeans. The man was last seen traveling north from the residence on foot. Deputies conducted a check of the area. Deputy Goodwin located a man matching the description at the corner of West Willow and North Culver Streets. The man verbally identified himself as Jose Rodriguez Barrera. He denied the allegation and said he was out for a run. Deputy Ayres transported the victim to the scene and drove by with her in the back of the patrol vehicle. The woman positively identified Rodriguez as being the suspect. Rodriguez was detained. Deputy Goodwin spoke with the victim. The victim alleged Rodriguez came to the residence and they had sexual intercourse. During this time, the intercourse became nonconsensual, and Rodriguez allegedly forcefully continued. After an investigation, Rodriguez was arrested for rape by means of force and domestic battery. Rodriguez was transported to the Glenn County Jail, where he was booked.
4:36 a.m., Bonnie Mitchell called and reported the expected death of Anthony Razo, Sr., 59. Deputies and CalFire responded to the residence at 3600 County Road 305. CalFire personnel arrived on scene and confirmed the death. Deputies arrived on scene and found the decedent had a DNR on file. The decedent’s primary doctor was given permission to sign the death certificate. The next of kin, Jennifer Razo, was on scene at the time of law enforcement’s arrival. The decedent was released to the care of F.D. Sweet and Son, Willows.
9:04 p.m., Deputy Ayres responded to 333 Yuba Street for a request for a welfare check on a father and his nine-year-old son. The father was believed to be under the influence of drugs. Deputy Ayres contacted the father, Devin Machado. After an on-scene investigation, Machado was arrested for allegedly being under the influence of a controlled substance and later charged with felony child endangerment. The nine-year-old was detained and released to CPS. Machado was booked into Glenn County Jail.
Friday, Dec. 31:
3:28 p.m., Sergeant Draper responded to the area of Yolo and Willow in Willows for the report of a man yelling and walking through the alley. Sergeant Draper located Lucky Wyatt in the area, matching the description. Wyatt displayed obvious symptoms of being under the influence of a central nervous system stimulant. After investigation, Wyatt was arrested for allegedly being under the influence. He was transported and booked into the Glenn County Jail.

5:35 a.m., the Orland Police Department received a report of harassing text messages at 94 Rennat Way.
9:37 a.m., Jessica Raygoza, 31, of Orland, reported one of her 11-year-old daycare children was out of control and left the daycare at the Glenn County Fairgrounds without permission. Child Protective Services responded and the child was detained.
12:53 p.m., Orland police officers responded to a report of a traffic collision on Walker Street at Sixth Street. Both parties exchanged information prior to the officers’ arrival and didn’t need assistance.
7:50 p.m., Orland police officers responded to Ampla Health, 1211 Cortina Drive, for a report of a burglary alarm. Officers checked the business and found it locked and secured.
Saturday, Jan. 15:
1:18 a.m., Orland police officers responded to the area of South Street at Marin Street for a report of two shots heard. Officers conducted an area check but were unable to locate any signs of a shooting.
8:45 a.m., Gonzalo Cerda Madrigal, 59, reported his green 2000 Honda CRV (Calif. license plate number 8TUW825) was stolen sometime during the night from 320 James Drive.
7:50 p.m., Orland police officers responded to a report of unreasonable noise in the area of the Maple Garden restaurant, 729 Fourth Street. Officers contacted the reporting party, who said the business next door was playing loud music. Officers contacted the business next door and told them of the complaint. The owner said they would turn the music down.
11:11 p.m., Orland police officers responded to a report of a group of suspicious people attempting to get into vehicles on Lynn Drive. Officers contacted a group of children, who said they live in the area and were playing hide and seek. The children were counseled about their behavior and going onto other people’s property.
11:15 p.m., Orland police officers responded to a report of a loud party playing music in the area of 1313 Fairview Street. Officers contacted the homeowner and told him of the complaint. The homeowner agreed to turn the music off for the night.
Sunday, Jan. 16:
1:20 p.m., Orland police officers contacted Levi Byerly, 27, of Orland, at the 4th Street Café, 824 Fourth Street. Byerly was arrested and booked for a felony Glenn County warrant.
1:30 p.m., Jennifer Cox, 47, reported unknown subjects stole the catalytic converter off her car while it was parked at Orland High School.
2:35 p.m., Jeremy Johnson, 37, of Orland, reported that his Motorola Moto-G cell phone was taken out of his truck while he was at the Stop and Shop, 10 Walker Street. Johnson said that he did not want to press charges. He just wanted the incident documented.
2:56 p.m., Linda Milstead reported she and her daughter were in a disagreement over a dog. Officers determined it was a civil issue and provided her with information.
Monday, Jan. 17:
1:01 a.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of vandalism at 6379 County Road 16.
5:30 a.m., on Highway 32 at County Road N, an Orland police officer conducted a traffic enforcement stop on a silver 2009 Honda Fit. Ayde Govea-Valencia, 30, of Orland, was cited on charges alleging speeding over 65 miles per hour, passing over double yellow lines, and driving without a license.
10:17 a.m., Orland police officers responded to a reported structure fire at 1317 Pine Street. Officers provided assistance until no longer needed.
10:28 a.m., Orland police officers responded to Almond Way at Rennat Way for a report of a single-vehicle traffic accident. Ryley Nelson, 19, was driving a 2005 Infiniti EX35 east on Almond Way, when he reportedly lost control and collided with a power pole.
Tuesday, Jan. 18:
1 a.m., on County Road FF, an Orland police officer initiated a traffic enforcement stop on a black Toyota 4Runner. The driver, Sharon Turner, 60, of Oroville, was issued a citation on charges alleging expired registration, and not having a license plate attached to her vehicle.
8:22 a.m., Orland police officers responded to Interstate 5 to assist the CHP with a report of a wrong-way driver on northbound I-5 in the southbound lanes. Officers checked the area but were unable to locate the vehicle.
12:01 p.m., an Orland police officer observed several people struggling with an aggressive dog on Yolo Street. Officers assisted in detaining the gray pitbull that had attacked another dog being walked by Cathy Bates, 68, of Orland. The pitbull was turned over to Glenn County Animal Control and the incident was documented.
1:50 p.m., the Orland Police Department received information of possible child abuse. An investigation was initiated.
1:53 p.m., Orland police officers responded to 218 Fifth Street for a report of a 911 hang-up. Officers contacted the mother of the child who was playing with the phone. She reported her daughter accidentally called 911.
2:30 p.m., on Roosevelt Avenue, officers were contacted by an Orland Public Works employee, who stated an anonymous person had turned in a set of keys that had been found near the Orland High School track. The keys were booked into found property.
3:38 p.m., on Central Street, an Orland police officer conducted a traffic enforcement stop on a white 2003 Toyota Tacoma for an equipment violation. The officer contacted the driver, Steven Baker, 40, of Orland, and the passenger, Alexis Clark, 22, of Corning. After an on-scene investigation, Clark was arrested for two misdemeanor warrants out of Tehama County, and Baker was arrested on charges alleging possession of drug paraphernalia, possession of methamphetamine, and possession of marijuana while driving. Clark and Baker were transported and booked into the Glenn County Jail.
8:52 p.m., on Highway 32, an Orland police officer assisted the CHP with a traffic collision.
Wednesday, Jan. 19:
10:27 a.m., Orland police officers responded to Vinsonhaler Park to assist Orland High School with locating several students who had left campus.
2 p.m., Orland police officers responded to Central Street for a report of a suspicious man knocking on doors. Officers conducted a check of the area but were not able to locate the man.
2:46 p.m., Orland police officers responded to First Street for a request for a welfare check on a man wearing no shoes. Officers contacted Reuben Barba, 35, of Chico, who stated he was well and did not require any police assistance.
4:18 p.m., Orland police officers responded to 29 Yolo Street for a report of a disturbance over an aggressive dog. Officers contacted Ricky Comer, 58, and his neighbor, Sally Holland, 79. Officers spoke to both parties, who agreed to leave the other alone.
5:17 p.m., Orland police officers responded to the Shasta Garden Apartments, 226 East Shasta Street, to check the welfare of a woman who became disoriented while on the phone with a family member. Officers contacted Linda Oaks, 77, and assisted Westside Ambulance personnel until no longer needed.
Thursday, Jan. 20:
1 a.m., Orland police officers responded to a report of vandalism. Raquel Yvette Ontiveroz, 24, of Orland, stated someone sprayed graffiti on her front door at 307 Colusa Street within the last hour. Officers checked the area.
3:22 p.m., Orland police officers were dispatched to a reported accident involving a motorcycle into a building. Officers responded and found that Hailie Frenz, 20, of Durham, had lost control of her black 2016 Honda CB500F motorcycle and struck a rock retaining wall on the north shoulder of Sandra Finch Real Estate, 633 East Street, at the northeast corner of Walker and East Streets. Frenz declined medical assistance and a report was taken.
6:45 p.m., Bambauer Towing contacted the Orland Police Department to assist with traffic control on the Newville overpass for a report of a disabled vehicle.
7:52 p.m., the Orland Police Department received a report of an unknown man standing near the 530 First Street. He was dressed all in black and talking to himself. Officers searched the area but the man was gone prior to the officers’ arrival.
11:40 p.m., the Orland Police Department was requested by the Chico Police Department to search for a missing child at 27 Mill Street. Officers responded to the reported address, but were unable to contact anyone there.
Friday, Jan. 21:
1:04 a.m., Orland police officers were dispatched to 208 Plumas Street for a report of strange noises and that someone may have been outside. Officers searched the area but were unable to locate anyone or any evidence that anyone had been there.
4:45 a.m., Orland police officers responded to a report of a cold burglary at Starbucks, 110 Frances Lane. Officers contacted the store employee, who stated someone forced entry into the business and stole a safe. An investigation was initiated.
6:30 a.m., Samuel Hernandez reported his white Dodge Caravan was stolen from his driveway at 728 Lynn Drive.
10:14 a.m., Orland police officers responded to 6901 County Road 18 to assist Glenn County Sheriff’s deputies with a report of a residential burglary in progress.
12:02 p.m., Sheila Shockley, 57, of Orland, reported her daughter, Jennifer Shockley, 30, of Willows, was at the apartment complex at 819 Newport Avenue, and was refusing to leave. Jennifer Shockley left prior to the officers’ arrival and Sheila Shockley was told of the restraining order process.
1:21 p.m., Orland police officers were dispatched to C.K. Price School, 1212 Marin Street, for a report of threats. Officers contacted a 14-year-old boy who reported that he had been threatened by another student, who then posted a video of his house on social media. The other student, a 13-year-old boy, was arrested and booked into juvenile hall for stalking and criminal threats.
8:02 p.m., on Walker Street at Sixth Street, an Orland police officer conducted a traffic enforcement stop on a blue-green 2015 Toyota Camry. The 17-year-old female driver was cited for failing to stop at a circular red signal.
Saturday, Jan. 22:
10 a.m., Orland police officers were dispatched to 315 Eighth Street for a second-hand report of several people in the front yard causing a disturbance. Officers searched the area but did not locate anyone.
1:45 p.m., on South Street at Railroad Avenue, an Orland police officer initiated a traffic enforcement stop on a maroon 2002 GMC pickup. Juan Ulloa, 69, of Yuma, Ariz., was cited for allegedly talking on a cell phone while driving and no proof of insurance.
8:04 p.m., Orland police officers responded to a report of a physical disturbance in the 100 block of Sixth Street. Officers contacted Alvaro Torres, 39, and Latisha Skidmore, 29, both of Orland. Following an investigation, Torres was arrested and booked for alleged domestic battery.
Sunday, Jan. 23:
2:01 a.m., Orland police officers received a “Be On the LookOut” (BOLO) for a reckless driver on a motorcycle. On Highway 32 at County Road N, officers located a motorcycle matching the description and contacted the rider, Jakeima Rohrbach, 33, of Redding. Following an investigation, Rohrbach was arrested and booked on charges alleging possession of a firearm by a felon, possession of a firearm while in possession of narcotics, possessing a firearm in a public place, and possessing a concealed firearm in a vehicle. The motorcycle was towed and stored by Bambauer Towing.
5:13 p.m., Orland police officers were dispatched to 421 Monterey Street for a report of suspicious circumstances. Karman Beller, 36, of Orland, reported that someone put a flare under her tire, damaging it.
6:33 p.m., Orland police officers responded to 130 Fifth Street for a report of a person threatening his mother with a knife. Irma Sotl, 51, of Orland, stated that there was no knife involved but she had been assaulted by Wilman Sotl, 31, of Los Angeles. Irma Sotl declined to press charges for battery and stated that she would stay the night with a friend.
Monday, Jan. 24:
12:36 a.m., Orland police officers responded to assist the CHP with a reported hit and run traffic collision on County Road P at County Road 15.
8:06 a.m., Orland police officers were dispatched to 933 Benson Drive to check the welfare of Terri Blessing, 65. Blessing said that she was okay and did not require any assistance.
8:35 a.m., on Walker Street at Sixth Street, an Orland police officer conducted a traffic enforcement stop on a gray 2013 Lexus ES350. Mitra Delshad, 56, of Jonesboro, Ark., was cited for allegedly using her cell phone while driving.
6:28 p.m., Orland police officers were dispatched to two people on Sixth Street near the Orland Arch. Officers determined there was a traffic collision outside the city and assisted the CHP until no longer needed.
Tuesday, Jan. 25:
11:11 a.m., Orland police officers responded to the Pilot Travel Center, 4444 Commerce Lane, for a report of a found stolen vehicle. Officers located a 2009 Ford Econoline U-Haul that had been reported stolen. The U-Haul was recovered and stored by Bambauer Towing.
1:35 p.m., in the 700 block of A Street, an Orland police officer issued a parking citation to a 2000 Dodge van for expired registration.
2:04 p.m., Orland police officers were dispatched to Second Street at Walker Street for a reported traffic collision. Aaron Scamara, 31, of Corning, reported he was driving a gray 2022 Honda Civic out of a parking lot in the 700 block of Second Street, when he was struck by a black 1999 Lexus SUV that turned south onto Second Street from Walker Street, being driven by Cecilia Wullenwaber-Sanchez, 32, of Orland. Officers assisted both parties exchange information.
3 p.m., Orland police officers responded to Lollipop Land Park for a report of a suspicious man. Officers contacted a 35-year-old man. Following an evaluation, the man was detained on a mental health hold for making suicidal statements. He was transported to Glenn Medical Center, where he was turned over to mental health staff.
5:10 p.m., Orland police officers were dispatched to Edith Circle for a report of a suspicious blue Dodge van parked in the area. Officers contacted the person responsible for the van, who agreed to leave. Officers were also notified of children in a nearby construction site. The area was checked but no one was located.
Wednesday, Jan. 26:
2:16 a.m., in the 700 block of Fourth Street, an Orland police officer issued a parking citation to a 2004 Dodge Dakota for expired registration.
2:36 a.m., Orland police officers were dispatched to Papst Avenue at East Yolo Street for a report of a man walking in the roadway. Officers contacted Steven Stoltenberg, 55, of Orland, who said he was having a medical issue. He was transported via ambulance to the hospital.
8:58 a.m., Orland police officers responded to 1025 Newport Avenue for a report of an unconscious male who was breathing but unresponsive. Officers provided assistance until no longer needed by medical personnel.
10:43 a.m., the Orland Police Department received a report of possible possession, manufacturing, and distribution of child pornography. An investigation was initiated.
3:39 p.m., Orland police officers responded to Fairview School, 1308 Fairview Street, for a report of a cold assault. School employee Megan Hurley reported she was assaulted by an 11-year-old male student. Hurley declined pursuing charges. A report was taken for documentation.
4:17 p.m., Orland police officers were dispatched to C.K. Price School for a report of a juvenile matter. Anna Henderson, 31, reported her 12-year-old son was receiving threatening messages from an unknown child. Henderson was provided with information and the incident was documented.
4:57 p.m., Orland police officers responded to the report of a 911 hang up. Officers contacted the homeowner at 101 Woodhaven Court, who said he was well and did not require any police assistance.
5:03 p.m., Orland police officers were dispatched to a reported traffic hazard in the area of Newville Road and Commerce Lane. Officers searched the area and found the roadway clear.
7:10 p.m., Orland police officers responded to the report of a silent panic alarm at Orland Food and Liquor (formerly Discount Liquors), 160 East Walker Street, and was updated that a white male adult went inside the store, stole five lottery scratchers, then left in a silver or gray 2-door car. An investigation was initiated.
7:41 p.m., Orland police officers were dispatched to a report that Steven Stoltenberg, 55, of Orland, was walking too close to the roadway on Sixth Street at Almond Way. Officers contacted Stoltenberg, who declined medical assistance and was picked up by his roommate.
Thursday, Jan. 27:
6:08 a.m., Orland police officers responded to a report of a man walking in the roadway. Officers contacted a 55-year-old male and observed him standing in the roadway on East South Street and nearly being hit by a passing vehicle. Following an evaluation, the man was detained on a mental health hold and transported to Glenn Medical Center for a medical evaluation.
7:41 a.m., Orland police officers were dispatched to C R & G Auto Sales for a report of a suspicious person. Officers contacted Michael Allen, 60, who was admonished for trespass.

12:12 p.m., Orland police officers were dispatched to 928 Woodward Avenue for a reported 911 hang-up. The response was delayed due to priority traffic. Officers checked the area but did not locate any signs of a disturbance.
12:34 p.m., Orland police officers responded to a report of a large group of children arguing on Shasta Street. Officers contacted Edward Torres, 20, and a 15-year-old boy, both of Orland. The boy reported that he got into a physical altercation with another child. Officers were unable to locate the other child.
1:33 p.m., the Orland Police Department assisted Glenn County probation officers on Woodward Avenue with a wanted person who ran from them. Officers assisted until no longer needed.
2:09 p.m., Orland police officers were dispatched to Mill Street School, 835 Second Street, for a report of a van parked in a handicap spot. Officers found the van was parked legally and had a placard on the dashboard.
5:50 p.m., Ken Stein, 67, reported someone entered his residence in the 300 block of Byron Way sometime during the day and stole numerous items. An investigation was initiated.
Friday, Jan. 28:
12:27 a.m., at 1049 Date Street, Melissa Montez, 34, of Artois, called 911 and said she had been in an argument. Officers contacted her and Jessica Montez, 39, and determined they had been in an argument only. Both parties were counseled. Melissa called a friend to pick her up and left for the night.
8:34 a.m., Orland police officers responded to 819 Newport Avenue for a report of a catalytic converter theft in progress. Linda Lapointe, 71, reported two Hispanic males attempted to steal her catalytic converter and fled prior to officer arrival. The suspects were not located.
11:05 a.m., on Colusa Street at Fourth Street, an Orland police officer conducted a traffic enforcement stop on a green 1993 Jeep. Kimberly Kohler, 21, of Elk Creek, was issued a DMV notice of suspension.
11:40 a.m., Ma Guadalupe Lucatero Torres, 44, reported unknown people broke the window on her car while parked at Orland High School but did not have the vehicle with her. She was advised to call when she has the vehicle.
4:07 p.m., Robin Gutierrez reported unknown people hit her 2019 Mitsubishi while it was parked in the Grocery Outlet parking lot, 1026 South Street. Gutierrez was provided with information.
Saturday, Jan. 29:
8:57 a.m., Brian Woffard reported someone broke into his storage unit at Wrap It Up Wholesale, 1024 South Street, during the night and stole two mowers out of the unit.
11:54 a.m., Orland police officers responded to Railroad Avenue at South Street for a report of a unknown man following a woman in a gray Honda Accord and had possibly assaulted the woman. Officers contacted Brianna Mounivong, 19, of Willows, in a silver 2015 Honda Accord. Mounivong said that she was involved in a verbal altercation with a male friend, but she would not provide a name. Mounivong declined to be a victim and said she did not need any assistance.
12:36 p.m., Orland police officers responded to 1011 Cortina Drive for a report of a disturbance. Celia Garza, 35, of Orland, said that her boyfriend, Juan Herrera, 40, vandalized her television and physically assaulted her the night prior. Following an investigation, Herrera was arrested and booked for alleged domestic violence and vandalism.
12:43 p.m., Orland police officers responded to 203 East Tehama Street for a report of a possible domestic disturbance. Paola Parra, 24, reported she was in an argument with Sergio Parra, 24, who was leaving. Officers stood by while Sergio Parra gathered his belongings.
2:30 p.m., at 715 Fourth Street, Murphy Winston, 54, reported Nina Trimm, 54, left Wednesday night after an argument and has not returned. Winston made a missing person report.
3:28 p.m., Orland police officers responded to 817 Newport Avenue for a report of a verbal disturbance. Officers found the neighborhood quiet and there was no answer at the residence.
8:48 p.m., Orland police officers responded to Lely Aquatic Park for a report of a man near the roadway almost getting hit by a vehicle. Officers contacted Steven Stoltenberg, 55, of Orland, who was counseled and provided a ride home.
Sunday, Jan. 30:
2:19 a.m., Orland police officers responded to a report of a 911 hang-up. Officers contacted Denise Powell, 51, at 27 Mill Street. She said she was fine and dialed 911 by mistake.
12:33 p.m., Orland police officers were dispatched to the 1200 block of East Street for an anonymous report of loud music. Officers were unable to locate any loud music in the area.
Monday, Jan. 31:
6:30 a.m., Marco Cisneros, 23, reported somebody stole the license plate from the back of his white 2020 Chevrolet Silverado at 995 Date Street.
4:48 p.m., Orland police officers were dispatched to 223 East Mill Street for a report of a found bicycle. Officers collected the bicycle as found property.
10:09 p.m., Orland police officers responded to 332 Meadowood Drive for a report of an alarm activation. Officers contacted homeowner Johnny Gray, 68, of Orland, and determined the alarm activation was accidental.
Tuesday, Feb. 1:
7:30 a.m., the Orland Police Department was told of a dump truck that had been parked off the truck route for several days, blocking several parking spaces in the 700 block of First Street. The Peterbilt dump truck was marked for abatement.
11:09 a.m., Orland police officers responded to the North Valley High School on Roosevelt Avenue for a report of harassment over Snapchat. Officers contacted a 17-year-old juvenile who reported suspicious circumstances.
12:01 p.m., Ruth Browning, 49, of Red Bluff, reported that an unknown woman threatened her over the phone. The incident was determined to not be criminal and the incident was documented. This incident apparently had something to do with an address on Third Street, but it is not clear what.
12:26 p.m., Orland police officers responded to 226 East Shasta Street for a report of an unresponsive woman. Officers found the woman deceased and assisted the coroner.
1:02 p.m., Orland police officers were dispatched to check the welfare of a student who walked away from the Orland High School campus. Officers contacted Patience Barnett, 18, of Orland, who stated that she did not want any assistance from the Orland Police Department. Barnett was provided with information.
1:18 p.m., Orland police officers were dispatched to 819 Newport Avenue to check the welfare of Tammy Faletti. Officers attempted contact at the residence but there was no answer. Officers were unable to locate a property manager or neighbor with a key.
1:29 p.m., Orland police officers were dispatched to the area of Terry’s TV, 717 Fourth Street, for a report of an abandoned vehicle. Officers located and cited the vehicle for expired registration.
4:13 p.m., Orland police officers were dispatched to South Street at Marin Street to check the welfare of an elderly man who appeared disoriented. Officers contacted Gary Kubowicz, 68, who stated he was homeless and trying to get to the shelter in Chico. Officers provided him a ride to East Walker Street at Papst Avenue.
5:16 p.m., Orland police officers responded to the Orland branch of the Glenn County Superior Court, 821 East South Street, for a report of a hit and run. Norma Raygoza, 56, reported her parked 2004 Lincoln Aviator was sideswiped by an unknown vehicle.
8:31 p.m., Orland police officers responded to 244 East Tehama Street for a report of a 911 hang-up. Carol Turner, 73, reported her husband accidentally called 911. Turner was well and did not require any assistance.
Wednesday, Feb. 2:
1:46 a.m., on Walker Street at Fourth Street, an Orland police officer conducted a traffic enforcement stop on a black 2015 BMW 335i. Lilian Mata-Mora, 23, of Hamilton City, was cited for alleged expired registration, no proof of insurance, and expired driver’s license.
7:19 a.m., Orland police officers responded Highway 99 at County Road 3 to assist Glenn County Sheriff’s deputies with a report of a man lying on the side of the roadway.
8:34 a.m., Orland police officers responded to 262 Stonycreek Drive for a report of a three-month-old baby having difficulty breathing. Officers provided assistance until no longer needed by medical personnel.
12:10 p.m., on Walker Street at Sixth Street, an Orland police officer initiated a traffic enforcement stop on a white BMW sedan. Robert Sinclair, 62, of Orland, was warned for an alleged moving violation.
9:02 p.m., at the Speedway gas station on Hoff Way, an Orland police officer initiated a traffic enforcement stop on a 2004 Chevrolet Silverado 1500. Donnovan Punzo, 19, of Orland, was cited for alleged expired registration and no proof of insurance. Punzo was warned for allegedly displaying a false registration tab and the false tab was collected as evidence.
11:48 p.m., Orland police officers were dispatched to 55 Tehama Street for a report that someone was pounding on the front door and the resident was not expecting anyone. Officers checked the residence, yard and neighborhood but did not locate anyone.
Thursday, Feb. 3:
3:11 a.m., Orland police officers responded to 226 East Shasta Street for a report of a possible overdose. Officers found a 19-year-old man who was unresponsive. Officers administered Narcan and provided assistance until emergency medical personnel arrived and transported him to the hospital.
7:26 a.m., Latisha Skidmore, 29, of Orland, reported her purple 2018 Jeep Wrangler was stolen from 140 Sixth Street sometime in the morning.
7:57 a.m., Orland police officers were dispatched to Newville Road at Ninth Street for a report of a non-injury traffic collision. Officers contacted Rosa Mendoza, 35, of Hamilton City, who stated she was driving her black 2021 Toyota sedan west on Newville Road when she was struck by a gray 2008 Infiniti sedan being driven by Sandy Sayachith, 31, of Orland, who was pulling out of the Dutch Bros parking lot. Officers assisted both parties exchange information.
2:10 p.m., an Orland police officer conducted a welfare check on a woman who was lying on the sidewalk at the Pilot Travel Center, 4444 Commerce Lane. Officers contacted Genneth Wollstonecraft, 57, of Redding. She agreed to leave the property.
2:55 p.m., Orland police officers were dispatched to the Orland branch of the Glenn County Superior Court for a report of a woman with a felony warrant. Officers contacted Patricia Anderson, 39, of Orland, who had been detained by Glenn County Sheriff’s deputies. Anderson was arrested and booked on the warrant.
5:08 p.m., Orland police officers responded to the Pony Espresso building, 213 East Walker Street, for a report of an open door to a vacant business. Officers conducted a search of the business, then contacted the owner of the business and found that nothing was taken or damaged.
7:49 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a domestic violence incident in the 6000 block of County Road 14.
8:59 p.m., Orland police officers were dispatched to the Orlanda Inn Motel on Newville Road for a report of a suspicious vehicle. Officers contacted Margaret Beegle, 30, and James Hansen, 23. They were told of the complaint and agreed to leave.
9:17 p.m., Christine Dobbs, 38, of Orland, reported her 15-year-old son received threats via telephone from a blocked phone number. Dobbs was unsure who the caller was. Information was provided.
Friday, Feb. 4:
2:50 a.m., on Newville Road at Interstate 5, an Orland police officer initiated a traffic enforcemnt stop on a white 2018 Buick Enclave. Jona Leary, 64, of Redding, was cited for allegedly failing to stop at a posted stop sign.
12 p.m., Orland police officers were dispatched to the Pilot Travel Center for a report of a non-injury traffic collision. Officers contacted the involved parties and found they already exchanged information.
3:50 p.m., Orland police officers responded to the report of trespassing on Yolo Street at Fifth Street. Officers contacted Robert McDonald, 33, of Orland, who was admonished for trespassing and agreed to leave.
4 p.m., Orland police officers contacted Julie Lalonde, 49, of Redding, on Almond Way at Eighth Street. Lalonde was issued a DMV notice of suspension.
4:02 p.m., Orland police officers were dispatched to Sixth Street at Date Street for a report of a possible traffic hazard. Officers checked the area and determined the vehicles were parked legally.
6:32 p.m., Eloise Lang, 63, requested documentation of ongoing harassment from her neighbor, Patrease Fields, 32, at the Orland Manor Apartments, 817 Newport Avenue. Officers provided Lang with information regarding restraining orders.
11:30 p.m., Keisha Rodriguez, 32, of Orland, reported her 13-year-old foster daughter ran away from home at the Paigewood Village Apartments. The girl was entered as a missing person.
11:55 p.m., Orland police officers responded to 1011 Newport Avenue for a medical aid. Officers assisted until no longer needed.
Saturday, Feb. 5:
9:58 a.m., Benjimin Gamino, 52, reported he located his cousin’s stolen 2019 Ford F550. Orland police officers recovered the vehicle and released it to a family member.
12:27 p.m., Orland police officers were dispatched to 9 East Street to check the welfare of a person. Officers attempted contact at the residence, but there was no answer at the door. Officers did not observe any signs of distress or foul play.
2:15 p.m., Keisha Rodriguez, 32, reported her 13-year-old foster daughter returned home on Paigewood Drive. The girl was counseled and removed from the Missing and Unidentified Persons System.
4:20 p.m., Orland police officers responded to Library Park for a report of a person with a fire in the park. Officers contacted Heather Reed, 47, who was starting coals for the barbecue. Reed was counseled and agreed to keep the fire inside the barbecue.
4:43 p.m., Moises Gallardo, 37, of Orland, reported his wife’s purse was stolen out of her unlocked vehicle at 403 Papst Avenue during the night.
5:30 p.m., on East Street at Shasta Street, an Orland police officer initiated a traffic enforcement stop on a black 2014 Infinity Q50. Julio Cesar Beltran, 31, was cited for allegedly failing to stop at a posted stop sign and failing to provide proof of insurance.
Sunday, Feb. 6:
12:45 a.m., on South Street at Sixth Street, an Orland police officer initiated a traffic enforcement stop on silver 2002 Toyota Sedan that was stopped in the roadway. Following an investigation, Andres Macedonio, 27, of Orland, was arrested and booked for allegedly driving while under the influence.
1:40 a.m., Pilot Travel Center employees reported a man who was trespassing. Officers contacted Tim Walker, 47, of Orland, who was admonished for trespass. He agreed to leave.
9:34 a.m., Orland police officers were dispatched to East Street at Roosevelt Avenue for a report of found property. Officers contacted a 14-year-old juvenile who found a purse. Officers collected the purse and were able to return it to the owner.
10:30 a.m., Benito Zuniga, 43, reported he thought people were in his apartment on Paigewood Drive. Officers checked the apartment but didn’t find anyone inside.
12:09 p.m., Patricia Cisneros, 54, of Orland, reported that unknown people broke windows on abandoned cars parked behind her residence at 1208 Railroad Avenue.
5:11 p.m., Eloise Lang, 61, of Orland, reported an unknown person attempted to force open or otherwise damage the trunk lid of her 2005 Nissan Altima at the Orland Manor Apartments, 817 Newport Avenue.
Monday, Feb. 7:
9:59 a.m., Orland police officers were dispatched to 307 Stony Creek Drive for a report of a suspicious vehicle that had been parked in front of a residence, running with a man inside. Officers checked the area, but the vehicle was gone prior to their arrival.
10:42 a.m., Orland police officers were dispatched to a report of a man having an unknown medical issue in the 100 block of East Walker Street. Officers responded and provided assistance until no longer needed by medical personnel.
10:46 a.m., Orland police officers were dispatched to a report of vandalism to a vehicle. Officers found that an unknown person had vandalized three vehicles in the 1000 block of Marin Street.
12:24 p.m., on Monterey Street at Third Street, an Orland police officer initiated a traffic enforcement stop on a gray 2019 Jeep Wrangler. The 16-year-old female driver was cited for failing to stop for a stop sign and violation of her provisional driver’s license.
12:24 p.m., Orland police officers responded to East Street at East Tehama Street for a report of two vehicles that were racing down the roadway. Officers conducted an area check but were unable to locate the vehicles.
1:02 p.m., at 710 Peach Circle, Kelsey McMillan, 27, reported a civil dispute with a former employer. McMillan was advised of the civil process.
4:32 p.m., Orland police officers were dispatched to 1312 Anita Court for a report of a juvenile skating on private property. Officers contacted a 16-year-old boy, who was told of the complaint and agreed to leave.
7:04 p.m., Orland police officers were dispatched to 310 Kyle Court for a report of a suspicious group of juveniles in the area who appeared to be boxing. The reporting party also noticed there was section of a fence that was knocked over. Officers searched the area but did not locate any juveniles. The reporting party did not see how or who knocked the fence over.

1 a.m. to 1:15 a.m., an Orland police officer issued the following citations: 200 block of Swift Street, 2014 Chevy 1500, parking violation; 500 block of East Street, 2003 Chevy Tahoe, expired registration; 400 block of Fifth Street, 1997 Nissan Pathfinder, expired registration; Fifth Street at Shasta Street, 2006 Mazda sedan, expired registration; 500 block of Shasta Street, 1995 Ford RV, expired registration; 426 Fourth Street, 2005 Nissan Frontier, expired registration; and East Tehama Street at Woodward Avenue, 2003 Audi A4, expired registration.
5 a.m., Orland police officers were dispatched to an alarm activation at Dutch Bros coffee, 904 Newville Road. The response was cancelled prior to officers’ arrival.
12:30 p.m., on South Street at Eighth Street, an Orland police officer conducted a traffic enforcement stop on a black 2019 Dodge Caravan. David Gallow, 18, was cited for alleged expired registration and no proof of insurance.
4 p.m., Orland police officers were dispatched to 12 East Tehama Street for a report of a license plate that was stolen from a utility trailer.
11:53 p.m., at 808 Almond Way, an Orland police officer issued a parking citation to a 1992 GMC Sierra 1500 for expired registration.
Wednesday, Feb. 9:
12:01 a.m., in the 700 block of Date Street, an Orland police officer issued a parking citation to a 2018 Chevy Malibu for expired registration.
12:18 a.m., in the 700 block of Date Street, an Orland police officer issued a parking citation to a 2015 Hyundai Genesis for expired registration.
12:47 a.m., the Glenn County Sheriff’s Office requested Orland Police Department assistance in a felony arrest at 620 Canal Street, Hamilton City.
1:32 a.m., an Orland police officer heard a burglary alarm sounding from Orland Food and Liquor, 160 East Walker Street. Officers checked the business and found it secure with no signs of attempted entry. The responsible was contacted by dispatch. The owner later told the reporter for The Observer, who heard the alarm when it went off, that he thinks the wind set off the alarm.
1:26 p.m., Michael Alves, 63, of Willows, reported that someone fraudulently used his 96-year-old mother’s debit card. An investigation was initiated.
1:55 p.m., Orland police officers were dispatched to 819 Newport Avenue, to check the welfare of Lucinda Frazier, 72. Officers contacted Frazier, who was well and did not require any assistance.
3:05 p.m., Orland police officers responded to 1462 Holly Drive for a report of a disturbance. Officers contacted Khoune Thitphaneth, 72, and Soukkhy Thitphaneth, 43, both of Orland. Following an investigation, Soukkhy Thitphaneth was arrested and booked for public intoxication.
5:35 p.m., to 5:43 p.m., an Orland police officer issued the following citations for expired registrations: 862 Watts Avenue, 2012 Nissan Sentra; 830 Watts Avenue, 1998 Toyota 4 Runner; 804 Watts Avenue, 2000 Toyota Camry; 804 Watts Avenue, 2005 Dodge Magnum; and 834 Watts Avenue, 2003 Ford Expedition.
6:28 p.m., Orland police officers responded to 745 Paigewood Drive for a report of a 12-year-old girl who was hit in the head with a rock while walking in the apartment complex. Following an investigation, a 14-year-old boy was arrested for assault with a deadly weapon and transported to the Tehama County Juvenile Hall by Glenn County probation officer.
8:49 p.m., Orland police officers were dispatched to the Orlanda Inn Motel, 827 Newville Road, for an anonymous report of a man yelling. Officers found the area quiet upon arrival and did not receive an answer at the door.
11:07 p.m., Orland police officers were dispatched to the Pilot Travel Center, 4444 Commerce Lane, for a report of a semi-truck parked in the lot, blocking other parked trucks. Officers were able to locate the driver and have it moved.
Thursday, Feb. 10:
1:17 a.m., Orland police officers were dispatched to 1628 Linwood Drive for a report of noises in the backyard. Officers checked the backyard and made sure everything was secure.
2:43 a.m., Orland police officers were dispatched to the area of Alexandria Park for a report of a vehicle parked in the middle of the roadway for several minutes with its lights on. Officers contacted Justin Ferreira, 21, and Austin George, 20, both of Orland, who said they were talking after getting off work. They were told of the complaint and counseled for parking in the roadway.
8:40 a.m., Vicente Fuentes reported that during the night, an unknown person rummaged through the contents of his unlocked vehicle in the 1600 block of Linwood Drive. Fuentes requested extra patrol and that the incident be documented.
10:01 a.m., Orland police officers were dispatched to Library Park for a report of a woman sleeping in the women’s restroom. Officers contacted Heather Reed, 47, who agreed to leave.
10:14 a.m., Orland police officers were dispatched to 1024 South Street for a report of a man who was trespassing and using electricity from the building to power a blender. Officers contacted Michael Allan, 60, who was issued a trespass admonishment.
12:52 p.m., Orland police officers responded to 40 East Mill Street for a report of a 911 hang-up. Senen Ochoa, 27, reported his juvenile son was playing on his phone and accidentally called 911. The child was well and did not require any assistance.
3:14 p.m., Orland police officers were dispatched to 819 Newport Avenue for a report of a found laptop. Officers collected the laptop and booked it as found property. The owner may contact the department to claim it.
4:03 p.m., the Orland Police Department received information of suspected child abuse. An investigation was initiated.
5:13 p.m., at Dutch Bros coffee, an anonymous person reported receiving a suspicious letter. Officers collected the letter and provided information.
Friday, Feb. 11:
3:20 a.m., on South Street at Marin Street, an Orland police officer conducted a traffic enforcement stop on a white 2017 Dodge 2500. Luis Mendoza, 40, of Weaverville, was cited for allegedly failing to stop at a stop sign.
3:36 pm., Orland police officers were dispatched to Sixth Street at Almond Way for a report of a non-injury traffic collision between a white 2003 Chevy pickup and a green 2005 Volkswagen Beetle. Officers assisted both parties exchange information.
6:15 p.m., Orland police officers were dispatched to 343 Tuve Circle for a report of a cold vandalism. Regan Talerico, 37, said she discovered old damage to a bedroom window. Talerico requested documentation only.
8:51 p.m., Oscar Moore, 56, reported his neighbor, Nicole Smith, 68, flipped him off and was harassing him at the Orlanda Inn Motel on Newville Road. Smith was told of the complaint and the incident was documented.
9:50 p.m., Orland police officers were dispatched to the Orland Arbor Apartments for a report of a suspicious man walking around the parking lot of the apartment complex. Officers searched the area but were unable to locate anyone or any signs of suspicious activity.
Saturday, Feb. 12:
1:40 a.m., Orland police officers responded to the Pilot Travel Center for a report of a disgruntled customer causing a disturbance. Officers contacted employees and learned the customer left prior to the officers’ arrival.
5:10 a.m., Orland police officers were dispatched to the Orland Stop and Shop for a report of a suspicious person. Officers contacted Timothy Walker, 47, of Orland. Following an investigation, Walker was arrested and booked for allegedly being under the influence of a controlled substance.
8:36 a.m., Sheila Shockley, 57, reported Jennifer Shockley, 30, and Robert Dingman, 76, were in a car parked on the property at 819 Newport Avenue. Officers contacted the subjects and told them of the complaint.
10:31 a.m., at 906 Date Street, Victor Zaragoza, 28, reported that Rosa Garcia, 28, was refusing to let their child go with him. Zaragoza was provided with information and the incident was documented.
11:01 a.m., at 1117 Eighth Street, Lottie Mori, 73, requested information on evicting a tenant. Mori was provided with information.
12:04 p.m., Orland police officers were dispatched to the Blue and White Laundry for a report of a wallet found by the business owner. Officers were able to locate the owner and return the wallet.
6 p.m., Orland police officers responded to assist CHP officers with a report of a physical altercation at the Glenn County Fairgrounds. Officers assisted until no longer needed.
7:13 p.m., Orland police officers responded to 819 Newport Avenue for a report of an argument between Jennifer Shockley, 30, and Robert Dingman, 76. Officers searched the area but were unable to locate Shockley or Dingman.
7:56 p.m., at 315 Eighth Street, Raschell Wammack, 47, reported she was assaulted by her roommate’s guest. Wammack requested documentation and said she was going to leave for the night to avoid further issues.
9:12 p.m., Orland police officers were dispatched to a complaint of loud music in the 900 block of Harryman Street. Officers contacted the homeowner, who was told of the complaint and agreed to turn off the music for the night.
Sunday, Feb. 13:
11:47 a.m., Orland police officers were dispatched to the Pilot Travel Center to check the welfare on a subject in a vehicle with juveniles. Officers contacted Amanda Plass-Johnson, 35, who reported her vehicle was disabled. Plass-Johnson was fine and not in need of assistance.
7:26 p.m., Orland police officers were dispatched to a report of a suspicious person knocking on a door at the Parkview Apartments, 415 Fifth Street. Officers checked the area but were unable to locate anybody matching the description.
10:29 p.m., Orland police officers responded to 342 Woodhaven Drive for a report of an unknown man attempting to open the door of a residence. Officers searched the area but were unable to locate anyone or any signs of suspicious activity.
11:13 p.m., Orland police officers responded to 1226 East Street for a report of a possible domestic disturbance. Officers contacted Rito Venegas, 39, and Michelle Asche, 29, of Orland. Both said they were only involved in an argument.
Monday, Feb. 14:
12:24 a.m., on Eighth Street at Trinity Street, an Orland police officer initiated a traffic enforcement stop on a blue 2002 Volvo. The driver, Desirae Shoumounejad, 25, of Orland, was cited for alleged expired registration and no proof of insurance. The passenger, Cheyenne Heavrin, 27, of Orland, was arrested and booked for alleged violation of her felony probation.
7:30 a.m., Orland police officers were dispatched to 819 Newport Avenue for a request for a welfare check. The response was cancelled prior to arrival of the officers because a family member had arrived.
7:55 a.m., an anonymous person turned in a bank card that was found on Maplewood Avenue. The card was booked as found property.
9 a.m., Orland police officers were dispatched to 928 Newport Avenue for a report of a found bicycle. Officers collected the green Chaos bicycle and booked it as found property.
10:31 a.m., Murphy Winston, 54, of Orland, reported suspicious text messages, calls, and emails. Officers provided assistance and documentation for the attempted fraud.
10:53 a.m., Orland police officers were dispatched to a reported hit and run traffic collision. Mark Duff, 52, of Chico, reported he was stopped in his black 2008 Toyota Prius on Sixth Street at the intersection with Walker Street, when a blue 2001 Ford Expedition collided with the rear of the Prius. After a brief verbal exchange, the driver of the Ford fled the scene. The driver was later identified as Christopher Mollenkopf, 48, of Orland, who was subsequently arrested on charges alleging hit and run and driving while unlicensed. Mollenkopf was released on his signed promise to appear and a collision report was taken.
12:19 p.m., Angela Watts, 38, reported damage to her vehicle at the Paigewood Village Apartments. Watts did not have any suspect description and the incident was documented.
2:21 p.m., Victoria Wilson, 31, reported her unlocked 2018 Dodge Durango was rummaged through at 245 East Swift Street but nothing was taken. Wilson requested extra patrol during nighttime.
6:54 p.m., Orland police officers responded to a report of a man and woman in an altercation next to CVS, 869 Newville Road. Officers contacted Marlene Lara, 41, and Patrick Kelley, 30, of Orland. Following an investigation, officers determined there was no altercation and the incident was unfounded.
Frank Edwin Christopher died unexpectedly at the end of January, 2022. He was born in Atlanta, Ga., to Frank Ewart and Mary Ann (Duckett) Christopher on December 28, 1968.
He grew up in Clinton, S.C., and Atlanta, Ga. He was known for his great sense of humor, adventurous spirit, and creative intellect.
He spent his early adulthood in the South as a motorcycle mechanic, truck driver, and caterer. Around 2000, he moved to Chicago, where he started taking physiology classes and began the path to becoming an EMT, graduating valedictorian of his class.
After training with the Chicago Fire Department, he became a paramedic, a career which he continued in New Jersey and California. He had a wide variety of interests and hobbies, such as beekeeping, sustainable farming, cooking and baking, hiking, camping, skiing, earthing, cold water immersion, and mushroom foraging.
He was dedicated to a healthy and spiritual lifestyle. He especially loved the feeling of the presence of a Higher Power that he found in nature.
He had an effusive love for his children and spent as much time as he could with them.
Survivors include his 19-year-old son, Rylan (Shannon Coon, mother); three-year-old daughter, Liana (Sarah Zozaya, mother); paternal aunts Susan Tutt (Charles Tutt), and Joan Quillen; sisters Diane Christopher and Carol Ann Christopher; and many cousins, nephews, and nieces.
A service honoring his life is planned for 11 a.m. on Saturday, March 5, at the CARD Community Center Rose Garden at 545 Vallombrosa Avenue, Chico.
