Orland Post Office videographer was a man with a mission

You may or may not recall this item from the Orland police logs for Saturday, March 12:

“4:12 p.m., Orland police officers responded to a report of a person harassing postal employees at the Orland Post Office, 831 Fourth Street. Officers determined the person was photographing and recording in a public and no crime had been committed.”

At the time, I thought this log entry was mildly interesting, but it wasn’t until today, Thursday, April 21, that I learned that the man involved was part of a larger project. An acquaintance informed me that this man has a sizable collection of videos on YouTube.

Called the “Bay Area Transparency” project, these videos record the reactions by law enforcement officers and other government employees to the man’s attempts simply to take videos on public property.

Regarding the Orland incident, the postal workers didn’t fare so well – but then, by his own admission, the videographer himself came off in his video as excessively grumpy and all-too-willing to escalate the tensions between himself and the postal workers. On the other hand, the videographer had nothing but praise for the responses of Sgt. Kyle Cessna and Officer Kris Fullmore.

The acquaintance who told me of this video theorized that the many years of Tim Crews and The Valley Mirror writing, preaching, and teaching about open meeting laws, public records, media access to events and places of interest to the public, etc., may have had a positive influence on some officials in Orland and Glenn County.

Here are the latest bookings from the Glenn County Jail. Remember: Everyone accused of a crime is presumed innocent until proven guilty in a court of law.

Friday, April 15:

2:23 a.m., Dyllon James Fulgham, 30, of Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 600 North Humboldt Avenue, apt. #218, Willows, by a Glenn County Sheriff’s deputy.

10:58 a.m., Daisy Vasquez-Juarez, 22, of Orland, was booked into the Glenn County Jail on charges alleging false impersonation of another person (a felony). Bail was set at $15,000. She was taken into custody at 115 Walker Street by an Orland police officer.

Saturday, April 16:

10:20 a.m., Brandon Dean Hightower, 26, of Corning, was booked into the Glenn County Jail on charges alleging driving while under the influence of any drug, driving with a license suspended for driving while under the influence, and violation of probation (all misdemeanors). Bail was set at $20,000. He was taken into custody on County Road 16, west of Interstate 5, by a California Highway Patrol officer.

Sunday, April 17:

11:44 a.m., Juan Manuel Herrera, 40, of Orland, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence, battery on a spouse, ex-spouse, date, etc., and possession of a controlled substance (all misdemeanors). Bail was set at $10,000. He was taken into custody at 28 Swift Street by an Orland police officer.

2:34 p.m., John Tommy Moore, 35, of Orland, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody at 745 Paigewood Drive, apt. #45, by an Orland police officer.

5:42 p.m., Krista Janine May, 33, of Willows, was booked into the Glenn County Jail on warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $18,000. She was taken into custody at 664 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

8:09 p.m., Armando Iniguez Robles, 20, of Willows, was booked into the Glenn County Jail on charges alleging reckless driving, and driving without a license (both misdemeanors). Bail was set at zero. He was taken into custody on County Road 39, east of Interstate 5, by a California Highway Patrol officer.

Monday, April 18:

9:15 a.m., Charles Anthony Norman, 60, of Chico, was booked into the Glenn County Jail on warrants alleging failure to appear on a misdemeanor charge, and failure to appear on a felony charge. Total bail was set at $126,000. He was taken into custody at the Butte County Jail by a Glenn County Sheriff’s deputy.

3:55 p.m., Francisco Silva Romero, 46, of Gerber, was booked into the Glenn County Jail on charges alleging giving false identification to a peace officer (a misdemeanor), and failure to update the annual sex offender registration (a felony), a Tehama County Superior Court warrant allegedly resisting or obstructing a public service officer (a misdemeanor), and giving false identification to a peace officer (a misdemeanor), and a Los Angeles County Superior Court warrant touching a person intimately against the person’s will for sexual arousal (a misdemeanor), and indecent exposure (a misdemeanor). Total bail was set at $155,000. He was taken into custody at Walmart, 470 North Airport Road, Willows, by a Glenn County Sheriff’s deputy.

3:55 p.m., Jose Melendes Romero, 54, of Gerber, was booked into the Glenn County Jail on a Tehama County Superior Court warrant alleging failure to appear on a felony charge. Bail was set at $140,000. He was taken into custody at Walmart, 470 North Airport Road, Willows, by a Glenn County Sheriff’s deputy.

Tuesday, April 19:

10:30 a.m., Antone Bostic, 25, of Vallejo, was booked into the Glenn County Jail on a warrant alleging disobeying a lawful order of the court (a felony). Bail was set at $50,000. He was taken into custody at the Solano County Jail by a Glenn County Sheriff’s deputy.

12:18 p.m., Carlo Magno Rivera, 37, of Orland, was booked into the Glenn County Jail on charges alleging misdemeanor violation of probation. Bail was set at $12,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

4:10 p.m., Byron Evan Burrows, 33, of Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence, and violation of probation (both misdemeanors). Bail was set at $10,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

Friday, April 1:

1:44 a.m., on County Road 200 at County Road H, an Orland police officer initiated a traffic enforcement stop on a silver 2003 Ford Focus. Thomas Butler, 27, of Orland, was cited for allegedly driving with a suspended driver’s license.

8:53 a.m., Loretta Dodge, 24, reported a former friend has been harassing her. Dodge was provided with information on obtaining a restraining order.

9:04 a.m., Orland police officers were dispatched to a report of an abandoned quad on East Street at Roosevelt Avenue. The quad was towed by Zips Towing.

11:22 a.m., Orland police officers responded to a report of a traffic collision at Lely’s Pump Company, 211 East Walker Street, involving a black 2020 Honda CRV and a parked white 2019 Ford F350. The Honda driver was taken by ambulance to the hospital.

12:36 p.m., Orland police officers responded to the report of a disturbance in the 800 block of Walker Street. Officers contacted Jose Marmolejo, 28, of Orland. At the request of Marmolejo’s parole agent, Marmolejo was arrested and booked on a parole hold.

3:17 p.m., Deanna Lewis, 58, requested a civil stand-by while her son’s girlfriend removed belongings from the residence at 262 Gable Drive. Officers provided the stand-by without incident.

3:20 p.m., Orland police officers responded to Library Park for a report of an assault involving a baseball bat. Officers contacted Albert Pulido, 52, Richard Hicks, 50, and Jennifer Bracewell, 47, all of Orland. Following an investigation, Bracewell was arrested and booked for alleged assault with a deadly weapon.

5:27 p.m., Milissa Reckley, 31, alleged she was assaulted by her mother, Cindy Miller, 68. Reckley placed Miller under private person’s arrest. Officers took custody of Miller and released her with a notice to appear in court.

7:20 p.m., Orland police officers were dispatched to a report of a suspicious vehicle on Papst Avenue at Stony Creek Drive. Officers were unable to locate the vehicle after an area check. Officers later located a vehicle that matched the description. The driver said he was searching for a friend to give a ride to the store.

11:18 p.m., Orland police officers responded to a report of a vehicle collision on South Street at Papst Avenue. Officers determined Amilcar Lopez-Santiz, 24, of Orland, was driving a blue 2003 Honda Accord east on South Street when he failed to stop at the posted stop sign at the intersection with Papst Avenue before leaving the roadway and colliding with a power pole. Following an investigation, Lopez-Santiz was arrested and booked for allegedly driving while under the influence. Passenger Ivan Jimenez-Luna, 25, was arrested and booked for alleged public intoxication.

Saturday, April 2:

5:03 a.m., Orland police officers responded to a report of a burglary alarm at the Super Shopper convenience store, 1233 East Street. Officers found the front glass door was broken and the business was burglarized. An investigation was initiated.

1:26 p.m., Patrease Fields, 32, reported someone stole a purse, calendar, and social security card from her residence at 817 Newport Avenue.

Sunday, April 3:

12:16 a.m., Orland police officers were dispatched to a report of someone repeatedly honking their horn at the Shasta Garden Apartments, 226 East Shasta Street. Officers contacted Angie Hernandez, 21, of Orland, and determined her vehicle was having mechanical issues, setting off the alarm.

1:11 a.m., an Orland police officer contacted a man who was stumbling on the roadway on South Street at County Road K 1/2. Following an investigation, Juan Mendoza, 40, of Orland, was arrested and booked for alleged public intoxication.

1:22 p.m., Orland police officers responded to a report of a disturbance at 238 East Yolo Street. Officers contacted Susan White, 60, who alleged Amanda Gomes, 33, had been causing a disturbance at the residence but left prior to arrival of the officers. White was provided with options.

5:23 p.m., Orland police officers responded to a report of a woman passed out in a vehicle. Officers contacted Abigail Hawes, 33, and Brandon Heaton, 29, both of Redding. Following an investigation, Hawes was arrested for outstanding warrants out of Glenn County and Yuba City, along with alleged possession of a controlled substance and drug paraphernalia. Heaton was arrested for outstanding warrants out of Glenn County and Sacramento County and for alleged possession of burglary tools. Both were booked into the Glenn County Jail.

7:06 p.m., Orland police officers were dispatched to the Orland Manor Apartments to check the welfare of three juveniles. Officers contacted Patrease Fields, 32, and her three children. Officers determined Fields and her children were safe and did not require any assistance.

Monday, April 4:

4:32 a.m., Orland police officers responded to South Street at Marin Street for a request for a welfare check of a person in a vehicle on the side of the road. Officers contacted Humberto Santana-Cervantes, 44, of Orland, who said he was sleeping and did not require any assistance.

9:34 a.m., Menissa Joseph, 46, of Orland reported her 2012 Honda Civic was vandalized during the night at 226 East Shasta Street. An investigation was initiated.

9:46 a.m., Orland police officers were dispatched to the Orland Carwash, 7 Walker Street, for a report of a vehicle damaged in the automatic carwash. Officers contacted Jacquelin Robles-Jaquez, 26, of Hamilton City, who reported her Jeep Compass was damaged by the automatic carwash. The matter was determined to be a civil issue and Robles-Jaquez was advised regarding the civil process.

12:58 p.m., Orland police officers were dispatched to a request for a civil stand-by. Officers stood by while Summer Laymon, 28, of Orland retrieved personal belongings from the residence in the 200 block of Gable Drive.

3:23 p.m., Orland police officers responded to a report of a haybale that had fallen in the roadway. Officers found the haybale on the shoulder on Highway 32, east of Linwood Drive, and not obstructing the traffic lane.

5:26 p.m., Orland police officers responded to a location of on East Tehama Street for a report of a child making suicidal comments. Following an evaluation, the child was detained on a mental health hold and transported to meet with Glenn County Mental Health personnel.

Tuesday, April 5:

12:23 a.m., Orland police officers responded to the report of a burglary alarm activation at the Eagles Hall, 6381 County Road 200. Officers located an opened door and searched the building. Officers were unable to locate anyone inside or any signs of a burglary.

1:39 a.m., an Orland police officer contacted Daryl Woolford, 44, of Chico, who was lying next to the sidewalk on Ninth Street at Frances Lane. Following an investigation, Woolford was allegedly found to be in possession of drug paraphernalia. The paraphernalia was collected for destruction and Woolford was released with a warning.

2:06 a.m., on Sixth Street at Walker Street, an Orland police officer initiated a traffic enforcement stop on a red 2008 Mazda C-X9. Amaro Ramos, 62, of Orland, was cited for allegedly driving while unlicensed.

3:59 a.m., Orland police officers responded to check the welfare of a possibly suicidal woman in a black Lincoln Navigator, apparently in the area of the Shasta Garden Apartments, 226 East Shasta Street. Officers searched the area and were unable to locate the vehicle or the woman. Officers later contacted the woman, who declined needing assistance and did not meet criteria for a mental health detention.

7:44 a.m., Orland police officers responded to the Orland Inn, 1052 South Street, for a report of an unresponsive male. Officers provided assistance until no longer needed.

11:31 a.m., Orland police officers were dispatched to 1001 Sixth Street for a requested civil stand-by. Officers provided the stand-by while Bob Moore, 80, of Orland, retrieved personal belongings from Theo Cowan, 51, of Orland.

12:33 p.m., an anonymous resident turned in to the Orland Police Department found suspected drugs. The suspected drugs were booked for destruction.

1:30 p.m., Orland police officers responded to Mill Street School for a report of a suspicious man hanging around the school, trying to talk to children. Officers searched the area but were unable to locate the man.

2:44 p.m., Orland police officers were dispatched to a report of a man who was aggressively panhandling at 35 East Walker Street. Officers contacted Jacob Stanton, 31, who stated he was stranded in Orland. Stanton was told of the complaint and provided with a bus pass for the Glenn Ride.

4 p.m., Erika Carlos, 40, of Orland, reported her son, Haim Hernandez, 16, had run away to Chico. Hernandez was already entered as a missing juvenile and the new information was forwarded to the Chico Police Department to attempt to contact him.

7:05 p.m., Connie Boone, 77, of Orland, called regarding a missing cell phone. Boone requested documentation and nothing further by the department.

7:48 p.m., Orland police officers responded to a report of a suspicious vehicle at CVS Pharmacy, 869 Newville Road. Officers located and stopped the 2007 Toyota Camry for expired registration. Following an investigation, officers determined the other occupants of the Toyota had just robbed the CVS of prescription medication and cash, and fled the area on foot. The other suspects were located nearby and detained. Noel Diaz, 18, Roshawan Troupe, 20, and a 16-year-old boy, all of Sacramento, were arrested on charges alleging robbery, conspiracy to commit robbery, and being accessories to robbery. Troupe and Diaz were booked into the Glenn County Jail, while a Glenn County probation officer took custody of the juvenile.

Wednesday, April 6:

10:25 a.m., Orland police officers were dispatched to a report of an abandoned vehicle in the 200 block of East Mill Street. Officers located and marked the silver 2005 Volkswagon Jetta for abatement.

10:33 a.m., Orland police officers were dispatched to 819 Newport Avenue to check the welfare of Lucinda Frazier, 72, of Orland. Officers were not able to contact Frazier.

2:49 p.m., Orland police officers were dispatched to 906 Almond Way for a report of a trespasser. Officers contacted Erick Haener, 33, of Orland, who was admonished for alleged trespass at the request of the property owner, Billy Waters, 54, of Nevada.

9:01 p.m., Orland police officers responded to the report of a man walking in the road and yelling profanity. Officers contacted Michael Allan, 60, of Orland, on Third Street at Mill Street. Following an investigation, Allan was arrested and booked on charges alleging being under the influence of a controlled substance and violation of parole.

10:33 p.m., Murphy Winston, 54, called to report his landlord was being too loud. Winston requested documentation only and was provided with information.

10:52 p.m., Balwinder Bains, 60, of Orland, reported a suspicious vehicle had parked behind her residence and someone shined a flashlight into her backyard in the 100 block of Third Street. Bains requested documentation of the incident.

Thursday, April 7:

8:54 a.m., Orland police officers were dispatched to the 200 block of Eighth Street for a report of indecent exposure. Officers contacted Paris Townsend, 58, of Orland, who stated he had only been adjusting his pants. Townsend was admonished for his behavior at the request of the caller.

9:41 a.m., Orland police officers were dispatched to Bryant Street at Papst Avenue for a report of a woman walking a dog, with a man on a bicycle who appeared to be following her. Officers contacted the woman, who stated the man was her husband.

11:51 a.m., Orland police officers responded to assist the Glenn County Sheriff’s Office with a report of a person stealing mail from mailboxes in the area of County Road 7 at County Road FF. Officers located a vehicle matching the description and determined it was an Amazon delivery driver in a personal vehicle.

12:38 p.m., Orland police officers were dispatched to 125 Fourth Street for a report of a suspicious vehicle. Officers contacted Mathew Templeton, 28, of Orland, who stated he was having mechanical problems and agreed to move the vehicle.

4:49 p.m., Orland police officers responded to the Butte College Glenn County Center, 604 East Walker Street, for a report of a cold sexual assault. An investigation was initiated.

5:02 p.m., Orland police officers were dispatched to the report of a non-injury collision on Sixth Street at Tehama Street. Officers contacted both involved parties, who said they had exchanged information and did not require assistance.

5:06 p.m., Orland police officers responded to a report of a verbal disturbance at 1201 Papst Avenue. Officers contacted Richard Villalobos, 53, who alleged his daughter, Monica Villalobos, 21, came to his residence, causing a disturbance. Richard Villalobos requested documentation only.

8:17 p.m., Orland police officers were dispatched to Orland Liberty Food and Gas, 506 Sixth Street, for a report of a fake bill. Officers checked and found the $100 bill to be real.

10:27 p.m., the Orland Police Department was contacted by Jack Wasenius, 61, of Orland, who reported several people were trespassing on the property at 900 Newville Road (the former Berry Patch Restaurant). Officers contacted James Carpenter, 34, of Santa Cruz. He was arrested and booked for two misdemeanor El Dorado County warrants and cited on a third warrant out of Santa Cruz.

10:32 p.m., Orland police officers responded to a report of a possible explosion near the Blue and White Laundry, 1018 South Street. Officers contacted Dylon Wagoner, 28, of Orland, and determined his motorcycle was backfiring.

Friday, April 8:

8:05 a.m., Orland police officers responded to a report of a non-injury traffic collision on Walker Street at First Street. Officers found both parties already exchanged information and didn’t require assistance.

9:47 a.m., Orland police officers responded to report of a suicidal subject at 817 Newport Avenue. Officers contacted a 45-year-old man who requested to speak to mental health. The man was transported to Glenn County mental health.

10:47 a.m., Orland police officers were dispatched to 226 East Shasta Street to check the welfare of Linda Oaks, 78. Oaks said she was not in need of any assistance.

12:54 p.m., Orland police officers were dispatched to the report of a man looking into cars on East Street at Shasta Street. Officers searched the area, but were unable to locate the man.

6:56 p.m., Orland police officers were dispatched to conduct a welfare check on a juvenile who was possibly in Orland. Officers determined that the people in question were actually in Yreka and not Orland.

8:40 p.m., Orland police officers responded to a report of a disturbance at 262 Bryant Street. Officers contacted Jose Santos, 57, of Orland, who stated his son, Armando Garcia, 28, was yelling at him over missing property. Garcia and Santos did not state what the property was and both men separated for the night.

8:56 p.m., Orland police officers responded to a report of a hit and run collision in the 300 block of Suisun Street. Scott Fleharty, 51, reported an unknown white pickup collided with his fence and travel trailer while traveling south in the alley. Officers contacted Cindy Dupee, 60, who reported the vehicle had also collided with her fence prior to fleeing the area.

Saturday, April 9:

12:01 a.m., on Newville Road at Commerce Lane, an Orland police officer issued a parking cite to a blue 1994 Honda Accord for expired registration.

11:14 a.m., Cynthia Miller, 68, requested information on her restraining order. Miller was provided with the information.

3:45 p.m., Orland police officers responded to a report of a verbal disturbance at 745 Paigewood Drive. Officers contacted Alisa Chambers, 40, and John Moore III, 35, both of Orland. Both parties said that the disturbance was verbal only. After further investigation, a report was taken to be forwarded to Child Protective Services.

9:28 p.m., Orland police officers were dispatched to a reported non-injury traffic collision at the Pilot Travel Center, 4444 Commerce Lane. Officers contacted Edward Opferman, 58, of Lake Isabella, who was driving a Schneider truck that collided with a parked Peterbilt. Officers assisted the parties exchange information.

10:15 p.m., Orland police officers were dispatched to an anonymous report of loud music at 1320 Brookside Drive. Officers contacted the homeowner, who was told of the complaint and agreed to turn the music down.

10:35 p.m., Orland police officers responded to the report of an open door at a closed business (Aunties Attic, 412 Walker Street). Officers checked the business and found no one inside or anything suspicious. Officers were unable to contact the responsible party and a message was left.

Sunday, April 10:

12:42 a.m., the Orland Police Department received a report of an alarm sounding at the Glenn County Office of Education’s Glenn Success Square, 131 East Walker Street. The building was checked and everything was locked with no signs of entry.

1:10 p.m., Orland police officers responded to a report of a disturbance on East Shasta Street. Officers contacted Oswaldo Mendoza, 20, of Clearlake, and Jesselle Lopez-Mendoza, 19, of Orland, who said they were in an argument and didn’t need assistance. Both parties were counseled and told of the complaint.

5:04 p.m., Orland police officers responded to a report of loud music at 823 Watts Avenue. Officers contacted the homeowner, who was told of the complaint and agreed to keep the music down.

9 p.m., Orland police officers responded to a report of a suspicious person who took a fire extinguisher from the Orlanda Inn Motel, 827 Newville Road. Officers searched the area but no one was located.

9:29 p.m., Jennifer Bracewell, 47, reported a person was following her and told her he had just been released from jail. At Library Park, officers contacted Jose Marmolejo, 28, who was told of the complaint and asked to stop following people.

10:36 p.m., the Orland Police Department received a report of an alarm at Orland High School. Officers checked the building and found everything secure with no signs of entry.

Monday, April 11:

2 a.m., Orland police officers responded to a report of a suspicious circumstance in the 100 block of East Yolo Street. Officers contacted V.C. Williams, 91, who reported someone was inside his attic. Officers checked the residence and determined no one was in the attic.

4:45 a.m., on Highway 32 at County Road N, an Orland police officer initiated a traffic enforcement stop on a gray 2020 Honda Fit. Davey Heller, 36, of Cottonwood, was cited for allegedly speeding.

8:08 a.m., Orland police officers responded to a report of a possible deceased person. Officers located a deceased 54-year-old man in the residence in the 1100 block of Eighth Street. An investigation was initiated and turned over to the Glenn County Coroner.

10:05 a.m., Orland police officers responded to a report of an alarm activation at Bless Your Heart Mercantile, 701 Fourth Street. Officers checked and found the business was secure with no signs of entry.

4:21 p.m., Orland police officers were dispatched to the Orland Police Department lobby for a report of a cold traffic collision. Officers contacted Duniexky Castaneda, 45, of Orland, who requested a police report for a cold non-injury collision. Officers advised Castaneda the incident would be documented and recommended he contact his insurance provider.

4:31 p.m., Orland police officers were dispatched to contact Teresa Manning, unknown age, of Corning, regarding a minor traffic collision that occurred earlier in the day in the Burger King drive-thru. Officers attempted to contact Manning by phone, but she did not answer.

4:43 p.m., Citlaly Davila-Lopez, 36, reported she was concerned that her children had access to firearms at their father’s house and requested documentation. Officers contacted Alejandro Cuevas, 42, who was told of the complaint and counseled on firearm safety.

6:19 p.m., Orland police officers were dispatched to a report of a man causing a disturbance and possibly under the influence of drugs at Sav-Mor market, 35 East Walker Street. Officers contacted Jose Marmolejo, 28, of Orland. Following an investigation, Marmolejo was arrested and booked on charges alleging possession of a controlled substance and violation of parole.

6:36 p.m., Orland police officers responded to a report of a domestic disturbance in the 200 block of Plumas Street. Officers contacted Nicholas Velasquez, 38, and Bernadett Pascua, 30, both of Orland. Both parties said they were only involved in an argument and agreed to separate.

10:13 p.m., Orland police officers responded to a report of a juvenile who left his apartment at 745 Paigewood Drive. Officers contacted Alisa Chambers, 40, of Orland, who stated her 12-year-old son left the residence without permission. Chambers called back shortly after and stated her son returned home.

10:14 p.m., Orland police officers were dispatched to a noise complaint for loud music at the Shasta Garden Apartments. Officers checked and found the neighborhood quiet on arrival.

Tuesday, April 12:

3:46 a.m., Orland police officers were dispatched to a report of a needle on the sidewalk on Jacquelyn Drive. Officers collected the needle for disposal.

8:58 a.m., Orland police officers responded to a report of a suspicious vehicle in a vacant field in the 800 block of Newport Avenue. Officers contacted Neil Manos, 45, of Chico, and Elisa Coon, 47, of Willows. Both parties were admonished for alleged trespass and released.

9:27 a.m., Orland police officers responded to a report of an elderly female who had fallen in the 1300 block of Edith Circle. Officers provided assistance until no longer needed.

11:29 a.m., Levi Byerly turned in a cell phone he found back in October of 2021 at Safeway on Mangrove Avenue in Chico.

1:13 p.m., V.C. Williams, 91, came to the Orland Police Department to report an ongoing issue with unknown people entering his residence without his permission. Williams requested documentation only at this time.

3:25 p.m., Orland police officers responded to the report of a man refusing to leave the property at 633 East Street. Officers contacted Robert McDonald, 33, of Orland. McDonald was told of the complaint and given a trespassing admonishment from the property.

3:35 p.m., officers were contacted by Edward Changus, 77, of Orland, who reported that he collided with a concrete post in the Sav-Mor parking lot on April 11. At his request, officers documented the collision and provided collision information to Sav-Mor management.

4:10 p.m., Orland police officers were dispatched to the 300 block of Byron Way for a report of a juvenile not going to school. Officers contacted Rosa Diaz, 32, and her 9-year-old daughter. The child was counseled and the incident was documented.

6:03 p.m., on South Street at Marin Street, an Orland police officer initiated a traffic enforcement stop on a silver 2002 Toyota sedan. Randy Velasquez, 22, of Orland, was arrested and booked for two misdemeanor warrants.

10:29 p.m., on Walker Street at Fifth Street, an Orland police officer initiated a traffic enforcement stop on a blue 2002 Volkswagen Jetta. Following an investigation, Pedro Castro-Guzman, 22, and Guadalupe Molinero, 20, both of Orland, were arrested for alleged possession of a concealed firearm within a vehicle. Ulises Martinez-Galvin, 21, of Orland, was arrested for a misdemeanor Glenn County arrest warrant. All three were booked into the Glenn County Jail.

Wednesday, April 13:

9:28 a.m., Orland police officers were dispatched to the 1000 block of South Street for a report of a woman in a U-Haul truck acting strange and accusing people of following her. Officers checked the area, but the U-Haul truck was gone prior to their arrival.

10:12 a.m., Orland police officers responded to the 100 block of East Walker Street for a report of a woman having shortness of breath and chest pains. Officers provided assistance until no longer needed by fire personnel.

11:13 a.m., Orland police officers responded to Lely Aquatic Park for a report of a man walking around the playground of the park, which the reporting party believed to be suspicious. Officers contacted Alvaro Torres, 39, of Orland, who said he was walking around, waiting for his ride. Torres was picked up and left the park.

11:54 a.m., Orland police officers were dispatched to check the welfare of two children, ages 11 and 12, who were serving an at-home suspension at the Paigewood Village Apartments, 745 Paigewood Drive. Officers checked the children and found them to be fine and not in need of assistance.

5:26 p.m., Orland police officers responded to a 911 hang-up in the 200 block of Plumas Street. Officers contacted Bernadett Pascua, 30, who said she and Nicholas Velasquez, 38, were in an argument over childcare. Officers mediated the disagreement. Both agreed to separate for the evening.

Thursday, April 14:

4:38 a.m., Orland police officers responded to a report of a shoplifting that just occurred at the Pilot Travel Center, 4444 Commerce Lane. Officers contacted employees who reported two Hispanic men entered the business and stole an 18-pack of unknown beer. A witness stated the suspects fled south on Interstate 5 in a gold-colored Honda prior to calling law enforcement.

10:05 a.m., Orland police officers were dispatched to the 600 block of East Street for a report of a semi-truck that was parked off the truck route, blocking a driveway. Officers contacted the driver who was warned and agreed to move the truck.

10:49 a.m., Orland police officers responded to the request for a civil standby at 262 Gable Drive. Officers remained on scene until no longer needed.

2:41 p.m., Orland police officers responded to a report of a non-injury collision on Sixth Street at South Street. Officers contacted Roberto Alvarez, 56, and Frank Reimann, 76, both of Orland. Officers assisted both parties exchange information.

11:53 p.m., Orland police officers were dispatched to a report of two men yelling in front of the apartment complex at 203 East Tehama Street. Officers were told by a neighbor that the males left prior to arrival of the officers. Officers did not hear a disturbance and attempted contact at the apartment, but there was no answer.

Friday, April 15:

12:05 a.m., on Walker Street at Third Street, an Orland police officer initiated a traffic enforcement stop on a silver 2006 Toyota. Antonio Arista, 21, of Orland, was cited for allegedly driving without headlights during darkness and driving while unlicensed.

1:32 a.m., Orland police officers responded to a report of a woman being held against her will in the 900 block of Woodward Avenue. Officers contacted the woman, who said she was fine and not in need of assistance. The incident was unfounded.

8:20 a.m., Maria Gomez reported her 15-year-old daughter was refusing to go to school and follow her rules. Officers mediated the situation and a social worker contacted the family.

10:40 a.m., on Third Street at Colusa Street, an Orland police officer conducted a traffic enforcement stop on a grey 2005 Honda Civic. Following an investigation, Daisy Vasquez-Juarez, 22, of Orland, was arrested and booked for alleged false impersonation.

1:50 p.m., Orland police officers responded to Rennat Way for a report of a verbal disturbance. Officers contacted Cynthia Miller, 68, and Milissa Reckley, 31, both of Orland, who reported that they were involved in a verbal altercation. Officers counseled Miller and Reckley and provided them with information regarding evictions and restraining orders.

4:10 p.m., Orland police officers responded to a report of a vehicle vs. bicycle traffic collision in the 1500 block of Railroad Avenue. Officers contacted Daniel Gibson, 37, of Orland, who reported he was leaving the parking lot of a business while driving his 2019 GMC Sierra. He headed east across Railroad Avenue. Sandra Fuentes, 33, of Orland, was riding her bicycle north on Railroad Avenue, when the front of Gibson’s vehicle collided with her. Fuentes was transported by ambulance for further evaluation and treatment of her injuries and a report.

5:15 p.m., Orland police officers were dispatched to a report of a traffic collision at Sav-Mor market, 35 East Walker Street. Officers contacted Jasmine Soto, 18, who reported she was driving a white 2006 Acura west on East Walker Street and rear-ended a gold 2004 Nissan driven by Rafael Pompa-Esquivel. Officers assisted both parties exchange information.

6:36 p.m., Orland police officers were dispatched to a report of a traffic collision on County Road M 1/2 at County Road 13. Officers contacted Kyle Pendergrass, 18, of Orland, who reported his 2000 Toyota Camry suffered a mechanical defect, causing his vehicle to hit the bridge.

9:05 p.m., Orland police officers responded to a report of shots or fireworks heard in the area of Harryman Street at Rennat Way. Officers checked the area but were unable to locate any disturbance or signs of fireworks.

10:06 p.m., Orland police officers responded to a 911 hang-up at the Black Butte Mobile Home Park, 6386 County Road 200. Officers determined that there was no need for medical or police assistance.

Saturday, April 16:

12:09 a.m., Orland police officers were dispatched to check the welfare of Sydney Sellers, 25, and a juvenile, at 928 Woodward Avenue. Sellers said the child was well and visiting a relative. Sellers said she was well and not in need of assistance.

12:45 a.m., Orland police officers were dispatched to the 100 block of South Street to check a residence with a homeowner who left the home unlocked. Officers and the resident found nothing unusual.

4:34 a.m., Orland police officers were dispatched to the 100 block of Fourth Street for a report of a man and woman arguing in the area. Officers checked the area but were unable to locate the people.

9:07 p.m., Orland police officers were dispatched to complaints of loud music in the 200 block of Gable Drive. Officers contacted the residents, who were told of the complaint. The music was turned off.

10:30 p.m., Orland police officers assisted the Glenn County Sheriff’s Office with a noise complaint on Third Street in Hamilton City.

11:55 p.m., the Orland Police Department received a report of a traffic collision in the parking lot of Pilot Travel Center . Officers arrived and found the parties had already exchanged information.

Sunday, April 17:

12:19 a.m., Orland police officers were dispatched to a complaint of loud music in the 100 block of East Mill Street. Officers found the area quiet on arrival. The residents were told of the complaint.

11:41 a.m., Orland police officers responded to the report of a disturbance in the area of 28 Swift Street. Officers contacted Celia Garza, 35, and Juan Herrera, 40, both Orland. Following an investigation, Herrera was arrested and booked on charges alleging domestic violence, violating a served restraining order, and possession of a controlled substance.

2:14 p.m., Orland police officers responded to the report of a disturbance at the Paigewood Village Apartments. Officers contacted Alisa Chambers, 40, and John Moore, 35, both of Orland. Following an investigation, Moore was arrested and booked for allegedly being under the influence of a controlled substance.

3:18 p.m., Orland police officers were dispatched to a report of a parking violation in the 200 block of East Walker Street. Officers checked and found the vehicle had already departed the area.

3:25 p.m., Orland police officers were dispatched to a report of loud music in the 200 block of Gable Drive. Officers contacted the resident, who was told of the complaint and agreed to keep it down.

11:06 p.m., Trudy Kennedy reported that her blanket and sleeping foam had been stolen during the day in the area of the First Christian Church, 635 A Street. Kennedy did not have any suspect information and requested the incident be documented.

11:30 p.m., Orland police officers were dispatched to a report of loud music in the 900 block of Winterpine Drive. Officers contacted the resident, who was told of the complaint and agreed to turn the music down.

11:53 p.m., the Orland Police Department, was contacted by Glenn County Sheriff’s deputies after they responded to a report of an assault victim at Glenn Medical Center. Deputies contacted Pedro Cuin, 24, of Willows, who said he was assaulted at a family member’s residence in Orland but declined to file a police report. Cuin requested documentation because his ankle monitor had been unplugged during the incident.

Monday, April 18:

6:25 a.m., Orland police officers were dispatched to a report of trespass and illegal dumping at the Paigewood Village Apartments. Officers contacted Sylvia Abrego, 41, who was admonished and counseled.

2:09 p.m., Orland police officers responded to the report of an unknown man causing a disturbance inside the U.S. Bank, 32 East Walker Street. Officers contacted the branch manager, who said the man had been upset inside the business, caused a disturbance, and left prior to arrival of the officers.

2:31 p.m., in the 900 block of Third Street, an Orland police officer issued a parking citation to a red 2006 Acura TL for improper parking.

3:10 p.m., at Taco Bell, 1179 Hoff Way, an Orland police officer initiated a traffic enforcement stop on a white Mini Cooper Countryman. Jesus Cortes Vasquez, 29, of Orland, was cited for alleged illegal window tint and no proof of registration.

8 p.m., Orland police officers were dispatched a report of a possible theft in the 100 block of Chapman Street. Following an investigation, officers determined that no theft had occurred. An information report was taken and forwarded to Adult Protective Services.

9 p.m., Lolita Jacobson, 41, of Orland, reported her brown 1990 Honda Accord was stolen on Dec. 24, 2020. A report was taken and the vehicle was entered into the stolen vehicle system.

Orland felons arrested in Redding

An Orland couple, both felons, were arrested in Redding early Monday morning on charges alleging possession of a firearm by a felon, and possession of a stolen vehicle.

According to the Redding Police Department, at about 12:52 a.m. on April 18, Redding police officers spotted a vehicle that had previously been reported stolen, traveling on Friendly Road near Dana Drive.

An enforcement stop was conducted, and officers contacted the driver, Joseph Broussard, 41, and the passenger, Vanessa Garcia, 40. At least as recently as March of 2021, both Broussard and Garcia were living at the same address on County Road 18 near Orland.

The stolen firearm allegedly found in the Malibu occupied by Broussard and Garcia.

The vehicle was searched and a stolen loaded .22 caliber firearm was located near the front center console, where both Broussard and Garcia could access it.

Due to Broussard and Garcia being in possession of a stolen vehicle, a stolen firearm, and both being convicted felons, which prohibits them from owning and/or possessing firearms, they were arrested and booked into the Shasta County Jail.

According to the Shasta County Jail, Broussard was booked on charges alleging carrying a loaded firearm on his person or in a vehicle in a public place (a misdemeanor), receiving stolen property (a misdemeanor), possession of a firearm by a felon (a felony), and carrying a concealed weapon in a vehicle (a misdemeanor).

Broussard’s bail was set at $10,000.

Vanessa Garcia, 40

Garcia was booked on the same charges, but her bail was set at $35,000.

This is not the only time Broussard and Garcia were arrested together. On Jan. 15, 2018, they were arrested together right here in Glenn County.

On that date, a report was received that two people just left Walmart and went south on Interstate 5 in a silver Chevrolet Malibu, with a cart full of merchandise.

The Chevy was found at Highway 99 and County Road by former Deputy Branson.

Deputy McIntyre contacted Walmart and determined that some of the items had been left behind in a cart. The total value of the items was over $950.

Broussard and Garcia were both arrested and booked on charges alleging burglary, grand theft, conspiracy, and other charges.

The incident at the top of this report was also not the first Shasta County arrest for Broussard. In March of 2019, he entered a no-contest plea to possession of a controlled substance (a misdemeanor).

Over the years, law enforcement officers from all over the Sacramento Valley have had numerous encounters, both criminal and non-criminal, with Broussard and Garcia.

Here are some more selected incident reports from early February, as provided by the Glenn County Sheriff’s Office.

Friday, Feb. 4:

5:54 a.m., deputies responded to the intersection of North Humboldt Avenue and West Wood Street regarding a traffic collision. Deputies arrived on scene and met with the involved parties. Rogelio Donasco of Bakersfield said he was driving a 2016 Chevrolet Silverado with a U.S. government plate west on West Wood Street and a vehicle collided with him. Jazzmin Kelly of Willows said she was driving her 2020 Hyundai Ioniq north on North Humboldt Avenue and had a green light. Deputies spoke with witnesses who said Kelly had a green light and was driving through the intersection when Donasco collided with Kelly’s vehicle. Deputies were able to help with an exchange of information for the involved parties.

9:49 a.m., nurse Erik Vargas at Glenn Medical Center contacted the Glenn County Sheriff’s Office and reported the expected death of Barbara Felix, 91, of Willows. The decedent suffered from a pre-existing medical condition and entered comfort care on January 3. Next of kin Gladys Coombs was present at the time of death. The decedent was later released to the care of Brusie Funeral Home out of Chico.

12:44 p.m., Deputy Goodwin responded to Interstate 5, north of the County Road 25 overpass, for the report of a vehicle rollover with an occupant possibly ejected. Deputy Goodwin arrived on scene where off-duty medical staff was performing lifesaving efforts on Eldon Edward McGowan, 64, of Lower Lake. Orland Fire Department and Westside Ambulance personnel responded to the scene. The man was pronounced deceased at the scene. The CHP conducted a collision investigation. The decedent released to the care of Sweet-Olsen Family Mortuary of Orland.

8:17 p.m., deputies were dispatched to 6118 County Road 8 for a loud music complaint. Deputies responded and contacted a man who identified himself as “Javier”. Deputies found the residence quiet on arrival and told “Javier” of the complaint. Deputies were later detailed again to 6118 County Road 8 for another loud music complaint. Deputies contacted the reporting party, David Johnson, who wished to pursue criminal charges. Deputies contacted “Javier,” who later identified as Diego Javier Alcantara Sanchez. Sanchez was contacted and placed under arrest public intoxication and other charges.

Saturday, Feb. 5:

1:46 p.m., Tennelle Curiel of Willows reported she was at the Valley Car Wash, 1261 West Wood Street, Willows, and was just in a verbal dispute with a white male adult who was in possession of her son’s stolen property. Curiel said she got the property back and the man walked west on Wood Street. Curiel had originally reported the theft of her son’s backpack and Chrome Book on February 3. Deputy Goodwin contacted Curiel, who said the man was last seen walking north on North Humboldt Avenue. Deputy Goodwin contacted the man in the Subway parking lot. The man was later identified as James Moore of Willows. During the investigation, Moore allegedly resisted and was taken into custody. Curiel signed a citizen’s arrest form to pursue criminal charges against Moore. Moore was transported to the Glenn County Jail, where he was booked.

11:50 p.m., deputies were dispatched to a request for an area check for a man knocking on a house window at 312 French Street in Willows. Deputies conducted a check of the area and found Roberto Cardenas, 30, at 335 French Street. Cardenas allegedly showed objective signs and symptoms of being under the influence of a controlled substance. Deputy Tuma conducted an evaluation and determined Cardenas was allegedly under the influence of a central nervous system stimulant. Cardenas was determined to not be able to care for himself and was placed under arrest. He was transported to the Glenn County Jail, where he was released to jail staff for booking, to be released when sober.

Sunday, Feb. 6:

7:22 a.m., Deputy Thompson was dispatched to a report of a theft from Walmart. The deputy contacted store employees, who reported an unknown person had taken about $10,000 worth of electronic merchandise from a locked cabinet before leaving the store property in a sedan, south on Interstate 5. Deputies checked the area but were unable to locate the suspect vehicle. Deputies initiated an investigation.

10:11 a.m., deputies responded to a report of a single vehicle rollover on Highway 162 near County Road 302. The single occupant was transported from the scene by the Enloe FlightCare helicopter. Deputies assisted the CHP until no longer needed.

11:05 a.m., Deputy Thompson was dispatched to a report of a possibly deceased man in room #102 at the Baymont Inn, 199 North Humboldt Avenue, Willows. Deputies and emergency medical personnel responded to the scene and later pronounced the death.

6:54 p.m., Leland Sisk contacted the sheriff’s office, reporting Byron Burrows was on his property at 3600 County Road 305, lot #17, Elk Creek, in violation of a served criminal protective order. Deputy Tuma was dispatched. Deputy Tuma contacted Burrows in the front of yard of the residence and placed him under arrest. Burrows was transported to the Glenn County Jail, where he was released to jail staff for booking.

9:26 p.m., Willie Beavers of Willows called and reported he was walking on Birch Street, near South Lassen Street, in Willows, when he was struck by a white Chevrolet truck. Beavers declined any medical attention. He described the vehicle as a white Chevrolet truck with a “Willows Scramblers” sticker in the back window. Deputies were able to locate a vehicle matching the description given by the victim, but it was parked and unoccupied.

Monday, Feb. 7:

12:49 p.m., the Butte County Sheriff’s Office requested the Glenn County Sheriff’s Office contact a person regarding a next of kin notification. Deputy Ayres contacted the person, found that he was a close friend, not family, and was aware of the decedent passing. This person gave the deputy contact information for a possible next of kin. This information was forwarded. The deceased was Joyce Huenneke Bowles of Orland.

3:10 p.m., Amanda Marshall, a registered nurse from Willows Care Center, reported the expected death of Maurice Angvall, 92, of Chico. The decedent suffered from several pre-existing illnesses and had been under hospice care since Jan. 3. Family members were present at the time of death. Nicole Angvall (wife) was identified as the next of kin and notified by Enloe Hospice staff. Deputy Sanzone called and left voicemail for Angvall. The decedent was released to the care of the Neptune Society of Chico.

5:33 p.m., Sergeant Draper responded to 6155 Highway 162 in Willows for the report of a domestic disturbance at space #18. Upon arrival, contact was made with all involved parties. During the investigation, it was found Michael Perez had allegedly battered a confidential victim. Perez was taken into custody for alleged felony domestic battery. Upon a search incident to arrest of Perez’s person, he was found to allegedly be in possession of suspected heroin. Perez was transported and booked into the Glenn County Jail.

6:15 p.m., Sergeant Draper contacted Laura Alcarez at 6155 State Route 162, sp. #18, during a call for service. Glenn County Communications reported Alcarez had a confirmed misdemeanor warrant out of Glenn County. Alcarez was arrested, transported, and booked into Glenn County Jail.

6:43 p.m., Justin Barnes reported a male driver in a gray sedan had attempted to run his girlfriend and juvenile daughter off the road. Barnes said the grey sedan was now parked at a residence near his residence. Deputies responded to South Sacramento Street, Willows, and contacted Barnes’s girlfriend, Danielle Amundson. Amundson said she was driving back home with her juvenile daughter in the back seat of her Jeep. Amundson said an unknown man in a gray sedan ran a red light at the intersection of Tehama and Wood Streets before following her too closely as she drove. Amundson said the man was driving erratically and pulling up next to her and braking. Amundson and her juvenile daughter were both afraid as the man followed them closely to their residence. Amundson was able to lose the man and left the area to safety until Barnes was able to respond to her location. The grey sedan was discovered to be a Chevrolet Malibu and was parked in front of 310 South Sacramento and was registered to Cole Entz of Willows. Deputies contacted Entz, who reportedly blamed his driving on his autism and initially agreed he should not be allowed to be on the road. Entz then denied any knowledge of any incident. Amundson wished to pursue criminal charges and signed a citizen’s arrest form. Entz was ultimately placed under arrest.

Tuesday, Feb. 8:

12:17 p.m., Matt Taylor reported a person being in the backyard of a property he should not have been at and this person throwing items around. Deputy Ayres located Andy Saechao’s motorcycle parked in the alley behind this residence at 141 North Crawford Avenue, Willows, and Saechao in the backyard near a shed. After an on-scene investigation, Saechao was determined to allegedly be under the influence of a controlled substance. He was arrested and his motorcycle that was blocking alley access was towed from scene by L&T Towing. Saechao was booked into the Glenn County Jail.

12:30 p.m., the Glenn County Sheriff’s Office received a report of inappropriate, sexual contact between two juveniles that occurred at Willows High School during the weekend of Feb. 4 to Feb. 7. Deputy Sanzone responded and initiated an investigation report.

3:08 p.m., Herb Weems of Glenn reported the theft of a solar panel off an agriculture well in the area of County Roads 34 and W. Sometime in the last two weeks or so an unknown suspect removed a solar panel from the well and stole it. Weems estimated the cost of replacing the panel at $1,200. Weems may possibly report the theft to his insurance provider. Investigation continuing.

Wednesday, Feb. 9:

12:43 a.m., while on routine patrol, Deputy Chavez observed a vehicle parked in the Hamilton City High School parking lot. Deputy Chavez contacted Luis Polino-Hernandez and Adolfo Polino. A records check confirmed three Butte County warrants. Polino was arrested for the warrants, drug, and weapons offenses. Polino was transported to the Glenn County Jail and was booked by jail staff.

2:17 a.m., Howard Graff contacted the Glenn County Sheriff’s Office to report his mother-in-law, Gloria Cagle, was possibly deceased. Westside Ambulance and Orland Fire personnel responded to 6551 Krisko Court, Willows, and performed life-saving measure but were unsuccessful. Deputy Chavez responded and pronounced Cagle deceased. Cagle’s daughter, Gloria Graff, was present at the time of her death. Deputy Chavez initiated a death investigation.

7:14 p.m., while on routine patrol, Deputy Chavez observed Noah Coats of Orland, whom he recognized from previous contacts, walking in the Walmart parking lot. Deputy Chavez requested Glenn County Communications conduct a records check. Communications confirmed a no-bail warrant. Coats was placed under arrest and transported to the Glenn County Jail, to be booked by jail staff.

8:48 a.m., Brittany Irene Emery, 31, of Willows, was booked into the Glenn County Jail on a warrant alleging failure to appear on a felony charge. Bail was set at $165,000. She was taken into custody at 408 Pacific Avenue, Willows, by a Glenn County Sheriff’s deputy.

12:42 p.m., Michael Anthony Perez, 28, of Willows, was remanded to the Glenn County Jail on charges alleging resisting or obstructing an executive officer (a felony). Bail was set at $25,000. He was taken into custody at the jail by a Glenn County Sheriff’s deputy.

5:17 p.m., Robert Michael Ruckel, 46, of Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 32, west of Stony Creek, by a California Highway Patrol officer.

10:54 p.m., Sarah Jane Hoxie, 37, of Burney, was booked into the Glenn County Jail on bail bond surrenders with charges alleging using or being under the influence of a controlled substance, possession of a controlled substance, possession of a narcotic controlled substance, and possession of controlled substance paraphernalia (all misdemeanors). Total bail was set at $19,000. She was taken into custody at 20336 Cedar Street, Burney, by a Glenn County Sheriff’s deputy. 2:48 p.m., Marcel Jabariurian Brown, 39, of Sacramento, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and three Colusa County Superior Court warrants alleging violation of a restraining order (a misdemeanor), misdemeanor violation of a criminal protective order, and corporal injury to a spouse or cohabitant (a felony). Total bail was set at $120,000. He was taken into custody on the northbound side of Interstate 5 at County Road 39 by a Glenn County Sheriff’s deputy.

7:29 p.m., Lucky Bob Wyatt, 39, of Willows, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody at 1399 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.

11:30 p.m., Jennifer Ann Jump, 25, of Red Bluff, was booked into the Glenn County Jail on charges alleging possession of a stolen vehicle (a felony). Bail was set at $10,000, but she was also held without bail on charges alleging violation of parole (a felony). She was taken into custody at 226 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

Demolition of the old Orlanda Inn at 827 Newville Road began this week, and it didn’t take long to complete.

An employee from a neighboring business told The Observer on Friday, April 15, it took no more than two days to level the motel and clear the debris.

Late last year, the City of Orland began working with Habitat for Humanity Yuba-Sutter to turn the Orlanda Inn Motel, 827 Newville Road, into a permanent housing facility for the homeless.

Last month, the State of California awarded the project $8.7 million, and work began almost immediately.

Here are the latest incident reports from the Orland Police Department.

Tuesday, March 29:

12:51 a.m., an Orland police officer initiated a traffic enforcement stop at the Orland Stop and Shop, 10 Walker Street, on a white 2002 Ford Ranger. Bonnie Gochenour, 40, of Orland, was cited for allegedly having an expired driver’s license and defective taillamps.

6:50 a.m., Orland police officers were dispatched to the report of an item in the roadway at Eighth Street at Newville Road, causing a traffic hazard. Officers searched the area and were unable to locate anything in the roadway.

9:48 a.m., Orland police officers were dispatched to a report of a 911 hang-up call from a cell phone at the Orland High School track. Officers found that students were on the track during a PE class. Officers contacted staff members who stated there was no problem or emergency.

11:05 a.m., Orland police officers were dispatched to the 600 block of East Walker Street for a report of found narcotics. The narcotics were taken for destruction.

11:20 a.m., Orland police officers responded to the Orland Inn, 1052 South Street, for a report that a Glenn County Sheriff’s deputy had located a missing person. Officers contacted Desiree Hopkins, 28, of Orland, who had previously been reported missing. Hopkins stated she was fine and declined assistance. Hopkins was cited and released on two misdemeanor warrants for her arrest from Lake County.

2:23 p.m., Orland police officers were dispatched to the 800 block of East Street for a report of a cold trespass. Sarah Koski, 35, of Orland, reported that in the early morning hours, an unknown person trespassed in her backyard and stole some recycling. Koski requested the incident be documented and was provided with information.

3:55 p.m., Orland police officers responded to 325 Central Street for a report of a woman having difficulty breathing. Officers assisted until no longer needed by medical personnel.

7:45 p.m., Orland police officers were dispatched to 1441 Pine Street to assist the Colusa County Sheriff’s Office regarding a reported missing iPhone owned by Amy Brown, which was pinging to an address in Orland. Officers contacted Elizabeth Stevens, 36, who reported that she found the phone in the parking lot of the Colusa Casino. Officers collected the phone and the owner was advised.

9:29 p.m., Orland police officers responded to 607 A Street for a report of a 911 hang-up. Officers contacted the residents, who stated they called the wrong number.

11:15 p.m., an Orland police officer initiated a traffic enforcement stop on Walker Street at East Street on a white 2003 Chevy Tahoe. Passenger Kristin Pettigrew, 33, of Oroville, was arrested and booked for a Butte County misdemeanor arrest warrant.

11:18 p.m., Orland police officers responded to the report of a verbal disturbance and two semi-trucks blocking the entrance of the Pilot Travel Center, 4444 Commerce Lane. Officers conducted an area check but were unable to locate any disturbance or vehicles blocking the roadway.

11:51 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of a man with a gun in the 6400 block of County Road 14.

Wednesday, March 30:

8:51 a.m., Bradley Baugher, 40, of Orland, reported that an unknown person stole his black Cati dump trailer sometime over the night.

3:27 p.m., an Orland police officer observed a black motorcycle with no license plates driving north on Seventh Street, approaching Tehama Street. Richard Martin, 51, of Orland, was cited for allegedly having missing license plates, expired registration, and driving without a motorcycle endorsement.

3:59 p.m., Hannah Reed, 45, of Orland reported an unknown person damaged the door lock to her residence in the 500 block of Fourth Street.

4:07 p.m., Gary Pattison, 41, of Orland, reported an unknown person stole a child’s dirt bike from the property at 27 Mill Street. Pattison was unable to produce paperwork necessary to complete the report and the incident was documented.

8:12 p.m., on Sixth Street at Monterey Street, an Orland police officer conducted a traffic enforcement stop on a red 2007 Nissan Altima. Norberto Velasquez-Padilla, 42, of Orland, was issued a citation for allegedly driving while unlicensed, no proof of insurance, and warned for an equipment violation.

10:45 p.m., in the 900 block of Almond Way, an Orland police officer marked a tan 1984 Mercedes-Benz 300 for abatement.

10:50 p.m., Orland police officers were dispatched to a report of a female refusing to leave the business office of the Orland Inn, 1052 South Street. Officers contacted Desiree Hopkins, 28, of Orland, who agreed to return to her room for the remainder of the night.

Thursday, March 31:

12:58 a.m., Dwayne Stafford, 50, of Orland, requested documentation of an argument he had with a family member.

1:22 a.m., in the 800 block of Tehama Street, an Orland police officer issued a parking citation to a green 2021 Freightliner semi-truck for parking off the truck route.

8:13 a.m., Dwayne Stafford, 49, of Orland, requested a civil standby to retrieve personal belongings from 817 Newport Avenue. Officers conducted the civil standby without incident.

9:21 a.m., in the 300 block of Third Street, Orland police officers were dispatched to a report of a suspicious person pacing across the street from the high school. Officers checked the area but were unable to locate the person.

10:50 a.m., Orland police officers were dispatched to Orland Hardware, 820 Fifth Street, a report of a barefoot male who was pacing and looking into vehicles. Officers contacted Jose Marmolejo, 28, of Orland. At the request of the store management, Marmolejo was admonished for trespassing.

12:02 p.m., Orland police officers were dispatched to a report of a physical altercation between two females at 817 Newport Avenue. Officers contacted Patrease Fields, 32, and Desiree Hopkins, 28, both of Orland. After further investigation, both parties declined to press charges against the other and agreed to go their separate ways.

5:05 p.m., on South Street at Papst Avenue, an Orland police officer initiated an enforcement stop on a black 2012 Dodge Avenger for a moving violation. Keeley Jackson, 19, of Chico, was cited for allegedly failing to stop at a stop sign.

5:27 p.m., Orland police officers were dispatched to the 1000 block of Railroad Avenue to check the welfare of Kenneth Prince, 82. Officers contacted Prince, who said he was well and did not require any assistance.

10:09 p.m., Orland police officers responded to the Orland Carwash, 7 Walker Street, for a report of vehicles playing loud music at the car wash. Officers found the music had been turned off prior to their arrival.

10:17 p.m., Orland police officers responded to the report of a dark colored sedan driving recklessly on East Street at Walker Street. Officers searched the area but were unable to locate the vehicle.

Chevy dives into canal in H.C.

An Orland woman escaped injury after her vehicle plunged into the Glenn-Colusa Canal near the intersection of Highways 32 and 45 in Hamilton City Tuesday afternoon.

According to the California Highway Patrol, at about 4:10 p.m. on April 12, Tami J. Thomson, 61, of Orland, was driving a 2004 Chevrolet east on Highway 32, approaching Highway 45 at an unknown speed.

For an unknown reason, the Chevy veered to the right onto the gravel shoulder and collided with multiple posts.

The Chevy continued in an easterly direction, traveling down an embankment and coming to rest in the waters of the Glenn-Colusa Canal.

Law enforcement broadcasts picked up on police scanners indicated that the woman could not get out of her vehicle on her own.

Broadcasts indicated that a road work crew came to her aid and began helping her to escape even before emergency responders arrived at the scene.

According to CHP Officer Vasquez, Thomson was wearing her seatbelts at the time of the accident and was not injured.

However, she was transported to Enloe Medical Center in Chico, apparently as a precaution.

Neither drugs nor alcohol was thought to be a factor in this accident.

Obituary: Brian Herman Ceccon Gonzi, 23

Surrounded by loved ones, Brian Herman Ceccon Gonzi died in Goodyear, Ariz., on Friday, April 1, 2022. He was born in Sacramento to Kena Ceccon and Brandon Gonzi on March 24, 1999.

He lived a life close to family and full of friendship, always making time for his loved ones and never missing a holiday gathering. He especially took time to make memories and share lots of laughter with his cousins.

He had a love for hunting with his Uncle Gabriel, which began as soon as he could walk. He enjoyed fishing, playing football, dirt bike riding, and enjoying the outdoors with friends and cousins.

He was a respected employee and was loyal to his workplaces: The U.S. Forest Service, Glenn-Colusa Irrigation District, and the Yellow Jacket Drilling Service.

He was also a member of the Willows Fire Department, where he went out on several fires, creating a special bond with his crewmates. He made a lasting impression on his co-workers with his sincerity and willingness to help others.

He is survived his mother, Kena Ceccon; grandparents Mike and Janet Niehues; aunts and uncles Gabriel and Allison Niehues, Kyle and Cally Niehues, and Steven and Corey Permann of Willows; father Brandon Gonzi and stepmother Rebecca; brothers Pilot and Ebin Gonzi of Sacramento; grandmother Mary Gonzi of Tenn.; uncle Brian Lyons (namesake) and Aunt Sheryl of Arcata; and numerous cousins.

He was preceded in death by his younger brother, Gauge Gonzi; and his loving and loyal dog, Zeus.

A viewing is scheduled for 4 to 8 p.m. on Wednesday, April 20, at F.D. Sweet and Son Mortuary, Willows. Funeral services will be held Friday, April 22, at Saint Monica’s Catholic Church in Willows, with a Rosary to be recited at 9:30 a.m. and a Mass to be celebrated at 10 a.m.

In lieu of flowers, you are asked to donate to a charity of choice in Brian’s name. Arrangements are being handled by F.D. Sweet and Son, 114 North Shasta Street, Willows, CA 95988.
