Here is a list of the bookings into the Glenn County Jail, with information provided by jail personnel, the Glenn County Sheriff’s log, the Orland police log, police scanner broadcasts, and personal observations by this Glenn County Observer reporter. Remember: Everyone accused of a crime is presumed innocent until proven guilty in a court of law.

Tuesday, October 29:

12:33 a.m., Desiree Rae Dicante, 54, of Orland, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of controlled substance paraphernalia (both misdemeanors). Bail was set at $0. She was taken into custody at Hambright Avenue and Highway 32 by an Orland police officer.

According to the Orland Police Department log, at about 12:16 a.m. on October 29, on Highway 32, an Orland police officer conducted a traffic enforcement stop on a 2003 Black Saturn Sedan for an equipment violation.

After an investigation, 54 y/o Dixon, CA resident Desiree Dicante, 54, of Dixon, was arrested for alleged possession of a controlled substance and possession of drug paraphernalia. Dicante was booked into the Glenn County Jail.

8:48 a.m., Megan Elizabeth Hill, 32, of San Rafael, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor), and a warrant alleging failure to appear on a misdemeanor charge. Bail on the fresh charges was set at $0. Bail on the warrant was set at $10,000. She was taken into custody at the 526 West Sycamore Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 8:44 a.m. on October 29, Deputy Peterson contacted two people, James Burnside and Megan Hill, outside the Willows Memorial Hall, 525 West Sycamore Street.

The deputy conducted a records check and confirmed Hill, of 100 Forbes Avenue, San Rafael, had an active Glenn County misdemeanor warrant for her arrest. Deputy Peterson subsequently placed Hill under arrest.

During the interaction, Hill allegedly showed obvious signs of being under the influence of a controlled substance. An evaluation for being under the influence of a controlled substance was conducted, and Hill was subsequently charged with that.

Hill was transported to the Glenn County Jail, where she was released to the care of correctional staff.

5:10 p.m., Paul Everette Choquette, 42, of Willows, was booked into the Glenn County Jail on charges alleging felony violation of probation, and misdemeanor violation of probation. Bail was set at $35,000. He was taken into custody at 609 South Lassen Street, Willows, by a Glenn County Probation officer.

5:25 p.m., Jose Dimas Cid Cruz, 36, of Orland, was booked into the Glenn County Jail on charges alleging kidnapping (a felony), and battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $105,000. He was taken into custody at 6343 County Road 200, Orland, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 4:56 p.m. on October 29, an anonymous caller contacted the Glenn County Sheriff’s Office to report seeing a man and woman in a physical disturbance in the area of County Roads 200 and H in Orland. Deputy Chavez responded and contacted Jose Cruz of Orland, who matched the descriptions provided.

The woman said that Cruz was her ex-boyfriend and had grabbed her hands and pulled her in an attempt to get her to go to Cruz’s apartment. Cruz was ultimately arrested for alleged domestic violence and kidnapping.

Wednesday, October 30:

12 p.m., Daniel Sanchez, 31, of Orland, was booked into the Glenn County Jail for felony violation of probation. Bail was set at $0. He was taken into custody at 745 Paigewood, apt. 35, Orland, by a Glenn County Probation officer.

5 p.m., Adam Lee Ashford, 51, of Chico, was booked into the Glenn County Jail without bail on a warrant alleging violation of parole (a felony). He was taken into custody at Highway 162 and Butte Creek by a state parks ranger.

7:28 p.m., Jessica Renae Mullin Messenger, 19, of Willows, was booked into the Glenn County Jail on charges alleging touching a person intimately against that person’s will for the purpose of sexual arousal (a misdemeanor), and contact with a minor with intent to commit a sexual offense (a felony). Bail was set at $10,000. She was taken into custody at 460 South Plumas Street, Willows, by a Glenn County Sheriff’s deputy.

7:55 p.m., Kaelene Elizabeth Scritchfield, 32, of Willows, was booked into the Glenn County Jail on charges alleging battery on a spouse, ex-spouse, date, etc. (a misdemeanor). Bail was set at $5,000. She was taken into custody at 1201 West Wood Street, apt. #20, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 7:38 p.m. on October 30, Sergeant Ramirez was dispatched to a report of a disturbance at 1201 West Wood Street in Willows. Sergeant Ramirez arrived on scene and contacted Kaelene Scritchfield and Bounmy Touy.

Sergeant Ramirez completed his investigation and discovered Scritchfield had allegedly assaulted Touy. Scritchfield was ultimately placed under arrest for domestic violence.

Thursday, October 31:

5:12 p.m., Joshua Ryan Frailey, 22, of Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service official (a misdemeanor), violation of post-release community supervision (a felony), possession of a controlled substance (a misdemeanor), and possession of controlled substance paraphernalia (a misdemeanor). He was held without bail on these charges. He was also held without bail on a Tehama County Superior Court warrant alleging vehicle theft (a felony), and a Glenn County Superior Court warrant alleging violation of post-release community supervision (a felony). He was also arrested on another Glenn County Superior Court warrant alleging failure to appear on a misdemeanor charge. Bail on this warrant was set at $20,000. He was taken into custody at Walters and East Chapman Streets by an Orland police officer.

8:42 p.m., Joshua John Welter, 43, of Willows, was booked into the Glenn County Jail on a warrant alleging disobeying a court order (a misdemeanor). Bail was set at $20,000. He was taken into custody in the 200 block of North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 8:36 p.m. on October 31, deputies observed Joshua Welter, of 1340 West Sycamore Street, apt. #118, Willows, in the 1200 block of West Wood Street in Willows.

Deputies had prior knowledge of an outstanding misdemeanor warrant issued for Welter’s arrest issued out of Glenn County. Glenn County Sheriff’s communications confirmed Welter’s warrant.

Deputies contacted Welter shortly after at the Black Bear Diner, 246 North Humboldt Avenue. Welter was arrested without incident and transported to the Glenn County Jail, where he was turned over to jail staff for booking.

His bail was set at $20,000.

Friday, November 1:

11:30 a.m., Travis Lee Butler, 37, of Orland, was remanded by the Glenn County Superior Court for charges alleging felony vandalism, false imprisonment (a misdemeanor), felony embezzlement by an employee, and disturbing the peace with loud or unreasonable noise (a misdemeanor). Bail was set at $25,000. He was taken into custody at the Glenn County Courthouse, 526 West Sycamore Street, Willows, by a Glenn County Sheriff’s deputy.

11:50 p.m., Jaime Adalit Salazar, 28, of Maxwell, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on County Road 68, west of Interstate 5, by a California Highway Patrol officer.

Saturday, November 2:

1:24 p.m., Raul Jose Guerrero Camacho, 57, of Chico, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on County Road W, north of Highway 152, by a California Highway Patrol officer.

11:20 p.m., Joel Santiago Velazquez, 26, of Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody at 848 Newville Road by an Orland police officer.

Sunday, November 3:

4:01 a.m., Kaitlan Nicole Abernathy, 32, of Paradise, was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor). Bail was set at $0. She was taken into custody in the 100 block of East Walker Street by an Orland police officer.

According to the Orland Police Department’s log, at about 3:41 a.m. on November 3, Orland police officers responded to a report of a reckless driver in a tan 2004 Toyota Camry. Officers located and initiated a traffic enforcement stop on the Toyota in the 100 block of East Walker Street.

Following an investigation, Kaitlan Abernathy, 32, of Paradise, was arrested and booked for alleged possession of drug paraphernalia and violation of probation.

Scanner broadcasts indicated a witness reported a person driving recklessly, westbound on Highway 32, approaching Papst Avenue. The witness said the vehicle “almost hit a building” and was driving on the wrong side of Highway 32 (East Walker Street).

The vehicle was stopped by Orland officers in the area of Sav-Mor market.

Regarding Abernathy’s probation, it was broadcast that probation stipulations included that she was not to be out after her curfew, and that she was not to drink alcohol or use drugs.

7:41 p.m., Rafael Garza, 34, of Los Angeles, was booked into the Glenn County Jail on charges alleging possession of another person’s identification with a prior (a felony), possession of a blank check with intent to defraud (a felony), grand theft of four or more access cards (a felony), possession of more than an ounce of marijuana (a misdemeanor), and driving with a license suspended for driving while under the influence (a misdemeanor). Bail was set at $35,000. He was taken into custody on East Street at South Street by an Orland police officer.

8:39 p.m., Ana Maria Magallanes-Castro, 61, of Orland, was booked into the Glenn County Jail on charges alleging possession of another person’s identification with a prior (a felony), possession of a blank check with intent to defraud (a felony), grand theft of four or more access cards (a felony), possession of more than an ounce of marijuana (a misdemeanor), and possession of controlled substance paraphernalia (a misdemeanor). Bail was set at $30,000. She was taken into custody on East Street at South Street by an Orland police officer.

According to the Orland Police Department’s log, at about 7:41 p.m. on November 3, an Orland police officer initiated a traffic enforcement stop on South Street at East Street on a red 2002 Chevrolet Suburban towing a trailer with no license plates.

Following an investigation, Rafael Garza, 34, of Orland, was arrested and booked for alleged identity theft, possession of blank checks with intent to defraud, unlawful possession of banking information, possession of over an ounce of marijuana, and driving with a suspended license.

The passenger, Ana Magallanes-Castro, 61, of Orland, was arrested and booked for identity theft, possession of blank checks with intent to defraud, unlawful possession of banking information, possession of over an ounce of marijuana, and possession of drug paraphernalia.

10:20 p.m., Edwin Firzgerald Gillis, 32, of Reno, Nev., was booked into the Glenn County Jail on charges alleging vehicle theft, and possession of a stolen vehicle (both felonies). Bail was set at $20,000. He was taken into custody on Interstate 5, south of County Road 60, by a California Highway Patrol officer.
