Here is a list of the bookings into the Glenn County Jail, with information provided by jail personnel, the Glenn County Sheriff’s log, and the Orland police log. Remember: Everyone accused of a crime is presumed innocent until proven guilty in a court of law.

Tuesday, March 25:

2:13 p.m., Jacob Todd Smith, 54, of Orland, was booked into the Glenn County Jail on a Glenn County Superior Court warrant alleging disobeying a court order (a misdemeanor). Bail was set at $20,000. He was taken into custody at Second and Walker Streets by an Orland police officer.

The Orland Police Department’s log for 2:13 p.m. on March 25, 2025, says only that Orland police officers contacted Jacob Smith, 54, of Orland, on Second Street at Walker Street. Smith was arrested and booked for a misdemeanor Glenn County warrant.

However, according to the Orland Police Department’s logs for July 26, 2023, Autumn Smith, 40, reported her brother, Jacob Smith, 52, had made criminal threats to her. The incident occurred in the 600 block of Second Street.

According to Glenn County Superior Court records, on July 26, 2023, Jacob Todd Smith was charged with making criminal threats (a misdemeanor). On October 10, 2023, he was arraigned. On November 7, 2023, he pled guilty. On December 19, 2023, he was sentenced to three years’ formal (supervised) probation, to end on December 19, 2026. On January 21, 2025, a bench warrant was ordered for violation of probation. And on March 26, 2025, Smith was to be arraigned for failure to appear. On Tuesday, April 1, a hearing is scheduled for admission or denial of violation of probation.

4 p.m., Levi Joshua Byerly, 30, of Orland, was booked into the Glenn County Jail on two Glenn County Superior Court warrants alleging failure to appear on a misdemeanor charge. Total bail was set at $40,000. He was taken into custody at 20 East Yolo Street by an Orland police officer.

The Orland Police Department’s log for 4 p.m. on March 25, 2025, says only that Orland police officers contacted Levi Byerly, 30, of Orland, at 20 East Yolo Street. Byerly was arrested and booked for two misdemeanor Glenn County warrants.

However, police scanner traffic seemed to indicate that Orland police officers initially responded to the East Yolo address after receiving a report of a domestic disturbance there. Byerly was reportedly in the garage, shouting and banging on the walls. Before arriving at the scene, officers were not sure whether they should enter from the street for from the alley just south of the street.

The OPD’s log for November 11, 2024, states that Orland officers contacted Levi Byerly, 30, of Orland, in the 1000 block of South Street. Following an investigation, Byerly was arrested and booked on charges alleging violation of probation, possession of a controlled substance, and possession of drug paraphernalia.

According to Glenn County Superior Court records, on November 11, 2024, Byerly was charged with possession of a controlled substance, and possession of drug paraphernalia (both misdemeanors). The next day, he was released on his own recognizance. On December 17, 2024, he was scheduled for a mandatory appearance for his arraignment, but was apparently a no-show because a bench warrant was ordered. He was in custody for his arraignment on January 14, 2025, but it appears that he failed to show up for a drug court review on March 4, and another bench warrant was ordered. Following his arrest on March 25, he was scheduled to be arraigned for failure to appear on March 26.

Also, according to the Orland Police Department’s logs, on May 23, 2024, Orland police officers were dispatched to the 20 block of East Yolo Street for a report of a trespass. Following an investigation, Levi Byerly, 29, of Orland, was arrested and booked for allegedly being under the influence of a controlled substance. And, according to the OPD’s logs, on May 30, 2024, Orland officers were dispatched to the 10 block of East Yolo Street for a report of a man looking into the windows of a residence. Officers contacted Levi Byerly, 29, of Orland. During the investigation, Byerly allegedly attempted to flee from officers on foot. He was quickly detained and placed under arrest on charges alleging being under the influence of a controlled substance, possession of a controlled substance, possession of drug paraphernalia, and resisting, obstructing, or delaying an officer. Byerly was booked into the Glenn County Jail.

According to Glenn County Superior Court records, after apparently being released on his own recognizance in late May, 2024, he was scheduled for a mandatory appearance for his arraignment on July 16, 2024, but was apparently a no-show because a bench warrant was ordered. (Sound familiar?) He was in custody for his arraignment on August 7, 2024, and he entered a plea of not guilty to all charges (he was not charged in court with resisting, obstructing, or delaying an officer) on August 20, 2024. A diversion review was scheduled for March 18, 2025, but he was apparently a no-show because a bench warrant was ordered. (Again, sound familiar?) Diversion was terminated and criminal proceedings were reinstated. Following his arrest on March 25, he was scheduled to be arraigned for failure to appear on March 26, as with the other case described above.

Wednesday, March 26:

8:41 a.m., Cynthia Araceli Carrillo, 23, of Orland, was booked into the Glenn County Jail on three warrants, two of which were Tehama County Superior Court warrants, while the jurisdiction for the third was not specified. The charge on the warrant with the unspecified jurisdiction is alleged failure to appear on a misdemeanor charge. Its bail was set at $40,000. The charges for one of the Tehama County warrants was alleged failure to appear on misdemeanor charges in connection with alleged possession of a controlled substance, and possession of controlled substance paraphernalia. Bail for this warrant was set at $25,000. The other Tehama County warrant alleged failure to appear on felony charges in connection with allegedly carrying a loaded firearm on her person, and allegedly committing forgery with intent to defraud. This was a no-bail warrant. She was taken into custody at the jail by a Glenn County Sheriff’s deputy. At 2 p.m., Carrillo was also charged with alleged misdemeanor violation of probation. Bail was set at $7,000. This time, she was taken into custody at the Glenn County Probation Department by a probation officer.

According to the Glenn County Sheriff’s log, at about 8:28 a.m. on March 26, 2025, Cynthia Araceli Carrillo of Orland came into the Glenn County Jail lobby to turn herself in on her warrants. Deputy Mallon contacted Carrillo and confirmed the warrants. Carrillo was placed under arrest and transported to the Glenn County Jail for booking. Carrillo had a local misdemeanor bench warrant and two warrants out of Tehama County. One warrant was a felony bench warrant and the other was a misdemeanor bench warrant.

9:16 a.m., Michael Anthony Rogers, 41, of Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor), possession of a controlled substance (a misdemeanor), possession of a controlled substance without a prescription (a misdemeanor), possession of a driver’s license or identification with intent to commit forgery (a felony), acquiring an access card without the owner’s consent with the intent to sell or transfer it for the purpose of defrauding (a misdemeanor), and forging or altering a vehicle registration (a felony). Bail was set at $25,000.

He was also booked into the jail for two no-bail Tehama County Superior Court warrants alleging failure to appear on felony charges in connection with charges alleging possession of a firearm by a felon, possession of ammunition by a prohibited person, vehicle theft by a person previously convicted of committing a vehicle code felony, grand theft, and violation of post-release community supervision. He was also booked into the jail for a Butte County Superior Court warrant alleging failure to appear after giving a written promise (a misdemeanor) in connection with charges alleging petty theft, tampering with a motor vehicle, and failure to appear in court for a traffic citation. Bail for this warrant was set at $5,000. He was taken into custody on Highway 99 at County Road 23 by an Orland police officer.

According to the Orland Police Department’s logs, at about 9:05 a.m. on March 26, 2025, Orland police officers contacted Michael Rogers, 41, of Orland, on Highway 99 at County Road 23. Following an investigation, Rogers was arrested and booked for two felony Tehama County warrants, a misdemeanor Butte County warrant, resisting arrest, possession of a controlled substance, possession of narcotics, registration fraud, possession of another person’s identification, possession of another person’s credit cards, and post-release community supervision violations.

9:43 a.m., Logan Jennings Smith, 37, of Willows, was booked into the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony). He was taken into custody at the jail by a Glenn County probation officer. 11:40 a.m., Thomas Patrick Macias, 56, of Oroville, was booked into the Glenn County Jail without bail on a California Department of Corrections Chico Unit parole hold for alleged violation of parole (a felony). He was taken into custody at 800 Fifth Street by an Orland police officer.

According to the Orland Police Department’s log, at about 10:32 a.m. on March 26, 2025, Orland police officers responded to the area of Gloria’s Market, 709 Fourth Street, for a report of a trespassing. Officers contacted Thomas Macias, 56, who was found to be wanted by CDC Parole. Macias was arrested and booked on a parole hold.

9:01 p.m., Alvaro Viada Diaz, 33, of Willows, was booked into the Glenn County Jail on charges alleging causing bodily injury while under the influence of alcohol and/or drugs (a felony), causing bodily injury while under the influence of alcohol (a felony), cruelty to a child with the possibility of injury or death (a misdemeanor), and driving without a license (a misdemeanor). Bail was set at $85,000. He was taken into custody on County Road 39, west of County Road T, by a California Highway Patrol officer.

Thursday, March 27:

2:37 p.m., Gustavo Delgado, 34, of Williams, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol (a misdemeanor). Bail was set at $5,000. He was taken into custody on Wood Street at Butte Street, Willows, by a Glenn County Sheriff’s deputy.

According to the Glenn County Sheriff’s log, at about 2:01 p.m. on March 27, 2025, Sergeant Ramirez responded to the intersection of West Wood and Butte Streets in Willows for a traffic collision. Sergeant Ramirez arrived at the location of the accident and found a blue Ford F-150 and a white Lexus were involved in the collision. Sergeant Ramirez identified Robert Belter of Willows as the driver of the Ford and Gustavo Delgado, Jr., of Williams as the driver of the Lexus. Others who were included as “involved parties” were Barbara Jo Barnard of Stonyford and Cassandra Nicole Serrano of Williams. During the course of the traffic collision investigation, it was discovered Delgado had reportedly consumed alcohol at Casa Ramos in Willows. Delgado performed standardized field sobriety tests on scene. He was ultimately placed under arrest for allegedly driving while under the influence. He was transported to the Glenn County Jail and turned over to jail staff.
