Orland – An early Wednesday morning fire at the far north end of Fourth Street here was the third major structure fire in Glenn County in 12 hours.

The first two fires occurred in southeast Glenn County, one being toned out at about 4:45 p.m. on Tuesday, March 23, and the other being reported just 15 minutes or so later.

The 4:45 p.m. call was for a fully involved structure fire on Highway 45 just south of County Road 61.

The 5 p.m. call was for a building at the Butte City boat launch. Both structure fires were abandoned houses.

The Glenn County Arson Team, along with Deputy Chavez, initiated an investigation. It was determined the two South County fires were likely the result of arson.

Fire departments that responded to these two fires included Glenn-Codora, Butte City, Princeton, Bayliss, and possibly others. (If I missed anyone, please send a message to gcolarry@yahoo.com.)

The Orland fire was toned out at roughly 4:30 a.m.

The location of the fire was given as 106 Fourth Street, which is at the far north end of Fourth Street, on the west side, immediately to the south of the Orland Unit Water District canal.

Before firefighters began arriving at the scene, law enforcement officers could be heard on the police scanner as they went house to house, evacuating people whose homes were in danger of catching fire.

No houses burned, including the one at 106 Fourth Street. However, a number of outbuildings were reportedly destroyed, including a large barnlike structure.

Fire departments that responded included Orland, Artois, Willows, and, a little later, Hamilton City’s portable air cascade unit.

No causes for any of these fires were known at the time these photos and this story was posted.

Firefighters from outside of Orland began to be released at about 8:30 a.m. Orland firefighters would remain on-scene until much later for “extended mop-up.”

Willows – On Thursday, March 11, Cynthia Sarah Hardie, 44, was arrested by the Glenn County Sheriff’s major crimes unit (GLINTF) on child pornography charges.

At the time, the only information regarding this matter that was released to the public was the Glenn County Jail’s news brief. Now, thanks to the statement of probable cause for a search warrant by GLINTF agent and Glenn County Sheriff’s Detective Zachery Lopeteguy, much more is known.

Ten days earlier, on Monday, March 1, Detective Lopeteguy received a phone call from Javier Dominguez, a security investigator for Swift Transportation. Dominguez told Lopeteguy an employee named Cynthia Hardie (a man, by the way, according to the Glenn County Jail’s media release) works for Swift Transportation as a truck driver.

Hardie had a medical issue and parked the Swift Transportation tractor in Dunnigan. The big rig was later retrieved by other Swift Transportation employees.

Dominguez explained that Hardie’s tractor was cleaned and all of the belongings were removed and stored for a period of time. While another employee was sorting the items prior to discarding them, the employee found a camera and an MP3 player.

Dominguez said the employee examined the contents of the camera and found 25 to 50 files with titles similar to “Rape, child porn and child pornography”. The employee notified a superior and that is how Dominguez learned about the incident.

Dominguez told Detective Lopeteguy to contact Claudia Stone at the Swift Transportation terminal at 1475 Highway 99 in Willows for the evidence items. On Wednesday, March 3, Lopeteguy went to the Swift terminal and met with Stone.

She explained that she received a camera with an SD card and an MP3 player from employee Stephen Hansel, who told her the camera possibly held illegal sexual content. Stone then notified Swift Transportation security.

Shortly after meeting with Stone, Detective Lopeteguy met with Hansel, who explained how he came across the suspected contraband. He said the Swift tractor was picked up in Dunnigan after the driver left it there due to a medical emergency.

The vehicle was brought to the Willows terminal, and after the interior of the tractor was cleaned and all of Hardie’s personal belongings were removed, Hansel decided to look at the items. Hansel found a camera and an MP3 player.

Hansel told Detective Lopeteguy he removed the SD card from the cameral to confirm the camera belonged to Hardie and to make sure there weren’t any family photos before the items were thrown away. When he opened a file under a “limelight file,” he found titles that read “Sex with a 14-year-old, sex with a 16-year-old, and rape of a minor”.

Hansel did not open any of the files. He closed the files, notified his supervisor, and turned the camera, SD card and MP3 player over to Claudia Stone.

Hansel also sent Stone an email regarding the incident. He gave Detective Lopeteguy a copy of this email:

“On 3/1/2021 around 1330 [1:30 p.m.] I started to go through driver belongings that have been deemed trash for staying in storage too long by the Swift manager. Upon going through the belongings of truck 20257 I found a camera that had an SD card in it and I wanted to make sure there were no family photos that would be lost if thrown in the trash.

“I proceeded to remove the SD card from the camera and put it in my laptop to check for photos. Upon doing this I found that there were was a file that said MIDIA and when I checked the file it was empty.

“There were several more files on this card and when I checked the second one that labeled LIMEWIRE I had seen that there were either photos or video of what sounded like it was child pornography. These titles included sex with a 14 year old, sex with a 16 year old, and rape of a minor.

“None of these files were open. I then called the Swift manager over to verify what I was looking at and asked him what his company policy was on this matter. He looked at the computer screen and told me to pull it out and he will give it to Claudia to let her get ahold of Swift security.

“I cannot say that the titles I wrote above are exact to the titles on the photos or videos. There are also other videos of animated porn (7 in total) and other pornographic DVD’s (3 in total).

“After talking to the head of Swift security, he said to try and get everything that was in the box back in it and put it to the side and take photos of the box. Attached are the photos of the box with everything I believe was in the box at the time. Some of the items may still be in another box or in a trash bag that is next to the box.”

Detective Lopeteguy also spoke with Swift Transportation Service Leader Justin Jager, who explained that Hardie’s tractor was in Dunnigan for a period of time. Hardie had an unknown medical issue, parked the tractor, and locked it.

Jager and Swift Transportation employee Russel Adams went to Dunnigan and picked up the tractor. They found it secure but filthy inside.

Adams drove the tractor back to the Willows terminal, where it was photographed and then cleaned. Swift Transportation employee Roy Tunget cleaned the filth from the tractor and placed the items belonging to Hardie into a large cardboard box, which was stored at the Willows terminal.

Russel Adams told Detective Lopeteguy he and Justin Jager went to pick up the Swift tractor in Dunnigan. Adams found the tractor secure when he arrived, with the windows up and the doors locked.

Adams said the tractor was filthy and he regretted having to drive it back to Willows. Upon arrival at the Willows terminal, he parked and secured it.

Adams immediately left the tractor and washed his hands because of the filth inside. He did not remove anything from the vehicle.

He was the only person in the vehicle when he drove it from Dunnigan. He did not tamper with anything inside the vehicle.

Swift Transportation employee Roy Tunget told Detective Lopeteguy that he was tasked with cleaning the filthy tractor. He threw away what he thought was garbage.

He found what appeared to be cartoon-style pornography and threw it away, also. He did remember a camera being in the tractor. He told Lopeteguy the camera went into the cardboard box.

Detective Lopteguy requested a warrant in order to search the above-mentioned digital media devices for child pornographe and for any indicia of who the owner of these items is.

At 7:29 p.m. on Thursday, March 11, Cynthia Sarah Hardie of Rapid City, South Dakota, was booked into the Glenn County Jail on charges alleging sexual exploitation of a child, and possession of child pornography (both felonies). Bail was set at $100,000.

Here are the reports from the Glenn County Sheriff’s Office, the Orland Police Department, the Willows Area Office of the California Highway Patrol, and various fire departments in Glenn County. Remember: Those accused of committing crimes are presumed to be innocent until proven guilty in a court of law.

Tuesday, March 16:

12:18 a.m., Glendon Boothe contacted Glenn County Communications and requested an area check of the 400 block of Jefferson Street, in Willows. Boothe reported he heard knocking at his front door and thought it was unusual. Deputies responded and conducted an extensive area check of the reported area and surrounding roadways. Deputies did not locate anything suspicious.

12:22 a.m., an employee at ampm in Willows contacted Glenn County Communications and reported an abandoned motorcycle at the business. Deputies responded and located the abandoned motorcycle near pump number 4. While on-scene, the registered owner (Steven Butler) arrived at the location. Butler was requested to move the motorcycle and counseled on illegal parking.

2:43 a.m., Orland police officers found a green 1998 Honda Accord stopped at the stop sign at Stanton Way and Stony Creek Drive with the driver apparently asleep at the wheel. Officers contacted Collin Outland, 28, of Orland. Following an evaluation, Outland was arrested and booked for allegedly being under the influence of a controlled substance and possession of heroin.

9:44 a.m., Orland police officers were dispatched to a report of a possible burglary at the Orland Mini Storage. Officers contacted manager Kelly Cassedy, 59, at 239 East Walker Street (this is the mini storage on the south side of East Walker Street), who reported a storage unit had been broken into. Cassedy requested documentation pending contact with the tenant.

10:13 a.m., Orland police officers were dispatched to a report of an abandoned vehicle in the 1200 block of Glen Oro Drive. Officers issued a parking citation to a black 2000 Saab for expired registration. The vehicle was towed and stored.

10:56 a.m., Orland police officers responded to a report of an assault that occurred at North Valley High School. Officers contacted Principal Joy Padden, who reported a 13-year-old boy and 12-year-old boy both assaulted a teacher. Both students were cited and released to their parents or guardians.

10:57 a.m., an anonymous person reported a disturbance heard coming from an apartment at the Cedar Hills Apartments in Willows. Deputy Lourenzo responded and contacted the resident, Brittany Emery, who said she was not in an altercation with anyone, but had accidentally broken ceramic furniture while cleaning and was upset. Deputies did not find anyone else inside of the apartment and did not observe any signs of an altercation. The call was determined to be unfounded.

12:02 p.m., Sergio Duenas, 54, reported to the Orland Police Department that he cashed a check that he later found to be fraudulent.

12:47 p.m., Santos Verduzco, 30, reported to the Orland Police Department a woman obtained goods with a fraudulent check at Corning Lumber in Orland.

12:49 p.m., the Glenn County Sheriff’s major crimes unit (GLINTF) received information regarding possible child pornography being downloaded in Glenn County.

1:45 p.m., an anonymous caller contacted the Glenn County Sheriff’s Office to report a man and woman were in an argument at the self-service car wash in Willows. Deputies responded and contacted Donna White, who said she was in an argument with her daughter’s boyfriend, Mark Lee. The argument was determined to be only verbal. Lee was found to have an outstanding Gridley Police Department warrant. The warrant was confirmed and Lee was cited and released for the warrant.

2:28 p.m., Leslie Leach contacted the Glenn County Sheriff’s Office to report a fraudulent withdraw from her H&R Block debt card. Leach said she believed a friend had taken the card and withdrew money from her account. Leach could not provide the full name of the person she believed was responsible. Leach said she contacted the card company to dispute the charge but did not complete the dispute. Leach said she did not want to pursue criminal charges, she only wanted the incident documented. Leach was provided information and options to assist her.

3:16 p.m., Rebbeca Guzman contacted the Glenn County Sheriff’s Office to report an argument between two neighbors at the Willows Mobile Home and RV Park on Highway 162, west of Willows. Deputy Chavez contacted Jodie Crocker, who alleged her stepfather, Michael McCartney, was being aggressive and yelling at her. Crocker said the argument was only verbal. Deputies contacted McCartney, who said he was arguing with Crocker but the argument was only verbal. All parties were counselled on their behavior and Crocker agreed to leave the property.

3:22 p.m., the Orland Fire Department received a medical aid call for a male with general illness at the Orland Police Department on South Street.

3:49 p.m., Deputy Alves was contacted by David Johnstone at Willows High School regarding a cold assault and battery that had occurred after school.

4:05 p.m., the Orland Fire Department received a medical aid call for a woman with an altered level of consciousness at 1450 Pine Street.

4:35 p.m., Orland police officers responded to a residential burglary alarm at 60 East Central Street. Officers found the front door unsecured. Officers cleared the residence and did not locate anyone inside.

5:26 p.m., Sofia Morua, 31, reported her sister, Alexandra Morua, 22, was making threats on Facebook. Sofia Morua requested documentation only.

5:50 p.m., Orland police officers were dispatched to the report of unattended children in a vehicle at SavMor. Officers contacted Jessica Benson, 38, and Raymond Auvigne, 32, of Orland. Both parties were counseled.

5:56 p.m., an anonymous caller (gave first name as Linda) contacted the Glenn County Sheriff’s Office to report a white tanker truck was swerving while traveling west on East Wood Street in Willows. Deputy Chavez searched the area but was not able to locate the vehicle reported.

10:04 p.m., Taylor Davis contacted Glenn County Communications and reported several people at the self-service car wash in Willows were revving their engines. Deputy Garcia contacted a group at the business and briefed them on the call for service. The people denied the allegations and said other vehicles driving in the area were revving their engines prior to Deputy Garcia’s arrival. Deputy Garcia did not observe any suspicious activity during his contact and counseled the group.

11:08 p.m., an anonymous woman reported Ruth Word and Lucky Wyatt were in an argument in the alley behind 141 North Crawford Avenue, Willows. Deputies responded and contacted Word and Daniel Hark at the property. After further investigation, it was determined Word and Hark were in an argument regarding sleeping arrangements. Deputies counseled Word and Hark on their behavior. Both parties agreed to keep the noise down.

Wednesday, March 17:

12:05 a.m., Orland police officers issued a parking citation to a green 2001 Honda Civic for expired registration in the 700 block of Paigewood Drive.

12:20 a.m., Orland police officers issued a parking citation to a black 2007 Volvo S40 for expired registration at Woodhaven Drive and Meadowood Drive.

12:28 a.m., Arthur Zazuete requested an area check after he reported a suspicious silver minivan was driving on the 900 block of Elm Street in Willows for the past hour. Deputy Garcia conducted an area check. Deputy Garcia located the reported minivan on Elm Street and Juniper Drive. The reported vehicle was unoccupied and nothing suspicious was observed. Zazuete requested extra patrol in the area for the remainder of the night.

12:33 a.m., the Orland Fire Department received a call for a lift assist at 1346 Eva Circle.

1:14 a.m., deputies responded to Casa Ramos in Willows for a commercial alarm activation. Deputies responded, searched the perimeter of the business, and did not observe any forced entry. The person responsible for the business arrived and allowed deputies inside the business to conduct a protective sweep. Deputies searched the interior of the business and did not locate anyone inside or observe anything suspicious. It was determined the alarm was a false alarm.

3:59 a.m., Orland police officers were dispatched to a report of strange noises at 516 Woodard Avenue. Officers checked the property but were unable to locate anything suspicious.

8:25 a.m., Justin, an employee at Walmart, called and reported shoplifting. Justin said the female suspect left the store and drove away in a yellow Chevy Camaro. Deputies responded to the store. While en route, Deputy Huichapan located the suspect vehicle and conducted an enforcement stop. Deputy Huichapan contacted the driver/suspect, Latisha Skidmore. Deputy Lemmon responded to the business. During the investigation, deputies found the store did not want to pursue criminal charges. Deputies obtained all the stolen merchandise and returned it back to the store. Skidmore was admonished for trespassing. The total amount stolen was about $67.80.

8:36 a.m., a City of Willows employee found some marijuana and marijuana stems in the gutter of the street. Detectives from GLINTF responded and took over the investigation.

8:40 a.m., Orland police officers were dispatched to the lobby to sign off a citation. It was determined to be a parking citation and the owner of the vehicle was provided with information.

8:57 a.m., Kody Buttermore, 19, of Orland reported a window to his 2009 Ford Escape had been broken sometime during the morning.

9:05 a.m., Tyler Mowles requested to speak with a deputy regarding a cold vandalism at Great Western Growers (GWG) in Willows. Deputy Huichapan responded to GWG and contacted Mowles, who told the deputy that on March 16 at about 5:17 p.m., unknown person associated with a dark sedan, possibly a Chrysler 300, and a white sedan, possibly a Lexus, did donuts on their property. The person(s) left circular skid marks on the asphalt. Mowles estimated the cost to wash off the skid marks from the asphalt at about $200. Mowles did not have any suspect information at the time.

10:41 a.m., Orland Hardware employee Daniel Carranza reported counterfeit bills at the business. The store was unable to determine who passed the bills. Officers collected the bills for destruction.

11:15 a.m., Deputy Alves responded to Willows High School at 203 North Murdock for a report of a cold hit and run that occurred on the football field.

11:53 a.m., the Orland Fire Department received a medical aid call for a woman in a silver Ford Explorer near the Pumpkin Patch, at 7152 Highway 32.

12:41 p.m., Orland police officers were dispatched to a report of a traffic collision at South Street and Railroad Avenue. At 12:43 p.m., the Orland Fire Department was called to the same incident. At 12:46 p.m., the firefighters were cancelled.

1:16 p.m., while conducting an investigation (see incident at 8:25 a.m.), Deputy Lemmon contacted Latisha Skidmore. Deputy Lemmon found Skidmore was in possession of a counterfeit $20 bill. Skidmore said she got the fraudulent bill from a store, Liberty Gas. Skidmore said she did not know the bill was fraudulent and did not want to be in possession of it. Deputy Lemmon took possession of the fraudulent bill and booked it into the Glenn County Sheriff’s Office evidence room. The fraudulent bill will be forwarded to the United States Secret Service.

2:28 p.m., deputies responded to Chevron station on Wood Street in Willows for a report a possibly intoxicated man inside the store. Deputies contacted the store clerk, who said the man had left the store. The clerk did not believe he was intoxicated and was just waiting for a ride. Deputies checked the area but were unable to locate the man.

3:11 p.m., Orland police officers were dispatched to the report of a possibly abandoned silver 2004 Chevy Cavalier at 91 Eva Drive. Officers located the vehicle and caused it to be towed for expired registration.

3:25 p.m., Brandy Chandar contacted the Glenn County Sheriff’s Office to request a deputy pick up found drug paraphernalia. Deputy Chavez contacted Chandar, who said a Willows Taco Bell employee found the items in the restroom. Deputy Chavez took possession of the items and later disposed of them per department policy.

3:31 p.m., the Orland Fire Department responded to a medical aid call at the office of Westside Ambulance at 604 Fourth Street. An ambulance from Corning responded for the fall victim with a shoulder injury. At 3:34 p.m., the firefighters were cancelled.

4:37 p.m., deputies responded to Shady Oaks Mobile Home Park on Highway 99 in Orland for a report of a man and woman in an argument. Deputy Lourenzo contacted Sabrena Mundy and Jerome Brickley. Both said they were in a verbal altercation only, and no physical altercation took place. Mundy agreed to leave the area for the evening to prevent further disputes. The issue was ultimately settled by mediation and separation.

5:16 p.m., Deputy Lourenzo responded to the Double EE Market in Hamilton City after receiving a request for a welfare check on a one-year-old with adults who appeared to be consuming alcohol. The reporting party said the child and adults were associated with a green sedan that was parked in the parking lot. Upon arrival, Deputy Lourenzo learned the vehicle had left prior to her arrival, and was ultimately unable to locate it to conduct the welfare check.

5:21 p.m., the Orland Fire Department received a medical aid call for a patient with difficulty breathing at 6379 County Road 16.

5:45 p.m., the Orland Fire Department received a medical aid call for a patient with an altered level of consciousness at WestHaven Assisted Living on Fairview Street.

6:33 p.m., deputies were dispatched to 225 Fern Street in Willows for a report of an assault. Deputy Tuma contacted the reporting party, Devin Paulus, who alleged his mother, Katura Paulus, assaulted him during an argument. Deputy Tuma initiated an investigation and contacted all involved parties. Deputy Tuma was unable to determine who the primary aggressor was due to both parties having visible injuries and conflicting statements. The parties were separated for the night and provided statement forms if they wished to pursue criminal charges.

7:18 p.m., Susan Stewart contacted the Glenn County Sheriff’s Office to request a welfare check on her father, Eugene Stewart. Deputy Chavez responded to Eugene Stewart’s residence. and contacted Eugene Stewart, who was in good health. Eugene Stewart said his phone had died the previous night and he bought replacement batteries that were currently charging. Eugene Stewart was told of the call for service and was advised to contact Susan Stewart.

7:48 p.m., Orland police officers were dispatched to check the welfare of a 14-year-old girl. Officers contacted the girl and Sunshine Workman, 45, and found she was well and did not require assistance.

10:32 p.m., Jaime Seitzinger contacted the sheriff’s office, reporting loud music coming from apartment 213 at the Cedar Hills Apartments in Willows. Deputies contacted Alain Cabrera at the apartment. Cabrera was told of the complaint and he agreed to turn the music down for the night.

10:47 p.m., Orland police officers were dispatched to a report of a suspicious person in a vehicle parked across the street. Officers contacted Jennie Swope, 34, who said she was talking on the phone prior to dropping off some items at 706 Shasta Street. The reporting party requested extra patrol during the night.

Here are the latest bookings from the Glenn County Jail. Remember: Everyone accused of a crime is presumed innocent until proven guilty in a court of law.

Tuesday, March 16:

3:09 a.m., Collin Andrew Outland, 28, a bee keeper who lives in Orland, was booked into the Glenn County Jail on charges alleging disorderly conduct while under the influence of a drug, and possession of a narcotic controlled substance (both misdemeanors). Bail was set at zero. He was taken into custody at Stanton Way and Stony Creek Drive by an Orland police officer.

11:59 a.m., Devarata Giridhari McAdams, 33, an accountant who lives in Moundsville, West Virginia, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on the southbound side of Interstate 5, south of County Road 60, by a California Highway Patrol officer.

Wednesday, March 17:

1:21 p.m., Marco Antonio Lomeli, 21, a farmer who lives in Artois, was booked into the Glenn County Jail on charges alleging driving without a license, and exhibition of speed (both misdemeanors), and a warrant alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, driving without a license, and a special allegation (all misdemeanors). Bail for the fresh charges was set at zero, but bail on the warrant was set at $8,000. He was taken into custody on County Road 39, just west of Highway 99, by a Glenn County Sheriff’s deputy.

6:31 p.m., Seron Orlando Meacham, 29, a driver who lives in Oakland, was booked into the Glenn County Jail on charges alleging evading a peace officer with wanton disregard for safety (a felony), possession of a firearm by a felon (a felony), carrying a loaded firearm in public (a felony), possession of a stolen firearm by a felon (a felony), driving a motorcycle without a proper license (an infraction), misdemeanor resisting arrest, felony resisting arrest, possession of marijuana (a misdemeanor), and possession of ammunition by a prohibited person (a felony), and Alameda County warrants alleging violation of post-release community supervision (a felony), and attempted murder (a felony). Total bail was set at $200,000, but one of the warrants was a no-bail warrant. He was taken into custody on the southbound side of Interstate 5 at County Road 39 by a California Highway Patrol officer.

Orland ‑ “March 17, 12:41 p.m., Orland police officers were dispatched to a report of a traffic collision on South Street at Railroad Avenue. Officers assisted both parties exchange information.”

This is the only information the Orland Police Department sent out regarding Wednesday afternoon’s crash.

It’s just an educated guess, but judging from the damage on the cars and where they came to rest, it looks like the Mitsubishi was traveling east on South Street, approaching Railroad Avenue, when the silver car, traveling south on Railroad Avenue, crossed South Street and was hit on its passenger side.

Orland – We now know more about what led up to the arrest of Raul Tito Perez for allegedly making threats against a peace officer in late February.

The Orland police logs for Thursday, Feb. 25, said only, “7:45 p.m., Orland police officers responded to a report of a verbal disturbance between two women at 518 Monterey Street. Officers contacted Yolanda Aguilar, 26, and Beatrice Zaragoza, 34. Both were counseled and agreed to separate for the night. While investigating at the scene, Raul Perez, 35, entered the home and made threats. Following an investigation, Perez was arrested and booked for criminal threats.”

And the Glenn County Jail’s news release for this date gave only the following information: “10:31 p.m., Raul Tito Perez, 35, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging threatening a school, public officer, or employee (a felony). Bail was set at $10,000. He was taken into custody at 510 Monterey Street by an Orland police officer.”

New details about what may have happened that night have come to light. According to Orland Police Officer Thomas Roenspie, at 9:45 p.m. (not 7:45, as the police log said), he was dispatched to a report of a verbal dispute between two women at what most Orland residents still call Moe’s Market, although the name was actually changed some years ago to Moe’s Los Tres Potrillos.

Officer Roenspie arrived at the market at 228 Sixth Street and contacted Yolanda Aguilar and Beatrice Zaragoza, who reported they had an argument over Brandon Perez. While speaking with Zaragoza, her mother was identified as Sara Puente.

Zaragoza said that Sara Puente had called her, stating Brandon Perez’s nine-year-old son, Andrew, was at 518 Monterey Street, refusing to accompany Brandon Perez. Officer Roenspie responded to 518 Monterey Street and contacted Andrew Perez, who alleged his father, Brandon Perez, had hit him twice while in Red Bluff.

While at 518 Monterey Street, Officer Roenspie saw Raul Perez, “a known gang member and felon,” enter the residence where the officer had also seen two other women, Leilani Miller and Michelea Castro. Perez was carrying a black and gray backpack.

Officer Roenspie was still investigating the child endangerment incident, which allegedly occurred in Tehama County, when he was contacted by Miller, who told the officer that Raul Perez had a firearm, a Glock 43, and had threatened to kill the police officers who were outside the residence. Officer Roenspie then saw Michelea Castro, who made a comment that Raul Perez had a gun.

The officer saw the door was now open and he saw Raul Perez walk from the kitchen towards the front door, where Officer Roenspie was speaking with Sara Perez. The officer was afraid that Raul Perez had the firearm and was going to try to fire upon him and the other officers.

Officer Roenspie ordered Raul Perez to show his hands. The officer noticed Michelea Castro fearfully walking her children out of the residence.

Roenspie did not see that Raul Perez was now in possession of the backpack. The officer asked Perez where he was living, and he said he wasn’t living anywhere.

Officer Roenspie asked Perez if he had a gun in his backpack. Perez said he did not have a gun and was not “searchable and testable,” and added that he was done talking to Roenspie.

The officer said he was trying to ask Sara Perez if he could come inside and search the items in her residence. Raul Perez told Officer Roenspie no, and he began to tell Sara Perez not to allow any police officers into the residence.

Sara Perez protested to Raul Perez that if he didn’t have anything to hide, then let the officers search his bag. Raul Perez turned around and began to walk back towards the kitchen, where he said his backpack was on the table.

Officer Roenspie was afraid Raul Perez was going to attempt to retrieve the firearm, so the officer entered the residence and ordered Perez to sit down.

Roenspie attempted to speak with Sara Perez, but Raul Perez continued to interrupt and ask why the officer was inside the residence. Officer Roenspie told Perez he did not want him to grab a gun and shoot the officers like he was alleged to have said.

Raul Perez allegedly responded that if he had wanted to shoot Officer Roenspie, he would have done it.

Sara Perez then began speaking with Raul Perez in mixed English and Spanish. While speaking with her, Raul Perez got up and became upset.

For officer safety, Perez was handcuffed and seated in a chair. Officer Katherine Lowery then seated him in the back of Officer Roenspie’s patrol vehicle while Roenspie remained in the residence with the backpack.

Officer Lowery returned to the residence and kept watch on the backpack while Officer Roenspie spoke with Leilani Miller, who told him that when Raul Perez walked in, she knew he was known to carry weapons. Miller said she asked him if he had anything on him, and he lifted his sweater and showed her his waistband.

She then asked him what was in his backpack, and he told her not to worry about it. Miller said she confronted Raul Perez and told him she knew he carried on him.

Miller allegedly told Perez she saw him flashing a firearm at the Dollar Store and she knew he was carrying. At the residence, Perez allegedly told her he had a Glock 43 and pulled it out of his backpack.

Miller later told Officer Roenspie the firearm was a compact and described it as having a gold slide and a silver grip.

Miller alleged that a little earlier Raul Perez had pulled out his phone and began to “snapchat,” saying he was going to kill the cops outside. She also said the Perez alleged he was a cop killer and that this was his “hood.”

Miller said she was afraid because of the weapon but was more afraid due to her niece and nephew being in the home. They were identified as Layla Ponce, 8, and Brandon Ponce, 3.

Michalea Castro told Officer Roenspie she wanted to press charges against Perez for having a firearm in her house with her kids present. She alleged she heard Perez say he had a gun, and when she turned around, she saw him return a black firearm to his backpack.

She alleged she saw Perez recording himself with his phone, saying the cops were at the house and he was going to kill them. She also alleged that a few weeks ago, Perez had pulled out a gun in front of her and her kids at the Dollar General on Newville Road.

Based on Miller’s and Castro’s statements, Officer Roenspie placed Perez under arrest for allegedly making threats against peace officers (a felony). Sara Perez told Roenspie she wanted the backpack out of her house since it was Raul Perez’s property.

Due to Raul Perez being placed under arrest, Officer Roenspie collected the backpack and confirmed with Miller and Castro that it was the backpack from which Perez pulled the firearm. Roenspie then secured it in the back of his patrol vehicle and later secured it in an evidence locker.

Perez was transported to the Glenn County Jail by Officer Jose Flores and booked for the above charge.

Following these incidents on Feb. 25, Officer Roenspie sought a warrant to search Raul Perez’s backpack. In his statement of probable cause, Roenspie expressed his belief “that a search of the above-described backpack will result in the seizure of evidence that will help determine if Raul [Perez] was committing a felony by being a felon in possession of a firearm.”

Most of the foregoing was taken from Officer Roenspie’s statement of probable cause for obtaining a search warrant.

In Glenn County, Raul Perez was convicted and sentenced on felony charges in 2004. The felonies for which he was found guilty were being an accessory to a crime, and violation of probation.

Friday, March 12:

1:12 a.m., Orland police officers found a white 2003 Ford Expedition on the side of Newville Road at Sportsman’s Market, with a man slumped over in the driver’s seat. Following an investigation, Jaime Martinez-Hernandez, 37, of Willows, was arrested and booked for alleged public intoxication.

4:32 a.m., Andy Saecho contacted Glenn County Communications and reported his uncle, Vang Xiong, threatened him at their residence in Willows. Deputies responded to the residence and contacted Saecho and Xiong. After an on-scene investigation, it was determined the incident did not meet the elements for criminal threats. Saecho ultimately requested Xiong be counseled regarding the incident. Both involved parties were provided options with dealing with the matter civilly.

7:12 a.m., Deputy Thompson was dispatched to a report of a possible trespassing at the Owens Ranch. Deputies were contacted by Edward Owens, who said he had received information from a third party that a black Nissan SUV had rammed his locked gate to the property and had not exited. Deputies located a damaged gate at the entryway to the property and checked the ranch. Deputies were unable to locate anyone on the property and none of the outbuildings appeared to have been disturbed. Deputies later responded to a report of a traffic collision on County Road 401 involving a vehicle that was similar to the one described above. Owens declined to pursue a criminal complaint if the suspect was located for the damage to the gate and the trespassing. See incident at 8:43 a.m.

8:10 a.m., Shanna Maldonado, 35, of Orland, alleged a woman by the name of Cherry Rose Herrera has been harassing her and her family. Maldonado requested the Orland police officer document the incident for restraining order purposes.

8:43 a.m., while investigating a trespassing and vandalism call (see incident at 7:12 a.m.), deputies were informed of a traffic collision involving a black SUV that matched the description of the vehicle involved in the trespass. Deputies and CHP responded to the location. While en route, deputies were told emergency medical personnel were on scene and were confronted by a man with a firearm. Deputies arrived at the scene and contacted Damian Mouton from Carmichael. After investigation, Mouton was arrested and booked into the Glenn County Jail for allegedly carrying a loaded firearm.

11:18 a.m., George Toney, 72, of Orland, reported a man punched him in the face in the Subway Parking lot. Toney declined a criminal complaint, but requested the Orland Police Department document the incident.

11:28 a.m., deputies were dispatched to a welfare check of a man sleeping in an Acura SUV in the parking lot of 1340 West Sycamore Street, Willows. The reporting party said the man had been sleeping in the Acura for about three hours. Deputies were unable to immediately respond to the welfare check due to a priority call. When deputies arrived, they searched the area and located the Acura. They did not find anyone in the Acura and did not observed anything suspicious in the vehicle.

12:25 p.m., Deputy Ramirez responded to a non-injury vehicle collision in the parking lot of Diamond Gas & Mart, 1300 West Wood Street, Willows. Deputy Ramirez arrived and contacted the two drivers, Hank Irick and Serjio Garcia. Irick was parked in a white 2015 Chrysler 200 when Garcia drove into the parked Chrysler with his red 2009 Honda Civic. The Chrysler received damage to its front bumper and the Honda had damage to the driver side of the vehicle. Deputy Ramirez completed a Glenn County exchange of information form and provided each party with a copy.

12:30 p.m., Orland police officers responded to a report of a disabled semi in the roadway at Sixth and Walker Streets. Officers arrived and found the semi was moved out of the roadway and parked on the shoulder.

12:58 p.m., Lisa Tiemann, of 710 Shasta Street, Orland, reported a theft from her mailbox.

2:03 p.m., deputies were dispatched to a possible homeless encampment at 815 Pacific Avenue in Willows. Mrs. Landry requested if anyone was contacted on the property, they be admonished for trespassing. Deputies responded and searched the area. Deputies located a small camp on the property that appeared to be abandoned. Deputies did not locate anyone on the property.

2:39 p.m., deputies contacted Chris Lohm near the intersection of Lassen and Ash Streets in Willows. Deputies were aware Lohm had an outstanding Marysville felony warrant. Glenn County Communications confirmed the warrant was active. Lohm was ultimately placed under arrest and transported to the Glenn County Jail. Lohm was cited and released from the Glenn County Jail. He was later contacted and interviewed in regards to an unrelated matter.

5:34 p.m., Deputy Turner responded to 2746 County Road 306 to conduct a welfare check on three children. Deputy Turner was provided information from Glenn County Child Protective Services, who requested the welfare check. Deputy Turner contacted the three children and their mother, Ashley Hammond. The children appeared to be in good health and Glenn County Child Protective Services were told of Deputy Turner findings.

5:47 p.m., Orland police officers were contacted by Tyler Neilsen regarding a child custody exchange. Neilsen was unable to provide court paperwork and was told to call back when he had the paperwork.

5:59 p.m., the Orland Fire Department received a call for a 72-year-old male fall victim at 424 A Street.

7:34 p.m., the Orland Fire Department received a call for a lift assistance at 6379 County Road 16.

7:43 p.m., Orland police officers conducted an enforcement stop on a black 2012 Honda Accord at Sixth and Monterey Streets. As the Honda came to a stop, Tyler Fox, 26, of Orland, ran from the vehicle. Officers gave chase but were unable to locate Fox. See March 13 incident at 12:01 p.m.

8:35 p.m., Linda Long contacted the Glenn County Sheriff’s Office and requested an area check of County Roads P and 12, as an unknown type van was driving back and forth on County Road 12. Deputy McIntyre responded and checked the area but was unable to locate a vehicle matching the description given by Long.

9:58 p.m., Heidi Farrara, 1344 Kate Court, Orland, reported an unknown man was looking in the vehicles around her residence. Officers checked the area but were unable to locate anyone.

10:25 p.m., Orland police officers issued a parking citation to a white Dodge Caliber for expired registration in the 500 block of Colusa Street.

11:02 p.m., an anonymous caller requested a welfare check on Sabrena Mundy at 4582 Highway 99, space #19. Deputy McIntyre responded and contacted Mundy, who said she was fine and did not need any assistance.

Saturday, March 13:

1:20 a.m., the Orland Fire Department received a call for a lift assistance at 6797 County Road 19.

1:40 a.m., Orland police officers issued a parking citation for expired registration to a black 2008 Ford Fusion in the 400 block of Papst Avenue.

5 a.m., Orland police officers initiated a traffic enforcement stop on a black 2015 Chrysler 200 at Cortina Drive and South Street. T.J. Morrison, 27, of Orland, was cited and released on a misdemeanor Sutter County warrant.

1:32 a.m., Orland police officers issued a parking citation for expired registration to a silver Dodge Intrepid in the 400 block of Fifth Street.

10:05 a.m., employees at John’s Tire on South Street reported that sometime over the night someone stole two catalytic converters.

11:54 a.m., Deputy Zarate was assigned to contact Daniel Gallegos via telephone regarding a civil custody issue. Deputy Zarate contacted Gallegos, who said he has not seen his child for a couple of weeks. Gallegos said there was no child custody order in place. Gallegos was provided with information and referred to the self-help office.

12:01 p.m., Deputy Thompson assisted Orland police officers in locating a wanted person. According to Orland Police Department logs, they obtained information about the possible location of Tyler Fox, 26, of Orland. Officers found Fox hiding inside the residence. He was arrested and booked for four Glenn County warrants and resisting or delaying an officer.

12:12 p.m., Glenn County Sheriff’s Communications received a 911 call from a frantic woman at 554 South Shasta Street in Willows, requesting an ambulance. While the caller was still on the line, she said everything was fine and she no longer needed an ambulance. Deputies responded to the address and conducted a welfare check. Contact was made with Stacy Brunner and Chad Holvik. Holvik said his blood sugar dropped but he was now okay and declined medical attention.

1:05 p.m., Vickie Cohoe reported a white Ford F250 with a trailer was blocking her driveway at 691 North Butte Street in Willows. Deputies responded and contacted Cohoe, who said she did not know who the vehicle belonged to and requested it to be moved. While deputies attempted to locate the owner of the vehicle, Andrew Holmes, Cohoe said it was her nephew’s truck and it was allowed to be parked where it was.

2:11 p.m., Orland police officers were dispatched to a report of trespassers in a small SUV towing a trailer at 6712 County Road 13. Officers contacted Georgia Fansler, 50, who was admonished for trespass and escorted off of the property.

4:02 p.m., Deputy Thompson was dispatched to a report of a civil matter and annoying phone calls. The deputy contacted Gene Gaines, who said he was being harassed by his former employer, John (no further information) over the location of a set of vehicle keys. Gaines said he leased a taxi from Butte Taxi service. Gaines said John threatened to tow his personal car if he (Gaines) did not produce the keys and made comments to the effect he was going to fight him (Gaines) over the matter. The deputy was later able to contact John via telephone. John was advised not to contact Gaines anymore during this brief conversation. John agreed and hung up.

4:24 p.m., Orland police officers were dispatched to a report of several children trespassing at a vacant residence in the 500 block of Woodward Avenue. Officers contacted a 14-year-old boy, who admitted to being on the property. Officers were unable to contact the property owner. The boy was admonished for trespass and sent home to his father.

5:21 p.m., the Orland Fire Department responded to 4926 County Road O for a 77-year-old male fall victim.

5:38 p.m., Deputy McIntyre was dispatched to the Dollar Tree in Willows for two counterfeit $5 bills. Contact was made with employee Claudia, who turned over two counterfeit $5 bills. There is no suspect information and it is unknown when the bills were used.

6:32 p.m., Leonel Esparza, 40, of Vallejo, was driving a 2000 Chevrolet north on Interstate 5, north of County Road 25, in the fast lane at about 90 miles per hour. For an unknown reason, he turned his vehicle to the left, lost control of it, and traveled off the west roadway edge. The Chevrolet traveled into the center divider and overturned in the oleander bushes. The vehicle was found on its wheels, facing a southerly direction, in the center divider. According to CHP Officer Pennell, Esparza was wearing his seatbelts and was not injured. The accident was dispatched to the Artois Fire Department as being on Interstate 5, south of County Road 39. At 6:49 p.m., fire department response was cancelled per CHP as a non-injury accident.

7:31 p.m., E Alarms called the sheriff’s office and reported an alarm activation at 6398 County Road 12 and requested law enforcement. Deputy Turner responded and contacted the homeowner, Brian Patterson, who said he was okay and did not need any assistance from law enforcement. Patterson would not provide any information.

7:40 p.m., Lewis Lasorella called from the Willow Oaks Apartments to report an ongoing issue with a dog barking at the Cedar Hills Apartments, #225. Deputy McIntyre responded to Cedar Hills and contacted Leonel Gutierrez-Rodriguez, who is the owner of the dog. Gutierrez-Rodriguez was told of the complaint and agreed to keep the dog indoors.

7:58 p.m., Shawki Ali reported an ongoing child custody issue with Jessenia Roacha. Deputy Goodwin contacted Ali via telephone. Ali said Roacha was the mother of two of his children and they had a joint child custody order. Roacha currently had one child living with her and Ali had the other child living with him, which was not how the child custody order was stipulated. Ali said he had already reported this incident. Ali was provided with information regarding child custody orders.

8:15 p.m., Orland police officers initiated a traffic enforcement stop on a silver 2007 Chevrolet Silverado at Newville Road and Interstate 5. Conner McKinzie, 20, of Live Oak, was issued a citation for alleged expired registration.

8:35 p.m., Orland police officers initiated a traffic enforcement stop on a black 2013 Toyota Tacoma at Walker and A Streets. Karina Calderon, 32, of Orland, was issued a citation for allegedly failing to stop at a stop sign and no proof of insurance.

8:37 p.m., Orland police officers were dispatched to the report of loud music at 1339 Walters Street. The homeowner was told of the complaint and agreed to keep it down.

9:19 p.m., Orland police officers issued a parking citation for expired registration to a gray Dodge Ram 1500 in the 700 block of Fourth Street.

9:28 p.m., Deputy McIntyre was dispatched to 127 Villa Court, #7, at the request of Marisela Ramirez Perez as her husband, Christian Plata, was allegedly intoxicated and refusing to leave. The deputy made contact with both people and determined it was an argument only and both people lived at the residence. Ramirez Perez was provided with options on how to handle the matter for the night.

10:11 p.m., Orland police officers initiated a traffic enforcement stop on a red 2005 Ford Explorer at Newville Road and Seventh Street. Lidia Macias, 40, of Hamilton City, was issued a citation for alleged expired registration and no proof of insurance.

10:17 p.m., deputies responded to 200 Sierra Avenue in Hamilton City regarding two vehicle fires. Deputies arrived on scene along with the Hamilton City Fire Department. They initiated an arson investigation.

10:27 p.m., Alicia Alas called the sheriff’s office and requested law enforcement due to her boyfriend, Jorge Medina, allegedly causing a disturbance at 240 Sacramento Avenue, Hamilton City. Deputies responded and met with the involved parties. Both involved parties said the matter was verbal only and the deputies handled the issue by separation and mediation. Orland police officers assisted Glenn County Sheriff’s deputies with this incident.

10:31 p.m., Taylor Clark requested a deputy at Walmart for a person possibly stealing items. Deputy McIntyre responded and contacted Clark, who said the person was still in the store and she wanted the person admonished for trespassing, as they suspected he has stolen from them in the past. Deputy McIntyre contacted Adam Johnson and admonished him from the store. Johnson left the store without incident.

Sunday, March 14:

12:15 a.m., Orland police officers responded to a report of a medical call at 57 East Central Street.

1:24 a.m., Orland police officers issued a parking citation for expired registration to a green 1995 GMC Jimmy at 504 Third Street.

4:20 a.m., deputies responded to 8045 County Road 62 for a report of a burglary in progress. Ashley Hill reported there was an unknown man in her house. While deputies were en route, Hill said her boyfriend, Scott Mann, had the suspect at gunpoint. Deputies arrived on scene and detained the suspect. The suspect was identified as Isaias Bugarin, who allegedly displayed signs and symptoms of being under the influence of a controlled substance stimulant. Bugarin believed he was at his relative’s house in Willows. After an investigation, Bugarin was arrested for allegedly being under the influence of a controlled substance and possession of a controlled substance. Mann and Hill did not want to pursue charges against Bugarin, who was transported to the Glenn County Jail, where he was booked.

12:24 p.m., Orland police officers telephoned Juliana Ramirez regarding a child custody exchange. Ramirez alleged her ex-husband, Alfredo Guzman, 32, made a threatening statement towards her during the exchange and requested the incident be documented.

12:27 p.m., Deputy Thompson responded to a vandalism at 1201 West Wood Street, Willows. Andrew Mosley reported an unknown person had broken the back window of his 2017 Nissan Frontier. The impact was a small round hole that shattered or cracked the glass, similar to a BB. Mosley had parked the vehicle in his apartment parking lot at about 7:30 p.m., the night prior and noticed the window was broken about 12 a.m. Mosley did not know the cost to replace the window at the time of the incident. Based on past experience, Deputy Thompson estimated the cost to replace the window pane to be about $250. Mosley was advised to contact the sheriff’s office when he obtained a cost to replace the window and was provided with a case number.

12:44 p.m., the Orland Fire Department received a medical aid call for a patient with chest pain at 822 Tehama Street and said he was in the shop.

1:38 p.m., Deputy Thompson was dispatched to a report of an audible alarm activation at O’Brian’s Automotive. The deputy responded to the scene and contacted Brian Wuelfing. After contacting the owner of the business, it was determined Wuelfing had permission to be on the property.

2 p.m., Jorge Dominguez, 21, of Colusa, was driving a 1997 Honda north on Highway 99, south of County Road 48, at about 60 miles per hour. He was unable to safely negotiate the turn onto eastbound Road 48 and the front of the Honda collided with the bridge railing. The Honda was located on its wheels, facing a northerly direction, blocking the westbound lane of Road 48. According to CHP Officer Pennell, Domingue

2:53 p.m., Orland police officers initiated a traffic enforcement stop on a blue 2017 GMC Acadia. Angela Pacheco, 41, of Orland, was issued a citation for alleged speeding at Sixth Street and Almond Way.

2:55 p.m., Orland police officers responded to a report of a trespass at 722 East Street. Officers contacted Kyle Gibbs, 34, who stated his neighbor was walking in his backyard. Officers contacted the neighbor, who was counseled and admonished.

3:43 p.m., Orland police officers initiated a traffic enforcement stop on a blue 2005 Jeep Liberty at Eighth Street and Mill Street. Jaquelin Romero, 20, of Orland was issued a citation for alleged speeding and driving while unlicensed.

3:49 p.m., Orland police officers responded to a report of threats. Officers contacted a 17-year-old boy, who stated a white man made a threatening statement to him. Officers searched the area but did not locate the man.

4:12 p.m., Orland police officers responded to a report of a non-injury traffic collision at South and East Street. Officers assisted the parties exchange information.

4:52 p.m., Orland police officers responded to a report of a burglary alarm at 745 East Walker Street. Officers contacted custodial staff and determined it was a false alarm.

7:17 p.m., Orland police officers received a call for a burglary alarm at 530 First Street. At 7:21 p.m., the Orland Fire Department received a call for an unknown type of alarm sounding at First and Swift Streets. At 7:28 p.m., firefighters at the scene cancelled the fire call as officers located two fire alarms outside on the porch that had low batteries.

7:47 p.m. , Orland police officers responded to a report of a verbal disturbance at the Pilot Travel Center. Officers contacted Jennifer Roberts, 51, of Chico, and Aaron Roberts, 51, of Rohnert Park, who were having a child custody disagreement. Neither party had the agreement on hand and they were both advised to contact Butte County Superior Court.

7:49 p.m., an employee at the ampm gas station in Willows requested law enforcement due to Haley Word being on the property and refusing to leave. Deputies responded and arrived on scene. Deputies searched the area for Word, but were unable to locate her. Deputies learned that Word left in an unknown direction prior to their arrival.

8:38 p.m., Deputy Goodwin was dispatched to contact Catalina Garcia at 130 Shasta Avenue, Hamilton City, regarding her car window being vandalized. Garcia stated at around noon she discovered the rear passenger window to her Honda CR-V was shattered. Garcia believed the window was vandalized sometime during the previous night. Garcia did not know who shattered her window. The cost to replace the window was estimated to be $200.

10:02 p.m., Deputy McIntyre was dispatched to 855 N. Butte Street, in Willows, on a report from Patricia O’Malley that someone was knocking on her back door. Upon arrival, contact was made with O’Malley and the exterior of the residence was checked. Deputies did not locate any signs of anyone being in her back yard.

10:59 p.m., J.J. Burns called the sheriff’s office and reported a domestic disturbance outside of his residence at 245 North Ventura Street, Willows, and requested law enforcement. Burns said the couple were driving a gold Ford Expedition. Deputies responded to North Ventura Street and searched the area. They were unable to locate a vehicle matching the description provided.

11:03 p.m., Orland police officers issued a parking citation for expired registration to a maroon 2012 Chevy Cruise at 430 Walker Street.

Monday, March 15:

1:53 a.m., Deputy McIntyre was dispatched to an alarm activation at 667 County Road 306. Sgt. Corbin was already in the area and attempted to check the property. The front gate to the property was locked.

3:12 a.m., Deputy McIntyre was dispatched to contact a woman via phone regarding a cold domestic violence incident that occurred earlier in the day. Deputy McIntyre attempted to contact the woman via phone, as requested, but did not get an answer. A voicemail message was left.

7:23 a.m., Edgar Salazar requested to speak with a deputy regarding the theft of his wallet from his unlocked white 2011 Toyota Camry. Deputy Huichapan contacted Salazar via telephone, as requested. Salazar told him that on March 14, 2021, an unknown person stole his black wallet from inside his unlocked vehicle. Salazar had about $658 inside the wallet and other miscellaneous documents. Salazar estimated the value of the wallet at about $10 for a total monetary loss of $668.

9:29 a.m., Orland police officers responded to a report of a cold sexual assault at the Paigewood Village Apartments. Officers contacted the 38-year-old reporting party, who said her five-year-old son had been sexually assaulted.

10:03 a.m., Richard Peterson, 48, of Orland, reported he was in the motel parking lot of the Orlanda Inn Motel on Newville Road when-Dylon Wagoner, 27, threw a wrench through the windshield of a vehicle. Officers contacted the owner of the vehicle, Louise Powell, 68, who declined to pursue charges.

11:55 a.m., an anonymous woman requested a welfare check on a man in the 600 block of North Butte Street in Willows. The anonymous woman said the man was a white male adult wearing a black jacket and black jeans. The anonymous woman believed the man was intoxicated due to him stumbling and falling down near a vehicle. Deputy Huichapan responded and contacted Rigoberto Valdez and Veronica Cortez in the area. Both were told why they were being contacted. Valdez did not appear to be intoxicated and both said they had not seen anyone else in the area. After an extensive area check, Deputy Huichapan was unable to locate anyone else in the area.

12:23 p.m., Orland police officers were dispatched to a report of a suspicious woman in a vehicle at 91 Eva Drive. Officers found the silver Chevy Cavalier unoccupied. A parking citation was issued for expired registration.

12:39 p.m., Monica Fajardo requested to speak with a deputy regarding harassment. Deputy Huichapan contacted Fajardo at the Glenn County Sheriff’s Office lobby. Fajardo told Deputy Huichapan that her property manager, Audrey Ward, would follow her around town sometimes and would go out of her way to ask neighbors questions regarding Fajardo and her family. Fajardo told Deputy Huichapan that on one occasion Ward attempted to enter her residence without notice. Fajardo requested documentation of the incident at this time and for Ward not to be contacted. Deputy Huichapan provided Fajardo with information on the restraining order process and advised her to call the Glenn County Sheriff’s Office if she needed law enforcement assistance.

12:53 p.m., Deputy Thompson was dispatched to a report of a cold domestic disturbance that had been reported the night prior. The deputy contacted Krista Abbott via telephone. Abbott was out of the area and said she had been in a disturbance with her boyfriend the night prior. When asked about the incident, Abbott declined to provided any information or details. Abbott ultimately declined to report the incident or her current location and said she was safe and uninjured.

1:15 p.m., the Orland Fire Department received a call of a traffic collision involving multiple patients on County Road MM near County Road 19.

2:34 p.m., Ashley Schumann, 26, reported her soon to be ex-husband allegedly violated a restraining order regarding their joint bank account. After further review, officers found the issue to be civil and occurring in Boulder, Colo.

3:49 p.m., Jeffery Pearson reported a bald white man with a goatee and black hoodie created a disturbance at the ampm in Willows and then left the area. Pearson requested a deputy responded and admonish the man for trespassing if contacted. Deputy Huichapan responded and conducted an extensive area check, but was unable to locate the described subject.

4:10 p.m., Kimberly Broussard requested to speak with a deputy regarding a non-injury collision that occurred earlier in the day at Murdock Elementary School in Willows. Deputy Huichapan contacted Broussard via telephone, as requested. Broussard told Deputy Huichapan she was parked in a parking stall in her black 2015 Chrysler 200, when Shawn Wright backed into her vehicle in his GMC pickup. Brossard told Deputy Huichapan there was no damage to either vehicle. Broussard requested documentation of the incident.

4:55 p.m., Taylor Clark requested to speak with a deputy regarding a cold theft from Walmart. Deputy Huichapan contacted Clark via telephone, as requested. Clark told Deputy Huichapan that on March 15, 2021, at about 8:30 a.m., a man possibly associated with a U-Haul truck stole a classic Kitchen Aid mixer. Clark estimated the monetary value of the item at about $259 and believed the man was either Joshua Hanson or James Vessels. Deputy Huichapan had prior knowledge Vessels was currently in custody at the Glenn County Jail. Clark declined to pursue criminal charges and requested a report be taken at this time.

5:15 p.m., Miguel A. Gomez, 18, of Artois, was driving a 1997 Ford F150 pickup north on County Road H, north of County Road 48, at about 30 miles per hour. For an unknown reason, he allowed his vehicle to leave the east roadway edge and travel onto the gravel shoulder. As a result, Gomez made an unsafe turning movement and lost control of the pickup. The Ford continued in a northwesterly direction, crossing both lanes, leaving the west roadway edge, and overturning. The vehicle continued in a northwesterly direction as it was overturning, struck a metal fence, and came to rest on its right side. According to CHP Officer Cushman, Gomez was wearing his seatbelts at the time of the accident. He sustained only minor injuries.

5:22 p.m., Deputy Zarate was dispatched to Canal and Sixth Streets in Hamilton City for found property. Deputy Zarate responded and collected the found purse. An attempt was made to contact the owner and ultimately the property was booked into evidence for safe keeping.

5:25 p.m., Juanita Beck reported an unresponsive man at the Cedar Hills Apartments in Willows. Deputies responded and contacted Thomas Butler, lying on the lawn near apartment #118. Butler was breathing but unresponsive. Emergency medical personnel arrived on-scene shortly after and transported Butler to Glenn Medical Center for further evaluation.

5:25 p.m., Deputy Zarate was dispatched to contact Jaime Ruiz regarding a juvenile matter. Contact was made with Ruiz, who said his 16-year-old daughter was refusing to return to her mother’s care due to mother “hitting” the juvenile. An investigation was initiated.

6:30 p.m., Glenn Medical Center staff contacted Glenn County Communications to report the unexpected death of George Hackett, 97. Deputy Garcia was detailed and initiated an on-scene coroner’s investigation. After further investigation, it was determined the decedent suffered a medical emergency and all life saving measures were administered. The next of kin, Michael Hackett (son), was notified. F.D. Sweet and Son Mortuary, Willows, responded and the decedent was turned over to their care.

6:36 p.m., deputies were dispatched to the Best Western Inn in Willows for a 911 open line with a domestic disturbance heard in the background. Upon arrival, motel staff directed deputies to room #118. Deputies contacted Mark Grimes and Ammi Mock inside of the room and conducted an on-scene investigation. It was determined Grimes allegedly raised his voice, cursed at Mock, and threw several items throughout the motel room. Glenn County Sheriff’s Communications confirmed a peaceful contact order issued out of Humboldt County. The order listed Grimes as the restrained party and Mock as the protected party. Grimes was placed under arrest and transported to the Glenn County Jail, where he was turned over to jail staff for booking.

6:56 p.m., Orland police officers were dispatched to the report of children skateboarding in the parking lot of a business at 123 East Walker Street. Officers checked the area but did not locate the children.

7:24 p.m., Cayla Harviol contacted Glenn County Communications and reported missing items from March 14, 2021. Deputies contacted Harviol, via telephone, as requested. Harviol said two women assisted her with packing her belongings on March 14 around 12 p.m. at the Willows Inn, 725 South Tehama Street. After the women left, Harviol realized a bottle of Jack Daniels Honey was missing from her room. Harviol did not know the name of either woman and requested the incident be documented.

7:36 p.m., Renee Guzman contacted Glenn County Communications and reported a found backpack at the bus stop near Sycamore and Butte Streets, in Willows. Deputies responded and contacted Guzman in the area. Deputies collected a purple backpack with miscellaneous belongings and booked it into the Glenn County Sheriff’s evidence room for safekeeping.

7:47 p.m., Rosa Zaragoza, 27, reported to the Orland Police Department her ex-husband trying to pick their child up early from school. Zaragoza requested documentation.

9:03 p.m., Linda Robert contacted the sheriff’s office, reporting harassment by her neighbor, Sandra Finch. Deputy Tuma contacted Robert by phone. Robert reported Finch was operating drones around her residence and requested the incident be documented. Deputy Tuma also contacted Finch and told her of the complaint. Finch denied any knowledge of the drones. Deputy Tuma provided both parties with information and the incident was documented.

11:23 p.m., deputies responded to the Cedar Hills apartment complex, in Willows, for an anonymous request of an area check. The anonymous reporting party stated they heard a man and woman arguing and observed a red motorcycle leave the complex. Deputies responded to the complex and conducted an extensive area check. No disturbances were heard or observed.

11:26 p.m., an anonymous party contacted Glenn County Communications and reported they heard Ruth Word and Lucky Wyatt in an argument at 141 North Crawford Avenue, in Willows. Deputies responded and contacted Word on the west side of the property. Word said she and Wyatt were in an argument and stated Wyatt left prior to law enforcement’s arrival. Word was ultimately told of the complaint and she agreed to keep it down.

Friday, March 12:

1:21 a.m., Jaime Martinez Hernandez, 37, a construction worker who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 6378 County Road 200 by an Orland police officer.

10:24 a.m., Naomie Monique Orona, 30, a laborer who lives in Willows, was booked into the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony). She was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.

11:05 a.m., Damian Dyshawn Michael Mouton, 36, a lab technician, who lives in Carmichael, was booked into the Glenn County Jail on charges alleging carrying a loaded firearm in public (a felony). Bail was set at $10,000. He was taken into custody on County Road 401, south of County Road 303, Stonyford, by a Glenn County Sheriff’s deputy.

2:45 p.m., Chris Allen Lohm, 59, a laborer who lives in Willows, was booked into the Glenn County Jail on a Yuba County warrant alleging felony vandalism. Bail was set at $20,000. He was taken into custody at Lassen and Ash Streets, Willows, by a Glenn County Sheriff’s deputy.

Saturday, March 13:

12:28 p.m., Tyler James Fox, 26, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging obstructing or resisting a public service officer (a misdemeanor), and warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $31,000. He was taken into custody at 6880 County Road 6 by an Orland police officer.

1:52 p.m., Everett Michael-Daniel Maghan, 31, a laborer who lives in Willows, was booked into the Glenn County Jail on warrants alleging disobeying a lawful order of the court (a felony). Total bail was set at $40,000. He was taken into custody on County Road D, north of County Road 48 by a California Highway Patrol officer.

Sunday, March 14:

4:56 a.m., Isaias Herrera Bugarin, 38, a laborer who lives in Princeton, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and using or being under the influence of a controlled substance (both misdemeanors). Bail was set at zero. He was taken into custody at 8045 County Road 62, Princeton, by a Glenn County Sheriff’s deputy.

Monday, March 15:

2:15 p.m., at the Glenn County Jail, Sean Cartwright Poindexter, 49, a tree remover who lives in Paradise, was found to have warrants alleging failure to appear on a misdemeanor charge, and failure to appear on a felony charge. Total bail was set at $39,000.

6:59 p.m., Mark Paul Grimes, 50, a caregiver who lives in Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000. He was taken into custody at the Best Western Willows Inn, 475 North Humboldt Avenue, room #118, Willows, by a Glenn County Sheriff’s deputy.

Orland – California Highway Patrol officers, Orland firefighters, Glenn County Sheriff’s deputies, Orland police officers, and ambulance personnel all responded to a traffic accident on County Road MM early Monday afternoon.

The call went out as a vehicle accident with multiple injuries on Road MM near County Road 19.

Fortunately, the accident wasn’t nearly as serious as it originally sounded.

According to Officer Forslund of the California Highway Patrol, at about 1:10 p.m. on March 13, Kenzie Eddy, 17, of Orland, was driving a 1975 Chevy pickup south on County Road MM, north of County Road 19, at about 30 miles per hour.

She reportedly allowed the pickup to travel off the road onto the left shoulder, then over-corrected to the right. The Chevy traveled off the road onto the west roadway shoulder and collided with two trees.

The pickup came to rest facing west, west of the roadway shoulder, partially on an olive tree.

According to Officer Forslund, Eddy was wearing her seatbelts and was not injured.

Here are the latest sentencings in the Glenn County Superior Court, period ending Friday, March 12, as reported by the Glenn County District Attorney’s Office and other sources.

People v. Jody Scott Mattis ‑ Defendant was convicted of three counts of felony second degree burglary and misdemeanor driving while under the influence of drugs. He was sentenced to two years in prison, to be served at the same time as his current Tehama County three-year prison sentence. This case was prosecuted by District Attorney Stewart, with assistance from Orland Police Officer Roenspie, Glenn County Sheriff’s Sergeant Draper, and Deputies McIntyre, Cordova, White, and Ramirez.

People v. Yu Sung Chin ‑ Defendant was convicted of felony vehicle theft with priors. He had pled guilty on Nov. 13, 2020. He was sentenced to two years in prison, to be served at the same time as his three-year, eight-month prison sentence in Tehama County. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Deputy Sheldon.

At about 12:36 a.m. on Monday, Sept. 11, 2017, Deputy Sheldon responded to the area of Interstate 5 and County Road 68 to assist the California Highway Patrol with locating the driver of a stolen vehicle. Deputy Sheldon contacted Yu Sung Chen on Road 68, just west of I-5. Chin, then-39, who lived at the time at 320 Klamath Street, Brisbane, Calif., matched the description given by the CHP and was detained. He was also allegedly found to be in possession of a controlled substance and drug paraphernalia.

He was arrested and booked into the Glenn County Jail. While still in the jail two days later, on Wednesday, Sept. 13, 2017, he was found to have a Solano County warrant alleging evading a peace officer with wanton disregard for safety (a felony). He had been scheduled to appear in the Glenn County Superior Court on May 11, 2018, but failed to do so. He apparently also had trouble making his court appearances in Solano County and Tehama County.

People v. Ryan Ockerman ‑ Defendant was convicted of felony false registration, and was found in violation of probation for the seventh time. He was sentenced to 60 days in jail and probation was reinstated. This case was prosecuted by Deputy District Attorney Coffey, with assistance from Glenn County Probation Officer Van Eck.

This case has its origins back in 2018. On July 18 of that year, Ockerman was arrested by an Orland police officer at Walker and First Streets. At about 12:56 a.m., he was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor), and forging or altering a vehicle registration (a felony). Sometime between the beginning of December of 2018 and Jan. 4, 2019, he was sentenced to 120 days in jail, three years probation, and drug court. Unfortunately, between that time and the present, he had difficulty following the terms of his probation; hence, his most recent sentencing by the Glenn County Superior Court.

People v. Bradley Michaud ‑ Defendant was convicted of several misdemeanor violations of possession of methamphetamine, and possession of a drug paraphernalia. He was sentenced to 210 days in jail. This case was prosecuted by District Attorney Stewart, with assistance from Glenn County Sheriff’s Deputies Lemmon, Lourenzo, and Sheldon and Sergeant Felton, along with CHP Officer Williams.

At about 3:20 p.m. on Feb. 26, 2020, Deputy Grant Lemmon observed Bradley Michaud at the corner of Vine and Butte Streets in Willows. Deputy Lemmon had prior knowledge Michaud had seven outstanding warrants for his arrest issued by the Glenn County Superior Court. Deputy Lemmon and Sgt. Felton detained Michaud and confirmed the warrants. Michaud was subsequently arrested and booked into the Glenn County Jail. About a year later, the case made it to the Glenn County Superior Court.
