Thursday, May 27:
8:31 a.m., an Orland police officer conducted an enforcement stop on Tehama Street on a white 2021 Hyundai Sonata for a moving violation. The driver Milissa Reckley, 30, of Orland, was issued a citation for an alleged stop sign violation and no proof of insurance.
10:30 a.m., the Orland Police Department received a Child Protective Services referral of possible sexual abuse of a child. An investigation was initiated.
12:22 p.m., Orland police officers responded to the area of 925 East Street for a request for a welfare check on a man lying on the lawn in front of the residence. Officers contacted Soukkhy Thitphaneth, 43, of Orland, who was subsequently arrested for alleged public intoxication. Thitphaneth was booked into the Glenn County Jail.
8:09 p.m., Orland police officers contacted Nicole Smith, 67, of the Orlanda Inn Motel, 827 Newville Road, who reported she was yelled at by Maria Gomez, 34, of Orland. Nicole was told of her civil options.

Wednesday, May 19:
12:01 a.m., Deputy Thompson was dispatched to a report of a man causing a disturbance and breaking windows at 6330 County Road 9, Orland. Lucas Gonzalez-Morales reported an unknown Hispanic man was breaking windows on his residence and vehicles. Deputies and Orland police officers responded to the scene and contacted Misael DeJesus Gonzalez. After an investigation, Gonzalez was arrested for alleged felony vandalism and public intoxication.
1:36 a.m., Eagle Security reported a commercial burglar alarm activation at 3861 County Road S. Deputies checked the property and found it secure. The responsible was unavailable.
1:38 a.m., ADT Security reported an alarm activation at the Chevron gas station located at 1481 Highway 99W in Willows. Deputies responded to the Chevron, searched the business and found all the doors and windows secure. Nothing suspicious was observed.
3:09 a.m., Ruby Khoury from Enloe Homecare & Hospice reported the expected death of hospice care patient Ruby Huffman, 84, of Willows. The decedent entered comfort care on March 12, 2021, and was diagnosed with multiple preexisting illnesses. The decedent’s son, Larry Huffman, was the decedent`s next of kin and was present at the time of death. Deputy Ramirez contacted Larry and confirmed he was present with the decedent at the time of her death. The decedent was to be released to F.D. Sweet and Son Mortuary of Willows.
4:32 a.m., an anonymous caller reported witnessing a silver Mercedes hit a parked vehicle in the southern parking lot of the Cedar Hills apartment complex located at 600 North Humboldt Avenue in Willows. The caller said she saw the driver exit the Mercedes, yell out something, then get back into the Mercedes and drive away southbound on Humboldt Avenue. The caller did not provide Glenn County Communications with any more information prior to disconnecting the phone call. Deputies responded and were unable to determine which vehicle had been struck. Deputies searched for the described Mercedes, but were unable to locate any vehicles matching the description in the area.
6:48 a.m., Brinks Home Security called and reported an alarm activation at 544 West Oak Street in Willows. Deputy Lemmon was dispatched and conducted a residence check. He found the residence secured. Deputy Lemmon did not locate any suspicious activity.
9:30 a.m., Georgio Zografos called and reported a suspicious person at Walmart in Willows. Deputy Lemmon was dispatched and contacted Zografos, who said a woman approached him and asked where her husband was. Zografos said he did not know the woman and requested we conduct a welfare check if she was found. The woman left prior to deputies’ arrival and deputies were unable to locate the woman.
10:27 a.m., Nesly Plata called and reported Ruth Word was at the Best Western in Willows stealing soap and towels. Plata said she wanted Word admonished for trespassing and did not want to pursue criminal charges for theft. Deputy Lemmon was dispatched and conducted an extensive area check, but was unable to locate Word.
10:32 a.m., a detective with the Tehama County Sheriff’s Office requested a Glenn County deputy respond to a residence at 3487 County Road D, Orland to assist with their investigation. Deputy Garcia was dispatched, responded to the residence, and forwarded the requested information to the Tehama County detective.
10:57 a.m., deputies responded to an address in the 400 block of Sixth Street, Artois, for the report of an alarm activation. Upon arrival, deputies learned it was a false activation and the home owners were notified.
2:49 p.m., deputies were dispatched to 210 West Wood Street in Willows for a report of a restraining order violation. Deputies contacted the protected party, Megan Huerta, who said the restrained party, Alejandro Cisneros, followed her to the laundromat and yelled at her. Communications confirmed there were two served criminal protective orders with no-contact stipulations and a 100 yard stay away. Deputies contacted Cisneros, who allegedly admitted to contacting Huerta. Cisneros was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking.
3:04 p.m., Abigail Randolf called and requested a welfare check on an elderly man walking on North Lassen Street in Willows. Deputies were dispatched and contacted the man, Michael Rustenhoven, who said he was fine and was out for his afternoon walk.
4:04 p.m., Joseph Maloney came to the Glenn County Sheriff’s Office to turn over three firearms pursuant to a temporary restraining order. Deputy Lemmon was dispatched and contacted Maloney. Deputy Lemmon took possession of the three firearms and booked them into the Glenn County Sheriff’s Office for safe keeping.
7:21 p.m., Deputy Thompson was dispatched to a report of an alarm activation at Umpqua Bank, 160 North Butte Street, Willows. Deputies responded to the scene and found the business secure. Teresa Biggs, bank manager, responded to the scene. Deputies checked the interior of the business and did not observe anything out of the ordinary. The alarm was reset and the store was locked prior to deputies clearing the scene.
7:39 p.m., Deputy Thompson was dispatched to a report of a petty theft from Walmart. Deputies responded to the scene and contacted Kegan Sears in the McDonald’s drive-through. After investigation, Sears was cited and released for the alleged theft and possession of narcotics paraphernalia. The vehicle he had been driving was towed from the scene for being expired over six months.
7:58 p.m., the CHP requested a deputy respond to their location, 6901 County Road 18, Orland, regarding a possible burglary report. It was determined to be a civil matter and she was given eviction information.
7:59 p.m., Deputy Thompson was dispatched to the Willows ampm to contact Stanley Williams regarding a lost wallet. The deputy attempted to contact Williams several times regarding the incident but was unable to reach him via telephone. No other contact information was provided to the deputy.
8:15 p.m., Deputy Thompson was dispatched to 600 North Humboldt Avenue, apt. #260, Willows, to contact Nicholas Garibay regarding a child custody matter. The deputy attempted to contact Garibay several times regarding the matter but was unable to reach him. The deputy was unable to leave a message due to the mailbox not being set up.
9:37 p.m., Jennifer Chavez reported a possible restraining order violation involving Artemio Mendoza-Anguiano. Deputies responded to the residence at 120 Los Robles Avenue, Hamilton City. They received no answer at the door, a neighbor said he was not there and his truck was not in the alley as had been reported. The victim was currently living at a different address.
9:52 p.m., Lynn Head reported a domestic disturbance involving her husband, Michael Head, at 4222 County Road K, Orland. Deputies contacted both parties and after an on-scene investigation, Michael Head was arrested. Michael Head was booked into the Glenn County Jail for alleged misdemeanor domestic battery, false imprisonment and disobeying a court order.
10:16 p.m., deputies were dispatched to a report of an incomplete 911 hang-up at Cedar Hills with a disturbance heard. Deputies responded to the scene and contacted Amy Heidrich at her apartment, #209. Deputies were aware of a restraining order between Heidrich and Steven Butler. Heidrich reported Butler had violated the order by showing up at her apartment and getting into an argument with her. Butler was gone upon the deputies’ arrival. Deputies were later called back to the apartment for an anonymous report that Butler had returned and was in an argument with Heidrich. Butler was ultimately contacted at the apartment complex and arrested for the alleged violation.
10:47 p.m., Maria Ledesma of Hamilton City reported a vandalism to a vehicle report. Deputy Ayres contacted Ledesma and boyfriend, Jose Aldama-Pimentel of Napa, who was determined to be the owner of the vehicle.
Thursday, May 20:
4:33 a.m., Eagle Security reported an alarm activation at 9055 Highway 162 in Butte City. Deputy Ramirez responded and searched the property. All doors and windows were found secure. Nothing suspicious was observed. Several false alarms had been activated recently on the property and Glenn County Communications had been unable to make contact with the responsible party.
7:10 a.m., deputies conducted a traffic stop on a vehicle on County Road 27 at Interstate 5 for vehicle code violations. The vehicle failed to yield and entered northbound Interstate 5. Deputies pursued the vehicle until Eighth and Swift Streets in Orland, where it collided with a chain link fence. The driver of the vehicle, Damien Alvarez, fled on foot and was later located. All three occupants, Damien Alvarez, Alex Miranda and Jacob Doughtie, were arrested for alleged evading, and drug and firearm related charges.
8:51 a.m., ADT Alarm called and reported an alarm activation at 1450 East South Street in Orland. Deputy Lemmon was dispatched and responded to the residence. Orland Police Sgt. Johnson arrived on scene and contacted the homeowner, Donald Hibdon. Deputy Lemmon arrived on scene and found the alarm activation was accidental.
2:28 p.m., Deputy Tuma contacted Matthew Colbert, 34, in the area of North Lassen and Oak Streets in Willows. Deputy Tuma was aware Colbert had two outstanding warrants for his arrest out of Glenn County. Communications confirmed the warrants, and Colbert was placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking.
3:23 p.m., deputies were dispatched to 6522 County Rd 33 in Artois for a report of a woman who called 911 saying she had an emergency and hung up the phone. Deputies responded and contacted Arei Lewis, 31, of Richmond. Lewis said she accidently dialed 911 and was not having an emergency. Lewis declined law enforcement assistance and deputies did not observe any signs of a disturbance.
4:14 p.m., deputies were dispatched to unit #3 at 725 South Tehama Street, the Willows Inn, for the report of a person refusing to check out. Manuben Patel said Karen Borem was supposed to check out of her hotel room at 11 a.m. but had not done so and was refusing to pay for late fees she had accrued. Deputies contacted both parties. Patel told deputies the hotel would waive the late fees if Borem agreed to move along. Deputies spoke with Borem, who gathered her belongings and agreed to move along.
4:19 p.m., deputies were dispatched to 460 North Humboldt Avenue, the Dollar Tree, in Willows, for the report of a woman screaming, throwing rocks, and hitting herself. Deputies located and contacted Marykatherine Farwell, 24, of Anderson, who allegedly showed objective signs and symptoms she was under the influence of a controlled substance. Farwell was reportedly unable to control her movements, had a pulse of 124 beats per minute, and admitted to smoking methamphetamine earlier in the day. Farwell was placed under arrest and transported to the Glenn County Jail, where she was released to jail staff for booking. She was to be released when sober.
7:48 p.m., Michelle Urrutia reported loud music in the area of First Street and Sacramento Avenue in Hamilton City. Urrutia requested the person responsible for the loud music be contacted and told to turn the music down. Deputies responded and searched the area but were unable to locate any loud music in the area.
8:23 p.m., Cedar Hills Manor property manager Beverly Perez reported a man and woman in a green Chevy truck dumping trash on the north side of the parking lot. The people were reported not to be residents. Deputies contacted David Scribner and Melissa Capuchino, who were trying to dispose of a mattress at the complex. They were told of the complaint and they moved along.
8:56 p.m., Garret Vonseggern reported that several subjects were trying to jump him outside his apartment at 600 North Humboldt Avenue, Willows. Deputy Ayres was dispatched to the north parking lot to meet Vonseggern. Deputies searched the parking lot and complex, but did not find him until he emerged 14 minutes after they arrived. Vonseggern reported several people chasing him from his apartment out to the parking lot. Vonseggern heard the sound of his rear passenger side window being broke. Deputies canvased the area for witnesses and suspects. Vonseggern was given a statement form to complete and later turn into the Glenn County Sheriff’s Office.
9:10 p.m., Deputy Thompson was dispatched to contact Nicholas Garibay regarding a child custody matter. The deputy contacted Garibay via telephone. Garibay said he had not had contact with his juvenile son in a week. Garibay was provided with information on the civil child custody process. Garibay requested a welfare check on the boy. Deputy attempted to contact the child and his mother at Cedar Hills and received no answer at the door.
9:19 p.m., deputies and Orland police officers responded to a report of Eric Grissom, 39, causing a disturbance at 4265 Highway 99, sp. #28, in Orland. Deputies contacted Linda Shrader and Grissom’s mother, Donna Stephenson, who also lives at space #28. Stephenson said Grissom was not acting right, possibly under the influence, and grabbed a cell phone out of her hand. Deputies said there was a shotgun and ammunition in the residence. Deputies attempted to contact Grissom, who would not follow commands and refused to exit the residence. Grissom was ultimately placed under arrest and transported to the Glenn County Jail, where he was released to jail staff for booking on violations alleging public intoxication, and being under the influence of a controlled substance, and an out of county warrant.
10:53 p.m., Deputy Thompson was dispatched to a residential alarm activation at 6282 County Road 39, Willows. Deputies responded to the residence and located a blue Nissan Altima parked in the driveway. Deputies had prior knowledge the owner of the vehicle, Heather Beath-Alvarez, was restrained from the residence and its occupants. Deputies contacted Charles Beath, who said the alarm was activated in error. Beath-Alvarez was contacted inside the residence. Glenn County Communications confirmed Beath-Alvarez was the restrained party in two separate orders issued out of Glenn County. Beath-Alvarez was arrested for the alleged violations and later booked into the Glenn County Jail.
11:44 p.m., Deputy Ayres received information regarding a domestic violence incident involving James Scott Beegle (alleged suspect) and Latisha Lorene Skidmore (witness) that was reported to have occurred on Sixth Street in the City of Orland. Deputy Ayres relayed the information to Officer Roenspie. The deputy later completed a courtesy report that will be forwarded to the Orland Police Department for review.
Friday, May 21:
3:01 a.m., while on patrol, Deputy Thompson observed a silver Honda SUV parked near the dumpsters behind the Willows City Hall, 201 North Lassen Street. The deputy contacted the solo occupant of the vehicle, who was identified as Adrian Paniagua. Paniagua allegedly showed objective signs of being under the influence of a controlled substance. He was later arrested and booked into the Glenn County jail for narcotics related charges and violation of felony probation.
9:39 a.m., Jose Antonio Corona-Torres of Orland contacted the Glenn County Sheriff’s Office to report his Mexico passport was lost. Deputy Chavez was dispatched and contacted Corona-Torres by telephone, as requested. Corona-Torres said he was in the process of applying for his U.S. citizenship and noticed he had lost his Mexico passport. Corona-Torres was told by the Mexico consulate staff he needed to report the passport lost. Corona-Torres said he last saw his Mexico passport on Dec. 24, 2019, when he arrived at the Sacramento International Airport from Mexico. Corona-Torres stated it would cost $250 to replace the passport. Deputy Chavez provided Corona-Torres with the case number to access the incident report.
10:39 a.m., the San Pasqual (Calif.) Police Department contacted the Glenn County Sheriff’s Office to request assistance contacting Brittany Hamness. Deputy Chavez was dispatched and responded to her last known address at 7511 County Road 9 in Orland. Deputy Chavez did not see any vehicle at the residence and was not able to contact anyone at the residence.
2:51 p.m., Joshua Christian of Orland reported his ex-girlfriend, Crystal Moutter, called him, via Facebook messenger. Christian is the protected party in a served no-contact restraining order with Moutter as the restrained party. Deputy Goodwin contacted Christian and a report was taken. Christian did not know Moutter’s current whereabouts. Deputy Goodwin was able to contact Moutter, via telephone. Moutter said she was out of the area. Moutter provided her verbal statement.
3:31 p.m., Deputy Goodwin was dispatched to contact a person regarding possible false impersonation. The matter is still under investigation.
3:39 p.m., Deputy Alves initiated an investigation regarding a parent who was in violation of a School Attendance Review Board contract.
3:43 p.m., Deputy Alves received a cross report regarding the possible sexual abuse of a minor. An investigation was conducted and to be referred to the district attorney.
4:15 p.m., Bruce Klempner at Cedar Hills reported he was involved in a vehicle collision and did not believe the insurance information he was provided by the other involved party was correct. Deputy Goodwin was dispatched. Klempner said he was driving east through the parking lot in his Lexus LS 430 when he was rear-ended by a woman in a blue Dodge Grand Caravan. The woman identified herself as Amy Heidrich and both parties exchanged information. Klempner was concerned because he did not get Heidrich’s phone number or other identifying information at the time. Deputy Goodwin attempted to contact Heidrich at her residence and via telephone. Heidrich was not at her residence and could not be reached by telephone. Deputy Goodwin provided Klempner with information and an exchange of information form.
5:04 p.m., Rhonda Reeder contacted the Glenn County Sheriff’s Office to report her son, Kyle Reeder, was causing a disturbance. Deputy Chavez was dispatched and responded. Rhonda said Kyle was mad because she did not give him money to pay his car insurance and was throwing things in her yard. Deputy Chavez counseled Kyle on his behavior and provided other ways to handle his anger. Rhonda was provided with information regarding the eviction process.
6:02 p.m., an anonymous caller reported a man talking to himself and walking near Cedar Hills in Willows, carrying a sharpened stick. The caller requested a welfare check on the man. Deputy Lourenzo responded and searched the area for the man but was ultimately unable to locate anyone matching the provided description.
6:44 p.m., Anthony Russo requested to speak with a deputy regarding Ruth Word possibly trespassing and damaging an adjoining fence to his property at 135 North Crawford Avenue, Willows. Deputy Lourenzo contacted Russo, who said a portion of the fence had been pushed down but he did not want to pursue any criminal charges and only wanted the incident documented. Deputy Lourenzo later contacted Word in Willows and told her of the complaint. Word was given a trespassing admonishment from Russo’s residence and she said she would not return.
7:01 p.m., Carlos Silva requested to speak with a deputy regarding Francisco Zamora Ochoa refusing to give his car keys back. Deputy McIntyre contacted Silva, who said his ex-roommate, Ochoa, had taken Silva’s keys from his vehicle and refused to return them unless he paid Ochoa $200 for back rent. Silva did not want to pursue criminal charges and just wanted his keys returned. Deputy McIntyre attempted to contact Ochoa at his Orland residence and by phone several times throughout the night but was unable to make contact with Ochoa.
8:12 p.m., Willows CHP officers requested a deputy respond to County Road 61 near County Road V in Glenn and assist with traffic stop investigation. Deputy Huichapan responded and assisted CHP officers until no longer needed.
9:26 p.m., an anonymous person reported Ruth Word was trespassing at a residence within the 100 block of North Crawford Avenue in Willows, and requested she be contacted. Deputy Lourenzo responded and contacted Word at the residence. Word was told of the complaint, admonished for trespassing, escorted off the property, and advised not to return.
11:04 p.m., deputies responded 650 North Butte Street, Willows, for a report of a man causing a disturbance at the residence. Deputies responded and contacted Melissa Pelucca, who said the man, later identified as John Heneby, came to the residence and assaulted multiple people while his children were present, before leaving the area. While speaking with involved parties, Deputy Lourenzo was dispatched to another disturbance on North Merrill Avenue involving a man who matched the earlier provided description. Deputies responded and contacted Heneby with his two juvenile children. After an on-scene investigation, it was determined that Heneby physically assaulted two people while his children were present in the residence. Heneby also allegedly displayed objective signs and symptoms of being under the influence of alcohol, and admitted to drinking prior to the deputies’ arriving. A records check further revealed Heneby had two outstanding warrants for his arrest in Glenn County. Heneby was subsequently arrested, transported, and booked into the Glenn County Jail.
11:11 p.m., Sarah Smith of Willows requested to speak with a deputy regarding a civil matter between she and Logan Smith. Deputy Lourenzo attempted to contact Smith via telephone, per Smith’s request, but was unable to contact her. A voicemail message was left for Smith, advising her to contact the Glenn County Sheriff’s Office if she still needed assistance.
Saturday, May 22:
12:28 a.m., Cole Entz requested a deputy contact him via telephone regarding Zachary Brown-Boster coming to his property at 819 Baywood Way, Willows, and possibly violating a restraining order. Deputy Lourenzo contacted Entz via telephone. Entz reported Brown-Boster was at Entz’s sister’s apartment in Willows, which was in violation of a restraining order. A records check revealed there were no active restraining orders that Brown-Boster was in violation of, and no crime had been committed. Entz was provided with information and options on how to handle the matter.
9:47 a.m., Sarah Smith of Willows contacted the Glenn County Sheriff’s Office to request information regarding the process to evict Logan Smith. Deputy Chavez contacted Sarah Smith by telephone as requested. Deputy Chavez answered all questions regarding the eviction process and provided resources to assist Sarah.
11:52 a.m., Alfredo Guzman called the sheriff’s office and requested to speak with a deputy regarding possible child abuse. Deputy Turner responded and met with Guzman at the Orland Police Department. Guzman said his juvenile son had bruises and marks on his body and it appeared to be abuse. Deputy Turner initiated an investigation.
12:03 p.m., Joni Cameron called the sheriff’s office and requested a welfare check on Robert Hamilton for not coming in and paying his monthly bill. Deputies responded and met with Hamilton at his residence at 7060 County Road 24, Orland. Hamilton said he was okay and did not need any assistance from law enforcement.
5:22 p.m., Terry Boster contacted the Glenn County Sheriff’s Office to report his son, Zackary Brown-Boster, was being harassed by an unknown person at his residence. Deputies were dispatched and responded. Brown-Boster declined to make a statement and declined assistance from law enforcement. Deputies provided Brown-Boster with information regarding the restraining order process.
7:12 p.m., Sarah Joseph of Willows requested to speak with a deputy regarding a theft that occurred about two weeks ago. Deputy McIntyre contacted Joseph who said McKenzie Durnford was allowed to stay at her residence for several months. When Durnford moved out a couple of weeks ago, Joseph suspected her of stealing several items from her residence.
7:45 p.m., Carlos Guzman of Orlandrequested a phone call in regards to a child custody matter with his wife, Jovita Perez, also of Orland. Deputy Ramirez contacted Guzman and provided him with child custody information.
9:28 p.m., an anonymous person reported Ruth Word was behind the Black Bear Diner, pulling plants out of the ground. Deputy McIntyre responded and checked the area but Word was not located. Deputy McIntyre could not locate where any plants had been pulled out of the ground.
9:53 p.m., an anonymous person reported a man in the parking lot of the Willow Oaks Apartments, looking into vehicles. Deputy McIntyre responded and checked the area but did not locate anyone matching the description given by the reporting party.
10:49 p.m., Deputy Lourenzo responded to 585 Main Street in Artois for the report of two suspicious vehicles in the area. Upon arrival, Deputy Lourenzo contacted Brittny Rodriguez and Eduardo Gutierrez in one of the vehicles. Both vehicles were parked legally, and no illegal activity was observed. Rodriguez and Gutierrez were told of the complaint and agreed to move along.
The Willows Area Office of the California Highway Patrol held a child safety seat “clinic” at the Glenn Success Center on East Walker Street in Orland on Saturday. In fact, at the time of the posting of this report, the event was still going on, and would be until noon. Working in cooperation with other area agencies, the event even offers some free safety seats and how to properly install them. One volunteer commented that the day’s turnout was very good. As of this moment, little is known about the fire that scorched a house in the 700 block of Second Street in Orland late afternoon and early evening on Friday, May 28.
The call went out about 5:30 p.m. or so. Orland police and Orland firefighters arrived at the scene first.
A short time later, the Orland Volunteer Fire Department called for mutual aid from the Artois Fire Department.

It appeared that much of the damage to the house was caused by smoke, with most fire damage being in the attic.
It is believed the homeowner was in Sacramento when the fire broke out, and headed back to Orland soon after notification.

Monday, May 24:
8:55 p.m., Orland police officers were dispatched to a report of a fake $20 bill at Dollar General, 851 Newville Road, Orland. Officers found the person left with the bill prior to arrival of the officers and Dollar General was not out any money.
Tuesday, May 25:
10:47 a.m., Orland police officers responded to the area of Tehama Street at Sixth Street for a report of a possible intoxicated driver. Officers located the gray 2006 Dodge Ram and saw it nearly collide with another vehicle. Officers initiated a traffic enforcement stop and contacted the driver, Miguel Zaragoza-Suarez, 33, of Orland. Following an investigation, Zaragoza was arrested and booked for alleged driving while under the influence with a blood alcohol level above 0.08 percent, and driving while unlicensed.
1:30 p.m., Orland police officers responded to assist Glenn County Sheriff’s deputies with a report of a trespasser in the area of County Road E at County Road 200. Officers assisted until no longer needed.
7:44 p.m., the Orland Police Department received a report of a woman and a boy screaming at each other in the area of 119 Fourth Street. Officers contacted Cecilia Sanchez, 31, of Orland, who said her seven-year-old was throwing a temper tantrum because he did not want to eat dinner. Officers counseled the child, who said he yelled because he did not want to eat dinner.
10:32 p.m., Orland police officers were dispatched to 827 Newville Road for a report of a dispute over a cat. Officers contacted Misty Lawrence, 50, and Nicole Smith, 67, both of Orland. Both parties were counseled.
Wednesday, May 26:
12:15 a.m., Orland police officers checked areas on Woodward Avenue, East Colusa Street, Third Street, Mill Street, and Yolo Street for commercial vehicles that weigh over four tons parked on non-truck routes following a parking complaint.
10:40 a.m., Orland police officers contacted Vivian Cruz, 25, of Orland, at 315 Eighth Street. Cruz was arrested and booked for three Glenn County felony warrants.
11:57 a.m., the Orland Police Department was contacted by David Callahan, 61, of Orland, who reported his 17-year-old son ran away from his sister’s house in Chico several days ago and may be in the Orland area. A missing person report was taken.
1:10 p.m., Frances Barker, 44, of Chico, reported that her 14-year-old son ran away from his grandmother’s home in Orland. A missing person report was taken.
1:20 p.m., Amy Gilbert, 36, reported her boyfriend William Mccardle, 43, has been missing for about a week. A missing person report was taken.
3:30 p.m., Orland police officers responded to a report of a disturbance. Officers contacted Sally Holland, 77, and Brandan Straight, 56, both of Orland. Straight said he was in an argument with Keith Milner, 27, and Holland. Milner left prior to the officers’ arrival. Straight and Holland said they would separate for the rest of the day.
7:50 p.m., on South Street at Sixth Street, an Orland police officer initiated a traffic enforcement stop on a silver Nissan Altima. Jose Cisneros Rodriguez, 26, of Orland, was cited for alleged tinted windows and driving while unlicensed.
8:45 p.m., the Orland Police Department received a report of a suspicious blue Ram pickup that had been parked for about 45 minutes in an open field. The truck left prior to the officers’ arrival. Extra patrol was requested.
11:39 p.m., on Walker Street at Third Street, an Orland police officer conducted a traffic enforcement stop on a black 2007 Honda Accord. Shannon White, 24, of Orland, was cited for alleged expired registration and no proof of registration.
Thursday, May 27:
12:45 a.m., on Fifth Street at Tehama Street, an Orland police officer issued a parking citation to a 1994 Ford pickup for expired registration.
2:48 a.m., Orland police officers were dispatched to the ampm mini mart on Newville Road for a report of a woman needing help to jump start her vehicle. Officers assisted and found she needed a new battery. She was advised of her options.

3:06 a.m., Adrian Cuevas Paniagua, 27, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a narcotic controlled substance (a felony), possession of controlled substance paraphernalia (a misdemeanor), public intoxication (a misdemeanor), and felony violation of probation. Bail was set at $40,000. He was taken into custody at 201 North Lassen Street, Willows, by a Glenn County Sheriff’s deputy.
7:11 p.m., Juan Trujillo Ortiz, 50, a logger who lives in Hoopa, was booked into the Glenn County Jail as a “weekender.”
11:10 p.m., John William Heneby, 45, a dish washer who lives in Willows, was booked into the Glenn County Jail on charges alleging public intoxication, and willful cruelty to a child (both misdemeanors), and warrants alleging failure to appear after giving a written promise (a misdemeanor). Bail on the fresh charges was set at zero. Total bail on the warrants was set at $15,000. He was taken into custody at 253 North Merrill Street, Willows, by a Glenn County Sheriff’s deputy.

12:48 a.m., Marty Alexander Yracheta, 32, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging false impersonation of another (a felony), and a warrant alleging failure to appear on a felony charge. Totl bail was set at $55,000. He was taken into custody at 200 County Road 200 by an Orland police officer.
Sunday, May 23:
2:29 p.m., Stephen James Baker-Rubio, 31, a caretaker who lives in Redding, was booked into the Glenn County Jail on charges alleging hit and run resulting in death or injury (a felony), possession of burglary tools (a misdemeanor), and possession of stolen property (a felony). Bail was set at $30,000. He was taken into custody at Swift Trucking in Willows by a Glenn County Sheriff’s deputy.
11:41 p.m., Oscar Martinez-Suarez, 41, a supervisor (of what is not mentioned) who lives in Vina, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 32, east of County Road VV by a California Highway Patrol officer.
Monday, May 24:
10:45 a.m., at the Glenn County Jail, Ricky Leopoldo Nunez, 67, a laborer who lives in Elk Creek, was found to have a warrant alleging failure to register as a sex offender (a felony). Bail was set at $10,000.
12:47 p.m., Adrian Cuevas Paniagua, 27, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging felony violation of probation. Bail was set at $30,000. He was taken into custody at the jail by a Glenn County probation officer. At the jail the next day, he was found to have two more warrants, both alleging disobeying a lawful order of the court (a felony). Total bail for these warrants was set at $50,000.
1:55 p.m., Curt Louis Daggy III, 50, a pilot who lives in Red Bluff, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs (a misdemeanor). Bail was set at $5,000. He was taken into custody on Highway 162, east of Interstate 5, by a California Highway Patrol officer.
3:10 p.m., Antoine Bostic, 24, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging assault with a deadly weapon (not a firearm) with great bodily injury likely, burglary, threatening to commit a crime with intent to terrorize, criminal conspiracy, vandalism, attempting to murder or kill a human being or fetus with malice, and child abuse or endangerment (all felonies). Bail was set at $565,000. He was taken into custody at 600 North Humboldt Avenue, apt. #188, Willows, by a Glenn County Sheriff’s deputy.
3:10 p.m., Antone Bostic, 24, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging assault with a deadly weapon (not a firearm) with great bodily injury likely, burglary, criminal conspiracy, and vandalism (all felonies) . 5:01 p.m., Ruth Haley Word, 35, a hair dresser who lives in Willows, was booked into the Glenn County Jail on charges alleging petty theft (a misdemeanor). Bail was set at zero. She was taken into custody on West Sycamore Street, near Enright Street, Willows, by a Glenn County Sheriff’s deputy.
8:55 p.m., Hermelindo Gonzalez Salgado, 32, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging driving on a license suspended for driving while under the influence, and disobeying a court order (both misdemeanors), and warrants alleging disobeying a court order, and violation of probation (both misdemeanors). Total bail was set at $87,000. He was taken into custody on Walsh Avenue, north of Fourth Street, Hamilton City, by a Glenn County Sheriff’s deputy.
11:48 p.m., Michael J. Head, 64, an electrician who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication, and disobeying a court order (both misdemeanors). Bail was set at zero. He was taken into custody at 4222 County Road K, Orland.

6:16 a.m., at the Glenn County Jail, Andrew Savino Horstman, 40, a laborer who lives in Paradise, was found to have a warrant alleging felony violation of probation. Bail was set at $30,000.
7:30 a.m., John Jairo Reyes Medina, 21, a construction worker who lives in Modesto, was booked into the Glenn County Jail on charges alleging cultivation of marijuana (a misdemeanor), and providing a structure for the storage or distribution of controlled substances (a felony). 9:50 a.m., Randy Louis White, 35, a laborer who lives in Sacramento, was booked into the Glenn County Jail on a warrant alleging felony violation of probation. Bail was set at $85,000. He was taken into custody at the Glenn County Probation Department in Willows by a probation officer.

4:09 p.m., Jose Jaime Rosas, 53, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 200 Sierra Avenue, Hamilton City, by a Glenn County Sheriff’s deputy.

Saturday, May 15:
12:25 p.m., Miguel Alvarez requested deputies respond to 295 Sacramento Avenue in Hamilton City for a report of a possibly intoxicated man at his residence. When Deputy Lourenzo arrived, Jose Rosas was found inside of Alvarez’s residence sleeping on the floor. Rosas was escorted out of Alvarez’s house, and Alvarez declined to pursue any criminal charges against Rosas for unlawfully entering his home. While speaking with Rosas, he allegedly displayed several objective signs and symptoms of being under the influence of alcohol. Rosas had red, watery eyes, an unsteady gait, heavily slurred speech, and an odor alcohol emitted from his person. Rosas submitted to a field PAS which reportedly presented a blood alcohol level of .129 percent. Deputy Lourenzo determined Rosas was unable to care for himself, and subsequently placed him under arrest for alleged public intoxication. Rosas was transported and booked into the Glenn County Jail, to be released when sober.
2:41 a.m., deputies were dispatched to a report a man being aggressive at the Glenn Medical Center emergency room. Deputies arrived and contacted Everett Maghan, 31, of Willows, in front of the emergency room. Maghan allegedly showed objective signs and symptoms he was under the influence of a controlled substance and believed a snake was in his pants. Maghan was deemed unable to care for himself and was placed under arrest for alleged public intoxication. Maghan was transported to the Glenn County Jail, where he was released to jail staff for booking. He was to be released when sober.
3:38 a.m., Esmeralda Hernandez reported a light grey or blue Hyundai sedan regularly parked in front of her residence at 585 Main Street, Artois, and requested an area check. Deputies responded to Main Street in Artois and conducted an area check. After an extensive area check, deputies were unable to locate the described vehicle.
4:57 a.m., Deputy Tuma was dispatched to Glenn Medical Center to assist CHP officers with a traffic collision investigation. Deputy Tuma assisted until no longer needed.
8:43 a.m., John Zimmerman at 1942 County Road KK, iWillows, reported his son Eric Zimmerman was causing a disturbance and throwing things around the residence. Deputies responded and contacted both parties. Eric Zimmerman was counseled and the incident was resolved by mediation and separation.
9:20 a.m., Yuliana Guzman of Orland called the sheriff’s office and requested to speak with a deputy regarding child custody issues. Deputy Turner spoke with Guzman, via telephone, who wanted to information about protective orders. Deputy Turner informed Guzman about protective orders and how they work. Deputy Turner referred Guzman to the Orland Courthouse and to the Willows Self-Help office.
2:31 p.m., Abelita Dhan contacted the Glenn County Sheriff’s Office to report a three-year-old girl was at the Dollar Tree in Willows by herself. Deputy Chavez responded and contacted Dhan and the little girl. Deputy Chavez initiated an investigation. Dhan knew the child’s mother was Naomie Orona. Orona arrived looking for her daughter. Orona said they were sleeping and when she woke up her daughter was gone. Orona was counselled on her behavior and provided with options to secure the apartment door. The three-year-old was ultimately release to Orona.
4:13 p.m., Deputy Turner responded to 120 Los Robles Avenue in Hamilton City regarding a disturbance. Deputy Turner arrived on scene and contacted Artemio Mendoza-Anguiano and the confidential victim. The victim alleged Anguiano threw hot water on her and was throwing her property out of their residence. Deputy Turner initiated an investigation. Anguiano was subsequently placed under arrest for alleged domestic violence and was transported to the Glenn County Jail.
4:34 p.m., Maria Fragoso contacted the Glenn County Sheriff’s Office to report a four-year-old child was looking for her father at Jensen Park in Willows. Deputies were dispatched and responded. Fragoso said the child’s father was at the park and law enforcement was no longer needed.
6:15 p.m., deputies responded to 1140 Southgate Drive, in Willows, for a report of a man causing a disturbance. Upon arrival, Deputy Lourenzo contacted Everett Maghan, who was throwing items at the front of the residence. Maghan was detained and an investigation was initiated. Deputy Lourenzo contacted the owner of the residence, Zoe Maghan, who reported Everett Maghan had broken two windows to the residence, as well as numerous other household items, while attempting to gain entry into her residence. Zoe Maghan further advised Everett Maghan had thrown a large glass vase at her, striking her in the back while she was attempting to leave. The total damage caused to Zoe Maghan’s residence and vehicle was estimated at more than $2,000. A records check revealed Everett Maghan was also on felony probation in Glenn County. He was arrested, transported, and booked into the Glenn County Jail for his charges.
8:18 p.m., Jessica Hansen reported a suspicious vehicle parked outside of her residence at 123 North Shasta Street, Willows, with a man sitting inside taking pictures of her residence. Deputy Lourenzo responded and contacted Hansen, who said they discovered the man outside of their residence was a process server attempting to serve paperwork. Deputies learned the man had left prior to arrival, but no longer presented a problem to Hansen.
9:43 p.m., deputies responded to the area of West Walnut Street and North Shasta Street in Willows for a report of vehicles driving recklessly in the area. Deputies searched the area extensively for the vehicles, but were ultimately unable to locate them.
10:30 p.m., Glenn Medical Center staff requested a welfare check on Robin Gough, 70, who left the facility at a late hour and did not wish to return. Deputy Lourenzo responded and located Gough near the hospital. Gough said she did not wish to return to the hospital for treatment, so Gough’s significant other, Kenneth Wilcox, was contacted and agreed to take her home. Deputy Lourenzo stood by with Gough until Wilcox arrived and was able to transport Gough to their residence in Tehama County.
10:34 p.m., deputies were dispatched to 533 Fourth Street for a report of a domestic disturbance. Deputies responded and contacted Julio Flores, Nadine Crawshaw and Jessie Smith. All parties said they were in an argument only and nothing physical happened. Deputies did not observe any signs of a disturbance and Flores, Crawshaw and Smith were advised to keep it down for the night.
11:56 p.m., Josh Reed requested a property check of a vacant residence on Fern Street in Willows after possibly seeing a flashlight near the building. Sergeant Draper responded and checked the property but did not locate anyone. The building was found secured and nothing suspicious was noted.
Sunday, May 16:
11:36 a.m., Deputy Turner responded to the Dollar Tree in Willows regarding possible narcotics found on the property. Deputy Turner arrived on scene and met with Dollar Tree employee Claudia, who turned over an unknown substance to Deputy Turner for destruction. Deputy Turner returned to the Willows Patrol Office, where the substance was booked into evidence for destruction.
11:37 a.m., deputies responded to the Cedar Hills Apartments regarding Juan Medina possibly being armed with a gun. Deputies arrived on scene and contacted Naomie Orona and Pedro Quin. Deputies learned that Medina left prior to their arrival. Deputies were able to review camera footage of Medina inside Orona’s residence, where it appeared Medina pulled a silver firearm from his pocket and placed it into his waistband. Deputies searched the area but were unable to locate Medina.
11:57 a.m., Shirley Rodriguez at the Shady Oaks Mobile Home Park, 4582 Highway 99, Orland, reported Eliseo Guillen was on the property and causing a disturbance. Rodriguez further said she believed Guillen was possibly under the influence of alcohol. Deputy Goodwin contacted Guillen near space #34. Guillen displayed obvious signs of being under the influence of alcohol. His eyes were bloodshot and watery, his speech was slowed and slurred, he had an unsteady gait and an odor of an alcoholic beverage emitted from his person. Guillen had difficulty following instruction even when given in Spanish. Rodriguez contacted Deputy Goodwin. Rodriguez said Guillen had been causing a disturbance outside a female tenant’s residence. Rodriguez also alleged Guillen had been urinating in public on the property. A Preliminary Alcohol Screen breath test indicated Guillen’s blood alcohol content was 0.24 percent, three times the legal limit for drinking and driving. Based on the circumstances and observations while speaking with Guillen, it was determined he was too intoxicated to care for himself or the safety of the public. Guillen was placed under arrest for allegedly being drunk in public. Guillen was transported to the Glenn County Jail, where he was booked, to be released when sober.
12:41 p.m., Reynel Molina-Parra contacted the Glenn County Sheriff’s Office to report a female had broken a window and entered his residence at 242 Third Street, Hamilton City. Deputy Chavez responded. Molina-Parra said he confronted the woman and she left the residence. She was last seen running towards the Hamilton City Park. Deputy Chavez initiated an investigation.
1:29 p.m., Breanna McBrayer reported she had been in a verbal dispute with her husband, Tucker George, at the playground next to the Bayless Fire Department. McBrayer stated George took their child and left her at the fire department. McBrayer stated she did not think George buckled the child and last saw him driving west on County Road 39 in a green Rav4. Deputy Goodwin searched County Road 39 from Highway 99 but was unable to locate the vehicle. Deputy Goodwin contacted McBrayer walking near the fire department. McBrayer confirmed the dispute was verbal only. George returned to the scene and was contacted by Deputy Goodwin. George stated the dispute was verbal only. George stated he stopped before County Road 39 and buckled the child. George stated he left because he did not want the child to see them in a verbal dispute. George dropped the child off at his parents’ house and returned to pick up McBrayer so they could sort things out. Deputy Goodwin provided both McBrayer and George with information and options. McBrayer ultimately decided to go home with George.
3:29 p.m., deputies responded to the canal south of Willows regarding an overturned vehicle inside the canal. Deputies arrived on scene and with the help of nearby citizens were able to get the driver out. The traffic collision was determined to be in the county and CHP officers responded to handle the incident.
3:30 p.m., Heidi Rogers called the sheriff’s office and requested law enforcement due to an unknown man mowing her yard. Deputies responded and met with Rogers, who requested an ambulance due to not feeling well when she took an unknown medication. Rogers did not provide any information about the man and was transported to Glenn Medical Center for treatment.
3:35 p.m., Vladamir Villicana called the sheriff’s office and reported a man was at his Willows residence asking for “Brittany,” who did not live there. Deputies responded and met with Villicana, who said the man was in his 50s and was asking if Brittany lived there. Villicana did not know the man and believed him to be under the influence of a controlled substance. Villicana advised the man left in a gray Nissan Pathfinder, heading east on French Street and requested an area check. Deputies searched the area for a vehicle matching the description but were unable to locate the vehicle.
5:53 p.m., deputies responded to 261 Main Street, apt. #1, Hamilton City, for a welfare check. The caller reported her 12-year-old nephew had called her and stated his mother was trying to kick him out of the residence. Deputies arrived and contacted Maria Ledesma and her three juvenile sons. Deputies did not observe any signs of abuse and conducted a check of the residence. All parties were counseled.
6:56 p.m., deputies responded to an address on Sierra Avenue in Hamilton City for a report of a woman breaking windows at the residence. Upon arrival, deputies searched the residence and property, but did not locate anyone, nor did they find any broken windows. As deputies left the residence, an anonymous person reported Zulema Medina was in the area, causing a disturbance. Deputies located Medina near Broadway and Third Street and made contact. She allegedly displayed objective signs and symptoms of being under the influence of alcohol, and admitted to consuming alcohol just prior to the contact. A records check revealed Medina was on CDC parole, and her parole agent was contacted and notified of Medina allegedly being under the influence. Parole Agent Hefner requested a hold be placed on Medina for violating her terms of parole. Deputy Lourenzo placed Medina under arrest and transported and booked her into the Glenn County Jail.
8:33 p.m., Deputy Huichapan was dispatched to 986 North Plumas Street, Willows, for a report of a noise complaint. Deputy Huichapan responded and contacted the homeowner, Veronica Cortez. Deputy Huichapan informed Cortez of the noise complaint and she agreed to keep the music down for the remainder of the night.
10:37 p.m., Martha Martinez reported a white sedan was parked outside of her residence at 4046 County Road F, Orland, late at night, and found the matter to be suspicious in nature. Lourenzo responded but discovered the vehicle had left prior to her arrival. Deputy Lourenzo searched the area for the vehicle, but was ultimately unable to locate it. Martinez was advised to contact the sheriff’s office if the vehicle returned.
Monday, May 17:
2:42 a.m., Ruby Khoury from Enloe Homecare & Hospice reported the expected death of comfort care patient Ernest Enos, 86, of Willows. The decedent entered hospice care on May 14, 2021, and was diagnosed with multiple preexisting illnesses. The decedent’s wife, Carol Enos, was the decedent`s next of kin and was present at the time of death and reported the death to the hospice care. The decedent was to be released to F.D. Sweet and Son Mortuary in Willows.
7:43 a.m., Freddy Carrillo contacted Glenn County Communications and reported Tabitha Rodriguez was at 4290 Highway 45 and requested she be moved along. Deputies responded and contacted Carrillo, who said Tabitha left prior to their arrival. Carrillo stated Tabitha entered her husband’s (Alfredo Rodriguez) vehicle at the business and removed documents. Carrillo requested Tabitha be admonished for trespassing, if found, and Alfredo did not request contact. Deputies conducted an extensive area check, but were unable to located Tabitha. Carrillo was ultimately provided information regarding restraining orders.
8 a.m., an anonymous party reported a male cyclist wearing all black clothing was acting suspicious, as he was riding in circles at the intersection of North Butte and French Streets, in Willows. Deputies responded and searched the area, but did not locate the reported man and did not note any suspicious activity in the immediate area.
8:48 a.m., Anthony Salley contacted Glenn County Communications to report a theft from his residence at 600 North Humboldt Avenue, apt. #101, Willows. Deputy Garcia was dispatched, contacted Salley, and initiated an on-scene investigation. After further investigation, it was reported an unknown person entered Salley’s unlocked residence at an unknown date and time and stole property from inside. Salley estimated the total cost of the stolen property was about $630.
8:49 a.m., Nadine Mitchel reported hearing a disturbance outside her apartment (#187) at the Cedar Hills Apartments in Willows. Deputies responded, searched the area, and discovered the disturbance was involving a man wearing black clothing. Deputies contacted the reported man, Lucky Bob Wyatt, who matched the description. Wyatt admitted to causing a disturbance prior to deputies’ arrival and he was counselled on his behavior.
9:37 a.m., a Murdock Elementary staff member contacted Glenn County Communications to report a cold threat involving two students. Deputy Garcia was dispatched, contacted school staff, one of the involved students, and the student’s parent. Deputy Garcia counselled the child on his behavior and school staff advised additional action would be handled internally.
10:51 a.m., Hilda Cabral contacted the sheriff’s office, reporting a metal container marked “Blood and Urine Biohazard” was in her front yard at 425 Third Street in Hamilton City and she didn’t know where it came from. Deputy Tuma was dispatched and collected the container. The container was found to be empty, not containing biohazard material, and disposed of.
10:51 a.m., Carol Cavins contacted Glenn County Communications and reported a suspicious trailer in the orchard near County Roads 14 and H 1/2, in Orland. Deputies responded and located the reported trailer and met with Robert Hammond, who said Alvaro Torres owned the property and they entered into a civil agreement for Hammond to temporarily reside there. Deputies later contacted Torres at his residence and confirmed the agreement. Torres was subsequently provided with information regarding water and sewage use.
11:10 a.m., Sarah Smith contacted Glenn County Communications to report a violation of a peaceful contact restraining order. Deputy Garcia was dispatched and contacted Sarah Smith outside her apartment (1201 West Wood Street, apt. #57). Sarah Smith alleged Logan Smith violated the restraining order when he threatened to assault her during an argument. A records check showed there was an active domestic violence restraining order, where it listed Sarah Smith as the protected party and Logan Smith as the restrained party. Deputy Garcia searched for Logan Smith, but was unable to locate him.
11:51 a.m., deputies were dispatched to a report of a female transient ripping apart the rose bushes at 565 Sacramento Avenue in Hamilton City. Deputies believed the woman was Michelle Urrutia based on the description given. Deputies responded and found the woman was gone prior to their arrival. Deputies contacted Ana Medina at 565 Sacramento Avenue. Medina declined to pursue criminal charges and deputies told her the incident would be documented. Deputy Tuma later contacted Urrutia in Orland and told her of the complaint. Urrutia denied the allegations and was advised to stay off the property.
12:28 p.m., Marlene Silvera contacted the sheriff’s office, requesting documentation for her neighbor trespassing on their property on County Road C near Orland. Deputy Tuma was dispatched and contacted Silvera by phone. Silvera alleged their neighbor, Doug Freitas, drove through their property for an unknown reason on May 16.
12:38 p.m., Samantha Potts of Olivehurst requested a welfare check on her sister, Taylor Potts of Willows. Samantha Potts said she had not heard from Taylor Potts in a couple days, which is not normal. Deputy Lemmon was dispatched and responded to Taylor Potts’ residence. Deputy Lemmon contacted Taylor Potts, who said her cell phone was broken. Taylor said she did not need any assistance from law enforcement.
12:39 p.m., Pat Vickery reported vehicles parked on the roadway in front of her residence, 142 South Lassen Street, Willows, were exceeding the parking allowed time. Deputies contacted Vickery, who requested the incident documented. Vickery was provided with options and was advised to contact the sheriff’s office if there were any further issues.
2:05 p.m., Jose Martinez contacted Glenn County Communications to report a cold brandishing of a firearm and possible assault with a vehicle. Deputies contacted Martinez and initiated an investigation. It was determined on May 7, shortly after 11:50 p.m., Martinez was traveling west on County Road 24, just west of County Road M. A white Dodge Dakota passed Martinez and cut him off, which caused him to stop. The driver of the Dodge Dakota exited and brandished a silver pistol. Martinez ultimately left the area.
3:27 p.m., Deputy Lemmon was dispatched to a next of kin notification. Deputy Lemmon responded to the residence on Culver Street in Willows and attempted to contact the next of kin. Deputy Lemmon did not get any response at the residence and requested a night shift deputy to attempt notification.
3:38 p.m., Kristine Anthony contacted the sheriff’s office reporting a white 2000’s Honda 4-door sedan drove to their mailbox and stole their outgoing mail. Anthony said the car was occupied by at least two people and a man wearing a red shirt reached out of the passenger side rear window into the mailbox. Anthony said there was a check in the outgoing mail but nothing else of importance. Anthony was advised to cancel the check and anything else that might have been in the mail. Deputies checked the area for the vehicle but it was gone prior to their arrival.
3:47 p.m., Deputy Lemmon was dispatched to a commercial alarm at Great Western Growers, 6500 County Road 60. Deputy Lemmon responded to the business. While en route, an employee called and reported the alarm was accidental and they did not need law enforcement assistance.
4:46 p.m., Dorris Kessler contacted the sheriff’s office, requesting to speak with a deputy regarding ongoing issues with reckless driving in the area of Shasta and Walnut Streets in Willows. Deputy Tuma contacted Kessler by phone and said extra patrol would be provided.
5:15 p.m., deputies responded to the area of South Yolo and East Oak Streets in Willows for a report of a man and woman in an argument. Deputies arrived on scene but found the area quiet upon arrival. Contact was attempted at a reported address but there was no answer.
6:08 p.m., Hank Irick reported vandalism in Hamilton City and requested a phone call from a deputy. Deputy Ramirez contacted Irick, who said a Hamilton City Fire Department aluminum sign located on Highway 32, west of Highway 45, had been spray painted. Irick estimated the cost to replace or clean the sign to be $250. Irick did not have any possible suspects.
6:46 p.m., Deputy Thompson was contacted by Jeffery Ross, who reported an ongoing issue with multiple vehicles speeding and driving recklessly on North Butte Street near West Walnut Street in Willows. Ross said the issue had been occurring mostly on Friday and Saturday nights between 9 p.m. and 11 p.m. The vehicles attributed to this were described as vehicles leaving the Wrong Way Home Saloon, speeding and spinning the tires on North Shasta Street. Extra patrol during the weekend was requested and Ross was advised to contact the sheriff’s office when the incidents were occurring.
7:18 p.m., an anonymous caller reported a man was driving a go-cart recklessly through the mobile home park located at 240 Sacramento Avenue in Hamilton City. The caller said the man was giving rides to children without helmets. The caller requested the man be contacted and counseled. Deputies responded to the mobile home park and searched the area. They were unable to locate the man or the go-cart in the mobile home park.
7:44 p.m., deputies were flagged down by Miriam Diaz in the area of Broadway and Second Street in Hamilton City. Diaz requested a welfare check on a 13-year-old female juvenile who had been staying with her but was supposed to have gone home to 325 Broadway, apt. 1C. Deputies learned the girl running away from home was an ongoing issue and Glenn County CPS was aware. Deputies contacted the girl’s mother, Maria Elias, who said the girl had not arrived home. Elias was advised to contact the sheriff’s office if the girl didn’t return home and if she, Elias, wished to file a missing person report. Elias later contacted the sheriff’s office and said the girl had arrived home.
10:07 p.m., Deputy Ayres responded to 429 West Sycamore Street, Willows, on a report from Christina Badgley regarding Thomas Winslow causing a disturbance. Badgley reported Winslow refused to leave the property. The Glenn County Dispatch Center said there was a served peaceful contact order between the two with Winslow being the restrained. Winslow was also known to be on probation for domestic violence. Deputies arrived to find that Winslow had left prior to their arrival. Deputy Ayres contacted Badgley and Torlief Harlan. It was reported that Winslow was trying to force entry into the residence, was yelling and calling Badgley derogatory names. Deputies searched for Winslow, but were unsuccessful. Deputy Ayres found Winslow thrashing around inside of his parked truck on Sacramento Street between East Oak and East Laurel Streets at about 3:11 a.m. Winslow was arrested and booked into the Glenn County Jail on charges alleging being under the influence of a central nervous system stimulant, violation of a domestic violence restraining order and two counts of felony violation of probation.
Tuesday, May 18:
9:42 a.m., Louis Neihues called and reported the possible theft of mail. Deputy Lemmon was dispatched and contacted Neihues, who was notified by his neighbor of mail theft that occurred on May 17. Neihues contacted the postal employee, who said he did drop off mail into the mailbox at 6359 County Road 7, Orland, on May 17. Neihues said he did not receive mail nor did he know what was taken. Neihues was provided information to protect his identity in case the suspect did take any of his personal information.
10:54 a.m., the manager at the Eskaton Kennedy Manor apartment complex, 714 North Humboldt Avenue, Willows, contacted Glenn County Communications and requested a woman be admonished for trespassing. Deputies responded and contacted the manager and initiated an on-scene investigation. It was determined the woman (unknown name) was there to visit a resident at apt. #501. Deputies ultimately provided the manager with information on restraining orders.
11:13 a.m., Lance Chapman reported a man by the name of “Paul” attempted to scam his grandmother, Carol Windham, earlier this day. Deputy Garcia contacted Chapman, via telephone, as requested. Chapman said Windham was told Paul was with PG&E and she needed to pay $500 to repair her meter. Windham provided Paul with her bank information and home address, via telephone, before realizing it was a scam. Subsequently, Windham contacted her bank and the transaction was cancelled before Windham suffered a monetary lost. Chapman requested the incident be documented and extra patrol around Windham’s residence in Willows.
1:23 p.m., a Glenn-Colusa Irrigation District employee contacted Glenn County Communications to report a theft from a tractor. Deputy Garcia was dispatched and contacted the reporting party, Steven Osa, at the intersection of County Roads 48 and 47 in Willows. Osa reported sometime between May 14 and May 17, an unknown person entered the unlocked backhoe and stole several items. Osa estimated the stolen property was worth about $900.
2:36 p.m., Kristy Dugo with Tri Counties Bank, 210 North Tehama Street, contacted the sheriff’s office, reporting a man attempted to cash a check belonging to a Tri Counties Bank customer. Dugo said the man was Joshua Hanson of Willows. Deputy Tuma was dispatched, initiated an investigation, and contacted the person to whom the check belonged.
4:27 p.m., deputies were dispatched to 1201 West Wood Street, apt. #57, for a report of a disturbance. Deputies contacted Sashay Little, Sarah Smith, and Logan Smith. Little said Logan Smith was not allowed to be on the property and requested he be moved along. Little was informed the issue was a civil matter and advised of the eviction process. Logan Smith was found to be on court probation, with no-alcohol stipulations. After an on-scene investigation, Logan Smith was placed under arrest for alleged violation of a court order. He was transported to the Glenn County Jail, where he was released to jail staff for booking.
4:36 p.m., Erik Zimmerman of Willows contacted the sheriff’s office, requesting to speak to a deputy regarding threats. Deputy Tuma was dispatched and attempted to contact Zimmerman by phone, per his request. Deputy Tuma did not receive an answer and was unable to leave a voicemail.
4:49 p.m., deputies responded to the area of 829 Baywood Street, Willows, after an anonymous report of a man operating an ATV on the roadway. The reporting party said the man drove the ATV with children on it, who were not wearing helmets. Upon arrival, deputies located the reported ATV, loaded on a trailer at 829 Baywood Street and contacted Nesly Platadelrio. Platadelrio was ultimately counseled on various vehicle codes and agreed to not allow the ATV on the roadway.
6:12 p.m., Deputy Thompson was dispatched to provide information to a citizen regarding a civil child custody matter. Elizabeth Macias of 3992 Highway 99, Orland, was provided with information on how to obtain or request a change of order through the court process.
10:47 p.m., Eagle Security reported a commercial burglar alarm activation at 9055 Highway 162. Deputies checked the property and found it secure. The responsible was unavailable.
11:06 p.m., the Tehama County Sheriff’s Office requested assistance from the Glenn County Sheriff’s Office at 7970 County Road 33, Glenn, the home of Andrew Loewen, who is accused of kidnapping a person for ransom.
11:15 p.m., Gabriela Perez of Willows contacted the sheriff’s office, wishing to speak to a deputy regarding finding a Chase debit card with her name on it. Deputy Tuma was dispatched. Perez said she has never had a Chase bank account. Perez did not report any monetary loss or anything else unusual happening. Deputy Tuma told Perez the incident would be documented and to contact the sheriff’s office if she discovered anything further.
11:44 p.m., Gene Goodrich reported a black male adult had stolen a candy bar from Circle K, 210 West Wood Street, Willows. Goodrich said the man had walked back into the store and he believed he planned to steal more items. Deputy Ramirez responded and contacted the man, who was identified as Marcus Jackson. Jackson allegedly admitted to stealing a candy bar. The Circle K employee requested Jackson be admonished from the property. Jackson was ultimately counseled and admonished from Circle K.
Joseph Frank Rodgers was born in Willows to Joseph Alfred and Goldie Clare (Ridgeway) Rodgers on May 28, 1934. He had five sisters and one brother.
He attended school in Princeton at the Boggs School for his first grade class. He then moved to Niles and attended second to seventh grades.
Then he moved to the Codora area, where he attended seventh and eighth grades with Mrs. Dillard as his teacher. He attended Princeton High School and graduated in 1952.
He went on to complete a two year program in Agriculture at San Luis Obispo.
Joseph married his first wife, Janice Lovett, in 1958. That marriage ended after four years.
He then married Maxine Youngs in 1962 and together they had two children: Thad Jay Rodgers in 1963, and RaeAnn Rodgers in 1964. That marriage lasted 17 years.
Joe then married Charleen Duerr in 1984 and they spent the past 36 years together.
He started rice farming in 1954 after returning from college, and has been farming ever since. He was awarded the Young Farmer Improvement Award.
Some of Joe’s hobbies included flying over the valley rice fields. He earned his pilot’s license in 1958 and owned a small Air Coupe from 1958 to 1972.
Over the years he took many family members for rides. He also enjoyed scuba and abalone diving, snow skiing and water skiing.
There were many yearly trips to Fort Bragg and Buck’s Lake with family and friends. He also enjoyed fishing and hunting deer and elk, as well as visiting their cabin in Loleta and having family dinners with his kids and grandchildren.
Joseph felt one of his great joys and accomplishments was being a Boy Scout Master for Troop 51, which he served for almost seven years. He still remembered the kids that he taught and the great things they learned together.
Joe was a member of the Elks Lodge for 62 years. He was always an inventor, coming up with several interesting and usable items. He repaired repurposed and fabricated farm and recreational equipment and vehicles.
In his years as a farmer, this was probably a necessity. But in later years he liked to challenge himself to see what he could come up with as a form of creative expression.
With duct tape, baling wire and a hose clamp or two, he would work wonders. Among his family’s favorites was the little red go-cart that he made for his children, and the giant mosquito that RaeAnn asked him to build for one of her projects.
Joe traveled to many places. He cruised the Panama Canal, went to Disney World in Florida, took
several trips to Hawaii, saw the World’s Fair in Washington, went ghost town hunting with the Calvert’s, traveled to Russia, Australia, the Bahama’s, and took several trips to Alaska.
Joe did many projects, including drawing up and helping to build his current house, adding on to the house, building a shop, building his grain bins, reconfiguring a Quonset hut which blew over and was replaced by a newer three-sided shop.
He is survived by his stepson, Mark Duerr; daughter RaeAnn, who gave him three grandsons: Scott (Lindsay), Matthew (Megan), and Gregory (Rylee); and five great-grandchildren.
A graveside service is planned at 11 a.m. on Wednesday, May 26, at the Willows Cemetery. This is to be followed by a Celebration of Life gathering at the Willows Elks Lodge.
The family invites the friends and loved ones of Joseph Rodgers to join them.
An Orland man died early Saturday evening after crashing his vehicle as he was exiting the southbound Interstate 5 at Newville Road.
At about 7:05 p.m. on May 22, Eddie Ontiveroz, 38, of Orland, was driving his 2003 Lexus south on Interstate 5 and was taking the off-ramp to Highway 32 (Newville Road).
According to CHP Officer Bryant, due to Ontiveroz’s unsafe speed as he left the freeway and his failure to stop at the stop sign at Newville Road, he allowed his Lexus to continue into the intersection at Newville Road at a high rate of speed and cross all lanes of travel.
The vehicle left the south road edge of eastbound Newville Road and crossed the I-5 on-ramp, where it collided into a dirt embankment and chain link fence at the Pilot Travel Center.
Emergency responders were initially told the crash occurred north of Newville Road, but it was quickly found on the south side of Newville.
Ontiveroz was transported by ambulance to Enloe Medical Center in Chico, where he died.
He was wearing his seatbelts at the time of the accident. It is not believed that alcohol or drugs were a factor in this incident.
It is presently unknown whether Ontiveroz suffered a medical emergency prior to the accident.
