A medical issue of some sort is believed to have contributed to a vehicle accident on Papst Avenue Saturday evening when an Orland man crashed his GMC pickup into a power pole.
At about 7:30 p.m. on July 17, Bradley Ray, 60, was driving his pickup south on Papst Avenue, south of East Swift Street and north of East Walker Street, when he drifted off to the left and struck a power pole.
Ray was obviously disoriented in general, but he seemed to be having problems with his perception on the left side of his body, apparently unable to see people or objects on that side and unable to hear or comprehend voices on that side.
Ray was transported to St. Elizabeth’s hospital in Red Bluff by ground ambulance.

The collision damaged some lines leading from a transformer at the top of the pole down to the ground. Firefighters were fairly certain the insulation on the lines was not damaged and the pickup was not “hot,” but they and the Orland police officers present were not about to touch the truck until they knew for sure.
PG&E arrived at the scene shortly before 9 p.m. Indeed, the pickup was not electrified.

Friday, July 9:
4:45 a.m., Cole Evan Gregory, 31, a forestry technician who lives in Elk Creek, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on County Road 32, east of Highway 45, by a California Highway Patrol officer.
8:30 a.m., Robert William McDonald, 32, a laborer who lives in Orland, was booked into the Glenn County Jail without bail on a court remand for charges alleging felony violation of probation. He was taken into custody at the Willows branch of the Glenn County Superior Court by a Glenn County Sheriff’s deputy.
10:30 a.m., at the Glenn County Jail, Joshua Everett Vallerga, 19, a laborer who lives in Chico, was found to have a Butte County warrant alleging failure to appear on a felony charge. Bail was set at $40,000.
11:53 a.m., Stephanie Kaye Lohman, 33, a laborer who lives in Colusa, was booked into the Glenn County Jail on a court ordered surrender for charges alleging driving while under the influence of alcohol and/or drugs, and a special allegation (both misdemeanors). She was taken into custody at the jail by a Glenn County Sheriff’s deputy.
12:13 p.m., Jacob Jonathan Doughtie, 19, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of stolen property (a felony). Bail was set at $10,000. He was taken into custody on County Road 27 between Interstate 5 and Highway 99 by a Glenn County Sheriff’s deputy.
7:23 p.m., Kyle Eugene Richard Thomas Watson, 37, a laborer who lives in Willows, was booked into the Glenn County Jail on warrants alleging failure to appear on a misdemeanor charge, possession of stolen property valued at $400 or less, and possession of burglary tools (all misdemeanors). Total bail was set at $7,000. He was taken into custody at 132 French Street, Willows, by a Glenn County Sheriff’s deputy.
9:06 p.m., Oscar Gerardo Duran-Barrera, 38, a laborer who lives in Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving without a license (all misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 32 in Hamilton City by a California Highway Patrol officer.
9:12 p.m., Edilma Elizabeth Soto Cifuentes, 50, a farmer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $11,000. She was taken into custody on Highway 32, west of Canal Street, Hamilton City, by a Glenn County Sheriff’s deputy.
Saturday, July 10:
8:02 a.m., Joshua William Morris, 34, a truck driver who lives in Orland, was booked into the Glenn County Jail on charges alleging possession of controlled substance paraphernalia (a misdemeanor), and a Butte County warrant alleging hit and run with property damage (a misdemeanor). Bail on the fresh charge was set at zero, while bail for the warrant was set at $5,000. He was taken into custody at 310 West Wood Street, Willows, by a Glenn County Sheriff’s deputy.
1:58 p.m., Adrian Cuevas Paniagua, 27, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging petty theft (a misdemeanor), and warrants alleging failure to appear after giving a written promise (a felony). Bail on the fresh charge was set at zero, while total bail for the warrants was set at $40,000. He was taken into custody at 775 Southgate Avenue, Willows, by a Glenn County Sheriff’s deputy.

1:57 a.m., Timothy Sebastian Oropeza, 20, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on Highway 32 at County Road RR by a California Highway Patrol officer.
12:08 p.m., Jeffery William Francis, 26, a mechanic who lives in Willows, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor), and possession of a firearm by a felon (a felony). Bail was set at $20,000. He was taken into custody at 6334 County Road 68, Willows, by a Glenn County Sheriff’s deputy.
6:19 p.m., Sergio Parra, 23, a licensed vocational nurse who lives in Orland, was booked into the Glenn County Jail on charges alleging false imprisonment (a felony). Bail was set at $10,000. He was taken into custody at 6379 County Road 16, sp. #48, Orland, by a Glenn County Sheriff’s deputy.
8:43 p.m., Nycole Yvonne Nelson, 22, a laborer who lives in Orland, was booked into the Glenn County Jail on warrants alleging disobeying a lawful order of the court (a felony), and disobeying a court order (a misdemeanor). Total bail was set at $42,000. She was taken into custody in the 700 block of Sacramento Street by an Orland police officer.
Monday, July 12:
3:43 p.m, Brittany Irene Emery, 30, a childcare worker who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a narcotic controlled substance (a misdemeanor), possession of a narcotic controlled substance for sale (a felony), and transportation of a narcotic controlled substance for sale (a felony). Bail was set at $50,000. She was taken into custody at the ampm mini mart, 1399 West Wood Street, Willows, by a GLINTF agent.
3:43 p.m, Ricardo Hernandez Gonzalez, 23, a plumber who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a firearm by a felon (a felony), carrying a concealed firearm in a vehicle (a misdemeanor), possession of ammunition by a prohibited person (a felony), possession of a narcotic controlled substance (a misdemeanor), and transportation of a narcotic controlled substance for sale (a felony). Bail was set at $70,000. He was taken into custody at the ampm mini mart, 1399 West Wood Street, Willows, by a GLINTF agent.
7:58 p.m., at the Glenn County Jail, Allen Jeff Lindell, 49, a laborer who lives in Corning, was found to have a warrant alleging felony violation of probation. Bail was set at $35,000.
6:32 p.m., Kyle Cameron Wills, 23, a laborer who lives in Princton, was booked into the Glenn County Jail on charges alleging causing death or bodily injury while driving while under the influence of alcohol and/or drugs, and causing death or bodily injury while driving while under the influence of alcohol (both felonies). Bail was set at $80,000. He was taken into custody at Walker and East Streets by an Orland police officer.
9:12 p.m., Ulises Martinez-Galvin, 20, a laborer who lives in Orland, was booked into the Glenn County Jail on a warrant alleging failure to appear after giving a written promise (a misdemeanor). Bail was set at zero. He was taken into custody on Roosevelt Avenue at East Street by an Orland police officer.

7:15 a.m., Ricardo Hernandez Gonzalez, 23, a plumber who lives in Willows, was booked into the Glenn County Jail on a warrant alleging possession of metal knuckles (a felony). Bail was set at $100,000.
9:40 a.m., Christina Marie Badgley, 36, a laborer who lives in Willows, was booked into the Glenn County Jail without bail on a court ordered surrender for charges alleging driving without a license (a misdemeanor), and infliction of corporal injury on a spouse or cohabitant (a felony). She was taken into custody at the jail by a Glenn County Sheriff’s deputy.
10 a.m., Bobby Jo Green, 40, a laborer who lives in El Frida, Ariz., was booked into the Glenn County Jail without bail on a court ordered surrender for charges alleging possession of metal knuckles (a felony), possession of a controlled substance (a misdemeanor), possession of a narcotic controlled substance (a misdemeanor), possession of drug paraphernalia (a misdemeanor), and possession of controlled substances without a prescription (a misdemeanor). He was taken into custody at the jail by a Glenn County Sheriff’s deputy.
11:47 a.m., Thomas Lee Winslow, 49, a laborer who lives in Maxwell, was committed to the Glenn County Jail without bail for charges alleging violation of a protective order, and using or being under the influence of a controlled substance (both misdemeanors). He was taken into custody at the jail by a Glenn County Sheriff’s deputy.
Wednesday, July 14:
12:59 a.m., Narciso Garcia, 41, a laborer who lives in Red Bluff, was booked into the Glenn County Jail on warrants alleging failure to appear after being released on his own recognizance (a misdemeanor). Total bail was set at $10,000. He was taken into custody at 199 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.
9:15 a.m., Ryan Mark Ockerman, 44, a firefighter who lives in Orland, was booked into the Glenn County Jail on charges alleging felony violation of probation. Bail was set at $20,000. He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.
2:20 p.m., Charles Ben Padilla, 34, a laborer who lives in Willows, was committed to the Glenn County Jail without bail on charges of possession of stolen property, a special allegation, and child abuse or endangerment (all felonies). He was taken into custody at the Glenn County Probation Department, Willows, by a probation officer.
7:57 p.m., Luis Fernando Vargas-Flores, 38, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). Bail was set at zero. He was taken into custody at 1025 Juniper Drive, Willows, by a Glenn County Sheriff’s deputy.
Thursday, July 15:
11:22 a.m., Thomas Michael Butler, 27, a laborer who lives in 4645 County Road G, Orland, was committed to the Glenn County Jail without bail on charges alleging misdemeanor violation of probation. He was taken into custody at the jail by a Glenn County Sheriff’s deputy.
4:29 p.m., Magdalena Miquelita Miller, 53, a truck driver who lives in Penasco, New Mexico, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. She was taken into custody at Walmart, 470 North Airport Road, Willows, by a Glenn County Sheriff’s deputy.
2:49 a.m., Javier Garcia Sanchez, 36, a farm worker who lives in Orland, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody on Newville Road at Hoff Way, Orland, by a Glenn County Sheriff’s deputy.

At about 2:48 p.m. on Wednesday, July 14, Orland firefighters responded to a report of a fire to a fence and outbuilding behind a home on Woodward Avenue.
The house was located at the southwest corner of Woodward Avenue and East Mill Street.

The house itself was not damaged.
According to Orland Fire Chief Justin Chaney, speaking at the scene of the fire just after it had been extinguished, the cause of the fire was unknown.

An early evening apartment fire on Tuesday brought firefighters from Orland, Artois and Willows to 819 Newport Avenue.
The fire was mostly contained to apt. #25, although the other apartments in the fourplex also sustained some smoke damage.
They were still inhabitable, however. Apartment #25 was not.
The fire was reported at about 7:12 p.m. Orland police officers arrived at the scene first and evacuated everyone in the fourplex.

According to Orland Fire Chief Justin Chaney, the fire began when the apartment’s resident failed to completely turn off her stove and left the residence to take her little dog for a walk.

A Princeton man was arrested for felony driving while under the influence after he allegedly ran a traffic light in Orland and hit a car.
At about 6 p.m., Orland police officers, Orland volunteer firefighters, and ambulance personnel responded to a report of a vehicle collision at East and Walker Streets.
Officers contacted Kyle Wills, 23, of Princeton, who was driving a pickup east on Walker Street when he failed to stop for a red light at the intersection with East Street.

The truck collided with the passenger side of a car being driven by Yoselin Alvarado, 28, of Orland, indicating she had either been driving south on East Street or had made a left turn from westbound Walker Street onto southbound East Street.
The damage to the pickup seemed to consist of a large dent to the driver’s side fender.
Alvarado was evidently injured in the collision and was transported by ambulance for medical assistance.
Field sobriety tests were performed on Wills. He was then handcuffed, placed in an Orland police unit, and transported to Glenn Medical Center in Willows for a blood draw.
From there, he was booked into the Glenn County Jail on charges alleging causing death or bodily injury while driving while under the influence of alcohol and/or drugs, and causing death or bodily injury while driving while under the influence of alcohol (both felonies).
His bail was set at $80,000.
Bambauer Towing removed the car from the scene. The Observer left before the pickup was removed.

Thursday, June 24:
2:10 a.m., Orland police officers located a residential fire at 504 Third Street. Orland Fire Department responded and found a deceased man in the residence. Deputy Ramirez initiated a coroner’s investigation. The decedent was identified as Daniel Molen.
4:54 p.m., Marcella Pena contacted the Glenn County Sheriff’s Office to report a traffic collision. Deputy Chavez responded to the Walmart parking lot in Willows. Pena told Deputy Chavez a tan 2004 Honda (California license plate #8VWU039) backed up into her 2017 Nissan Maxima, then drove away. Pena did not see the driver and could not identify the person driving the Honda. Pena did record the vehicle driving away and provided Deputy Chavez with the Honda’s license plate. Pena’s vehicle had minor damage on the front passenger headlight and bumper. Pena did not want to pursue criminal charges, she only requested assistance finding the vehicle involved. Deputy Chavez responded to the Honda’s current registered address but was not able to locate the vehicle.
Friday, June 25:
2:17 a.m., Deputy McIntyre was dispatched to the Orland Police Department on a report of a possible sexual abuse. Upon arrival, contact was made with an adult female who reported her 16-year-old nephew sexually abused her six-year-old daughter.
4:34 p.m., Taco Bell employees in Willows requested law enforcement due to a man trying to pass a counterfeit $20 bill. Deputies responded and met with Taco Bell Manager, Brandy Chandar, who alleged former employee Christopher Loecsh tried to use a counterfeit bill and soon left prior to receiving his food. Deputies initiated an investigation.
6:25 p.m., Nicole Kringle reported a burglary at 4754 Fourth Avenue, Orland, where several items were stolen. Deputy Lourenzo responded and contacted Kringle, who said about $2,553 worth of cash and property were stolen from the Capay Assembly of God Church. A report was taken and an investigation was initiated. No suspect information was provided.
7:12 p.m., an employee from St. Elizabeth’s Community Hospital, Red Bluff, reported a patient was admitted with a non-life-threatening self-inflicted gunshot wound that reportedly occurred somewhere in Orland. Deputy Lourenzo was dispatched. An investigation was initiated and is ongoing. The victim is named in the sheriff’s log item and Andres Calisto-Cordero, 155 Sacramento Avenue, Hamilton City.
Saturday, June 26:
10:38 a.m., deputies responded to the area of Merrill Avenue and Cedar Street in Willows for a report of a suspicious gray Nissan Versa continually driving up and down the alleyway. Deputies located a vehicle matching the description and conducted an investigative stop on it. The driver of the vehicle was identified as Jamilee Tabor, who said she was not from the area. Tabor stated she going to churches to receive assistance with her travels. Tabor also claimed to be from the military and was looking for soldiers to start a base. After speaking with Tabor, it was determined her activity was odd but not criminal. Tabor had nearly a full tank of gas, had recently eaten and had access to water. Tabor was not a danger to herself and presented no intent to harm others. Tabor did not meet the criteria for 5150 W&I. Tabor was provided with information on nearby services and asked not to repeatedly drive up and down the same alley with no purpose or business in the area.
5:44 p.m., Deputy McIntyre responded to 1201 West Wood Street, apt. #31, Willows, on a report of a cold burglary that occurred within the last two days. Contact was made with Mary Roa, who said someone damaged the deadbolt on the front of her apartment while she was gone for two days. Roa reported several items were missing from the apartment.
Sunday, June 27:

Orland police officers and Glenn County Sheriff’s deputies responded to the Orland Inn, 1052 South Street, rm. #111, regarding a possible suicide. Law enforcement arrived on scene and found 50 Y/O Vernon Wilkinson, 50, of Brighton, Ill., deceased. Deputies initiated an coroner’s investigation and were able to notify next of kin, Valarie Bettord in St. Louis, Mo. Sweet-Olsen Family Mortuary responded and took possession of the decedent.
Monday, June 28:
4:30 p.m., Erin Wright with Glenn Medical Center, 1133 West Sycamore Street, Willows, contacted the sheriff’s office, reporting the expected death of Alfredo Hernandez, 82, of Orland. The decedent entered into comfort care on June 21 and was diagnosed with pre-existing medical conditions. Next of kin and wife, Lydia Hernandez, and other family were contacted and made aware of the decedent’s death. Reichert’s Funeral & Cremation Services of Citrus Heights was contacted and the decedent was released into their care.
6:31 p.m., Matthew Garcia reported an envelope containing $5,925 had been stolen from his unlocked Nissan Rogue while parked in front of 1255 Brennan Place in Willows. Deputy Ramirez contacted Garcia by phone and took a report. The sheriff’s log item names Cherie Jeanette Garcia of Bayliss as the victim.
7:45 p.m., Deputy Thompson was dispatched to a report of an assault. Kym Casperson of Enloe Medical Center reported a patient had entered the hospital with injuries sustained during a physical altercation. Deputy Thompson contacted Edson Gomez of Orland, who said he had been drinking in Chico on Saturday night and when he woke up he had sustained injuries to his face and arm. Gomez declined to make a report and could not or would not disclose where the incident occurred.
Tuesday, June 29:
1:11 p.m., the Glenn County Sheriff’s Office SAFE team contacted David Carlile, who was allegedly found to be out of compliance pursuant to his sex registration requirements. Deputy Lemmon conducted an investigation and ultimately placed Carlile under arrest. Carlile was taken to the Glenn County Jail for booking.
8:14 p.m., deputies responded to a report of a woman running from a shirtless man in the area of County Roads 200 and C. While en route, deputies were told that these two people were on the ground, fighting. After this, it was reported that the woman was on the ground, no longer screaming, and the man was walking towards the road. Orland police officers and sheriff’s deputies contacted Kevin Terwillerger and Shannon Jackson. After an on-scene investigation the reporting party, both people reported no physical assaults occurred. Terwillerger and Jackson were looking in the area for help due to the vehicle they were coming back from the lake in was disabled.
9:47 p.m., Gabriel Marie Dougherty alleged Scott Collier assaulted her and her mother, Pamela Sanders, at 6363 County Road 14, Orland. While en route, it was reported that a man attempted to force his way into Michael Bryan’s residence at 6369 County Road 14, Orland. Deputies contacted the involved parties except for Collier, who was gone on arrival and deputies were unable to locate him. Bryan reported his neighbor coming over and him walking the neighbor to the back of the property. Dougherty reported Collier stealing her cellphone forcefully while she was holding a newborn baby and saying she was calling the police during a domestic violence incident. Sanders reported being pushed and pulled around by Collier. Collier was confirmed to have local warrants and on probation.
Wednesday, June 30:
4:09 a.m., deputies were detailed to a report of a suspicious man looking into vehicles in the parking lot of 1201 West Wood Street, Willows. Deputies contacted Leonel Gutierrez-Rodriguez in the area. Gutierrez-Rodriguez matched the description provided and told deputies he was in possession of narcotics and paraphernalia. After investigation, Gutierrez-Rodriguez was arrested for allegedly being under the influence of a controlled substance, possession of narcotics and possession of narcotics paraphernalia.
8:29 a.m., Mary Jane Pustejovsky was referred to the Glenn County Sheriff’s Office regarding an abandoned vehicle along Highway 162 in Butte City. Upon further investigation, it was determined the reported vehicle, a 1988 Ford pickup (Calif. License plate #8Y75319), was associated with a previous burglary (GCSO Incident No. 21-019457). Deputies contacted the registered owner, Thomas Wood, and advised him to retrieve his vehicle prior to July 2, or it would be towed. (On Sunday, June 20, at 7:47 a.m., deputies responded to a burglary in Butte City at 102 Shasta Street. Deputies arrived on scene and met with the reporting party, Arturo Moralas. He said he observed two adults on his property in the early morning hours. He contacted the adults, at which point he noticed them stealing items from his property. Moralas said the adults left on a black motorcycle. Moralas told Deputy Turner that he was able to get all his property back and was not missing anything from his property.)
12:26 p.m., the California Highway Patrol received a report of a single-vehicle rollover on Interstate 5, north of Highway 32, in Orland. Glenn County Sheriff’s deputies responded to the scene. Deputies assisted with traffic control until they were no longer needed.
12:58 p.m., while driving through the Cedar Hills apartment complex parking lot, Deputy Garcia saw Ricardo Rodriguez, who the deputy recognized from previous contacts, exit an apartment. Deputy Garcia had prior knowledge Rodriguez had an outstanding warrant. Deputy Garcia contacted Rodriguez in the parking lot and requested a wants and warrants check through Glenn County Communications. A records check confirmed Rodriguez had an outstanding felony warrant out of Glenn County. Rodriguez was arrested and booked into the Glenn County Jail. His bail was set at $20,000 dollars.
Two people were arrested for attempted murder on Thursday in completely separate and unrelated incidents.
The first incident occurred shortly after midnight in Hamilton City. At about 12:14 a.m., Glenn County Sheriff’s deputies and Orland police officers responded to a secondhand report of a cold domestic disturbance.
Deputies contacted Maria Cruz, who reported a family member had been assaulted by her boyfriend. Deputies initiated an investigation and Oscar Moreno-Oropesa was later contacted and arrested for numerous felony offenses and driving while under the influence.
Moreno-Oropesa was also found to have a felony warrant out of Butte County.
At 1:25 a.m., Oscar Moreno Oropeza, 31, a laborer who lives in Hamilton City, was booked into the Glenn County Jail on charges alleging attempted murder (a felony), threatening to commit a crime with intent to terrorize (a felony), felony vandalism, false imprisonment (a felony), infliction of corporal injury on a spouse or cohabitant (a felony), driving while under the influence of alcohol and/or drugs (a misdemeanor), and driving while under the influence of alcohol (a misdemeanor), and a no-bail Butte County warrant alleging threatening to commit a crime with intent to terrorize (a felony). Bail for the fresh charges was set at $355,000.
The second incident has some history worth considering:
On Saturday, June 26, at 10:37 p.m., Melonie Perez, 35, reported her ex-husband, Javier Perez, 54, allegedly contacted her in violation of a served restraining order.
At 10:19 p.m. on Sunday, July 4, Orland police officers were dispatched to 301 Byron Way for a report of a court order violation. Officers contacted Melonie Perez, 35, who reported the father of her children, Javier Perez, had allegedly violated a court order by attempting to contact her via telephone.
Four days later, on Thursday, July 8, at 10:35 a.m., Orland police officers responded to a report of harassing phone calls and texts. Officers contacted Lee Prior, 61, of Orland, who stated Javier Perez, 54, of Northridge, had been constantly texting him and calling him.
Later that same day, at 5:34 p.m., an Orland police officer again contacted Melonie Perez regarding a restraining order violation.
Finally, near the end of the day, at about 10:51 p.m., Orland police officers responded to 301 Byron Way for a report of Javier Perez at the residence in violation of a restraining order. As officers arrived, they could hear a disturbance inside the residence.
Officers entered the residence and encountered Perez, who refused to comply with the officers’ orders. Perez was placed in a control hold and taken into custody without further incident.
Through investigation, officers learned Perez forced entry into the residence and assaulted a 61-year-old man with a blunt force weapon. The victim was transported to an area hospital for treatment of non-life-threatening injuries.
Perez was booked into the Glenn County Jail on charges alleging attempted murder (a felony), felony burglary, assault with a deadly weapon (not a firearm) with great bodily injury likely (a felony), threatening to commit a crime with intent to terrorize (a felony), stalking (a felony), misdemeanor vandalism, loitering on private property (a misdemeanor), violation of a court order to prevent domestic violence (a misdemeanor), and obstructing or resisting a public service officer (a misdemeanor). His bail was set at $960,000.

9:50 a.m., Orland police officers were dispatched to the police department for a request for a civil standby for a child exchange. Officers provided the standby without incident.
10:31 a.m., Justin Kegley, 37, of Orland, reported someone stole his prescription medication out of his locked truck at Sav-Mor Foods.
12:50 p.m., Zachary Bilich-Pontarolo, 24, reported his red and black 2018 Polaris RZR was stolen from 925 Papst Avenue sometime over the weekend.
6:58 p.m., Orland police officers were dispatched to the report of a white female adult loitering in the parking lot of Grocery Outlet, 1026 South Street, asking people for money. Officers conducted a search of the area but were unable to locate the woman.
8:28 p.m.,Eugene Reynolds, 71, reported Vivian Cruz, 25, was causing a disturbance inside the residence at 315 Eighth Street. Officers counseled Cruz on her behavior and parties agreed to separate for the night. Officers provided Reynolds with options regarding the eviction process.
10:02 p.m., Orland police officers were dispatched to an anonymous report of an intoxicated person running down the street in the 700 block of Monterey Street. Officers checked the area but were unable to locate the person.
10:19 p.m., Orland police officers were dispatched to 301 Byron Way for a report of a court order violation. Officers contacted Melonie Perez, 35, who reported the father of her children, Javier Perez, 54, had violated a court order by attempting to contact her via telephone.
10:29 p.m., Orland police officers responded to a report of a verbal disturbance at 81 Rennat Way. Officers contacted Octavio Ramirez Galvez, 38, and Leopoldo Galvez, 45, both of Orland. Officers mediated the situation and the parties agreed to leave each other alone.

12:40 p.m., Orland police officers responded to 6250 County Road 20 to assist Glenn County Sheriff’s deputies with a reported domestic altercation. Officers provided assistance until no longer needed.
2:44 p.m., at 1220 Walnut Avenue, an Orland police officer issued a parking citation to a silver Toyota Camry and marked it for abatement.
2:45 p.m., at 1220 Walnut Avenue, an Orland police officer issued a parking citation to a white Nissan pickup and marked it for abatement.
3:20 p.m., at 100 East Walker Street, an Orland police officer initiated a traffic enforcement stop on a white 2022 Dodge 2500. Alfredo Salazar, 47, of Orland, was cited for allegedly using a cell phone while driving.
3:43 p.m., Orland police officers were dispatched to 1003 Newport Avenue for a report of a juvenile locked out of her house by her mother. Officers contacted a 13-year-old girl who stated her mother, Maria Venegas, 39, locked her out of the house.

8:26 p.m., on Linwood Drive at Maplewood Drive, an Orland police officer initiated a traffic enforcement stop on a grey 2006 BMW X5. Lance Mooney, 51, of Orland, was cited for allegedly failing to stop at a posted stop sign.
8:33 p.m., Orland police officers were dispatched to the Black Butte Mobile Home Park, 6386 County Road 200, for a report that William Hunter, 38, of Orland, was causing a disturbance. Officers contacted Hunter, who was subsequently arrested and booked for alleged public intoxication.
9:12 p.m., on Sixth Street at Walker Street, an Orland police officer initiated a traffic enforcement stop on a blue Suzuki DRZ 400 motorcycle. William Bird, 33, of Orland, was arrested and booked for alleged possession of a firearm and trespassing on railroad property.
10:24 p.m., Nicole Smith, 68, reported her landlord at the Orlanda Inn Motel, 827 Newville Road, was not accepting her monthly rent check and Smith requested documentation. Smith was provided with information.
Tuesday, July 6:
12:28 a.m., Orland police officers assisted the Glenn County Sheriff’s deputies with a report of a domestic violence incident at 6250 County Road 20. Officers assisted until no longer needed.
2:30 a.m., on Sixth Street at Colusa Street, an Orland police officer observed a vehicle towing a trailer with no brake lights. Officers contacted the driver, Charles Burns, 38, who was warned for the violation and issued a notice that his license is suspended.
5 a.m., Orland police officers responded to a report of a burglary alarm at Lely’s Pump Company, 211 East Walker Street. The response was cancelled prior to the arrival of officers.
9:20 a.m., Robert Rasmussen, 58, of Orland, came into the Orland Police Department to turn over a counterfeit bill. The item will be processed and sent to the U.S. Secret Service.
10:44 a.m., on Linwood Drive at Maplewood Drive, an Orland police officer initiated a traffic enforcement stop on a silver 2007 Saturn Aura. The driver, Christopher Dunn, 35, of Orland, was cited for allegedly driving with a license suspended for driving while under the influence, failing to stop for a posted stop sign, no proof of insurance, and a misdemeanor Butte County warrant for allegedly driving with a suspended license. The passenger, Tiffany Perry, 35, of Orland, was arrested and booked for alleged possession of a controlled substance, and possession of drug paraphernalia, and a felony Stanislaus County warrant alleging burglary, passing a fictitious check, and forgery.
4:29 p.m., an Orland police officer was dispatched to the police department for a citation sign-off. The party was referred to the CHP.

Jesus Gonzalez-Salas, 46, of Chico, was cited for allegedly failing to stop at a posted stop sign, no insurance, expired registration, and for not having his driver’s license in his possession.
10:30 p.m., on Rennat Way at Monterey Street, an Orland police officer made an enforcement stop on a mini-bike with no headlights. Jerry Allen, 32, of Orland, was cited for allegedly driving without a motorcycle license.

1:01 a.m., Orland police officers assisted with a medical call at 574 Lynn Drive until no longer needed.
10:30 a.m., Orland police officers were dispatched to a suspicious circumstance regarding phone calls. Officers contacted Jason Method, 51, of Orland, who stated someone was using his phone number as a scam number. Information was provided to Method and the incident was documented.
11:04 a.m., Orland police officers were dispatched to a physical disturbance at Les Schwab Tires, 1306 Sixth Street. Officers contacted Dave Campbell, 51, of Willows, and Heather Alvarez, 44, of Willows. After an investigation, Campbell was arrested for alleged felony domestic violence, felony assault by force likely to produce great bodily injury, and possession of drug paraphernalia. Campbell was booked into the Glenn County Jail.
3:20 p.m., Orland police officers were dispatched to contact Aimee Jones, 24, of Orland, regarding harassment. Officers contacted Jones, who stated Crystal Moutter, 25, of Orland, had been calling and harassing her. Jones requested the incident be documented and civil options were provided.
5:47 p.m., Orland police officers responded to a request for a welfare check on a man speaking with a group of children on the Newville Road overpass. Officers contacted four juveniles near Chevron. After an investigation, the children were issued a citation for shoplifting, possession of stolen property and being minors in possession of tobacco products.
9:25 p.m., on Swift Street, an Orland police officer initiated a traffic enforcement stop on a gold Acura 3.2TL. The 12-year-old female driver, a resident of Orland, was issued a citation for driving a vehicle without a license and expired registration.
