Glenn County Sheriff’s Log

Here are some selected incident reports from the Glenn County Sheriff’s Office from the first two weeks of January.

Saturday, Jan. 1:

6:42 p.m., deputies were dispatched to the Willows Walmart, 470 North Airport Road, on a report of petty theft. Walmart’s Lost Prevention Employee, Larry Drewry, reported he had a man detained in the office and was requesting law enforcement. Deputies arrived on scene and initiated an investigation. After completing their investigation, deputies placed Michael Maggard of Redding and Willie Thomas of Sacramento under arrest on misdemeanor charges.

7:45 p.m., Deputy Tuma contacted Jenny Kirkland, 37, of North Highlands, on a call for service near Walmart in Willows. Deputy Tuma observed objective signs and symptoms that Kirkland was under the influence of a controlled substance. Deputy Tuma conducted a drug abuse recognition evaluation on Kirkland and determined Kirkland was allegedly under the influence of a central nervous system stimulant. Kirkland was placed under arrest and transported to the Glenn County Jail, where she was released to jail staff for booking.

8:18 p.m., Pamela from Enloe Hospice reported the expected death of Marvin Laymon, 93, of Orland. The decedent suffered from pre-existing illness and was entered into hospice care on Dec. 22. Next of kin, Donna Laymon, was present at the time of death. The decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

Sunday, Jan. 2:

9:19 a.m., deputies responded to 831 Edgewater Drive, Hamilton City, for a report of an unconscious man who was not breathing. Upon arrival, deputies located the man, Secundino Pompa. Deputies pronounced Pompa deceased, due to obvious signs of death (cold to the touch, rigor mortis present, unable to locate a pulse). The decedent’s wife, Socorro Pompa, was present at the time of death. Deputies initiated a coroner’s investigation and the decedent was released to the care of Sweet-Olsen Family Mortuary of Orland.

12:19 p.m., deputies were dispatched to 1070 Pacific Avenue, Willows, for a civil standby request. Deputies contacted Mary Ann Shadley-Otterson at her residence. While at the residence, Shadley-Otterson disclosed a domestic violence incident that allegedly occurred several months prior, between her and her husband, Patrick Otterson. While on scene, deputies observed Patrick Otterson driving and ultimately park at the residence. Deputies could allegedly smell the strong odor of an alcoholic beverage coming from his person. The CHP was notified of the incident and responded to the scene. After investigation, Patrick Otterson was arrested by the CHP for allegedly driving while under the influence.

5:24 p.m., deputies were dispatched to the area of Third and Garden Streets, Willows, for a report of a man wearing a brown jacket and shorts, walking in the roadway, yelling profanities. During a check of the area, deputies contacted Alfonso Loza, who matched the description provided, in the 900 block of First Street. Loza allegedly showed objective signs of being intoxicated and was having difficulty walking and standing. Loza reportedly said he had a lot of alcohol to drink and was drunk. Loza was unable to tell deputies where he lived. Based on deputies’ observations of Loza and the fact he was so intoxicated he did not know where he lived, he was determined to be too intoxicated to care for himself or others. He was arrested and transported to the Glenn County Jail. While at the jail, a deputy was told by jail staff Loza’s blood alcohol content was over .3 percent, almost four times the legal limit for drinking and driving. A deputy transported Loza to Glenn Medical Center, where he was seen and later cleared for booking by medical staff. Loza was transported back to the jail and turned over to jail staff, to be released when sober.

10:56 p.m., at Sixth and Capay Avenues in the Capay District, Deputy Tuma conducted a traffic enforcement stop for vehicle code violations. Deputy Tuma contacted the driver, Daniel Beardsley, 36, of Chico. Deputy Tuma allegedly observed objective signs and symptoms Beardsley was under the influence of a controlled substance. CHP officers responded and conducted a DUI investigation. Beardsley was ultimately arrested for allegedly driving while under the influence of a drug and other drug-related offenses.

Tuesday, Jan. 4:

3:43 a.m., David McDonald reported his black 2009 Harley Davidson model Night Train as stolen. McDonald did not have the license plate number or the VIN. A reverse DMV check was completed, but the motorcycle was not found to be registered under McDonald. Deputy Ayres contacted McDonald, who reported leaving the apartment complex at 1340 West Sycamore Street, Willows, at 12:30 a.m. and returning at 3:30 a.m. to find the motorcycle gone. McDonald believed he purchased the motorcycle in 2012 and had paperwork at his mother’s house. The deputy requested McDonald contact the Glenn County Sheriff’s Office when he found the paperwork with the motorcycle information so it could be entered into the stolen vehicle system.

3:31 p.m., deputies were dispatched to 904 North Butte Street, sp. #9, Willows, for an open 911 call. On arrival, deputies contacted Alan Kyler, 64, and the confidential victim. The victim alleged she was assaulted by Kyler in their shared residence and had visible injuries to her hand. Kyler is currently on Glenn County probation with felony terms for a previous domestic violence conviction. Kyler is the restrained party in a served domestic violence restraining order through Glenn County Superior Court, where the victim is protected. Kyler was arrested and transported to the Glenn County Jail.

Wednesday, Jan. 5:

7:55 p.m., Larry Drewry called and reported a man who was intoxicated and causing a disturbance at Walmart. Deputies were dispatched and contacted the man, Joshua Welter. Deputies spoke with Welter and found he was allegedly too intoxicated to care for himself. Deputies ultimately arrested Welter. He was transported and booked into the Glenn County Jail, to be released when sober.

8:28 p.m., deputies responded to a disturbance where a man could be heard yelling in the background. The reporting party admitted to slapping the father of her child prior to deputies contacting the involved parties. The reporting party also said the father left the residence to go to his mother’s to destroy marijuana. Deputy Ayres contacted Artemio Mungia-Zejada at 6379 County Road 16, sp. #56, and Falisity Chanphom at sp. #53. After an on-scene investigation, Chanphom was arrested for alleged misdemeanor domestic battery. She was transported to the Glenn County Jail, where she was turned over to jail staff for booking.

9:24 p.m., Clifton Byrd reported coming home to 7381 County Road 21, Orland, and his roommate assaulting him. The phone line disconnected and Byrd did not answer on call back. Deputy Ayres contacted Byrd in front of the house near the roadway. Byrd alleged his roommate, John Harding, pushed him and struck him with a closed fist when he tried to take payment from Harding for rent that Harding had not paid in several months. The deputies did not see any physical evidence on Byrd to corroborate his statement of the battery. Byrd wanted to pursue a criminal complaint against Harding for battery. Deputy Ayres contacted Harding, who denied pushing or hitting Byrd. Harding approached Byrd to collect Byrd’s part of the utilities bill that he had not paid. Harding said he does not collect the rent and that Mrs. Mello does this. Byrd was given statement forms and a citizen’s arrest form to sign. The deputy offered to pick these documents up prior to the end of his shift.

Thursday, Jan. 6:

8:13 a.m., Megan Freeman contacted Glenn County Communications and reported theft of a dump trailer from Superior Products Company, 110 County Road 53, Willows. Deputies contacted Freeman and initiated an on-scene investigation. It was determined the black 2000 SPCNS dump trailer, Calif. license plate #1WV4538, was taken from the parking lot of the business around 6:50 a.m. on Jan. 6. Deputies searched the surrounding area but were unable to locate the trailer. The trailer was entered into the Stolen Vehicle System.

6:45 p.m., deputies were dispatched to the intersection of Tehama and Wood Streets in Willows for a report of a traffic collision. Deputies contacted the involved parties, Katlyn Smith and Stephanie Cole, both of Willows. Smith reported she was driving west on Wood Street and as she entered the intersection, the front of her vehicle struck the front right fender of Cole’s vehicle. Smith said she had a green light and believed Cole drove through the red light. Cole reported she was traveling north on Tehama Street and was struck as she went through the intersection with Wood Street. Both parties ultimately declined medical attention and Deputy Tuma assisted with an exchange of information.

Friday, Jan. 7:

8:55 a.m., Deputy Thompson was dispatched to contact David Freeman at the sheriff’s office lobby regarding a hit and run that had occurred the previous week. Freeman said he was the property manager at 331 East Sycamore Street in Willows. On Dec. 28, he was told by tenants that an unknown vehicle had struck the southwest corner of a building on the property. The incident was not witnessed and Freeman estimated the damage to the building to be approximately $875. Freeman had photographed the damage and said he would later email the photographs to the deputy. Freeman said the property was owned by Thannisck LLC.

11:53 p.m., deputies responded to the old McDonald’s, 236 North Humboldt Avenue, Willows, regarding suspicious activity. An anonymous caller reported a white male adult, who appeared to be a transient, was taking things from a delivery truck that was parked at KFC. Deputies arrived on scene and contacted Douglas Abbott and Heather Matney. A records check on the two revealed Matney was a restrained person in a served restraining order and the protected party was Douglas Abbott. Matney was placed under arrest for alleged violation of a court order and transported to the Glenn County Jail.

Saturday, Jan. 8:

12:30 a.m., Willows Fire Department volunteers, Enloe medics, and deputies were dispatched to 1045 Juniper Drive in Willows for a report of an unresponsive male. Deputies arrived and began providing medical care. Deputies recognized the signs of a possible overdose and administered Narcan. Willows Fire personnel and Enloe paramedics arrived shortly after. The man was ultimately transported to Glenn Medical Center for evaluation.

2:41 p.m., while on patrol, Deputy McIntyre observed Xiong Lee walking south on North Humboldt Avenue. Deputy McIntyre had prior knowledge Lee had a misdemeanor warrant for his arrest out of Glenn County. The warrant was confirmed through Glenn County dispatch. Lee was contacted and taken into custody without incident. Lee was transported and booked into the Glenn County Jail on the warrant.

Sunday, Jan. 9:

1:23 p.m., Keith Blevins from Butte Home Health and Hospice reported the expected death of 78-year-old Jacqueline May of Willows. The decedent suffered from a pre-existing illness and was entered into hospice care on Jan. 8. Next of kin, Peggy May, was present at the time of death. The decedent was released to the care of Newton-Bracewell Mortuary.

Monday, Jan. 10:

3:18 a.m., Keith with Butte Home Health and Hospice contacted the sheriff’s office, reporting the expected death of Doris Marez, 81, of Willows. The decedent suffered from a pre-existing medical condition. The decedent’s daughter and next of kin, Pamela Houck, was present at the time of death. F.D. Sweet & Son Mortuary, Willows, was contacted and the decedent was released into their care.

12:05 p.m., Deputy Lemmon assisted the jail in a housing pod search.

12:31 p.m., deputies responded to the Willows Pharmacy, 226 North Butte Street, after business staff reported a woman, later identified as Stephanie Wright, was inside of the business and appeared to be intoxicated. Upon arrival, Deputy Lourenzo contacted Wright, who allegedly displayed objective signs and symptoms of being under the influence of alcohol. Wright displayed slurred speech, red watery eyes, an unsteady gait, and a strong odor of alcohol emitting from her person. Wright submitted to a preliminary alcohol screening (PAS), which resulted in a .233 percent blood alcohol content (almost three times the legal limit for drinking and driving). Deputy Lourenzo determined Wright was unable to care for herself and was subsequently placed under arrest, transported, and booked into the Glenn County Jail, to be released when sober.

Tuesday, Jan. 11:

8:04 a.m., Deputy Sheldon responded to a report of found contraband in the Glenn County Jail. The contraband was collected and booked into the Glenn County Sheriff’s Office for destruction.

8:51 a.m., Sam at Glenn County Behavioral Health reported seeing a computer lying under a trailer in the north parking lot of Glenn Medical Center. Sam believed the computer was stolen. Deputy Rasmussen responded and found the computer “tower” in a black bag under a trailer in the north parking lot. The “HP Compaq 8200 Elite Convertible Mini tower” computer with serial number MXL2232Q2J was recovered by deputy and booked into property at the Glenn County Sheriff’s Office for safe keeping. A records check on the computer was conducted and it was found to be clear.

12:58 p.m., reporting party Luis Valencia of Orland contacted Glenn County Sheriff’s Office regarding a theft of a firearm. Valencia stated that the theft occurred over a month prior at his residence in the city of Corning. Valencia was referred back to the Corning Police Department by Deputy Sanzone since the crime occurred in their jurisdiction.

7:30 p.m., Sergeant Draper responded to Glenn Medical Center for a report of a man, Scott Beavers of Willows, with a gunshot wound to the leg. Upon arrival, deputies initiated an investigation and was met with multiple uncooperative witnesses as well as the victim. This investigation is ongoing and is an isolated incident. The suspect was alleged to be Jeffrey Mattis of Orland.

10:46 p.m., Debbie Acosta of Yuba City at the Freeway Bottle Shop, 1212 West Wood Street, Willows, reported a burgundy SUV hit her vehicle and fled west on Wood Street. Deputies responded and conducted a search of the area. Deputies located an unoccupied burgundy Nissan Pathfinder parked at Walmart. The Nissan had damage to the front driver side bumper and paint transfer consistent with the reported collision. The vehicle was also warm to the touch. After an investigation, deputies were able to locate and contact the driver of the Nissan at McDonald’s. The driver admitted to the collision and was identified as Jesse Perez of Orland. Acosta did not wish to pursue criminal charges for hit and run. Deputies assisted with an exchange of information between the two parties.

Wednesday, Jan. 12:

12:55 a.m., Sergeant Draper and Deputy Turner responded to a residence on the 300 block of County Road D for a report of a man overdosing on Fentanyl. Upon arrival, the man displayed agonal breathing and was unresponsive. Sergeant Draper administered a single dosage of Naloxone prior to Enloe Ambulance arriving. The man became responsive and was ultimately transported to a local hospital via ground ambulance.

6:47 a.m., deputies from the Glenn County Sheriff’s Office were dispatched to a report of a non-injury traffic collision located at Tehama and Wood Streets, Willows. On arrival, Deputy Sanzone contacted the drivers who were identified as Johnnie Famer and Abraham Perez. Deputy Sanzone learned that Farmer was driving a red 2001 Ford Explorer north on Tehama Street when he struck the rear end of Perez’s black Chevy sedan. An information exchange was conducted by Deputy Sanzone. Farmer was cited by Deputy Sanzone for allegedly failing to have valid insurance at the time of the crash. Neither Farmer nor Perez required any medical attention on scene.

9:54 a.m., Julian Olveradiaz from Willows Care Center Nursing Home located at 320 North Crawford Avenue reported the expected death of Alta Lord, 84. The decedent suffered preexisting illnesses. The decedent entered into hospice care on January 8. Next of kin, Marrilyn Ferchaud, was present and on scene at time of the decedent’s death. The decedent was released to the care of Blair’s Direct Cremation located at 445 Main Street, Red Bluff.

10:35 a.m., deputies were dispatched to 7063 County Road 25 for the report of an abandoned and burned vehicle. Deputies arrived at the location and located the burned 2006 Dodge Charger (Calif. license plate #5VYW588). Glenn County Sheriff’s Communications said the vehicle was entered as stolen out of the Chico area. Deputies stood-by with the vehicle until California Highway Patrol officers arrived to recover it.

2:14 p.m., Glenn County Child Protective Services requested assistance with contacting a possible juvenile victim of sexual assault. Deputy Rasmussen responded. An investigation was initiated and is ongoing. The child’s parents were contacted and made arrangements to protect the juvenile victim.

2:56 p.m., deputies were dispatched to the Capay Elementary School for the report of a suicidal 10-year-old child. Deputies arrived at the school, contacted the child and his mother and initiated an on-scene investigation. It was determined the child met the criteria to be detained and assessed and evaluated. The child was transported to Glenn Medical Center, where he was turned over to Glenn County Behavioral Health and medical staff.

4:07 p.m., Eric Clouse requested to speak with a deputy regarding a theft that occurred on County Road Z, south of Highway 162. Deputy Goodwin contacted Clouse, via telephone. Clouse reported, sometime between Jan. 9 at approximately 9 a.m. and Jan. 11 at approximately 6 a.m., someone broke into three storage boxes and stole numerous items. Clouse said five pairs of water waders and his Beretta A300 shotgun were stolen. Deputy Goodwin took a burglary report and the shotgun was entered as stolen.

4:49 p.m., Glenn County deputies responded to 431 Fifth Street, Willows, for a report of an unresponsive man. The man was identified as Francis Jones, 90. Willows Fire and Enloe EMS personnel responded to the scene. After all life-saving measures were spent, the decedent was pronounced dead. The decedent suffered from pre-existing medical conditions. His next of kin was identified as Denise Asbury, who was on scene and notified of the decedent’s death by Deputy Sanzone. The decedent was released to the care of F.D. Sweet & Son Mortuary, Willows.

6:39 p.m., emergency personnel were dispatched to 225 Fifth Street, apt. #1, Orland, for a report of an unresponsive man. Emergency personnel arrived at the scene and started emergency medical care. William Tanner, 72, was ultimately pronounced deceased by Enloe paramedics. Deputy Tuma was dispatched and initiated a coroner’s investigation. Sweet-Olsen Family Mortuary of Orland responded and the decedent was released to their care.

7:06 p.m., deputies were dispatched to 1201 West Wood Street, Willows, for a report of an overdose. Glenn County Communications said the reporting party told the 39-year-old woman was overdosing on Fentanyl. Deputies arrived on scene and located the unresponsive woman. Deputies administered three doses of Naloxone (Narcan). After the third dose, the woman became responsive and alert. Willows fire and Enloe Ambulance arrived on scene and took over care of the woman. She was ultimately transported to Glenn Medical Center for further care. While on scene, deputies confiscated the illegal narcotics. The narcotics were ultimately booked into the Glenn County Evidence room for destruction.

Thursday, Jan. 13:

1:36 p.m., Kellie Amaru from Glenn County Medical Center reported the death of Christine Clima Schohr, 76. The decedent suffered from pre-existing illnesses and entered into hospice care on Jan. 11. Next of kin, Paul Schohr, 80, was notified at the time of death. Deputy Sanzone contacted Paul and also made notification. The decedent was released to the care of Neptune Society of Northern California.

3:33 p.m., Jaimee Seitzinger reported a traffic collision that occurred at McDonald’s, 1401 West Wood Street, Willows. Deputy Lourenzo responded and contacted Seitzinger, who reported an unknown individual backed into her 2004 Chevy Trailblazer while in the restaurant drive thru, and then left the scene without exchanging information. An investigation was initiated.

Friday, Jan. 14:

7:35 a.m., Glenn Medical Center staff reported the expected death of Mary Ennis, 98. Ennis began comfort care on Dec. 29. She suffered from preexisting health conditions. Next of kin, MaryAnn Lowe, was notified of the decedent’s death and responded to the hospital. The decedent was released to the care and custody of the Neptune Society of Northern California.

11:29 a.m., Deputy Thompson was dispatched to a report of a cold disturbance at the Glenn County Transfer Station on County Road 33. Deputy responded and contacted employees Tina Fodge and Susan Stanbery, who reported an unknown man had left the dump after refusing to pay a $15 fee or fine for having an uncovered load. Fodge said the man got argumentative over the issue and paid the dump fee but refused the fine before driving off. The deputy checked the area but was unable to locate the vehicle.

2:58 p.m., Willows Care Center staff reported the expected death of Dennis Clinton, 66. Clinton began comfort care on Jan. 4, and suffered from preexisting health conditions. Next of kin, Tasha Ritz (daughter) was contacted and notified of the decedent’s death. The decedent was released to the care and custody of F.D. Sweet & Son Mortuary in Willows.
