Both occupants of a vehicle that collided with several trees just north of Artois on Saturday, April 23, were transported with major injuries to Enloe Medical Center in Chico.
At about 12:40 a.m., Letticia Cordero, 26, of Willows, was driving a 2019 Toyota north on Highway 99 at an unknown speed.
She lost control and the Toyota left the east side of the roadway, where it collided with several trees south of County Road 33.
Cordero was able to exit the vehicle while her passenger, Francine Ortega, 45, remained inside.
According to CHP Officer Gilliam, it was determined that Cordero was under the influence of alcohol at the time of the accident. She was arrested at the scene, but was released for medical treatment.
Ortega was wearing her seatbelts at the time of the crash. Cordero was not.
Jose Barrios Cruz died in Chico on Monday, April 18, 2022. He was born in Huejuquilla, Mexico, on Jan. 5, 1934.
He spent most of his life farming in his native Mexico and also worked as a migrant worker in Washington state in the 1970s and 1980s. He loved horses, his guns and living a quiet life.
He spent the last years of his life enjoying NASCAR races and El Chavo del Ocho on TV with his daughter and grandkids in Willows.
He is survived by his daughters, Nelida (Barrios) Chavez, and her husband, Felix Chavez, Consuelo and Elvia Barrios, and Rosa Valdez; 10 grandchildren; 12 great-grandchildren; sisters Paula, Gloria, Ignacia, and Juana Barrios; brothers David and Martin Barrios; numerous nieces and nephews in the United States and Mexico, including Ernesto Barrios who was like a son to him. He was preceded in death by his wife, Cruzita Reyes, who died on March 16, 2008.
A Rosary is scheduled for 9:30 a.m. on Saturday, April 30, at St. Monica’s Catholic Church, followed by a Memorial Mass at 10 a.m.
Russell Melvin Calvert, 77
Lifelong Glenn County resident Russell Melvin Calvert died on Sunday, April 24, 2022, after a brief illness. He was born in Chico to Delbert Quinter and Alice Fern Calvert on Feb. 5, 1945.
He was raised in Codora, attending Codora Grammar School and Princeton High School before moving to Willows in the middle of his freshman year and subsequently graduating from Willows High School in 1963. He attended Yuba College, earned an AA, and continued to Chico State, graduating with a BA in Business.
He began working on the family farm but was drafted into the U.S. Army, where he served in Vietnam and Germany for three years. Upon return, he worked on the family farm until retirement.
He was a self-taught musician who enjoyed playing the keyboard and piano. He was a golfer and avid sports follower of golf, track and field, basketball, football and baseball.
He is survived by his sister, Mardell Bacon-Niemeyer; sister-in-law Eleanor Calvert; nieces Joyce England (Rich), Carlene Mann (Joel), and Lori Calvert; nephew Lester Calvert (Francine Ferriera) and their families. He was preceded in death by his parents; brother Carl Calvert; and nephew Rex Bacon.
A graveside service is scheduled for 1:30 p.m. on Monday, May 2, at the Willows Cemetery, followed by dessert and coffee at the local Elks Lodge.
Daniel Ramirez, 25
Daniel Ramirez of Williams died on Saturday, April 9, 2022, near Codora (Four Corners). He was born on April 5, 1997.
A hard worker, he graduated with two associate degrees before earning his certificate in welding. Watching movies, playing golf, and going fishing were among the many activities he enjoyed.
He brought joy and laughter to all who knew him. He was devoted to his family and friends. He was a beloved son, a cherished brother, devoted uncle, and a friend to all.
He loved spending quality time with the people he cherished. He was never without his big smile, a reflection of the big heart he held.
He is survived by his parents, Hermilo and Julieta Ramirez; sisters Christina and Julieta; and nieces Andrea and Emilia. He is missed dearly by his family, friends, and girlfriend.
A funeral service was set for 10 a.m. on Wednesday, April 20, at the Church of Annunciation Catholic Church in Williams, with Father Victor officiating. His loved ones find comfort in 1 Corinthians 16:14: “Let all you do be done in love.”

At 7:08 a.m. on Monday, April 25, he was found to have a Harris County, Texas, Superior Court warrant alleging indecent sexual contact with a child (presumably a felony, although the media release does not explicitly say so). 1:08 p.m., Dwight Foltz, 61, of Orland contacted the police department regarding possible fraudulent use of his personal information. Officers provided Foltz with information and this incident was documented.
7:55 p.m., Orland police officers were dispatched to the report of a cold theft. Officers contacted Concepcion Lopez, 54, of Orland, who said she believed her phone had been taken by an unknown woman while she was inside the Blue and White Laundry, 1018 South Street. The woman was gone prior to the officers’ arrival and Lopez requested documentation only.
Thursday, April 21:
5:02 a.m., Melonie Jason requested a civil standby while she retrieved her vehicle from Celia Garza in the 1000 block of Cortina Drive. Jason retrieved the vehicle prior to law enforcement arrival and declined any further assistance.
2:12 p.m., Orland police officers were dispatched to a report of an unresponsive man in a blue Volvo at the Pilot Travel Center, 4444 Commerce Lane. Officers were unable to locate the vehicle and were later told the vehicle had left southbound on Interstate 5, with the man in the passenger seat.
3:12 p.m., in the 800 block of Newport Avenue, an Orland police officer initiated a traffic enforcement stop on a white 2015 Nissan Altima. Cecelia Silva, 28, of Orland, was arrested on charges alleging driving with a license suspended for driving while under the influenc, expired registration, and no proof of insurance. Silva was released on her signed promise to appear and the vehicle was released to a licensed driver.
3:30 p.m., Orland police officers were dispatched to the 800 block of Fourth Street for a report of a possible missing person. Charles Emanuel, 45, stated he had not seen a transient named Ronald Huffman. Emanuel requested that if Huffman was located to check his welfare and notify Emanuel.
3:45 p.m., Orland police officers responded to 111 Fourth Street for a report of an unknown domestic violence disturbance. Officers contacted Desirae Shoumounejad, 25, and Jacob Kennedy-Cummings, 29, both of Orland. Following an investigation, Shoumounejad was arrested for a felony parole hold and Kennedy-Cummings was arrested for alleged misuse of 911 and making a false report. Both were transported and booked into the jail.
4:09 p.m., Orland police officers were dispatched to a report of a physical altercation involving a knife between five Hispanic men in the parking lot of Taco Bell, 1179 Hoff Way. Officers determined the call was an attempt to divert law enforcement away from an address on Fourth Street, where they were attempting to contact a wanted subject. Officers determined that the call was made by Jacob Kennedy-Cummings, 29, of Orland, who was subsequently arrested at 111 Fourth Street for alleged false report of an emergency and false report of a crime.
7:24 p.m., Orland police officers responded to a report of an alarm activation in the 0-100 block of East Central Street. Officers contacted Kenneth Brent Jr, 55, who requested no further assistance and believed it was a false alarm.
8:16 p.m., Orland police officers responded to the report of a hit and run on Papst Avenue at East Walker Street. Michael Wyser, 58, reported he was driving his Chrysler 200 north on Papst Avenue, when a Dodge Ram pickup ran the light and collided with his vehicle, then fled the scene eastbound on Highway 32. Orland police officers and the CHP searched the area but were unable to locate the truck.
10:20 p.m., Orland police officers responded to a report of a 911 hang-up in the 0-100 block of East Swift Street. Caleb Jackson, 29, of Orland, stated the call was accidental. Jackson declined needing any law enforcement or medical assistance.
11:33 p.m., on Sixth Street at Colusa Street, an Orland police officer initiated a traffic enforcement stop on a silver 2019 Dodge Ram 1500. Alvaro Torres, 39, of Orland, was cited for allegedly failing to use a turn signal and no proof of insurance.
Friday, April 22:
3:46 a.m., the Orland Police Department received a report of suspicious vehicles at the car wash at 7 Walker Street. Officers checked the business and found all vehicles at the car wash were either recently washed or getting washed.
4:17 a.m., Orland police officers responded to an alarm activation at Round Table Pizza, 302 East Walker Street. Officers contacted Daniel Fiedler, 30, an employee for pest control. Officers found the business secure with no signs of attempted entry.
12:27 p.m., Orland police officers responded to the report of a 911 hang-up 1351 Cortina Drive. Officers contacted an employee who said that she accidentally dialed 911 and was not in need of any assistance.
1:57 p.m., Orland police officers located a non-injury traffic collision between a silver Toyota Camry and a gray Dodge Ram at Newville Road at Eighth Street. Officers contacted Alberto Nogales, 23, and Bailey Smith, 26, and helped both parties exchange information.
6:20 p.m., Orland police officers were dispatched to contact David Petker, 43, regarding an on-going issue with his ex-wife failing to show up for court-ordered child custody exchange. The incident was documented and Petker was provided with options.
11:03 p.m., on Newville Road at the Interstate 5 overpass, an Orland police officer initiated a traffic enforcement stop on a silver 2012 Nissan Altima. Mercedes Zombrano, 22, of Orland, was cited for allegedly failing to stop at a posted stop sign and for driving without her license in her possession.
Saturday, April 23:
1:27 a.m., Orland police officers were dispatched to a report of suspicious people in the area of East Shasta Street at Papst Avenue. The people were gone upon arrival of the officers.
3:03 a.m., Orland police officers responded to the report of a disturbance at 145 East Yolo Street. Following an investigation, officers determined that Travis Rich, 28, of Corning, allegedly battered Robert Schmidt, 70, of Orland. Rich was arrested and booked for alleged domestic battery.
3:07 a.m., Glenn County Sheriff’s deputies assisted Orland police officers with an alarm sounding at Walgreens while officers were on a priority call. Deputies determined that it was a false alarm and no unwanted entry had been made into the store.
8:47 a.m., Orland police officers were dispatched to the report of a non-injury traffic collision in the 1100 block of Walnut Avenue. Both parties exchanged information prior to arrival of officers and didn’t require further assistance.
9:04 a.m., Orland police officers responded to a report of found property at 94 Rennat Way. Officers contacted Steve Thomas, 49, of Orland. Thomas said that he found a firearm in the middle of the street in front of his residence. The firearm was collected and booked as found property.
10:21 a.m., Orland police officers were dispatched to a report of a civil issue regarding a child exchange. Officers contacted Roy Tewsley, 55, of Chico, who reported his ex-wife didn’t show up for the child exchange. Tewsley was provided with information.
7:50 p.m., Orland police officers assisted the CHP with a report of a person sitting on the railing of the I-5 overpass on County Road 7. Officers assisted until no longer needed.
8:52 p.m., Brian Ward, 32, of Orland, reported a person tried to steal a television from his business’ storage.
9:30 p.m., Orland police officers responded to a report of a possible intoxicated driver southbound on Papst Avenue from Highway 32. Officers located and stopped the 2021 Nissan Frontier on County Road M at County Road 24. Following an investigation, Cesilio Cruz-Ramirez, 55, of Orland, was arrested for alleged driving while under the influence.
10:38 p.m., Orland police officers were dispatched to a report of loud music on Tanner Way at Kinder Circle. Officers searched the area but found it quiet.
Sunday, April 24:
12:55 p.m.,Orland police officers were dispatched to check the welfare of a child in an RV at the Pilot Travel Center. Officers checked the area but were unable to locate a child or an RV.
3:21 p.m., Orland police officers responded to the report of an alarm activation at Hibdon Auto Center, 246 East Walker Street. Officers found the building secure with no signs of entry.
4:18 p.m., Orland police officers responded to the report of an assault in the 100 block of Suisun Street. Officers contacted Norma Sarna, 51, and Wilman Soto, 32, of Orland. Following an investigation, Soto was arrested and booked for alleged public intoxication and Sarna declined to pursue charges for the assault.
Monday, April 25:
10:01 a.m., the Orland Police Department was contacted by phone by a family member of a victim of a cold assault, wanting to make a report. They were advised to have the victim call to make a report.
11:54 a.m., on Shasta Street at Fourth Street, an Orland police officer conducted a traffic enforcement stop on a black 2017 Nissan Maxima. David Manzo, 18, of Corning, was cited for allegedly failing to stop at a posted stop sign and driving without a driver’s license.
1:32 p.m., Orland police officers were dispatched to a report of a cold theft of a bicycle at the Dollar General, 851 Newville Road. Officers contacted the store manager, who said an employee’s black mountain bike had been stolen by an unknown person and requested documentation only at this time.
1:47 p.m., Orland police officers responded to 218 Robbins Street for a report of a possible missing person. Gerardo Guzman, 28, said he had not seen or heard from his mother, Celia Chavez, 49, in a couple hours. Guzman requested documentation only and was told to call back if he wished to make a missing person report.
3:11 p.m., at 10 Eighth Street, an Orland police officer issued a parking citation to a blue 1994 Honda Accord for expired registration.
9:26 p.m., Orland police officers assisted Glenn County Sheriff’s deputies with a report of a man who was seen assaulting a woman. Officers searched the area around 585 Sierra Avenue but were unable to locate the people.
9:36 p.m., on Newville Road at County Road E, Orland police officers assisted Glenn County Sheriff’s deputies with a felony traffic stop on a vehicle that was associated with a shooting that just occurred at Grindstone Reservation. Officers assisted until no longer needed.
Tuesday, April 26:
1:20 a.m., Mary Stewart, 59, of Orland, requested documentation that her cell phone was stolen a week ago. Stewart did not have any suspect information and the incident was documented.
7:06 a.m., Orland police officers responded to a reported alarm activation at the Paigewood Village Apartments. Officers contacted resident Angela Watts, 39, who stated the alarm was set off in error.
9:20 a.m., on Sixth Street at Monterey Street, an Orland police officer conducted a traffic enforcement stop on a gray 2006 Honda Accord. Angelina McClure, 44, of Orland, was cited for allegedly failing to stop at a posted stop sign.
12:07 p.m., on Shasta Street at Third Street, an Orland police officer conducted a traffic enforcement stop on a gray 2003 Dodge Ram 1500. The 16-year-old male driver of Orland was cited for driving in the opposing lane and driving while unlicensed.
1:09 p.m., ACE Hardware manager Tim Ross reported theft from the business on Fifth Street. An investigation was initiated.
2:12 p.m., in the 300 block of Fourth Street, the Orland Police Department caused a 1995 Ford box truck to be towed and stored for abatement.
3:06 p.m., in the 1000 block of Newport Avenue, an Orland police officer issued a parking citation to a gray 1986 Ford F150 for expired registration.
3:46 p.m., Orland police officers were dispatched to a report of a theft that had occurred the previous night at the Dollar General. Officers contacted manager Lynette Guenther, who requested the person be admonished for trespass if located.
5:15 p.m., Orland police officers responded to the report of a burglary alarm activation in the 0-100 block of Shasta Street. Officers contacted homeowner Michael Mascio, 60, of Orland, who said it was a false alarm and he did not require any assistance.
7:20 p.m., Angela Breer, 33, reported her child’s father, Daniel Pruett, 34, was sending her annoying or harassing text messages. Breer was provided information about restraining orders. Pruett was contacted and counselled.
7:42 p.m., Orland police officers responded to the request for a welfare check of a screaming man in the 400 block of Walker Street. Officers contacted Anthony Vukusich, 37, of Orland. Vukusich was found to be home alone and said he did not require any law enforcement assistance.
8:13 p.m., Orland police officers responded to a report of a 911 hang-up in the 900 block of Eighth Street. Officers contacted Celia Chavez, 47, who said her child had been playing with her phone.
8:37 p.m., at the Stop and Shop, 10 Walker Street, an Orland police officer observed an intoxicated person get into the driver’s seat of a black 2007 Nissan Frontier. The officer prevented him from driving away. Following an investigation, Silverio Gonzalez-Hilario, 21, of Orland, was arrested on charges alleging driving while under the influence and possession of methamphetamine. Passengers Jose Dias-Morales, 21, of Orland, was arrested for alleged public intoxication, and Jesus Morales-Dias, 21, of Orland, was arrested on charges alleging public intoxication and possession of methamphetamine. All were booked into jail.
9:08 p.m., Orland police officers responded to a report of a verbal disturbance in the 1300 block of Brookside Drive. Officers contacted a 15-year-old girl who said she had texted 911 due to her getting into an argument about not wanting to go to school because she could not get a ride to school from her parents. Officers provided the family with information about the Orland Unified School District bus program.
11:14 p.m., Orland police officers were dispatched to a report of a man who was refusing to leave the Pilot Travel Center. At the request of store employees, officers contacted Roy Patterson, 53, of Pennsylvania, who was admonished for trespassing.
Five people – three adults and two juveniles – were taken into custody late Monday night following a shooting at the Grindstone Rancheria north of Elk Creek.
At about 9:34 p.m. on April 25, the Glenn County Sheriff’s Office received a call that the occupants of a silver Honda (California license plate number 7LNC822) fired several shots in an unknown direction as the vehicle left the Rancheria.
Glenn County Sheriff’s deputies responded to the Rancheria (3600 County Road 305) to canvass the area and to find the Honda. The vehicle was found heading towards Orland and a pursuit was initiated.
On at least one occasion, the Honda reached a speed of well over 100 miles per hour. Around 10 p.m., the vehicle yielded on County Road 200 (Newville Road), west of County Road E, and a felony car stop (a stop made at gunpoint) was conducted.

Fifteen or so minutes after the stop, all five occupants of the Honda were detained. Initially, the occupants were said to consist of four adults and one juvenile, but this was later changed to three adults and two juveniles.
Two of the three adults were from Willows, while the third was from Orland. Both juveniles were from Orland, although they had separate residences.
The Observer knows the names of the children but will not publish them. One of them is less than three months away from turning 18, while the other is a mere 13 years old.
Law enforcement officers reported finding some casings, thought to be .40 caliber, at the Rancheria. A .40 caliber Glock was reportedly found in the Honda.
As 11 p.m. approached, a deputy at Grindstone Rancheria told a deputy at the vehicle, “There is at least one casing … within 50 yards of a residence.”
The deputy at the vehicle asked, “Did you find any impact points [i.e., bullet holes]?”
The first deputy answered, “Negative on impact points.”
The second deputy requested that the first contact the resident and ask if they know any of the occupants of the vehicle.
The first deputy replied that he had already tried to contact the resident, but there was no answer.
The three adults were booked into the Glenn County Jail at 11:51 p.m. They are:
Jadien Mounivong, 21
Jadien Mounivong, 21, of Willows, who was booked into the jail on charges alleging possession of a firearm by a prohibited person, possession of ammunition by a prohibited person, possession of a machine gun, and criminal conspiracy (all felonies). His bail was set at $90,000.
Armani Khammaloun, 18, of Willows, who was booked into the Glenn County Jail on charges alleging possession of a machine gun, and criminal conspiracy (both felonies). His bail was set at $80,000.
Brianna Mounivong, 19, of Orland, who was booked into the jail on charges alleging evading a peace officer (a misdemeanor), willful cruelty to a child with possible injury or death (a felony), and criminal conspiracy (a felony). Her bail was set at $100,000.
The two juveniles were also arrested. Presumably, they were taken into custody by probation officers.
Deputies cleared the scenes at about 2:15 a.m. on Tuesday.
By late Tuesday morning, no shooting victims had been reported.
A Mount Shasta man died Saturday in what the Glenn County Sheriff’s Office describes as a “traffic accident” at Thunderhill Raceway.
The raceway is located seven miles west of Willows on Highway 162.
Although scanner chatter should always be regarded with a degree of skepticism, comments between a sheriff’s deputy and dispatcher indicated the accident occurred on a racetrack.
The accident was reported at 3:22 p.m. on April 23.
It was immediately described as a “possible 11-44” – 11-44 being “cop talk” for fatality or death.
Enloe paramedics reported the time of death at 3:27 p.m.
The deceased was Charles Birimisa of Mount Shasta.
The sheriff’s office listed the following people as “involved parties”: Dr. Ronald Lagro of Mount Shasta; Fred Monroe Beel of Willows; and James Frances Thompson of Cottonwood.
Next of kin, Faioa Lynnette Birimisa of Mount Shasta, was contacted and notified of the death.
The decedent was released to the care of F.D. Sweet and Son Mortuary, Willows.
Deputies arrived conducted a coroner’s investigation, but neither the sheriff’s office nor the California Highway Patrol did an accident report.
The CHP told The Observer on Monday, “The CHP did not take a report at Thunder Hill as it is not our jurisdiction due to it being a private event.”
No news releases came from Thunderhill Raceway, either.

Monday, Feb. 21:
10:43 a.m., Michael Maddalena reported an Asian man was trying to open doors to businesses in downtown Willows. Maddalena confronted the man. The man started yelling at Maddalena and then left northbound on a beach cruiser. Deputy Ayres located Andy Saechao near a beach cruisier bicycle at the gazebo. After an on-scene investigation, Saechao was arrested for allegedly being under the influence of a controlled substance. Saechao’s bicycle was given to a friend per his request and Saechao was booked into the Glenn County Jail.
5:31 p.m., Sergeant Draper and Deputy Ayres responded to the 1100 block of Green Street for a report of Zulema Medina causing a disturbance at a residence. Upon contact, Medina allegedly admitted to using narcotics the night prior. Medina was on CDC parole and her parole agent was contacted. Parole authorized a hold be placed on Medina and she was taken into custody. Medina was transported and booked into the Glenn County Jail without incident.
Tuesday, Feb. 22:
3:22 a.m., Ruby from Enloe Homecare and Hospice reported the expected death of Armand Silva, 71, of Willows. The decedent suffered from pre-existing illnesses and was entered into hospice care on Feb. 15. Next of kin, Cynthia Hamilton (sister) of Willows, was present at the time of death. Enloe Homecare and Hospice staff said they would contact F.D. Sweet & Son Mortuary of Willows.
3:20 p.m., Ashley Roth of Forest Grove, Ore., requested to speak to a deputy regarding a missing person from Oregon. Deputy Rasmussen contacted Roth via telephone. Roth said her great-uncle, Donald Stockwell, 81, went missing from Grants Pass, Ore., around Feb. 3. Roth received information regarding Stockwell’s debit card being used in Willows at 9:30 a.m. on Feb. 5, at the Chevron on Wood Street. Stockwell was last driving his white 2018 GMC quad cab 4×4 pickup (851 LVC). Roth was advised to report the additional information to the investigating agency.
Wednesday, Feb. 23:
10:01 p.m., Deputy Ramirez was waved down by a man in front of the Chevron station located at 1250 West Wood Street in Willows. The man identified himself as James Strickland and asked for jumper cables for his broken-down Hyundai Tiburon parked at the Diamond gas station across the street. Deputy Ramirez conducted a records check of Tiburon and it came back registered to a Christopher Fraser of Willows. Glenn County Communications reported Fraser had several out-of-county warrants. Deputy Ramirez re-contacted the man, who confirmed his true identity as Christopher Fraser. Deputy Ramirez gave Fraser several orders. Fraser allegedly failed to follow the orders and fled the area on foot. Fraser was ultimately found hiding in the dumpster of 175 North Villa Avenue. Fraser was placed under arrest for a total of five out-of-county warrants and allegedly resisting arrest.

Tuesday, April 19:
8:56 a.m., Daniel Fonseca, 18, of Orland, reported being harassed by an unknown person on Snapchat. Officers provided Fonseca with information and documented the incident.
2:09 p.m., in the 300 block of Fourth Street, an Orland police officer issued a parking citation to a white 1995 Ford box truck for improper parking and expired registration. The Ford was marked for abatement.
3:40 p.m., an anonymous person turned in an EBT card found at the Yolo Street bus stop. The card was booked for safekeeping.
4:21 p.m., an anonymous person turned in two keys that were found at one of the baseball field dugouts by Orland High School. The keys were booked for safekeeping.
5:11 p.m., Melonie Jason of Orland called to report she sold a vehicle to Celia Garza, 35, and had not received payment. Officers determined the matter to be a civil problem and provided Jason with information and options regarding the civil process.
7:14 p.m., Orland police officers responded to a report of a disturbance at Library Park. Jennifer Bracewell, 47, alleged Albert Pulido, 53, caused a disturbance, kicked her vehicle, and left prior to arrival of officers. Officers were unable to locate Pulido and Bracewell was advised to call if he returned.
9:01 p.m., Orland police officers responded to the report of two suspicious people inside Walgreens, 828 Newville Road. Officers walked through the store and were unable to locate anyone inside who matched the description.
10:50 p.m., Orland police officers were dispatched to contact Trudy Kennedy regarding suspicious persons. Officers contacted Kennedy, who said she believed two unknown men had been using narcotics in the area of the First Christian Church, 635 A Street, a few days prior. Kennedy requested documentation only.
11:56 p.m., Orland police officers contacted two boys behind Sav-Mor market, 35 East Walker Street. Officers counseled the teenagers and released them to their parents with a warning for curfew.

Thursday, Feb. 10:
11:11 a.m., the Glenn County Sheriff’s Office was contacted regarding a suspicious person in the area of Starbucks, 505 North Humboldt Avenue, Willows. Deputy Sanzone responded to the scene and contacted a man identified as Khamsone Boualinthong, 48, of Willows. Boualinthong was allegedly found to be under the influence of a controlled substances and unable to care for himself or others. Boualinthong was arrested by Deputy Sanzone and transported to the Glenn County Jail.
11:45 a.m., Gabriel Martinez from Willows Care Center reported the expected death of Herbert Shute, 78, of Redding. The decedent suffered from several pre-existing illnesses and had been under hospice care since Jan. 20. Family was not present at the time of death. Beverly Allison (niece) was identified as the next of kin. The Redding Police Department attempted contact at her address listed on her driver’s license but was not able to contact anyone. The decedent was released to the care of F.D. Sweet and Son in Willows.
8:43 p.m., the California Highway Patrol was dispatched to a possible drunk driver in a gray Honda Civic in the area of North Colusa and Garden Streets in Willows. Deputy Ramirez responded to the area and conducted a traffic stop on the Honda Civic in front of 422 North Colusa Street. Deputy Ramirez contacted the Hispanic male driver, who was later identified as Jose Juan Rodriguez. A CHP officer arrived on scene and took over the investigation. Rodriguez was ultimately placed under arrest for allegedly driving while under the influence.
Friday, Feb. 11:
1:22 a.m., while assisting with a call for service at Cedar Hills Manor, Deputy Chavez saw Michael Deniz, whom he knew from previous contacts, in the parking lot. Deputy Chavez asked Glenn County Communications to conduct a records check. Communications confirmed a local felony warrant and a local misdemeanor warrant. Deputy Chavez contacted Deniz and placed him under arrest. Deniz was transported to the Glenn County Jail, to be booked by jail staff.
Saturday, Feb. 12:
1:16 a.m., deputies were dispatched to a report Michael Perez was walking to the Willows Trailer Park, 6155 Highway 162, and was planning on shooting a family member. Deputy Sheldon contacted Perez just west of North Airport Road, on Highway 162. An investigation was initiated. During the course of the investigation, Perez kicked Deputy Sheldon and was placed under arrest for assaulting a peace officer. Perez was booked into the Glenn County Jail.
7:28 p.m., deputies were dispatched to 235 West Wood Street, The Tobacco Man, for a report of a man who was inside of the store and refusing to leave. Deputies contacted Joseph Burke Gilpin of Weaverville outside of the store. Burke Gilpin allegedly showed objective signs and symptoms he was under the influence of a controlled substance. Burke Gilpin was not making sense, identified himself as a bear, was verbally aggressive, and had a pulse of 115 beats per minute. Deputy Tuma determined Burke Gilpin was unable to care for himself and placed him under arrest for alleged public intoxication. Burke Gilpin was transported to the Glenn County Jail, where he was released to jail staff for booking, to be released when sober.
10:23 p.m., Deputy Tuma contacted Angel Bush at Circle K in Willows after Bush requested an ambulance for difficulty breathing. Fire personnel arrived and determined Bush did not have a medical need. Deputy Tuma was aware Bush had an active warrant for her arrest out of Glenn County. Bush was placed under arrest for the warrant and transported to the Glenn County Jail, where she was released to jail staff for booking.
Sunday, Feb. 13:
10:15 a.m., deputies responded to 3028 Highway 99 regarding a trespassing incident. William Horning of Artois alleged that Kaelene Scritchfield of Willows was on the property and refusing to leave. Deputies arrived on scene and contacted Scritchfield inside her vehicle. Deputies attempted to get Scritchfield to step out but she refused. Deputies were able to get Scritchfield out of the vehicle and placed her under arrest.
12:33 p.m., Deputy Thompson was dispatched to a report of a possibly deceased person. The deputy responded to 228 West Oak Street, where he contacted family members who had forced their way into the residence and found their elderly female family member, who was not responding. The deputy determined the patient, Davene Beck of Willows, was breathing and had a pulse. The deputy assisted emergency medical personnel until no longer needed. The patient was later transported via ambulance for treatment.
2 p.m., David Daughtry reported a cold burglary of storage trailers at 6585 County Road 21 in the Orland area. Deputy Goodwin responded. Daughtry said several used tools were stolen and four locks had been cut. The total value of the stolen property was estimated to be $1000. Daughtry did not have any suspect information.
2:21 p.m., deputies were dispatched to a report of a man wearing a burgundy shirt and black pants acting erratic and running into traffic. Deputies responded to the area and contacted Timothy Walker of Orland lying on the sidewalk with his legs in the roadway of West Wood Street. Walker had ripped most of his pants off and was yelling about snakes. Walker allegedly showed objective signs of being under the influence of an intoxicating substance. Walker was later arrested for being unable to care for himself or others while under the influence of an intoxicant. Walker was transported and booked into the Glenn County Jail, to be released when sober.
6:13 p.m., deputies were dispatched to 275 Sixth Street, Artois, for a report of an assault. Deputies contacted the confidential victim and initiated an investigation. After the on-scene investigation, Jeffery McMahon, 30, of Artois, was placed under arrest on charges alleging arson and elder abuse.
7:13 p.m., deputies were dispatched to a report of a man vandalizing vehicles in the Casa Ramos parking lot, 247 North Humboldt Avenue, Willows. After an on-scene investigation, it was determined Kristopher Vaughn, of Redding, had vandalized vehicles and was arrested for alleged felony vandalism. Vaughn was booked into the Glenn County Jail.
8:43 p.m., registered nurse Wilkey from Glenn Medical Center, 1133 West Sycamore Street, Willows, reported the expected death of 74 y/o Davene Beck, 74, of Willows. (See log item for 12:33 p.m., above.) The decedent suffered from pre-existing illness and was entered into comfort care earlier this day. Next of kin, Vyette Mossman of Willows, was present at the time of death. The decedent was released to the care of F.D. Sweet and Son Mortuary, Willows.
Monday, Feb. 14:
4:15 p.m., Marrisol Currington of Hamilton City reported shoplifting and petty theft that just occurred at the Dollar General in Hamilton City. Deputy Rasmussen responded and contacted employee Julian Westmoreland. Westmoreland said two women had been shopping in the store when one of the women pushed a full shopping cart of merchandise out of the business without paying. Westmoreland attempted to verbally stop the women but they did not stop and loaded the items into a black Dodge pickup. The women left the area in an unknown direction. Westmoreland estimated the loss at about $400 in merchandise.
10:08 p.m., an anonymous caller requested a welfare check on a man sleeping inside of the Artois Post Office, 357 Front Street. Deputy Ramirez arrived and contacted Robert Dingman of Willows inside of the post office. Dingman said he was resting on his way back into Willows. Dingman agreed to move along and left the property without any further incident.
Tuesday, Feb. 15:
1:46 p.m., Virginia Freeman requested to report vandalism to her vehicle. Deputy Rasmussen met with Freeman outside the Glenn County Sheriff’s Office administration lobby. Freeman believed that sometime between 10:45 a.m. and 12:08 p.m., an unknown suspect scratched her vehicle on the driver’s door and driver’s rear door. Freeman’s vehicle was parked in the Northern Valley Indian Health parking lot, 207 North Butte Street, at the time of the incident. Freeman will be reporting the incident to her insurance. The damage was estimated between $500 and $1,000.
6:35 p.m., Deputy Ramirez contacted Giovanna Meza of Corning in a gray Lexus sedan with her juvenile daughter on Highway 99, south of County Road 8, near Orland. Glenn County Communications discovered Meza had an outstanding Butte County misdemeanor warrant. Glenn County Communications confirmed the warrant was active and Butte County was willing to extradite. Meza was ultimately placed under arrest. CPS services responded to the scene, along with Meza’s friend, Elizabeth Medina of Corning. The juvenile and vehicle were both ultimately released to the care of Medina. Meza was ultimately transported to the Glenn County Jail without further incident.
Wednesday, Feb. 16:
5:06 a.m., Patty Guzman from the Willows Care Center reported the expected death of Vivian Marie Lutz, 77, of Willows. The decedent suffered from several pre-existing illnesses and had been under care since Jan. 5, 2021. Next of kin, Patricia Boyd of Eureka, was notified. The decedent was released to the care of F.D. Sweet & Son in Willows.
11:23 p.m., Deputy Ramirez conducted a traffic stop on a gold GMC Yukon on Wood Street at Marshall Street in Willows. Deputy Ramirez contacted the driver, Jayna Young, of Willows. Deputy Ramirez had prior knowledge that Young had an outstanding Glenn County felony warrant. Glenn County Communications confirmed the warrant was active. Deputy Ramirez ultimately placed Young under arrest for the warrant. The GMC Yukon was towed and stored by A+ Towing. Young was transported to the Glenn County Jail and turned over to jail staff.
Thursday, Feb. 17:
10:31 a.m., deputies responded to Glenn Medical Center regarding a coroner’s investigation. Deputies met with Dr. Moses, who said Ronald Hanks, 61, of Willows, died. Deputies conducted a coroner’s investigation and later contacted next of kin, Alice Smith of Willows. Smith was notified of the death and wished to use F.D. Sweet & Son Mortuary in Willows.
1:41 p.m., Brandy Maldonado at 6412 County Road 14 near Orland reported Noah Coats broke into her residence, took her car keys, and stole her blue Honda Civic. Deputy Goodwin and officers with the Orland Police Department responded. The vehicle and Noah were unable to be located after an initial search of the area. Contact was made with Maldonado and an investigation was initiated. During the investigation, Coats was located at a nearby residence. It was discovered the two parties lived together and were in a dating relationship. Coats was found to be the restrained party in a peaceful contact restraining order, with Maldonado as the protected party. Domestic violence was alleged by both parties. Based on statements and injuries, it was determined Coats allegedly violated the terms of the restraining order prior to the incident turning physical. It was also determined Maldonado was allegedly the primary and dominant aggressor of the domestic violence. Coats was arrested for alleged violation of a domestic violence restraining order and Maldonado was arrested for alleged felony domestic violence. Both were booked into the Glenn County Jail. A report was to be sent to the Glenn County District Attorney’s Office for review and prosecution.
Friday, Feb. 18:
10:16 a.m., deputies responded to 466 First Street in Willows regarding threats. Kassandra Sanchez of Willows alleged her neighbor, Alfonso Loza of Willows, threatened to shoot her house if the she called law enforcement. Deputies arrived on scene and met with Sanchez, who said she wanted to pursue charges. Deputies went to 470 First Street to contact Loza. Deputies were able to locate Loza on the property. Loza was subsequently placed under arrest on charges alleging making a criminal threat and violation of probation.
Saturday, Feb. 19:
8:47 a.m., Glenn County Sheriff’s deputies responded to 1270 Brennan Place, Willows, for a report of a unresponsive woman. The woman was identified as Aurora Mora De Limon, 69, of Willows. Willows Fire and Enloe emergency personnel responded to the scene. After all life-saving measures were spent, the woman was pronounced deceased by Dr. Umber with Enloe Medical Center. The decedent suffered from pre-existing medical conditions. Next of kin was identified as Higinio Limon of Willows and was notified by Deputy Sanzone on the scene of the decedent’s death. The decedent was released to the care of F.D. Sweet & Son Mortuary, Willows.
11:38 a.m., Glenn Medical Center called Glenn County Sheriff’s dispatch to state that their 1995 tan Ford Ranger had been stolen from the parking lot at Glenn Medical Center, 1133 West Sycamore Street, Willows. Deputy Sanzone contacted the reporting party, Christopher McCloud, who is an employee with GMC. Deputy Sanzone had McCloud sign a CHP-180 form, indicating the vehicle as stolen. The vehicle’s information was entered into the system as stolen and a BOLO was sent to surrounding agencies.
3:21 p.m., deputies from the Glenn County Sheriff’s Office were dispatched to a report of a non-injury traffic collision at West Sycamore Street and North Villa Avenue, Willows. On arrival, Deputy Sanzone contacted the drivers, who were identified as Rebecca Stafford and Nora Coon, both of Willows. Deputy Sanzone learned that Stafford was driving a white 2009 Volkswagen south on North Villa Avenue when she was struck by Coon, who was driving a grey 2019 Honda Accord. Coon told Deputy Sanzone that she was turning north onto North Villa Avenue from West Sycamore Street when she collided with Stafford’s vehicle. Both drivers were uninjured in the accident and Deputy Sanzone assisted with an information exchange. Stafford’s vehicle was towed by L&T Towing on Stafford’s request.
7:50 p.m., Britton Bassetti of Willows contacted Glenn County Communications and reported a cold theft of her Lenovo laptop and fraudulent charges to her Capitol One credit card. Deputies responded and contacted Bassetti and initiated an investigation. Bassetti alleged her ex-boyfriend, Joshua Lee, stole her $700 laptop on Feb. 15 and has charged about $800 to her credit card over the past two weeks. Bassetti reported a cold physical domestic violence incident, where Lee pushed her with both of his hands, then placed both of his hands around her neck. Deputies were able to contact Lee, who returned the laptop and declined to provide a statement. The investigation is ongoing.
8:19 p.m., Mike Dacey alleged his girlfriend, Kaelene Scritchfield of Willows, had assaulted him at 6486 County Road 39, Willows. Deputies responded and contacted Dacey. Deputies discovered Scritchfield had arrived at the property and asked Dacey for money. Dacey refused to give Scritchfield money. Scritchfield got angry and allegedly began to throw items at him. Dacey was struck on the abdomen with a small electrical breaker box. Dacey did not receive any injuries. Scritchfield allegedly broke a window to a shop building on the property and fled the area in a white Mitsubishi SUV. Deputies later contacted Scritchfield at 600 North Humboldt Avenue, Willows. Scritchfield denied any wrongdoing and was ultimately placed under arrest for alleged domestic violence and vandalism.
Sunday, Feb. 20:
1:48 a.m., Glenn County Communications received an open line 911 call. Communications could hear a man and woman talking. The location of the call was in the area of County Roads HH and 18 near Orland. Deputies and Orland police officers responded to the area. Deputies located a white pickup truck parked in the roadway. Deputies observed a man standing outside the rear door and a woman sitting in the driver’s seat. The woman, Yanet Perez-Lopez of Orland, was contacted and said she was an Uber driver. Perez-Lopez said she picked the man, Jason Adams of Orland, and his friend, Zachary Barker of Willows (who was asleep in the back seat), in Chico. Perez-Lopez alleged when she got to their destination, they refused to leave the vehicle. When they refused to get out of the vehicle, she drove away and contacted law enforcement. Deputies contacted both men and noticed they were uneasy on their feet and had slurred speech. It was determined Adams and Barker were unable to care for themselves due to their alleged intoxication. At the completion of the investigation, Adams and Barker were taken into custody and transported to the Glenn County Jail, to be released when they are sober pursuant.
9:09 a.m., Deputy Turner contacted Bryan Boone near the bamboo at Elm and Tehama Streets in Willows. Glenn County Communications said Boone had an outstanding warrant for his arrest. Glenn County Communications confirmed the felony no-bail warrant out of Glenn County. Deputy Turner placed Boone under arrest for his warrant and transported him to the Glenn County Jail.
4:31 p.m., deputies responded to the 130 South Yolo Street, Willows, on a report of an unresponsive male. Glenn County Sheriff’s deputies and Willows fire personnel arrived on-scene, where they pronounced the death of Francis Boyle, 75. Next of kin, Kathy Boyle, was present at the time of death.
6:47 p.m., Luana Brewer contacted the Glenn County Sheriff’s Office and requested to speak with a deputy regarding her grandson, Michael Perez. Deputy Turner spoke with Brewer, via telephone. She alleged Perez assaulted her while she was trying to give him a ride home. Deputy Turner responded to her residence and met with Brewer, who wished to pursue charges against Perez for assaulting her. Deputy Turner was able to locate Perez at the Cedar Hills Apartments and placed him under arrest for alleged elder abuse.
10:36 p.m., Jeremiah Woodward of Willows called and requested to speak with a deputy regarding his pet dog that was hit by a motor vehicle in Willows. Deputy Lemmon was dispatched and contacted Woodward. Woodward reported that at about 6 p.m., a vehicle that possibly matched a nearby neighbor’s had struck and killed his dog. Woodward said his dog had exited his residence at 1128 Elm Street and chased a cat into the roadway, when the collision occurred. Woodward said his dog was not leashed at the time of the incident. The vehicle left the area. Woodward could not identify the driver of the vehicle. Woodward was informed of the leash laws in Glenn County and was told of the civil process.
