Friday, June 17:

8:30 a.m., John Wayne Capistrand, 40, of Orland, was booked into the Glenn County Jail on warrants alleging failure to appear on a misdemeanor charge. Total bail was set at $8,000. He was taken into custody at San Quentin State Prison by a Glenn County Sheriff’s deputy.

10:30 a.m., Jeffery Allan Bergquist, 42, of Phoenix, Ore., was booked into the Glenn County Jail on warrants alleging assault with a deadly weapon other than a firearm (a felony), felony cruelty to animals, resisting or obstructing a public service officer (a misdemeanor), and failure to appear. Total bail was set at $82,000. He was taken into custody at the Sacramento County Main Jail by a Glenn County Sheriff’s deputy.

12:20 p.m., Daniel Christopher Pritchard, 31, of Corning, was booked into the Glenn County Jail on warrants alleging evading a peace officer with wanton disregard for safety (a felony), and misdemeanor violation of probation. Total bail was set at $71,000. He was taken into custody at 502 Oak Street, Red Bluff, by a Glenn County Sheriff’s deputy.

Saturday, June 18:

8:29 a.m., Emilio Samuel Gomez Perez, 28, of Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on County Road KK, north of County Road 20, by a California Highway Patrol officer.

7:13 p.m., Dominic Gallwitz, 72, of Elk Creek, was booked into the Glenn County Jail on charges alleging threatening to commit a crime with intent to terrorize (a felony), exhibition of a firearm (a misdemeanor), willful cruelty to a child that could result in injury or death (a felony), and assault with a firearm (a felony). Bail was set at $335,000. He was taken into custody at 2764 County Road 306, Elk Creek, by a Glenn County Sheriff’s deputy.

9:28 p.m., George Oliver Walker, 70, of Willows, was booked into the Glenn County Jail on charges alleging public intoxication (a misdemeanor). Bail was set at zero. He was taken into custody at 904 North Butte Street, Willows, by a Glenn County Sheriff’s deputy.

1:50 a.m., Joel De Jesus Lopez Lopez, 20, of Orland, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, driving while under the influence of alcohol, and driving without a license (all misdemeanors). Bail was set at $10,000. He was taken into custody at Papst Avenue and Robbins Street by an Orland police officer.

Monday, June 20:

2:49 a.m., Albert Pulido, 53, of Orland, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000. He was taken into custody at Walker and Ninth Streets by an Orland police officer.

4:59 p.m., Shawn Dale Van Gieson, 49, of Willows, was booked into the Glenn County Jail on warrants alleging failure to appear after being released on his own recognizance, and driving while under the influence of alcohol (both misdemeanors). Total bail was set at $40,000. He was taken into custody at 672 North Murdock Street, Willows, by a Glenn County Sheriff’s deputy.

6:08 p.m., Dustin John Moore, 27, of Red Bluff, was booked into the Glenn County Jail on charges alleging using or being under the influence of a controlled substance (a misdemeanor). 5:04 p.m., Chiann Marie Wilson, 41, of Bellingham, Wash., was booked into the Glenn County Jail on warrants alleging failure to appear on a felony charge, and failure to appear on a misdemeanor charge. Total bail was set at $105,000. She was taken into custody at 201 South Tehama Street, Willows, by a Glenn County Sheriff’s deputy.

Thursday, June 30:

11:04 a.m., Maria Delrocio Chavez-Granados, 57, of Sacramento, was booked into the Glenn County Jail on charges alleging resisting or obstructing a public service officer (a misdemeanor), and a warrant alleging vehicle theft (a felony). Total bail was set at $10,000. She was taken into custody at the manager’s office at 600 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

3:28 p.m., Jonathan Michael Bohn, 57, of Orland, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant, false imprisonment, and mayhem (all felonies). Bail was set at $135,000. He was taken into custody at 4780 Dirks Road, Colusa, by a Glenn County Sheriff’s deputy.

10:01 p.m., Ruben Villegas Cruz, 30, of Willows, was booked into the Glenn County Jail on charges alleging driving with a license suspended for driving while under the influence (a misdemeanor), and a civil warrant. Total bail was set at $20,000. He was taken into custody on Interstate 5, north of County Road 7, by an Orland police officer.

An Orland area man reportedly suffered “multiple gunshots” at the Cedar Hills apartment complex in Willows Tuesday evening.

According to the Glenn County Sheriff’s log, at about 9:19 p.m. on June 28, sheriff’s dispatch received a call regarding a group of 10 people outside apt. #163 at the Cedar Hills apartments, 600 North Humboldt Avenue, Willows.

Four gunshots were heard just before the 10 people ran off. Deputies responded to the complex to conduct an area check.

Glenn Medical Center called sheriff’s dispatch and reported that a man was brought in with multiple gunshot wounds. The wounded man was identified as Jacob Jonathan Doughtie.

Doughtie’s address was given as 5689 County Road 200, Orland. This address is located east of County Road 206 and the Graves Cemetery.

Doughtie is no stranger to Glenn County law enforcement. In May of 2021, he was one of three men who were arrested on a variety of charges following a short but speedy pursuit up Interstate 5 in the morning of May 20.

It all began about 7:10 a.m. that day. Glenn County Sheriff’s deputies attempted to stop a vehicle for CVC violations on County Road 27 at Interstate 5.

The vehicle failed to yield to the deputies and entered northbound Interstate 5. The chase did not last very long, but it reached speeds of more than 100 miles per hour.

Shortly after entering the freeway at Road 27, an occupant of the vehicle being pursued was seen throwing a handgun out a window. About seven minutes after the chase began, law enforcement officers began searching for the weapon, and about two minutes after that, they found it along the east side of I-5, just north of the on-ramp.

About 12 minutes later, a sheriff’s detective asked the dispatcher to run the serial number of the firearm. It was a Beretta model 84F, serial #E52205Y.

The dispatcher later told him that the firearm “comes back clear, [and it is] registered to a Sergio Gomez of [1828 Blowers Drive,] Woodland.” This seems to be the same person to whom the vehicle was registered as the owner.

When the vehicle reached Highway 32, it exited the freeway and ran the stop sign at the north end of the off-ramp. It turned right on Newville Road (Highway 32), then right again on Eighth Street.

Shortly after turning onto Eighth Street, it ran another stop sign. Near Eighth and Walker Streets (not Newville Road, but the residential street south of there), it collided with a chain link fence, and the three occupants fled on foot.

Two of them were apparently quickly caught in an alley off Swift Street, north of Newville Road, heading east toward Sixth Street (Highway 99). The third, the driver, was described as a “Hispanic male adult with tattoos on his face.”

Almost five minutes after the chase began at County Road 27, a law enforcement officer, apparently an Orland police officer, said, “We’ve got one running eastbound on Colusa [Street].” Less than a minute later, the officer announced, “One at gunpoint at AutoZone.”

The driver was identified as Damien Cruz Alvarez, 20 at the time, a dairy worker who lives at 1441 Pine Street, Orland. The other two were identified as Alex Parra Miranda, then-27, a construction worker who lives at 6379 County Road 16, sp. #42, Orland, and Jacob Jonathan Doughtie, then-19, a laborer who lives at 5689 County Road 200, Orland.

The dispatcher was asked to call a tow truck for the vehicle the three had been in. The dispatcher was told the vehicle was on “Eighth Street, just south of Walker” … “right in front of 728 Eighth Street”.

One or more of the three were taken to Glenn Medical Center for medical clearance. The jail records all three as being booked at 7:25 a.m.

Damien Alvarez was booked into the Glenn County Jail on felonies alleging evading a peace officer with wanton disregard for safety, possession of a firearm by a felon, possession of ammunition by a prohibited person, possession of a controlled substance while armed with a loaded firearm, possession of a narcotic controlled substance, and criminal conspiracy, and misdemeanors alleging carrying a loaded firearm on one’s person or in a vehicle, hit and run, and possession of a controlled substance. His bail was set at $80,000.

Alex Parra Miranda was booked into the Glenn County Jail on felonies alleging criminal conspiracy, possession of a firearm by a felon, possession of ammunition by a prohibited person, possession of a controlled substance while armed with a loaded firearm, possession of a narcotic controlled substance, committing a felony while released on bail, and violation of post-release community supervision, and a misdemeanor alleging carrying a loaded firearm on one’s person or in a vehicle. His bail was set at $95,000, although the violation of PRCS charge is usually a no-bail charge.

And Jacob Doughtie was booked into the Glenn County Jail on charges alleging criminal conspiracy, possession of a narcotic controlled substance, possession of ammunition by a prohibited person, and possession of a controlled substance while armed with a loaded firearm (all felonies). His bail was set at $60,000.

According to the Glenn County Jail, all three were taken into custody at Ninth and Swift Streets, Orland.

Doughtie was apparently never charged by the Glenn County District Attorney for the above violations. However, just a couple of months later, on July 9, 2021, Deputy Clinton Turner observed a silver Honda Accord traveling east on County Road 27, near Highway 99.

The deputy saw the vehicle swerve onto the shoulder and immediately pull off to the side of the road. Deputy Turner stopped and contacted the driver, Jacob Doughtie, who verbally identified himself.

Deputy Turner was later informed the Honda was stolen out of Orland and Doughtie was detained. After completing an investigation, Deputy Turner placed Doughtie under arrest for alleged possession of a stolen vehicle (a felony) and later transported him to the Glenn County Jail.

The D.A. charged Doughtie with alleged possession of a stolen vehicle, and driving without a license (both misdemeanors). On Oct. 6, 2021, he pled guilty to misdemeanor possession of a stolen vehicle, and was sentenced to a year’s probation.

The victim of this vehicle theft was given as Mercedes Guadalupe Zambrano-Raygoza of Orland. This person was also listed as an “involved party” in Tuesday evening’s shooting incident.

A suspect in the June 28, 2022, shooting was identified as Jonathan Mounivong of 6334 County Road 3, Orland. Mounivong is also well known to members of the law enforcement and legal communities of Glenn County.

For example, in December of 2018 or January of 2019, he was convicted of felony first degree burglary with a person present. He was sentenced to just under a year in jail, five years on probation, and ordered to pay $9,485 in restitution.

He began serving his jail sentence on April 3, 2019. Then, on Feb. 20, 2020, he was booked into the jail on charges alleging misdemeanor violation of probation.

Jadien Mounivong

Another “involved party” with the last name of Mounivong was listed as being present at the June 28 event: Jadien Mounivong. On April 25 of this year, he is alleged to have been present at a shooting at the Grindstone Rancheria near Elk Creek.

At about 9:34 p.m. on that day, the Glenn County Sheriff’s Office received a call that the occupants of a silver Honda (California license plate number 7LNC822) fired several shots in an unknown direction as the vehicle left the Rancheria.

Glenn County Sheriff’s deputies responded to the Rancheria (3600 County Road 305) to canvass the area and to find the Honda. The vehicle was found heading towards Orland and a pursuit was initiated.

On at least one occasion, the Honda reached a speed of well over 100 miles per hour. Around 10 p.m., the vehicle yielded on County Road 200 (Newville Road), west of County Road E, and a felony car stop (a stop made at gunpoint) was conducted.

Orland police officers provided assistance at this scene.

Fifteen or so minutes after the stop, all five occupants of the Honda were detained. Initially, the occupants were said to consist of four adults and one juvenile, but this was later changed to three adults and two juveniles.

Two of the three adults were from Willows, while the third was from Orland. Both juveniles were from Orland, although they had separate residences.

The Observer knows the names of the children but will not publish them. At the time, one of them was less than three months away from turning 18, while the other was a mere 13 years old.

Law enforcement officers reported finding some casings, thought to be .40 caliber, at the Rancheria. A .40 caliber Glock was reportedly found in the Honda.

As 11 p.m. approached, a deputy at Grindstone Rancheria told a deputy at the vehicle, “There is at least one casing … within 50 yards of a residence.”

The deputy at the vehicle asked, “Did you find any impact points [i.e., bullet holes]?”

The first deputy answered, “Negative on impact points.”

The second deputy requested that the first contact the resident and ask if they know any of the occupants of the vehicle.

The first deputy replied that he had already tried to contact the resident, but there was no answer.

The three adults were booked into the Glenn County Jail at 11:51 p.m. They were:

Armani Khammaloun, 18, of Willows, who was booked into the Glenn County Jail on charges alleging possession of a machine gun, and criminal conspiracy (both felonies). His bail was set at $80,000.

Brianna Mounivong, 19, of Orland, who was booked into the jail on charges alleging evading a peace officer (a misdemeanor), willful cruelty to a child with possible injury or death (a felony), and criminal conspiracy (a felony). Her bail was set at $100,000.

Jadien Mounivong, 21, of Willows, who was booked into the jail on charges alleging possession of a firearm by a prohibited person, possession of ammunition by a prohibited person, possession of a machine gun, and criminal conspiracy (all felonies). His bail was set at $90,000.

The two juveniles were also arrested. Presumably, they were taken into custody by probation officers.

Deputies cleared the scenes at about 2:15 a.m. on Tuesday, April 26.

By late Tuesday morning, no shooting victims had been reported.

Others listed as “involved parties” at the Cedar Hills shooting include Maria Estela Raygoza-Morales of Orland; Dalton Mooney of Orland; and Ana Cristina Raygoza of Orland. An individual named Sisouphanh Salinthone of Willows, who apparently lives in the same apartment as Jadien Mounivong (apt. #152), was interrogated by deputies in the field.

Jonathan Mounivong, who, again, was named as a known suspect in the shooting of Jacob Doughtie, was not in the custody of the Glenn County Jail as of late Saturday night, July 2.

Sheriff’s office investigating “suspicious death”

The Glenn County Sheriff’s Office is investigating what it calls “a suspicious death” in the Willows area.

The four-sentence news release from Administrative Services Officer Jillian R. Hughes Friday morning, July 1, stated that deputies “are on scene”, but did not indicate where the “scene” is.

However, police scanner chatter suggested the incident was on Garden Street, and photos posted on the “Willows Uncensored” Facebook page showed law enforcement activity on or very near the rear lot of Willows Automotive, 200 Garden Street.

At one point, a deputy was heard on the scanner saying that the incident involved “an 11-44” (coroner’s case), while a second person was transported by ambulance to Glenn Medical Center.

The sheriff’s office’s news release states, “At this time, there is no additional information available; however, updates will be provided when possible.”

The sheriff’s office further requests, “Anyone with information should call 530-934-6441.
