Here are some selected incident reports from the Glenn County Sheriff’s Office.

Wednesday, Sept. 1:

7:20 a.m., Maria Lanzarin alleged boyfriend, William Hunter, was spraying gas on the house at 6372 County Road 200, Orland, and causing a disturbance. Deputy Ayres made contact with Hunter in the driveway. After an on-scene investigation, it was determined that Hunter was releasing the propane from a small canister and no one saw him spray gasoline on the house. Hunter allegedly showed signs of being under the influence of an unknown drug and was determined to be too intoxicated to care for himself. Hunter was arrested for alleged public intoxication (drug) and booked into the Glenn County Jail.

1:21 p.m., Christine Adams, a registered nurse from Enloe Home Care and Hospice, reported the expected death of Michael Leeman, 68, at 6061 County Road 20, Orland. The decedent suffered from several pre-existing illnesses and had been under hospice care since June 9. Holly Massie was identified as the next of kin (daughter) and was present with her father at the time of death. The decedent was released to the Neptune Society of Northern California.

4:26 p.m., Lee Grider with PG&E reported the theft of numerous grounding cables and wires at the PG&E Jacinto Substation on County Road 39, just west of Highway 45. Deputy Rasmussen responded. Sometime between August 6 at 1:30 p.m. and Sept. 1 at about 2:30 p.m., unknown people entered the facility by cutting the east fence. The people cut 10 grounding cables from tower legs and various pieces of equipment in the faciality. The grounding cables averaged five to six feet in length. Grider estimated the loss of the cable at about $3,500. Grider estimated the cost of labor and equipment to repair the damage at about $6,500. The total estimated loss was set at $10,000. Grider reported the PG&E internal security division had been notified of the incident.

Thursday, Sept. 2:

11:47 a.m., Roy Smith reported finding an electrical scooter on his property at 6411 County Road 14, Orland, and requested a deputy respond to collect it. Deputy Huichapan responded and contacted Smith, who told Deputy Huichapan the electrical scooter he found on his property did not belong to him. Deputy Huichapan collected the black Swagtron scooter and after inspecting it, was unable to locate a serial number. Before clearing the call for service, Smith’s neighbor, Ryan Everest, informed Deputy Huichapan the scooter possibly belonged to Noah Coats. Deputy Huichapan attempted to contact Coats via telephone, with no success. The scooter was booked into evidence for safekeeping.

Friday, Sept. 3:

1:17 p.m., the Elk Creek High School principal contacted Glenn County Communications after he received secondhand information of a student possibly having a knife on campus. Deputy Garcia was dispatched and contacted the principal, via telephone, as requested. Subsequently, the matter was handled internally and no further law enforcement assistance was needed.

Saturday, Sept. 4:

2:14 p.m., Deputy Garcia responded to 6807 County Road 19, Orland, for a civil standby. Deputy Garcia contacted Shawn Foley and Sabrina Palmer-Foley at the property. Shawn presented a court document granting him legal rights to a 2017 Dodge pickup that was registered to him and Sabrina Palmer-Foley. Deputy Garcia stood by while Palmer-Foley turned over the pickup to Shawn Foley, as granted on the court judgement.

Sunday, Sept. 5:

2:32 p.m, Registered Nurse Clendenen from Willows Care Center called to report the expected death of David Miller, 62, from pre-existing conditions. Decedent entered hospice on August 8. Next of kin, Carol Miller (wife), was notified. The decedent was to be released to the care of Brusie Funeral Home in Chico.

5:44 p.m., Misty Stephens called the sheriff’s office and asked to speak to a deputy regarding her 2006 Ford Escape being stolen. Deputy Turner responded and met with Stephens, who said an unknown person stole her vehicle from the Cedar Hill’s parking lot sometime during the day. Stephens could not provide any other information about the vehicle and the it was entered as stolen. (See the log item for 10:48 a.m. on Sept. 8.)

6 p.m., Glenn Medical Center LVN Isabella Davalos called the sheriff’s office and reported the expected death of Vaughn Swanson, 91. The decedent was admitted to GMC on Sept. 2 with pre-existing medical conditions. Next of kin, Diane Pekarek, was notified of the death by medical staff. The decedent was released to the care of Rose Mills Mortuary in Whittier, Calif.

Monday, Sept. 6:

11:03 a.m., Michael Flanagan contacted the sheriff’s office, reporting a shotgun and binoculars were stolen out of his unlocked vehicle at 830 Mandrone Manor in Willows. Deputy Tuma initiated an investigation. Deputy Tuma learned Flanagan’s 20ga Harrington & Richardson single shot shotgun and Leopold binoculars were taken between 11 a.m. on August 4 and 11 a.m. on Sept. 6. The shotgun was entered into CLETS as stolen.

1:01 p.m., deputies responded to the area of County Road G and Huggins Lane, Orland, for a report of a disturbance of between a man and woman associated with a white Ford Explorer (CALP:7YAS470). A records check showed the vehicle had an address of 7264 Huggins Lane, Orland. Deputies responded to the address and initiated an on-scene investigation. During the investigation, deputies contacted the reported parties, Bernabe Cruz and Sandybel Saligan. Both said the disturbance was verbal. A records check on both parties showed Cruz had an outstanding felony warrant out of Tehama County and Saligan had an outstanding misdemeanor warrant out of Butte County. Cruz and Saligan were arrested and booked into the Glenn County Jail. Cruz’s bail was set at $45,000 and Saligan’s was set at $2,000.

2:51 p.m., Deputy McIntyre was involved in a traffic collision at the intersection of North Tehama and East Wood Streets with Jesse Elkin of Willows. Deputy McIntyre was driving north on North Tehama Street in a Glenn County Sheriff’s Office patrol vehicle. Elkin was driving west on East Wood Street in a blue Ford Explorer. The CHP responded to the scene and took a vehicle collision report.

Tuesday, Sept. 7:

2:35 p.m., Renee Lasorella contacted the sheriff’s office, reporting a verbal disturbance between her and Gene Del Pape at the Grove Motel, 2591 Highway 99, between Willows and Artois. Deputy Tuma was dispatched and contacted both parties. Deputy Tuma learned the disturbance was over two shipping containers. Lasorella reported they were moving out of their apartment and trying to gather their belongings, which were in one of the containers. Both parties claimed ownership of the containers but were not able to prove it. Del Pape was advised to allow Lasorella to gather their belongings out of the container and he agreed. The incident was determined to be a civil matter and both parties were referred to the civil court. Lasorella later contacted the sheriff’s office, reporting Del Pape was harassing them. Deputy Tuma responded and contacted Del Pape, who denied the allegation. Del Pape was advised to stay away as Lasorella gather their belongings.

Wednesday, Sept. 8:

10:10 a.m., Raymond Giesbrecht reported the theft of solar panels from his solar panel system on Highway 162, just east of County Road Y, in the Butte City area. Deputy Rasmussen responded. Sometime during the night of Sept. 4 and the morning hours of Sept. 5, unknown suspects removed 14 solar panels from their mounting structure and stole them. Two additional panels were damaged and left behind. Giesbrecht received an estimate of $16,000 to replace and install new panels.

10:48 a.m., Misty Stephens called and reported she had located her recently stolen vehicle. Deputy Lemmon responded to her residence in the Cedar Ridge apartment complex, 600 North Humboldt Avenue. Stephens said her vehicle was found on County Road D, just south of Highway 162, near Willows. Stephens said she brought her vehicle back to her residence. She said she did not know who stole her vehicle. The unknown suspect damaged the driver’s door handle and the steering column. No other damage was found. The vehicle was removed from the stolen vehicle system.

9:37 p.m., deputies were dispatched to 701 Glenwood Lane in Willows for a report of a possibly deceased man at the residence. Deputies and Enloe EMS paramedics responded and discovered William Ingraham, 78, was deceased. Deputies discovered the decedent suffered from several pre-existing illnesses and family was present at the decedent’s time of death. Melissa Ingraham was the decedent’s wife and next of kin. The decedent was ultimately released to the care of F.D. Sweet and Son Mortuary in Willows.

Thursday, Sept. 9:

6:11 a.m., the California Highway Patrol reported a vehicle stopped and left in the middle of County Road DD near County Road 200. The reporting party said he nearly collided with the vehicle. Deputy Lemmon responded to the area. Deputy Lemmon located the vehicle and later turned the investigation over to CHP officers. Paul Tom LaFrance, 39, a laborer who lives in Orland, was booked into the Glenn County Jail without bail on charges alleging violation of post-release community supervision (a felony), possession of a controlled substance (a misdemeanor), and possession of controlled substance paraphernalia (a misdemeanor). He was taken into custody by a California Highway Patrol officer.

7:30 a.m., Raissa Montiel reported theft and vandalism to three of her vehicles that were parked near her residence on Fifth Street in Hamilton City. Deputy Rasmussen responded and contacted Montiel and Edward Wilson. Sometime during the night of Tuesday, Sept. 7, and the morning of Sept. 8, unknown suspects entered three unlocked vehicles parked on Fifth Street near 495 Capay Avenue in Hamilton City. The suspects caused damage to the steering column trim and passenger door control module of one vehicle and stole two bags containing a drone, camera, and video camera from a second vehicle. The third vehicle was rummaged through but nothing appeared to be taken. Montiel and Wilson estimated the damage to the one vehicle at $1,500. The estimated loss due to theft was about $2,491.

8:30 a.m., Deputy Sheldon responded to a report of possible narcotics located in the property of Allen Lindell. The narcotics were located during the booking process at the Glenn County Jail. An investigation was initiated and a report forwarded to the Glenn County District Attorney’s Office.

2:47 p.m., Kathy Boyle contacted the sheriff’s office, requesting to speak to a deputy regarding a restraining order violation. Deputy Tuma was detailed and contacted Boyle by phone. Boyle said she has a restraining order against her sister, Pamela Rafoth, with a 500-yard stay away. Boyle reported Rafoth was spotted at the Willows Cemetery, visiting their parents’ site, and Boyle believed Rafoth was in violation of the restraining order. Deputy Tuma learned the restraining order was a 500-yard stay away of Boyle but not her residence at 130 South Yolo Street, which was over 500 yards away from the site at the cemetery. Deputy Tuma determined a violation did not occur. Boyle requested extra patrol during the night hours.

5:04 p.m., Jordon Thompson contacted the sheriff’s office, requesting a welfare check on Alexa Farris, who was living in the bamboo near Tehama Street and Elm Street in Willows. Thompson said he received a voice message from Farris and a disturbance was heard in the background. Thompson said he believed there was domestic violence going on between Farris and her boyfriend, Christopher Simpson. Communications said Farris had two outstanding warrants for her arrest out of Glenn County. Deputies began checking the area and contacted Farris and Simpson. After an on-scene investigation, both parties said they were in a verbal dispute only and nothing physical occurred. Farris was placed under arrest for the warrants and transported to the Glenn County Jail, where she was released to jail staff for booking.

5:44 p.m., Eric Berglund contacted the Glenn County Sheriff’s Office and requested to speak to a deputy regarding Pamela Rafoth harassing his family at 335 French Street, Willows. Deputy Chavez contacted Berglund by telephone, as requested. Deputy Chavez provided Berglund information regarding the restraining order process and answered all his questions.

Friday, Sept. 10:

10:04 a.m., Karin Johnson reported Lloyd Hickman of Willows was on her property and he was refusing to leave. Johnson requested a deputy respond and ask Hickman to move along. Deputy Huichapan responded to 442 West Ash Street, Willows, and saw Hickman on a bench swing located on the front lawn of the residence. The front lawn did not have a gate. Deputy Huichapan contacted Hickman, who allegedly had an alcoholic beverage in his hand, displayed slurred speech, and had difficulty answering simple questions and following simple directions. Due to Hickman not living at the residence and being too intoxicated to care for himself, Deputy Huichapan placed Hickman under arrest for alleged public intoxication. Hickman was transported and booked into the Glenn County Jail, to be released when sober.

12:49 p.m., deputies responded to the Willows Memorial Hall and contacted Suhail Khan. A records check on Khan through Glenn County Communications revealed an active misdemeanor warrant out of Glenn County. Khan was informed of the warrant and placed under arrest. He was transported and booked into the Glenn County Jail and released to the care and custody of jail staff.

2:13 p.m., Pamela Rafoth requested to speak with a deputy regarding a civil matter. Deputy Garcia attempted to contact Rafoth via telephone. Deputy Garcia did not receive an answer and left a voicemail message in Rafoth’s inbox, requesting she contact Deputy Garcia to provide assistance regarding the matter.

2:55 p.m., Deputy Huichapan was dispatched to the area of West Sycamore and South Plumas Streets for a report of a non-injury vehicle collision. Deputy Huichapan responded and contacted the involved parties, a juvenile whose name was apparently improperly withheld and Sarah Ruud of Live Oak. The juvenile, who apparently was not suspected of committing a crime so her name should have been given in the log item, told Deputy Huichapan she was travelling west on West Sycamore Street in her white 2017 Toyota Camry when she saw Ruud’s grey 2016 Mazda CX3 stopped at the stop sign at the intersection of South Plumas and West Sycamore Streets. The girl said she continued westbound on West Sycamore Street when all of a sudden Ruud drove south on South Plumas Street and collided into her vehicle. The girl’s vehicle had damage on the rear passenger quarter panel, rear bumper, and rear passenger side tire. Deputy Huichapan spoke with Rudd, who said she was travelling south on South Plumas Street, when she collided into the girl’s vehicle. Rudd did not know what direction the girl was travelling. Deputy Huichapan assisted both parties with exchanging information. There were no injuries.

6:42 p.m., an anonymous woman contacted Glenn County Communications and reported a woman was sleeping in her blue Buick at the Willows Cemetery, 800 East Wood Street, Willows. Deputies responded to the location and contacted Pamela Rafoth inside of her Buick Le Sabre, parked in the grass area of the cemetery. Rafoth was told of the complaint and counseled on appropriate parking at the cemetery. Rafoth moved along while deputies were on-scene.

9:14 p.m., deputies observed Khamchanh Sayyaphom talking to himself in the parking lot of La Cascada restaurant, 458 North Humboldt Avenue, Willows. Deputies contacted Sayyaphom and immediately noted his inability to focus or answer simple or direct questions. Sayyaphom’s pulse was 135 beats per minute. It was determined Sayyaphom was allegedly under the influence of an unknown controlled substance and unable to care for himself or others. Sayyaphom was arrested for alleged public intoxication and he was transported to the Glenn County Jail. Sayyaphom was to be released when sober.

Saturday, Sept. 11:

1:26 p.m., Reyna Molina of Willows alleged her son, Fredi Pineda, assaulted her while in a parking lot at 155 North Tehama Street in Willows. Deputies responded and contacted both Molina and Pineda and an investigation was initiated. Molina said she wanted to pursue criminal charges against Pineda for alleged assault and battery, and signed a private person’s arrest form placing Pineda under arrest. Deputy Lourenzo took custody of Pineda and transported and booked him into the Glenn County Jail.

2:21 p.m., while on routine patrol, Deputy Huichapan conducted a traffic stop on a black Chevrolet Suburban for expired registration. The traffic stop was conducted at South Tehama and Elm Streets in Willows. Deputy Huichapan contacted the driver of the vehicle, Maria Cervantes of Willows, and the front passenger of the vehicle, Esmeralda Cervantes, also of Willows. A records check on Esmeralda Cervantes through Glenn County Communications revealed an active misdemeanor warrant out of Glenn County. Esmeralda Cervantes was informed of the outstanding warrant and placed under arrest. She was transported and booked into the Glenn County Jail and released to the custody of jail staff. Maria Cervantes was released with a verbal warning.

3 p.m., Deputy Lourenzo responded to the Subway sandwich shop, 505 North Humboldt Avenue, Willows, for a report of vandalism to one of the business’s windows. Upon arrival, deputies contacted employees and witnesses who said they saw a man throw a rock at the window, causing it to break. The estimated cost to replace the window was valued at about $3,000. An investigation was initiated and is ongoing.

6:35 p.m., deputies responded to 3600 County Road 305, lot #17, Elk Creek, to a report from Byron Burrows of a physical altercation that occurred between him and his roommate. Upon arrival, contact was made with the involved parties. Ultimately Leland Sisk requested to place Byron Burrows under citizen’s arrest for alleged assault and battery. Burrows was arrested and booked into the Glenn County Jail.

7:35 p.m., Deputy Goodwin was dispatched to the Last Stand, 414 North Tehama Street, Willows, for a report of an intoxicated woman causing a disturbance and walking in the roadway. When the deputy arrived, witnesses said the woman was trying to leave in a vehicle. The deputy contacted the woman in the driver’s seat of a parked vehicle. She allegedly displayed obvious signs on intoxication and was immediately belligerent. She was later identified as Casandra Mcwest. She allegedly disobeyed several lawful orders and tried to pull away from Deputy Goodwin. During the arrest process, Mcwest allegedly kicked Deputy Goodwin. Mcwest was ultimately arrested on charges alleging battery on a peace officer, resisting a peace officer, and being drunk in public. Mcwest was transported to the Glenn County Jail, where she was booked.

10:50 p.m., Deputy Turner conducted a traffic stop on a 2011 Chevrolet for vehicle code violations on Interstate 5, south of Highway 32 (Newville Road). Deputy Turner contacted the driver, Angel Rodriguez Fernandez, who had bloodshot, watery eyes and said he drank a couple of beers. Deputy Turner initiated a driving while under the influence investigation. Fernandez was subsequently placed under arrest for allegedly driving while under the influence and was transported to the Glenn County Jail.

Sunday, Sept. 12:

3:52 a.m., staff at Glenn Medical Center contacted Glenn County Communications and reported the expected death of Anita Andres. The decedent suffered from pre-existing illnesses and was entered into hospice care on August 9. The decedent’s next of kin, Loretta Little (daughter), was notified of the decedent’s death. GMC staff said they would contact Sweet-Olsen Family Mortuary of Orland on behalf of Little.

7:12 a.m., deputies were detailed to West Sycamore Street and Villa Avenue, Willows, for a report a vehicle collision. The reporting party said the driver of the involved vehicle (Calif. license plate #8NWK809) had fled southbound from the collision. The reporting party said the driver was a woman wearing pink and black clothing. Deputies responded and contacted a woman, Alexis Hernandez, in the parking lot of her residence (111 South Villa Avenue), who matched the description. After an on-scene investigation, Hernandez was allegedly positively identified as the driver by a witness and was allegedly determined to be driving while under the influence. She was arrested and transported to the Glenn County Jail.

Monday, Sept. 13:

8:27 a.m., Kathy Boyle reported her sister, Pamela Rafoth, was in front of her residence at 130 South Yolo Street, Willows, playing loud music and yelling, in violation of a restraining order. Boyle has a served domestic violence restraining order against Rafoth, with a 500-yard stay away order. Deputies responded. Rafoth left the area prior to deputies’ arrival. Boyle requested Rafoth be arrested and signed a citizen arrest form. Deputy Rasmussen checked the Willows area and later located Rafoth in the parking lot of 207 West Wood Street. Rafoth was taken into custody without incident. Rafoth was transported to the Glenn County Jail, where she was released to jail staff for booking.

9:20 a.m., Willows Cemetery District employee Alberto Valdez requested to speak to a deputy in regards to Pamela Rafoth’s behavior while she has been visiting the cemetery in Willows. Valdez has received information about Rafoth camping in the cemetery at night. Rafoth is also believed to have allegedly been leaving trash and urinating in the cemetery. Valdez requested Rafoth be admonished for trespassing and asked not to return to the cemetery. The deputy also advised Valdez about restraining orders. Deputy Rasmussen contacted Rafoth at the Glenn County Jail and admonished her for trespassing on Willows Cemetery District property.

10:47 a.m., Willow High School staff reported vandalism to the high school football facility. Unknown suspects entered the facility sometime during the night and used blue spraypaint to paint vulgar words and pictures on grass, walls and concrete fence foundation. Photos were taken of the vandalism. Twelve sponsorship banners purchased by the Willows High School Boosters were also vandalized with blue spray paint. Staff estimated the damage done to the banners at about $1,800 ($150 each) and estimated the labor to clean the remainder of the paint off the concrete at $750. Staff requests extra patrol during the night hours as the Willows vs. Orland High School game is this coming Friday, Sept. 17, and pranks often occur during this time.

2:04 p.m., at North Plumas and West Willow Streets, Deputy Ayres conducted a vehicle stop on a white Chevrolet truck after seeing Jesus Esparza driving it. The deputy was familiar with Esparza from prior contacts and knew him to be on parole. Esparza’s parole status was confirmed through the Glenn County Dispatch Center prior to the stop. The deputy conducted a parole search on Esparza and the vehicle. Esparza was allegedly found to be in possession of methamphetamine and three counterfeit $20 bills. Esparza’s parole officer was contacted and he placed a parole hold on Esparza. Esparza was arrested for the parole hold and alleged possession of a controlled substance. The truck was released to a family member.

Tuesday, Sept. 14:

12:44 a.m., Shivam Patel reported a suspicious male coming in and out of the Super 8 Motel on North Humboldt Avenue in Willows. Patel requested a search of the area. Deputies responded and contacted Khamchan Sayyaphom on Wood Street, east of Humboldt Avenue. Sayyaphom allegedly showed signs of being under the influence of a central nervous system stimulant. Sayyaphom allegedly admitted to recent drug use. Deputy Ramirez conducted an evaluation on Sayyaphom. He was allegedly found to be under the influence of a central nervous system stimulant and ultimately placed under arrest.

6:04 a.m., Loretta Newland from the Willows Care Center called to report the expected death of Gonzalo Ziranhua-Tinoco, 67, from pre-existing conditions. The decedent entered hospice on June 2. The next of kin, Catalina Ziranhua (wife), was notified. The decedent was to be released to the care of Sweet-Olsen Family Mortuary of Orland.

9:53 a.m., Deputy Ayres contacted Leo Jacobson, who was walking east on County Road 16 near Interstate 5. The deputy recognized Jacobson from prior contacts and knew this man to have four local warrants. Jacobson was arrested and booked into the Glenn County Jail.

12:50 p.m., Jerry Smith of Red Bluff contacted Glenn County Communications to report a stolen license plate at Walmart in Willows. Deputy Garcia contacted Smith and initiated an on-scene investigation. After further investigation, it was determined an unknown person stole the license plate to Smith’s 2009 Honda motorcycle (Calif. license plate #19S1964), which was parked near the front entrance of the store. Deputy Garcia completed a vehicle report (CHP-180) and the license plate was entered into the stolen vehicle system.

5:10 p.m., at County Roads 9 and 203, Deputy Ayres conducted a vehicle stop on a red Dodge Dart. The deputy contacted James Beegle who was a passenger in the vehicle. The deputy recognized Beegle from prior contacts and knew him to have a local warrant as well as a parolee at large warrant. Beegle was arrested and transported to the Glenn County Jail to be booked.

9:47 p.m., Deputy Thompson was dispatched to a report of an assault that had occurred in Willows. Glenn Medical Center staff reported the incident after Joshua Lee came into the emergency room for a complaint of pain he received during the assault. The deputy contacted Lee, who declined to provided information regarding the incident. The incident was reported to have occurred at Central Park in Willows at about 4 p.m. Lee said he was set upon by one or more persons and refused to disclose who they were. Lee was advised of his options and told to contact the sheriff’s office if the incident continued.
