Slow-speed chase plods through Glenn and Colusa Counties

By Larry Judkins

Glenn County Observer

Thursday night’s pursuit through Colusa and Glenn Counties made the O.J. Simpson chase on the freeways of Los Angeles in 1994 look like the Indianapolis 500 by comparison.

At about 10:05 p.m., California Highway Patrol officers notified the Glenn County Sheriff’s Office that they were in a vehicle pursuit on northbound Interstate 5 near Delevan Road in Colusa County.

The pursuit entered Glenn County and CHP officers requested the assistance of a K9. Deputy Lemmon and K9 Orion responded to the area.

At County Road 60, the CHP successfully “spiked” the vehicle, but it continued northbound on I-5.

As the vehicle approached County Road 57 at about 35 miles per hour, Deputy Lemmon said he had “a visual on them.” As the vehicles approached the Road 57, the deputy remarked that the suspects “threw something out the window just before the offramp.”

A little later, officers found a firearm there.

Deputy Lemmon joined the chase, which ultimately entered Willows at Highway 162. At this point, they were traveling at about 20 miles per hour.

The suspect vehicle exited I-5 and turned east on Highway 162 (Wood Street). It then turned north on Humboldt Avenue, traveling at 15 miles per hour.

A deputy remarked that the vehicle had a male driver and female passenger.

The vehicle passed Green Street, crossed the railroad tracks, and turned right on First Avenue, still at 15 miles an hour. Deputy Lemmon said something like, “For your information, he does have [unclear] tires”, perhaps a reference to the damage caused by a spike attempt on the freeway.

They all passed Sunset Terrace at 15 miles per hour. At North Butte Street, the vehicle turned south.

The vehicle almost had a traffic collision at Butte and Wood Streets. Deputy Lemmon commented that there was “a tire in the roadway.”

The vehicles approached Sycamore Street, where they turned left. At Tehama Street, the suspect vehicle turned right (south), running the flashing red light in the process.

They reached a speed of 30 miles per hour, then slowed back down to 20. Traffic was light.

They passed Mar-Val Foods and continued southbound with speeds varying erratically from 20 to 40 miles per hour. South of County Road 57, the vehicle began traveling in both the northbound and southbound lanes of Highway 99.

South of County Road 60, Deputy Lemmon remarked that the suspect vehicle was “losing car parts” and had only one tire left, the others having been spiked by the CHP.

Moving at 30 miles per hour, they approached the wildlife refuge. The sheriff’s dispatcher reported that the CHP intended to deploy another spike strip at Highway 99 and County Road 68.

The audio of the law enforcement broadcast was not very clear, and it is uncertain whether the spike strip was successful in taking out the remaining tire. The vehicle, however, continued southbound on Highway 99.

Of the Glenn County Sheriff’s vehicles, only Deputy Lemmon’s remained in the pursuit after entering Colusa County. At this time, they had slowed to about 15 miles per hour.

The deputy asked that the Colusa County Sheriff’s Office be contacted to see if they have a K9 available. They did not, so Deputy Lemmon and his K9, Orion, continued.

Deputy Lemmon indicated he was concerned about releasing his K-9 “with all these guys in front of me.” He added, “I’ll try to get as close as I can.”

The pursuit ended on Highway 99, just north of Maxwell. Deputy Lemmon and K9 Orion assisted CHP officers until the vehicle occupants were taken into custody.

The driver was identified as Brian Jason Felix, 38, of Magalia. The passenger was Laura Renee Waddell of Chico.

Both have had contacts with the criminal justice systems in the Mid-Sacramento Valley. In early 2020, Felix was sentenced to state prison on charges that included felony evading.

When he was 24, in 2008, he was also sentenced to six years in prison for his involvement in a home invasion robbery in Chico. In 2014, he was arrested on charges that again included felony evading, and was sentenced to eight years, eight months in prison.

Obituary: Helen Eileen Roach, 76

Helen Eileen Roach in earlier days.

Helen Eileen Roach of Willows died in Chico on Saturday, Dec. 4, 2021, in Enloe Medical Center’s Cardiac Care Unit. The youngest of three children, she was born in San Francisco to Edward and Eileen Johnston on Jan. 31, 1945.

She grew up in San Francisco in the Diamond Heights area. She graduated from Mission High School and attended San Francisco State for three years, working toward a teaching credential in special education.

She enjoyed summer vacations with her family, camping at Pinecrest Lake in the Stanislaus National Forest.

A gifted writer, in 1968, through a local radio station, she sent numerous “Christmas Greetings” to soldiers from the San Francisco area who were serving in the Vietnam War. To her surprise, she met 1st Lt. Dan Roach, a fellow San Francisco native and combat platoon leader serving with the 101st Airborne Division.

They married in October of 1969 in San Francisco.

Their new life together started on the Tahoe National Forest, since her husband was a graduate forester with the U.S. Forest Service. They then moved to the Summit District on the Stanislaus National Forest, the same place she enjoyed spending her summers camping while growing up.

While living there, she also enjoyed winters, learning the art of skiing at Dodge Ridge.

In Sonora, she gave birth to Jesse and Shane, her first two sons. In the late 1970s, the Roaches moved to Willows, where the Mendocino National Forest Supervisors Office was located.

Helen Roach was involved in the local Scouting program, first as a den leader, then as assistant pack leader. Finally, as a parent supporter in Troop 57 with the boys, they made Eagle Scout.

Little did she know that she would enjoy the opportunity to repeat her Scouting support with Seth, her third-born 14 years after the birth of Shane.

She is remembered for her gentle, kind spirit, generosity, devotion to a family raising three sons, and for being a pet lover. She loved volunteering for school programs and the local swim team, and supporting community fundraisers and her local public television and radio stations.

She is survived by her loving husband of 52 years, Dan; sons Jesse (and his wife, Cynthia) of Willows, Shane of Boise, and Seth, who is serving in the U.S. Army; grandchildren Dakota and Dawson of Willows and Olivia of Nampa, Idaho; sister Beverly Langley (and her husband, Harvey Langley) of Kuna, Idaho; and beloved nieces and nephews.

She was preceded in death by her father, Edward Russell Johnston, mother Eileen Dora Johnston, and brother Eddie Johnston.

A Celebration of Life and reception are scheduled at the Willows Veterans Memorial Hall, 525 West Sycamore Street, at 11 a.m. on Saturday, Jan. 22. Donations in Helen Roach’s memory can be made to a favorite charity, public television, or public radio station.

Where is Ruth Haley Word?

By Larry Judkins

Glenn County Observer

Willows transient Ruth Haley Word, whose name appears in the Glenn County Sheriff’s logs probably more often than anyone else’s, has disappeared.

At about 8 p.m. on Tuesday, Jan. 4, Word, 35, was reported missing by her mother, Denise Annette Word, of 138 Fern Street, Willows. Deputy Goodwin contacted Denise Word via telephone.

Denise Word told the deputy that no one had seen Ruth Word for more than a week. Denise Word said that she had contacted numerous people and searched around Willows for her daughter, with no luck.

Denise Word was concerned for her daughter and said this was extremely unusual for her. Deputy Goodwin conducted a search for Ruth Word but was unsuccessful in finding her.

At the request of her mother, Ruth Word was entered into the Missing and Unidentified Persons System (MUPS).

According to Glenn County Sheriff’s logs, at about 5:30 p.m. on Christmas Day, 10 days before being reported missing, an anonymous person requested a welfare check on Word, who was reportedly jumping in front of passing vehicles in the area of West Sycamore Street and North Humboldt Avenue. Deputies responded and conducted a search for Word, but were unable to find her.

At about 9:50 a.m. on Sunday, Dec. 26, Glenn County Sheriff Sergeant Draper was contacted by Steven Wayne Trimmer of 600 North Humboldt Avenue, apt. #166, Willows, reporting that he had been assaulted at the complex by Ruth Word. Trimmer alleged that Word had hit him in the elbow during an argument earlier that morning.

Trimmer wished to pursue the matter criminally and Word was contacted. During the investigation, it was found that Word was also in violation of a 100-yard stayaway order.

She was taken into custody and booked into the Glenn County Jail without incident at about 10:04 a.m. According to the jail’s news release, Word was booked on charges alleging disobeying a court order, assault, and battery (all misdemeanors).

Her bail was set at zero. She was released in the early afternoon hours.

The sheriff’s logs also say that at about 5 p.m. on Tuesday, Dec. 28, Deputy Sanzone found a California EBT card bearing the name of Ruth Word. The deputy found Word at 141 North Crawford Avenue, Willows (Word’s former home that burned on Jan. 30, 2021, and was condemned as uninhabitable).

On Friday, Jan. 7, the Glenn County Sheriff’s Office issued a press release announcing that it is seeking information on the whereabouts of Word. The press release states that her family last saw her in the area of the Cedar Hills apartment complex, 600 North Humboldt Avenue, Willows, just after Christmas.

There have been several unconfirmed sightings of Word in and around the Willows area, the most recent being on New Year’s Day. There was also one sighting in Colusa County, but that was determined to be a different person.

At present, The Observer is unable to post photos on its website, but Word is described as being about 5-feet, 8-inches tall, about 150 pounds, with blue eyes and light brown or blond hair.

The sheriff’s press release says that there is presently no evidence of foul play.

The Glenn Investigations and Narcotics Task Force (GLINTF) is currently working on the missing person investigation. Anyone with information regarding the whereabouts of Ruth Word is urged to contact Detective Lopeteguy at the Glenn County Sheriff’s Office, 530-934-6722.

Pickup hits light pole in Orland

By Larry Judkins

Glenn County Observer

A pickup ran the traffic signal at Walker and Sixth Streets late Tuesday morning, then crashed into a light pole on Walker Street near the railroad tracks.

Orland police officers responded to the scene at roughly 10:20 a.m.

Upon arrival, an officer requested medical personnel.

The sheriff’s dispatcher asked if medics should respond Code 2 (no lights and sirens) or Code 3 (with lights and sirens).

Initially, the officer replied, “Code 2.”

A moment later, however, he changed his request to Code 3, stating that the driver of the pickup was unresponsive but breathing.

At 10:26 a.m., Orland Fire Department personnel were dispatched to the scene.

Orland Fire Chief Justin Chaney remarked that the driver was now conscious, but showed symptoms of having suffered a stroke.

An ambulance, responding from the direction of Hamilton City, soon arrived at the scene.

The driver of the pickup was then transported to Enloe Medical Center in Chico.

The pickup, bearing Louisiana plates, was removed from the scene by Bambauer Towing.

Update on New Year’s stabbing south of Orland

By Larry Judkins

Glenn County Observer

At 12:52 a.m. on New Year’s Day, Glenn County Sheriff’s deputies and Orland police officers responded to the area of County Roads MM and 20 regarding several intoxicated people fighting in the road.

Prior to the arrival of law enforcement officers, deputies learned there was a knife involved and someone was stabbed.

Deputies arrived and started an investigation.

Two Latino men were transported by ground ambulance to Enloe Medical Center for treatment of their injuries.

One of the injured men was the victim of a stabbing, while the other sustained a laceration to his head.

The man with the head wound was identified as Daniel Perez, but Sheriff Warren did not have a date of birth for him.

The sheriff also did not yet know the name of the stabbing victim.

According to the Glenn County Sheriff’s log, several witnesses were uncooperative and refused to provide any information regarding the incident.

Law enforcement officers were unable to locate any suspects.

New Year’s stabbing south of Orland

By Larry Judkins

Glenn County Observer

The new year did not start out well for Glenn County law enforcement officers.

Or for at least two others in the county, for that matter.

At about 1 a.m. on January 1, officers responded to a report of a stabbing at a location on County Road 20, south of Orland.

Glenn County dispatchers initiated a “Code 33” ( only absolutely necessary communications on the police channel).

At 1:06 a.m., the fire dispatcher in Corning called for Orland Fire Department volunteers to “stage for medical” at 6371 County Road 20.

Orland Police Sergeant Sean Johnson stated he was “Code 4” (okay), but a short time later another law enforcement officer reported that “irate people here are not listening to orders.”

In the background could be heard several agitated people who were shouting.

Deputies began converging on the scene.

At 1:11 a.m., Orland Fire Department Unit #23 announced it was responding.

A minute later, Unit #23 was cleared to enter the scene for one stabbing victim and another victim “with unknown injuries.”

The Enloe FlightCare helicopter was requested.

The Code 33 was canceled.

Unit #23 asked for address confirmation.

The fire dispatcher repeated it as 6371 County Road 20.

Unit #23 said they were unable to find the address.

The fire dispatcher checked with Glenn County Communications, then updated the address as 6751 County Road 20 with a “cross of [County Road] MM.”

It was reported that Westside Ambulance personnel were at the scene.

The second victim was revealed to have a head injury.

Unit #23 arrived at the scene at 1:23 a.m.

Westside Ambulance sought confirmation that the air ambulance was requested.

Fire dispatch answered in the affirmative, but added that it was responding out of the Oroville area.

Westside asked if there was an estimated time of arrival, but the dispatcher replied that he was still waiting for a call back.

Orland Fire Unit #31 arrived at 1:24 a.m.

Unit #40 reported there were two patients, one a victim of stabbing and the other a victim of a head injury.

Westside personnel requested another ground unit.

At 1:30 a.m., Unit #40 released Unit #31 from the scene.

Three minutes later, Unit #40 announced that “all units are available and returning [to the station].”

A short time later, a law enforcement officer reported that Westside Ambulance was transporting two patients by ground ambulance.

It is presently unknown who the victims are, what the extent of their injuries are, whether there are any suspects and, if so, who they are and whether they have been arrested.
