Orland man charged with child sexual abuse

By Larry Judkins

Glenn County Observer

Readers: Please remember that in our criminal justice system, the accused is presumed to be innocent until proven guilty in a court of law.

Very few facts regarding the case below are known with certainty. Please do not engage in threats against the individual in this story.

However, not only is the presumption of innocence a basic premise of our system of government, so is the concept of a fully informed public. Ignorance and democracy cannot exist simultaneously.

You are entitled to know what there is to know so far regarding this case.

Anyway, at about 10:37 a.m. on Saturday, Dec. 24, 2022, Deputy Ramirez received a report of a cold sexual assault of juveniles at an address on County Road 17 near Orland.

Deputy Ramirez met with the caller, Zandi Lin Lawrence of Corning, and her two juvenile step-grandchildren.

Deputy Ramirez initiated an investigation. He concluded his investigation, and it was turned over to the Major Crimes Unit for further action.

According to the sheriff’s log for the Dec. 24 incident, other “involved parties” included Glenn County Child Protective Services, 127 East Walker Street, Orland; Chester William Johnson of Orland; Camelia Vivian Johnson of Orland; Christopher Spangler of Orland; River Jay Hope Johnson of Orland; and two anonymous and presumably juvenile victims from Orland.

At about 7:54 a.m. on Friday, Dec. 30, Chester William Johnson, 39, of Orland, was booked into the Glenn County Jail on charges alleging continuous sexual abuse of a child, lewd or lascivious acts with a child under the age of 14, sexual penetration with force on a child under the age of 14, and willful cruelty to a child that could result in injury or death (all felonies).

His bail was set at $315,000. He was taken into custody near Orland by a Glenn County Sheriff’s deputy.

On Thursday, Jan. 5, the Glenn County District Attorney’s Office charged Johnson with alleged continuous sexual abuse of a child, and lewd or lascivious acts with a child under the age of 14 (again, both charges are felonies).

The matter is next set to be in court (Donald Cole Byrd presiding) at 8 a.m. on Friday, Jan. 13. At this hearing, Attorney Robert L. Marshall, who works out of Oroville, may be retained.

Attorney Marshall attended law school at CAL-Northern School of Law in Chico. He was admitted to the State Bar of California on May 17, 1999.

Man suffers multiple stab wounds in fight near Orland

By Larry Judkins

Glenn County Observer

A man from Thornton, Calif., was “stabbed several times” in a fight south of Orland early New Year’s Eve.

At about 7:24 p.m., Glenn County Sheriff’s deputies were dispatched to 3992 Highway 99, between County Roads 25 and 27, on a report of an altercation involving a knife.

Shortly after the call went out, a deputy asked for an update on the location.

The dispatcher said the reporting party “is stating they are outside the property.”

The deputy then asked if it is the mobile building, or the single residence.

The sheriff’s dispatcher responded, “The RP states that he is near the multiple buildings.”

At about 7:31 p.m., the Orland Fire Department dispatcher said, “Attention Orland fire personnel: Stage outside the area until PD clears the scene; stabbing victim; 3992 Highway 99 W.”

Deputies began arriving on scene and observed a Hispanic male adult fleeing the area. A deputy said, “We’ve got one running in field south of our location.”

A moment later, a deputy said, “One at gunpoint,” then, “One detained.”

A deputy then reported that they were attempting to locate a victim, “if we have one.”

A law enforcement officer asked, “Is anyone outstanding [unaccounted for]?”

At about 7:36 p.m., the Orland fire dispatcher announced, “Fire personnel are clear to enter the scene.”

A deputy suggested a perimeter be set up and they “start talking to people.”

A deputy asked the sheriff’s dispatcher, “Do we have any history at this residence with a person named Alberto? Not sure of the last name.”

The dispatcher gave a last name (Melesio) and confirmed there has been a history.

Actually, just the previous day, at about 5:05 p.m., Deputy Thompson was dispatched to 3992 Highway 99 to contact Alberto Melesio “regarding information to a citizen. The deputy was unable to contact Melesio at his self-described address,” according to the sheriff’s log item.

As 8 p.m. on New Year’s Eve approached a law enforcement officer informed another one that there is a person “walking away from the house on the east side.”

Firefighters began leaving the scene. A minute or two after getting back to quarters, at about 7:58 p.m., the fire dispatcher requested firefighters return to the scene.

A firefighter asked about the ambulance, and, at 8:08 p.m., the dispatcher tells him it is coming from Corning.

The dispatcher tells a deputy that a patient at the hospital is trying to refuse care.

Shortly thereafter, firefighters were again back in quarters.

Meanwhile, deputies spoke with witnesses who alleged Alberto Melesio stabbed the victim, Alejandro Arnulfo Cruz Garcia of Thornton, several times.

Alberto Melesio-Molina, 27, of Orland, was booked into the Glenn County Jail on charges alleging attempted murder, and battery with serious bodily injury (both felonies), and a warrant alleging failure to appear on a misdemeanor charge.

His total bail was set at $188,000.

Obituary: Norman ‘Norm’ Stine, 85

“It is with heavy heart that we announce the passing of our father,” announced the children of Norman Stine.

Mr. Stine died in Grants Pass, Ore., on Thursday, Dec. 1, 2022. He was born near Oroville, Calif., on Dec. 13, 1936.

Norm was driven in life and stayed busy from the time he was young. He dropped out of high school to pursue the promise of gainful employment but went back a couple of years later and finished graduating from Ukiah High in 1958.

Motivated by the desire to make a better life for himself and his family, he held many occupations, including factory work in Ukiah, service station management in San Francisco (back in the day when gas stations still performed service), and partnering in a lamp factory business in both San Francisco and Santa Rosa. He was also a carpenter, general contractor and a rental property owner.

Not one to give up on relationships, he married four times. He has a total of seven kids he’s looked after from his marriages: Connie, David, Doug, George, Don, RJ and Patrick.

Living the “Brady Bunch” life did not affect his affection for any of his kids, as he was always willing to share knowledge and wisdom from his own life experiences, as well as occasional discipline for some of us “boys” in our younger years.

Mr. Stine enjoyed being with family when he could and driving hobby stock race cars. He owned three different cars through the course of his middle years which he liked to take out on the weekends to the local dirt tracks.

He is survived by all his children and two of his four ex-wives. He also leaves more than a dozen grandchildren and several great-grandchildren.

A private celebration of life is planned in February of 2022. Please contact David Stine before the end of January if you are interested in attending: 530-228-2610.
