Wednesday, April 21:
10:35 a.m., Orland police officers were dispatched to the Paigewood Village Apartments for a report of a domestic incident that occurred the night before. Officers contacted Shyla Perez, 28, and initiated an investigation.
12:05 p.m., Orland police officers were dispatched to the area near Burger King, 901 Newville Road, for a report of a reckless driver in a silver Ford Explorer. Officers checked the area but were unable to locate the vehicle.
2:05 p.m., Orland police officers responded to the 100 block of East Chapman Street to assist a Glenn County Animal Control officer with a possible animal abuse call. Officers assisted until no longer needed.
6:14 p.m., Orland police officers were dispatched to 745 Paigewood Drive for a report of two missing juveniles. As officers arrived, the mother located the two children in a neighbor’s apartment. The children were okay and returned home with their mother.
7:35 p.m., Orland police officers were dispatched to an address on East Yolo Street for a report of a 32-year-old woman having a mental health episode. Officers contacted the woman, and following an evaluation she was detained and transported to Glenn Medical Center to meet with Glenn County Mental Health personnel.
Thursday, April 22:
8:11 a.m., Orland police officers responded to Monterey Street at Third Street for a report of a non-injury vehicle accident. A 16-year-old boy was driving a black 1991 Mazda B2200 east on Monterey Street and collided with a parked white 2016 Hyundai Sonata. A traffic collision investigation was initiated.
10:50 a.m., Orland police officers responded to South Street at East Street for a reported hit and run traffic collision. Gail Schermer, 67, of Orland, reported an unknown person in a black SUV collided with the rear of her silver 2008 Mercury Grand Marquis when she stopped for a stop sign. The black SUV fled the scene and was last seen driving south on County Road L. Officers checked the area but were unable to locate the vehicle. Schermer stated she was not injured and the incident was documented, pending further leads.
2:39 p.m., Orland police officers responded to assist the California Highway Patrol with a report of a man laying along the onramp, partially in the roadway, of northbound Interstate 5 at Newville Road. Officers provided assistance until no longer needed.
5:09 p.m., Orland police officers received a report of an intoxicated man in the area of 718 Sixth Street. Officers contacted Anthony Pippin, 61, of Elk Creek. Following an evaluation, Pippin was arrested and booked for alleged public intoxication.
5:57 p.m., Orland police officers responded to a reported vehicle versus pedestrian collision on East Street at Walker Street. Officers determined that James Procarione, 33, of Red Bluff, was driving his silver 2006 Dodge 1500 east on Walker Street when he failed to stop for a red light at the intersection with East Street. The Dodge collided with Patricia Malagon, 22, of Orland, who was jogging north in the crosswalk. Malagon was transported by ambulance to the hospital.
7:51 p.m., an Orland police officer observed a blue 1988 Toyota pickup reported stolen vehicle from Chico at the Speedway on Hoff Way. Following an investigation, Sean Talmadge, 30, of Orland, was arrested and booked on charges alleging being in possession of a stolen vehicle, and violation of his probation, as well as one felony warrant and two misdemeanor warrants out of Glenn County.
10 p.m., Orland police officers were dispatched to 518 Monterey Street for a report of a possible court order violation. Officers contacted Joshua Chrstian, 28, of Orland, who reported that Crystal Moutter, 25, allegedly violated an emergency protective order by speaking to him through a third party. An investigation was started.
Friday, April 23:
1:03 a.m., Orland police officers received a report of an audible alarm sounding at Grocery Outlet, 1026 South Street. Officers found the building was secure and notified the responsible party.
1:22 a.m., Orland police officers were dispatched to the Orlanda Inn, 827 Newville Road, in order to check the welfare of Krishnakant Ramdas, 32. Officers contacted Ramdas, who declined any assistance.

Tuesday, April 20:
12:50 a.m., Johny Clifford Jordan, 50, a mechanic who lives in Willows, was booked into the Glenn County Jail on charges alleging possession of a controlled substance (a misdemeanor), and a warrant alleging disobeying a court order (a misdemeanor). Bail on the fresh charge was set at zero. Bail on the warrant was set at $7,000. He was taken into custody at Yolo and Fourth Streets by an Orland police officer.
3:59 p.m., Clarence Robert Matthias, 61, a crematory operator who lives in Los Molinos, was booked into the Glenn County Jail on a Sonoma County warrant alleging failure to appear after giving a written promise (a misdemeanor). Bail was set at $5,000. He was taken into custody on Highway 162, west of County Road 306, by a California Highway Patrol officer.
4:58 p.m., Cory Ray Ingle, 31, a laborer who lives in Sacramento, was booked into the Glenn County Jail on charges alleging possession of stolen property (a felony), vehicle theft (a felony), driving while under the influence of alcohol and/or drugs (a misdemeanor), and driving while under the influence of alcohol (a misdemeanor). Bail was set at $30,000. He was taken into custody on the northbound side of Interstate 5, north of County Road 60, by a California Highway Patrol officer.
8:29 p.m., Jessica Arlena Martin, 33, a laborer who lives in Sacramento, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, possession of controlled substance paraphernalia, and driving while under the influence of drugs (all misdemeanors). Bail was set at $5,000. She was taken into custody at 236 North Humboldt Avenue, Willows, by a Glenn County Sheriff’s deputy.

10:42 a.m., David Wayne Brawley, 20, a mechanic who lives in Willows, was booked into the Glenn County Jail on a warrant alleging petty theft of retail merchandise (a misdemeanor). Bail was set at $2,000. He was taken into custody at 515 North Shasta Street, Willows, by a Glenn County Sheriff’s deputy.
1:47 p.m., Leticia Muriel Torres-Diaz, 27, a hostess who lives in Willows, was booked into the Glenn County Jail on a warrant alleging failure to appear on a misdemeanor charge. Bail was set at $10,000. She was taken into custody at 600 North Humboldt Avenue, apt. #251, Willows, by a Glenn County Sheriff’s deputy.
2:40 p.m., at the Glenn County Jail, Raymond Tyler Little, 36, a logger who lives in Orland, was found to have a warrant alleging disobeying a lawful order of the court (a felony). Bail was set at $20,000.
3:33 p.m., Thomas Vang, 33, a pressure washer who lives in Sacramento, was booked into the Glenn County Jail on charges alleging possession of a controlled substance, and possession of drug paraphernalia (both misdemeanors), and Sacramento County warrants alleging violation of probation, and possession of burglary tools (both misdemeanors). Bail on the fresh charges was set at zero. The bail for one of the warrants was set at $20,500. The other was a no-bail warrant. He was taken into custody on the northbound side of Interstate 5, south of County Road 25, by a California Highway Patrol officer.
3:44 p.m., Barry Jan Hancock, 68, retired, of Gridley, was booked into the Glenn County Jail on warrants alleging disobeying a lawful order of the court (a felony), disobeying a court order (a misdemeanor), and failure to appear on a felony charge. Total bail was set at $64,000. He was taken into custody at the Colusa County Jail by a Glenn County Sheriff’s deputy.
8:53 p.m., Ian Thomas Alves, 35, a salesman who lives in Willows, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs (a misdemeanor), and driving while under the influence of alcohol (a misdemeanor). Bail was set at $10,000. He was taken into custody on North Colusa Street at Wood Street, Willows, by a California Highway Patrol officer.

7:30 a.m., Adrian Rios May, 29, a laborer who lives in Willows, was booked into the Glenn County Jail on warrants alleging disobeying a court order (a misdemeanor). Total bail was set at $23,000. He was taken into custody at Highway 32 and Sacramento Avenue, Hamilton City, by a Glenn County Sheriff’s deputy.
12 p.m., William Barry Heavrin, 47, a laborer who lives in Willows, was booked without bail into the Glenn County Jail on a warrant alleging violation of post-release community supervision (a felony). He was taken into custody on Woodward Avenue, north of East Yolo Street, Orland, by a Glenn County probation officer.

Bail was set at $10,000. He was taken into custody on the northbound side of Interstate 5 at County Road 16 by a California Highway Patrol officer.
8:01 p.m., Sean Adam Talmadge, 30, a cook who lives in Orland, was booked into the Glenn County Jail on charges alleging vehicle theft (a felony), and misdemeanor violation of probation, and warrants alleging disobeying a lawful order of the court (a felony), and disobeying a court order (a misdemeanor). Total bail was set at $44,000. He was taken into custody at 1185 Hoff Way by an Orland police officer.
8:21 p.m., Otto James Chrestensen, 22, a laborer who lives in Willows, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody in the 200 block of West Sycamore Street, Willows, by a Glenn County Sheriff’s deputy.

Wednesday, April 21:
1:13 a.m., while on patrol, Deputy Tuma was flagged down and told of a person possibly in the new apartment construction on West Sycamore Street, near North Humboldt Avenue, Willows. Deputies conducted a check of the property but were unable to locate anyone.
8:05 a.m., Amy Clement called and reported a suspicious vehicle on County Road 7 near Orland. Deputy Lemmon was dispatched and contacted Clement, who said the vehicle was in front of her residence and it was suspicious. Clement said when the female driver saw Clement, the driver drove the vehicle out of the area at a high rate of speed. Clement said the vehicle was a black Chrysler. Clement requested the incident be documented and extra patrol in the area.
8:41 a.m., Diana Brown of 1340 West Sycamore Street, apt. #125, Willows, contacted Glenn County Communications and requested to speak with a deputy regarding a disturbance with her neighbor, Judy Edano, of apt. #116. Deputy Garcia was dispatched and contacted Brown, via telephone, as requested. Brown reported Edano called her a derogatory name during an argument and requested the incident be documented.
10:40 a.m., while on routine patrol, Deputy Garcia saw David Brawley in the 500 block of North Shasta Street, Willows. Deputy Garcia knew Brawley, who lives at 515 North Shasta Street, from previous contacts and had prior knowledge he had a warrant for his arrest. A records check through Glenn County Communications confirmed the warrant. Deputy Garcia arrested Brawley and transported him to the Glenn County Jail.
10:59 a.m., Freddy Hernandez of Corning called and reported trespassing in Hamilton City. Deputy Lemmon contacted Hernandez, who said a woman he knew as Tabitha (unknown last name), continues to come to the property to look for her ex-husband. Hernandez said Tabitha, who lives in Willows, has been told multiple times to not return. Deputy Lemmon conducted an area check for Tabitha and her vehicle. Deputy Lemmon discovered Tabitha had left the area. Hernandez was told to contact law enforcement if she returned.
12:42 p.m., an anonymous person reported a man wearing dark long sleeves with khaki pants was causing a disturbance near St. Monica’s Church, 1129 West Wood Street, Willows. Deputy Garcia was dispatched and contacted the reported man, Harvey Chovanak of Salome, Ariz. Deputy Garcia tols Chovanak of the complaint and counseled him on his behavior. Chovanak agreed to no longer cause a disturbance and said there would not be any further issues.
2:04 p.m., deputies responded to 1340 West Sycamore Street, apt. #102, Willows, to a report of a possible burglary in progress. Upon arrival, they checked the interior of the apartment and determined nobody had been inside. Deputies secured the apartment.
2:34 p.m., Deputy Garcia responded to 600 North Humboldt Avenue, apt. #251, Willows, after Leticia Torres-Diaz reported a fraudulent use of her debit card. A records check through Glenn County Communications showed Torres-Diaz had an outstanding misdemeanor warrant out of Glenn County. Deputy Garcia arrested Torres-Diaz for the outstanding warrant and transported her to the Glenn County Jail. The alleged fraudulent use of Torres-Diaz’s debit card is an ongoing investigation.
8:06 p.m., Lynn Head requested a civil standby to retrieve her property from her residence at 4222 County Road K, Orland, after an altercation between her and Michael Head. Deputy Lourenzo responded and stood by while Lynn Head retrieved some of her belongings without incident. Lynn Head was provided with information on civil matters and the restraining order process.
10:14 p.m., Deputy Ayres was dispatched to Highway 162 and Interstate 5 for a single-vehicle collision involving a motorcycle, with an ambulance responding. Deputy Ayres contacted the driver, Phillip Carcione, of Las Vegas, Nev. After an on-scene investigation, Carcione was arrested for allegedly driving while under the influence and transported to Glenn County Jail after being medically cleared. The motorcycle was towed from scene by L&T Towing, at the owner’s expense.
10:42 p.m., Joe Torres contacted the sheriff’s office, requesting to report theft from his residence at 714 West Laurel Street in Willows. Deputy Tuma attempted to contact Torres by phone, but was unable to do so and left a voicemail advising Torres to call back if he still wished to make a report.
10:56 p.m., Deputy Tuma was dispatched to a domestic disturbance at 600 North Humboldt Avenue, apt. #249, Willows. Deputy Tuma contacted Jennifer Mendoza and Alexander Martinez. Both said they were in an argument and denied a physical altercation took place. Martinez agreed to stay somewhere else for the night. The incident was handled by mediation and separation.
11:08 p.m., Ginger Blosser of Willows contacted the sheriff’s office, requesting an area check of Diamond Gas at 1300 West Wood Street, Willows. Blosser said a transient was going through the trash and was worried he might vandalize the business. Deputy Tuma conducted a check of the property but the transient was gone.

Pulido Torres, 33, a server who lives in Orland, was booked into the Glenn County Jail on charges alleging infliction of corporal injury on a spouse or cohabitant (a felony), child abuse or endangerment (a felony), damaging a wireless communication device (a misdemeanor), and robbery (a felony). Bail was set at $325,000. He was taken into custody at 72 East Yolo Street by an Orland police officer.
11:45 p.m., Brian Delove McCaskel, 25, a laborer who lives in Willows, was booked into the Glenn County Jail without bail on a Butte County warrant alleging assault with force likely to cause great bodily injury (a felony). He was taken into custody in the 100 block of East Walker Street by an Orland police officer.

2:41 a.m., Sean Richard Daunte Brundage, 28, a traffic controller who lives in Citrus Heights, was booked into the Glenn County Jail on charges alleging driving while under the influence of alcohol and/or drugs, and driving while under the influence of alcohol (both misdemeanors). Bail was set at $10,000. He was taken into custody on Eighth Street, north of South Street, Orland, by a Glenn County Sheriff’s deputy.
6:25 p.m., Heidi Nicolette Sanchez, 27, a cook who lives in Corning, was booked into the Glenn County Jail on charges alleging violation of a court order to prevent domestic violence (a misdemeanor). Bail was set at $5,000. She was taken into custody at 246 East Colusa Street by an Orland police officer.

11:40 a.m., Anabel Raeceleste Krogstad, 21, a customer service representative who lives in Woodland (the sheriff’s log indicates her address is 100 Tom Polk Drive, Chico), was booked into the Glenn County Jail on a a warrant alleging child stealing by a person without custody (a felony). Bail was set at $40,000. She was taken into custody at the Willows branch of the Glenn County Superior Court by a Glenn County Sheriff’s deputy.
11:40 a.m., Brian Lee Krogstad, 48, a business developer who lives in Woodland (the sheriff’s log indicates his address is 435 North Tehama Street, Willows), was booked into the Glenn County Jail on a a warrant alleging child stealing by a person without custody (a felony). Bail was not mentioned in the jail’s news release, but the sheriff’s log suggested that it, too, was set at $40,000. He was taken into custody at the Willows branch of the Glenn County Superior Court by a Glenn County Sheriff’s deputy.
8:15 p.m., William Donald Jarman, 31, a laborer who lives in Orland, was booked into the Glenn County Jail without bail on a a warrant alleging violation of post-release community supervision (a felony). He was taken into custody at 1021 South Street, Orland, by a Glenn County Sheriff’s deputy.
10 p.m., Noah Ryan Coats, 39, a carpenter who lives in Corning, was booked into the Glenn County Jail on a a warrant alleging vehicle theft, and a special allegation (both felonies). Bail was set at $30,000. He was taken into custody on the northbound side of Interstate 5, north of County Road 3, by a Glenn County Sheriff’s deputy.

Friday, April 16:
10:24 a.m., Orland police officers were dispatched to the report of a disturbance at Starbucks, 110 Frances Lane. Officers contacted Sara Bosley, 53, who was upset with employees after she was advised to put on a mask. Bosley left without incident.
10:24 a.m., Orland police officers were dispatched to check the welfare of an elderly man walking in the area of Newville Road and Commerce Lane. Officers contacted the man, who was provided transportation by the reporting party.
2 p.m., at 51 East Colusa Street, the Orland Police Department towed a green 2002 BMW 530I for abatement.
3:36 p.m., at 702 Peach Circle, the Orland Police Department towed a red 2003 Honda Accord for abatement.
3:36 p.m., Orland police officers were dispatched to 712 Eighth Street for a report of a person hearing voices. Officers contacted the 61-year-old man who stated he was hearing voices and was afraid he was going to snap. Officers detained the man for a mental health evaluation and transported him to Glenn Medical Center to meet with Glenn County Mental Health personnel.
4:26 p.m., Orland police officers responded to a report of a suspicious vehicle. Officers contacted Jesus Ayala, 54, who was taking down signs in the vacant lot at East Walker Street and Linwood Drive.
5:39 p.m., Orland police officers responded to the 600 block of East Walker Street for a reported vehicle fire. Following an investigation, it was determined that the fire was arson and five juveniles were responsible.
6:30 p.m., on East Walker Street at Papst Avenue, an Orland police officer conducted a traffic enforcement stop on a blue 2016 Infiniti. The 17-year-old driver was cited for expired registration.
9:22 p.m., Orland police officers responded to 72 East Yolo Street for a report of a domestic disturbance. Officers contacted Edith Aguilar, 36, and Juan Torres, 33. Following an investigation, Torres was arrested and booked for alleged domestic violence, child endangerment, robbery and preventing a call to 911.
9:42 p.m., Orland police officers were dispatched to a report of several people drinking beer next to a van in the parking lot of The Hive, 730 Sixth Street. Officers contacted several travelers, who were admonished for trespass and asked to leave.
11:02 p.m., Orland police officers responded to the Paigewood Village Apartments for a report of suspicious circumstances. Officers contacted a 16-year-old boy. Following an investigation, the boy was arrested for violating his juvenile probation and turned over to the Glenn County Probation Department.
11:49 p.m., Orland police officers contacted Brian McCaskel, 25, of Chico, sleeping in front of a closed business in the 100 block of East Walker Street. McCaskel was arrested and booked for a Butte County felony warrant.
Saturday, April 17:
5:34 p.m., Orland police officers responded to a report of an alarm at John’s Tires, 512 South Street. Officers checked the business but were unable to locate the cause of the alarm.
6:10 p.m., Orland police officers were dispatched to a reported domestic disturbance at 246 East Colusa Street. Officers contacted Giovanni Zarco, 30, of Orland, and Heidi Sanchez, 27, of Corning, who had been in an argument over the custody of their son. Following an investigation, Sanchez was arrested and booked for alleged violation of a criminal protective order.
8:37 p.m., Orland police officers responded to the report of a possible DUI driver. Officers searched the area around Sav-Mor, 35 East Walker Street, but were unable to locate the vehicle.
9:26 p.m., Orland police officers were dispatched to a report of loud music at Alexandria Park. Officers contacted the homeowner, who was told of the complaint and agreed to keep the music down.
9:58 p.m., Orland police officers were dispatched to a report of loud music in the area of 406 Third Street. Officers contacted the homeowner who was told of the complaint and agreed to keep the music down.
11:08 p.m., Orland police officers responded to the report of a subject walking in the roadway at South Street and Papst Avenue. Officers contacted Steven Stoltenberg, 54, of Orland. He was not found in the roadway and was transported to his residence.
11:25 p.m., on South Street at Marin Street, an Orland police officer conducted a traffic enforcement stop on a blue 2008 Honda Civic. William Terry, 38, of Orland was cited for alleged expired registration and no proof of insurance.
11:54 p.m., Orland police officers were dispatched to a report of loud music at 904 Winterpine Drive. Officers contacted the homeowner, who was told of the complaint and agreed to keep the music down.
Sunday, April 18:
12:13 a.m., Orland police officers were dispatched to a reported alarm activation at 903 South Street. Officers checked the building and found no signs of entry. The alarm reset prior to the officers’ arrival.
10:56 a.m., Orland police officers were dispatched to a report of a suspicious person in the area of Fourth and Walker Streets. Officers contacted William Dillon, 40, of Modesto, who was told of the complaint and agreed to leave.
11:53 a.m., Orland police officers were dispatched to the front of the police department to meet with Alfredo Guzman, 32, of Chico, regarding a child custody issue. Officers provided Guzman with information.
12:05 p.m., Orland police officers were dispatched to 601 First Street to take a missing person report. Prior to taking the report, the missing person was located by family and the dispatch was canceled.
3:56 p.m., Orland police officers responded to South Street at Papst Avenue for a report of a man walking in the roadway. Officers contacted Stephen Stoltenberg, 54, of Orland. He was cited and released for walking in the roadway.
4:28 p.m., Orland police officers were dispatched to a report oftrespassing at R&R Sales, 624 Sixth Street. Officers contacted William Dillon, 40, of Modesto, who was admonished for trespassing and agreed to leave.
5:08 p.m., Orland police officers responded for a person refusing to leave the property at Sav-Mor, 35 East Walker Street. Officers contacted Steven Stoltenberg, 54, of Orland, who was admonished for trespassing and agreed to leave.
6:03 p.m., Orland police officers were dispatched to East Walker Street for a report of two suspicious vehicles. Officers checked the area but were unable to locate the vehicles.
7:54 p.m., Orland police officers were dispatched to the Farwood Bar and Grill, 705 Fifth Street, for a report of trespassing. Officers contacted Steven Stoltenberg, 54, of Orland, who was admonished for trespassing and agreed to leave.
9:41 p.m., Orland police officers were dispatched to 1307 Fairview Street to check the welfare of a 25-year-old man. Officers detained the man for a mental health evaluation and transported him to Glenn Medical Center to meet with Glenn County Mental Health personnel.
10:45 p.m., at the Orland Stop and Shop, 10 Walker Street, an Orland police officer conducted a traffic enforcement stop on a white 1998 Toyota Tacoma. Joseph Dunbar, 19, of Orland, was cited for alleged expired registration and no proof of insurance.
11:40 p.m., an Orland police officer responded to a report of a traffic hazard at 21 Yolo Street. Officers found a broken manhole cover and remained on scene until Orland Public Works arrived.
Monday, April 19:
8:37 a.m., Orland police officers were dispatched to a report of a non-injury traffic collision on Walker Street at First Street. Officers contacted the parties and determined Alexandra Delgado, 22, of Chico, was driving a silver Toyota sedan west on Walker Street and rear-ended a gray Ford truck driven by Kelsey Spencer, 34, of Red Bluff. Officers assisted both exchange information.
8:55 a.m., Orland police officers responded to South and Pine Streets for a report of an out of control juvenile who was refusing to go to school. Officers contacted the girl and counseled her. The girl was released back to her mother and returned to school.
9:34 a.m., Bailey Skidmore, 22, of Orland, reported an unknown person stole money and credit cards from his unlocked truck at 249 East Swift Street. The theft was documented.
10:49 a.m., Orland police officers responded to a report of a possible burglary in progress at 527 Fifth Street. Blane Hamilton, 66, said it sounded like someone was on the second floor when he arrived. Officers cleared the building with the K9 team. Hamilton checked the building but did not find anything missing or disturbed.
7:38 p.m., Orland police officers were dispatched to the Orlanda Motel, 827 Newville Road, for a reported argument between two residents. Officers spoke with the involved parties and determined it was an argument over a parking spot. Both parties were counseled.
8:01 p.m., Orland police officers were dispatched to a report of a hit and run collision at Little Caesars Pizza, 701 Walker Street, involving a dark-colored minivan. Officers checked the area but were unable to locate the minivan. Employees were unaware a vehicle hit the side of their building, causing chipped paint.
9:31 p.m., Orland police officers assisted the Glenn County Sheriff’s Office with a burglar alarm sounding at Plaza Elementary School, 7322 County Road 24. Officers assisted until no longer needed.
Tuesday, April 20:
12:46 a.m., at Yolo and Fourth Streets, Orland police officers contacted Johny Jordan, 50, of Willows. Jordan was arrested and booked for a misdemeanor warrant out of Glenn County and alleged possession of a controlled substance.
6:05 a.m., Orland police officers responded to a report of a non-injury traffic collision. Josefina Ordaz, 60, of Orland, was driving a white 2021 Chevy Trailblazer west on South Street and collided with a gray 1994 Toyota 4Runner driven by Corinne Mitchell-Schohr, 25, who was turning onto South Street from East Street. Officers assisted the parties exchange information.
10 a.m., at the Orland Police Department, an officer signed off a correctable citation.
10:20 a.m., Orland police officers were dispatched to a report of a man walking in the middle of the roadway near the Orland branch of the Glenn County Superior Court, 831 East South Street. Officers contacted Steven Stoltenberg, 55, of Orland, and counseled him on walking in the middle of the roadway.
11:13 a.m., Orland police officers were dispatched to Orland High School for a report of a juvenile receiving inappropriate social media. Officers contacted the 16-year-old girl and learned she had been receiving images from an 18-year-old man in Kansas. The incident is under investigation.
11:18 a.m., at 218 East Walker Street, an Orland police officer initiated a traffic stop on a black Hyundai Sonata. Hector Martinez-Contreras, 27, of Corning, was cited for having an obstructed plate, driving while unlicensed, no proof of insurance, and possessing more than an ounce of marijuana.
11:48 a.m., Orland police officers were dispatched to a report of suspicious circumstance at the Newport Village Senior Apartments, 1011 Newport Avenue. Employees stated they found personal property outside an apartment. Extra patrol was requested.
12:54 p.m., Orland police officers were dispatched to call Robert Cufaude regarding hacking. Cufaude stated someone was able to gain access to his phone and delete several apps.
1:30 p.m., Orland police officers responded to Orland High School for a report of threats. Officers contacted a 17-year-old female student, who was receiving threatening text messages from an ex-boyfriend.
2 p.m., Orland police officers were dispatched to Carrillo Saw Shop, 622 Swift Street, for a report of a fictitious bill. Officers contacted Oscar Moore, 55, who said he got the $20 bill from Umpqua Bank, attempted to purchase food at the taco truck, and was told the bill was fictitious. Officers collected the bill and took a report.
3:05 p.m., Orland police officers contacted Barbara Estes regarding a scam. Estes stated she lost money over a scam and requested it documented.
4:10 p.m., Orland police officers responded to a report of a stolen vehicle that was seen traveling east near Pilot Travel Center, 4444 Commerce Lane. Officers checked the area but were unable to locate the vehicle.
5:36 p.m., an Orland police officer found a light pole down on a Lely Park baseball field. The fallen light pole appeared to be caused by high winds. Orland Public Works was notified.
10 p.m, the Orland Police Department received a report of an audible alarm sounding at Grocery Outlet, 1026 South Street. Officers checked the business and found it secure. An employee arrived and made sure nothing had been tampered with.
11:45 p.m., on Yolo Street at Fifth Street, an Orland police officer marked a red 2003 Hyundai Santa Fe for abatement.

Thursday, April 15:
1:51 a.m., deputies were dispatched to an anonymous report of loud music coming from 600 North Humboldt Avenue, apt. #219. Deputies contacted Alexia Montes and Migdalia Ruiz at the apartment. They were told of the complaint and agreed to turn the music down for the night.
4:32 a.m., deputies were dispatched to an alarm at 811 North Humboldt Avenue, in Willows. Deputies checked the property and found everything to secured and nothing suspicious noted.
11:22 a.m., Deputy Goodwin was dispatched to a report of a disabled vehicle in the roadway at the intersection of West Sycamore Street and Enright Avenue. The vehicle was a Honda Civic and its wheel had come off the axle. Deputy Goodwin contacted the owner, Moua Lee, who said he had already called his insurance and a tow truck was on the way. L&T Towing arrived a short time later and towed the vehicle. Deputy Goodwin remained on scene and directed traffic until no longer needed.
12:14 p.m., Michael Head requested to speak to a deputy in regards to his wife, Lynn Head, destroying his personal property the night before at 4222 County Road K in Orland. Deputy Ramirez contacted Michael Head, who said he did not care about the destroyed property, but requested a welfare check on Lynn Head. Michael Head was worried that Lynn Head was not in a safe state of mind. Deputy Ramirez contacted Lynn Head, who said she was doing well, but she was angry at Michael Head for being arrested the night before and did not want him to return home. She was provided with civil information. Both parties were ultimately counseled and provided with several resources for assistance available to them.
3:27 p.m., Cynthia Reyes from Glenn County Child Protective Services contacted the Glenn County Sheriff’s Office to request assistance with a CPS referral. Deputy Chavez was dispatched and assisted Reyes. Reyes and Deputy Chavez attempted to contact a couple at their residence on County Road 20 near Orland, but they were not at their home. A follow up was scheduled for the following day.
3:34 p.m., Shirley Swearinger of Willows reported a civil issue regarding a vehicle she recently purchased. She requested to speak with a deputy over the telephone. Deputy Goodwin spoke with Swearinger and Terri Burrows, via telephone. Swearinger reported she recently purchased a Dodge Dakota and was going to give it to a Ray Wallace. Swearinger loaned the vehicle to Wallace and it broke down. Wallace brought the vehicle to Bambauer Towing in Orland. The vehicle was fixed and given back to Wallace. Swearinger was unable to contact Wallace regarding the vehicle. Swearinger was provided with information.
7:48 p.m., Maria Gonzalez contacted the Glenn County Sheriff’s Office to report Tabitha Rodriquez was allegedly parking her car on Gonzalez’s property at 235 Sacramento Avenue, Hamilton City. Deputy Chavez was dispatched and contacted Gonzalez, who said Rodriquez was no longer on her property. Gonzalez was provided information and options to prevent transients from parking on her property.
8:32 p.m., Ricardo Garcia contacted the Glenn County Sheriff’s Office requesting to speak with a deputy regarding his family trespassing at his residence at 3186 Highway 99, Artois. Deputy McIntyre spoke with Garcia via phone. Garcia said his family was no longer at this residence and requested information on how to keep them away. Garcia was provided information and advised to call law enforcement when his family was at his residence against his wishes.
10:55 p.m., the Willows Fire Department requested a deputy to respond to 600 North Humboldt Avenue, apt. #173, to assist with a medical aid for a subject that fell down. Deputies assisted until no longer needed.
Friday, April 16:
3:57 a.m., Paul Martins of Anderson reported Jessica Martinez of Cottonwood was stealing his property in her black Toyota Prius. Deputy Ayres had seen suspicious activity around this vehicle that was parked at the ampm Mini Mart, 1399 West Wood Street, Willows, prior to Martins calling Glenn County Sheriff’s Office. Deputy Ayres contacted Martins, who was not making much sense and said he has been storing his thrift store business property in her vehicle that they have been sleeping in. Martins was passing through after visiting Colusa Casino due to not being welcome at his local casino in Redding. Martinez was supposed to be giving Martins a ride home. Martins was given a statement form and citizen’s arrest form. After deputies ended the contact with Martins, he was found to have multiple citable misdemeanor warrants out of Shasta County.
8:41 a.m., Erica Bailer reported a suspicious white van with no markings in the area of County Roads FF and 11. Bailer stated the van had been parking in front of numerous houses and when she asked the driver about what he was doing, he told her he worked for an electrical company. Deputies conducted a search of the area but were unable to locate the van.
10:36 a.m., deputies responded to the area of North Merrill Avenue and the Willows High School regarding two adults in a possible physical altercation. Deputies arrived on scene and located Dave Campbell, who said he was arguing with his girlfriend, Heather Alvarez, and denied any physical contact. Campbell stated Alvarez then left the area and did not know where she went. Deputies were unable to locate Alvarez and later released Campbell.
12:44 p.m., an employee at Glenn Medical Center called the sheriff’s office and requested a deputy regarding a patient bringing in marijuana. Deputy Turner responded and met with Curtis, a nurse, who said an adult patient brought marijuana with him and their policy does not allow any outside drugs into their facility. Deputy Turner briefed Curtis on the current marijuana laws and the marijuana was placed in the garbage.
2:18 p.m., Ryan Ward called the sheriff’s office and requested a deputy regarding a man lying on the sidewalk near the old McDonalds. Ward requested a welfare check on the maln. Deputy Turner responded and contacted Paul Martins, of Anderson, who said he was okay and was tired. Martins declined any assistance from law enforcement and did not need any medical attention.
4:12 p.m., Donald Salyer of Willows called the sheriff’s office and reported several boys were harassing his juvenile daughter and then dumped water on her. Salyer said he only requested documentation and did not want to pursue criminal charges. Deputies responded and contacted three boys. The children were counseled and then later released to their parents.
5:41 p.m., Lauren Bramhall of Red Bluff contacted the Glenn County Sheriff’s Office to request a welfare check on her juvenile daughter. Bramhall said her daughter was with her daughter’s father, Manuel Vargas, of Orland. Deputy Chavez contacted Bramhall, who said Vargas was not answering her calls. Deputy Chavez contacted Vargas and told him of the request. Deputy Chavez was able to see the girl was safe and in good health. Deputy Chavez contacted Bramhall and told her the girl was safe.
7:20 p.m., Irma Overton of County Road 30 near Orland contacted the Glenn County Sheriff’s Office to report a suspicious note left on her bedroom window. Deputy Chavez was dispatched and contacted Overton, who said the note was from a Brice who was asking Overton to contact him if she had lost a sum of money on her roadway. Deputy Chavez contacted Brice Creighton, of Chico, who verified he was simply attempting to return money he found on the roadway. Deputy Chavez told Creighton that Overton confirmed the money did not belong to her.
8:14 p.m., Leonardo Esparza of Willows contacted Glenn County Communications to report a man had stolen a tractor from his property near the intersection of Highway 99 and County Road 48 in Willows. Leonardo said the man drove the tractor to the area of Eureka Street and Highway 99 in Willows and parked it an open field. Deputies responded, contacted Esparza, and initiated an on-scene investigation. While on scene, the reported suspect, Brian Mitchell, appeared and deputies made contact. After further investigation, it was determined the alleged stolen tractor was a civil matter regarding Mitchell selling the tractor to Esparza. Subsequently, Esparza took possession of the tractor and both parties were provided with options on dealing with matter civilly.
Saturday, April 17:
12:27 a.m., Deputy McIntyre was dispatched to the area of Merrill Avenue and Wood Street for a single vehicle into a pole. Upon arrival, it was determined the collision occurred at Wood and Culver. Deputy McIntyre contacted Eileen Montoya-Arias of Willows in the driver seat of a silver 2007 Ford Escape and was complaining of pain to her neck. After further investigation, it was determined Montoya-Arias was traveling east on West Wood Street in the #2 lane and another unknown vehicle was also traveling east on West Wood Street in the #1 lane. Montoya-Arias stated two dogs ran out in front of the other vehicle. The other vehicle swerved into her lane to avoid the dogs and she swerved to avoid the other vehicle, causing her to hit the light pole on the southeast corner of Wood and Culver. Montoya-Arias was transported to Glenn Medical Center by medical personnel. Cal-Trans was notified of the damage to the light pole.
1:12 a.m., Deputy McIntyre was dispatched to the area of Sacramento and Willow Streets in Willows for a suspicious dark-colored Camaro driving around with no lights on. Deputies responded and checked the area but were unable to locate the suspicious vehicle.
1:14 a.m., Armando Jimenez of Orland reported a suspicious vehicle on Lassen Street in Orland and reported it had left the area. Sergeant Draper arrived and checked the area but was unable to locate the described vehicle. Jimenez requested extra patrol in the area.
1:54 a.m., Deputy Ayres conducted a traffic enforcement stop on a white GMC truck on Eighth Street, north of South Street, in Orland, for speeding. The deputy contacted the driver, Sean Brundage of Citrus Heights, and passenger, Krystal Rankin of Marysville. After an on-scene investigation, Brundage was determined to allegedly be driving while under the influence. Brundage was arrested and booked into the Glenn County Jail. Rankin was released and took possession of the truck.
6:07 a.m., Matthew Piper, an employee at the Stony Gorge Reservoir Campgrounds, reported there was a large group of people camping at the park, even though it was closed. Piper requested the people be told to leave the park. Deputy Goodwin contacted the group, who were identified as Jim Mcdermott, Bob Ramirez, Richard Laughridge Sr. and Richard Laughridge Jr. They were told the campgrounds were closed to overnight camping. They agreed to move along.
11:49 a.m.,

Irene Daloisiolira from Colusa Regional Medical Center Hospice reported the expected death of hospice care patient Za Lee, 81, of Willows. The decedent entered comfort care on March 29, 2021, and was diagnosed with multiple preexisting illnesses. The decedent’s son, Moua Lee, of Willows, was the decedent`s next of kin and was present at the time of death. The decedent was to be released to the care of F.D. Sweet and Son Mortuary, Willows.
12:50 p.m., a Circle K employee reported a man who had previously been admonished for trespassing had re-entered the business located at 210 West Wood Street in Willows. The employee said the man had left the business and was last seen walking east on Wood Street. The employee requested the man be contacted and reminded he was not allowed to go into the business. Deputy Ramirez responded and searched the area, but was unable to locate the man.
1:43 p.m., a Circle K employee reported a petty theft at the business located at 210 West Wood Street in Willows. Deputies responded and discovered a man had allegedly stolen a pair of $18 sunglasses. Deputies identified the man to be Zachary Boster of Willows and were told he had already left the area. The employee wished to pursue criminal charges against Boster. Deputies attempted to contact Boster, but were unable to locate him. The case is open, pending contact with Boster.
2:52 p.m., Jesus Gonzalez reported a disturbance at 441 Washington Street in Willows. Deputies responded and discovered Gonzalez had been having ongoing issues with his neighbor, Juvenal Sandoval. Gonzalez said Sandoval had approached him today and verbally attacked him without a reason. Gonzalez requested Sandoval be counseled and told to leave him alone. Gonzalez was provided with restraining order information. Sandoval was contacted, counseled, and agreed to leave Gonzalez alone.
3:11 p.m., Deputy Goodwin was detailed to a 911 hang-up at Helena Chemical, 8071 Highway 162, Princeton. Glenn County Communications was able to contact Travis Madsen of Willows, who is a supervisor at the business. Madsen said there should be no one at the business and requested a property check. Deputy Goodwin conducted a search of the property but did not locate any disturbances or anything suspicious.
3:29 p.m., an anonymous caller reported there was a door open at the Willows High School and it appeared to be suspicious. Deputies responded and found a door leading into the high school’s offices was open. Deputies searched the building, but did not locate anyone in the building. There was no damage caused to the door and nothing appeared to be out of place or missing. Deputies were unable to contact a responsible party for the school, but were able to secure the door closed.
4:32 p.m., deputies were dispatched to 1201 West Wood Street, apt. #50, Willows, for a report of a stolen vehicle. Deputies responded and contacted Stormi Barkie of Orland, who said her green 1996 Honda Civic had been taken from her parking spot sometime between April 16 at 11 p.m. and April 17 at 4:32 p.m. Barkie requested to report the vehicle stolen. The Honda was entered into the stolen vehicle system. The Honda was found in the parking lot of the Cedar Hills apartment complex, during the course of the investigation. Several miscellaneous items were found missing from the Honda. The Honda was ultimately released back to Barkie and removed from the stolen vehicle system.
7:12 p.m., deputies were dispatched to an anonymous report of an unknown man with a firearm at the Willows Inn, 725 South Tehama Street. Deputies and CHP conducted a check of the area but did not locate anybody with a firearm.
7:25 a.m., while on patrol, Deputy McIntyre observed Pedro Martinez Morales walking east on First Street in Hamilton City. Morales was staggering and almost fell on two occasions. Deputy McIntyre made contact with Morales and after further investigation it was determined he could not care for the safety of himself or others. Morales was arrested, transported and booked into the Glenn County jail for alleged public intoxication. Morales was to be released when sober.
7:32 p.m., an anonymous reporting party reported loud music in the area of County Roads 20 and KK. Deputy McIntyre responded and determined the music was coming from 6582 County Road 20. Deputy McIntyre contacted Nestor Medina, who agreed to turn down the music.
8:09 p.m., Rafael Ruvalcaba contacted the sheriff’s office, reporting a disturbance at 725 South Tehama Street, Willows. Deputies responded but were unable to locate any signs of a disturbance.
8:46 p.m., an anonymous woman reported loud music coming from the area of Fourth Street and Sierra Avenue in Hamilton City. Upon arrival, Deputy McIntyre determined the music was coming from 475 Sierra Avenue. Deputy McIntyre contacted Jose Esquivel and was told of the complaint. Esquivel agreed to keep the music down. Steven Castillo called back, complaining of the noise. Deputy McIntyre responded again and determined the music had been turned off and Esquivel agreed to keep their voices down.
10:41 p.m., Mary Sawyer contacted the sheriff’s office, reporting a man in her neighbor’s back yard at 533 Fourth Street, Willows, and causing a disturbance. Deputy Tuma was detailed and conducted a check of the area. Deputy Tuma found the area quiet on arrival and was unable to locate anybody in the back yard.
11 p.m., Louis Ramirez reported his neighbors were playing very loud music at 4366 County Road O, Orland. Deputy McIntyre responded and contacted Cesar Enriquez-Urena, who agreed to turn off the music for the night.
11:58 p.m., while on foot patrol in the downtown area of Willows, Deputy Ayres heard a disturbance coming from a vehicle that was parked near The Long Way Home Saloon, 222 West Walnut Street. Deputy Ayres contacted Benjamin Yazzie, of Arizona, outside of a parked SUV that was occupied by Cherie Xiong of Willows. After an on-scene investigation, it was determined to be a verbal only domestic disturbance, settled by separation. Yazzie was given a courtesy ride home.
Sunday, April 18:
9:05 a.m., Stephen Pete of Elk Creek requested to speak with a deputy regarding a child custody issue. Deputy Goodwin attempted to contact Pete, via telephone, but Pete did not answer the phone and his voicemail box was full.
9:15 a.m., Ana Melena of Willows reported reported Celestino Marquez, 64, was not answering his door or responding to her calls at 1340 West Sycamore Street, apt. #201, Willows. Deputies responded to the residence and found Marquez unresponsive. Deputies initiated CPR and called for medics to respond. The Willows Fire Department and Enloe Ambulance personnel arrived on scene and took over life-saving procedures. At about 9:57 a.m., life-saving efforts were exhausted and Marquez was pronounced deceased. A coroner’s investigation was initiated.
9:59 a.m., Jerome Brickley of Orland called the sheriff’s office and reported Curtis Hobbs of Willows was causing a disturbance and was threatening to fight him. Deputies responded to 1201 West Wood Street and contacted Brickley and Hobbs. Brickley alleged Hobbs was wanting to fight over old issues and was not letting him leave the apartment complex. Hobbs alleged Brickley started trash talking and wanted to fight first. Deputies handled the matter by mediation and separation.
11:22 a.m., deputies were dispatched to 1201 West Wood Street, apt. #50, Willows, for a report of a stolen vehicle. Deputies responded and contacted Stormi Barkie of Orland, who said her green 1996 Honda Civic had been stolen from her parking spot sometime between April 17 at 10 p.m. and April 18 at 11:20 a.m. Barkie requested to report the vehicle stolen. The vehicle was entered into the stolen vehicle system. The vehicle was found at the intersection of South Shasta and West Ash Streets in Willows. The vehicle was ultimately released back to Barkie and removed from the stolen vehicle system. (See log item for 4:32 p.m. on Saturday, April 17.)
12:39 p.m., Melissa Young at 1201 West Wood Street, apt. #44, Willows, reported her mail was stolen. Deputy Goodwin contacted Young, who stated Letticia Cordero returned a check to her that had been missing. Young named several people who could have stolen her check from her mailbox. The matter is still under investigation.
3:17 p.m., Eric Steer of Glenn Medical Center reported he saw two juveniles steal a wheelchair from the hospital in Willows. The children were last seen running east on Sycamore Street. Deputy Goodwin contacted three children who had two wheelchairs at Sycamore Park. The children said the wheelchairs were by the trashcans at GMC and they thought they were garbage. GMC staff was unaware if the wheelchairs were garbage and did not know they had been taken. After an investigation, it was determined the children had no intent to commit theft and it was unclear if the wheelchairs were actually meant to be disposed of. The children were counselled and returned the wheelchairs to where they found them.
3:25 p.m., an employee at Tobacco Man, 235 West Wood Street, Willows, reported a unknown man caused a disturbance in the store a few days ago and had since left threatening voicemails to the owner of the business. Deputy Goodwin contacted the employee, who identified herself as Belinda Zazueta. She stated the man was elderly and they had never seen him before. The man was angry over the price of cigarettes. The man was provided with the business owner’s phone number so he could complain. The man had since left voicemails saying he was a Vietnam War veteran and could assault store staff. Zazueta requested the incident be documented due to the concerning statements.
6:50 p.m., Amelia Massie requested an area check at 8064 County Road 30 1/2, Orland, for a suspicious vehicle in her driveway. While en route, Deputy Huichapan’s response was cancelled per Massie, who told Glenn County Communications the vehicle was no longer in the area.
7:45 p.m., Donald Demercurio of Redding flagged down Deputy Huichapan at the Pilot Travel Center, 4444 Commerce Lane, Orland, and said he was stranded. Deputy Huichapan provided Demercurio with a courtesy ride.
8:12 p.m., Carly Herrick of Oroville requested a welfare check on her 8-year-old daughter after the child’s father, Alfonso Loza of Willows, failed to complete a scheduled custody exchange. Deputy Lourenzo responded to Loza’s residence in Willows and attempted to contact the child, but learned she was not there at the time. Loza said the child was at the store with his wife, and was in good health. Loza was told of the child custody exchange procedures and was provided with information. Deputy Lourenzo later contacted Herrick via telephone and told her of the findings. Herrick was provided information regarding the child custody matter and she requested the incident be documented for future court proceedings.
8:59 p.m., Wayne Gunter reported hearing approximately four or five gunshots in the 400 block of Los Robles Avenue, Hamilton City. Deputies responded and conducted an extensive area check throughout Hamilton City, but were unable to locate the source or anything suspicious in the area.
10:28 p.m., Marcus Jackson of Valparaiso, Ind., requested to speak with a deputy after reporting he was in a disturbance with an unknown woman in which the woman left the area in a vehicle and took some of his property. Deputy Lourenzo attempted to contact Jackson via telephone, per his request, but was unable to reach him and was unable to leave a voicemail message. Deputy Lourenzo searched the area of West Wood Street and North Butte Street, where Jackson reported he was located, but was unable to find him. Deputy Lourenzo was ultimately unable to contact Jackson in order to take a report.
11:47 p.m., Deputy Lourenzo responded to the area of North Humboldt Avenue and West Wood Street in Willows after receiving a report of a disturbance from an unknown woman. The reporting party did not provide accurate information as to her whereabouts, and disconnected the telephone prior to giving any other pertinent information. Deputy Lourenzo searched the area for any signs of a disturbance, but was ultimately unable to locate anyone in distress or any signs of a disturbance.
Monday, April 19:
12:19 a.m., Deputy Lourenzo responded to the Cedar Hills Apartments, 600 North Humboldt Avenue, Willows, for a report of a woman shouting within the complex. Upon arrival, Deputy Lourenzo contacted Jasmanie Smith of apt. #110. She said she was talking to someone on the phone, and had been yelling prior to the deputy’s arrival. Smith was told of the complaint and she agreed to keep the noise level down for the remainder of the night.
6:20 a.m., deputies responded to 6570 County Road 49 1/2, Willows, after Nou Yang reported an unknown Asian male was on her property, hitting their livestock. Deputies responded and contacted the reported man, Xiong Lee of Willows, on the property. Lee displayed objective symptoms of being under the influence of a controlled substance. Deputies determined Lee was not in the state of mind to care for the safety of himself or others and was arrested for alleged public intoxication. Yang declined to pursue criminal charges against Lee for trespassing, but requested he be admonished from the property. Lee was transported to the Glenn County Jail and he was to be released once sober.
8:40 a.m., Terrence Olliff contacted Glenn County Communications and requested to speak with a deputy, via telephone, regarding a cold vandalism to his residence (3580 County Road 305), in Elk Creek. Deputy Garcia was dispatched and contacted Olliff, via telephone, as requested. Olliff reported an unknown suspect vandalized his bedroom window at about 4:05 a.m. Olliff did not have surveillance cameras at his residence and only requested the incident documented. Olliff estimated the vandalized window would cost about $500 to repair.
10:35 a.m., sheriff’s deputies and Hamilton City fire personnel responded to Los Robles Avenue for a report of a possible deceased person. Brice Del Faro, 69, was declared deceased at about 10:47 a.m. Next of kin, Lorda Vidauri of Orland, was present and notified of the decedent’s death. Deputy Tuma conducted a coroner’s investigation and the decedent was released into the care of the Sweet-Olsen Family Mortuary of Orland.
11:38 a.m., Sergeant Owens and Deputy Bauer had prior knowledge that Anabel Krogstad of 100 Tom Polk Drive, Chico (sheriff’s log) or Woodland (Glenn County Jail news release) and, Brian Krogstad of 435 North Tehama Street (sheriff’s log) or Woodland (jail’s news release) had outstanding $40,000 Glenn County felony arrest warrants. Both Anabel and Brian Krogstad were taken into custody at the Willows Superior Court for their outstanding warrants and booked into the Glenn County Jail.
1:44 p.m., Sam Patel called and reported two vehicles in the Super 8 motel parking lot, 457 North Humboldt Avenue, Willows. Patel said he asked the drivers to leave and they refused. Deputy Lemmon was dispatched. While Deputy Lemmon was en route, Patel called back to report the vehicles left and he no longer needed law enforcement.
2:03 p.m., Mindy from Glenn County Child Protective Services called and requested a deputy to assist with executing a child protective warrant. Deputy Lemmon was dispatched and assisted until he was no longer needed.
7:58 p.m., an anonymous person reported a disturbance near the pool at the Cedar Hills Apartments in Willows. Deputy Huichapan responded and contacted Chankham Intavong in the area. Intavong said she was in an argument with her boyfriend. She said the argument did not escalate into anything physical and declined any law enforcement assistance. Intavong’s boyfriend left the area prior to Deputy Huichapan’s arrival.
8:14 p.m., at South and Eighth Streets in Orland, Deputy Ayres conducted a traffic enforcement stop on a Nissan Sentra for a California Vehicle Code violation and for the registered owner having a local felony warrant. Deputy Ayres contacted driver, William Jarman, who was confirmed to have a local felony warrant. Jarman was arrested and transported to the Glenn County Jail, where he was turned over to jail staff to be booked. The vehicle was turned over to a friend per Jarman.
9:31 p.m., Acularm Security reported an alarm activation at the Plaza School at 7322 County Road 24, Orland, and requested law enforcement. Deputies responded and arrived on scene. They searched the school and found it to be secured. Deputies did not observe any suspicious activity during the search.
9:59 p.m., at Interstate 5 and County Road 3, Deputy Ayres contacted Noah Coats of 329 Yuba Street, Orland (the jail’s news release says he lives in Corning) during a vehicle stop. The deputy was familiar with Coats from prior contacts and was aware of him having a felony warrant for his arrest. Coats was arrested and transported to the Glenn County Jail, where he was turned over to jail staff for booking. The vehicle and passenger were released.
Tuesday, April 20:
12:32 a.m., Deputy Huichapan was detailed to the Travel Plaza, 1481 Highway 99, Willows, for a report of an alarm activation. Deputy Huichapan responded and found the building was secure. The deputy did not observe anything suspicious and determined it was a false alarm.
5:49 a.m., Deputy Alves was dispatched to the 1200 block of West Wood Street, Willows, to an anonymous report of a man with his pants down, driving a blue vehicle. The anonymous party requested an area check for this man. Upon arrival, Deputy Alves checked the area but was unable to locate the man.
9:42 p.m., Megan Huerta of 600 North Humboldt Avenue, apt. #112, Willows, called to report a violation of a court order. Deputy Alves contacted Huerta, who alleged Alejandro Cisneros of Orland has been harassing her by calling her and messaging her, calling her names. Cisneros was also reportedly at her residence to retrieve property and they were in an argument. Huerta requested Cisneros be counselled regarding his behavior.
10:05 a.m., Michael Head contacted Glenn County Communications to report an alleged cold vehicle burglary. Deputy Garcia was dispatched and contacted Head at his residence, 4222 County Road K, Orland, and initiated an on-scene investigation. After further investigation, it was determined an unknown suspect entered Head’s locked pickup and stole property from inside. Head estimated his lost at about $1,170.
11:58 a.m., Beverly Borges of Willows contacted Glenn County Communications and requested to speak with a deputy regarding an ongoing juvenile concern. Deputy Garcia was dispatched and contacted Borges, via telephone, as requested. Borges reported a 14-year-old posted photos of himself on social media with alcohol. Deputy Garcia initiated an ongoing investigation regarding the matter.
2:09 p.m., Megan Huerta called again to speak to a deputy regarding threats. Deputy Lemmon called and spoke with Huerta, who said she was in an argument with her cousin, Carmen Garcia of Willows. Huerta alleged Garcia became confrontational when she walked by her apartment. Huerta alleged the argument was regarding a civil matter over property. Huerta said Garcia was not happy with her due to refusing to pay for the property. Garcia said she would vandalize Huerta’s vehicle if she was not paid back. Huerta could not provide the apartment number where Garcia lived nor a telephone number. Deputy Lemmon provided Huerta with the information regarding civil harassment orders.
3:15 p.m., Leland Sisk of Elk Creek alleged his grandson, Byron Burrows of Elk Creek, was causing a disturbance regarding Burrows not finding personal belongings at their residence. Deputy Garcia was dispatched and contacted both parties in Elk Creek. After further investigation, it was reported the incident was verbal only and Sisk requested Burrows be counseled on his actions. Deputy Garcia counseled Burrows and provided both parties with options.
6:42 p.m., Megan Huerta contacted the sheriff’s office again, alleging Patricia Garcia of Willows was tased by Carmen Garcia of Chico. Deputy Tuma responded to 600 North Humboldt Avenue, apt. #112, Willows, and contacted both parties and initiated an investigation.
7:21 p.m., Deputy Huichapan was dispatched to the area of Black Bear Diner in Willows for a report of a possible drunk driver. The reporting party, Cody Polit of Maxwell, told Glenn County Communications a female driver in a black Ford Edge almost struck a few vehicles at the O’Reilly’s Auto Parts parking lot. Deputy Huichapan located the described vehicle and woman at the McDonald’s parking lot. Deputy Huichapan contacted the driver, Jessica Martin of Sacramento, and initiated an investigation. After an on-scene investigation, Martin was arrested for allegedly driving while under the influence of drugs. Martin was booked into the Glenn County Jail and released to the care and custody of jail staff without further incident.
8:49 p.m., Mattie Arteaga contacted the sheriff’s office, reporting a disturbance at 533 Fourth Street in Willows. Deputy Tuma responded and contacted Julio Flores and Nadine Crawshaw, both of Willows, in the front of the residence. Flores said he was trying to get items to fit in the back of his truck and did not need law enforcement assistance. Deputy Tuma did not observe any signs of a disturbance and determined no crime had been committed.
8:51 p.m., Karissa Lutz of Willows contacted the sheriff’s office, requesting to speak to a deputy regarding her father, Robert Lutz of Willows, taking her vehicle that was registered to him. Deputy Tuma was detailed and contacted Karissa, who was provided with information and requested personal property out of the vehicle. Deputy Tuma contacted Robert and mediated the return of the property.
9:10 p.m., Robert Druse contacted the sheriff’s office reporting a man wearing a hat and poncho aggressively panhandling in the area of the Chevron station on Wood Street. Druse requested the man be counselled. Deputy Tuma contacted Harvey Chovanak of Salome, Ariz., who was told of the complaint and counseled. Chovanak denied being aggressive and said he would be moving along.

A search for Steven Stoltenberg (not the Steven Stoltenberg of Artois Feed and Grain) resulted in the driver of a Hyundai being pulled over for multiple vehicle code violations early Tuesday afternoon.
This, in turn, resulted in a search of the car, and a substantial amount of marijuana being found.
It all began around noon on April 20, when Glenn County dispatchers received a report of a man walking down the middle of the road in the area of Lely Park and the Orland courthouse, flipping off drivers as they passed by.
Given that Steven Stoltenberg (you know which one) has a history of walking down the middle of the road in this very area, authorities reasonably concluded that the person reported to dispatch could be him.
Orland police officers began searching the area, with one of them spotting the less-than-road-worthy black Hyundai.
Its rear license plate was utterly unreadable unless one was literally just a few feet away from it, it had a bad tire, and no vehicle registration.
The officer who made the stop in the 200 block of East Walker Street, Thomas Roenspie, is a K-9 officer. It is presently unknown if the K-9 alerted on the car after the stop, but the car was searched and a rather large plastic bag of marijuana (“Way more than an ounce,” commented Orland Police Chief Joe Vlach) was found inside.
The driver of the Hyundai apparently had no proper identification, and a Spanish-speaking OPD officer had to be called to the scene to assist with translation. The driver was cited and released, and the bag of marijuana was confiscated.
A white pickup arrived between 12:30 and 12:45 p.m., and the law enforcement officers left the scene. At first it appeared that the pickup was going to tow the Hyundai, but instead the driver of the car jumped in and followed the pickup west on East Walker Street.
Both vehicles turned left into the parking area for what was once known as Fountain Square, just east of East Street and what was once known as Aileen Porter Realty, and that was the last that was seen of the dilapidated Hyundai.
An Orland man was taken into custody Thursday morning after a search warrant was served by the Glenn Investigations and Narcotics Task Force (GLINTF).
With the assistance of several outside agencies, GLINTF executed a narcotics-related search warrant at a residence at 6457 County Road 24, Orland.
Investigators received information from the Wyoming Division of Criminal Investigations indicating a residence in Glenn County was involved in interstate drug trafficking.
During the operation, investigators found and seized close to one pound of methamphetamine (447.3 grams), 11 illegally possessed firearms and ammunition, and $7,867 in cash.
GLINTF investigators arrested Jonathan Krantz, 50, on charges alleging possession of a controlled substance for sale, possession of firearms and ammunition by a prohibited person, and possession of a controlled substance (all felonies).
He was booked into the Glenn County Jail at about 10 a.m.

Wednesday, April 14:
10:22 a.m., Orland police officers responded to 221 East Shasta Street for a report of a scam. Timothy Walker, 46, of Orland, reported he provided his personal information to obtain a cell phone but did not receive it. Walker was provided with information.
11:10 a.m., Orland police officers responded to 221 East Shasta Street for a report of an assault. Tiffany Martin, 30, of Orland, stated her seven-year-old daughter was assaulted by another child at school. The school was notified and Martin requested the incident documented.
6:30 p.m., on Newville Road, an Orland police officer initiated a traffic enforcement stop on a red Ford Mustang for the driver not wearing a seat belt and the vehicle had expired registration. Officers contacted the driver, Luis Perez, 33, of Orland, who was issued a citation for the alleged violations.
Thursday, April 15:
9:30 a.m., Orland police officers were dispatched to check the area of the 200 block of East Walker Street for a possible traffic collision. Officers were cancelled prior to arrival. Both parties had exchanged information.
10:30 a.m., Orland police officers were dispatched to a civil standby at 22 East Swift Street. Officers stood by until no longer needed.
3:03 p.m., Joshua Christian, 28, reported Crystal Moutter, 25, of Orland, drove near his house at 518 West Monterey Street, yelling in violation of an emergency protective order. Following an investigation, Moutter was arrested and booked for violating the domestic violence restraining order.
4:49 p.m., Orland police officers were dispatched to contact Panda Bell, 36, regarding social media. Bell reported Shawn Molleson, 34, had made suspicious comments on Facebook regarding her business at 701 Fourth Street. Officers reviewed the comments and determined there was no crime and provided Bell with options. Officers contacted and counseled Molleson on his comments.
8:59 p.m., Orland police officers were dispatched to CVS, 869 Newville Road, regarding a trespassing issue. Officers contacted Keith Milner, 27, of Orland, who was admonished for trespassing at the request of the business.
9:38 p.m., Orland police officers responded to 917 Walker Street for a report of a 911 hang-up. Officers contacted several residents in the area who all said that they did not call 911.
Friday, April 16:
1:18 a.m., Orland police officers responded to a report of a burglar alarm sounding at the Burger King restaurant. Officers determined the cause of the alarm was an employee error.
